Kensington is a joint venture between Echo Bay Mines and Coeur Alaska, a subsidiary of Coeur d'Alene Mines Corp. The venture is of equalparticipa- tion and is governed by a management committee with Echo Bay as the operator. The project site is 50 miles north of Juneau, Alaska on the eastern shore of the Lynn Canal. The mine and mill are being planned for a production rate of 4,000 stpd. Currently, probable reserves stand at just over 11.3 million tons grading 0.149 oz Au/ton. The project is now in final feasibility study with a production decision anticipated by the end of 1990. Commercial production would begin early in 1993. This presentation dis- cusses the anticipated mine, mill and support aspects of the project.

This paper describes the design of an expert system used as a part of a diagnostic system for diesel hydraulic drives. A PC-based diagnostic system ruDi (KeBler and Burgwinkel, 1993) was developed to minimise the time for diagnosis and repair work of vehicles with diesel hydraulic drives used in the mining industry. One part of ruDi is an expert system that helps to locate errors in any of a vehicle's subsystems, and supports technicians in removing the cause of a malfunction. Apart from the standard knowledge of diesel engines and hydraulic transmissions, the expert system supports the interpretation of the data obtained during sophisticated engine analysis tests such as high-resolution speed analysis or high-pressure analysis of the diesel injection system. The expert system is designed to diagnose various vehicles of the same type. Data for each vehicle is stored separately allowing checks to be carried out individually for each machine. An additional feature of this system is a database interface to a Maintenance Planning and Control System (MPCS) that allows an automatic generation of work orders for the defects found during the expert system sessions.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

Zinc sulphide concentrate from Mount lsa, Australia, was leached in acidic sulphate-chloride solutions using ferric ions as oxidants under atmospheric pressure. The parameters of temperature, particle size and concentrations of ferric and chloride ions were evaluated.The shrinking core model can be used to describe the leaching which is limited by the electrochemical processes in the initial leaching stage, and by both surface reaction and pore diffusion processes subsequently. The apparent activation energy measured in the initial leaching stage is 49 kJ/mole over the temperature range 60 to 90°C.About 99 per cent of the contained zinc in the -45+38 µm particle sample dissolved at 90°C in a 0.5 M H2SO4/0.1 M Fe2(SO4)3/0.8 M NaCI solution within two hours. Some nine per cent of sulphide sulphur was oxidised through to sulphate; the remainder was convened to elemental sulphur.The mixed sulphate-chloride system has advantages over separate chloride and sulphate systems due to the low reagent cost, high leaching rate and possible selective leaching of zinc sulphide concentrate with high lead contents.

In 2003, NEWMONT MINING CORPORATION, the worldÆs largest gold producer, set out to prove that High Pressure Grinding Roll (HPGR) technology is sufficiently robust and reliable to be considered for the treatment of hard rock gold ores. In collaboration with POLYSIUS, a significant trial was conducted and 127 600 tonnes processed, successfully proving the HPGR capabilities on the Lone Tree Mine, Nevada ore û one of the most competent and abrasive ores in the industry. The success has led a number of mining companies to consider HPGRs for the comminution of gold and copper ores.

A new low-dilution fusion method which has been successfully used for accurate determination of the major oxide components of silicate rocks, is applicable to rapid, accurate determination of trace or minor eiements in mineral exploration samples. Limit of detection is in many cases less than 5 ppm. Either rapid, approximate measurement and calculation methods (suitable for geochemical exploration), or more accurate methods (applicable to orebody evaluation studies) may be used.Rapid methods are described for nickel in rocks and sulphides containing 10 ppm to >2 per cent Ni, and for gallium. The rarely-determined element gallium is an example of a constituent which may be easily investigatedby XRF using the LiB02 fusion disc, which is a permanent, easily-stored analytical sample available for later rapid or accurate analyses. The method is applicable to over 30 elements at levels encountered in mineral exploration.

The conventional ammonium nitrate fuel oil (ANFO) loader utilises a pneumatic system to control the flow of ANFO (via rotary actuator/ball valve) and air (via an auxiliary air valve). This system, though relatively simple and reliable, has several drawbacks with respect to ease of control and level of automation. In this paper, a radio frequency (RF) remote control for explosives charging is discussed. The system design incorporates electric solenoid valves to control the rotary actuator and the auxiliary air valve. All operations associated with explosives charging are selectable at the remote and are completed according to a modifiable time sequence. This allows the following charging sequence to be reduced to a single momentary application of the remote:removal of water from the hole prior to charging with ANFO; charging of the hole for a preset but adjustable period of time; and removal of the remaining ANFO from the ANFO hose. A specially developed remote switch allows the operator to maintain two-handed control of the ANFO hose whilst achieving full control of the charge-up process. Failsafe electronic architecture is incorporated into the systemÆs design to increase safety to the highest level. Should the RF remote control fail, a wired remote is included in the system to allow for the charging process to continue, albeit at a reduced level of control. The application of the RF remote control system in an underground explosives charging operation minimises and/or eliminates many problems associated with the use of the conventional charging system. These include: the wet-hole problem, trip and entanglement hazards, air embolism and the two-man loader control requirement. The developed remote control unit proved to be effective at removing water from wet holes leading to increased face advance per drilling operation. It proved to be economically feasible, allowed for an increase in systemÆs dependability and safety factor and for a truly one-man operation which resulted in reduced manpower.

Research activities to classify the quality of iron oxides have a long history but most of such activities are for the existing processes such as blast furnace or DR plant. Therefore the newly developed process, such as the COREX process, needs new standardisation although some basic functions of the new process have similarity to the existing processes. Many researchers (Hauk, 1990; Cho et al, 1998) in the field of COREX process have conducted investigations since the early stages of the process development and activities are underway for further plant optimisation. As Agrawal and Oshnock (1995) pointed out, because coke is not included in the COREX reduction shaft the strength requirement of the feed materials in COREX process will be more demanding than that in the blast furnace. This condition is similar to Midrex DR plant but the main reduction gas of COREX plant is carbon monoxide generated from coal combustion while that of Midrex DR plant is hydrogen from natural gas.

I take it the character of addresses to conventions, should, following precedent, avoid details, and treat subjects rather from a philosophical point of view so far as they will permit.In the subject about to be treated on, an endeavour will be made to find here we stand as regards the past, in order that we may the better, hope to look correctly in the direction to be followed.It may be assumed that the main object of the Institute is to forward mining interests and the ways in which engineers can aid those interests are many. If all of us were to try to follow many of those interests we should become like" jacks of all trades and masters of none". Mining engineering is consequently subdivided, all are necessary to the common end, and it is on one of those divisions I have undertaken to address you. The subject or steam pumping is a large one, and I regret, not having received such longer notice as would have enabled me to do better justice to the subject, and more respectful regard for yourselves. I must, however, under the circumstances, crave your generous consideration, and hope the topics mentioned may furnish material for discussion and future papers of far more value than this one, Ind.eed, the subject is so illtimately and historically associated with mining that if treated on its merits would be highly interesting or could be made so in more capable hands.

Multiple regression analysis was used to predict elemental concentrations of copper and nickel in soils from consideration of the concentration of these elements in vegetation in an ultrabasic complex in New Zealand. Regression equations were computed from sixteen independent variables involving concentrations of ten elements in plant ash, and various physical factors such as slope and altitude of the site, and height of the tree. One elemental and one physical variable were significant for nickel at the 90 per cent level of probability and five elemental and two physical variables were significant for copper at the same level. Use of the regression equations explained 32·5 per cent and 26·5 per cent of the variance in the respective relative accumulations (amount in plant divided by amount in soil) of copper and nickel.Predicted concentrations of copper and nickel in soils agreed more closely with the observed values in the soils than did the levels of these elements in plant ash.Although the results may specifically apply only to the test area, the principles should have universal application.

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Although the last decade has seen the growth of many new licencing and approval requirements for the exploration and mining industries, there remains in each State of Australia and the Northern Territory a predominant "Mining Act" containing provisions for the grant of exploration and mining tenements. What then are the rights and duties of tenement holders either by virtue of a Mining Act or through other approval and licencing mechanisms? What rights and duties does a person acquire when he is granted an exploration licence or a mining lease? In this paper I will attempt to cover these types of questions using in particular examples from New South Wales. I will also refer to a range of other subordinate approvals and licences which today's society requires and the need for ethics and recognition of liabilities.

The influence of the insulating properties of lunar regolith was shown in the sub-surface temperature tests performed by the Apollo missions, with no significant temperature fluctuations occurring below 80 cm from the lunar surface even if surface temperatures fluctuated >200 K between lunar days and nights (Heiken et al, 1991). Key to the thermal insulation of the regolith is its low density near the surface having the greatest insulative effect with the lunar regolith becomes denser with depth. As the regolith becomes denser, the thermal conductivity of the regolith increases (Hayne et al, 2017). Thermal modelling software, Oxford 3D Thermal Model, which mapped the lunar surface temperatures effect on the thermal influence at the lunar south pole sub-surface over a lunar year found areas with brief illumination with surface temperatures >120 K could have sub-surface temperatures <112 K that can sustain long-term stable water ice at depths of <30 cm (Paige et al, 1992; King et al, 2020). Further to this, the observation of water molecules or other hydroxyls by the NASA/DLR Stratospheric Observatory for Infrared Astronomy (SOFIA) in non-permanently shadowed regions (PSRs) on the Moon, indicated that water could be present beyond PSRs (Honniball et al, 2021). Using the Oxford 3D Thermal Model in selected regions in the lunar south pole, can provide insights into the location and depth of cold traps that could sustain water ice.

Cemented rock fill (CRF) is often used to support open stope voids. This allows for the full recovery of ore while achieving global mine stability. In such cases, the exposed CRF masses require adequate compressive strength and stiffness to resist the forces and limit the displacement associated with movements in the rock mass surrounding the excavations. The CRF material preparation often involves the use of large particles, either from crushed rock or development mining waste. This means that conventional laboratory samples cannot be readily used to determine the laboratory strength. Consequently, a research project was undertaken to determine the influence of sample size on uniaxial compressive strength. This paper presents the results from CRF samples that were prepared using the same mix design and then cast into moulds with diameters of 150, 240, 300 and 400 mm. The laboratory testing also allowed a better understanding of the effect of particle size distribution upon the overall strength of a rock fill mass. Excavation in underground jointed rock masses creates cavities into which the surrounding rock mass deforms. Deformations, besides intact rock deformation, include mechanistic deformations such as slip and rotation. In this paper deformational moduli were measured for prototype and blocky (jointed) models using elastic analogue methods for stopes from MIM LimitedÆs Lead Mine. The blocks for the models were defined in terms of the prototypeÆs joint sets, their spatial separations, orientations and average friction characteristics. From dimensional analyses, a relationship between prototype and model deformations was used to predict stope mid-span deformations. The results of this physical modelling work, conducted in the 1970s, motivated an investigation into the electro-treatment of tailings backfill to achieve improved strength and stiffness characteristics. Tailings backfill containing fines and having a high clay content can be electrically dewatered, and at times grouted, cemented, ion exchanged or agglutinated, to achieve relatively high magnitudes of strength and stiffness. These treated tailings stiffnesses can reduce the deformation magnitudes within a rock mass and, in doing so, reduce problems encountered in mine pillar extraction. The application of these tailings modification techniques is examined in relation to the elastic analogue methods.

Many Southern African mining operations produce mine water which is beneficially and productively utilised on the mine sites and to support other water uses. Mine water treatment typically takes place within the context of integrated mine water management involving pollution prevention, waste minimisation, recycling and reuse as well as river discharges. Development of new and improved mine water treatment has focused on the neutralisation of metals removal, desalination of high sulfate waters and passive treatment. Mine water neutralisation processes now incorporate a combination of natural limestone and lime treatment, as well as features to maximise gypsum precipitation. The South African CSIR developed a suite of limestone-based neutralisation processes, which include reuse of CO2 and CaCO3 generated in the process. Desalination of high sulfate mine water is typically done using one of the following technologies:biological sulfate removal with different approaches to the handling of the sulfide generated in the process, and ultrafiltration (UF)/reverse osmosis (RO) treatment with different approaches to the handling and disposal of the brine. The current research and development focus is the separation and recovery of saleable products from the treatment residues and brine streams.
