Maximising margins in today's competitive international commodity markets demands superior productivity. This requires more than simply selecting the best equipment. It requires efficient production and commercial processes together with management systems recognised as international best practice. This paper introduces an integrated way of working that includes management systems for successfully changing work practices and attitudes, developing managers and increasing accountability. It provides an improvement methodology that includes systematic involvement of people in true continuous improvement of processes for maximising productivity and safety while minimising costs. Even though the principles are proven in all industry sectors worldwide, they are not always used correctly. This paper provides examples of traditional performance measurement systems to show how managers miss opportunities to control and improve both production and supporting service processes. It also describes the basic methodology for correct use of the principles and provides examples of correct implementation of modem systems in mining. The charts from actual mining case studies will be elaborated upon in the conference presentation. This paper's main aim is to provide background material for the presentation by introducing integrated principles for building best practice management systems for superior productivity and safety - for higher margins.

An intensely sheared and mineralized zone occurs in the quartz dolerite greenstone (or younger greenstone) mass on the western limb of the Kalgoorlie syncline. This zone comprises the western part of the Golden Mile and has produced the greater part of the 33,000,000 oz of gold produced to date from the main mining belts. A study of the general geological and structural features suggests that the lode shear system will continue southward on a pitch similar to that of the main syncline. Although payable ore has been found recently further to the south, the expectation of large quantities extending southward from the present mining areas is problematical.INTRODUCTIONUntil the late 1930's the principal mining activities in the western lode system were centred on three major ore-shoots formed on the No. 4, No. 3 and to a lesser extent on the No. 2 lode shears (Fig. 1). With the gradual reduction of grade in depth on these main ore shoots, increasing attention was paid to the "Minor Lode" system of lode shears known to exist in the same area. A large quantity of payable ore was found on these "Minor Lodes" particularly in the central part of the mining area. In recent years more attention has been given to exploration in a southerly direction.ROCK TYPES AND STRUCTURESThe western system occurs on the western flank of a dragfolded, south pitching syncline. The rock succession consists of Black Flag sediments overlying the younger greenstone horizon which overlies the fine grained older greenstone horizon. The axis of the syncline is regarded as a tight infold of the overlying Black Flag sediments. With gold first discovered at Carrick in 1864, exploration and mining on the Carrick Goldfield in Central Otago, New Zealand, has now been ongoing for more than 130 years. Recorded historical hard rock production from up to 52 different mining claims from 1864 to about 1921 is 24,047 ounces (oz) of gold.   Since 1980 Amoco Minerals New Zealand Limited, CRA Exploration Pty. Limited, Amax Gold Mines New Zealand Limited and Summit Gold (New Zealand) Limited have conducted modem systematic exploration campaigns targeted at locating shear controlled gold bearing quartz lodes and stockwork deposits. More than NZ $1million has been spent by these companies on aerial photography, geological mapping, stream sediment surveys, soil and rock chip geochemistry as well as reverse circulation (RC) percussion and diamond drilling.   RC drilling by Summit Resources in 1997 has identified a 1,500 m long zone of low-grade gold mineralisation at Lower Carrick, with an average grade of 1.00 g/t Au over a 14 m average thickness. This gold mineralisation, hosted within a low angle shear zone, has analogies with the Hyde-Macraes Shear Zone in eastern Otago. Recent exploration and drilling at Carrick has revealed the potential to discover large (>0.5 million ounce (Moz)) low-grade bulk shear controlled quartz vein and stockwork gold deposits similar to those now being mined at Macraes.

The comparatively low winter rainfall, exposure to heavy salt laden coastal winds, and the consequent high evaporation rate, are important considerations in the rehabilitation of the Maslins Beach Sand Pit. The deficit of rainfall over evaporation is assessed at 1085 mm per annum. Such a coastal environment complicates the establishment of plants. The endemic flora found on the Sand Pit environs is mainly low wind-planed shrubs and mat plants. The dunes near the coast support an association dominated by Atriplex cinerea, Spinifex hirsutus, Scirpus nodosus, and Olearia axillaris. The coastal cliffs carry a more diverse vegetation dominated by Beyeria lechenaultii and Eutaxia microphylla. Overburden is used to develop a new landscape to screen operations, batter final faces, and cover rubbish at the nearby Council dump. The early overburden dumps were built with little regard for stability, but the more recent practice of using scrapers has resulted in more stable dumps. The erosion problems created by poor compaction have been controlled by contour banks, diversion drains, bitumen lined run-off drains, and hay mulching.

The paper describes the preparation of new rail guides, removing existing rails, and replacing with new rails in a vertical winding shaft.INTRODUCTIONThe general practice in coal winding shafts is the use of two cages, with one or more decks in which men and materials are raised or lowered. Winding speeds vary according to depth, the type of winding gear, and whether winding is done in downcast or upcast shafts. Each cage occupies a position between the centre and side of the shaft, with a clearance depending on the type of guides used. The function of the guides is to keep the cage in position throughout the entire depth of the shaft. There are three types of guides, two of which are in general use.1. Selected wood of about 6 in. square section, fixed to the side of buntons.2. Solid strand steel made up similarly to that of an ordinary wire rope, suspended from the head frame with weights attached to the lower end.3. Standard T-rail sections fixed to end or side buntons. Of the three types, 2 and 3 are in general use. Based on the author's research and plant practice experience of the last decade, several technological approaches have been developed to increase the recovery of gold and silver associated with sulphides. This paper gives a general discussion of some technological problems encountered in this area in five aspects and introduces the different approaches employed in three typical mineral processing plants to increase recovery of associated gold and silver. On the basis of studying occurrence characteristics of gold and silver minerals in sulphide ores and of determining loss locations of gold and silver on flotation process, a remarkable improvement on the recovery of gold and silver in all these three plants was made by choosing proper grinding fineness, using combined collectors of good selectivity, properly decreasing the grade of main metal concentrates, making reasonable arrangement of the products of main metals, or a combination thereof.

City Resources Limited selected Vanuatu as a target area for epithermal gold mineralization because of its relatively unexplored character and its location on the southwest Pacific rim. During 1985 a systematic program of reconnaissance prospecting was completed on six islands within the Vanuatu group, using a helicopter and a specially designed exploration support vessel with on-board assay laboratory. Within a period of 4 months, reconnaissance prospecting of all six islands was completed, two previously unknown epithermal gold provinces had been discovered, and six major prospects warranting detailed exploration had been identified. Factors which contributed to the success of the program include (i) a flexible management approach, (ii) the mobility and access provided by the support vessel/helicopter combination, (iii) rapid assay turn-around, and (iv) adherence to basic prospecting techniques. The relative merits of various sampling media are discussed.

Iron and steelmaking slags have been utilised for a century. All dumps are now exhausted. Because of constraints in establishing new stock yards, all slags have to be utilised immediately. At present, this is being achieved. Only in a situation where there is an increase in pig iron and crude steel production, together with the impact of new residual materials competing from other industries can marketing problems be anticipated.

Prospectivity, the relative value of gold, investor confidence, general economic stability and legislation driven by public attitudes are seen as the major influences on the gold mining industry in New Zealand. Since the 1860s the gold mining industry in New Zealand has been subject to the complex interaction of these influences resulting in three successive boom and bust periods. The booms are related to periods of greatest potential economic growth. The busts are more strongly related to downturns in the economy and falling gold price. The influences may be expressed as trends over time. The role of gold has changed from being a currency base to that of a traded commodity. This change has caused price instability and rapid fluctuations in its value. Increased competing land uses, shifting public attitudes and legislative changes have added to the instability of the industry. Reaction against change is to be expected from the companies until new legislation is seen to be functioning efficiently. Other trends show that there has been a tendency towards reduced exploration and consolidation of active gold mining projects. The future consequences of this are likely to be felt both regionally and nationally as there will be no new discoveries to fill production voids which will develop as currently producing mines close. The review of New Zealand's resource use statutes is nearly complete. A period of legislative stability can now be expected. There are some positive signs that consents will be obtained much more quickly than under previous legislation, particularly by those companies which develop the skills to work with the system. The new regime is about consideration of impacts rather than specific activities. This, together with excellent prospectivity, bodes well for the identification of mineral resources in New Zealand.

The underlying message of this paper is that investment in prospecting, exploration and mining in New Zealand is welcomed. The Government's policy with respect to Crown owned minerals is for continuing investment in prospecting, exploration and mining which is in accordance with good exploration or mining practice. To encourage continued investment requires a business-friendly environment. Government policies and initiatives to enhance the business environment for the minerals and coal exploration and mining industries are discussed in this paper. As well, new initiatives under consideration, which have the purpose of enhancing the investment environment, are discussed.

The accuracy of an ore reserve is only as good as the geologist's understanding of the deposit. The methods that are applied to resource and reserve estimation reflect that understanding. At the Olympic Dam copper-uranium-gold deposit in South Australia, evolution in the understanding of the controls on mineralisation coupled with the changing demands of the project have led to changes in the approach to reserve estimation. The project has moved into a phase where detailed stope mining reserves are now required as distinct from global ore reserves. The complex nature of the mineralisation and the large amount of data demand that all available information be readily accessible in a flexible format. To enable the selective manipulation of geological and assay information and its characterisation, a relational database has been developed. For reserve calculations themselves, initial computations were based on a system derived from that used for the Kambalda nickel orebodies. The Olympic Dam system differed mainly in the use of statistical analyses in the estimation of grade instead of the previous polygonal area of influence weighting method, Three dimensional weighting techniques are now being used for local reserve estimates. Flexible facilities for raw data handling combined with grade estimation techniques which are commensurate with the mine geologist's understanding, produce detailed gridded and contoured ore zone models suitable for reserve calculations and stope designs.

Prominent among the ore minerals at Mt. Ellison, in the Brock's Creek district, Northern Territory, are a number of copper-bismuth sulphides wittichenite, aikinite, emplectite, in association with nativebismuth, chalcopyrite, bornite, chalcocite, sphalerite and linnaeite.Linnaeite and aikinite formed first and were followed by native bismuth. Wittichenite was later and substantially replaces earlier minerals. Replacement of aikinite by wittichenite has produced secondaryor reaction bismuth.INTRODUCTIONThe Brock's Creek district of the Northern Territory lies to the south east of Darwin and has been the locale of intermittent mining of small but rich deposits of diverse ore type. Gold, tin, and copper ores were recovered especially between 1890 and 1910 with minor exploitation up to the present time. Copper ores were of prior importance, the main production coming from supergene enriched deposits of chalcocite.The mines are situated in strongly folded Precambrian strata comprising slates, sandstones, volcanics and amphibolites with replaced haematitic rocks (Sullivan, 1953). The strata in the Brock's Creek area immediately north of the Darwin-Birdum railway line are domed around a roughly circular granitic mass some 5 miles in diameter. The Mount Ellison mine is located near the N.E. margin of the granite in metamorphosed basic country rock.Study of a series of polished sections from Mt. Ellison revealed the presence of linnaeite, chalcopyrite, bornite, aikinite, wittichenite, emplectite, bismuth, sphalerite, and chalcocite. With the exception of sphalerite and emplectite each of these minerals is prominently developed and intimately intergrown with the other constituents.

Since its inception in 1962, the Julius Kruttschnitt Mineral Research Centre has adopted the view that an effective method of training highly qualified engineers for the mineral industry is the pursuit of postgraduate research programmes conducted in operations, that is, in the mines and processing plants of the industry which the research serves. The paper describes how this is achieved in practice, at little or no cost to the taxpayer, and explores the strengths and weaknesses of this approach in the context of a dual mission for the Centre: 1. The postgraduate training of engineers for the mineral industry. 2. The production of useful R &I) for the mineral industry. Topics discussed include financing, relationships with industry and Government, the maintenance of academic excellence, research style, the marketing of research, and limits to growth.

Alluvial gold deposits in the area studied are preserved on the valley floor and elevated terraces due to a sequence of glacial/interglacial events during Pleistocene and Recent times. Continued regional uplift has overprinted these events. Prospecting by drilling and bulk sampling has demonstrated a complex alluvial gold resource which is now being mined.

HAPPENING to be in Cue recently the writer was unexpectedly called upon to make surveys of some diamond drill bores on the Big Bell mine on the Murchison goldfield. The owner of the mine Mr Herman Mandelstam. had brought such apparatus with himas he could lay his hands on. and no other was available without prohibitive delay.The usual method of making these surveys as is well known is by putting a glass tube half filled with gelatine or glue in a melted state down the hole with a small magnet freely suspended in the glue and having it there till the glue sets solid. When this tubeis withdrawn (its depth down the bore being noted) the bearing and inclination of the borehole at this particular point can be read - the bearing by the compass and the inclination by the angle between the tube and the surface of the glue which of course ishorizontal. By taking a number of these observations according to the degree of accuracy required the course of the bore can be fairly accurately plotted.In dealing with dry holes there is little trouble but when the holes are full of water great difficulty is experienced. In the case in point the first observation was made in water 300 ft. deep, corresponding to a pressure of 130 lb. per sq. in. The tube containing the gelatine and glue (a mixture was used) was found, when hauled to the surface, to be completely filled with a weak mixture of water, gelatine, and glue and there was no horizontal surface from which to measure the angle of inclination of the bore. The water had been forced through the corks and sealing wax with which the tube had been closed. After several attempts it became obvious that no method available would keep the water from getting into the air-space in the tube, and to a pressure-proof metal container was impossible, nothing remained but to do away with the air-space and this was accomplished by using two liquids of different specific gravity - mercury and melted glue. The Taupo Volcanic Zone in New Zealand and the Philippine Mobile Belt in the Philippines are characterized by active subduction, active volcanism and high seismicity. The main factors affecting characteristics of geothermal systems in both countries are: tectonic setting, source magmas, maturity of the systems, and depth to the degassing magma body. Within New Zealand, geothermal systems are grouped into arc- and rift-type. Fluids in arc-type systems contain high amounts of volatiles (40%) and higher Cl contents (3,000-10,000 mg/kg). Maximum temperatures are also higher, reaching up to >400¦C. Arc-type alteration assemblages in New Zealand and the Philippines are similar. Because Philippine geothermal systems are less mature, have higher temperatures and steeper geochemical gradients than New Zealand ones, advanced argillization is more widespread occurring down to depths of 2000 m. Mineral phases are more varied due to the active input of magmatic waters and the formation of vapor conditions at depth, forming P04-, B-, Li-, Ce-, F-, and Cl-bearing minerals at high temperatures. In the Philippines, high temperature magmatic-hydrothermal to contact metamorphic assemblages containing biotite, amphiboles and pyroxenes are relatively common, but rare in New Zealand.

The scientific method is suited to the application of conventional management structures. Other advances are simply the result of a "brainstorm", or building a better mousetrap. Such inspiration probably resulted in "Split Set" rock bolts, or the first use of a vacuum cleaner principle for shaft mucking. Individual consultants can apply lateral thinking to generate such inspiration. In gathering material for the presentation of this paper, I sent a.letter to all members of the Mineral Industry Consultants Association asking them to nominate problems in the industry requiring investigation. The answers have been divided into two classifications - contract research underway and identified problems requiring solutions.

Northern Iron Ltd (NIL) is an Australian listed company that recently brought the historic Sydvaranger open pit Magnetite Mine (the Project) in Northern Norway successfully back into production. NIL made the decision to operate the Project on an owner mining basis, due to limited large scale mining expertise amongst Norwegian mining contractors, a long mine life, a limited range in planned mining rate and to minimise costs. As a new mine operator in a country where labour practices are strictly regulated, there was the desire to reduce the risk associated employing and managing skilled personnel. This was achieved by coupling the purchase of the required mining equipment from the original equipment manufacturer's (OEM) regional dealers with OEM supported Maintenance and Repair Contracts (MARC). This paper examines the process that was followed to implement an owner mining operation in a short time frame; approximately 12 months from the initial requests for quotation to actual delivery of mining equipment to site, and some of the challenges faced. By following a formal and well-tested process, not only was the implementation achieved in the set time frame, but significant value was added through the cost savings achieved in the equipment purchase price and MARC rates that were negotiated through this process.

Long before a modern mine commences operations it has already become a wealth of information. After start up, it can generate enormous quantities of data û especially with semi-automated data acquisition by instrumented mine equipment. However, much of this data is of limited use for evaluation of (potential) performance unless it links in some way to the site business model. An underlying reason for this waste of data is that the different cultures, financial, technical, community, environmental, etc not only have many areas of interest but also have very different conceptual models by which they evaluate performance. It is too ambitious to attempt to bring all of these cultures together û in a single step. However, the success of the Mine to MillTM project has demonstrated that substantial operational value can be added by using a more integrated approach to comminution. The next logical step is to integrate measurement and then to track performance from orebody model to saleable product and waste disposal. From resource to product also represents a path from very sparse, highly variable data to much more detailed measurement and more representative sampling. However, in both cases the data collected is strongly focused on the technical requirements û not on the business model. This paper considers how to define at least some of the key decision points in terms of some case studies. Performance data from many areas might be used to derive simple models which can then be used for forecasting and optimisation of planning.
