The Commission maintains a data base first computerised in 1957 and containing information from over 18 000 boreholes located mainly in the Latrobe Valley area. Some of the borehole derived information dates from the turn of the century, although most of it has been collected as a result of Commission investigations conducted over the past 40 years. The Resource Data Base contains not only information gained directly from the drilling itself but includes the results of chemical and physical testing on many hundreds of thousands of samples retrieved from boreholes. Replacement value of the Resource Data Base has been estimated to be around $200 million, and it's integrity and accessibility is clearly of paramount importance, not only to existing mining and power generating functions but to the future evaluation and use of the vast brown coal Resource.

In the past two decades the global metalliferous mineral industry has trended away from pyrometallurgical (pyromet) and towards hydrometallurgical (hydromet) technologies including biometallurgical (biomet) processes. Pyromet, biomet and hydromet technologies have all developed considerably over this period. New projects have been biased or directed by legislation towards supposedly cleaner and greener hydromet and biomet technologies. The environmental cost and energy cost of pyromet production processes for copper and cobalt are compared with comparable hydromet processes using Life Cycle Assessment (LCA). The æreal costÆ of the global warming obsession and negative public perception of pyrometallurgy include greater carbon dioxide emissions and energy consumption per unit, associated with current hydromet technologies. Specific examples for copper and cobalt produced via the different routes are provided. The poor science involved with the global warming hypothesis is discussed. The use of LCA with sensitivity analysis as a decision making tool for mineral processing projects and technology developers is discussed.

Surface disposal of mining processing wastes is usually perceived as an undesirable consequence of meeting societyÆs needs for metals and minerals. Environmental disasters associated with the discharge or storage of such wastes, though infrequent, can have very damaging consequences for the environment and the industry. Reducing or eliminating the potential for such events may be achieved by placing some or all of these processing wastes back into the voids created by the mining operations. Processing operations may limit or enhance the opportunities for using tailings and other waste products as a backfill material. Backfilling is a truly multi-disciplinary process and requires the informed involvement of mining, metallurgical, engineering and environmental specialists. This paper describes the range of fill types currently being used in Australian mines, particularly those utilising processing wastes as constituents. It focuses on how processing operations can affect the suitability of these materials for the various types of fill, the resulting fill properties, fill performance and costs.

The Calypso geothermal field, mapped by the R V Sonne (cruise SO-135) in 1998, includes four main sites, the Northern Vent Area (centred on 37¦ 36.7'S, 177¦ 06.2'E, area 1.5 km2), Central Vent Area (37¦ 39.4'S, 177¦ 05.2'E, 1 km2), Southern Vent Area (37¦ 41.7'S, 177¦ 06.0'E, 1 km2) and Mercury Vent Area (37¦ 41.3'S, 177¦ 07.3 'E, 0.5 km2). Hydrothermal activity at the vent sites is controlled by minor, sub-parallel NE-trending normal faults. Gas bubble trails (C02) and shimmering hot water vent from fractures and joints between large blocks of silicified volcaniclastics and in depressions in the sediments at the base of these outcrops. Measured maximum vent temperatures are between 180¦C and 201¦C. Venting fluids are at, or just below, boiling for water depths of 200 m. Rock samples recovered by dredge from the sites include massive anhydrite, clay-altered pumiceous ash, silicified volcaniclastic sediments and volcaniclastic breccias cemented by sulphur. Clay-altered samples, dominated by randomly interstratified illite-smectite and accessory chlorite, indicate formation environments of 70¦C to 90 ¦C. Native sulphur is abundant throughout the samples. Fine-grained (<1 mm) disseminated pyrite and vein pyrite occurs in the clay-altered pumiceous volcaniclastics and argillites. In the Southern and Mercury Vent Areas, fine-grained orpiment, realgar and cinnabar have deposited in the sandy matrix of volcaniclastic breccias. Amongst the cinnabar, small (<2 mm) beads of native Hg formed on the surface of several rocks following their recovery. These samples also contained abundant light hydrocarbons, which coat the rocks with an oily sheen.

The coal resources of the Singleton- Muswellbrook area of New South Wales are of major importance to Australia, and are likely to play a significant role in meeting the expanding demands for energy in many countries of the world. Coal resources of 45 thousand million tonnes of which 15 thousand million tonnes lie at a depth of less than 200m have been estimated. The history of coal mining in the area commenced in the mid 1800's and has been one of fluctuations in production but of rapid expansion in more recent years. It is destined to become the largest coal producing area in New South Wales. Coal is being won from the area by strip mining, open pit mining and by underground means. The techniques involved are described. The area is well endowed with infra- structure such as modern towns, railways, road- ways and access to port facilities. Production of both coking coal and steaming coal is expected to rise significantly within the next 25 years. A large proportion of the State's anticipated increased production to between 117 and 177 million tonnes by the year 2000 is likely to come from this area.

Pongkor Gold Mines is one of seven units of production owned by PT Aneka Tambang (State owned mining company). The mine is located in the western part of Java Island, Indonesia. It is in the Bogor District and approximately 110 kilometres to the south of capital Jakarta. It is located in very steep hilly terrain intersected by many river valleys and the mine site is approximately 500 metres above mean sea level (see Figures 1 and 2 - Mine location map and picture)

THE object of this paper is to review certain features in connection with the mining of narrow lodes, say up to 20 ft. or so wide. The types of ore-body to which it is intended to refer are those which occur. chiefly as fissure or shear-Iodes-that is, those lodes which are to be found in belts of country which have been subjected to dynamic stresses, resulting in the formation of cracks and fissures, into some of which has been concentrated sufficient metal-bearing material to form ores. Very frequently one of the walls of such a lode is found to be a fault, or plane of differential movement.The first point which comes up for consideration is the shaft and its position. From the information afforded by the prospecting which has been done on a lode relative to the dip, nature of country, &c., the position of the main hauling shaft can be determined. For purposes of general utility the hangingwall is generally chosen, if a vertical shaft, though, on account of freedom from creeps, the foot-wall would be safer. Vertical shafts are preferable to underlie shafts in many ways; but wherethe lode maintains a flat dip the cost of cross-cutting at the various levels becomes very heavy'. Environmental Impact Assessment (EIA) and Feasibility Studies (FS) were carried out to evaluate the potential use of treated acid mine drainage (AMD) occurring at the Kingsmill Tunnel in the Central Andes of Peru. The 11 km long tunnel drains the underground works of the Morococha Mining District and discharges about 1.25 m3/sec of AMD directly into the Yauli River in the Amazon Basin. The communities living downstream cannot use the Yauli River water due to its low pH and elevated concentrations of metals (eg Cu, Zn, Fe, Mn, As, Cd) and sulfate. Studies carried out for this project included technical feasibility, EIA, economic viability and social impact assessment phases. During the æTechnical FeasibilityÆ phase, the treated AMD was produced by simulating a high density sludge (HDS) lime neutralisation/ precipitation process and was evaluated for various potential uses. Mining companies located in Morococha, in particular Centromin Peru SA, and the Water Works Company of the City of Lima (Sedapal) collaborated with Golder Associates during the studies. The Canadian International Development Agency (CIDA) provided the financial assistance. The results of the physical, chemical, biological and toxicological analyses demonstrated that the AMD could be sufficiently treated to be potentially used to supplement the drinking water supply of Lima, and for agricultural (eg irrigation and livestock) and recreational purposes. Process design and scale-up parameters were also determined for implementation of the full-scale treatment facility at the site. The use of the treated AMD as a drinking water supplement would be economically feasible.

Anthracite is a high rank coal produced v the geological effects of age, depth and ynamic metamorphism. Outbursts have been xperienced over a wide area of the anthracite field but have been most frequent, and most evere, in the areas where carbon content is its highest and where the coal measures cave been subjected to the highest degree of eulting and overthrusting. Most outbursts ire associated with geological abnormalities ,:id the coal ejected during outbursts is sually of a soft and powdery nature.

Willyamite from the type locality, Consols mine, Broken Hill, N.S.W., has been re-examined, and found to consist of zones with widely different Co:Ni ratios. The name willyamite is redefined to include the portion of the (Co, Ni)SbS series with cobalt in excess of nickel. Willyamite is pseudo-cubic, with the three axes equal to within 0·001 A.

Some design and feasibility studies have been made into possible methods of economic recovery of sulphur from smelter gases emitted at Western Mining Corporation's Nickel smelter at KalgoorIie in Western Australia. The smelter discharges some 330 000 tonne/yr of sulphur dioxide in a stream of approximately 6 per cent by volume of S02.Three possible recovery methods have been considered:1. The manufacture of sulphuric acid using the contact process.2. The concentration of sulphur dioxide to a pure form using dimethyl aniline as an absorbing medium.3. The reduction to elemental sulphur using natural gas as the reducing agent.Design studies were carried out by final year chemical engineering undergraduate students at Royal Melbourne Institute of Technology (RMIT) in 1981 under the supervision of the author and other teaching staff of the chemical engineering department. These studies indicate that sulphuric acid manufacture is the economically preferred recovery route.Markets for sulphuric acid include several potential mineral processing applications and the established fertiliser industry.Sulphuric acid is currently manufactured in a number of plants located at coastal regions of Western Australia using imported sulphur. The sulphuric acid is then used for superphosphate or titanium dioxide pigment manufacture at adjacent plants.The possibility is considered of manufacturing superphosphate at Kalgoorlie from locally produced acid obtained from the smelter gases and from phosphate rock railed to the site from the coast. The advantages of such a scheme include improved scale and technology of operation compared with some existing coastal operations, use of a waste material to replace imported sulphur, and avoidance of costs and hazards associated with railing large quantities of sulphuric acid.

Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. The design and operational aspects of fluidised solids transfer-cooling devices will be discussed in this presentation. The devices include air slides and fluoseals (also called seal pots, loop seals, etc), which are widely used in metallurgical plants and other processing plants. Cooling can be achieved while solids are transported in the solids transfer devices. The units combining solids transfer and cooling provide compact and clean plant layouts and also reduce capital and operational costs. Fluidised devices provide excellent gas-to-solids and gas/solids-to-surface heat transfer rates, hence high cooling efficiency. Fluidising gas, such as air, nitrogen or other gases, can be used as direct cooling mediums. Coolants such as water, steam and other liquid or gas cooling fluids can be used as indirect cooling mediums via tube coils immersed in the fluidised solids. The fluidised transport devices share some common features with fluidised bed equipment. The air slide is similar to a linear fluidised bed while the fluoseal is similar to a circular fluidised bed. Therefore fluidised bed design techniques are applicable to the design of the air slides and fluoseals. The heat and mass balance and temperature profiles of the devices concerned will be discussed in the presentation. The design criteria and operational philosophies of the critical components such as tuyeres and air spargers will also be discussed.

Chile, which hosts around 30 per cent of the worldÆs copper resources, is now the largest producer and exporter of copper. Chilean copper output accounts for more than one-quarter of total worldwide production. An increase to around 40 per cent is forecast by the end of the century. In addition, Chile ranks eighth in silver production and 11th in gold output. In Chile, mining generates more than eight per cent of the countryÆs GDP and the total value of mineral exports is more than US $7.85 billion corresponding to more than 25 per cent of South AmericaÆs mineral production. The rate of growth of Chilean mineral production is indeed impressive. Table 1 shows that in the period 1969 - 1998, copper annual production increased 564 per cent from 667 000 t to 3 764 000 t. Gold production went up 27 times from 1827 to 49 770 kg. Silver output grew 1219 per cent from 95 650 kg produced in 1969 to 1 166 380 kg in 1998. Several facts explain this dramatic increase of production, but the most important was the success of exploration sustained over the same period. This resulted in the discovery of several world-class deposits which when developed into mines, account for much of the production increases. Therefore, this summary review shows the success of basic exploration carried out during the last 30 years in the Chilean territory. The review is based on data already published in different specialised mining books or magazines. It only includes those world-class discoveries not the lesser discoveries important at local scale. All figures were calculated using 1998 $US dollar and average estimated metal prices valid for 1999: copper $US 1653 per t ($US 0.75 per pound), gold $US 9452 per kg ($US 294 per ounce) and silver $US 177 per kg ($US 5.5 per ounce).

The Malvern Hills coal project is now in an advanced stage of development with the stripping of overburden from above former underground workings in which a 3 m seam of subbituminous C coal with very low ash and sulphur was previously mined. The main seam dips at 45¦ to the south-east, along with other adjacent potentially recoverable thinner seams, and the strike extent of past coal mining in the Malvern Hills approaches 10 km with most extraction by underground methods. Overburden and interburden is predominantly weak mudstone, with only very minor sandstone, whilst a 1 - 2 m thick veneer of Last Glaciation loess covers the area. The coal product from the present mine site will supply the local industrial market, with production planned to peak at about 20 000 tpa. Settling pond design has been based on several different approaches, including an estimate of likely inflows from the contributing catchment of about 5 ha under predicted storms having a ten year recurrence interval. A pond of about 1000 m2 in area has been constructed with its invert in mudstone bedrock, and soil slopes have been lined with lime-stabilised clayey loess silt incorporating a gravel armour layer. The pond outflow takes place via a 2 m high 1.8 m diameter concrete dewatering tower, with a skimmer arrangement to lower the pond by approximately 500 mm between storm events. The overflow water discharges to the main stream above a natural wetland, which will act as a secondary polishing pond, and this is to be enhanced in conjunction with the neighbouring forestry company. Discharge consents specify turbidity and pH as the controlling criteria, and both will be monitored at the settling pond discharge point as well as at the entry to the main stream. Investigations to date indicate that the pH of water exiting from previous underground workings is in the range 6.8 to 7.2, and that acidic drainage will not be an issue with this mine site. No dispersive clays have been identified in assessing the overburden and batter materials, although erosion during storm events is expected and all drains will ultimately be routed through the main settling pond to ensure adequate control of runoff-generated sediment. Reestablishment of vegetation on cut and fill batters remains a priority, and ongoing monitoring will ensure satisfactory long-term performance of the pond system.

A process for the recovery of cobalt from a speiss produced at Sulphide Corporation is presented. The speiss is leached in oxygenated sulphuric acid to dissolve the metallic iron at a pH of around 4. The resultant iron (11) is subsequently oxidized in the leaching vessel and precipitates as goethite. Acid is regenerated in the precipitation allowing dissolution of further speiss. Subsequent to the conversion of most of the iron in the speiss to goethite, conditions become sufficiently oxidizing to dissolve cobalt. Cobalt is not co-precipitated under the leaching conditions, yielding a pregnant solution containing the cobalt and some iron (11). The principal advantage of such a process is the significantly lower acid consumption over that obtained by complete dissolution followed by selective precipitation. An impure product of cobalt hydroxide can be obtained from the pregnant solution by neutralization.

The State Electricity Commission of Victoria is Australia's largest single coal producer. Approximately 19 Mt of coal will be produced in 1989 from the SEC V's newest mine, Loy Yang Open Cut (LYOC), which com- menced overburden stripping operation in October 1982. When the adja- cent Loy Yang Power Station is completed in the late 1990's, LYOC will supply between 35 to 45 Mt/a, depending on power station performance and demand of coal for non-power generation uses. LYOC has been a major challenge for the SECV. It is the biggest single open pit coal mining development undertaken in Australia, with a whole of life capital cost approaching A$1 billion. The mine has supplied a very rapidly growing demand for coal from the expanding power station while developing in breadth, length and depth. Coal demand has consistently been above the figures anticipated during the initial planning because of the substantially improved performance of the 500 MW units of the Loy Yang A Power Station. The superior performance of the LYOC and power station has generated additional electrical energy during the first 5 years of power station operation compared with the initial planning targets- at almost no additional capital cost. This has been a major benefit to the SECV. LYOC will continue to present major challenges for the SECV, particularly in achieving overburden removal and coal reserve targets as development of the open cut continues to full depth over the next 15 years.

ignitions caused by cutting tools have occurred at a rate of some 14 per year in UK coal mines since 1965, mostly on the coalface. The rate has held steady despite reducing output and number of collieries. Investigations were carried out over this period into factors affecting both the concentration of firedamp in the cutting zone and the igniting source. A study into detecting and suppressing ignitions on shearers has been undertaken and it is feasible to prevent certain ignitions from spreading outside the cutting zone. Practical measures have been adopted by British Coal to identify frictional ignition sites and to lay down working procedures to minimise risk.
