In recent years rehabilitation of mine sites has become a principal focus of mining legislation in Victoria. In previous eras, managed rehabilitation commenced, if at all, towards the end of mining operations. Planning for rehabilitation works now commences before an exploration licence is granted.The paper gives a brief overview of the requirements for rehabilitation under the Mineral Resources Development Act 1990, Extractive Industries Act 1966, and related environmental planning legislation including rehabilitation bonds and enforcement provisions.A brief review of the current taxation provisions is also included.

The present geology of the northwest quadrant of the Circum-Pacific is the product of the interact-ions between plates or paleo-plates which have oc-curred since the earliest part of the earth's hist-ory. Almost every possible geologic structures are observable there; stable continents, collision belts, and subduction arcs as well as extensional basins. This suggests that almost all the possible tectonic processes occurred through geologic time and the present overall structure of the Quadrant is no more than a time section of the long lasting tectonic history which the region experienced.

The history, operation and design of the Secor continuous rod production process is described. The effective operation of the plant is influenced by accurate monitoring and control of molten metal properties, mould release application, coolant application and composition and correct setting of all operating parameters. The continuity of operations, which is an essential feature of this type of plant, is also greatly influenced by the service life of wear parts in the operation. Platiniferous horizons such as the Merensky Reef that are mined chiefly for their PGE contents constitute one end member of a continuum of Ni-Cu-PGE sulfide deposits; Ni-(Cu) sulfide deposits in which the PGE may or may not be by-products represent the other end of this continuum. Although it has long been thought that PGE-rich sulfides can only be developed by magma mixing in large magma chambers, new PGE data for the Bushveld Complex suggests an alternate model to account for origin of mineralization in the worldÆs most important Pt producer. Briefly, this model suggests that PGE-rich sulfides were initially deposited at depth below the Bushveld Complex as a result of interaction of a S-undersaturated mantle magma with S-rich crustal rocks. These PGE-rich sulfides were subsequently re-dissolved by a second magma, which introduced the PGE into the Bushveld Complex magma chamber, where the PGE-rich reefs were formed due to cooling of these magmas. If this model is correct, it means that large layered mafic/ultramafic intrusions are not a prerequisite for the formation of economic PGE-rich deposits. Exploration for Merensky Reef-type PGE deposits can be greatly facilitated by documenting variations in the background PGE contents of non-mineralized rocks collected on traverses across mafic/ultramafic intrusions; the mineralized horizons occur at cross-overs in ratios such as Pd/Cu, Pd/Se and Pd/S.

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1983 and the Metalliferous Mining regulations 1985 to promote the safe and responsible exploitation of the States' mineral wealth. An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end. This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall. It is not intended to insult any particular profession or group of individuals and only endeavours to impart to readers and listeners, the message of being prepared and alert when entering the gold mining industry. Even though the presentation focuses on the woes of a rookie alluvial gold miner, a similar analogy could be drawn with his hard rock counterpart since the basic issues that I have attempted to address are common. By no means is there a saga complete because there are many more traps a miner can inadvertently fall into and only time has prevented me from referencing them.

The Olympic Dam mining operation is some 520 kilometres NNW of Adelaide on the Roxby Downs Pastoral lease. The deposit containing copper, uranium, gold and silver was discovered in 1975 by Western Mining Corporation (WMC). A joint venture was formed in mid-1979 between WMC (51 per cent) and British Petroleum (BP, 49 per cent) for the development and exploitation of the deposit. WMC assumed 100 per cent ownership after acquiring BP's share in early-1993. Ore is won from a highly mechanised underground mining operation and processed to refined products. Current annual output from the mining of 3.0 Mt of ore is approximately 83 500 t of refined copper, 1400 t of uranium oxide, 750 kg of gold and 12 000 kg of silver. Conventional long hole, open stoping techniques are used to extract the production ore. Since stope production began in April 1988, full surveys and appraisals of stopes have been carried out to evaluate the integrity of the design and blasting techniques. This evaluation included the determination of the degree of dilution or non break that had occurred. Performance information also made it possible to re-design any adjacent stopes to retrieve remaining ore and conversely, avoid the chances of targeting backfilled material in the future. Performing stope surveys proved not only to be a time-consuming process but one fraught with access and line-of-sight problems. Occasionally it was not possible to obtain any stope survey data, and as was often the case with the mine pass system, rarely. In 1992 the sudden failure of the pillar between the fine ore and mullock passes and the subsequent delays to production, emphasised the need to effectively monitor pass wear. Initial information regarding the development of the Cavity Measurement System (CMS) prototype (Figure 1) indicated that it had the potential to solve these problems by the introduction of a remote scanning device into a cavity. Following a great deal of investigation, Olympic Dam Operations purchased the first CMS in Australia. This paper discusses its application for all underground void surveys and the procedures developed to manage both field and office requirements.

The Favona low-sulfidation epithermal deposit in the Hauraki Goldfield is less than one kilometre southeast of the world-class Waihi deposit. The veins are hosted by Miocene andesite of the Waipupu Formation, have a total strike length of over 900 m, a vertical extent of at least 350 m and are on average 1-3 m wide. Individual veins have been traced for 200 m with vein widths up to 25 m. The dominant vein textures are massive, crustiform and colloform banded veins and vein breccias, with subsidiary textures including comb, zonal, flamboyant, lattice-bladed, ghost-bladed, microbotryoidal, feathery, ripple and dune, and mosaic. Quartz is the dominant gangue mineral in the veins at Favona. Accessory gangue minerals include pyrite, chlorite, adularia, illite, calcite, and apatite. Electrum is the only gold-bearing mineral and is associated with acanthite, tetrahedrite, pyrite, sphalerite, chalcopyrite, and rare galena. Whole rock geochemical analyses indicate that gold grades correlate with textures/vein types. The highest gold and silver grades are associated with vein breccias and banded veins, with the former containing 28 g/t Au and 136 g/t Ag on average. To date, veins with significant base metal sulfide minerals, and massive and crystalline quartz veins lack significant precious metals (Au and Ag), except for one banded base metal sulfide-rich vein at Favona. An overall zonation of the veins exists, with base metal sulfide minerals dominant at depth (1050 m RL) of the system are characterised by massive quartz veins.Fluid inclusions from a total of 31 quartz, amethyst, and platy calcite veins reveal homogenisation temperatures of ~190-250¦C, with final ice melting temperatures between 0.0 and -0.8. Ice melting temperatures correspond to apparent salinities of 18O value of the water that formed these veins is approximately -4.3 per mil, which is similar to meteoric water-dominated, near neutral chloride fluids in geothermal systems in the Taupo Volcanic Zone.

SIROFRAG is a computer-based imaging system that quantifies the post-blast rock fragment size distribution in a muckpile in a mine environment. Improvements in blast performance and blast modelling are being hampered by a lack of a quick and objective method to evaluate the major result of the blast: the fragment size distribution. This is usually done by hand digitising muckpile photographs: a labour intensive and tedious process. SIROFRAG is being developed to quickly, cheaply and objectively provide this information. SIROFRAG is based on active stereo image analysis. It uses a light stripe to illuminate a muckpile and a pair of video cameras to determine the 3D nature of the scanned objects. The imaging system is based on a novel prototype scanning projector that allows images to he captured in full daylight. The Microsoft Windows based software controls the projector and interprets the captured images to provide a size distribution of exposed rock fragments.

A Swedish table of blast damage depths has, in one form or other, been in use since the late-1970s. Its history and the underlying theory are described. New experimental and theoretical findings that point out a number of shortcomings in the table and the underlying theory are presented and discussed. A revised version of the blast damage table was recently introduced in conjunction with new but incomplete recommendations for cautious perimeter blasting. The new table leaves the difficult task of taking into account factors like decoupling, water in the borehole, the rock properties, type of initiation, charge length and the actual bit diameter to the user. This paper discusses different ways of doing this, based on the experimental findings and a recent formula for the prediction of the lengths of radial cracks behind the half-casts. The material presented in this paper is meant to supplement and extend the new Swedish recommendations for cautious perimeter blasting of tunnels, shafts, pits and road cuts.

At the outset, I guess we should define what we mean by "com- modities". In the 20 minutes or so which I have for this paper, it is impossible to tackle all commodities -one would need to con- sider not only the base metals but also the ferrous iron and steel products as well as energy commodities such as coal, oil and even uranium. For the purpose of this address however, I would prefer to refer to the principal non-ferrous commodities: copper, lead, zinc, aluminium and nickel and, I would like to consider some of the changes which have taken place in the industry over the past 20 years-and the likely reasons for these changes. I would also like to dwell a little on the future and some of the key issues which-may influence the future path and direction of the metals industry.

Mining and metallurgy are more capital intensive than all other industry in Australia. Capital demands are met by domestic and foreign sources of finance for whom the major constraints are the supply of funds and factors of risk and uncertainty. in both mineral development and institutional financing policies, specific options are available to administrators which would allow mining to benefit from a more reliable supply of capital. The strength of major partners involved and overseas participation are important aspects of financing mineral developments. Future changes in financing for the mineral industry are considered most likely in variable interest rate funding, in the leasing of major plant items, and in the development of flexible techniques to ease the burden of infrastructure costs. In a consultancy sense, financiers are available to mining to assist with and to advise on optimal develop- ment of mineral industry projects.

Any hypothesis for the origin of the Otago gold-quartz lodes must account for the following observations. 1. Southeast of Glenorchy, where the schists hosting the lodes are comparatively unaffected by Neogene Alpine Fault deformation, the dominant strike of the vein systems is NW-SE, parallel to the axis of greatest post-metamorphic uplift in the Otago Schist belt (Paterson, 1986). 2. The lodes are fault-hosted, with some developed along steep, low-displacement normal faults (eg Barewood, Bendigo, Nenthorn), implying NE-SW extension, and some developed along low-angle thrusts (eg Macraes) implying, in apparent contradiction, NE-SW contraction (Teagle et al, 1990). 3. The mineralising fluid was of metamorphic origin (McKeag and Craw, 1989), but while some of the lodes developed in a mesothermal environment at considerable depth (eg ~10 km for Macraes), others appear to have formed at very shallow depth (eg <1 km for Nenthorn) (Craw and Norris, 1988). 4. The timing of the mineralisation is generally poorly constrained but postdates the main Rangitata schist metamorphism. It probably initiated during early Cretaceous exhumation and unroofing of the schist belt (140 - 120 Ma?) and may have continued well into the Tertiary (Craw, 1989). Estimates for the relative ages of the different lodes are largely speculative but, based on pressure estimates from fluid inclusion studies, Macraes likely represents the deepest and oldest lode system while Nenthorn (just 12 km to the southwest) is perhaps the shallowest and youngest (Craw and Norris, 1988).

The South Deep massive orebody consists of 20 to 30 m of payable conglomerates ranging in dip from 11¦ to 20¦ and at depths of between 2400 m and 3400 m. The mine design process selected a mining method with a proven record of application that could be adapted to overcome the inherent difficulties associated with the depth, thickness and structural influences of the South Deep orebody. A modified cut and fill mining method provides a concentrated and highly flexible method of extraction. An integrated destressing cut will enable the modification of the stress environment such that it is suitable for massive mining operations. The choice of backfill type and stoping width in the destressing cut ultimately determines the characteristics of the stress modification and, as such, is critical to the success of the cut and fill operation. This paper discusses the decision process undertaken to determine the optimum backfill type and stoping width combination in terms of, conditions in the destressing cut faces and in the massive mining environment. Numerical modelling has been extensively used to analyse various scenarios to aid in the decision process.

The Paleoproterozoic Hitura Ni-Cu deposit in western Finland is in an ultramafic igneous complex composed of two subvertical plug-shaped bodies embedded in intensely migmatised felsic gneisses. The ultramafic complex is not far from a north-south trending graphitic and sulphidic gneiss zone interpreted to be a primary sulphide-graphite unit in the metasedimentary sequence. The sulphide accumulation exists as a zone parallel to the contact of the northern ultramafic body. The ultramafic rock types, now mainly serpentinites, have primarily been olivine adcumulates in the core grading to olivine orthocumulates and pyroxenites towards the margins. Coarse-grained felsic pegmatite veins injected serpentinite where they now exhibit prominent zoned alteration rims of chlorite, antophyllite and talc. The serpentinite core of the body was primarily an olivine adcumulate derived from a tholeiitic or high-Mg basalt parental magma with about 11 wt % MgO. Metamorphism and alteration have totally changed the igneous mineral compositions and the rock types are serpentinites (from olivine adcumulates), ambhibole-bearing serpentinites and amphibole-chlorite rocks (from pyroxenites). As the result of CO2 alteration talc is an accessory mineral throughout the serpentinite. Like silicates, also sulphide minerals are altered. In the core of the body the low-grade sulphide dissemination still reveals primary igneous interstitial forms. The core sulphides are now mackinawite, pentlandite and valleriite instead of primary igneous pyrrhotite and pentlandite derived from Mss. At the marginal zone the heavy dissemination and net-textured sulphides display pyrrhotite-pentlandite-magnetite intergrowths with magnetite films along cleavage of sulphides, mackinawite in pentlandite and exsolution textures of different low-temperature pyrrhotite phases as the result of alteration processes. Mechanically weak rocks, complicated structures and textures of the ore, magnetite and mackinawite intergrowths in pentlandite and readily-floating MgO silicates cause problems in exploitation of the deposit. Resource calculations for shear hosted deposits of any type are difficult regardless of which calculation technique is used. One of the main problems is the determination of the geometry of the mineralisation. Once this has been elucidated then the appropriate resource calculation methodology can be employed with a search distance and orientation that is relevant.

Blasting is one of the most important operations involved in surface coal mining. The removal of over-burden waste in surface coal mines of India had experienced many improvements in terms of blasting, explosives selection, blast design, equipment selection, deployment. etc. Two case studies of very large surface coal mines have particular importance in their blasting operations. Both these units have been equipped with large capacity excavating machines, hauling units and also have some difficult mining situations. Blasting is done in benches in close proximity to human dwellings and over coal seams developed by underground methods with problems of high wall stability etc, as well. The various steps taken to improve the blasting operations ensure smooth operation of the equipment to meet the targetted coal production.
