The incidence of colliery disasters has highlighted the need for more centralised and directed coal mining safety research in Queensland, with particular impetus from explosions at Box Flat in 1972, Kianga in 1975 and Moura No 4 in 1986. Inquiries which identified the likely causes recommended measures and, research and two outcomes have been the present Mines Safety Research Advisory Committee and The Safety in Mines Testing and Research Station at Redbank, near Brisbane, dealing with all mining problems, coal and metalliferous. Already, important research into ignition and explosion and other health and safety matters has been accomplished; the Station has become an accredited testing laboratory; and international recognition has been achieved. Now the advisory, testing and research arms are soundly in place to pursue preventive investigations and be ready to provide assistance in any emergencies.

Currently an Australian Standard for tunnel fire safety is being developed for road and rail tunnels. Other local guidance relating to tunnel fire safety that has recently become available includes publications by both the Roads and Traffic Authority and RailCorp of New South Wales. Internationally, the World Road Congress has completed its 2004 - 2007 cycle, which has resulted in a number of publications. International developments in rail guidance include a new European Standard regarding fire safety in railway tunnels that will come into effect in July 2008. In addition, the National Fire Protection Association committee NFPA 130 are in the process of revising their standard for fixed guideway transit and passenger rail systems, which is due for publication in late 2009. This paper outlines the status of these and other recently published relevant local and international fire safety guidelines and their implications for tunnel projects in Australia.

The dissolution of metallic copper powder in aqueous solutions of cupric sulphate under the influence of ethylene gas was investigated. The dissolution reaction stoichiometry obtained was: Cue+(aq) + Cu(s) + 2C2H4(g) = 2(CuC2H4)+(aq) The rate of formation of the copper (I)-ethylene complex in the above reaction was studied in a laboratory autoclave and the effect pH, temperature, ethylene partial pressure and initial concentration on the dissolution rate was measured experimentally and expressed theoretically in terms of several simple conceptual kinetic models. The results led to the selection of optimum conditions for the reaction and the suggestion of an "ion-molecule reaction" mechanism to explain the very low activation energies for the reaction system. The area of application of this reaction lies in the direction of refining impure copper such as cement copper. Several experiments were performed in which an acidified solution of cupric sulphate under ethylene pressure was used to dissolve copper from the cement copper powder in the form of the copper (I)-ethylene complex, followed by the release of gas pressure to disproportionate the complex and precipitate a purer metallic copper.

Process engineering principles are used to analyse the features of leaching processes for large masses of low grade, unprocessed ore. Different performance characteristics are related to the numerous variants of these processes. The variant for which reagent enters a heap only via the input solution is further subdivided into three modes of operation. The three modes may occur in testwork and full-scale operations; the effects of process variables on the rate of the process are completely different in each mode. The mode can be identified by the time at which reagent first appears in the pregnant solution. It is related to the ratio of the height of the heap and the thickness of a band of ore in which the reactions are localised. Synthesis of the phenomena occurring within a heap via a computer program has produced a quantitative relation for the reaction band thickness. The program has been validated for several different systems. The overall achievement is that the mode of operation and the rate of the process can be forecast before column testwork is commenced. Some applications of the outcomes to testwork, process design and operational tactics are described.

Legislation up to the early 1950s prevented the mechanical extraction of pillars. The mines operating at that time had formed extensive areas of pillars. When permission for the mechanical extraction was gazetted, conventional equipment was employed for pillar extraction and generally using hand mining systems. The mid-fifty's saw the of continuous miners. These machines eliminated the disadvantages of conventional equipment and the necessity for multiple working places. Some new layouts for panels emerged; however, actual extraction methods of pillars still followed closely that of hand mining. During the early sixty's the extraction of standing or new formed pillars was undertaken by the "open-end lift" or a "split and lift" method.

Good morning. I am very pleased to be invited to present the Opening Address to this inaugural New Zealand Minerals & Mining Conference. It is indeed a pleasure to see so many representatives of this industry, which is so important to New Zealand's economy, present here today.   I extend a warm welcome to all delegates, particularly those from outside New Zealand. To those of you who have travelled from offshore, please closely observe our industry, and do not hesitate to ask Crown Minerals staff here for any further information you may want. I trust you will soon come to the same conclusion that my two following speakers have; that New Zealand is a good investment destination, and further that many of you will decide to invest in New Zealand's minerals and mining industry.   In New Zealand the minerals industry - minerals, coal and petroleum - together constitute an approximate $2.5 billion per year business. In broad terms this is about 3% of our Gross Domestic Product.

Improvements in mechanisation should not be considered independently of safety and of environmental hazards. The need to keep gas contents within statutory limits may make the time needed to partially drain a gassy seam the effective control on face development times. Dust levels may provide an effective control on coal extraction rates on any one face. The combination of gas and dust on high output longwall faces may make it necessary for each one to be treated as a separate mine in terms of ventilation, and the faceworkers may need special protection. Mechanisation and safety can be mutually beneficial when mechanisation combined with systematic safety assessment reduces accidents, and when a thorough study of how to reduce accidents and health risks indicates the best method to improve mechanisation.

The large, high grade 3000 and 3500 copper orebodies at Mount Isa lie greater than 1200 m below the surface, and partly beneath the silver-lead-zinc mining operations at the Isa Mine.Since discovery over 30 years ago, the primary data acquisition programs have been integrated with long-term copper production strategies. These potentially sizeable and distinctly separate accumulations of copper mineralisation are the only sources capable of supplementing a decline in output from the 1100 orebody in the 1990s. Within a decade these deeper copper orebodies will become the major source of copper ore.

In taking the chair at this meeting of the Australasian Institute of Mining Engineers, I feel it my duty to thank you for the honour you have conferred upon me by electing me President for the current year, especially as Bwken Hill is the birth place of the Institute and myself one of its foundation members. I will now endeavour to entertain you for a short time with a few reminiscences of Broken Hill from its inception. Beyond the fact that the mines on the Broken Hill lode have paid to their shareholders in dividends and bonuses no less a sum than £896,500, created and maintained a city of 25,000 inhabitants. supplied a large proportion of the revenue on the railways of a sister state, and made their influence felt throughout the 'commercial centres of the world, very little, I regret to say, is known by the general public as to the form, extent, or vastness of the ore bodies, or the mode of occurrence of the various classes of ore which have been found to exist in them. It has occurred to me that a short paper by the senior mining manager on the line of lode might prove interesting. There has been great difficulty in getting some of the figures relating to the field, the total output of metals from the Broken Hill mines not being obtainable from the Mining Department in Sydney j but an inscription on the foundation stone of the Technical College recently opened in this City, sets forth that the Broken Hill Mines started in 1880...

Disastrous earthquakes are a reality on the Australiancontinent. Unfortunately it has taken the fatal 1989 New-castle earthquake to demonstrate to all Australians that we do not reside on a "stable continent". While the world accepts the potential of plate tectonics and its associated plate margin earthquakes, particularly around the active Pacific Rim, the realisation of devastating intra-plate, or continental, earthquakes is only now beginning to take effect. The 1989 Newcastle earthquake provides many lessons on which to further fundamental earthquake research and the applications to the future welfare of human civilisation. To mitigate the earthquake hazard in relation to the devastation to life, property and industry, research must be undertaken with the resulting informa-tion to be included in the nation's disaster management programs. The earthquake hazard is everpresent in east-ern Australia and the major step in its quantification is a more realistic determination of earthquake risk estimates through an integrated study of seismology, engineering, insurance and sociology.

Designing for early access to deep orebodies is an essential driver for improved project payback. Vertical shaft sinking techniques have been developed to allow concurrent mine level excavation while continuing to sink. Project cash flows can also be improved when simultaneously deepening existing shafts beneath operating hoisting systems. Further economic advantage has been realised through creative sinking sequencing in twin ventilation/service shaft projects. A fourth technique to reduce project schedules involves partial shaft barrel equipping allowing unrestricted access to construct stations and continue with level installations. This approach reduces interference with barrel sinking activities to insignificant proportions. This paper reviews how these approaches have added significant value to actual shaft sinking projects, as assessed from a contractorÆs perspective, and discusses some of the practical issues to be addressed when planning future projects. Designers need to take cognisance throughout all project engineering phases of the adage that you are only sinking when cleaning the face. Cleaning can only be sustained when there is sufficient hoisting capacity.

Pre-drainage experiments have been conduct- ed at Appin, Cook, John Darling, Leichhardt, Macquarie, Metropolitan and Moura No. 2 Collieries. Appin (550 m deep) experiences particular gas problems in development drivages, and the almost pure CH4 seam gas makes difficult tiro compliance with statutory maxima in intakes and returns. Patterns of 43 mm diameter drain- a,.;e holes drilled ahead and laterally into virgin coal have improved gas conditions in working places and have allowed tolerable advance rates. Cook, Leichhardt, Metropolitan and Moura No,. 2 Collieries have experienced gas and stress phenomena ranging from conical bursts less than one tonne to full scale instantan- -us outbursts of hundreds of tonnes with tens ,f thousands of cubic metres of seam gas. Gas ~Irainage experiments with patterns of holes up a,, 200 mm diameter have been undertaken with ;,;siness monitors on the coal to establish .lative effectiveness. Incremental flows into mg 43 mm diameter boreholes have investigated drainage patterns relative to length, and at comparative incremental flows have nlicated lowered permeability zones at stress ,.,utments. The Horn Island gold and mineral field produced 194 kilograms of gold in the 4 years subsequent to its discovery in 1894, from an area of shallow workings 1.5 kilometres x 0.5 kilometres. Gold deposits in the adjacent Prince of Wales, Hammond and Possession Islands also drew attention at that time.These islands form part of a Carboniferous sequence of ignimbrites (Torres Strait Volcanics) intruded by the Badu Granite and minor volcanics within the Cape York-Oriomo Ridge. Gold is associated with the epithermal stages of igneous activity. Recent exploration has defined sub-horizontal zones of disseminated gold mineralisation in the sub-surface, as well as reserves in the outcropping sub-vertical structures mined in the past. Released estimates of 170,00 tonnes proven ore and 550,000 probable ore at 4 grams per tonne gold, have been established.Gold is mostly contained in quartz vein stockworks and hydrothermal breccias within the intensely propylitised medium grained granites which form the local host rocks within the coarse grained Badu Granite. Associated vein minerals are sulphides (primarily of lead, zinc and iron) and calcite. Various intrusions of porphyry, aplite and granodiorite occur through the prospect area.

This is the time of year tor the presidential address, and with the present incumbent engaged in the coal mining industry, it will therefore come as no surprise to you that the theme of my address this evening is concerned with coal.There are other reasons for this apart from my contact with the coal industry. At present, coal is supplying considerable overseas revenue at a time when the remainder of the mining market is in a somewhat depressed state. That times will change goes without saying, if history is to be believed.However, so far so good for coal. My first reaction when The Institute indicated its wish that I be president for 1976 was to become deeply conscious of the honour bestowed on me.On consideration, I realized that very few past presidents have been intimately connected with the coal mining industry to the extent of indulging in it for lengthy periods as a full time occupation or, conversely, a part time interest for a long time. It also appears that not one had started their career in the industry. In my case, 'also, there were 8 very interesting years ,as a gold miner and metallurgist before commencing in coal.It therefore seemed appropriate to endeavour to discover ,why this should be so, as coal mining is now a very important part of a very important industry. What were the reasons why the industry took so long to emerge when there were ample reserves of easily accessible coal?Frankie and Johnnie in their bar room epic of the depression years concluded, and I paraphrase, that "their story held no moral, their story told no tale". If my story has such a message, it could perhapsbe construed as reinforcing the oft-repeated dictums, true or false, that "history repeats itself" or "man never learns".Coal mining is by far our oldest major Australian industry except for agriculture. Mid-ocean ridges host approximately 65 per cent of about 100 known sites of high-temperature venting and polymetallic sulfide deposits; most of them are located at the East Pacific Rise (EPR), while more diverse mineralisation styles occur at the Mid-Atlantic Rise (MAR). Seafloor hydrothermal activity at the EPR are related to MORB while different substrates, including MORB and ultramafic intrusive rocks, are associated with æblack smokersÆ at the MAR. Depth of hydrothermal activity ranges from 0.7 to 4.3 km. High-temperature vents precipitating Cu-Fe sulfides (chalcopyrite and isocubanite, rare bornite), pyrrhotite, pyrite (¦ marcasite), and sphalerite, and low-temperature edifices precipitating marcasite (with pyrite), sphalerite, barite, andsubordinate chalcopyrite (pyrrhotite and isocubanite are absent) occur in both environments. There are considerable differences in Fe, Zn, Cu, Ag, Au and trace element contents in ores and in theFeS contents in Zn-sulfides in these deposits. Acomparison with anhydrite and sulfide minerals precipitating from modern black smoker fluids sulfide reveals many similarities but also some important differences. Fluids with salinity values above and below that of seawater at 400¦C down to 130 - 170¦C deposited sulfide minerals. Mantle-derived He prevails in fluids trapped by sulfides in EPR 9¦N and 21¦N hydrothermal systems. Hydrothermal fluids in MAR and back-arc systems are richer in radiogenic 4He. The sulfur isotope composition varies in the different hydrothermal fields and within zones of a chimney. EPR sulfides display narrower range of d34S values, while MAR and back-arc sulfides can bedepleted and enriched in the heavier d34S isotope. The most important finding is that fluid temperature, salinity, R/Ra ratios and d34S values ranged more significantly in the polymetallic sulfide deposits than when measured directly on venting fluids. Sedimentary structures are described from the WiIlyama Complex, New South Wales. Their presence confirms lithological layering within the metasediments as bedding. These primary structures occur not only in low grade rocks as previously reported by other workers, but also in areas of medium and high grade metamorphism.Sedimentary structures include graded beds, cross beds, ripple marks, and ball and pillow structures.The observed parallelism of the early schistosity and bedding in the Broken Hill area has previously led to the idea of transposition by isoclinal folding.In the areas mapped, small scale transposition is precluded on the basis of1. uniform facing of sedimentary structures over wide areas, and2. the existence of large areas in which the early schistosity is oblique to bedding.

The Southern Mines Rescue Station (S.M.R.S.) has been established for 55 years and in the past 15 years has had only 4 major call-outs. Whilst the mines rescue training program has continued to expand, the Station has become involved in other work which includes mine worker training and limited research. Notwithstanding, the prime role of the Mines Rescue Station has not been overlooked and the Station has only advanced with the many changes that have occurred in the coal industry. The Rescue Station activities are financed by contributions from Colliery proprietors and the aim of the S.M.R.S. Committee is to provide a service in which colliery management and mine workers will have a high degree of confidence.

Prior to 1980 the thought of the occurrence of high-level epithermal gold mineralisation occurring in eastern Queensland would have been more of a dream than a reality. In a world-wide sense the understanding of the processes and tectonic settings for epithermal gold were only beginning to be developed. Although epithermal gold deposits had been mined in the past in Queensland the significance of these deposits in a regional sense had not been appreciated. A number of companies had made cursory examinations of epithermal regions in the Mt Coolon and Cracow regions. Since the mid 1980's the search for epithermal gold mineralization in Queensland was truly on and over 30 tonnes of gold from this style of deposit has been discovered.

Underground mine ventilation is now com monly simulated on a digital computer. Such a programme, incorporating natural ventilation has been modified by others to account for methane emission and elevated local tempera- tures. At Wollongong University, the pro- gramme was further developed and extensive interactive graphics incorporated such that any view of the three dimensional mine could be viewed, and superimposed upon that view are areas where a nominated parameter has exceeded a particular value - generally at a nominated time after a particular event and usually a fire/explosion of one type or another. A further programme was developed such that up to 20 'times' could be examined at a particu- lar location after say, a fuel rich fire at some other place in the mine. The output from this programme includes a plot of methane 1, smoke 1, temperature, pressure and air flow versus time - a most useful graphic to observe the limits of safe attendance in a particular Airway.
