On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy. In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanised. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading. The methods that have been used can be called the 'first-generation' methods. Work has been very hard for miners. It has been dangerous and exhausting. Production volumes of mines, and a s a result of that, also profits have been low.

The energy supply in the 21st century is still secured by coal. According to estimates of the International Energy Agency (IEA), coal will have the same importance as oil for the world-wide supply of energy until 2030. Coal is also an important element of EU policy, its future use is closely linked to effectively addressing the environmental challenges it poses. Hard and brown coal represent approximately 80 per cent of European Union (EU) reserves of fossil fuels and coal utilisation can co-exist with the development of power generation based on renewables. Europe is the world's third largest consumer of coal behind China and the United States.The Czech Republic is poor in energy resources except for coal. Brown coal is relatively abundant (mineable reserves estimated at 1800 Mt, output 48 Mt/a) and significant quantities of hard coal (mineable reserves 900 Mt, 13 Mt/a), much of it suitable for coke production, are also present.Severoceske Doly (SD Company), the biggest Czech coal mining company (22 Mt/a, 48.6 per cent Czech market share) and one of the biggest in Europe, reinforces despite the last deep crisis in the Czech and European economies its long-standing stable and strong market and financial position. From 2009, the SD Company co-owns, with partners, a brown-coal mining company MIBRAG (21 Mt/a). SD Company invests in large mining equipment (eg new giant spreaders and bucket-wheel excavators, extension of overland belt conveyors), rebuilds and upgrades mining and processing installations, auxiliary and other machinery. We should see the investment we make today in tomorrow's mining and reclamation as an opportunity and not as a burden. They enable to make our position more resistant in the longer term. Projects focused on the environment and operational safety went hand in hand with these efforts.R&D activities relate to technical innovations, improvements of mining equipment, research and evaluation of conditions for extracting coal seam and/or overburden and mitigation of environmental impacts, utilisation of coal in new products. The company spends considerable amounts on reclaiming affected land and creating a new post-mining landscape.Our dialogue with influential stakeholders in the region where we operate contributes to the long-term improvement in the quality of life of local residents. Such dialogue with communities in the last ten years has been instrumental for confidence building. SD Company helps to develop many projects of towns and villages in its vicinity. The stable and transparent relations with our neighbours are in accordance with our basic principles of corporate social responsibility.

At an early stage of the examination of most prospects, samples are taken; and the sample values obtained play an important part in determining the subsequent history of the prospect. It is, therefore, important that. eveJJy effort should be made to interpret asfully as possible the meaning of the observed results. In this connection, it is suggested that examination of the assay values of mine samples by simple statistical methods may bring to light information of considerable value, which might otherwise be missed.Although expert statisticians may derive more information from the available data, those who are, like the writer, less proficient mathematically, may also benefit by applying quite simple statistical methods. At least they will develop a useful habit of thought bywhich they become aware at all times that sampling results only provide estimates of the truth, but that an assessment of the precision of such results may be possible. The object of this paper is to provide some evidence of. the truth of these statements, by theuse of a few very elementary statistical calculations.General.The idea that any mine sample is subject to error from a variety of causes is a very familiar one. Doubt always exists with regard to the representativeness of a perfectly cut sample, and other errors may arise through imperfections of sample cutting, crushing, splitting and assaying. Some causes of error may give rise to "constant" errors, others may cause variable but one-sided "systematic" errors, and others again may bring about variable results without any tendency toward bias on the average. In statistical language, mine sample values are subject to errors which may have either assignable causes or chance causes. The former are those which can be isolated, or should be capable of isolation, while the latter are those remaining when all assignable causes have been removed. A single constant assignable cause brings about bias in all results, and one or more than one variable assignable cause brings about variation between individual results and perhaps an overall bias. The system of chance causes that would remain if all assignable causes were removed would cause variation between individual results but no overall bias. The introduction of legal certification of mine managers is a matter of history. It was introduced as part of legislation for mine safety. It has been said that such legislat- ion was written in blood. Like all legislation this legislation is divided into three sections; commands, obligations and sanctions. While legislation in all States on this subject is similar, the differences are great enough to have prompted the preparation of a Uniform Code by the Annual Conference of Chief Inspectors of Mines. This Uniform Code has not been adopted fully by any State to date. Legal certification of mine managers has made managers more aware of the requirements of the legislation covering their industry, legislation that reads as a summary on past accidents and methods of preventing them. While budding managers spend considerable' time in their early years in the preparation for certification, history has shown that the industry has benefited from their efforts. A better knowledge of the safety acts by the managers has produced safer operations, and a higher standard of management has raised the technical standards of mining operations to a stage where Australia can be proud.

Starting from comprehensive programme systems for monitoring tasks of any kind, this paper follows the steps of the programme system hierarchy from top to bottom. The monitoring and control centres for entire production units, the subordinate centres, i.e. district control centres, the microcomputer based autonomous control systems, and data input by mobile terminals are discussed. To an increasing extent, the main emphasis is shifted from monitoring and control of individual machinery to optimized operation of extremely complex comprehensive systems. Network displays, for instance displays of production, transport, supply- and evacuation-networks as well as of safety systems, gain increasing importance. Personnel deployment systemsand planning networks as well as stocktaking and accounting are more and more closely linked with the above-mentioned networks. In order to keep development and application (purchasing) costs low, and to assure compatibility, the use of standard modules is to be assigned particular importance. New module developments are introduced, and the design of standard interfaces for computer and module coupling are discussed.For conclusion, a short view is given on the opinion of the line manage-ments on how future hierarchic systems should be featured in terms of individual units and overall systems, and used.

Borehole geophysical logging data are routinely acquired during exploration of coal deposits in Australia. These data are commonly used qualitatively to identify and correlate coal seams and geotechnically significant interburden rock units. Some quantitative analysis, such as using sonic logs for rock strength estimation is becoming increasingly widespread. This paper discusses results from a project aimed at expanding the quantitative approach to more detailed mineralogical and lithological analysis, which leads to improved geotechnical characterisation for mine planning and mining hazard reduction. A standard suite of wireline logs measuring density, natural gamma, sonic and neutron were analysed from three coal mines in the Bowen Basin. Thirty-nine samples from cored sections of the boreholes were analysed by X-ray diffraction, spectral gamma counts and hyperspectral scanning. Using a standard petrophysical approach to calculating porosity, shale and matrix components from a combination of density, natural gamma and neutron logs, a good correlation with observed mineralogy was demonstrated. However, unusual mineralogies such as heavy minerals or low-potassium clays may distort this analysis. Simultaneous evaluation of all available geophysical logs by modern data mining methods was able to show how these ambiguities may be solved.

The cost of production from truck and loader fleets is influenced by management development of the culture of the organisation, work practices, systems and procedures of the production and maintenance teams. Establishing if the cost of production is the best that can be achieved then requires the measurement of results against established standards of performance. This paper provides a series of discussion points of the factors that influence the cost of production from men and machines for large scale open pit mining operation and provides some suggested performance standards in the form of Benchmarks. Most of the references have been drawn from established large scale deep pit mines in USA, Canada and Australia which have had to implement and constantly fine tune cost efficiencies in order to survive. The discussion provides:ò a review of priorities or the relative importance of the various cost elements for a mining system;ò suggestions of systems and procedures for the operation and maintenance of machines which are considered to yield the best overall results;ò examples of operations that have developed and implemented management systems and controls that are achieving good results in specific functions; andò suggested benchmarks of performance.

The Central Andes in Peru, Chile, Bolivia, and Argentina , contain two contiguous terranes which were accreted to Gondwanaland between the end of the Devonian and the end of the Triassic. These terranes, Arequipa in the north, and Chilenia in the south, differ from each other in the timing and style of their metallogenic development. However, they contain over 90% of the Central Andean porphyry copper resource. The copper porphyries in the Arequipa terrane are Paleocene to lower Oligocene in age, whereas the Chilenia deposits are mid-upper Cretaceous and mid-upper Miocene. Porphyry copper deposits occur outside these terranes, but are all Miocene in age. Miocene porphyry-style mineralisation also exists in the Arequipa terrane, but is copper-deficient and gold-rich. The accreted terranes may have favoured porphyry and other styles of copper mineralisation because they possessed relatively thin continental crust compared to adjacent parts of the Andes. Crustal thickening which commenced at about 30 Ma in the Arequipa terrane coincided with a major change to polymetallic, precious metal mineralisation which commonly displays high sulfidation characteristics.

Five types of mineral resource were known in the sedimentary cover of the oceans and seas floors prior to the 1980s: 1. hydrocarbon fields including some very large zones of oil and gas accumulation; 2. æRed SeaÆ type thermal oozes with increased concentrations of noble metals; 3. ferromanganese nodules; 4. concentrations of metallic sulphides (æBlack SmokersÆ); and 5. cobalt-bearing ferromanganese crusts on the summits and slopes of seamounts.   Since then, the so called æWhite SmokersÆ, containing sulphides of copper and zinc, have been discovered. The ore horizons (manganese, copper, nickel and other metals) of the sedimentary cover of deep-sea basins comprise a sixth type of mineral resource in the oceans. These horizons have not only a theoretical, but also a principal economic significance.

Very little has been written about the discovery and early history of prospecting of ironstone deposits in the Iron Knob-Middleback Range area of South Australia, the main source of supply of ironstone (hematite) for the Australian steel industry, and scanty though the record is, much of it is wrong or misleading.With the help of several people, to whom acknowledgement is made at the end of the paper, the writer has unravelled some of the story, but not the whole story. It is hoped that publication of this paper will stimulate interest in others, who may be able to supplement this account from family records, from the files of newspapers, or from archives.

The main orebody of the Bodangora mine is a metalliferous quartz reef within a major fault plane in the strongly folded and faulted volcanic rocks of the Ordovician-Silurian Oakdale Formation. The similarity of the type of mineralization to that of other pyrometasomatic deposits in this area suggests that the mineralizing fluids originated in the nearby Wuuluman Granite.The associated Mitchell's Creek West or Dick's reef is discussed briefly.

The action of water on a number of Queensland shales which are associated with particular coal measures and oil shales has been studied. The results suggest that the disintegration of some of the shales could cause significant problems in mining and preparation operations. The extent of shale breakdown varies widely from deposit to deposit and from seam to seam but a suitable assessment procedure utilises the test described in AS 1661-1979, and an improved method of presenting the results is described in the paper.

The Corridor ore body is so named because it occurs in an east-west zone or corridor of schist bounded on the north by the siliceous conglomerates of Mount Lyell, and on the south by similar conglomerates of the Tharsis ridge (Fig. 1). It was discovered after the geophysical prospecting methods described below had defined a target zone for diamond drilling.Since the proving of copper mineralisation by drilling, the corridor orebody has served the vital function of a convenient known target body for the orientation of more recently developed geophysical methods. Traversing of the orebody by these new methods has provided experience for the evaluation of anomalies elsewhere.Some of the methods applied had not been used in Australia before, and were introduced to the west coast of Tasmania through the undertaking there of modern regional exploration programmes. The authors feel that the information gained could be of assistance to others engaged in geophysical prospecting.HISTORY OF DISCOVERYProspecting in the Mount Lyell district has been more or less continuous since 1881. The mining industry is generally regarded as a high risk industry, mainly because of the difficulties in estimating the tonnage and grade of mineral resources, the fluctuations in metal prices, mining problems and other problems which occur with mining in offshore and remote locations, such as appropriation or disruption to supply. As a consequence, finance providers require a high reward from mining projects. In the past two decades, the development of "mega" projects has led to the packaging of the finance becoming more sophisticated. Some would see this move as a measure of the evolution of banking rather than an intrinsic facet of mining finance itself. Project financial managers now require a thorough knowledge of all the financial tools which are available and have to be aware of the funding options so that they can put together a finance package which minimises the cost of the financing with the risk spread adequately between the partners of the financing. The different sources and types of finance for mining projects are described herein along with the factors which determine their costs. To understand the ramifications of financing mining projects, it is essential to appreciate the fundamental difference between debt and equity, which illustrates the importance of gearing. Costs of finance are determined by the interaction of supply and demand forces. Bankers and other financiers have become more adept at isolating a wide selection of risk elements and have devised a formidable range of insurance mechanisms. There is still a lot of money looking for good project risks and if a good project is properly presented and structured, financing can be obtained in today's market.

In March 2012 a combined BHP Billiton and Hatch team embarked on a program to improve the concentrate burner efficiency of BHP Billiton’s Olympic Dam copper flash smelting furnace. A multi-faceted approach including an analysis of the furnace using operational knowledge and first principles engineering led to the design and supply of a new central-lance (disperser). A new, patented, swirl method of introducing the copper concentrate into the furnace was developed to integrate with the existing concentrate burner. Plant trials in 2014 demonstrated an increase of nearly 10 percent in the oxygen efficiency of the furnace. The Mine granite at the Ardlethan tinfield is dated by Rb-Sr on a muscovite concentrate at not less than 417 ± 2.5 Ma (2s), consistent with the intrusion of this granitic body into folded Late Ordovician sediments. A combination of Rb-Sr and K-Ar evidence suggests a slightly younger age, 41O ± 2.5 Ma, both for the neighbouring Ardlethan Granite and for the hydrothermal alteration of the Mine granite, with which the tin is associated.On this basis, the somewhat high 206Pb/204Pb of two galena samples from within the hydrothermal alteration zone is best explained by an increase in U/Pb of order 10 per cent during a geochemical event in the Late Precambrian, in the rocks which eventually yielded the Pb to the mineralising fluid. This earlier event probably increased Th/U in these rocks as well, by as much as 5 per cent. If these reconstructions are valid, the lower-than-average U/Pb implied for the original Precambrian source rock bespeaks a mantle component of marginally greater proportion than for "average orogene".

Industrial minerals contribute about 50% of the NZ$1.2 billion generated annually by the minerals industry in New Zealand. The value is supplemented by a further NZ$500 million of minerals imported to supply our vital agricultural and industrial activity. As globalisation of the world's economy precedes, sources of minerals are being processed by fewer companies giving an ever-increasing control over global markets. If only to protect its primary production New Zealand needs to aggressively develop its mineral resources. The successful development of a deposit requires identification of the preferred market. While low-value aggregates dominate New Zealand industrial mineral production it is more specialised minerals supplied to the manufacturing and industrial sectors that provide more value per tonne. Minerals that have highly desirable intrinsic properties, or through value-added processing provide desirable properties, have the ability to fill niche markets both locally and overseas. Research and development towards enhancement or creation of desirable mineral properties could benefit New Zealand with both increased mineral potential and export of technological information. But, it is nearly always the market not the resource that dictates the viability of an industrial mineral and, with the globalisation of industrial mineral markets resulting in fewer but larger companies, any supplier must be ready to explore niche markets in order to compete on a more global basis.
