The mining industry has expanded significantly in the Pacific Region over the past two decades through a mix of new developments and brownfields expansions of existing operations. Despite this overall success there are also a number of well publicised examples of less than successful minerals ventures. These problem developments highlight the fact that success cannot be taken for granted and that rigorous planning and attention to detail is essential. The dominant growth has come through expansion of existing businesses, notably alumina, iron ore and coal, achieved through both efficiency gains on existing plant and step change capacity additions such as new mines and/or expanded processing plant. This expansion has largely been linked to increased market opportunities. The major issues are the quality and extent of the host resource, achieving the market targets, and the efficiency of the expansion effort. There can be also a range of site specific issues which need to be addressed. The development of new greenfields operations is often more complex as it can bring a wide range of new issues. Depending on the nature of the development, and the companies involved, these can extend from initial financing through to obtaining a market position. Incorporating major new technology and/or establishing infrastructure and attracting staff to remote locations can also add significant challenges. This paper outlines many of the critical factors which need to be considered prior to proceeding with major expansions or greenfields developments. These will be linked to a number of developments in the region over the past decade.

Ti is an important constituent for steels and superalloys. During the continuous casting process and ElectroSlag Remelting process (ESR), Ti in molten steel and superalloy can have chemical reactions with casting flux and ESR slag containing CaO and CaF2. In order to investigate such exchange reactions, the understanding of the (Ca,Ti//O,F) reciprocal slag system is prerequisite. In the present study, a coupled phase diagram experiment and thermodynamic modelling of the (Ca,Ti//O,F) reciprocal system was performed. In particular, the phase diagram of the CaF2-TiO2 system was experimentally investigated by Differential Thermal Analysis (DTA) experiment and quenching experiments followed by Electron Probe MicroAnalysis (EPMA) phase analysis. The Gibbs energy functions of all solid and liquid phases in the (Ca,Ti//O,F) reciprocal system were optimised to reproduce the present data and all available reliable experimental data in literature.

As the global demand for metal values expands, it becomes increasingly important to create more sustainable mining operations. Consequently, considerable research and technology development is required to produce processes which are both more energy efficient and have a minimal environmental impact. One potential technology is the utilisation of microwave pre-treatment to reduce the energy requirements in comminution. Microwaves can preferentially heat the valuable mineral phases in an ore and the resulting differential thermal expansion leads to the formation of microfractures along the grain boundaries. As a result of the preferential heating, ore competency is reduced, mineral liberation is enhanced, a coarser grind size can be employed, and plant throughput can be increased. Furthermore, microwave pre-treatment can be combined with advanced ore sorting, to decrease the quantity of gangue material processed downstream and hence reduce tailings production. Previous studies on the microwave treatment of ores over the last 30 years have mainly been limited to low power bench-scale studies and there is a paucity of information on pilot and/or commercial scale studies. In the present research, the microwave heating behaviours of over 40 ores have been studied at the bench-scale. These results were used to generate a database, from which a unique classification system was developed. This system was used to rank the amenability of any given ore for microwave pre-treatment. This knowledge can be employed to predict the performance of the ores in the high-power pilot scale tests and thus can be used as a pre-screening tool. The effects of high-power microwave pre-treatment on grindability and liberation were reported. Additionally, the ore sorting potential was evaluated using a combination of X-ray transmission (XRT) and microwave infrared (MW/IR).

This paper presents a phenomena-based model for investigating the possibility of scrap melting in an Open Slag Bath Furnace (OSBF) for green ironmaking. The goal of this study is to enhance the circularity of the steelmaking process by utilising scrap as a green source of iron in OSBFs. The model takes into account the fundamental differences between OSBFs and traditional processes such as Electric Arc Furnaces (EAFs) and Basic Oxygen Furnaces (BOFs). The model considers three primary regions where scrap heating and melting occur: the solid feed pile, slag and hot metal. It accounts for factors such as the furnace geometry, scrap charging mechanism and specific heat and mass transfer properties of the reactor. The model was validated using literature data and was used to investigate the heating and melting behaviour of individual scrap particles under various process parameters. The study finds that the scrap melting process in OSBFs involves three stages: shell formation, shell remelting and subsequent melting of the parent scrap. The carbon content of the scrap and the liquid hot metal plays a critical role in determining the melting behaviour. Depending on the carbon concentration and temperature, the melting process can be heat transfer controlled or mass transfer controlled. The paper also examines the scrap feeding methods in OSBFs, including direct charging into the slag or charging through a feed pile. The model provides insights into the melting rate of scrap compared to Direct Reduced Iron (DRI) in OSBFs and highlights the role of carbon in this process. Overall, this phenomena-based model contributes to the understanding of scrap melting behaviour in OSBFs and provides valuable insights for optimising the circularity and efficiency of green ironmaking processes. The findings of this study can inform the design and operation of OSBFs, paving the way for increased utilisation of scrap as a sustainable feedstock in the steel industry.

Combining ultramafic mine tailings and acidic mine drainage via mineral carbonation to sequester carbon dioxide, presents an opportunity to minimise waste on mine sites. Low pH mine water with trace element concentrations can be effectively treated by high magnesium mine tailings, a useful source of finely ground reactive matrix. By using milled tailings for mineral carbonation, there are negligible energy requirements for communition of ore rocks to reduce particle size. This study aimed to assess the technical applicability of reacting ultramafic tailings and acidic mine water through mineral carbonation technology in the mining industry. Dissolution has been identified as the rate limiting stage in mineral carbonation; hence the study focused on identifying optimal dissolution conditions. Ultramafic tailings (particle size <100 µm) derived from serpentinite ore, were reacted with a typical mine water that was synthesised in the laboratory. Through variances in the solid to liquid ratios and temperature of dissolution, a maximum five per cent magnesium dissolution efficiency was reached at 50 g/L and 100°C. The acidic mine water was neutralised (from pH <2 to pH ~6) and iron, copper and zinc ion concentrations reduced significantly during the formation of solid precipitates. Carbonation was undertaken by injecting carbon dioxide into the magnesium-rich solution to form stable carbonates. The experimental work demonstrated proof of concept; however, dissolution efficiency and carbon dioxide sequestration was low, indicating that further research would be required before larger scale implementation.CITATION:Malli, H, Bouzalakos, S and Timms, W, 2015. Geometallurgical modelling of an orebody provides benefits to a mine by gaining a better understanding of the ore characteristics and how they affect the performance of the concentrator. With this knowledge, plant operating conditions can be adjusted to optimise throughput and recovery in advance of the arrival of particular ore types. Therefore, it is extremely important that the origin of the ore being processed is known as accurately as possible. Depending on the homogeneity of the ore characteristics, reliance on assumptions about stockpile residence times, scheduling and material handling can render the best geometallurgical models useless.The solution adopted at Agnico Eagle’s Kittilä mine was to utilise Metso SmartTags™ and in-house expertise to develop a system that continuously and accurately links geotechnical and lab data from the mine to the performance of the plant. This application presented several unique opportunities and challenges. For example, this was the first installation of a SmartTag™ system for geometallurgical modelling in an underground mine. Challenges included the fact that the system installation is routinely subjected to temperatures below -20°C.The system was installed and commissioned in early 2013 and has been operating continuously since. Kittilä has begun to see the benefits of the system, with an increased understanding of how different ores are processed in the concentrator. Achieving occupational health and environmental noise objectives is a major consideration in the planning or operational phase of resource development and industrial projects to meet the needs of the workforce and community and comply with legislative requirements. For material handling systems, ventilation plants, mobile equipment, process plants and fixed infrastructure, noise emissions need to be considered at the design phase. The preferred approach is to provide noise emission technical specifications, but in many cases this is not stipulated. An occupational noise requirement, such as ‘not to exceed 85 dBA at 1 m’, is often provided, but this will not achieve the required occupational or environmental noise objectives and may cause overly stringent requirements when they may not be needed. It should be noted that when developing the technical specification, measuring compliance needs to be taken into account as, in some cases, measuring may be very difficult or even not possible.This paper will discuss the requirements for providing an effective noise specification that ensures the environmental and occupational noise objectives are able to be achieved and that, once installed, compliance can be measured. It discusses planning such as when to set the objective, correlating the appropriate objectives for the environmental and occupational noise requirements, allowing for measurement tolerance, providing a suitable criteria and data format for the suppliers to respond to and methodology to measure compliance. Different phases of a project require different approaches to planning for noise management and these will be discussed in the paper. Traditionally, quality control of iron sinter has relied on time-consuming wet chemistry. However, the mineralogical composition that defines the physical properties, such as strength or reducibility, is not monitored.X-ray diffraction (XRD) analysis in combination with Rietveld quantification and statistical data evaluation using partial least squares regression (PLSR) has been successfully trialled to determine the mineralogical composition and process parameters such as the FeO (Fe2+) content and basicity of iron sinter within an analysis time of less than eight minutes per sample. The results were compared with wet chemistry data.PLSR does not require pure phases, crystal structures or complex modelling of peak shapes. The analysis is therefore easy to set up and ideal if only one property needs to be analysed. PLSR results show an accuracy for the FeO content of ±0.3 per cent for the samples analysed in this case study.Both the PLSR and Rietveld methods take the full XRD pattern into account and can be simultaneously applied on the same measurement. PLSR was found to be the more robust method if only FeO and basicity results are required. The Rietveld method helps to predict other parameters, such as the compression strength of the sinter, by monitoring all existing phases (eg larnite C2S or silico-ferrite of calcium and aluminium phases).CITATION:König, U and Norberg, N, 2015. Central to any business is its Asset Management Plan which encapsulates the business context and key organisational objectives such as profitability, safety and environmental standards. Life Cycle Planning (LCP) is a key component of an overall Asset Management Plan. A comprehensive approach to Life Cycle Planning forecasts the financial expenditure required to support the performance of the asset over the business life. It incorporates capital, maintenance and operational expenditure along with an estimation of economic life. Within its body the LCP provides the detail of the maintenance plan and method of its execution. Once optimised the LCP becomes the overarching plan executed through the application of several elements of the Asset Management Plan to ensure the return on investment from the assets is optimal. Each of the elements of the LCP is bound by a set of loops that provide information based on the analysis of outcomes. These loops drive the continuous improvement of performance and cost over the life of the asset. In this way we ensure that the LCP is a dynamic plan responsive to the changing business environment. The paper being presented today will describe the process undertaken and the outcomes derived when this approach was applied to a $600 M+ coal handling and preparation plant in QueenslandÆs Bowen Basin. It will also delve into the difficulties encountered from both technical and cultural aspects; the latter proving to be the most difficult to manage. It will describe the hurdles and barriers that hampered progress including the human influences and the natural desire to revert to what has been done in the past when things became a bit difficult. In the end the results are there to show that the upfront expenditure and investment in time was time and money well spent and the outcome has the operation well placed to manage the assets in a manner designed to deliver the optimal business outcome.

There are many physical factors that can affect the self-heating rate of coal. The presence of seam gas has often been referred to as inhibiting coal self-heating due to the limited access of oxidation sites created by the presence of the gas adsorbed on the coal pores. Similarly, the presence of bed moisture in the coal also acts as an inhibitor of oxidation by blocking access of air into the pores. Gas drainage of a coal seam prior to mining removes both gas and moisture from the seam. Bulk coal self-heating tests in a two-metre column on both gassy, as-mined and gas-drained, dried high volatile bituminous coal show that removal of gas and moisture from the coal accelerates the rate of self-heating to thermal runaway from 8.5 days to 4.25 days, from a start temperature of 30¦C, with an airflow of 0.25 L/min. The corresponding gas evolution pattern for each of these situations is different. Therefore, it is necessary to take this change in coal condition into consideration when developing a spontaneous combustion management plan.

Exploration, including research, has fuelled the enormous expansion of the Australian mineral industry in the last three decades. Analysis of success and failure in exploration and research has therefore potentially powerful lessons and messages which may be used to influence the future shape and direction of the mineral industry. Research has been an integral part of organised corporate mineral exploration since its beginnings in Australia in the 1930s. In corporations, the activity generally called project generation or new project development is the main expression of exploration research but mostly it goes unidentified and poorly documented except perhaps when a successful discovery is made and reported on. The competitive nature of exploration means that extended and detailed analysis of corporate exploration research across the industry is impossible to achieve.

Heavy mineral sand exploration drilling prior to the 1970s generally utilised open hole auger and air-blast type drilling. However, mining reconciliations were poor and limitations on accuracy and precision of drilling results were severe.Working with the exploration companies, Wallis Drilling principals designed various systems, including what was termed the ‘Eneabba System’ and then the ‘Capel Twin-Tube System’. Eventually the company with its improvements developed and patented the Aircore Drilling System.Aircore drilling has subsequently become recognised as an excellent drilling system for exploration and mine-sample drilling that gives good precision and accuracy in sampling both above and below water. Its use has also been extended to many other commodities and is used in a number of overseas countries.This paper documents anecdotally the development of the system, identifying problems encountered during the times it was evolving and of the means to overcome the problems as being the documentation of the story by the inventors and developers in Wallis Drilling Company. Aircore drilling system is a Western Australian technological development owing its existence to the designing and incorporation of a number of discrete improvements along the way and recognises the tenacity and inventiveness of all who contributed to the system, in both Wallis and also in a number of companies that gave the impetus to succeed.

Efficiency demands that mine geologists devote the most time to tasks where they can have the biggest effect on production. One of the most time-consuming tasks is geological interpretation of the orebody and turning this into a block model for the planning engineers.The current best practice for mines that require a geologically constrained resource model involves capturing the interpretation of geologists as three-dimensional (3D) wireframes. However, there is significant overhead in the production of valid wireframes from sectional and plan interpretations. This overhead consists of the mundane tasks of digitising polylines, then building 3D wireframes and validating them. While software can simplify this task, the current process is not the best use of a geologist’s time. Under time pressure exerted by planning engineers and the time required for modelling from polylines, geologists are forced to roll-up the presence of other elements or impurities into the interpretation and encode them in the polylines, even though it is often desirable to consider these other factors separately.While it might seem unlikely that mine geologists can produce constrained geological models without the intermediary of wireframes, the technology to accomplish this is getting closer.In this paper, the results of a trial at the Savage River magnetite mine, which is owned and operated by Grange Resources Ltd, are reported. The trial was for a ‘direct-to-block’ implicit geological modelling method. The focus was on creating a geological attributed block model from drill hole geological log data; resource estimates were not determined. The categories modelled were air, waste, low-grade ore, medium-grade ore, and high-grade ore. The block model outputs either resulted in a proportional block model (categories expressed as percentages within equivolumetric blocks) or a sub-blocked model (parent block and one sub-block), which is the preferred block model output at the Savage River mine. When compared to the traditional best practice modelling method, which takes 43 work days, the wireframe-free modelling method took only 26 hours from initial modelling, using both exploration and grade control data. An update using appended drill hole data is achievable within one day. These results represent time savings of more than one order of magnitude compared to the traditional workflow, and, as such, these figures merit serious consideration for the use of the direct-to-block modelling approach at other operations.With these time savings, geological and estimation models can be kept updated constantly; geologists will not need to set aside two months for quarterly or half-yearly modelling of the drill hole data for resource review. Such dramatic time savings will allow for the better use of highly skilled geologists, who are in short supply in the current market, and will also impact directly on downstream mining engineering workflows.

Red mud (RM) is a solid waste product generated during alumina refinery process, and is usually stored in SFs (SFs) because it canÆt be disposed of easily. In this paper, environment degradation caused by RM-SFs was systematically assessed by the method of single factor pollution index based on the analysis data of water, soil and atmosphere sampled around one newly-built and one decommissioned RM-SFs, which are managed by an alumina production company in China. The results revealed that the ambient environment around RM-SFs is seriously polluted by alkali and mercury (Hg). The pH value of RM leachate, surrounding surface water and groundwater are all higher than the limit of water quality standards in China. And as a possible result of overflowing of high alkaline leachate, soil pH value for the decommissioned SF decreases with increasing distance between the sample collection points and the closest side of RM storage facility (RM-SF). Total Hg concentrations in RM leachate, surrounding surface water and groundwater all exceed Grade III limits of ChinaÆs Environment Quality Standards for Surface Water and Groundwater. "Recent project failures have called into question the use and relevance of benchmarking and independent reviews, forcing a rethink of traditional processes and procedures.With cost estimates and schedules dramatically varying from lows seen around the global financial crisis to peaks experienced in the recent mining boom, benchmarking has ranged between essential and misleading.Profound shifts are now underway in future project delivery strategies as the market moves away from cost-plus engineering, procurement and construction management. The current trends in project implementation are to utilise more lump-sum design and construct or fixed-price supply and construct contracts. This trend will remove transparency in detailed cost information by reducing the sources and clarity of cost data.Independent peer reviews (IPRs) of studies and investment recommendations performed over the last decade have both failed to prevent flawed or deficient projects from proceeding to approval and funding, and been successful in ensuring that owners did not proceed with doomed investments.In recent times, it has been recognised by some owners, contractors and engineers that traditional benchmarking checks or IPRs, or a combination of both, will not necessarily produce reliable assessments of study conclusions and of the forecasts of project outcomes. To be of value, the benchmarking process now also needs to recognise the highly volatile responses from the engineering and construction industry to the current and future markets for their services.Similarly, reviewers who draw upon benchmarks of past project experiences on an understanding of the things that shaped and influenced their outcomes need to be more aware of how a future dynamic market may impact the outcome of the projects and raise warning flags accordingly.With the commodity cycle currently approaching what is hoped is its bottom, ensuring that benchmarking and independent reviews evolve into reliable, transparent and worthwhile processes becomes even more important. The lignites of Otago and Southland offer a potentially viable future feedstock for electricity production and possible conversion to petrochemicals or liquid fuels. The deposits, when combined, represent New ZealandÆs largest energy inventory; equivalent to about 74 000 petajoules û or approximately 35 times current natural gas reserves. Too often dismissed as irrelevant to New ZealandÆs energy future because of adverse perceptions of the value of low rank coals, the strategic value of this resource is in fact huge.   Investigations of the lignites extend back over more than 50 years (LFTB various, CRL Energy Ltd). Whilst it is not the intention of this paper to review this work, these investigations have confirmed the suitability of the resource as a feedstock for thermochemical conversion. Current estimates of South Island lignite mining costs are NZ$1.0 - 3.0/GJ (Natusch 2005), making these resources amongst the most competitively-priced energy sources available world-wide.   This value, however, will only be captured if we as a country begin to envisage a world-scale, long-life, integrated and multi-faceted development sized to supply world markets for chemicals or fuels. Recent CAE studies (Hooper and Riddolls, 2005) have emphasised the vital importance of ensuring that any exploitation of this resource maximises their value to New Zealand. The question that thus must be applied is how might large-scale utilisation of the resource fit with New ZealandÆs primary energy supply, and its potential for the export of high-value commodities.   From the broader perspective of New ZealandÆs total energy supply equation we need to examine other supply options beyond just the generation of electricity. We face in this country a situation wherein almost all our liquid fuels feedstock has to be imported with projections for an increasing dependence on imported oil. In addition NZ has a natural gas reserves-to-production ratio of less than ten years, and dwindling supply from local production. Without further natural gas discoveries, New Zealand has only a window of approximately five years before we will need to commit to imported LNG or some other thermal fuels option.   In other words, New Zealand is facing an uncertain future unless we can restore energy inventories to cover an adequate strategic reserve capacity as well as enable long-term investment in alternative sources. Within this context the South Island lignite resources are thus deserving of more attention. The extent of the resource is well known, its suitability for conversion reasonably assessed, and its magnitude such that there is little doubt that lignite conversion could adequately meet NZÆs future energy needs for many years out.   This paper reviews coal gasification technology, its application to lignite and the possibilities for future development of the lignite resources. It is argued that the strategic imperative for this country is to secure the lignite resources as a primary energy source for this country well into the latter half of this century.

Didipio gold-copper mine operation is situated in the island of Luzon, approximately 270 km north of Manila in the Philippines, in an area of high seasonal rainfall. The hydrogeological water flow model implied that there would be high connectivity between regional structures and underground operations. This model predicted that underground mine groundwater inflows were expected to quickly rise as the decline progressed to a peak of 510 L/s. Designing a capital pump station to deal with 510 L/s has its own challenges, however developing the decline down to the required level, always dealing with 300 L/s of water and constructing the pump station is extremely challenging and required a robust water management plan and mine design. When dealing with expected high volumes of water, underground mine design and scheduling plays a key role in protecting electrical infrastructure, equipment, secondary pumps, and the decline from flooding. A good drainage system and controlled dewatering plan is essential for safety and progress. This paper details the dewatering techniques and mine designs required to accomplish decline development with high water inflows as used in the Didipio project. It will describe the learnings and outcomes that are achievable with a flexible design, as new structures are mapped, and water intersections are increased. It also highlights the potential for adaptability in mine planning to provide evolving improvements or to evade problems that are expected from the constant reconciliation of data recorded during development.

Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

Airborne rock dust poses serious long-term health complications to workers in the underground mining and civil environment where rock excavation is utilised. During drilling, airborne rock particles are immediately released into the breathable environment where additionally, the settled dust can be reintroduced into the air further down in production. The purpose of this study is to build a characterisation suite of dust particles such that underground operations can implement more appropriate dust suppression and mitigation techniques in accordance to pick wear. Therefore, concrete is cut to create a preliminary dust characterisation baseline, where future cutting tests will be performed on limestone and sandstone rocks.In this study, three conical pick wears (new, moderately worn, and fully worn picks) are used to generate dust from a concrete block and characteristics are statistically compared between the dusts. Airborne respirable particles are collected during cutting and deposited fine material, orparticles left on the surface of the block, are collected after cutting. The dusts are then analysed through standardised methods, field emission scanning electron microscope image capture with image analyses, and laser diffraction methods. Findings reveal that the worn pick generated thehighest concentration of respirable dust, all picks generated dust containing quartz, the three picks generally generated respirable dusts with similar particle shapes (in terms of roundness, roughness, and aspect ratio), and the worn pick generated the largest deposited fine material particles.
