Transport technology has produced social changes since the invention of the wheel five millenna ago when man was freed from the need to expend large amounts of energy to move goods and people. Further impetus came with the Industrial Revolution when mechanical power producing devices were applied to land and-water transport. This leap, together with the application to air transport has caused enormous social changes in our way of life. The state of technological advancement of transport modes has dictated to a large degree the develop- ment of Australia and Papua New Guinea. It is suggested that we should not make advances for technology's sake but examine the real needs of the users of transport and ensure that the un- necessary costs are not incurred. The transporting techniques for the ore, waste and slurries used by Bougainville Copper in Papua New Guinea are, in general, quite conven- tional but the scale of operations and the location has modified some modes. in particular the soft' overburden and concentrates were slurried for trans- port and the lack of experience in humid climates restricted the choice of the mine haulage truck. The near future of the transport. industry is seen as an expansion in equipment sizes but the suggestion is made that we need to examine more than the economic and technical aspects; it is necessary for the social con- sequences of our actions to bear examination by outside opinion

An image analysis system has been built which automatically digitizes camera input of rock fragments, analyses the digitised data to determine the sizes and shapes of the rock fragments, and outputs the analysed data to a printer in the form of a histogram or a scatter chart. The high speed of such a system allows for direct collection of data from material thrown into the air by blasting, material travelling on a conveyor belt, and material free-falling on to a stock-pile or into or out of a rock-crusher. Data on the blasted, un-crushed material provides information on changes in the lithology and structure of the rock face as it is quarried or mined: flatter fragments may represent approach to a brittle, unstable shear zone, or a change from sandstone to shale; so that the informa- tion reflects the effect on the sizes and shapes of the fragments by the blasting process and/or by the rock structure. The size and shape distributions of rock fragments produced during blasting and during processing may now be continuously monitored. Such detailed analysis of the results of fragmentation is labour-intensive and expensive when the size and shape distributions are obtained manually, but is cheap and efficient when using this image analysis system. Such a system will enable the results of blasting, quarrying, mining and crushing to be cheaply analysed and correlated with current and changing indus- trial practice so leading the way to increased productivity.

In 2005, Glass Earth Limited (GEL) commissioned two large area detailed airborne geophysical programmes in the Taupo Volcanic Zone (TVZ). In the first survey Bell Geospace Ltd of Scotland conducted an Air-FTG« (airborne Full Tensor Gravity Gradiometry) survey covering 2338km2 at 300m line spacing. The second survey by UTS Geophysics, Australia included detailed airborne magnetic, radiometric and digital terrain data capture covering 5341km2 at 150m line spacing.   From the detailed geophysical data collected it is possible to identify major deeply penetrative crustal structures within the TVZ, as well as define subsurface geological features, such as intrusive bodies and alteration zones. These major deep crustal structures are thought to have a controlling influence on the distribution of epithermal gold mineralising systems, and along the corridors defined by these deep crustal zones, the chances of discovery of an economic epithermal gold discovery are greatly increased.   In this paper GEL gives some examples of the application of its integrated data driven approach to exploration in the TVZ at both regional and project scale. The paper focuses on how GEL identifies regional scale highly prospective deep crustal structures. Then, using the Horohoro epithermal gold system as an example, we show how GEL applies innovative geological and geophysical data processing to model and understand detailed subsurface geology, focusing subsequent exploration to ensure the best opportunity for a new economic epithermal gold discovery.

Semi-confined, trachy-andesite sills which overlie the German Creek Seam, within the critical tensile strain zone, form major groundwater hazards to longwall mining at the German Creek underground mines. The water contained in these aquifers is normally neutral, but highly saline. Techniques used to detect aquifers include routine air-lift pumping in exploratory drill holes, downhole geophysical and geological logging and upstage packer testing. Hydraulic constants are calculated from pump-out and pump-in test results. Hydraulic parameters for the calculation of mine inflow rates are determined from pump-out test results because these tests appear to be more representative of aquifer drainage during goat dewatering than pump- in testing. During mining of the first longwall block at Central Colliery, caving fractures intersected overlying aquifers after the longwall had retreated 40m, and mine water inflow rate rapidly increased from less than one litre/sec to 25 litres/sec. The amount of water pumped out of the mine during first panel extraction was 140 megalitres with drawdown occurring over an area of 168 hectares. In the Southern Colliery area approximately 324 megalitres of highly saline water which is actively stored in the Aquila Sill area will be pre-drained from six well points prior to longwall mining. With effective pre-drainage from surface drill holes, maximum inflow rate into the mine during initial goafing can be reduced from 165 litres/sec to about 45 litres/sec.

Several classes of commercial explosives and blasting agents behave non-ideally, especially in diameters near their critical diameter. A direct and convenient measure of non-ideal behavior is the detonation velocity (VOD); if the VOD is less than the ideal value, usually obtained by calculation, then the explosive is detonating in the non-ideal mode. Such lowering of the VOD is usually due to both lateral loss of energy and post-CJ release of energy. The second of these factors, namely slow release of chemical energy, is of most interest in blasting. While the observation of a low VOD clearly suggests slow reaction of part of the explosive composition, it does not necessarily mean that the energy is lost to the overall rock-breaking process. The partition of the energy of the explosive into various useful and wasteful categories is considered. Simple models of energy partition in blasting, and of explosive reaction kinetics, are presented. The models consider the effect of explosive type and rock type, the explosive being described in terms of the most common phases namely liquid, air bubbles, porous ammonium nitrate, dense or crystalline ammonium nitrate, and aluminum. Over a range of combinations of the above phases, the model predicts reasonable critical diameters and VOD's. Results are presented which show the effects of non-ideal detonation on fragmentation and heave in different rock types. Conclusions are drawn about those blasting conditions in which ideal behavior is beneficial, or Disadvantageous.

A small-charge rock excavation method based upon the Penetrating Cone Fracture (PCF) technique has been demonstrated to be capable of excavating the hardest of rocks. The PCF technique involves drilling shallow holes in the rock which are then pressurised at the bottom by a propellant charge device. A controlled fracture is initiated at the hole bottom comer and propagates in such a manner as to excavate the rock at an energy efficiency three to five times better than explosives. Due to the low flyrock velocities and airblast pressures realised with PCF breakage, the method may be used in close proximity to equipment and personnel and is thus ideally suited for integration into continuous hard rock excavation systems. Over the past 18 months full-scale testing of the PCF method has been carried out in mines in the US and Australia. This testing has utilised a 76 mm diameter gas injector for hole pressurisation and employed propellant charges ranging from 80 to 320 gm. In addition to extensive data on rock excavation performance, data on ground motion, dust, carbon monoxide and air blast have been obtained. These data indicate that none of the parameters associated with PCF breakage are detrimental to the development of PCF-based, continuous-excavation machines. Machines employing the PCF method may range from simple single-boom machines for secondary breakage and small precision-blasting jobs to integrated systems with several booms, continuous mucking capabilities and ground-support equipment for drifting and tunnelling.

THE Mount Morgan mine has, from the time of its historical discovery, been the subject of investigation and speculation by geologists and mining engineers. The first examination was made by Dr. R. L. Jack, in 1884. He came to the conclusion, from theevidence then available, that nothing but a thermal spring in the open air-otherwise a geyser-could account for the formation of the ore body. This report attracted world-wide attention at the time. Since then the mine has been examined by most of the leading geologists of Australia, and by many from elsewhere. In all cases the examination has only extended over a period' of a few days or weeks, and in the light of present knowledge of the deposit we know that sufficient data could not be obtained in such a short time to warrant the statement of definite conclusions. It is not to be wondered at, therefore, that a considerable difference of opinion exists as to the genesis of the deposit. That the company considered more detailed investigation necessary is shown by the fact that some thirteen years ago it employed Mr. Charles Walker as geological surveyor on the .mine. At that time also the data available was insufficient to give satisfactory results. It is, however, a matter for comment that none of the geological reports on the property took notice of the increase of copper values in the ore with depth, though the present workings and diamond-drilling...

Sampling systems are never perfect. They all have some bias and give variable sampling errors. The ways of thinking about bias and precision should be different before and after construction (or reconstruction) of a sampling system. Before a sampling system is constructed, the fundamental error variance can be estimated using GyÆs formula or by doing test work on the material to be sampled. The component of sampling variance which varies with the number of sample increments can be computed for the expected patterns of grade variation. The smallness of the bias can be checked using discrete element modelling, by checking that the proposed design complies with clauses in standards, or by copying an existing sampling system that performs well for similar material. After a system has been constructed, sampling precision can and should be monitored directly. Anyone claiming to take responsibility for a sampling system should know its precision. Bias could be checked by comparison to a more accurate sampling system, such as stopped-belt sampling, under conditions where bias seems most likely. However, it is more practical to conduct regular checks that the system is still operating as designed, that the design is still appropriate despite any changes to material flows, and that sample masses are consistent with the correct operation of the sampling system. If precision is not regularly assessed then it should be assumed to be very poor. If a sampling system is not regularly inspected then it should be assumed to be biased.

There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.

The investigation of Noapara glass sand deposit in Sylhet district of Bangladesh is performed to beneficiate the sand for the manufacture of colourless glass. For the ease and efficient removal of the colour bearing impurities, the physical and mineralogical investigations of the sand deposits is carried out first. The sand is then treated with the standard beneficiation procedures to reduce the impurity level to an acceptable level. It is found that the Noapara glass sands are of medium grained and moderately sorted. They contain 0.15 - 0.30 per cent Fe2O3 and 0.001 -0.008 per cent Cr2O3 as major colour bearing impurities. The heavy mineral fractions containing most of the impurities can be grouped into five types of associations:stable or ubiquitous minerals (tourmaline, zircon, rutile); metamorphic species (staurolite, kyanite); amphibole minerals (hornblende, tremolite); the micas (muscovite, biotite); and discrete minerals (magnetite, ilmenite, etc). It is also seen that, the use of mechanical separation process in combination with water washing, attrition, and magnetic separation can remove a maximum of only 70 per cent of total Fe2O3 present in the deposits. This is insufficient to produce the specified grade of sand to manufacture colourless glass. Among the various chemical treatment processes used, sodium dithionite method is found to be the most effective, although the discrete minerals are not removed. Using the specific reagent group during froth flotation, the iron and chromium contents are reduced to 0.03 and 0.001 per cent respectively which are very near to the specified colourless glass composition.

Carboxymethyl cellulose, CMC, is widely used in mineral processing as a flotation depressant, mainly for the depression of carbonate and talcaceous gangue in the flotation of Cu-Ni sulfide and PGM ores. Although CMC is a common depressant that can be used in the flotation of different ores, understanding of the interaction mechanisms between CMC and mineral particles in different flotation circuits and different pulp conditions is still limited. Electrokinetic measurements, microflotation and laboratory-scale flotation tests were carried out to optimise the action of CMC depressants in the flotation of a PGM ore. Standard and new CMC brands produced and characterised by Noviant were used in the study. Pure talc and chlorite minerals and a low-grade PGM ore composite were used as test materials. A laboratory flotation test evaluation was performed using the recovery-grade relationship and double value index (DVI) calculation to estimate the effects of both valuable and harmful components on the product value. Solution conditions play an important role in the depression of gangue minerals such as talc. The most favourable conditions for MgO depression were found to be mildly acidic in which conditions the electrostatic repulsion between the CMC molecule and talc is minimised. Similar effects were obtained with electrolytes that affect the conformation of the CMC molecule and the mineral surfaces. In addition to the control of chemical conditions in the pulp, CMC molecules were modified to optimise structural variables. The new CMC brands developed in this work showed significant potential to improve flotation performance, particularly when pulp conditions are controlled.

The realities of export competition require that Mine Management sig- nificantly reduce the costs associated with accidents and workplace ill-health. Newer management approaches are proving effective in reducing the Total Cost of Risk through a strucured Occupational Health and Safety Programme exhibiting the following features: ò Formal Company Policy ò Accountability for OH&S performance clearly designated to each level of management and supervision ò Effective utilisation of a Mine Occupational Health and Safety Co- Ordinator and a Mine Occupational Health and Safety Adviser ò Development of realistic OH&S Objectives ò Training of Management, Supervision and Workforce in Occupa- tional Health and Safety ò Development and adoption of Safe Work Practices and Procedures ò Effective employee selection procedures, control of Contractors ò Monitoring of the health of the workforce ò Collection, recording and distributing information on all Mine inci- dents, accidents, injuries and damage ò Ensuring that the Mine environment is healthy and safe ò Effective Emergency Procedures to deal with injury, fire, rescue and other situations of risk ò Controlling those Mine hazards which cannot be removed ò Adopting a high standard of Occupational Rehabilitation ò On-going visible Management participation in the programme to ensure that momentum is developed and maintained. This approach requires that Occupational Health and Safety be given equal status with product quality, maintenance of plant and output per- formance; its implementation is rewarded with improved morale and major cost reductions.

Information from bores in the LatTobe Valley has been accumulating for over fifty years, and the manual extraction of details has become a limiting factor in their use.Punched card equipment, installed by the State Electricity Commission for accounting purposes, was known to be available for reasonable periods, and it was suggested that this could help in the extraction of data from the voluminous records.Investigation showed that they could be substantially duplicated on cards, with consequent gains on many operations; the cards being regarded as an auxiliary to the existing records.BRIEF DESCRIPTION OF RECORDSAs a bore is drilled a continuous record of the strata is kept, together with notes on the presence of water or any unusual features which the driller may observe.When coal is struck, samples of each ten feet are usually sent for analysis.The location and surface level of each bore is fixed by surveyors, and details of dates and methods of drilling are also kept.Bores are allocated numbers, prefixed by the name of the parish within which they are drilled. Numbers are allocated in conjunction with the Department of Mines, to avoid duplication.Records of strata and analyses are kept in folders, with 100 bore numbers per folder.Standard plans are drawn, showing the locations, bore numbers and surface levels. For each bore they also show the depth and thickness of coal struck, and the total depth drilled.Cross sections are then drawn, connecting the various coal seams, which have been identified by the geologist.

This paper describes the oil engihe plant owned and operated by Gold Mines .of Kalgoorlie Limited, and gives some details of installation, operational, and maintenance experiences which have arisen during the years of service, the last 5 years of which have been under the writer's control. Nos. 1, 2, 3 and 4 alternator units have run 50,276, 48,006, 49,677 and 25,930 hours respectively, and much knowledge has been obtained of their performances and faults. During the war years, it has not been easy to obtain spare parts; this, coupled with the loss of No. 4: alternator unit to the Commonwealth Government, made operation and maintenance a very difficult problem.All engines are of the enclosed vertical, single acting, 4-stroke cycle, airless injection type.The electrical power plant originally consisted of four 6-cylinder Belliss & Morcom heavy oil engines, direct coupled to Bruce Peebles alternators, running at 375 r.p.m., and generating 3-phase electric power at 3,300 volts, 50 cycles.No. 1 unit, installed in 1936, is a 6-cylinder 450 b.h.p. standard 12A Belliss & Morcom heavy oil engine, direct coupled to 280 kw. 0.8 p.f. alternator. The remaining three units are 6-cylinder, 660 b.h.p., lSA oil cooled piston type Belliss & Morcom heavy oil engines, direct coupled to 410 kw. 0.8 p.f. alternators, making a total capacity of 1,510 kw.No. 4"alternator. unit, an 18A Bellis.& Morcom set, was taken over by the Commonwealth Government in June 1943.

Australian coal mines have spent considerable capital on dragline improvements over the last two years. This has included ~$30 M on UDD conversions, >$20 M on new buckets, boom upgrades, electrical upgrades, etc. This is a natural part of the response of mining companies to technology and replacement programs. Capital expenditure is a normal part of the ongoing success of most companies. There is however, a tendency for some people to rely on the capital alone to provide the ongoing improvements in equipment productivity. Implementing new technology through capital expenditure is only part of the equation in continuous improvement. For 80 - 90 per cent of the year, the operator controls the productivity achieved by the dragline. Variation between operators is huge. The average standard deviation in productivity is 12 per cent and maintenance impact is over 40 per cent. Robbins 2003, states: Contrary to what we were taught in grade school, we werenÆt all created equal. Most of us are to the left of the median on some normally distributed ability curve. Further, he states: The issue is knowing how people differ in abilities and using that knowledge to increase the likelihood that an employee will perform his or her job well. There are two options for reducing variability between operators; improving operator ability and getting the machine to take over what the operator is doing (automation). Dragline automation will be discussed, however, this paper will focus more on the æhuman factorÆ and how to establish a dragline with minimum variability between operators.

Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government's role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

The Martha Mine is an open cut operation situated in the midst of Waihi town which has been operating since 1987. Since then it has produced some 700,000 ounces (oz) of gold and 4,000,000 oz of silver from an epithermal vein system. It was previously worked by underground methods from 1880 to 1952 to a depth of 600 m producing 5 million ounces (Moz) of gold and 30 Moz of silver. The licensed reserves are scheduled to be mined out early in the year 2001. An additional economic resource of over 750,000 oz of gold has been identified which can be accessed by deepening the pit a further 50 m along the main Martha vein. This would extend the mine life to the year 2007. Applications were lodged on 4 July 1997 for the necessary resource consents, discharge permits and variations for the current Mining Licence conditions. The extension project requires approval from the District Council, Regional Council and the Ministry of Commerce. The consent and permitting process is extensive because of the urban setting of the mine. An approach to keep the extension as similar as possible to the current operations was adopted to give the community and authority confidence in the proposed extension. This paper summarises the extension detail and the permitting requirements it has had to address despite the extension being "more of the same". The permitting process has been exhaustive with little recognition of the standards already achieved in protecting the environment which are recognised worldwide.

The design of crawler-mounted conveyor belts installed for the handling of brown coal in open cuts is described.INTRODUCTIONThe State Electricity Commission of Victoria operates two brown coal open cuts at Yallourn, Victoria. The larger of these cuts produces n million tons per year of brown coal containing 67 per cent. moisture, and the smaller, at Yallourn North, produces 1-1 million tons of coal, with a moisture content of 50 per cent. A further open cut at Morwell with projected output of 9-10 million tons per year is in the course of development. In the larger Yallourn open cut coal is excavated by means of conventional bucket chain and bucket wheel dredgers and transport is by electric locomotives and saddle bottom trucks running on 90 cm. gauge railway tracks. At Yallourn North, coal until recently has been largely won by 3i and 5 cu. yd. electric shovels and transported by large diesel-enginedmotor trucks. The difficulty of keeping these trucks in operation during the winter periods owing to the v.ery wet conditions and the high cost of maintenance of these vehicles led to the introduction of a moving face conveyor system.EXISTING CONVEYOR INSTALLATION AT YALLOURN NORTHA conveyor system employing a 36-in. belt running at a speed of 400 ft. per minute and having a nominal capacity of 425 tons per hour with 50-h.p. drive units, was selected as appropriate for the output of the open cut. In order to satisfy environmental and mine operational requirements it is becoming increasingly important to minimise ground blast vibrations at certain locations. These locations are often in soil or on large resonant structures such as grain silos, highway bridges or even the walls of an open pit. A soil monitoring exercise was carried out to evaluate the common practice of coupling vibration detectors to the ground using spikes. At a series of locations in an operating quarry the spiked array response to single blastholes was compared with that of an accelerometer array attached to a calibrated embedded mount. The results clearly showed that the spiked arrays over-estimated the true ground vibration by 46.5 per cent on average, with a maximum observed error of 99.2 per cent. These errors are considered too large for compliance monitoring where accurate vibration levels are required for comparison with prescribed limits. Although spike coupling is convenient, its use for compliance monitoring should be viewed with caution. Unfortunately, however, many manufacturers supply their detectors as spiked arrays. A structural monitoring exercise was also carried out to evaluate the vibration response of a grain silo, highway bridge and a pit wall to the initiation of single blastholes. In this case accelerometers and standard geophones were firmly attached to the bridge which resonated at low frequencies. The results clearly show that, due to their limited low-frequency response, the geophones typically measured only half the true vibration level as measured by the accelerometers.
