QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

Strategic mine scheduling is an industry best practice for increasing the long-term value of mining operations and supply chains. The application of optimisation technology such as mixed integer linear programming (MILP) is able to achieve a mathematically optimal result for a given scheduling model. Such a model will typically define the available source material, processing options and desired constraints for accessing and processing the material. Most strategic scheduling models, however, do not include a sufficiently detailed model of capital expenditure options related to capacity expansion.Typical strategic schedule models do not include important capital expenditure features such as capacity decay or expiration (limited lifespan of trucks), precedence relationships over time (rail construction before a new plant or non-linear expansions due to economies of scale) or mutually exclusive option sets (choices of plant size). By not including these features, a strategic mine scheduling model for a capital-sensitive operation is unable to be optimised to deliver maximum value or profitability.This paper presents several results of MILP optimisation using advanced capital expenditure modelling for mining operations and supply chains. Results of the study demonstrate that optimising capital expenditure at the same time as optimising the mining schedule allows for minimisation of capital purchasing, optimal timing for those purchases and optimal scheduling around them. This is the first of two papers concerned with rock stress inputs to various mine design issues at the large Ok Tedi open pit mine in Papua New Guinea. The companion paper (also published at this conference) is ‘The Application of Rock Stress Inputs to Stability Assessments at Ok Tedi Mine, Papua New Guinea’ (de Bruyn et al, 2014).Stresses are a required input for numerical modelling of mine design issues. However, for some operations, like the very large Ok Tedi open pit mine in remote rugged mountainous terrain, direct and representative measurement of rock stresses can be technically difficult and expensive. In such situations, development of an appropriate and sufficient understanding of rock stresses can be challenging.This was addressed for Ok Tedi by considering the following:The tectonic and regional geologic setting of the mine.Results from three different programs of rock stress measurement over 19 years, including hydraulic fracturing (1991), acoustic emission (2007) and overcoring (2010). Some interesting results of the overcoring work are discussed. The iron ore industry in Australia has, in recent years, experienced an unprecedented growth phase. But now that major expansions are moving into the operation phase, new challenges have emerged. Whereas initial planning may involve a few modelling studies, ongoing performance monitoring and improvement requires a different, more intense approach. This is especially important in the face of changing factors such as commodity prices, exchange rates and labour markets. Response time is key. As a mining operation proceeds from initial planning to daily operations, the time window for analysis shortens, going from months to weeks to days as the business matures.Simulation models and analysis tools are typically built and run by specialists in the planning phase, but then what? The investment has been made, but realised only once. What if further analysis could be carried out in-house, re-using existing models using up-to-the-minute data? Can we create virtual mines that run in parallel to live operations that allow computers to identify areas of a value creation or operational improvement? These questions can be answered by the innovative application of big data, simulation and predictive analytics. The future will be having this all integrated into one platform that offers, for the first time, an opportunity for non-experts to apply existing modelling and analysis assets – combined with live data – to deliver support for continuous improvement, and the ability to respond quickly to external changes in the best possible way, before they become big problems. These techniques will represent a step change in the ability for operations to maximise efficiency and will underpin the intelligent operations of the future. "Mining is an inherently risky business: from the technical, environmental, social and economic uncertainties associated with advancing an exploration concept to a viable project; to the risks associated with the operating, market, and safety risks and uncertainties attached to a developed mine; and the final mine closure process.Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in reporting may result in a misinterpretation of technical and financial results, leading to biased estimates or assumptions on project value (Noppé, 2016).Simplistically, a project can be assessed on three key areas for positioning the project in its correct relative context, namely: the project development stage the confidence in the estimated quantities and qualities of the resource, reserve and/or product the level of accuracy, precision and confidence in the technical and economic studies supporting the project.In the latter case, the ‘technical and economic’ information includes assessing the necessary social, environmental and commercial/legal/governmental approvals for the project.Responsible management of a resource project through its full life cycle relies on competent and dependable control and direction being effectively provided by the technical, business and board leadership of the organisation. A field method combining solvent extraction and paper partition chromatography permits a simple and rapid semiquantitative estimation of gold in siliceous, argillaceous and sulphide ores. The method will facilitate the eyaluation of prospect samples in which the gold is too fine for separation by panning.Ethyl alcohol-hydrobromic acid mixtures are suitable for chromatographic development of the gold complex, and give clear reproducible definition of the gold zone. Substitution of commercial "methylated spirits" for the ethyl alcohol gives equally good definition, improving the potential of the method for field use.A batch of six samples in the range of 0·5 to 5·0 dwt/ton can be completed in two hours. The range may be extended by simple modification to higher or lower values.INTRODUCTIONIn a chromatographic method described previously (Lever 1958, Nevill and Lever 1959), gold from a standard volume of ore clamped between -plate glass was extracted by aqua regia on to the paper. After cautious drying the chromatogram was developed by an ethyl acetate-nitric acid-water mixture and gold was identified by spraying with stannous chloride solution. Sensitivity of the method in the low range was poor. The brown line obtained in the 1-3 dw/j ton range, caused by movement of gold in the reduced form, was not considered to be a satisfactory confirmation of the presence of gold. It was felt that the method would be improved by using a more elegant extraction and applying developing conditions which would produce a well defined purple line at all gold values. Tools such as landform evolution models (LEMs) provide a means of predicting how a landform may evolve over extended periods of time. Here, we utilise the CAESAR-Lisflood LEM to assess a proposed rehabilitated landform of the Ranger Uranium Mine in the Northern Territory of Australia (Figure 1). The environmental requirements for the closure of the mine state that the final landform must be able to physically isolate tailings material from the environment for a period of at least 10,000 years (Australian Government, 1999). However, uncertainty exists as to the reliability of model predictions representing thousands of years.In this study, we use model predictions from an undisturbed pre-mine landform to calibrate the parameters used in model simulations of a post-mining rehabilitated landform over a simulated period of 1,000 years. Specifically, we vary environmental conditions such as rainfall, presence/absence of vegetation and surface particle size characteristics in a series of model simulations to determine their impact on the respective landforms, to revise model input parameters as required. A simulated period of 1,000 years was used as it represents a period in which long term landform evolution patterns and trends may be established and identified. Banded Iron Formations or more commonly known as BIF are sedimentary rock formations with alternating silica-rich layers and iron-rich layers that are typically composed of iron oxides (hematite and magnetite), iron-rich carbonates, and/or iron-rich silicates. Considering the depletion of highgrade iron ore reserves in South Africa, there is a need to maximise resource utilisation through the exploitation of sterile resources in particular BIF material which makes up greater than 65 per cent of current reserves. BIF, like most resources, is non-renewable and the deposition of BIF is thought to have come about by the reaction of Fe2+ ions in the ocean water with dissolved oxygen billions of years ago. BIF ore derived from the Limpopo region in South Africa (SA) located in the Penge Iron Formation is according to Cairncross, Kramers and Villa (2018) equivalent to that contained within the Asbestos Hills Iron Formation of the Transvaal Supergroup in the Northern Cape, SA. Considering that these are one of the largest iron ore deposits in SA, the case study involved mineralogical characterisation followed by beneficiation of BIF from these two regions to ascertain the comparability. Coarse and fines gravity separation comprising of Heavy Liquid Separation/Dense Media Separation on the +1.18 mm size fraction and shaking table on the -1.18 mm size fraction was conducted to ascertain whether an on-grade product or blended feedstock could be produced. The Limpopo mixed and Northern Cape conglomerate BIF samples achieved similar overall responses due to the conglomerate sample containing 15.3 per cent additional -1.18 mm fines. A combined coarse and fines product grading at 60 per cent Fe could be achieved at a yield and recovery of 43.9– 53.0 per cent and 62.2–63.8 per cent respectively. Increasing the grade to 63 per cent Fe reduces the overall recovery by 13.3 per cent. At the higher target grade, the contaminant specifications could be achieved for both samples. The Northern Cape laminated BIF sample is the most promising of the three samples studied. At the two iron target grades overall yields and iron recoveries of 72.9–65.4 per cent and 85.2– 80.2 per cent was achieved. In both instances the silica grade exceeded the product specification, however if the silica content is the driver the target iron grade should increase to 63.32 per cent. This will result in a minimal decrease in recovery of 0.4 per cent. The promising results of this study indicate that coarse beneficiation of BIF material is possible. These ore types could be blended with superior grade products to improve overall yields and recoveries or sold directly at a 63 per cent Fe product grade whilst sacrificing 0.4–13.3 per cent recovery.

RedrossThe Redross orebody averages 1 m wide, has a strike of 50 - 350 m, dips at 55° and has a basalt footwall and an ultramafic hanging wall. The most successful and innovative aspects of mining Redross were:•ore development innovations, 90 per cent of development was split fired with a shanty back profile to enable larger and more productive equipment to be used and resulted in higher development grades, improved project payback time and improved ore recovery;•hand held stoping using a multiple level, bottom up ‘V’ shaped hand held stoping method that allowed mining on multiple levels with hand held productivities between 50 and 90 tonnes per shift;•the use of 1 m cement pillars and 7 m high crown pillars were used to create multiple mining areas that enabled high overall production rates from hand held mining this orebody; and•the use of vertical cement pillars to enable hand held mining of adjacent stopes without leaving ore pillars.MarinersThe Mariners orebody averages 3 m wide, has a strike length of 50 - 250 m and dips at 50° with a basalt footwall and poor ultramafic hanging wall. The most successful innovative ideas of re-opening Mariners were:•Dewatering the existing mine workings utilising ‘oilfield’ technology by installing a long submersible pump in on existing pump rising main. This enabled the mine to be dewatered at rates up to 100l/ sec and helped overcome the 45 to 55 L/s inflows.•Overcoming the technical problems associated with Mining N07 ore blocks which had severely deteriorated from being underwater for five years by using reverse firing techniques to improve extraction rates and reduce dilution.•Mass firing a large mining block in the N08 with minimal void space because of deteriorating ground conditions.•Use of a longhole version of the Redross hand held mining method to achieve 100 per cent extraction of the N09 higher grade lenses.

Bulk ore sorting technologies, whether surfaced based or penetrative, have seen an increased uptake by the mining industry for preconcentration application. As with all technologies, going through the technology validation process is key to de-risking the operationalisation of the technologies and to demonstrate and confirm predicted value propositions. The ability to laboratory calibrate cross-belt bulk sensors is standard practise for sensor vendors, however transitioning the technology from laboratory to real-world application is a non-trivial process. The industry has taken two main approaches to trialling and validating bulk sensing technologies in operational environments, namely:  Construct an off-line pilot facility at scale, or  Install bulk sensing systems on production conveyors Each of these two approaches have significant advantages and disadvantages and require different experimental design programs and analysis methodologies. Consideration of material movement, heterogeneity degradation, logistical requirements, and financial investment all factor into which approach is most suitable for an evaluation scenario. CRC ORE in partnership with mining companies, have conducted several bulk sensor pilot trials utilising different sensor technologies employing each of the two main approaches outlined above. This paper describes the challenges faced, learnings obtained and outlines a position on how to transition bulk sensing technologies from the laboratory into the operating environment. The case studies presented cover a range of commodity types in both open pit and underground operations.

In the heavy minerals industry wet high intensity magnetic separators (WHIMS) are widely applied for primary magnetic separation of magnetic minerals and non-magnetic minerals. This piece of equipment is well known for its robustness to handle a wide range of feed conditions and still produce stable product qualities and yields. A heavy mineral production plant aimed to increase production through their WHIMS plant containing 11 duties and 26 units. Instead of adding new units an alternative approach was followed to firstly maximise the efficiency of the current circuit and secondly to consider possible reconfiguration of the circuit to produce additional product tons for minimal capital investment. In order to characterise the current circuit’s efficiency, identify pockets of excellence and determine the areas for improvement the whole circuit was surveyed several times and mineral mass balances were drawn up.This paper aims to: discuss the modelling process of the WHIMS circuit,explain the calibration and validation process followed to ensure the accuracy, anddemonstrate the sensitivity analysis performed on the different options. From this analysis an efficiency criteria was developed to compare different circuit configurations that enabled the production plant personnel to make an informed decision on the way forward.

Sierra Rutile LimitedÆs (SRL) heavy mineral sand mining operation in Sierra Leone, West Africa, is embarking on a new phase of its life. After confronting many challenges during the 1990s and 2000s, SRL is embarking on a strategy of growth to recover maximum value from the mine over the rest of its life. Sophisticated linear programming techniques have been used to develop an optimum strategy for extracting SRLÆs many known deposits of economic grade, while considering options for expansion and for a variety of mining and processing methods and combinations. The West Australian Government hold an annual ‘Mines Safety Roadshow’ around the State’s regions and the capital city, Perth. Each year presenters provide an update on legislation and safetyrelated themes. A recurring theme is the mining industry fatality rate. Professor Michael Quinlan’s ‘Ten Pathways to Death and Disaster’ (Quinlan, 2014) has been referenced regularly to assist in structuring workshops and conversations concerning fatality prevention in the mining industry. The ‘Ten Pathways’ are the outcome of an analysis of fatal injuries in the mining industry, which identified a series of common themes to the fatalities: Pathway 1: Design, engineering, technical and maintenance flaws. Pathway 2: Prior warnings or causes for alarm ignored. Pathway 3: Failures in risk assessment. Pathway 4: Failures in management systems and hazard management plans. Pathway 5: Failures in auditing. Pathway 6: Economic pressures compromising safety. Pathway 7: Failures in regulatory oversight and inspection. Pathway 8: Worker and others expressing concern prior to the incident. Pathway 9: Poor management – worker communication and trust. Pathway 10: Emergency and rescue resources and procedures. To determine a fatality risk profile we asked participants at the Mines Safety Roadshows to indicate their perception of their employer’s performance in each of the Ten Pathways. We administered the questionnaire at the Mines Safety Roadshows in 2017, 2018, 2019 and 2023. In this paper, we report on the results of the questionnaires, and suggest how organisations can improve their fatality risk score.

The conventional method of underground mining involves a process known as drilling and blasting to excavate valuable ore bearing minerals through the load and haul process. Drilling and blasting processes are completed for both the development of the tunnels used to access the orebody and for mining out the orebody itself. The former being called development drilling and blasting, and the latter production drilling and blasting. In either development or production drilling and blasting, the effective recovery will be largely reliant on the extraction of the initial void created in each blast cycle. In development tunnelling, the initial void is commonly known as a Burn Cut. The initial void created in production drilling and blasting has many names such as a Slot, Winze, Rise or Raise. There are drill patterns and charge designs used to create these initial voids in the production cycle. This paper discusses common slot or winze designs for production drilling and blasting; and various critical design criteria for these. The document also aims to provide a process for completing desktop reviews of current patterns employed on-sites and provides an initial guide in a process for improving the recovery of a slot, winze, rise or raise in underground mines.

"As of 1 December 2014, the 2012 edition of the JORC Code requires Ore Reserves to be defined by studies at the pre-feasibility or feasibility level. This paper examines how the pathway for most mining developments is determined in the Pre-Feasibility Study and how a trade-off must be made between the need to make the best decision, the constraints of limited time and resources, and the level of the project’s accuracy and uncertainty in terms of value. Issues considered include framing the scope of the study, planning for robust decision-making and ensuring effective communication between the diverse disciplines within the team.An inherent conflict exists between the immediate value added to a mining business from an increase in ore reserves resulting from a ‘quick’ Pre-Feasibility Study and the long-term value of pursuing a development strategy based on proper investigation and evaluation of the options. Recognition and resolution of this conflict is necessary if a project is to progress into future development stages, both in a timely manner and with the optimal development alternative and strategy.The challenge for project developers and those conducting the Pre-Feasibility Study is to understand what the key deliverables are (ie an Ore Reserve statement, option selection, business evaluation, forward work plan or risks) and how to follow good practice to ensure that these deliver value.CITATION:Logan, D J and Jackson, J, 2016. The Silver Swan nickel mine is located at the Black Swan Nickel Project, 53 kin north east of Kalgoorlie, Western Australia. The Silver Swan orebody is a massive sulphide nickel deposit dipping 70¦ east with an average in situ grade of 14 per cent. Mining of the massive orebody is by Mechanised Ramp Cut and Fill (MRCF). A mining recovery of 98 per cent and minimising dilution are primary goals in extracting the high-grade ore. Placing a distinguishable marker bed (working platform) on rock fill was identified as a key method to achieving these goals. Gravel from a pit located onsite was considered the most suitable material for the marker beds. Research undertaken to design the marker beds using the gravel revealed conventional methods used in mining would not suffice, but that road stabilisation methods could be a viable alternative. Trials used a road recycler to mix cement and gravel in situ and several test beds were constructed on the surface to determine the final design. The trials attempted to replicate a marker bed's life cycle of construction and placement and mucking of ore from the marker bed.

Determining the mechanical properties of rocks is important for various civil engineering fields, including the mining of raw materials for aggregates used in the construction and paving industries. Traditionally, the mechanical properties of rocks are obtained through in situ and laboratory tests during geotechnical surveys. However, these time-consuming surveys involve many resources. In contrast, hyperspectral remote sensing methods make it possible to identify the mineralogical composition and crystallographic structure of the rock; properties that control the mechanical properties of the rocks. In this work, we characterise the mechanical properties of carbonate rocks by using a hyperspectral sensor in laboratory conditions. We collected about 150 cylindrical samples of carbonate rock, with a wide range of strength values from several rock outcrops in Israel. We used a point spectrometer in the range of 0.4–2.5 μm and a spectral image sensor in the range of 3.0–12.0 μm, scanning the samples to obtain the signature of their light reflections and spectral emissivity. We then measured the samples’ density, porosity, water absorption, and uniaxial compressive strength (UCS). We used sophisticated data mining to find statistical relationships between the hyperspectral signatures of the samples and their mechanical properties. We used this data to identify the most dominant wavelengths for predicting mechanical properties. We found that the density, porosity, and water absorption of carbonate rocks could be confidently predicted based on spectroscopy data, while the UCS of the rock could also be predicted, but less significantly. The results of the study pave the way for the development of measuring tools for the mechanical properties of rock, based on non-destructive tests of quarrying materials.
