Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

BHP has recently constructed a Hot Briquetted Iron Plant at Port Hedland in the Pilbara region of Western Australia. Supply of iron ore fines to the plant is by conveyor from the companyÆs existing Nelson Point stockyards. The conveyor passes under Port Hedland harbour in a concrete segmentally lined tunnel, approximately 1030 m long and with a 5.1 m external diameter. The tunnel was constructed by a Tunnel Boring Machine (TBM) which both excavated the ground and erected the tunnel lining. The tunnel was bored between cut and cover in situ concrete portal structures, the TBM being launched from the Finucane Island side towards Port Hedland town. The alignment required lengthy gradients of 1:6 on either side of the harbourÆs dredged channel, under which the tunnel is bored with a minimum clearance of 8 m.The tunnel is fitted-out with:1800 mm belt conveyor capable of 10 000 tph;walkway along which a specially designed inspection/ maintenance vehicle can run; andtunnel services including power, light, fire detection and suppression communications, water mains for wash down and sumps and pumps for drainage.This paper gives a general overview of the design and construct contract, important aspects of the design and the construction process itself.

The extraction of drawbells in Lift #2 at Northparkes Mines E26 orebody was achieved by single shot blasting, enabled through the use of electronic detonators. This paper discusses the designs considered at the time of the feasibility study and the various changes made to these designs prior to and during the construction phase of the Lift #2 block cave. Operational issues encountered are highlighted, as are ways in which these were overcome. The amount of personnel utilised to mine the drawbells is also covered. Lists of design and operational considerations to be used for drawbell extractions have been included.

The concentrated efforts now being directed towards the development and application of monitoring and control techniques have now resulted in their widespread use in UK mines together with evidence of benefits resulting from their application. There is little doubt that the longwall method of producing deep mined coal will continue but will be made more reliable and efficient with the aid of control technology. The major fields of research and development work are concerned with planning and design of mines and mining equipment; management and engineering information; and automation of coalface, tunnelling and transport systems. The principal achievements now in widespread use are: the standard computer system MINOS, widely applied to mine transport, coalfaces and mine environment; extensive use of machine condition monitoring leading to condition-based maintenance; underground automation of conveyor systems and guidance systems for ranging drum shearers and boom-type roadheaders are being widely introduced.

While a per onnel location system is primarily used to check that nobody is left in the mine at firing time, it is also useful for contacting people, uch a foremen, shiftbosses and tradesmen, who travel over several mine levels during a shift. The system installed at The Zinc Corporation, Limited, Broken Hill, uses punched coded plastic identity tags, with "In" and "Out" tag readers on each level. When entering a level, the employee inserts his tag in the "In" reader, and when leaving, in the "Out" reader. Each reader is connected to a central computer which shows who is still in the mine and their location.The system has been used on 3 levels by 21 men for a trial period of 4 months. It ha proved reliable in an underground mining environment, and employee acceptance has been good.

Energy comes at great cost to our world and societies and therefore we should use it wisely and optimally. Societal pressure is enforcing this and the industry must respond by being proactive.The mine-to-mill approach to integrated mine and semi-autogenous grinding (SAG) mill optimisation demonstrated that throughput gains of up to 20 per cent could be obtained through a closer match of blasted run-of-mine ore to the feed best treated by a SAG mill. Since that approach was developed, new drivers have risen to prominence including environmental costs and impact of energy, water, waste. This is set against a backdrop of reducing ore grade and increasing demand that is pushing up our impact on the environment. The new challenges demand new approaches.This paper explores the opportunities in taking traditional approaches to optimisation to new levels of two-way integration and incorporating potentials for ore upgrade into circuit design. The new mantra may be æflexible circuitsÆ û designing and building for the present and the future by allowing for the uptake of new and future technology.

As in other countries, gold mining inNew Zealand has been cyclic in character. Looking at these cycles may provide insights as to what may occur in the future and that is the basis for this study.   New Zealand has experienced four gold mining cycles. The first began in 1857, peaked in 1866 and terminated in 1890. This cycle was characterised by alluvial gold mining by individuals and small groups. This is referred to as the Labour Led cycle. The second cycle began in 1890 and reached its peak in 1906 and terminated in 1929. This cycle was characterised by the use of dredges in alluvial gold mining and was also the peak of hard rock mining. This cycle is referred to as the Technology Led Cycle. The third cycle peaked in 1940. This cycle was far less significant than the previous cycles, arising out of the depression when the unemployed embarked on small scale alluvial mining. This overprinted the continuing decline that occurred after 1906. This cycle is here referred to as the Depression Overprint Cycle.   The fourth cycle began in 1984 when production began to climb rapidly from a very low base. The growth in production was spurred by rising gold prices in the early 1980s resulting in relatively low grade gold-bearing alluvial ground becoming economic. But in the 1990s, production from the new hardrock mines in Coromandel and Otago has overshadowed alluvial production. This cycle is here referred to as the Price Led cycle.   What are the future prospects for gold in New Zealand? Although there are many factors involved, this will be largely determined by two factors; firstly, continued access to prospective gold-bearing properties, and secondly, the price of gold. Based on these factors, three future industry scenarios have been developed. The first of these is industry collapse, in which access to prospective property is constrained and prices mayor may not weaken. The second is industry consolidation, in which the available ground is accumulated by a small number of large companies who can use economies of scale to weather price fluctuations. The third scenario is industry growth, in which access to prospective ground is constrained in environmentally sensitive areas but is otherwise relatively unconstrained. Efficient companies are allowed to work in a policy and economic framework that allows them to make a major contribution to the economy.   While the industry cannot control these critical factors, a good knowledge of the positive role gold mining could play in the future economy may provide a framework by which the access issue, in particular, may be addressed from a balanced perspective.

This paper presents information on the processing of minerals by decrepitation that can be an integral part of their mineral dressing. In the case of carbonates, processing by decrepitation is a special operation that has its objective as concentration of the oxide. Selective fragmentation of magnesite brought about by decrepitation uses pseudomorphosis which was observed at thermal decomposition of carbonates. By decrepitation of magnesite high-grade MgO concentrates were obtained with MgO contents above 80 per cent. With the sideritic ores a very important phenomenon was observed consisting in the removal of quartz in the fragmented fine-grained product which favourably affect pelletisation of the fines. The selective concentration of the MgO product brought about by thermal decomposition of dolomite accompanied with decrepitation was negligible.

A major aspect in competitive ironmaking is to replace metallurgical coke by injecting alternative cheap fuels. Whereas in the past, heavy oil injection as well as on a lower scale natural gas injection have proved to be reliable, the progressing high price level of these fuels has prompted international interest in looking for alternative cheaper fuels, especially pulverized coal. Theoretical analysis and practical operations showed that for constant adiabatic flame temperature, potentially more coke may be replaced by injected coal than by heavy oil, because of less endothermic cracking of hydrogen components. Since about 1974, the ARBED-Group has been looking for alternative fuels and in 1976 came to conclusion to select for first trials pulverized lignite for the following reasons:

BALL, chief government geologist, Queensland, wrote: This paper is intended as a severely mechanical exposition of the means adopted to deal with tremendous inflows of water concurrently with development and exploitation; but incidentally it serves as a splendid exposition of close co-operation maintained between the geological and engineering branches of this large organization.I have been impressed by the completeness of the mine plans of 'Mount Isa Mines Ltd.; but only such a paper as this has brought fully to my understanding the difficulty and complexity of the solid geometry involved in the detection and plotting of the orebodies and their stratigraphic control, including faults and large-scale brecciations, and the managerial foresight that set going the initial investigations.The company's geological branch of course must be given full credit for the results attained, but it gives me pleasure that the Geological Survey of Queensland has been closely associated in much of the study.It is noted that complete drainage was affected, but it would be interesting to learn whether the brecciated zone will again become waterlogged and whether from above or from below, and whether there has been any change in the dissolved mineral content of the water as the work progressed.

The cylinder test allows us to determine the expansion of a copper cylinder by the detonation of an explosive charge inside. This test, originally designed for military explosives, has been adapted for industrial explosives with non-ideal behaviour. From data obtained with this test and known physical relationships, an analytical procedure has been developed to calculate the Jones-Wilkins-Lee (JWL) equation of state parameters for five ammonium nitrate/fuel oil (ANFO) and six emulsion-type explosives. A new radial wall expansion function is proposed considering a non-zero initial velocity with the consequent positive Gurney energy at unit relative volume. A set of equations is established to determine the JWL parameters, three of them obtained at the Chapman-Jouguet (CJ) point and the other three at different relative volumes. These equations, along with some constraints to ensure a physically sound solution, are solved for the JWL parameters by a non-linear least squares scheme. A 2D Lagrangian axisymmetric finite elements (FE) numerical model is developed for each tested explosive to validate the analytical results, in terms of expansion histories, with good agreement. "The paper introduces the structure and work processes of outside auger hollow claw tipped mechanical sampler for coal. Twenty sets of claw tipped sampler performance tests show that: The design of inner hollow cylinder-type (?180 mm) can ensure to take a coal sample with nominal top size of 60 mm. Built-in self-cleaning piston pusher ensures no adherence and blocking of the sample. The operation practices show that the mechanical sampler can operate in order for taking coal sample with up to 16 per cent of total moisture. Claw closing design can avoid sample leaking or spilling during the claw lifting and ensure the integrity of primary increment. Ultrasonic positioning device makes the sampler capture the materials no less than 10 cm from the bottom of the wagons, basically meeting the requirement taking full depth of the sample. The precision and bias test indicates that the moisture and ash have no relative bias under the sampling process; the sampling precision is in accordance with the requirement in IS013909.At present, the spiral mechanical sampler is widely used for coal sampling but there are many limitations during application, for example: It is difficult to capture a large size sample, so the size range of a coal sample taken is limited. There is easy adhering or blocking for high moisture coal, which will result in the mixture of different increments, wear of sampler and the difficulties for cleaning and maintenance of sampler. It is difficult to capture the coal sample at lower than 30 cm from the bottom of the wagons, in order to avoid damage of the vehicle. It is possible for coal sample loss and spilling during the sampler lifting, due to the unsealed sampler.For the outside auger hollow claw tipped mechanical sampler designed for solving the above problems, the opening distance of the claw is the opening size of the sampler and makes the size range of the coal sample to be taken wide. During sampling, the two pieces of claws open and the sampler rotates vertically downward to capture an adequate coal sample after reaching the specific point. Then the two pieces of claws close tight automatically to ensure there is no coal leaking or spilling. Fortescue Metals Group (FMG) fines from Western Australia is a hematite and limonite mix characterised by high crystal water content. Due to its higher supply capacity and lower prices, the Wuhan Iron and Steel Corporation (Group) intended to use more FMG fines in the sinter mix. It is understood that sinter quality is closely related to its microstructure featured by the hardness and brittleness of different mineral phases, the content of micro pores, and trans-cracks. In order to maintain sinter qualities such as tumble index, reducibility and so on at higher FMG fines blend ratios, a research project was initiated to study the effects of the FMG fines blending ratio on sinter microstructure. Research results showed that at higher FMG fines ratios, the hardness of hematite and magnetite were both decreased while the hardness of calcium ferrite showed a tendency to decrease. The number of cracks that were generated during Vickers hardness measurement in various mineral phases decreased, but their length was shortened, and the variation of crack lengths increased. The contents of hematite and magnetite were also reduced and the reduction of magnetite was clearer. Also the content of calcium ferrite and pores rose and the magnitude of the increase of pores was greater. Among all the mineral phases in sinter cakes, the Vickers hardness of hematite was highest within the range of 879 N/mm2 ~ 942 N/mm2, and therefore the decrease of its content in sinter and the enhancement of its brittleness, ie the number of cracks increased, were harmful to sinter strength. PT Freeport Indonesia is currently building the DOZ mine. It is a 25 000 tonne/day block caving operation which is scheduled to reach designed production levels by the fourth quarter of 2002. This paper describes some of the issues and challenges faced by the operation when introducing a new undercut method part way through the project. Advantages and disadvantages are discussed as well as the expected benefits of the new method.

The Newmont Boddington Gold (NBG) processing plant was designed for 35Mt/y with ball mills expected to deliver a combined new mill feed rate of 4837 tonnes/hr. Since beginning commercial production in late 2009, the plant has steadily increased throughput to meet design capacity in 2014 and reached 37 Mt/y in 2015. Through improved efficiencies, changes to the milling circuit have taken place since commissioning to take the plant beyond its design to an actual throughput of 39.0 Mt in 2017 and a budgeted throughput of 39.4 Mt/y this year.The NBG milling circuit has four parallel ball mills, each consisting of a 7.9 x 13.4 m ball mill with twin 7.5 MW fixed speed motors in closed circuit with twelve 650 mm cyclones. Each mill is fed by two wet screens with the undersize gravitating to a mill discharge hopper where it is combined with the ball mill discharge and pumped to hydrocyclones for classification. The cyclone underflow is re-ground to a target P80 of 150 µm.This paper will focus on process improvements made to the NBG milling circuit which include cyclone reconfiguration, fine screen panel redesign, implementation of an expert control system, mill power draw increase and grinding media changes to take NBG beyond its design throughput.CITATION:McCamley, C, Petrucci, P and Blay, K, 2018. Surface mining activities disturb large areas, produce great sediment loads and tend to be a source of water pollution if they are not managed properly. Coal mining in Indonesia has a very high risk of soil erosion because the coal mining areas are generally located in tropical areas with a high average of rainfall (4000 - 6000 mm/year) and use surface mining methods. The main factors affecting erosion risk are climate, soil type, topography, vegetation cover and management factors. Thus, the monitoring of erosion risk in mining areas is very important due to the characteristics of coal mining in Indonesia. The objective of this research is to determine the ability of satellite images (remote sensing data) and geographic information systems (GIS) to provide an accurate and up to date spatial database for the monitoring of erosion risk in surface coal mining areas using the Universal Soil Loss Equation (USLE) method.The erosion risk analysis and spatial data processing are generated by the ArcGIS 9.3 software and need several data, namely: an erosivity map, erodibility map, a slope map, vegetation index map and land management or land cover map. The erosivity map is derived from the rainfall data, whereas the erodibility map is derived from the soil map. The slope map is derived from the SRTM-DEM (Shuttle Radar Topography Mission-Digital Elevation Model) and processed using 3D analyst tools. Furthermore, the vegetation index map and land cover map are derived from a satellite image using digital image processing techniques.This preliminary study produced results that show soil erosion monitoring, which is integrated with remote sensing and GIS technologies, has great potential for producing accurate, advance, and low cost erosion risk maps in coal mining areas. This map is very important for getting spatial distributions of the erosion and useful for developing erosion management plans.

In the current tough mining environment with lower commodity prices, operators need to improve operational profitability. Optimised equipment asset management is a sustainable way to achieve this objective. The increased efficiency of installed process equipment positively contributes to the circuit performance, affecting metallurgical performance, plant availability and operating costs. Nui Phao Mining Company Limited (NPMC) operates a polymetallic mine located in Vietnam. The circuit produces four main products, tungsten, fluorspar, bismuth and copper. Tungsten is the major revenue producer. The operation experienced the following equipment inefficiencies in its copper and bulk sulfide flotation (BSF) circuits:• lower than expected metallurgical performance - the BSF rougher flotation tails contained coarse (+106 µm) sulfur minerals which affected the downstream tungsten gravity circuit. The unrecovered sulfur competed with tungsten minerals affecting both tungsten recovery and product grade. • structural integrity and safety - the flotation circuit structures experienced excessive vibration beyond the acceptable tolerance levels. The vibration was attributed to the flotation mechanism design and impeller tip speeds. • equipment reliability and wear life issues - the flotation mechanisms were being replaced every six months, with reported failures at three months. This resulted in high operational costs. A mineralogical evaluation of the ore indicated that the coarse sulfur minerals were well liberated and relatively rich in pyrrhotite and pyrite. It was predicted that these particles should be recoverable by flotation under optimum conditions. NPMC worked collaboratively with Outotec to investigate options to improve the metallurgical performance of both sulfur and tungsten. A review of the copper and BSF rougher circuit infrastructure was also undertaken and focused on reducing the structural vibration and improving mechanism wear life. Prior to the circuit upgrade, laboratory and pilot testing was conducted to validate the circuit improvements. The final solution included the installation of Outotec FloatForce® mechanisms in the existing copper and BSF rougher circuits, and a new flash circuit (SkimAir®) treating the rougher tails stream ahead of the tungsten gravity circuit. The flash circuit is unique, as typically these types of cells are installed in grinding circuits. By March 2016, all circuit upgrades were complete, however the initial metallurgical performance was below expectations. NPMC and Outotec worked together to investigate and improve performance through further equipment modifications. Since October 2016, the metallurgical performance has improved significantly. Coarse sulfur mineral recovery has improved, resulting in an overall increase in recovery of sulfur and tungsten of 4.7% and 2.7% respectively. The Outotec FloatForce mechanism has also delivered operational benefits, with a reduction in structural vibration to within acceptable levels (<4.0 mm/s) and an improvement in mechanism wear life by 150%. This paper discusses the BSF circuit upgrades and compares operational data before and after the upgrade to quantify the improvements in metallurgical performance, structural vibration and mechanism wear life. High aluminium steel is a promising advanced steel known for its exception properties and holds significant economic and strategic importance. However, the CaO-Al2O3-SiO2 based slag with high alumina content reacts vigorously with alumina refractories during the smelting process at high temperature, seriously affecting the safe and efficient production of furnaces and resulting in the formation of Al2O3-MgO non-metallic inclusions within the molten steel. This is a bottleneck problem for high-quality steel refining, and the key reaction path during the corrosion remains unclear. The dissolution reaction mechanism of alumina refractories in high alumina CaO-Al2O3-SiO2 slags under a weak static magnetic field was investigated in this work, using high temperature laser confocal microscopy and in situ radiation spectroscopy techniques. The results indicate that the interaction between the high alumina slags and the alumina refractories is governed by free radical reactions. The dissolution of alumina forms AlO and AlO2 radicals. The reaction rate increases with the C/S ratio of the slag due to its low polymerisation. The reaction between non-bridging oxygen and AlO2 free radicals accelerates the generation of AlO and O2ꞏ- radicals. The reaction layer composed of calcium aluminate is formed through the recombination of AlO, Caꞏ+ and O2ꞏ- radicals. The weak static magnetic field induces the Zeeman splitting of free radical pairs and intersystem crossing occurs, promoting the formation of triplet free radical pairs through the hyper-fine coupling effect.
