Currently an Australian Standard for tunnel fire safety is being developed for road and rail tunnels. Other local guidance relating to tunnel fire safety that has recently become available includes publications by both the Roads and Traffic Authority and RailCorp of New South Wales. Internationally, the World Road Congress has completed its 2004 - 2007 cycle, which has resulted in a number of publications. International developments in rail guidance include a new European Standard regarding fire safety in railway tunnels that will come into effect in July 2008. In addition, the National Fire Protection Association committee NFPA 130 are in the process of revising their standard for fixed guideway transit and passenger rail systems, which is due for publication in late 2009. This paper outlines the status of these and other recently published relevant local and international fire safety guidelines and their implications for tunnel projects in Australia.

The risk involved with incorporating new/unfamiliar technology into mines has, in the past, largely been evaluated by the supplier of the technology. The implications on safety and productivity has been accepted as part of the process of `getting up and running'.This has changed. As companies see the lost productivity and accidents actually costing significant dollars, risk assessment is becoming an important part of the implementation of new equipment. Regulatory authorities are also seeing the preventable incidents and in some cases are now requiring a risk assessment to be undertaken on new equipment at a Mine.

Northern Australia leads in world-class mineral deposits' is a bold statement. First there must be a starting point. Land north of the Tropic of Capricorn (23¦ 26' 5") will be regarded as Northern Australia covering nearly 40 per cent of the land surface of Australia. As opposed to land south of the Tropic of Capricorn, it should be regarded as Tropical Northern Australia and for the sake of brevity, (TNA) Refer Figure 1. Apart from the tyranny of distance from centres of power and population in the temperate zone, it suffered in the past from the belief that the tropics are unsuited for European workers and from the lack of infrastructure. Outstanding mineral deposits of iron, base metals, gold and diamonds, discovered and developed in the past three decades, provided the substance for the title. There are many world-class mines producing and there are mineral deposits neutralised through Government policy. TNA can maintain its lead in world-class mineral deposits provided Government policy will stop partitioning the land and decreasing that available for exploration. Let's look at what we have that is world-class. In Western TNA iron ore deposits at Paraburdoo, Mt Tom Price, Marandoo, gold at Telfer, diamonds at Argyle. In central TNA uranium at Ranger and Jabiluka, lead-zinc-silver at McArthur River, gold at the Tanami, manganese at Groote Eylandt and bauxite at Gove. In eastern TNA Mt Isa, Hilton, Century zinc-lead, bauxite at Weipa, gold at Kidston, Mt Leyshon, magnesite at Yamba and coal mines in the Bowen Basin. Those mines or deposits stand out yet are only an indication of the numerous lesser mines and of mineral deposits depending for development on market demand and/or changes in Government policy, eg 'The Three Mines' policy. Very large areas of mineral rich structures in the western, central and eastern parts of TNA are concealed below flat lying comparatively young unmineralised sediments. The Great Artisan basin sediments in eastern TNA can and do host oil shale and non metallic minerals. Nearly 40 per cent of western TNA is covered by the Great Sandy Desert. The Canning Track, with a series of 54 wells, was constructed by surveyor Alfred Canning in 1908 - 1910 with great difficulty. It extends 1700 kilometres from Halls Creek in the north to the gold town of Wiluna in the south, through the Great and Little Sandy Deserts. Gold explorers are following favourable structures extending to the north east below the sediments and sand hills covering the track. Half of central TNA's mineral structures are concealed by the Tanami desert and the Cretaceous sediments covering the pastoral regions of the Barkly Tableland and the Daly Waters to Top Springs pastoral areas. The Georgina Basin in the south eastern section is part of the concealment.

On account of the increased work required from the assay office, owing to the large additions which have been made to the smelting and superphosphate plants during the last few years, it was found necessary to build a more extensive and up-to-date assay office than the one that had been in use since the starting of the works some twenty years back.A site was chosen adjacent to the main office, so as to be free from smoke and dust.. The building is constructed of red brick, the over-all dimensions being 109 ft. x 37 ft. The roof is of fibrous-cement slates, 31 ft. high, with a two-to-one rise, and overlaps the walls to the extent of 4 ft. 6 in. on all sides.Special care was taken to give light to all working benches, fume cupboards, and balance rooms. The main chemical room occupies the entire western end of the building, and the fire room the entire eastem end. Between these two rooms are the superphosphate, refinery, and gold-parting rooms on one side of the central passage, and three balance rooms, general office, and cloak room on the other side. The height of the roof affords ample space above these central rooms for storage purposes, and also maintains a fairly even temperature. The ceiling of the main chemical and fire rooms is carried immediately under the slates, which gives a total height in the centre of about 25 ft.

The Resource Management Act 1991 has been amended on a number of separate occasions since its enactment in 1991, and has recently be subject to further amendment by way of the Resource Management Amendment Act 2005. The amendments as proposed in the Resource Management and Electricity Legislation Bill would have had revolutionary and far-reaching consequences. However, as finally enacted, the amendments are a greatly watered down version of what was initially proposed.   Nonetheless, the Resource Management Amendment Act 2005 has provided for a number of amendments that will impact on the minerals industry to varying degrees. This paper discusses in particular the changes and impact of the changes to the definition of æcontaminated landÆ, clarification with respect to the duty to consult, amendments to the provisions relating to National Environmental Standards, and to the council and Environment Court hearing process.

The iron ore deposits of the Port Hedland district of North Western Australia are associated with band'ed sedimentary iron formations that form part of the local succession of folded and faulted Archaean volcanic and sedimentary rocks. The iron formations are regarded as the protore beds or sources of the iron which became concentrated by supergene processes to form commercial grade iron ore deposits.Iron oxide deposits occurring in situ within the protore beds are considered to be of residual-replacement origin, due to supergene leaching of gangue minerals and' deposition of secondary iron oxides in their place, Two types of deposit have been recognized. Lode deposits are deep lenses of massive hematite located adjacent to major faults. These deposits are thought to be very old and to have originated by supergene processes during the long period of erosion represented by the major unconformity between the Archaean rocks and the overlying Proterozoic beds. The other type, known as crust ore deposits, are shallow cappings of hematite and goethite on hills formed by the outcrops of steeply dipping protore beds. These deposits could have originated as far back as the early Mesozoic and it is possible that the ore-forming process is continuing at a slow rate at the present day.Deposits formed by erosion and re-deposition of material derived from pre-existing residual-type deposits are known as derived deposits. These include conglomerates and scree accumulations of various types and ages and pisolitic deposits formed by supergene leaching of transported detritus. Derived deposits range in age from early Proterozoic to Recent. Mine planners frequently face the challenge of mitigating the impact of climatic events on mining operations, such as floods and droughts. Specific water management infrastructure can be implemented to meet operational requirements in response to these events. However, the effect of flood protection, for instance, may reduce the resilience of the site to drought. The probability and duration of unfavourable climate sequences significantly influences the net present value (NPV) of implementing specific water management infrastructure.Good life-of-mine planning will consider the incremental development of the project, and provide staged development plans. "OceanaGold’s Didipio operation has been in operation for three years. Integral to the flow sheet design is a flash flotation circuit treating a portion of cyclone underflow, consisting of an Outotec SK-500 flash rougher and an Outotec TC10 flash cleaner and a SB-2500 falcon treating flash rougher concentrate to recover fine free gold.Flash copper recovery has been holding steady at 60 per cent, while flash gold recovery at 50 per cent. Gold recovery from the gravity circuit is 22 per cent, bringing the overall flash plus gravity gold recovery to 72 per cent.Operation of the flash rougher is mainly by pulp level control. Control of copper grade in the flash cleaner is mainly controlled by air inflow and flash cleaner pulp level control drives copper recovery. The JK Drop Weight test was developed at the Julius Kruttschnitt Mineral Research Centre (JKMRC) in the early 1990s as a means of characterising ore for the purposes of AG/SAG mill and crusher modelling. It has since been used extensively worldwide in the minerals industry as a key ore characterisation test which produces parameters which are used in comminution circuit design and optimisation. The test generates three parameters which are used in the AG/SAG mill model of the JKSimMet software. The resistance of the ore to high energy (impact) breakage is quantified with the A and b parameters. The oreÆs resistance to low energy (abrasion) breakage is measured using the ta parameter. The accuracy and precision of the results of the JK drop weight test are of great importance given that the parameters are key inputs in the design of such capital intensive items as SAG mills. Plant optimisation exercises also rely on the accuracy of the parameters to assist with improving the performance of an existing circuit. A thorough analysis of the accuracy and precision of the parameters generated by the JK drop weight test has now been undertaken by JKTech Pty Ltd (JKTech). An experimental program was designed using statistical methods to plan a hierarchical set of 24 drop weight tests on homogeneous material. Each stage of the test was identified and incorporated into the experimental design so that the contribution to the overall error of each stage could be quantified, including the effect of operator. The data were analysed by nested analysis of variance. An overall analysis of the A, b and ta parameters generated from the test program has now quantified the variance of these parameters more thoroughly than ever before. Using the results for the impact parameters, an analysis has been carried out to investigate the effect of these variances on final SAG mill comminution circuit design. The results will also be used to refine the comparative testing procedures currently in use by licensees worldwide.

An effective growth strategy that enables new project developments to be brought on line in time and within budget is therefore of fundamental importance to any mineral resources company. This paper seeks to identify the role of the development project in the company's overall growth strategy and the key performance criteria that a development project must achieve in order to allow a company to meet its growth objectives.

The Callie Underground Mine is located in the Tanami Desert 560 km Northwest of Alice Springs in the Northern Territory and is currently operated by Newmont Australia Limited with all mining activities carried out by Henry Walker Eltin. Callie was discovered in the region in 1991 with the box cut portal commenced south of the pit in 1995 and underground ore production commenced in 1998, after completion of the profitable Callie Open Pit. Development is currently occurring at depths of over 700 m with the decline currently below the 640 Reduced Level (RL) level (surface RL of 1400) with production haulage from 600 m below the surface. The combination of auto compression, a moderate geothermal gradient of 2¦C/100 m and diesel heat transfer causes the wet bulb temperature of intake air at the bottom of the mine to be typically 5¦C higher than on the surface. Wet Bulb temperatures can be up 5¦C higher again in active areas under secondary ventilation. During the 2002/2003 wet season many activities in the lower levels of the mine were stopped due to miners experiencing adverse heat related symptoms or the temperatures exceeding the Underground Heat Management Procedure stop job criteria of 32¦C wet bulb. To improve the working environment, combat the heat related illness and improve operational efficiency, a temporary 1.8 MW refrigerated cooling plant consisting of three 600 kW modules were installed underground to provide bulk air cooling for the lower levels of the mine during the 2003/2004 wet season. Several studies have been conducted in relation to future ventilation demands at Callie and all came to the conclusion, that some mine cooling will be necessary for Callie to meet the high production and development demands. This paper will describe the ventilation network at the Callie Underground operation focusing on the installation, operation and effectiveness of the temporary underground refrigeration plant.

Modem occupational health practice can be described as the fitting of work to the individual and each individual to his job; perhaps a non-traditional way to view occupational health. This two-component description is achieved through the development of programs to implement and monitor specific job procedures, from the monitoring of unwanted exposures to contaminants to the auditing of mine sites. This paper is about such programs. Some attempt must be made to evaluate the effectiveness of the program and several performance indicators which are intended to measure the effectiveness of such a program are offered.

The Bowdens Silver Deposit is a low sulfidation epithermal silver-base metal deposit that has formed on the northern margin of a hydrothermal system within air-fall breccias, ignimbrites and crystal tuffs of rhyolitic composition. The deposit lies near the north-eastern margin of the Lachlan Fold Belt and the rhyolitic host rocks are of Early Permian age. The silver mineralisation occurs as flat-lying zones of disseminations and silicic fracture-filling within the Rylstone Volcanics and is closely associated with sulfides of iron, arsenic, lead and zinc. High-grade silver mineralisation is also found in steeply-dipping fracture zones which host banded sulfide veins. Studies of the alteration products indicate that high temperature fluids, flowing from south of the current project area, resulted in quartz (¦adularia) û illite/sericite alteration. Cool, low pH steam-heated waters on the northern and eastern margins of the prospect area resulted in siderite û smectite-illite clay û Fe-carbonate û marcasite û kaolinite alteration. Mixing of the two fluid types resulted in the deposition of iron and base metal sulfides, a decrease in both sulfur activity and pH of the mineralising fluid, and subsequent silver mineralisation.

The Pilbara region, located in the north-west of Western Australia, is significant as the second-largest source of iron ore on the planet. Iron ore mines owned and operated by Pilbara Iron are located within the Hamersley Basin. This paper refers to the Greater Paraburdoo mines, the 4WEST and 4EAST pits, located on the southern margin of the Hamersley Basin. The groundwater model refers to ephemeral watercourses: Seven Mile and Pirraburdoo creeks, which are adjacent to the two pits, and Ratty Springs, located upstream from 4WEST and within Pirraburdoo creek. The spring and creeks hold cultural heritage significance for local Aboriginal communities. Two of these, the Gobawarrah Minduarra Yinhawanga (GMY) and Innawonga native title claim groups, initiated hydrological work on the two creeks and Ratty Springs, with the aim of determining the affects of dewatering on the natural water flows of these systems. The numerical model used to simulate drawdown in the Pirraburdoo and Seven Mile Creeks was derived from PMWIN Pro software and covered an area of 77 km2. The modelling period was from January 1998 to December 2004, and the prediction period was from January 2005 to December 2015. The model has four layers and incorporated effects caused by mining voids, 4WEST and 4EAST pits, creek bed material, weathered bedrock below creeks and surrounding banded iron formations (BIF). The model has been calibrated using the trial-and-error method set down by Middelmis et al (2001). The current dewatering schedule (12 ML/day) in the 4WEST and 4EAST mining areas does not affect the water table levels in the adjacent creeks significantly or for any considerable periods of time. However, changes to mine plans may occur, for example, in response to changed commodity price and may lead to significant increase in rates of vertical advancement. This, in turn, affects dewatering schedules, as greater vertical advancement requires increased dewatering effort. When an accelerated mine plan is applied to the model and dewatering rates increased to 18 ML/day, drawdowns in the creeks are more noticeable. The model has therefore helped to indicate the extent to which increased dewatering rates may be acceptable, especially in terms of immediate and longer-term damage to riparian species, ie Melaleuca and Eucalypt. Predictions from the model may also allow mine planners to schedule decreased rates of vertical advancement, where these are required to meet environmental constraints.

The shape, position and thickness of the cohesive zone have a great influence on the operational performance of the blast furnace. Many researchers have found that the high temperature properties of iron ores determine the formation of the cohesive zone. The results of this work show that sinter of high basicity interacts with lump ores and acid pellets due to the difference in chemical compositions. The softening and melting properties and the primary slag formation behaviours in the cohesive zone are improved by the high temperature interactions. The high temperature interaction is mainly influenced by the chemical compositions, porosity, interfaces and so on. Although the softening and melting properties and primary slag formation behaviours of lump ore A (a typical limonite lump ore from Australia) is the poorest of the iron ores studied, the high temperature properties of integrated burden A (consisting of sinter and lump ore A) is no worse than the other integrated burdens due to the high interaction between the sinter and lump ore A. Environmental incidents involving mine tailings and waste rock inevitably become highly publicised and serve to damage the credibility of the entire industry. The recent serious incident involving a spill from a Romanian mine, was blamed for triggering æone of the worst environmental catastrophes in Eastern EuropeÆ. It is important to clearly demonstrate to the general public that these incidents are not representative of the industry as a whole. Where such incidents have occurred, the causes are generally related to poor design and/or construction, inadequate supervision and/or monitoring and maintenance, lack of independent expertise, inadequate risk identification and treatment and no provision to ensure that rehabilitation and long term management of the site occurs. Many people are unaware that these issues have been considered and provided for at the Martha Mine. Despite the fact that the first tailings storage facility has performed very well over fifteen years of operation, the long term safety and security of the tailings storage facilities continues to be questioned and debated by the public. The best way to address this is to provide quality information to enable a better understanding amongst the general public.

At Cominco's Zinc Refinery at Trail, British Columbia impurities are removed from zinc sulphate electrolyte by a two-stage purification process using zinc dust. Copper, cadmium and thallium are removed in the first stage whereas cobalt is removed in the second stage. Cobalt removal kinetics are affected by soluble antimony and copper additions to the electrolyte. This study was focused on the kinetics of cobalt removal by zinc powder cementation. Experimental variables included copper and antimony concentrations, pH and temperature. Common organic additives employed in zinc plants were studied to determine potential interactions with the cobalt removal process. Cementation products obtained from laboratory experiments and plant practice were studied using SEM. A number of significant results were obtained: 1. Copper and antimony ions were sustantially removed from solution during the early stages of the cementation reaction (within the first 15 minutes). Cobalt cementation kinetics are slow and follow a first order kinetic regime. 2. A drop in the cobalt removal rates can be correlated with a rise in the Eh of the slurry. 3. Ligninsulphonate, Percol 351 and animal glue at levels of 2 mg/L significantly impede cobalt cementation.

The emerging discipline of ægeometallurgyÆ is not new but is becoming increasingly recognised as a discrete and high-value activity that reflects an ongoing commercial and cultural trend towards more effective mine site integration and optimisation. Geometallurgy involves a quantified and spatially constrained approach to ore characterisation in terms of relationships to critical processing performance. Industry recognition of the need for large-scale, integrated geometallurgical research is currently supporting a major new research initiative. The AMIRA International P843 æGeMIIIÆ project (geometallurgical mapping and mine modelling) is a cross discipline collaboration involving four major Australian research groups; CODES the ARC Centre of Excellence in Ore Deposits at the University of Tasmania, a world leader in economic geology-related research; the Julius Kruttschnitt Mineral Research Centre (JKMRC) at the University of Queensland, a world leader in mining and mineral processing research; the WH Bryan Mining Geology Research Centre (BRC) at the University of Queensland, which aims to be a world leader in mining geostatistics, operations research and optimisation in mine design and planning; and CSIRO Exploration and Mining in the area of automated core logging. The project is currently supported by 19 global mineral companies. The project aims to deliver fundamental knowledge, tools and methods for more effective approaches to geometallurgical definition of mineralogy, element deportment and texture that can be linked to mineral processing performance and efficiency at a range of scales. Outcomes are improved predictive indices of processing performance that can be embedded in resource block models to define processing domains, which can be exploited in mine planning and optimisation. To achieve these aims the project is involved in a range of technology developments that include more automated core logging technologies, new applications of automated microscopy and development of software-based texture analysis and categorisation techniques. Attributes derived from these measurement technologies are used to develop predictive processing models linked to new small-scale physical testing regimes.

The Selective Precipitation (Basics) Process is a means of controlling impurities such as the ions of Mn, Mg, and Cl as well as sulphate and water, in an electrolytic zinc plant circuit. This is achieved by precipita- ting zinc selectively as a basic zinc sulphate from a portion of impure circuit solution. The impurities remain in the solution, which can be discarded, while the zinc, substantially free of impurities, is returned to the main circuit by using the precipitate as a neutral- ising reagent. A description of the process and its development to a full scale operating plant at the Risdon Works of the Electrolytic Zinc Company of Australasia Limited is Presented.

The Roy Hill Project is an independent integrated port, rail and mine development in the Pilbara region of Western Australia. The bankable feasibility study for the project was completed in January 2011 by Roy Hill Holdings Pty Ltd, a wholly owned subsidiary of Hancock Prospecting Pty Ltd. The Project will deliver 55 Mt/a of premium quality iron ore to a rapidly growing market with a mine life of over 27 years. This study is based on exploiting a 1.2 Bt bedded resource of microplaty haematite-rich Marra Mamba, from which 562 Mt of reserves has been delineated to date. A further 1.1 Bt resource of detritals and low grade bedded is proposed to be mined once the bedded high grade resource is depleted. Roy Hill lump and fi ne ore products will compete strongly with other Pilbara products. As a low cost producer, Roy Hill is on track to capture four per cent of the global seaborne traded iron ore market. The project decision to proceed is targeted for Q2 2011 to enable first ore on ship by Q2 2014.
