Rather like the mythical "Economic Man" "an employer" in this context must necessarily be an abstraction, and the views possessed by such an abstraction, a composite of many views known to have been expressed. Not even the complex Conciliation and Arbitration legislation in this country provides any helpful specifications, except in one peculiar particular. The Australian Conciliation and Arbitration Act provides an almost totally tautological definition, except in that one oddity referred to above. It is this : "An employer means any employer in any industry, and includes any person who is usually an employer in an industry, and also includes a Club." No doubt there is some perfectly justifiable reason for such specific and unique particularity in an otherwise meaning- less definition. That need not trouble us in this exercise.

The European Union (EU) have recently issued new Threshold Limit Value-Time Weighted Average (TLV-TWA) for diesel exhaust contaminants, which are CO, NO2 and DPM. The new limits for CO and NO2 were issued in 2017 whilst the one for DPM was issued in 2019. However, in order to allow EU mines to formulate strategies to comply with these new limits, the EU granted a transition period in which mines could use the old limits until the new limits are enforced. The new limit for CO and NO2 will be enforced from 21 August 2023 whilst the one for DPM will be enforced from 21 February 2026. The new limit for NO2 and DPM is very low, 0.5 ppm for NO2 and 0.05 mg/m3 of Elemental Carbon (EC) for DPM. Combination of these two limits would be the lowest among all mining jurisdictions worldwide. It poses a huge compliance challenge to EU mines if they keep using diesel machines. Therefore, a study and a field trial were carried out by the author in 2019–2021 to investigate whether replacing diesel machines with Battery Electric Vehicles (BEVs) would be the best answer to this challenge. This paper outlines results of this study and field trial.

"Los Pelambres, majority owned by the Chilean company Antofagasta Minerals, is one of the leading producers of copper and molybdenum in the country. It is located high in Andes Mountains, over 3000 metres above sea level, 316 km from the nation's capital, Santiago.The maintenance service supplied to Los Pelambres over the past 13 years has evolved to the point that FLSmidth now provides an integrated service crucial to the management of their customer's assets. The contract initially involved specialty mechanical, electrical and instrumentation maintenance and has developed to encompass maintenance planning and plant control systems.The integrated partnership has delivered excellent results in the areas of improved availability, reliability and return on investment. The operation is now amongst the industry leaders in plant availability.The integrated maintenance service has delivered: An increase in plant availability from 93%, in the first year, to 96.5% today, generating approximately $50 million additional income per year, Quality work procedures, Process and equipment improvements, Major shutdown planning involving more than 700 personnel, 6000 parts and over 2 000 discrete activities.The ongoing success of the partnership requires a high level of understanding between both companies. A commitment to maintain a long term sustainable relationship, based on a ""win - win"" culture, is the key to this success. Surface water management and drainage is a key aspect of mine rehabilitation and closure planning. In the authors’ experience, drainage related problems are amongst the most common forms of failure in mined landscapes. The appropriate design of surface water infrastructure is therefore a key focus of practitioners. While there is currently a trend towards distributed drainage networks and avoiding hard engineered structures, in many situations (especially for existing landforms) engineered drainage structures cannot be avoided. Mining plants and infrastructure, and the decisions made by their designers, can have large impacts on their environmental and social context, commonly referred to as the site or plant footprint. They can also be the source of constructive contributions to sustainable development when designers are enabled via the information, systems and tools to incorporate sustainability in engineering processes. A facility’s footprint and the project’s contribution to sustainability – economic, environmental and social aspects – are now key considerations in regulatory approval processes and are the fundamental drivers of support, or opposition, from the project’s stakeholders.Historically, plant and infrastructure designers have not been well integrated with the environmental and social professionals who are engaged to pursue regulatory approvals. Despite this, many objectives central to technical and process engineering have in fact contributed positively to a facility’s footprint and indeed its contribution to sustainable development. Examples of these objectives include increasing process and energy efficiency, and minimising the quantities of waste requiring disposal. With the framework of sustainability, mining plant and infrastructure designers are indeed at the forefront of incorporating sustainability into resource industry projects and are central to the process of obtaining regulatory approvals and ongoing stakeholder support. The process of incorporation starts with a shared understanding of sustainability and sustainable development, and continues with project processes that facilitate information and knowledge exchange throughout the project life cycle.CITATION:Murphy, A, 2014. The character of alluvial gold deposits presents severe difficulties, and sometimes limitations, on the extent to which metallurgical efficiency can be measured. Very little monitoring of metallurgical performance is practised. An indication of performance is often extracted from the comparison of production to the estimate. This is a dubious practice. The recovery efficiency of conventional practices, viz sluices, tables and jigs, falls off sharply below 0.2 mm. Field evaluation procedures tend to simulate these conventional practices. Thus the presence of fine gold may not be detected, particularly if obscured by clay. There is increasing evidence that fine gold could, in places, be present in sufficient concentrations to be economic. Most gold in paleoplacers is finer than 0.1 mm. There are established practices elsewhere in the mineral industry that may physically recover gold down to 5 microns in size and which could find application for fine alluvial gold.

"The use of reverse circulation (RC) drilling for grade control sample collection was selected by the Pueblo Viejo Mine Geology department at the recommencement of the operation in 2010. This method was selected because it allows: for multi-bench drilling (60 m hole depth, four benches of mining) to aid mine planning and provide a detailed close spaced drill data comparison with the reserve model angled drill holes to optimise the drill hole interception of the vertically controlled mineralisation dry sample collection in areas of excessive surface and groundwater mining operations to commence with the long assay return period (due to the need for the samples to be shipped overseas for analysis) until the on-site laboratory is operational.To date, 118 302 m of drilling has been completed throughout the operations of two open pits: Monte Negro and Moore. Two drill rigs (contractor and site-owned and operated) with three generations of sampling systems have been used to date. Throughout the drilling a 20 per cent quality assurance, quality control (QAQC) sample check (blanks, field duplicates and standards) have been used to check the drilling and laboratories performance. In addition, a total of 1104 fines samples were collected to compare the drill chip samples collected and the fines lost with two of the sample systems used.The drilling to date has highlighted the need for a complete and coordinated system to be used before sufficient confidence in the quality of the samples collected is achieved.The complete system must be set-up and coordinated to obtain the best quality sample possible. This complete package includes: drill bit size and shape for the rock being drilled and mineralisation targeted face sampling hammers with the correctly sized hammer shrouds sample hose routing to reduce sample flow turbulence and choking blow-down valves to eliminate drill hole water that has entered the drill string during rod changes correct drilling techniques targeting sample quality a sample system that captures the fines for inclusion into the sample.These improvements can be obtained without reducing the drilling rates.The measurements required to demonstrate the improvement in the sample quality will be the focus of future work within the department.CITATION:Goers, M and Almond, M, 2012. Nuggety gold-quartz reefs are characterised by localised, high-grades and in many cases coarse free-gold. Geometrical and grade complexities are often observed. The high-grade regions are generally erratic and have a low continuity; though may make the deposit economic. Viable grades are generally contained within discrete oreshoots, which are surrounded by barren/low-grade material. Drilling is an effective measure of geological continuity, however grade distribution can only be reliably obtained from underground development and bulk sampling. In general terms, only an inferred resource is likely to be estimated from surface drill data alone. Underground development, further drilling and probably bulk sampling will be required to delineate inferred and indicated resources. Closely spaced development with bulk sampling is likely to be the best way to determine a probable reserve. The resource evaluation process must driven by a clear geological model that should attempt to understand the controls to reef geometry and grade distribution. Geological interpretation has traditionally been undertaken in two-dimensions, though computer software is now being used to produce three-dimensional models. Grade interpolation has generally been undertaken using classical methods, typically weighted averages, zone of influence weighting and polygonal/sectional blocks. Tonnages can generally be calculated from diamond drill and development information with a reasonable degree of confidence. Grade is much more difficult to define with confidence because of its highly erratic and discontinuous nature. To account for variability it is recommended that a best estimate be reported within a grade range, as this more accurately reflects the uncertainties involved. Reporting should be undertaken within the framework of the JORC code, but should involve special consideration of grade reliability.

Tunnel boring machines (TBMs) excavation is nowadays more and more considered a valuable alternative to conventional tunnelling. As a matter of fact, thanks to its advantages such as greater rate of advance and safer working conditions, the application of TBMs has increased significantly in recent years. Despite the possible excellent performance of TBMs in favourable ground conditions, the advance rates could be significantly slowed down or even obstructed in limiting geological situations. This obviously traduces in potentially longer tunnel construction times and higher costs and, therefore, in a preference for conventional method. One of the major geological hazards encountered during tunnel construction, is related to the presence of fault zones or heavily jointed and fractured rocks. The most common geotechnical problems resulting from tunnelling in these difficult conditions include the instability of the excavation face, instabilities of side-walls producing large overbreaks on the tunnel profile, excessive deformations in case of squeezing grounds, frequently changing stresses in terms of magnitude and direction, high water inflows, etc. The decisions aids for tunnelling (DAT) is a model and a computer code that can be used to evaluate the influence of the uncertainties related to both the geological/geotechnical conditions and the construction process on final tunnel construction time and costs. In this framework, the DAT is used for assessing the effects that challenging ground conditions may have on tunnelling operations in terms of costs and delays. This is done by simulating the tunnel construction considering several geological profiles. The aim of the study is comparing different excavation methods (ie drill and blast versus TBM) in changing ground conditions along the tunnel alignment ranging from good rock, to very poor and fractured formations. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRLÆs Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRLÆs Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the sealÆs ultimate design strength. Size-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

Since the days of Adam Smith and Milton Friedman the discussion of corporate citizenship and sustainability has been flooded with multiple contradictions, with proponents of sustainability saying that it is a crucial cog in the business strategy, while those against, maintain that æthe business of business is businessÆ and therefore sustainability issues are just add-ons. Sustainability arises from a deeply held vision by corporate leaders that businesses can and should play a role beyond just making money. Businesses should embrace the understanding that everything that a company does has an impact both internally and externally (communities, employees and customers), and the natural environment. This paper highlights the approach that led to a view that there is a contradiction between profitability, sustainability and community development, and we provide a further argument to the contrary. This argument is based on a comprehensive literature review of over three decades by various scholars linking corporate social performance and corporate financial performance. Driefontein Gold MineÆs approach is that of linking the community development, natural environmental and employee well-being initiatives and projects to the mineÆs business strategy. The paper further highlights the coordination and implementation mechanism of sustainability at the mine where the accountability lies with the head of the mine operations. A two pronged approach is employed where there is an internal dialogue on sustainability between the various departments coordinated by the sustainable development department and an external tri-sector partnership with local government, interested and affected parties and the mine. These approaches are closely linked to the contributions towards the mineÆs financial bottom line.

The Kalgoorlie Consolidated Gold Mines (KCGM) schedule model is used for short- to medium-term planning and scheduling at the Fimiston Open Pit Mine (the Superpit). The model bridges the gap between grade control models, which are generated one to seven days prior to mining, and the annual Resource and Reserve model update that is used for budget and life-of-mine plans. The schedule model uses close-spaced grade control data (up to 20 000 m drilled each month) as well as resource definition drilling to estimate production volumes three to six months ahead of current mining. From this, a rolling 12 week mining and processing schedule is generated on a monthly basis. As the KCGM operation is mill and sulfur constrained, the schedule model needs to be an accurate predictor of ounces as well as tonnes, gold and sulfur grades. The process must also be time efficient in order to meet monthly planning and reporting deadlines. Due to the large amount of new data generated each month, model updates using conventional interpretation and estimation techniques have proven to be impractical and too time consuming. The Singapore Land Transport Authority (LTA) has been procuring the expansion of their underground mass rapid transit rail network at a prodigious rate since the first line opened in 1987. Four lines (149 km) are currently operating and several more lines are at various stages of planning/construction; one of these is the Downtown line stage 2 (DTL 2).DTL 2 contract C917 was awarded in September 2009 for S$320 M. On 18 June 2013 the original contractor became insolvent, leaving the works incomplete. Following a fast-tracked tender process, McConnell Dowell was awarded the S$254 M contract on 29 August 2013 to complete the works. This contract includes two underground stations constructed by cut-and-cover methods and twin bored tunnels between the stations. Each tunnel is 1400 m long, excavated by earth pressure balanced (EPB) tunnel boring machines (TBM) at an average depth of 20 m and segment lined to 5.8 m inner diameter. The tunnel alignment is located under a busy five-lane road lined with prime residential real estate and congested with utilities.To compound the difficulty the tunnels are located within the notorious Bukit Timah Granite formation. This has a very wide range of strength, from below 1 MPa to over 300 MPa. This strength range is a consequence of six weathering grades, from soil to fresh rock, with the fresh granite causing severe abrasion problems. The various grades can occur within a very short distance of each other. Consequently, the problem of supporting a mixed face exists, particularly in the intermediate weathering grades where intact rock is encountered in the invert and corestones within a loose soil matrix in the crown, which can increase the instability by allowing the ground to flow into the TBM.The focus of this paper will be the excavation of the bored tunnels by EPB TBM used by McConnell Dowell to complete these challenging works.CITATION:Jones, G and Shepherd, J, 2014. As more than a few mines gradually sink under the weight of emails, whiteboards, notice boards and ever more complex spreadsheets, the holy grail of effective short-term interval planning and control in underground mines is as far away as ever. Despite the mining industry investing ever greater amounts in planning and Enterprise Resource Planning systems, short-term plans become ever more complex and rigid. What the industry desperately needs are not more ‘disembodied voices down the speaking tubes’, but flexible and effective planning systems that encourage people to make reasonable commitments to each other so that everyone can work as a coordinated team to complete the work required each shift.One solution to the challenge has emerged. This paper describes the ‘Fewzion’ shift planning and short interval control system which has been developed at Anglo American’s Moranbah North and Glencore’s Oaky Creek coalmines in Central Queensland. Fewzion has drawn on management theory embodied in Management Operating Systems, Lean and Theory of Constraints approaches to continuous improvement to play a key role in both mines achieving record breaking tonnages.In addition to explaining the Fewzion approach, a case study is presented describing how Anglo American’s Moranbah North improved production by 39 per cent in 2014/2015 and won ‘Coalmine of the Year’ two out of the last four years and how Glencore’s Oaky Creek sustainably improved monthly development meters by 34 per cent within two months of implementing Fewzion.CITATION:Moynagh, P and Britton, G, 2017. During the initial development of Mount Isa Mines power was supplied from a temporary power plant situated near the Man & Supply Shaft. The main power plant was placed in service early in 1931 and then comprised two Babcock and Willcox boilers, fired by pulverised fuel, and two British General Electric Company's turbo-alternators of 5,000 kW. each. Both plants have been described by A. F. McAskill in the Journal of the Institution of Engineers, Australia.From 1931 power demand progressively increased due to greater production, further mine development in the harder sulphides increased pumping for mine drainage and additions to mill and smelter until, by 1935, the plant was inadequate for further output commensurate with a reasonable safety margin.Coincident with the added power demand, operating conditions involved a fuel problem which could not have been anticipated. The ash content of the fuel supplied gradually increased from 13% to 16-5%, while the melting point of the ash decreased with higher pyrite content.Temperature conditions in the furnace required careful control to cope with ash formation and slag accretions.Consequently brickwork, excessively stressed on water walls, was constantly under repair, and required suspension periods of 50% of operating time for cleaning and overhaul.Load conditions varied continually, therefore the high heat liberations in the furnace, necessary to accommodate peaks in fluctuating output, resulted in ash fusion.

Although mining companies have made broad corporate-level commitments to adopt sustainability, there continue to be problems when attempts are made to adopt higher-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies, yet impacts from operational decisions can have longer-term effects realised at closure and rehabilitation.This paper describes a proposed methodology to achieve the integration of sustainability at the operational level through a systematic and rigorous process of identifying and qualifying sustainability issues and opportunities in an operation. The methodology, starting from a sustainability point of view rather than an operational one, guides the identification of process issues and opportunities by examining the operation, unit-by-unit, similar to a Hazard and Operability (HAZOP) process. Each issue or opportunity is qualified according to its measurability, scopes of impact and consequences so that it may be understood fully and the correct engineering problems are formed. Through improved decision-making to account for broader sustainability factors, operations can better address environmental and social expectations and pressures (both corporate and community, as well as immediate and in the longer-term), whilst still delivering on operational and business goals.The methodology has been tested with two case studies at minerals processing operations. At one site, the methodology identified a dust issue which had considerable business risks (loss of valuable product) compared to conventional engineering analysis processes. The other site also benefited from using the methodology as an opportunity to improve the operation of the milling and flotation circuits was identified. The opportunity not only showed a potential to improve operational efficiency, but also potential improvements in water and energy efficiency and a resulting increased resilience against water and energy supply risks. It was important to utilise the holistic approach of the methodology in the identification of opportunities at this site; the goals of the operation showed a strong coupling between water and energy issues which would be difficult to overcome using the operationÆs current organisational model, which deals with such issues separately of each other.CITATION:Tuazon, D, Corder, G D, Powell, M and Ziemski, M, 2012. We outline a first version of an ambitious goal: The world's first horizontal (matrix-independent) generic sampling standard. The specific needs and requirements are overwhelming, as all the world's analytical standards follow strict matrix or material type classification pigeonholes, leading to a plethora of analytical standards. One could rightly expect a similar multiplication regarding sampling standards, yet the singular HORIZONTAL is aimed at being truly generic. Also the existing style of standards writing is cumbersome and partly contradictory. The current work is presently being pursued in CEN and European Union standardisation regimens, for which reason full disclosure and publication is not allowed. Respecting this constraint, we unofficially present selected key issues involved in developing HORIZONTAL: The objective and scope of a horizontal sampling standard is to delineate the minimum set of principles and procedures needed to guarantee documented representative sampling for all types of materials. The horizontal standard is designed for two types of use: 1. auditing/assessing/ improving the reliability of an existing sampling procedure, and 2. design and implementation of a new sampling procedure (new lot type). The principles in this standard are all derived from the Theory of Sampling (TOS), but the standard is far from a mere collection of TOS principles. Representativeness is a characteristic of the sampling process, not of samples themselves. For practical purposes, the horizontal standard follows the fundamental distinction between 'stationary lots' (0-D, 2-D, 3-D lots) and 'dynamic lots' (within TOS aka process sampling - including extended, non-moving 1-D lots). TOS' principles of 'correctness' must never be broken at any stage, lest representativeness is irretrievably lost. The horizontal standard is not written in the mandatory fashion for legally binding matrix-specific standards, eg ISO - for the present overarching purpose a different style had to be developed. The standard must be immediately understandable in full, which merits special demands, eg extensive use of didactic illustrations. HORIZONTAL introduces an all-inclusive sampling variability measure, Relative Sampling Variance (RSV) which is for sampling of stationary lots as variographics is for process sampling - RSV is to be used as a quality criterion for any stationary sampling procedure as applied to a specific heterogeneity (lot/material). The target for this standard is all individuals, companies, organisations and regulatory bodies who are responsible for sampling: technicians, process engineers, laboratory personal, academic and industrial scientists as well as project leaders, technical managers/directors and top managers. Based on current R&D we illustrate the principles promulgated by HORIZONTAL with cases from exploration and mining of minerals commodities, a Finnsh 'Autosampler' at work in the mining context (RSV) as well as sampling equipment for use in the cement and mineral commodities industries. The Energy Authority of NSW has wide powers and responsibilities conferred by its Act which are pertinent to the State's coal industry and its development into the next century. With respect to coal, the broad objective is to maximise the benefits to NSW and its people derived from the State's coal resources. The initial focus of the Authority's coal-related activities in the late 70's and early 80's was on petroleum substitutes from coal. Research was supported, especially on hydrogenation, and the Authority participated in the Joint Australia/Federal Republic of Germany coal-to-oil feasibility study. It also co-ordinated a State Government initiative to involve the private sector in examining the possible establishment of a synthetic fuels industry based on Hunter Valley coal. With a short-fall in world-wide petroleum supply now seen as less likely for some years, the Authority is looking also at ways of working towards the broad objective in the field of coal utilisation on both domestic and export markets. Areas of interest include possibilities for using washery rejects, means of making NSW coal more competitive as an energy source, use of coal-seam gas and new or special technologies for burning coal. The future is expected to see renewed interest in producing petroleum substitutes, and coal - as the State's major energy resource - is seen as a strong contender as a basis for such an industry. Developments in coal-based power generation are also expected to have an impact, with advanced technologies having a possible place here as well as Overseas.
