The topic for my address is Sharemarket Floats - Issues for Expert Valuers. I've decided to focus on three areas where current practice in the preparation of prospectus valuation reports for resource companies might be improved. My central theme is that the valuer for a float should augment the usual assessments of the value of the company or its assets, with some input on the way the share market might value the company's shares when they are listed. I will then look at the valuer's role in relation to vendor consideration, last I will look at his role in providing investors with some input on the risk dimensions of the new company.

Two small coral islands in the Pacific Ocean, situated close under the equator, and formerly classed among the Line Islands, have, during the last three or four years risen into prominence owing to the valuable deposits of phosphate of lime discovered on them.The deposits of Ocean and Pleasant Islands are under the control of the Pacific Islands Company (1902) Limited, of London and, Sydney, and the high grade of the phosphate, together with the exceptionally favourable facilities for mining this mineral, of which there are several millions of tons on these islands, give this company advantages which enable them to command the Australian and New Zealand markets, and also to make large contracts with Japan and other countries. Both islands, as far as surface indications are concerned, are entirely constructed of coral, with phosphate on the top from the highest points to the present sea level, there being no sign of volcanic rocks, with the exception of a few pieces of drift pumice on the coast.Banaba (Paanopa according to. the Admiralty charts), also known as Ocean Island, was discovered in 1804. Treatment processes are outlined for the recovery of rutile and zircon from the heavy mineral-bearing sands on the east coast of Australia. With the exhaustion of the higher grade deposits and the imposition of more rigid specifications for the finished products, strict metallurgical control has become necessary.A description is given of the methods used by The Titanium Alloy Manufacturing Co. Pty. Limited to control the operation of suction dredging, of wet concentration using fans and spirals, and of dry separation using high tension and electromagnetic processes. By applying these methods a plant designed for an output of 15,000 tons of rutile per year has been tuned to produce over 20,000 tons of rutile and a corresponding amount of zircon.Details are given of (a) the method of drilling to determine the extent and grade of the ore bodies, (b) a simple electrically-timed pneumatic automatic sampler, and (c) the methods developed for the physical estimation of quartz, rutile, zircon, ilmenite and "others" in the products of plant operation.The method used for calculating the metallurgical balance and the forms used for the reporting of production results are presented.Examples are given which show the value of this detailed production and metallurgical control of plant operation.INTRODUCTIONThe organization which is now known as "The Titanium Alloy Manufacturing Co. Pty. Limited" (T.A.M.Co.)-a subsidiary of National Lead Company-commenced operating at Yamba, N.S.W., in 1935. A mixed natural concentrate was at first simply dried and bagged and later was upgraded by the removal of silica and the lighter heavy minerals on shaking tables and, after air-drying, was bagged for export. Since 2005 BHP Billiton Iron Ore has been working with the consulting company Runge to implement the software XPAC Advanced Destination Scheduler (ADS) in life-of-mine studies. The Mt Whaleback mine, being the single biggest open cut iron ore mine in the world, presents some special challenges in scheduling. The biggest challenge has been the slow run time and difficulty in targeting all ore and waste requirements. The high waste to ore strip ratio means that much of the cost of mining is tied up in waste dumping. It is therefore very important to schedule waste efficiently. At Mt Whaleback there is an additional challenge of managing two types of waste: inert and environmentally sensitive pyritic material. This paper shows how the XPAC destination scheduler is configured to achieve efficient and repeatable waste scheduling results at the Mt Whaleback mine. It also discusses proposed improvements to the process. The overall ore and waste schedule is configured to target mining parameters, crusher feed and grades. The schedule is run in two stages. The first stage is ore mining. The waste that needs to be mined is locked in a sequence. The second stage is the waste scheduling. The waste destination scheduler uses three inputs: source waste parcels locked in a sequence, a haul road and a waste dump block model. The process involves setting some rules for dump progression and haul path selection. These can be validated. The schedule is then run to target the shortest travel time. The results of scheduling are graphical and numeric and can be transferred into many different formats for reporting. The graphical result shows face positions in time that can be used for detailed dump design. The numeric results are used to estimate truck fleet size, fuel consumption, labour and equipment financials. The process has been successful in reducing the project time line, increasing the ability to do more scenarios and increasing schedule accuracy, transferability and repeatability.

Indonesia holds a significant role in the utilisation of coal resources in the world. Although the number of Indonesian coal resources and reserves do not fall into the world’s top ten, according to 2009 statistics, Indonesia is the seventh largest producer of coal with a production of 256 Mt. More than 80 per cent of this amount is sold in the export market, making Indonesia the world’s second largest coal exporter. Most of the exported coal from Indonesia is used to fulfil the needs of the Pacific market, such as Japan, Taiwan, China, among others. It is also possible to reach the Atlantic market.Along with Indonesia’s development program, until 2025 the Indonesian government has adopted a National Energy Policy that aims to reduce the role of petroleum in electricity generation and replacing it with coal. As a follow-up of the policy, since 2009 PT PLN, the state electricity company has built steam power plants throughout Indonesia as an implementation of the first stage of the Electrical Acceleration Project with a capacity of 10 000 MW. Moving forward, in 2011 PT PLN will also build the second stage of the project with a capacity of 10 000 MW. As a result of the program, the domestic need for coal is expected to increase as much as 44.8 Mt.With the increase in domestic need and decrease in the number of reserves, the Indonesian government has adopted policies to secure the domestic coal supply. A policy that may potentially be adopted by the government is the limiting of coal production, seeing the high rate of increase in Indonesian coal production. The adoption of such a policy will change the distribution map of coal in the Pacific market. Thus, this paper will evaluate the change of coal distribution patterns in the Pacific market along with the increase in Indonesian domestic needs and Indonesian adoption of policies regarding the securing of coal supplies.

Infrastructure may be defined as anything necessary for the development and operation of a project, which is peripheral to the basic extraction, handling and processing of material. As depicted in Figure 1, infrastructure acts as the link between the technological heart of a project and the outside world.

Ventilation challenges are often encountered when an underground mine expands to new zones and it often is the case to make a thorough review of the existing system and assess immediate and future airflow needs at the desired quantity and quality. An unexpected mine plan change that calls for increased development and production from new areas can impose a strain on the existing ventilation system. Budgetary constraints can also demand creativity in design on the mine ventilation engineerÆs part. Since the addition of several mining horizons it had become obvious at the Meikle mine that something had to be done to increase airflow quantity and quality in the old main zones because most of the ventilation resources had been channelled for development in the new mining horizons. An airflow assessment of the existing system had to be performed and it was determined that the airflow quantity had to be increased by at least 30 per cent and the quality of the air had to be improved by reducing nuisance and respirable dust and at the same time reducing the airflow temperature before it was used in a few mining zones. At the conclusion of the airflow assessment it was determined that a third centrifugal fan would be installed on a new 3.05 m diameter borehole from surface to underground. By a careful study of temperature conditions over time it was determined that an evaporative cooling spray chamber would be sufficient to cool the airflow down from the high dry bulb temperatures observed down to saturation at the wet bulb temperature. At the same time excessive nuisance dust generated as a result of the airflow travelling a long way in a haulage drift will be knocked down in the spray chamber resulting in cool, clean air in the mining districts. Expansion of the existing surface ammonia refrigeration plant was out of the question for several reasons. The fact that the airflow was hot and dry meant that evaporative cooling spray chambers could achieve lower working temperatures at a very low cost compared to the expansion of the chilled water plant. The expansion of the ventilation system at Meikle mine and the use of evaporative cooling spray chambers were demonstrated to be very successful and the information presented in this paper can be of benefit to other mines experiencing the same ventilation problems as was the case at the Meikle mine.

 The Hellyer and Mt. Chalmers deposits are mound-style volcanic-hosted massive sulphide (VHMS) deposits in Australia. Textural, petrographic and microthennometric investigations of fluid inclusions in the Hellyer stringer system indicate that Type I, primary, liquid-vapour inclusions are 10 - 15 J.UIl in size, and yield homogenisation temperatures of 170 - 220¦C in early 2A veins, 165 - 322¦C in main-stage 2B veins and 190 - 256¦C in late-stage 2C veins. These data suggest a waxing and waning thermal history. However, the average salinity remained between 8 - 11 NaCl equiv. wt % in all Stage 2 veins. At Mt Chalmers, Type I inclusions up to 20 urn are found in quartz from the mineralised zone, and these inclusions yielded homogenisation temperatures of 160 - 268¦C and salinities of 5 - 8 NaCl equiv. wt %. Laser Raman spectroscopic (LRS) analysis indicates the presence of CO2 (<1 mole %) in the Hellyer and Mt. Chalmers VHMS systems. Semi-quantitative SEM/WDS microprobe analyses of fluid inclusion decrepitates indicate that the Hellyer and Mt Chalmers ore fluids were enriched in potassium and calcium but depleted in magnesium relative to seawater. PIXE microanalysis of fluid inclusions in quartz also indicates a significant base metal concentration in these fluids. Cation composition and higher salinities relative to seawater suggest that recycled seawater alone cannot be the sole source of the ore fluids. High base metal content and the presence of CO2 in the fluid inclusions imply that magmatic input of ore metals during seawater leaching of the footwall volcanic pile is a distinct possibility.

The object of this talk is to bring before members the importance of the prospector and the' State Battery system to the wealth and prosperity of the mining industry in particular and the State of Western Australia in general, and to touch on the more important features.Customs plants of any sort are usually subject to a good deal of critioism, usually on the large profits made at the expense of the customer, etc., and this often clouds the real value of the work being done.Prospectors, on the whole, are a good class of men; they work under conditions and difficulties which would deter those less spirited. Food, water and mining supplies are often difficult to obtain and frequently have to be transported great distances. Their mining tools are usually of the most primitive type, yet during last year over 109,000 tons of prospectors' ore were handled by the State Battery system for 73,250 fine oz. valued in Australian currency at over £587,000, the value being 57/- per long ton at par.This production brings the State Battery system into fourth position amongst the producers of the State, the yield being exceeded by the Lake View and Star, Wiluna and the Great Boulder.In passing I might mention that these notes were written at the end of the year 1940, and the above figures were for the previous period. The figures for last year, 1940, were not quite so good, being 101,000 tons for approximately 60,000 fine oz., valued in Australian currency at £572,000.In spite of this drop the State Battery system maintained its position as fourth in order of gold output for the State.The extractions, as a whole, throughout the system, were 92·54%, made up of 68·86% by amalgamation and 23·68% by cyanidation. These figures, for a group of 20 plants treating widely different classes of ore, must be considered satisfactory. The total production since inception is over £11,000,000 in Australian currency.State Batteries are usually more or less of a standard design. Ore is reduced to about 2i in. maximum size before being sent to the bins. Challenge automatic feeeders control the feed to each mill unit, amalgamated copper plates collect the free gold. Corduroy strakes are used with some ores after amalgamation, but in only a few cases has this been found of any advantage to the customer.The pulp from the battery is sampled, after leaving the tables, with a "Tazewell" sampler and pumped to dams for subsequent cyanide treatment.The "Tazewell" sampler is a machine driven by the moving pulp; and takes about fifteen dips per .minute from such pulp through a slotted...

Blasting is one of the most commonly used strategies for excavation in civil and mining engineering. Yet blasting can also bring along such undesirable effects as ground vibrations and soil disturbance. Numerical analysis is a powerful tool for estimating the effects of blasting and improving blasting design. In this research, a constitutive model for sand is proposed for the numerical analysis of blast-induced ground motions and wave propagation in soil mass. In the model, three model surfaces, ie the critical surface, the dilatancy surface and the bounding surface, are defined following the bounding surface hypoplasticity framework. The strain rate is included explicitly into the model formulations so that the proposed model is valid under high strain rate loadings caused by blast-induced vibrations. The paper describes an efficient method for analysing the different attachment kinematics of excavators and other linkages by taking into account digging forces, the workspace and the stability of the machines. The different attachment kinematic systems of hydraulic excavators and a æclassical analysing methodÆ will be presented. The method was integrated as a plug-in for the multibody simulation (MBS) software MSC.ADAMS to create an easy to use solution for design engineers. A comparison of the new MBS-solution with the classical static analysis is a part of this paper and shows the advantages of the new method. This takes into account the manifold and new dynamic analysing opportunities, as well as more detailed models leading to more accurate results.

Successful closure of tailings storage facilities (TSFs) is an environmental issue faced globally by metalliferous mines. During the initial feasibility and design phase of the mine life importance is placed on the physical stability of above ground TSFs, largely driven by legislative requirements, whilst closure planning is often a secondary consideration. However, as the landform is further developed and constructed attention must be paid to regularly revisit the original closure plan and update it to achieve the best (sustainable) possible outcome for both the environment and stakeholders. A mine in northern Queensland is in the process of developing a closure strategy at their TSF. Appropriate closure measures for the TSF are required to mitigate the impact of any seepage emanating from the TSF on the groundwater and surface water receptors. O’Kane Consultants Pty Ltd (OKC) have provided the mine assistance with the development of a TSF cover system design in order to appropriately manage tailings during operations and to prepare for the facilities’ closure. OKC has collected data since 2007 from cover system field trials located on the TSF. To enhance engineering judgement in the design of future cover systems, calibration of soil-plant-atmosphere numerical models to field data (referred as ‘field response modelling’) were completed. Calibrated model inputs can be used to provide insight into long-term cover system performance as well as a tool for design of the final landform.Following a site investigation, materials characterisation and numerical modelling program various cover system alternatives were developed. Two of the preferred cover system alternatives referred to as Test Plot #1 (TP#1) and Test Plot #2 (TP#2) (Figure 1), were constructed at the site and instrumented. Monitoring instrumentation comprised several nests of in situ volumetric water content and thermal conductivity sensors to measure changes in water content, temperature and matric suction within the cover system materials and underlying tailings waste. In Lusatia, lignite mining causes major disturbances on the landscape scale. Reclamation procedures are applied to recover the reconstructed landscape for different land use options. In this study we investigate soil physical properties of an agricultural reclamation/recultivation site directly after site restoration and the development of selected parameters within the first years after site restoration depending on varying recultivation strategies.The sandy substrates used for recultivation stem from depths of several meters. They are unstructured, free of recent organic matter and have high contents of calcium carbonate. During reconstruction and most of all during surface levelling with heavy crawlers, the substrate?undergoes high mechanical stresses. This leads to partly severe soil or substrate compaction, depending amongst others on substrate water content and mechanical stresses during site construction. We investigate the effect of different organic soil amendments, different crop rotations and partly subsoiling on the development of soil structure. We compare results of laboratory measurements directly after site construction before any reclamation measures had been applied to results we gained after three and four years of recultivation. The results show that after the earthworks are completed, the site is strongly heterogeneous in relation to mechanical stability, permeability for air and water, pore volume and bulk density. The results after three and four years show that the heterogeneity of soil physical parameters decreases. Characterisation and Processing of Electronic Waste for the Recovery of Metal Values Electronic waste (e-waste), which is a hazardous waste, can indeed be a good source of metal values especially for Cu, Pb, Sn including the precious metals such as Au, Ag, etc. In the present work a protocol for sorting and disassembly of e-waste consisting of computers, TV sets and mobile phones, as well as the characterisation and processing are investigated. E-waste consists of assorted materials consisting of metals, plastics and polymers, ceramics and glass. These components are classified into nine categories. The components, in which metal is embedded into non-metallic base, require complete pulverisation for liberation of the metal. The liberation size is observed to be around 1 mm. Several stages of crushing, shearing and shredding and grinding are required to achieve the required feed size. It is evident from detailed chemical analysis that the pulverised particulate is quite rich in metal values. Computer waste has 23 per cent metal by weight with over six per cent Cu while TV waste has 20 per cent metal with about 4.5 per cent Cu. Mobile phones are much richer in metal content with about 56 per cent metal including 32 per cent Cu in it. Metal content is observed to be more significant in the larger size classes and Pb and Cd are found to be the major contaminants. Morphological studies show that a substantial fraction of the particles is flat or elongated. Based on detailed characterisation, a flowsheet is developed involving dry and wet methods to separate the metallic materials from the plastics physically. It is established that according to this flowsheet a metal rich fraction with over 90 per cent recovery of the metal values can be achieved. Considering the relatively inexpensive unit operations involved in the flowsheet it is envisaged that it would provide a commercially viable scheme for processing large tonnage of e-waste.

A probabilistic approach is proposed for updating open pit slope sta- bility based on successful performance. The suggested approach is developed within the framework of Bayesian probability theory. In seeking solutions to geomechanics problems consideration must be given to inher- ent variability of shear strength parameters and to the errors in the esti- mation of these parameters. The latter can be significant and may lead to consistent overestimation or underestimation of the values derived from site investigation and testing. Conventional deterministic methods of slope stability analysis do not allow systematic modelling of uncertainties in applied loads or in shear strength parameters. Within a probabilistic framework indicators of stability may be calculated, e.g., the reliability index and the probability of failure. Based on observation of slope per- formance at any given stage of a project, the mean or the standard devi- ation (or both) of a shear strength parameter may be updated. Consequently the indicators of stability can also be updated. The appli- cation of such an approach is demonstrated by an illustrative example.

The minerals industry, as many other industries, has a wealth of indicators and a thriving æindustryÆ in their development, measurement and reporting. It is natural for this to occur for a new endeavour. However, perhaps it is time for the community concerned with minerals industry indicators to ask whether we have achieved a certain maturation whereby proliferation of indicators may be replaced by a more disciplined and constrained approach. In many natural and engineered systems, thermodynamics provides well-understood and tested constraints. Indicators that are uninterpretable in this framework are not considered acceptable. This paper provides initial evidence that such a formalism may be possible for mine sustainability. The formalism developed does not claim to have the rigour of thermodynamics. However, it does provide a first step towards formalising selection of indicators on the basis of their true comprehensibility. A set of simple equations is developed that represent the conventional five capitals (actually we use six because we separate renewable and non-renewable natural capital) and how they are linked. This is coded into a simulation model. The base equations are then used to develop a system level indicator of sustainability performance, which is asserted to be a reflection of the mineÆs reputation. We define a least sustainable state, termed æmaximum revenue mining (MRM)Æ in the system and define the degree of system sustainability as how far the system is from the MRM. We then introduce a simple mechanism whereby different actors can express differing views on the emphasis for the distance from MRM. Sustainability thereby becomes a non-unique thing that is defined by a distance from MRM and a set of preferences across the capitals.

The installation of truck turntables at above-ground crushers has the potential to yield gains in efficiency and productivity by eliminating the need for the trucks to turn around and reverse up to the crusher to dump their loads. The benefits include savings in time, fuel consumption and tyre wear. In addition, having a smaller area near the crushers dedicated to manoeuvring the trucks can be a significant benefit at some sites. Safety is also enhanced using turntables.This paper describes a project with the Australian Turntable Company to develop software that generates near-optimal layouts for the paths taken by the trucks in the vicinity of the crushers when turntables are present or absent. The geometry of the paths is constrained by the turning radius of the trucks and by the boundary of the manoeuvring area. The software quantifies the benefit of installing turntables by generating a design for paths with turntables and comparing it with the layout in current or planned use by the mining company. The mechanical properties of rock samples of identical lithologicalcomposition may vary significantly due to existence of materialdiscontinuities. Laboratory tests were carried out to determine the effect of material discontinuities on rock sample mechanical properties. The investigations consisted of detecting discontinuities, observing the failure mechanisms during uniaxial compressive strength tests, and analysing of the factors affecting the strength. A non-destructive testing method has been adopted to assist in thedetection of discontinuities. Laboratory testing proved that fractures leading to failures initiated on the detected discontinuities. The location, orientation, size, density and extent of the discontinuities contribute to different modes of failure and these affect the mechanical parameters of rock samples. Four modes of failure were distinguished for hard and brittlecylindrical rock samples. These modes were referred to as simple shear failure, multiple shear failure, multiple fracturing and vertical splitting. To evaluate the effect of discontinuities on mechanical parameters, the ratio of uniaxial compressive to tensile (Brazilian) strength was calculated and analysed for the different modes of failure. It was found that the value of the ratio depended on the mode of sample failure. The lowest value of the ratio was observed for shear mode of failure and the highest for vertical splitting mode of failure.

In the 1890s, The Goldfields Water Supply Department in Western Australia commissioned the diamond drilling of two deep artesian exploratory water bores near Coolgardie (Blatchford, 1899). At the time, in spite of strongly-worded advice to the contrary from the Government geologists, there was a wide popular belief that you could obtain artesian groundwater virtually anywhere providing you drilled deep enough. The first Coolgardie hole was drilled to over 900 m, despite the fact that the bore penetrated granite from a depth of 5 m below the surface. Drilling proceeded for more than 16 months, between July 1896 and November 1897. A small quantity of salt water was struck at a depth of 36 m. The second bore was mercifully terminated at a depth of 50 m, also in granite, with again only a small inflow of salt water. Such were the desperate lengths that were pursued to obtain a reliable water supply for the influx of people in the Eastern Goldfields gold rush. The WA Goldfields continued to rely on huge condensers for water supply until that great engineering feat, the construction of a water pipeline from Mundaring Weir to Coolgardie, was completed in 1903. An enormous network of rail tracks penetrated outwards from Kalgoorlie and Coolgardie for the collection of timber, principally to feed the condensers. Remnants of the rail network are still visible today. The acute shortage of fresh water led to great deprivation, disease and death among the early miners. Today, the water problems faced by the mining industry are thankfully not as severe, but they are nevertheless no less challenging. The southern part of the WA Goldfields is a notoriously difficult area for finding potable quality groundwater. Even as recently as the 1990s, there were occasional serious efforts to find potable groundwater in that area, some very imaginative and innovative. One mining company, working south of Southern Cross, spent many months experimenting with recovery of potable quality water from a shallow freshwater lens overlying hypersaline water in a low permeability weathered granite aquifer. They used very low capacity pumps manufactured from car windscreen washer pumps powered by solar panels.
