The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

Gold was discovered at Waihi in 1878. In 1987 the modern Martha Mine opened in the middle of the town of Waihi. Newmont Waihi Gold as the current licence holder has been operating the mine since 2000. The current open pit was scheduled to stop production in mid 2006. An underground mine is currently being developed to the east of the town.   In 2001 serious subsidence issues from historical underground mine workings outside the mining licence and the forecast closure of the open pit acted as a catalyst for the development of new communication initiatives.   In this context Newmont Waihi Gold and the Hauraki District Council initiated a community consultation process with the people of Waihi. The Waihi Community Consultation Committee (WCCC) was established in May 2003. After an initial brief to act as a forum for community participation in closure and rehabilitation of the Martha Mine, the group quickly took on a much more proactive role working towards the long-term social, environmental, cultural, economic and spiritual sustainability of Waihi.   In the course of over three years of meetings all groups represented on the committee have presented their views, developed ideas and established an organisational structure to bring those ideas to fruition. The challenge now is to work together to consolidate likely options, seek sources of funding, produce business proposals and implement the plan for the future of Waihi.   This paper backgrounds the experience to date and describes the outcomes of the process. For more detail on process considerations this paper should be read in conjunction with Part C by process facilitators, T Clark and S Stewart. Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

The 90 m deep Yallourn Open Cut brown coal mine in the Latrobe Valley, Victoria is developing into an area close to a reverse fault. A major batter stabilisation program, matched to ongoing operations, has com- menced to maximise coal recovery where the fault is within 100 m of the Open Cut. The various mine development options considered during the planning stages are outlined. These options were formulated in a back- ground of geotechnical constraints and the need to maintain continuous and reliable coal supply at a time when a new coal field would be developed. The geotechnical investigations and analysis procedures under- taken to determine stability of the batters during their excavation are presented. The geotechnical constraints on the mine design and opera- tions required to ensure safe working conditions are detailed. Current operational and batter stability conditions are considered satisfactory.

High solids brown coal slurries have been prepared with concentrations approaching those achieved with bituminous black coals. The high inherent water content and macroporosity of Victorian brown coals have been reduced in a controlled manner by chemical and mechanical means. The hydrophobicity of the coal surface has been increased sufficiently to reduce the tendency for swelling and water uptake. This together with densification has allowed the solids content to be progressively improved from 25% solids with raw coal to 65% solids with modified coals. Both raw brown coal and modified brown coal suspensions show shear thinning behaviour resulting in lower viscosities at higher flow rates. All coal suspensions displayed a yield stress once sufficient solids concentration was achieved. This yield stress can be used in the prevention of solids settling. Under simple shear mixing the network structure that provides the yield stress quickly breaks down to a low viscosity fluid with reduced yield stress and a pumpable consistency. The time necessary for structural recovery is in the order of days permitting shut-down and start-up of fuel delivery systems.

The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag, the main system formed in the Ruhrstahl-Heraeus (RH) vacuum degasser, was measured at 1873 K to understand the effect of slag compositions on the carbon contamination in the ultra-low carbon (ULC) steels. The stable form of carbon was demonstrated to be carbonate by plotting the log [(wt%C)/aC] ratio against the log p(O2) which ranged -11 < log p(O2,atm) < -9. The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag can be estimated using thermodynamic model. The distribution ratio of carbon increased with increasing concentration of FeO due to the FeO reduction reaction and increased basicity of slag. The carbonate capacity of the CaO-Al2O3-FeO-SiO2-MgO slag can be expressed as a linear function of the activity of lime and the optical basicity.

Any engineering firm hoping to do business in the modern world must understand-and take into account-the social and economic realities of client, country, culture, and community. If these considerations are ignored, any large-scale international development project is doomed to failure even before it begins. In this changing world, the distinctions between `developed&apos;, `developing&apos;, and `less developed&apos; nations are more and more blurred. The so-called `less-developed&apos; and `developing&apos; nations are rapidly acquiring technology, an educated man- agerial and technical class, manufacturing capa- bilities, a growing spectrum of developed financial and raw materials resources, and a broad range of labour skills. These nations are establishing themselves as an integral part of the modern world, on an equal footing with other nations and with justifiable expectations for an ever higher standard of living and an ever better quality of Life.

In the mining industry, rock blasting can be considered as the first phase of comminution. The downstream phases of comminution are mechanical, and consist in consecutive stages of crushing and milling for grain size reduction. The total energy of mechanical comminution depends on grain size and on the resistance of the material to grindability. Usually, the first is quantified by the grain size distribution or one of its KPIs (such as the diameters X50 or X80), while the latter by the working index (WI), representing the amount of energy necessary to reduce the size of grains of a determined amount of material to the desired equivalent diameter (usually expressed in kilowatt hours per tonne – kWh/t). It is widely recognised that it is possible to manage the output of a blast in terms of grain size distribution varying specific charge (powder factor – PF) and charge distribution; specific algorithms such as the KUZ-RAM or the SWEBREC have been created to predict such output. It has also been demonstrated how higher PFs weaken the blasted material by creating micro-fractures that reduce its WI. This paper focuses on a related aspect: the influence of charge distribution on the specific comminution energy in crushing and milling. Small-scale blasts have been performed on 14 marble blocks with different PFs and charge distribution. For every PF, charges have been designed to simulate concentrated and distributed geometries. Concentrated charges simulate opencast blasts with large-diameter holes, with large burdens and spacings. Distributed charges simulate bench blasts with small-diameter holes and reduced burden and spacing. Three control blocks have been fragmented by mechanical means for comparison. For every sample the grain size distribution and the WI in ball mill has been determined. Results show the correlations between charge distributions and the specific energy of mechanical comminution in milling. Open cut mining of the Black Rock chalcocite ore started in 1963. A ground movement monitoring programme was commencing in the early stages of mining when signs of instabilityof the western wall became apparent. Eventually 100.000 cu vd, of overburden Were removed beyond the rim of the western wall in an attempt to stabilize the slope. Subsequent decpenlug and mining till the final batter angle of 45 resulted in deterioration and mining was stopped 38 ft short in the ulltimte design deplh of 520 ft.Investigations showed that the geology of the western wall , was a major factor in the instability of this wall. A block jointed model was made 10 illustrate some of the pehomena observed. Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty&apos;s senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute&apos;s existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute&apos;s foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia&apos;s history, because, to quote one writer&apos;s apt phrase, &quot;it precipitated Australia into nationhood.&quot; It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. In a dynamic environment such as the Star Mountains of Papua New Guinea Geotechnical Engineering for the Ok Tedi Project must be described as both interesting and challenging. To be effective a reasonable sized team of dedicated people is required with occasional supplementation by specialist consultants and an annual review process. Ok Tedi Mining Limited&apos;s (OTML) Geotechnical Section has a vision to be recognised as the leading mine-based geotechnical engineering section in PNG and to be world class by any international standards. This paper deals with the organisational and operational duties of the Geotechnical Section at the Ok Tedi Mine. One of our major roles is in the area of safety, and in particular in the early warning of natural and mining induced geological hazards that may affect safety and/or productivity. The major activities in- clude geotechnical inspections (pit, waste dumps, tunnels, re- gional), data collection activities and database management, geotechnical design and control work.

Mineralogical analysis of supergene sulphide ore recovered from areas close to the underground workings at the abandoned Mutooroo (South Australia) mine shows that the original sulphide minerals have undergone substantial alteration. The cause of this alteration is believed to be contact with the highly saline, acidic mine water. The copper is now present as a sulphide that can best be described as a copper- and iron-delicient chalcopyrite, CuxFeyS2, where in most cases x &lt; y. The values of x and y vary from point-to-point within each grain.Leach tests under a variety of conditions show that dissolution of the copper from the supergene sulphide ore can be readily achieved, particularly when compared with the behaviour of Mt Isa chalcopyrite concentrate. For the supergene sulphide ore, an increase in the acidity and the iron(lll) concentration of the leachant re ults in an increase in the rate of copper dissolution.The results are briefly discussed in terms of the experimental in-situ leaching operation at Mutooroo, South Australia.

Sampling protocols that are designed to suit the mineralisation style will result in a reduction of the nugget effect and hence resource risk. The a priori need for all sampling programs is the effective characterisation of the mineralisation type(s) to support optimisation. This requires a program of sampling for sampling followed by holistic characterisation. At each end of the coarse-gold to fine-gold spectrum, the samplability of a deposit ranges from relatively simple for fine-grained disseminated gold particles, through to extremely difficult for coarse nuggety mineralisation. Many deposits contain a proportion of both particle size types. The proportion and size of coarse gold particles has a direct impact on the effectiveness of sampling, where coarser particles will require larger samples and more specialised protocols. The nature of mineralisation geology/mineralogy and associated gold particle sizing can only be determined by sampling to facilitate optimised protocols. Mineralogical studies, focusing on particle size, particle clustering and distribution in host minerals, are required as part of wider paragenetic and metallurgical investigations. This paper discusses the role of mineralogical studies in the characterisation of gold ores for sampling optimisation through a series of case studies.

Much of the coal and gold mining industry of New Zealand is small scale. Funding is tight and mechanisation limited. The country has many well documented small coalfields (some with significant outcropping) and alluvial gold deposits. These are generally remote, difficult to access (physically and otherwise) and of submarginal value (largely a consequence of size when viewed for extraction by traditional techniques). The industry is also burdened by environmental and bureaucratic constraints. The above over simplified setting suggests to the Author, a newcomer to New Zealand, the opportunity to consider some novel concepts based on technology and techniques developed overseas or borrowed from other industry sectors. The objective being to make viable in economic and environmental terms projects that might otherwise be stillborn if considered for exploitation by conventional means. The paper mainly discusses 2 concepts focusing on the application of augers for exposed high wall or outcrop coal and micro-tunnelling augers for alluvial gold extraction. These may be considered high mobility &apos;container&apos; (as in shipping container) packaged, or &apos;non invasive&apos; mining systems. It is stressed that these are but concepts and have yet to be subjected to rigorous financial or engineering scrutiny. This could only follow their acceptance by, and input from, New Zealand miners. There will also be brief mention of a new modular conveyor system which might have application within the concepts or existing small scale mineral extraction operations and mention of a project currently in progress to apply tangible &apos;sustainability&apos; to underground coal mining.

Although mining is an old industry its management is quite a new science, and its complications are now being recognised as demanding expert knowledge in many branches of technical and professional education. Not the least amongst these isaccountancy, for probably its most important problem is &quot;How to control the expenditure.&quot; Unlike most businesses a mining company stands almost entirely in the light of a purchaser in the world&apos;s markets, and not as a seller, except say for product so the established and perfected systems of modern industries cannot be adopted for mining purposes. For this reason it has been left for late years to consider the matter seriously, and now a number of well-managed concerns have devised costs systems to suit their own requirements.Very little, however, has been published and even that is disjoined and difficult to make use of. Some of the costs systems in vogue, although elaborate and imposing, are not of very great value for keeping check on wasteful expenditure, or for displaying the commercial effect brought about &apos;by any particular change in practice, or by an addition or alteration to a portion of existing plant.

The formation of Kiruna-type deposits has been ascribed to either immiscible iron phosphate melt separated from silicic magma or precipitation from magmatic-hydrothermal fluids. The early Cretaceous Ningwu volcanic basin in Eastern China contains tens of Kiruna-type iron deposits. The orebodies are mainly hosted within the top zones of subvolcanic dioritic intrusions and along the contacts between these intrusions and adjacent volcanic rocks/strata.The orebodies are commonly associated with widespread brecciation and wall rock replacement. Magnetite formation was closely associated with extensive hydrothermal alteration that may extend kilometres, with both vertical and horizontal zonation. Field and textural data indicate that magnetite formed slightly later than albitisation but coeval with apatite and actinolite. Elemental analysis of magnetite and apatite from ores shows distinct features to those as igneous accessary minerals in the host dioritic intrusions, suggesting a genetic relationship to magmatic-hydrothermal processes. Magnetites have elevated TiO2 (up to 5 wt per cent) and V2O3 (up to 0.7 wt per cent), which implies that they are derived from incipient high-temperature magmatic fluids. It is concluded that the Kiruna-type deposits in the Ningwu basin most likely formed from high-temperature magmatic-hydrothermal fluids. The emplacement of dioritic intrusions into a subvolcanic setting likely plays a critical role in the development of Kiruna-type deposits.CITATION:Zhao, X-F, Zeng, L-P and Li, J-W, 2015. The Pueblo Viejo project in the Dominican Republic installed an innovative sample system on its reverse circulation (RC) drilling rig during commissioning and subsequent commencement of operations. As knowledge of the orebody increased with mining and plant production, cost pressures became apparent that raised questions concerning the continued use of RC drilling versus blasthole sampling for ore control.To justify the continued use of RC drilling for grade control, an in-depth study was undertaken to determine the quality of the sample and prove its value-add to the operation.To investigate the differences in sample quality, a complete bench trial was initiated across both ore pits to compare RC drill results with blasthole assays on a side-by-side basis. The results indicated that based on ore block comparison between RC and blasthole sampling, RC identified an additional 20 per cent of high-grade (+ 4.5 g/t Au) ounces.Previous work indicated that Au, Ag and Cu were all elevated in the drill fines at Pueblo Viejo (Goers and Almond, 2012). This previous test work did not consider the quantity of fines in an RC sample therefore new test work was undertaken to include particle size distribution analyses. This study would determine if the inclusion of fines in the sample was occurring and compare the quantity of fines in the sample against other sample systems and blasthole samples.Comparisons between RC samples and blasthole samples indicate that for the RC samples a range of 30–35 per cent of the sample passed 300 mesh as compared to blastholes where the range of the sample passing 300 mesh was 15–30 per cent.This paper includes a case study on the importance of accurate samples and how they have impacted throughput through the pressure oxidation process plant at Pueblo Viejo. The accurate samples provided by RC allow for improved stockpile and blending strategies, showing the importance of accurate samples to manage risk and create value, against the perception that savings can be made at the risk of poor sampling performance.CITATION:Almond, M and Ventura, L, 2017. Many different approaches have been used in the past to characterise iron ore sinter mineralogy to predict sinter quality and elucidate the impacts of iron ore characteristics and process variables on the mechanisms of sintering. Characterisation techniques include optical image analysis and point counting, X-ray diffraction and scanning electron microscopy. Each technique has its advantages and disadvantages depending on the objectives of the measurement. It is generally acknowledged that silicoferrite of calcium and aluminium (SFCA) is very important to the quality of the sinter produced; however, strict definitions of the phases and textures of SFCA are not generally agreed. This paper summarises the state-of-the-art in sinter characterisation applied in Australia by both academics and industrial researchers. The revival of the mining industry at Captain&apos;s Flat after a long period of years of inactivity has attracted attention to the importance of the ore-deposits of that field as potential sources of supply of lead and zinc. Mindful of the necessity for taking stock of the State&apos;s mineral resources, the Department of Mines of New South Wales as part of its programme of geological investigation, carried out a survey of the oredeposits and associated country rocks during 1938 and 1940.Surface geology was mapped in detail and all available exposures were examined and logged. Unfortunately, and this condition militates against the formulation of conclusions because of insufficiem.t data, some of the older workings, notably in Keating&apos;s Section, were inaccessible and the logging of levels and stopes is by no means as complete as could be desired. However, with the progress of development and exploration, further information of geological value will come to hand for incorporation in supplementary reports. It may be expected that, under such circumstances, modification of certain statements herein expressed may be necessary but it is not anticipated that any vital alteration will be occasioned.Within the State of, New South Wales, Captain&apos;s Flat ranks second to Broken Hill as a pqtem.tial producer of lead and zinc. In addition, large quantities of iron pyrites are available for the manufacture of sulphuric acid which finds application in the superphosphate industry.The mines are now controlled by an operating company known as Lake George Mines, Ltd., incorporated in New South Wales, the parent organisation being the Lake George Mining Gorporation Ltd., registered in London.Over &#163;600,000 has been spent by the Company in exploration, mine development, surface plant, housing and water &apos;conservation, while the State&apos; Government constructed a branch railway from Bungendore at a cost of &#163;200,000. The various activities consequent upon these development and construction programmes and the prospect of employment in the industry has led to a rapid increase in the population of the township.The State, generally, has benefited to the extent of a substantial contribution to the relief of the unemployment problem, and it is hoped that reasonable permanency will be assured to some hundreds of workers for many years.

The morphological changes that gold undergoes during transport in gravel-bed rivers are a function of transport distance in particular, as well as bedload material, river gradient and velocity, and bed roughness. Gold size, shape and outline are modified by abrasion, flattening, folding and breakage during transport. The resultant morphological characteristics can be used to predict source types, source location and transport distance, as well as the origin and dispersal patterns of gold in ancient placers where the transport history is unknown.
