It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

After multiple tailings dam failures in recent times, the owner organisations have made increased efforts to step up the governance systems to industry best practise in the design, construction and operational management areas. The measures include but are not limited to, site investigation, rigorous peer review (both internal and external), certification through appropriately qualified personnel and improvement in operational management practises. While a lot of focus is on design and operational practices, the construction stage requires adaptation (both in terms of materials and approved design) and immediate decision making on site. Work undertaken in these areas is mostly irreversible and sometimes poses serious threat to the future TSF raise/ expansion planning and may lead to reduced life of the TSF and additional risk to the Owner.This technical paper will discuss some challenges and highlight the importance of appropriate processes to achieve a successful construction regime. The process will include a robust quality control/ quality assurance process, a team of designer-constructor-owner with suitable skills and technical understandings and robust documentation of the entire construction process from day 1 to the completion of construction.CITATION:Kundu, A and Laxman, M, 2018. The devastating failure of Dam I at the Corrego do Feijao iron ore mine near Brumadinho in Brazil on 25th January 2019 left at least 270 people dead or missing. In the immediate aftermath of this event, many mining companies commenced reviews of their tailings and water storage facilities (T&WSFs), and Rio Tinto was no exception. Rio Tinto has an interest in over 250 T&WSFs across 47 sites in 13 countries as owner-operator, as managing JV partner, and through non-managed partnerships and other ownership arrangements; T&WSF experts from Rio Tinto’s Surface Mining Centre of Excellence visited the sites in order to complete Technical Risk Reviews of each facility. These reviews looked beyond the day-to-day operational aspects of T&WSF management, and the site’s compliance with local regulations and Rio Tinto’s internal D5 Standard – Management of tailings and water storage facilities, in order to provide a strategic, second line of assurance perspective. The reviews focused on design and construction; operational controls; risk control framework; and competencies and capabilities of personnel involved in the design, operation and closure of the facilities. Additional activities were carried out in parallel with these reviews, including the development of a consistent approach to dam break studies; the public disclosure of information on Rio Tinto’s tailings storage facilities and their management; and contribution to external programs such as the initiatives being co-ordinated by the International Committee on Mining and Metals. This paper provides an overview of the tailings and water storage assurance work undertaken by Rio Tinto’s Surface Mining Centre of Excellence Tailings Validation Taskforce to date; work that will continue to improve governance and assurance for all of Rio Tinto’s T&WSF.

It is crucial to record ground movement of any magnitude to enable the safe and economical design of excavations and infrastructure. The DigiMine Laboratory is equipped with technologies to record such movements. This paper analyses the effectiveness of the Digital Mine instrumentation in recording earth movements in light of the Botswanan earthquake which occurred on the 3rd of April 2017 at 17:40 UTC. Recordings from the Digital Mine are compared with other ground sensing technologies which also captured the event (USGS and GEOFON systems). USGS and GEOFON system’s recordings suggest that, there are a number of possible mechanisms that could have resulted in the earthquake as discussed in the paper. Compared to the USGS and GEOFON systems, DigiMine system could not provide an analysis that could give possible source mechanisms. However, the system’s success in recording the Botswanan earthquake, is an indication that the system works and can be further developed or improved. For a comprehensive analysis, more data from various sensors needs to be collected. For example, DigiMine connecting to the national seismic monitoring system or to the local mine’s seismic monitoring system. Such connections will enable the development of a better self-analysis system and possibly prediction of future events. "The purpose of this paper is to present the findings of a waste rock remediation program conducted at a gold mine in New South Wales (NSW) over a six-year period. The treatment of waste rock dumps included the longitudinal results of one-off applications using: ViroMine Technology, including the application of a chemical reagent called Terra B, which is a benign, clay-like substance derived from processed bauxite and other sources lime and biosolids (added for nutrient value) clay capping and topsoil compared treatment outcomes from these three approaches to a control.Parameters measured in the program included leachate pH, total actual acidity (TAA) and chromium reducible sulfur (CRS), Al, Cd, Cu, Fe, Mn, Ni, Pb, Zn, and tree height and vegetative cover density with data collected at regular intervals over a six-year monitoring period. Findings over the life of the study indicated, for example, that leachate pH in the control area was 4.5 in year 1 falling to 4.0 by year 6; pH in the lime and capping treated waste rock was initially raised to about 5.5 after treatment but fell to 5.0 within 24 months and remained a low 4.7 by year 6; pH in the Terra B waste rock was 6.8 in year 1 immediately after treatment, and actually increased to 7.3 by year 6 with no further treatment. This finding is of relevance because it effectively profiles the acidity curves of waste rock control, lime, and capping applications, and shows that they decline over time, despite an initial æpH shockÆ to the solids as measured by TAA and CRS in the case of lime. Similar treatment curves were observed for heavy metal leachates. Tree height and vegetative cover density indicated that with increasing acidity in the waste rock dump, the lime and capping options did not allow healthy revegetation, but in the Terra B treated areas tree growth and density were comparable to background, undisturbed forest levels.is needed with respect to tailings management, based on a novel integrated research framework.CITATION:Fergusson, L, Blair, D and Barros, G, 2012. With the increasing sophistication of real-time sampling devices for occupational hygiene exposure assessment, research to objectively assess their performance is a priority. Using real-time monitoring equipment has several advantages over established gravimetric sampling methods, particularly their immediate results, lower overall long-term costs and no laboratory analysis costs, which are appealing to the mining industry due to the ongoing occupational hygiene monitoring programs required by the various regulatory agencies.

"Sustainable development has become an issue of ever increasing importance to the mining industry. The Ernst & Young (EY) mining industry risk radar regularly shows several sustainability elements in the top ten risks, with social license the number three risk in the 2014/15 survey. This is supported by the Fraser Institute survey results of 2013 showing that 36 per cent of responding companies indicated public opposition had affected their permitting and approvals process.Addressing these issues in a strategic way across a mining business that is then translatable to actions at operational level has remained an elusive goal in the industry. In addition the environment and community issues are commonly viewed as somewhat separate from financial and production issues and as a compliance cost rather than a value add. In their Harvard Business Review paper of 2011, ‘Creating Shared Value’, Porter and Kramer outline changes in thinking required for companies to improve their business sustainably through considering the societal issues impacted by their operations and products. Along the lines of ‘doing more with less’ companies’ value chains can be redefined to reduce energy, transport, water or other resource usage leaving additional resource for societal usage and/or reducing environmental impacts. This paper explores the linking of the holistic Five Capitals-based approach with the creating shared value (CSV) concept to help businesses unleash the benefits of innovation. Previous papers have demonstrated the potential for Five Capitals approach to create strategic value through sustainable development. Building on previous work, this paper provides an overview of the current status of holistic approaches to mine management and presents the application of the CSV concept on an African mine currently undertaking capitals-based strategic planning. A brief history of the significant haulage truck feature changes and the factors that influenced those changes during the 60's and 70's provide a basis for forecasting the changes that can be expected in the 1980's. A review of the impact factors and changing requirements that currently exist that will create changes. Define the critical requirements of a successful haulage truck design and discuss the availability of bigger engines and better electric drive componetry to provide deeper pit capability and improve reliability. This paper examines the process and specialised skills required to extract insight from data routinely collected by mine operations, maintenance, engineering and environmental departments. Typical insights include: enhanced understanding of root causes; recommendations for next best actions; and simulation of likely scenarios. The skills required for advanced analytics are not currently the domain of mining engineers. The professions required by tomorrow’s mines are likely to be diverse and multi-disciplinary, and will include control engineers, software engineers, mathematicians and statisticians. A case study is presented that correlates mobile equipment production delays with rainfall events across three mines on the east coast of Australia. One mine is shown to have significantly more rain related downtime than the other mines, providing compelling evidence to improve productive performance.

Last September, when I was asked to prepare this paper, I was told the subject was "mining," a broad subject indeed! Rather than choose one of the many important technical and economic details which characterize mining today, I turned to a subject which fas- cinates me: mining's image. If we are to survive and prosper into the twenty-first century, and if industry and society are to continue enjoying the material benefits which flow from mining, we must address the melancholy fact that the general public at best does not understand mining, and at worst does not believe it is needed or deserves to continue. While my point of view is largely that of an American mining executive, I would hasten to point out that Homestake has participated in Australian mining for over three decades, and our subsidiary, Homestake Gold of Australia Limited, is now a major producer in this "lucky country." Does society need a viable minerals and metals industry? The answer is obviously "yes," so the challenge is to change some minds: not just those of the amorphous "public," but on a focussed basis targeting journalists, educators, TV commentators, politicians and opinion makers of all stripes (I thought of using "rifle shot" instead of focussed but thought that might be misconstrued). Along the way we miners must also look deeply into ourselves, our attitudes towards the society in which we function, and our willing- ness to change as well as to seek change in others. How did we become such bad guys? More than a century ago mining was not just accepted, it was even romanticised. In America, we had altered the time-honored concept of "Crown" lands into public lands made easily available to settlers pushing back the frontier. Miners even preceded the farmers and stockmen in what was perceived as nation-building, although by the 1890s there was a growing interest in conservation, especially the protection and management of forests and national parks. Even though emphasis was shifting toward government stewardship and away from trans- fer of public lands to private ownership, homesteading and mining were clearly recognised as valid uses requiring not just access, but security of tenure. Indeed, conservation as it was then understood implied management of the public domain as well as its protection. Initially this was no great problem to the U.S. mining industry, but as the nation grew and competing land uses became more important, conflicts began to appear, first over water rights and later over air quality and destructive mining practices. But these were local disputes rather than national issues, and two World Wars, the Great Depression and post-war reconstruction lulled our industry into thinking that nothing had really changed. After the storm began to break in the 1960s, the mining industry found itself confronted by a growing maze of complex and costly laws and regulations. It took us longer than it should have to realise that, in facing this challenge, we seemed to have lost the understanding and support of many of our legislators and a majority of the general public. Over the last few years at Glencore’s Mount Isa Copper Operations (MICO) mining conditions have become increasingly challenging through lower head grades and higher work indices. MICO has had great success improving operating efficiencies and increasing productivity through focusing on technology, innovation and operational discipline. The recent implementation of the Mine Site Technologies (MST) ImPact System has supported the continued transformation of the MICO operations through improved personnel safety and direct measurement of productivity. The ImPact System has implemented new safety systems such as the heavy vehicle proximity detection system, underground personnel tracking system and emergency evacuation dashboards improving the overall safety of the workforce. The ImPact System has facilitated productivity improvements via real-time equipment and personnel monitoring, and the implementation of exception reporting (personnel productivity), KPI reports and production dashboards, and transparent reports highlighting developing maintenance issues.This paper discusses the components of the ImPact System, the current installation at MICO, and critically analyses the implementation processes and right sizing of the system to meet the needs of the business today and into the future.CITATION:Bullock, J, Kent, D and Wilkinson, M, 2017. Social licence to operate is becoming part of a mining company’s DNA in the same way as health and safety. Consequently, mining companies are receiving increasing pressure from their shareholders to ensure that they add enduring value to the local communities in which they operate. Apart from the shareholders, a company has responsibility to suppliers, customers, employees, the government and the community, which means under the social responsibility model they must be accountable to the other stakeholders. External and internal challenges in mining are increasing the difficulty and complexity of mines to operate. The external mining environment has a big impact on mining operations and is driving matters such as the focus on safety, responsible mining and resource management, sustainability issues, profitability and productivity. Considering this, it is expected that the widespread implementation of Environmental, Social and Governance (ESG) related practices across the mining industry in the next ten years will increase, not just for the big players but for juniors as well. Companies, investors, governments and insurers who fail to act on ESG matters are to likely face greater risks. Demonstrating leadership in ESG will ultimately become a differentiating factor and market participants have much to gain from embracing ESG stewardship as part of their competitive advantage. Stock Exchanges have an important role to play in advancing sustainability in the capital markets. It is for this reason that the Sustainable Stock Exchanges (SSE) initiative was founded to serve as a global platform for exploring how exchanges can enhance performance on ESG issues and encourage sustainable investment. The SSE initiative provides an effective platform for dialogue between the United Nations, stock exchanges, investors, companies and regulators in the mining industry. The paper will explain why ESG reporting is crucial for the survival of a mining company and how the lack of transparency could be detrimental to its public image and shareholder relations. The paper will also identify bodies that regulate ESG reporting, as well as the available tools that provide guidelines on reporting ESG matters. Key ESG reporting parameters (at a global scale) will also be highlighted.

The process of desilverising by fractional crystallisation with reflux was investigated through laboratory batch tests and continuous laboratory bench scale tests at CSIRO Clayton, to a 300 kg/hr pilot plant at Port Pine. The pilot plant built at BHAS comprised a vertical cylindrical refining column with internal diameter 250 mm and height 3.2 m, attached at the top to an off-set cylindrical stirred crystalliser tank. Crystals were made in the crystalliser by intermittent immersion of steel cold fingers, which were water cooled between immersions. Gas heat was used for melting the crystals at the base of the column and for side compensation heating. A computerised in strumentation system was employed for data logging and for controlling some critical plant operations. A mechanical device was first employed to promote counter-current plug flow of crystals down the column against the rising stream of reflux liquid, but this was found to be unsatisfactory owing to excess noise, frequent mechanical failure, and excessive accumulation of dross. Plug flow was finally promoted by pulsing the column. Low silver levels, less than 1 gitonne, were achieved with both methods of crystal transport under total reflux conditions. The pulsed column gave results for silver and bismuth which agreed with the theoretical predictions of a computer model, but there was some selective drossing of antimony. In the mechanically agitated column, excessive drossing promoted selective removal of most of the antimony and some of the bismuth, and the results after extended operation were well removed from the theoretical predictions. Plant failures and operating problems prevented the achievement of satisfactory product quality with the necessary reliability under production conditions. Other priorities necessitated the termination of the project before the process could be optimised.

The appropriate design of liners continues to be an issue on many mills worldwide. Loss of milling capacity especially at liner change, uneven wear lives along the mill, substantial scrap on worn liners, excess mill down-time, undesirably short and unreliable wear lives are all common issues. This paper presents a designed approach to liner optimisation that follows a logical path of initial design and step-wise improvements based on liner wear monitoring. The target is to have a good liner design from start-up, then tune the profiles, heights and thicknesses based on wear monitoring. This is conducted as a team of liner specialist, site personnel and liner supplier. The application to the Pustynnoye SAG mill of JSC Altynalmas in Kazakhstan is presented. Heavy mineral sand exploration drilling prior to the 1970s generally utilised open hole auger and air-blast type drilling. However, mining reconciliations were poor and limitations on accuracy and precision of drilling results were severe.Working with the exploration companies, Wallis Drilling principals designed various systems, including what was termed the ‘Eneabba System’ and then the ‘Capel Twin-Tube System’. Eventually the company with its improvements developed and patented the Aircore Drilling System.Aircore drilling has subsequently become recognised as an excellent drilling system for exploration and mine-sample drilling that gives good precision and accuracy in sampling both above and below water. Its use has also been extended to many other commodities and is used in a number of overseas countries.This paper documents anecdotally the development of the system, identifying problems encountered during the times it was evolving and of the means to overcome the problems as being the documentation of the story by the inventors and developers in Wallis Drilling Company. Aircore drilling system is a Western Australian technological development owing its existence to the designing and incorporation of a number of discrete improvements along the way and recognises the tenacity and inventiveness of all who contributed to the system, in both Wallis and also in a number of companies that gave the impetus to succeed.

The proposed Rockwater Power Project is a hydropower development on the Waitaki River in the South Island of New Zealand. The proposed development will have an installed capacity of 250 MW with a peak flow capacity of 260 m3/s. The project commences at Lake Waitaki and extends some 35 km downstream on the north bank to a surface power station at Stonewall. Flow is returned to the Waitaki River via an outfall channel.The tunnelling for the project is through Greywacke, which comprises Permian and Triassic age marine sediments that are well indurated and weakly metamorphosed. The rock mass is jointed and sheared and there are frequent faults, which range up to hundreds of metres in width. Three 12 m diameter tunnel boring machines (TBMs) are proposed to excavate the 35 km long tunnel.The paper describes the development of the tunnel alignment, rock mass classification, design of the support, rock and hydraulic loads, support installation options and construction sequencing.The alternatives of rock bolts and shotcrete and segmental lining were both investigated and are discussed. Support using rock bolts and shotcrete offers the potential of rapid construction with minimum support cost when the ground conditions are good, but delays due to support installation increases with deteriorating ground conditions. In contrast, segmentally lined tunnels offer greater certainty in cycle time with reduced program risk. Both options are described and discussed.The horizontal alignment is affected by the presence of major fault zones, which are either avoided, or pretreated by driving conventional tunnels through in advance of the TBM delivery, topographical constraints with the rugged topography and operational hydraulic constraints. Construction requirements, future power station operation and the minimisation of leakage from the tunnel have all impacted on the vertical alignment.The number and sequencing of TBMs to be used is discussed in terms of program time and risk minimisation.

The relationships between Aboriginal Traditional Owners and mining companies have often been mired in dispute, particularly since the High Court Mabo decision and the Native Title Act of 1993. In the Pilbara region, Rio Tinto Iron Ore (RTIO) impacts the traditional country of 12 Aboriginal Traditional Owner/language groups. Over the past 12 years the company and the Traditional Owners have negotiated and settled several significant land use agreements including the Yandi Land Use Agreement over the Yandicoogina mine in 1997, between Hamersley Iron (now Rio Tinto Iron Ore) and three language groups û the Bunjima, Nyapaili and Innawonga people and the Eastern Guruma Indigenous Land Use Agreement (ILUA) of 2006. These substantive agreements are now being followed by a new generation of region wide ILUAs which are close to conclusion. Arising from these regional agreements is a new framework for engagement which has been informed by the implementation of the previous agreements in the Pilbara and across the Rio Tinto group of companies. They are driven by both a company desire to have a consistent approach to engaging with Traditional Owners and the Traditional Owners wanting to have a similarly transparent and consistent standard of performance by the company in implementing the agreements which can deliver improved employment, cultural heritage engagement and direct and indirect benefits for the life of mining by the company. During the past three years the growth in the Pilbara, Western Australia brought new opportunities with people flocking to the region for employment flowing from the mining boom. Housing was at a premium and FIFO (fly-in, fly-out employment arrangements) was developed as a method to manage the general growth and demand for skills. Despite the recent down turn in the world economy since September 2008, which has reduced demand for minerals, the Pilbara continues to enjoy high levels of employment and as a result there is still significant pressure on housing and services provision. Although there has been vast economic growth in the Pilbara not only by mining companies but also oil and gas companies, the 2006 census data indicated that the direct benefits of improved employment, business development and engagement in the mainstream economy continued to exclude Aboriginal people. Indigenous people constitute a significant proportion of the population in the Pilbara region, some 6000 people û currently 14 per cent of the population rising to 18 per cent by 2015 û yet they remain at the bottom of the socioeconomic scale. More than 40 years of mining has returned relatively little to this group of people who are the permanent residents of the region and are connected through their traditional culture to this country (Taylor and Scambary, 2005). Ensuring local Aboriginal participation in the mainstream economy has been a challenge for resource companies, Traditional Owners and local residents in the Pilbara. The case study explores the relationship between a mining company û Rio Tinto Iron Ore and the Traditional Owners of the Pilbara. It examines two projects that have been developed to engage Indigenous people in the development of their region and through regional representation and business development to build a sustainable future for themselves and their future generations and at the same time ensure social cohesion to support social licence to operate. The case study also examines the process that was followed by Rio Tinto Iron Ore and its operations in undertaking a regional agreement for land access, participation and the integration of local Indigenous people into their business and the local economy.

The increase in metals demand in the electrifying globe means significant growth in the smelting of copper, nickel, zinc, and lead, produced from primary sulfide sources or using sulfide mattes as the intermediates of the process chains. This means that leaner and complex mineral deposits will be evaluated as ores and are in the future traded in the commodity market for smelting and refining to pure metals. An important issue in the trend is the technology metals, like antimony, tellurium, and gallium, which exist as trace elements in sulfide ores and form no ores of their own. Their recovery becomes important in the coming decades as will be the case with growing slag amounts without use in other industries. The key is to produce environmentally acceptable slags in the smelting operations. It sets new boundary conditions to the treatment of flue dusts. This means that all material streams of smelting and refining must be re-evaluated for the deportments of the main and minority metals. In copper smelting, the recoveries of precious metals are today important for the feasibility of the custom smelters but due to low prices of many minority metals they are discarded in slag landfills. It is one of the emerging issues also in the secondary copper smelting today and once the demand grows, the same question will be faced also in the mining-beneficiation-smelting-refining chain of the primary production of nickel, zinc, and lead. The distributions of many technology metals in the copper and nickel smelting have been recently studied using methods where the chemically bound trace elements in the slag and its phases at the smelting conditions have been studied. Thus, the key data about options for process modifications and additional processing steps are piling up. Short processing routes in the metals smelting and refining are attractive due to their simplicity. At the same time, complexity of many raw materials challenges the fluxing at high oxygen partial pressures in low silica slags with high metal concentrations. The compromise between high primary recovery and safe operation is a demanding task in conditions where slag foaming outside the processing window is evident. The increase in the demand of pure nickel is challenging the raw material basis where low-grade sulfide ores are soon smelted along with nickel laterites to matte. It is a demanding task at high MgO concentrations. The low solubility of MgO in iron silicate slags requires new fluxing strategies and new smelting end points for the operation at reasonable temperatures; the direct nickel matte smelting in one-matte mode may be an option.

Quang Ninh province is the most significant coal producing region in the north of Vietnam. The Nui Beo Coal Company (NBCC) operates open pit mines in Quang Ninh province and the waste overburden produced is dumped as sidehill fill in the Chinh Bac waste dump site. In the past, no special consideration has been given to the environmental impacts during the dumping operations. The mine waste is transported in trucks from the mine site to the dumping site and the loading, hauling and dumping operations are the main sources of dust emission. Rain events, especially during the rainy season, cause the generation of contaminated surface water as well as seepage of water through the dump at a number of locations. The existence of cracks at the top of the dump can pose serious stability problems with heavy rain events leading to failure of slopes which can potentially disturb vast areas of land currently used for agricultural purposes and human settlement. For sustainable development at the Chinh Bac waste dump site in the future, apart from the social and economic considerations to be assessed, there is an absolute necessity for environmental protection measures to be in place both during and after the dumping of the mine waste overburden. Research Association Mining and Environment in Vietnam (RAME) is working to develop and implement concepts for the mitigation of environmental problems emerging from dust, contaminated water and lacking slope stability to ensure successful rehabilitation of the coal mine waste dumps in the north of Vietnam. Within the framework of RAME, the Institute of Mining Engineering I (RWTH Aachen University) is managing and working to develop the stabilisation concepts for the solid mine waste dump in collaboration with the Chair of Geotechnical Engineering (RWTH Aachen University), Brenk Systemplanung and the Vietnamese group of companies VINACOMIN (Vietnam National Coal-Mineral Industries Group). The most economical and environmentally sound operations, as well as locally adaptable environmental protection measures, are essential for the sustainable development of the dumping operations at Chinh Bac dump. This paper describes the dump site and the sustainable development possibilities with an emphasis on the environmental protection and stability problems at the Chinh Bac waste dump.

"Falling commodity prices and a rising supply surplus have ushered in a period of restraint in capital project investment across the global mining and metals sector. Competition for capital project funding has seen fewer projects progress through investment gates and a stronger focus on projects that deliver gains in capital productivity and strategic outcomes.Over the course of the 2015 financial year, EY conducted a study of 108 projects in the global mining and metals sector (EY analysis; Larsson and Ericsson, 2014; SNL Financial, 2015). The projects studied were at various life cycle stages and related to the development of copper, iron ore, gold, coal, nickel and other commodities. Each individual project investment exceeded US$1 B, and the studied group represented a cumulative investment value of US$367 B.The research found that the majority of projects were delayed and/or over budget when measured against the initial estimates made during the early stages of the project life cycle. Of the surveyed projects, 69 per cent were identified as facing cost overruns with an average overrun of 62 per cent above the initial estimate and 50 per cent reported schedule delays, even after remedial acceleration initiatives.The analysis found that budget and schedule overruns could be attributed to five key causes:project management factorsstakeholder conflictsresource constraintsregulatory, and policy-related challengesunfavourable external environment.Improving project delivery performance starts with successful planning, followed by rigorous management during delivery.
