During recent years the iron ore industry has experienced a continuous consolidation trend following increased merger and acquisition activities. Analysing and evaluating these mergers is important in order to establish potential effects. The purpose of this paper is to analyse the price effects caused by the merger between Rio Tinto and North Ltd in 2000. The merger was cleared by the European Commission, as well as the Australian Competition and Consumer Commission, shortly after its announcement. The analysis will be conducted using a simulation model based on a proportionality calibrated almost ideal demand system, which uses the premerger situation in order to estimate the post-merger outcome. The relevant market is defined using shipments data. This is followed by the simulation model applied to the defined relevant market. The results show that the concentration on the market, given by the HHI, increases approximately 15 per cent, and that the market share of the new companyÆs reaches almost 20 per cent. Compared to the CommissionÆs assessment the results indicate a more concentrated market and thus a higher concern for possible competitive effects. Furthermore, the results suggest that the predicted average market price increase from the merger is 1.6 per cent. However, the merged firm is able to increase their average price by 5.1 per cent.

Recently published extensions to the mill-dump cutoff grade theory for joint open pit-concentrator operations lead to equations that must be simultaneously satisfied as a necessary condition for an optimal operating policy. These equations are parametrically dependent upon ore quality parameters, other than grade, relating to the ease of recovery of the disseminated mineral in the concentrator. Since it is not possible to treat quantities of ore corresponding to the size of selective mining units separately in the concentrator some mixing is inevitable and often deemed desirable in the interest of homogeneity of mill feed. This renders the calculation of cutoff grades for individual mining units futile; mining units must be grouped to form larger parcels that can be dealt with separately. In doing so an opportunity cost may be incurred; the loss of potential benefit that would result from such separate treatment. This matter is considered from a theoretical, qualitative, point of view. A numerical example then shows that a significant variability in the quality parameters can be tolerated without incurring such opportunity cost, provided sufficient knowledge is available concerning the distribution and effect of these variables to enable the use of effective mean values of these parameters in the cutoff grade calculation. Lack of such knowledge can have major consequences for the economics of the operation.

The Melbourne City Link Project has two tunnels, the Domain and Burnley Tunnels, which have been constructed by Transfield Obayashi Joint Venture (TOJV) under a design and construct contract. The two tunnels are located essentially under the Kings Domain, the Yarra River and, in the case of the longer Burnley Tunnel, under the inner suburb of Richmond. The Burnley Tunnel is 3.5 km long and reaches a depth of 65 m at the central Swan Street Shaft, the invert being at RL -60 m. The Domain Tunnel is 1.6 km long, with the invert reaching RL -20. The tunnels were driven, for the most part, in the siltstone and sandstone of the Silurian Age Melbourne Formation. Construction aspects of the driven tunnels as related to the engineering geology have been described by Hutchison et al (1998). The Silurian bedrock is a fractured rock aquifer that is connected to overlying alluvial aquifers. Excavation of the tunnels allowed temporary groundwater inflows which substantially de-pressurised portions of the various aquifers. This de-pressurisation provided the potential to accelerate on-going secondary consolidation rates of the Holocene Aged Coode Island Silt (CIS) and the older Quaternary Fishermens Bend Silt (FBS) deposits, in areas where these materials directly overly the aquifers. As a large portion of the urban area of South Melbourne and the old river course of the Yarra River contain extensive CIS deposits, and were within the drawdown influence of the tunnels, the management of the hydrogeological regime was very important. The permanent design of the tunnels comprised drained and undrained sections (a partially tanked design) which, along with some permanent recharge, provide long-term protection against the possibility of accelerated settlement rates. During construction TOJV implemented a comprehensive groundwater management plan to deal with issues related to the temporary drawdown of the aquifers and the temporary acceleration of settlement. This paper describes the hydrogeological regime, the effects of the tunnelling, the monitoring programs, the extensive temporary recharge system, and the consultation program that TOJV utilised to manage the hydrogeological issues.

The detailed mineral composition of the lead-zinc ores at Captain's Flat was first studied in 1942 (Edwards, 1943).At that time the workings did not extend far below the 750ft. level. Since then development has been extended to the 1,390ft. level, and -at the request of the management of Lake George Mines Ltd., an examination of the ore from the deeper levels has been made as part of the research programme of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organization.This account is. based on that examination (Mineragraphic Rept. No. ,537, C.S.I.R.O.)GENERAL GEOLOGYThe geology of the Lake George Mines has been described briefly in The Geology of Australian Ore Deposits (1953), and in much greater detail in an unpublished report by K. Glasson (1952). The area consists of fossiliferous Upper Ordovician sediments overlain by volcanics (Kohinoor VoJcanics), and by fossiliferous Silurian sediments. The volcanies comprise a series of· flows ranging in' composition from dacite to rhyolite, with interbedded tuft's and shale lenses.The region has been strongly folded. The regional strike is from 340° to 355°, and dips are from 75°W. to 75°E, A major syncline, pitching 200 N., occupies the centre of the area. The Kohinoor Volcanic'l outcrop as two bands which represent the east and west limbs of this syncline.The Volcanks in the western limb, with whIch the orebodies are associated, are more strongly sheared than those in the eastern limb.

In both the U.S.A. and Canada regulations concerning the reporting on mineral resources and especially ore reserves have been established. The regulations are virtually identical for the two countries with the main exceptions being who is franchised to write the report and how the various reserve categories may be used in reports to the public. Both countries divide ore reserves into "proven", "probable" and "inferred" categories. "Proven" reserves are those for material for which tonnage is computed from dimensions revealed in outcrops, trenches, underground workings or drill holes and for which the grade is composed from the results of adequate sampling. "Probable" reserves are those which are less well defined than "proven" while "inferred" reserves are generally those which may exist through geological and geophysical interpretation. The AusIMM/AMIC draft guidelines as proposed for use in Australia define more rigidly the ore reserve categories into "proved" and "probable" terms, which can only be applied following a full and favourable analysis of economic, mining, metallurgical, marketing and sociopolitical factors. If the ore reserves are not supported by this analysis they are placed into a "resource" category. Proper application of this proposed Australian model could prove useful when dealing with grass-root prospects or mining properties in the pre-feasibility stage. Combined with competent reporting, use of the proposed guidelines should ensure standardised and more verifiable analysis/valuation of a company's mineral assets.

Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

The large increase in secondary industries in this country, during the war and post war periods, has caused a shortage of capacity for the production of merchant bar.To overcome this shortage, an expansion of rolling mill facilities has been undertaken by the Broken Hill Pty. Co. Ltd. A small, but modern, merchant mill has been erected at Kwinana in Western Australia and a strip and skelp mill is under construction at Newcastle. The latter mill will roll strip and skelp at present being rolled by the Newcastle 10 in. Merchant Mill, enahling this mill to concentrate on merchant bar production.The Kwinana mill was installed to supply the Western Australian market. This state has a small population (approximately 658,000) and is not at present highly industrialised. It was necessary, therefore, to design a mill which would be capable of producing a wide diversity of sections and could be expanded as the demand increased. To begin with capital expenditure had to be kept within reasonable bounds. The design work for this mill, with the exception of a few specialised items of equipment, was carried out at Newcastle.All design work for the Newcastle mill was carried out by the lVIorgan Construction Co. of America. Although initially intended for rolling flat. products, the designers were asked to make the mill as flexible as possible, so that should the market for flat products decrease, this mill with additional equipment could undertake the rolling of medium sized sections.

The papers in this section of the conference and indeed the conference as a whole will rightly focus on the recent û the state of play around the Pacific Rim. However, to set the scene I propose to take a longer-term perspective. In so doing I wish to illustrate and emphasise that change is normal and natural û to paraphrase Bob DylanÆs 1963 classic, æThe times they are (always) a-changinÆ Æ. The challenge is how to cope with such change, in an industry, a corporate and a personal sense. A further challenge for geologists, both exploration and mine-based, and indeed for anyone, is to understand where they fit in the broader picture. For several reasons it is appropriate first to look briefly at the minerals industry in the Pacific Rim around a century ago. It was here in Adelaide in April 1893 that the first general meeting of the Australasian Institute of Mining Engineers (or The Australasian Institute of Mining and Metallurgy as it later became) took place and where the Centenary Meeting was held in 1993. The late 1800s and early 1900s was a period of extraordinary change in the minerals industry regionally and worldwide. The industry benefited from the economies of scale provided by improved mechanisation. It further benefited from the introduction of technically qualified professionals, such as chemists, metallurgists and mining engineers, although the usefulness of geologists had yet to be recognised commercially. With the rise of such professionals, technical societies formed and flourished. At the same time international financial markets and trade were expanding, a gold standard was widely supported and the financing of mining ventures was well established. Mining was an international business and its people travelled widely. As a consequence of the better-educated mining professional, the ready exchange of knowledge and the availability of finance, new processing techniques such as pyritic smelting, the cyanide process and flotation were developed. These, together with much improved materials handling in the mining and processing phases, dramatically changed the economics of the minerals industry.

The Cadia Hill concentrator at Newcrest’s Cadia Operations has undergone several modifications and upgrades to treat an increased throughput rate of harder ore from the Cadia East block cave mine.Subsequent to the commissioning of the expanded circuit, the flotation cleaner block has undergone a systematic optimisation programme tackling all facets of circuit operation. The recent description provided by Scott (1981) of the Ardlethan alteration systems is of particular interest as it draws attention to the analogy between Ardlethan and the porphyry tin systems of Bolivia (Sillitoe et aI, 1975).During 1978-1979 a parallel study of the mineralization confirmed that the extensive alteration pattern relates to a series of breccia pipes which provide access channelways for the mineralizing solutions (Clarke, 1979). Many of the results reported by Scott are difficult to interpret without this concept and this short discussion is intended to provide additional perspective to the proposed porphyry tin model.The breccia pipe systems are centred upon each of the major mineralized zones (Wild Cherry, Carpathia, Stackpool and White Crystal) and with the exception of the White Crystal collapse breccia the major pipes are of the hydrothermal intrusive type. They range considerably in size and shape and at least two ages of formation are revealed by their cross cutting relationships at the Stackpool, Carpathia and Ardwest regions. Individual pipes or groups of pipes have distinctive alteration/infill characteristics and the entire system can be viewed as a complex porphyry tin system evolving with time. The recognition of pipes of different types and ages reveals a situation considerably more complex than suspected by Scott, and hence both the geochemical data and modelling require reinterpretation.For instance, the geochemical data contained within Tables 2 and 3 (Scott, 1981) relate to two separate breccia pipes which correspond to the South Cherry and Ardwest ore zones respectively. Although it is probable that both pipes are temporarily identical it is important that the geochemical data be viewed in context. The brecciation is extremely difficult to recognize and it is probable that the chemical compositions given represent mixtures of altered fragments and rock flour, together with material precipitated from solution as matrix, along microfractures, within small vughs, etc.

Transport technology has produced social changes since the invention of the wheel five millenna ago when man was freed from the need to expend large amounts of energy to move goods and people. Further impetus came with the Industrial Revolution when mechanical power producing devices were applied to land and-water transport. This leap, together with the application to air transport has caused enormous social changes in our way of life. The state of technological advancement of transport modes has dictated to a large degree the develop- ment of Australia and Papua New Guinea. It is suggested that we should not make advances for technology's sake but examine the real needs of the users of transport and ensure that the un- necessary costs are not incurred. The transporting techniques for the ore, waste and slurries used by Bougainville Copper in Papua New Guinea are, in general, quite conven- tional but the scale of operations and the location has modified some modes. in particular the soft' overburden and concentrates were slurried for trans- port and the lack of experience in humid climates restricted the choice of the mine haulage truck. The near future of the transport. industry is seen as an expansion in equipment sizes but the suggestion is made that we need to examine more than the economic and technical aspects; it is necessary for the social con- sequences of our actions to bear examination by outside opinion

Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

This paper is dedicated to the memory of our friend Peter McKenzie who contributed much to the knowledge of the New South Wales Coalfields.ABSTRACTA fossil river system was recently mapped over parts of the Southern Coalfield, N.S.W. This river system occurs in the roof strata of the Bulli Seam. Sandstone of a fluvial nature was deposited in its course. The sandstone exhibits strong sedimentary vectorial properties and has a marked influence on strata-control in colliery workings.The sedimentary features analysed indicate an approximate S200W flow direction. Petrological studies reveal a clastic, well-cemented sedimentologically and structurally anistropic rock type. Washouts have been found and isopach maps of both sandstone and underlying roof-strata have been compiled. Relevant measurements were carried out in existing colliery workings and on bore cores.Optical determinations of feldspars revealed the presence of plagiocIase feldspars with few exceptions. Most of the feldspars are altered to clay minerals. It was found that a geographical trend exists in the distribution of feldspars, with more basic plagioclase in the northern part of the field.The source area of the fluvial sandstone lies to the north of the Southern Coalfield.Petrofabric analyses were done on several specimens of the fluvial sandstone. In the vicinity of major disturbances, penetrative fabrics were discovered.Calcites (e, 0112), micas (001), and quartz (crystalIo graphic c) show preferred orientations.

The Bulli and Wongawilli Seams, the two principal sources of coking coal for the Port KKembla steelworks of Australian Iron and Steel Pty. Ltd., vary in rank and in type over the Southern and -South Western Coalfields. The Bulli Seam, ranging widely in type, produces coke varying from weak to strong. The Wongawilli Seam, more consistent in type, produces coke of more consistent strength, but considerably less strong than that from the best Bulli Seam coal. Plans of seam variation show the regional trends in rank and type for each sear. The strongest coke is derived from coal containing between 45 and 55 per cent vitrinite, m.m.f. This is obtainable from the Bulli Sean in a zone embracing Bulli and Appin Colleries.

This paper reviews the likelihood of instability occurring within coking coal cargoes from BHP CoalÆs northern Bowen Basin mines. In coal cargoes, initial moisture redistributes vertically towards the base, saturating the bottom layers unless the bilge wells are pumped regularly. There has been concern in some quarters that saturated coal in the basal layer may be prone to liquefaction, and if the vessel then rolls significantly in rough seas, overall sliding movement of the cargo might occur. However, a review of shipping accident statistics reveals that casualties relating to shifting of coal cargoes are quite rare, and have not occurred in modern large bulk carriers (>15 000 dwt). The moisture redistribution process has been analysed to quantify the extent of cargo saturation that may occur. Results indicate that the amount of redistribution increases with initial moisture content above a threshold of eight to nine per cent. However, the removal of water by pumping from the bilges is remarkably effective in reducing the extent of saturated coal (and therefore the possibility of cargo liquefaction and movement), and in controlling the average moisture content of the bottom layers of cargo. Stability analyses were then performed for deep sliding of a cargo with a saturated and liquefied base. These have confirmed that sliding of a cargo with a liquefied base during rough seas (20¦ roll angles) would require initial total moisture content exceeding 13 per cent, the hold half full or less (width/depth >3), and no bilge pumping so that height of the saturated zone is as deep as possible. Overall, the results indicate that coking coal cargoes from BHP CoalÆs northern Bowen Basin mines will be unlikely to suffer sliding or liquefaction failures when transported in modern large bulk carriers.

FOR some years past it has been usual to specify high-grade copper for use for many purposes, but the practice of specifying zinc of a high degree of purity for certain purposes is of comparatively recent origin. It is a practice, however, which is extending ag the effect of the impurities in zinc on products manufactured therefrom becomes widely recognized.The notes hereunder are intended to briefly survey the principal uses to which high-gr.ade zinc is being put, and, wherever possible, to indicate the effect of the impurities normally present in the lower grades of zinc.In the United States zinc is graded into five divisions, known respectively as "High-grade" "Intermediate" "Brass Special" "Selected," and "Prime Western." The maximum amounts of impurities allowed in the various grades are indicated in Table I,which is compiled from data published by the American Society of Testing Materials:In addition, it is specified in an cases that the slabs shall be reasonably free from surface corrosion or adhering foreign matter. Exploring for deep shallow dipping orebodies can be very expensive and very difficult. Surface exploration is often not an option and obtaining the best location for underground drilling can cause production delays if drilling is carried out from development headings. The Otter/Juan mine has been in production for approximately 34 years. All of the production is now sourced from more than 1000 metres below the surface from an area known as the Edwards Lode. The orebody is shallow dipping and open at depth. Exploration drilling has been performed from decline stockpiles and from hangingwall drill drives. Drilling from footwall positions (eg decline stockpiles) into shallow dipping orebodies can often produce intersections which are unusually thick thus leading to optimistic resource figures. The decision to develop a dedicated hangingwall drilling position can vastly improve the quality of the data used to generate an orebody model. In 1997 a new extension to the Edwards Lode was discovered and named the æFÆ surface. In 1999 a resource calculation was performed using data obtained from drilling that was carried out from decline stockpiles. In 2002 a dedicated drill drive was developed into the hangingwall of the æFÆ surface to obtain better data to verify the previous resource calculation. For this case study obtaining more representative data reduced the resource estimate by 66 per cent. This information was obtained early enough to allow for alteration to the mine plan and without loss of capital.

Mining geologists utilise many technologies to map, sample, measure, model and plan before and during the mining process. Predicted ore quality rarely corresponds with feed quality determined by process operators. Objectively measuring conveyed material quality accurately in real time avoids disagreements over mined ore quality and generates opportunities to improve mill feed quality.This paper discusses the well proven PGNAA (prompt gamma neutron activation analysis) technology used in the GEOSCAN-M elemental analyser that is ideally suited to measuring composition of primary crushed conveyed material in real time. Representative, continuous, fully penetrative measurements are unaffected by particle size, belt speed, mineralogy, dust or layering on the conveyor. Material can be directed to processes or stockpiles by utilising measurement increments of typically one to five minutes and then activating diverters to direct increments to the correct location. Waste, low-grade or deleterious material can be rejected to waste dumps or stockpiled for later processing. Material meeting a product specification can bypass unnecessary processing. Paybacks in weeks have been achieved for such applications. Process operators are able to control the blend of ores fed into the mill to improve processing performance and use measurements for ore reconciliation and metal accounting. Utilising the technology to upgrade ore quality after mining and before processing is beneficial in improving plant economics.The technology has been successfully utilised in base metals, ferrous metals and industrial minerals. Mining geologists can determine ore quality being produced in real time and modify the ore quality prior to milling. Ore feed quality measurements are also used by process operators in optimising plant performance. The elemental content can help identify geometallurgical domains as well as other major changes in quality, which may affect processing.
