Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

Recent advances in comminution and heap leach technology have resulted in the development of many large-scale, low-grade open pit mines that coincide with areas of historical underground workings. Twoand three-dimensional numerical modelling has been conducted to assess the interaction between open pit slope stability and remnant underground voids. Most design analyses for open pit slopes assume a two-dimensional problem geometry. This is not the condition encountered in practice ù particularly when remnant underground voids interact with a large-scale open pit slope. Three-dimensional numerical models have been shown to provide a more realistic representation of the interaction between overall open pit slope stability and remnant underground voids.

I know the theme of the Congress is "The 21st Century - Mining for Mankind" but I hope you will understand why my address touches upon some near-term issues as well. With the world oil market the way it is at present, "the long term" seems to be next week and no one is even sure what will happen tomorrow! So I am going to take a little licence with the theme of the Congress and talk about some fundamental issues that have much to do with the current uncertainties. The ways in which these issues are resolved and the role governments elect to play in the next few years will determine both the shape of the petroleum industry in the 1990s and beyond and the success with which we can confront a growing and inevitable future dependence on OPEC oil resources. But just in case you are not familiar with what has been happening in the petroleum industry recently and why the future seems more uncertain than ever, let me show you the gyrations in oil prices over the past 13 years, and remember that it is only another 13 years or so years to the 21st Century.

Reverse sensitivity is a critical issue for all extractive activities. Extractive industries can only establish in the location of the particular resource sought to be extracted. Avoiding a location near sensitive activities (such as residential activities) may, therefore, be more difficult for extractive industries, than for other industry (such as dairy factories).   This paper focuses on the following matters: +        principles to be derived from case law, +       district and regional council approaches managing reverse sensitivity effects, and +        avoiding, remedying or mitigating reverse sensitivity effects in the future.

Various methods and software have been trialled for simulation of Au grades at Boddington Mine. This covers in-house and public software as well as sequential and turning bands methods. The diversity of options was further expanded with comparison of point and direct block simulation. Some difficulties were encountered in incorporating high-grade restrictions. Altering parameters or software can make very significant differences and give results varying from estimations. This paper details a new simulation run with validation and tests for local calibration (or progressive correction) of the simulations to the estimations, focusing on reproduction of statistics. This approach brings to the forefront the question æwhat is the purpose of the simulations?Æ Results and some ideas for future applications at Boddington are summarised.

Froth flotation of iron ores is one of the most widely used methods to upgrade iron ore into high-grade concentrates. In recent years, reverse cationic flotation of iron ores has been specifically the subject of several studies. Since quartz is the most common gangue mineral in iron ores, understanding the behaviour of this mineral was the main target of the majority of such studies. However, with the depletion of mineral deposits considered rich and easy to process, it has become more common to find iron ores with complex gangue minerals, which are composed not only of quartz but by a variety of silicates. The mineralogical composition of the ore is an important factor for determining reagents and mineral processing parameters. The mineralogical suite of an ore also presents a paramount role for operational optimisation of any given flotation process. Some studies were performed with different types of amphiboles and other Fe-bearing silicates, for example, but the influence of the mineralogical nature of these silicates in reverse cationic flotation has not been fully explored and will be discussed here. Changes in the traditionally used reagent scheme for reverse cationic flotation, generally including alkaline pH values, polysaccharides as depressant (mainly starches) and primary ether amines and diamines, are expected when dealing with iron ores with complex silicate gangue composition.CITATION:Veloso de Melo, C H, Correa de Araujo, A and Filippov, L O, 2017. Prospecting in arid terrain can produce substantial environmental impacts, comparable to or greater in magnitude than the impacts associated with actual mining or petroleum production. Impacts are likely to be particularly severe where prospecting involves intensive geophysical exploration, especially in areas which have escaped degradation by other land uses such as pastoralism. With appropriate environmental planning and management, however, the environmental impacts of prospecting in arid terrain can be greatly reduced and mitigated, at low cost. In many countries, prospecting licences, exploration leases and associated tenements now carry a range of conditions relating to environmental protection. The assessment, avoidance and mitigation of environmental impacts is therefore an important component of and-zone exploration. My aim here is to give an overview of some of the main aspects of an environmental planning and management (EPM) programme for prospecting in arid terrain (PAT). Detailed operational prescriptions for environmental protection procedures are necessarily specific to particular areas and types of prospecting: see. e.g., Buckley (1982a, 1984, 1985a, 1986a), Klepacki et al. (1985) and Stone (1986). The intention here is to provide a checklist rather than a recipe book: as an aid in incorporating environmental aspects into the overall planning and management of an exploration programme, and in liaison with company environmental staff, consultants and regulatory bodies. I also hope to show that whilst some of the techniques used in particular environmental disciplines certainly require specialist expertise, the overall design of an EPM programme is not in the least esoteric, but simply an exercise in straightforward common sense. Perhaps this paper could be subtitled: "Demystifying environmental Planning".

Computer software systems have been developed to assist in a wide range of specific mine planning and scheduling applications. In selecting appropriate systems for any mining operation it is apparent that certain features have particular advantages for each mine site. The ideal solution to this problem is to select a range of systems which best relate to sections of each mining operation. This approach raises potential data linking difficulties where output from one system is incompatible with input requirements for other systems. A study at the University of Queensland investigated the problems related to the integration of a number of mine planning and scheduling software systems. The project used data from large scale coal strip mining operations in Central Queensland. Two major computer packages used extensively in the study were the SURPAC mine planning and XPAC mine scheduling systems. Dragline and truck and shovel operations were analysed in the project. Results of the work have been directly applied at the mine site to assist current strip design by effectively automating the design procedure. This enabled sensitivity studies to determine the effects of changing dragline working levels and varying pit dimensions. Coal blending studies and procedures to optimise operations have been investigated using linear programming within a spreadsheet software application. Output from the SURPAC and XPAC programs was directly linked to the linear program for this analysis. The simulation program GPSS/PC was also used in a similar manner to assess optimisation parameters.

The flotation behaviour of the Hilton ore of Mount Isa Mines has been examined in the presence of two collectors (sodium ethyl xanthate (Ex) and sodium diisobutyldithiophosphinate (3418A)) over a range of flotation Eh values and collector additions. Tests were also conducted in the absence of collector to determine the relative contributions of natural and self-induced floatability of the major minerals in the feed. In these tests the influence of metabisulphite on the self-induced floatability of the minerals was also determined. Attention focussed on optimising the selectivity of galena flotation. It is shown that the Hilton ore sample contained lower levels of naturally hydrophobic iron sulphide minerals than are generally contained in the Mount Isa lead-zinc ore. Furthermore, the self-induced floatability of galena was less than that exhibited by the galena in the Mount Isa lead-zinc ore. Sodium metabisulphite (MBS) reduced the self-induced flotation of galena but had no effect on the natural floatability of the iron sulphide minerals.

Whenever rock is tipped from above, severe eruptions of airborne dust occur into the airways connected to tipping stations of rock passes (ore and waste) on the lower levels of a gold mine in the North West Province of South Africa. An investigation was undertaken to understand the nature of the physical phenomenon, in order to propose possible solutions. Accordingly, measurements were taken underground, involving the simultaneous logging at two levels of the transient pressures produced in the orepass by tipping from various levels. Two portable data loggers with associated transducers were custom-built for this purpose. Measurements were taken during a tipping program in which rock quantities and levels were controlled. Pressure pulses that are generated by the falling rock drive the airborne-dust eruptions. When tipping from a specified level, recorded pressure pulse waveforms were found to be repeatable on any given level, irrespective of the amount of rock falling, but measurements were conspicuously different on different levels. It was recognised that a pressure pulse is generated as the falling rock passes through the constricted region û a relatively narrow neck û at each tipping station. In passing through the constricted areas the mass of falling rock acts as a æleaky piston in a cylinderÆ and compresses the length of the air column in the orepass below that level. Once the rock has passed through the constriction, the pressure is released and this behaviour causes a regular train of pressure pulses that are separated by the time taken for the rock to move from one level to the next. Based on this physical understanding of the dust eruptions, a computational model has been developed that can reproduce all the main features of the measured phenomena. The model has been verified adequately against the measurements and can now form the basis for simulating a range of possible engineering solutions.

It is no longer satisfactory to assess the value of a coking coal on its intrinsic properties alone, its value depends upon its behaviour as a component in a blend. No single test can be used to make this assessment, it can only be made by carrying out a suite of tests. The quality parameters which are considered desirable, and which have widespread acceptance, have been discussed and their application to the blending of coals from New South Wales and New Zealand has been reported and discussed. Blending can be utilised to offset deficiencies, or capitalise on advantages, of the individual coals making up a blend. With depth, many gold ores become sulfidic with minerals such as pyrite, pyrrhotite and arsenopyrite becoming prevalent. In addition, many underground gold mines use tailings backfill to bind and store the waste. In these cases, acid mine drainage (AMD) can become an issue. One approach to the control of AMD is desulfurisation whereby the sulfide minerals are removed prior to disposal. Four sulfide tailings samples, representing different ore types and gold and base metal operations, were selected for assessment and testing using simple physical beneficiation techniques. The aim was to determine the extent to which mineral processing methods were suitable for separating sulfides from non-sulfides and for extracting potentially marketable by-products from the tailings. In order to streamline the testing procedure a simple diagnostic separation technique was developed to enable quick screening of bulk sulfide tailings for suitability for reprocessing. The testing procedure involved detailed characterisation and a sequential set of testing regimes based on simple unit processes including water washing, classification, gravity concentration, magnetic separation and bulk flotation. The preliminary test results indicate each unit process can play an important part in producing effective sulfide/non-sulfide separations and in generating useful by-products from the tailings. Potential valuable products identified include coarse, benign silica sands, bulk iron sulfide products rich in pyrite and/or pyrrhotite, high-grade iron products (magnetite) low in silica, low-volume bulk sulfide concentrates and low-grade molybdenite and talc products. The work presented shows how sulfide tailings can be viewed as a resource rather than a waste stream, and identifies a pathway for developing a more sustainable approach to the environmental management of sulfide tailings for the future.

Hargraves (1983) has reviewed the phenomenon of instantaneous outbursts of coal and gas with special attention to Australian occurrences. The purpose of this discussion is to highlight some problems and omissions in his review that reflect particularly on the authors' structural geological investigations of outburst-prone coal seams.It is surprising to find that much of the authors' reported work has either been glossed over or the results distorted by Hargraves (1983) and it is, therefore, important to clarify the contribution that structural analysis of coal seams can make.For many years it has been known that faults provided preferred loci for gas outbursts (for example, Briggs 1920-21) but the roie that faults played in outburstprone seams was unclear. The present authors reviewed the association of faults and outbursts drawing upon local investigations and the world-wide literature (Shepherd et aI., 1981), and discussed some wideranging aspects that result from the high coincidence of faults and outburst sites. Without repeating large segments of this article the authors will discuss four aspects of coal seam faulting and fracturing.

Despite a long history of production of industrial minerals and rocks, New South Wales still offers significant opportunities for exploration for and development of these minerals. Exploration for opal, sapphires, and zeolites in the State has been particularly encouraged by pioneering geological studies by the Department of Minerals and Energy, which have resulted in the development of important new geological concepts and exploration techniques. Large areas with potential for these minerals have not yet been tested. In the case of sapphires, the studies have identified a new type of deposit which is'the source of most of the sapphires mined from alluvial deposits. Recent price increases for heavy minerals, a re-evaluation of previous exploration in coastal regions, and a recognition of suitable environments in inland New South Wales have stimulated renewed exploration both onshore and offshore and have led to increased production. Significant potential also exists for development of a number of other minerals, including: topaz, which occurs in large, unusual and perhaps unique deposits in northern New South Wales; dimension stone (particularly granite); bentonite; diatomite; and silica for metallurgical use. Potential also exists for development of construction material resources, particularly construction sand, which is in short supply in the Sydney region.

Controlled Source Audio Magnetotelluric (CSAMT) surveys were carried out by Glass Earth (New Zealand) Limited (Glass Earth) in 2006 - 2007 to investigate epithermal gold targets in the central North Island of New Zealand. The surveys were conducted using a Zonge GDP 32 8-channels receiver and a Zonge XMT 32 transmitter powered by a 16 KW generator. The electric field dipole was maintained at 20 m length (five dipoles per 100 m spread) and the frequency ranged from 4 KHz to 4 Hz. Only scalar (TM mode) signals were recorded, using one magnetic coil per spread. The transmitter bipoles were 1 - 4 km in length and located about 5 to 10 km from each survey area.   Sixteen individual target areas were surveyed by June 2007. The CSAMT survey lines (100 - 400 m spacing) were determined mainly on results from previous ultra-detailed airborne magnetic and gravity surveys conducted by Glass Earth in 2005. The data from each CSAMT line was carefully examined to remove any spurious signals and processed using Zonge SCS2D software, which can produce smooth 2D resistivity inversions of the field data. The results were presented as resistivity sections and maps to help the identification of exploratory drilling targets, mainly from the existence of subsurface high resistivity zones (resistors) that can be interpreted as caused by silicification associated with epithermal mineralization.   An example of processing and interpretation of the CSAMT data is presented in this paper on results from Glass EarthÆs Tahunaatara target, where CSAMT surveys have identified zones of epithermal mineralization confirmed by exploratory drilling.

Flue dust from the sintering of base metal sulphides was leached to remove cadmium and arsenic. Leach liquor contained cadmium, zinc and small amounts of other base metals as chlorides. Results are reported of the use of a cation exchange resin Zeocarb 225 to separate the base metals from the arsenic. The resin was eluted with sodium chloride or sulphate to give a solution of relatively concentrated cadmium suitable for recovery by zinc cementation. The limited solubility of sodium sulphate presented some practical problems which were investigated. Another problem was the precipitation of lead sulphate in the resin during elution.INTRODUCTIONWhen lead-zinc sulphides are sintered prior to smelting, the gases passing to the flue are mainly uncondensable but contain a certain proportion of sublimates and dust particles which deposit in the flue or are carried, after condensation in the gas stream, to some form of dust extraction equipment.The recovered dust is a complex mixture of base metal sulphates, sulphites, sulphides, chlorides and oxides, the composition depending on the original concentrates. A large proportion of the cadmium and some of the arsenic originally in the concentrates finds its way to this flue dust, the treatment of which can be a convenient means of removing these elements and controlling their concentrations in the main lead-zinc smelter circuit. However, disposing of this material represents an appreciable waste of base metals as well as a serious toxicity hazard.Sulphide Corporation Pty.
