Determination of the adsorbed layer composition and structure at molecular and atomic levels and understanding adsorption mechanisms and dynamics are vitally important for the preparation of surface layers with specific functions. Direct information, at a molecular level, about mineral surface composition, its structure and surface distribution is crucial to perform an efficient separation process for mineral beneficiation. This information is equally important for modifying surface properties of industrial minerals for specific applications such as: fillers, composites, weathering resistance, etc. An understanding of the mechanisms and kinetics of the interaction of first adsorbed organic molecules with mineral surfaces is a fundamental requirement for the prediction and control of the macroscopic surface properties governing the efficiency of separation technologies or new material formulations. The developed infrared external reflection technique has a unique ability to study interface phenomena, at a molecular level, on heterogeneous substrates. The variety, precision and reliability of information about the interface phenomena delivered by this technique is superior to any other single technique. The experiments are fast and non-destructive. High sensitivity (starting from 20 per cent of the monolayer) in situ collected information in a multiphase system, even in the region of strong absorption of the substrate, makes this technique a very valuable experimental tool. The complexity of the recorded reflection spectra, their sensitivity to variations of the optical properties of all bulk and surface components and their spatial distribution in the system under investigation, are in fact the major strengths of this technique. A few examples of the application of this multi-diagnostic technique, for monitoring surface modifications of semi-soluble minerals for selective flotation, will be discussed in detail in this paper.

Ground support installation into the face of development headings has become an accepted practice at many Australian hard rock mines. Ground support is installed in the development face to reduce personnel exposure to rockfall while conducting work tasks such as marking up, installing lifter tubes, charging, and face sampling. The ground support system installed in the face is typically friction bolts and mesh. This support system can be effective at reducing rockfall occurrence, but it also increases the cost of development per metre, in terms of capital for the ground support, jumbo and operator capital allocation and the installation time slowing each drill and blast cycle. Other issues associated with meshing and bolting the development face include management of rock bolts and mesh sheets in the fired dirt of every cut, damage to services such as vent duct, geometry issues when installing ground support onto irregular development profiles and operator error. Fibrecrete installation onto the development face for support is an option considered by many mines, but it can be difficult to manage due to the removal of visual indications of misfires and slowing the mining cycle due to the wait time for fibrecrete curing. The use of Thin Spray Liner (TSL) products in underground hard rock mines has been relatively infrequent in the past, mainly due to issues with cost, health and safety, and liner strength. Kanmantoo Mine investigated the use of TSLs for the purpose of development face support, while collecting data on the costs and practicalities associated with their use. Several TSL products were trialled and a preferred TSL product was selected for use as face support. Cost savings, drill and blast cycle timing improvements and other benefits were achieved while meeting the requirement to reduce rockfall risk.

Fiji is a developing nation that relies on economic opportunities and recently experienced increased interest in mining and mineral exploration that could potentially benefit the country. In order to understand the lack of, or failure of, past rehabilitation activity, this study applied risk-based approaches to identify the significance of activities or actions applicable to rehabilitation of post-mined land in Fiji. This involved the use of qualitative, semi-quantitative and quantitative risk methodologies, which allow assessment and evaluation of mechanisms of mining administration and practices, as well as rehabilitation methods and approaches that have been applied successfully to post-mined land in other countries with similar environmental and climatic conditions and social and regulatory environments to Fiji. The semi-quantitative risk-based technique followed an earlier approach applied for mine closure by Laurence (2006) and provided a systematic way to assess and evaluate rehabilitation issues that were identified on-site by assessors, who were able to estimate through expert judgement the likelihood and consequences based on conditions, situations observed and circumstances on-site. It demonstrated that experienced professionals could reproducibly score likelihood and consequence of selected items relevant to mine site rehabilitation, despite the wide-ranging issues identified during post mined land rehabilitation. The quantitative risk-based approach was adopted as a method to determine environmental bonds for mining projects using the assessment of consequences and likelihood results from the semi-quantitative approach, then incorporating unit cost of materials or activities for local conditions required to fully rehabilitate each issue at net present value. Application to both an abandoned mine site and a newly opened mine site in Fiji showed that this approach could provide a risk-based estimate for rehabilitation cost and demonstrated potential applicable in the Fijian context.CITATION:Soro, A T, Mulligan, D R, McIlveen, G, Franks, D M, Robinson, J J and Noller, B N, ?2014. I congratulate The Australasian Institute of Mining and Metallurgy on its decision to hold its Annual Conference here in Western Australia. Western Australia, with its abundant mineral and energy resources, plays a key role in the Australian mining industry... and Western Australia will continue to figure prominently in this vital industry for many years to come. The success of our gold, iron ore, bauxite, mineral sands and other primary industries has enabled Western Australia to contribute significantly to Australia's export revenue and, therefore, to the nation's economic strength. The State's mineral wealth has also provided the impetus for a recent surge in mining related activity, including a dramatic increase in downstream processing of our raw materials. Billions of dollars worth of new project investment is either committed or awaiting final approval - and most of this new investment is a direct result of a healthy and vibrant mining industry. The North West Shelf Project - which has been providing natural gas for homes and industry in Western Australia since 1984 - has also played a key role in stimulating industrial development. The availability of abundant, competitively-priced gas from the North West Shelf has - along with the availability of other raw materials - made Western Australia a more attractive proposition for industrial investment. The company I represent, Woodside Offshore Petroleum, is operator of the North West Shelf Project on behalf of the Project's six Joint Venture Participants - Woodside Petroleum Ltd, BHP Petroleum (North West Shelf) Pty Ltd, BP Developments Australia Ltd, Chevron Asiatic Limited, Japan Australia LNG (MIMI) Pty Ltd and Shell Development (Australia) Proprietary Limited. The theme for this Annual Conference: "Excellence - the key to the continued success of the Australasian mining industry" is appropriate to the North West Shelf Project. The pursuit of excellence has been a hallmark of the Project. The Joint Venture Participants have been conscious of the need for stringent quality control at all stages of development. Procurement and purchasing policies, for instance, have demanded strict adherence by contractors and suppliers to the highest standards and specifications.

The Albany Conglomerate is a widespread geological unit found in northern areas of Auckland, New Zealand. It has previously been described as part of the early Miocene Waitemata Group which underlies most of Auckland. Much of the Waitemata Group comprises weak interbedded sandstones and mudstones, but also includes conspicuous conglomeratic units such as the Albany Conglomerate. The Albany Conglomerate comprises a well-cemented mixture of hard pebbles, cobbles and boulders of igneous and metamorphic derivation in lenticular beds. A number of tunnelling projects are planned for the near future in Auckland. Recent experience has shown that the variable features associated with the Albany Conglomerate can make selecting appropriate construction methods very challenging. This paper explores the engineering geological and sedimentological features of the Albany Conglomerate with respect to other conglomerates within the Waitemata Group and the potential implications on tunnelling projects in Auckland. The discovery and delineation of significant mineralisation in the Eliwana region continues Fortescue Metals Group’s strong exploration success. In the decade after the first hole was drilled into Christmas Creek in mid-2004 a total of over 11 Bt of hematite-goethite mineralisation have been delineated supporting the raising of $13 B, construction of five mines, 620 km of rail and a five-berth port. As of June 2014, Fortescue was shipping at the rate of 155 Mt/a. The area including the Eliwana and Flying Fish deposits is one of a number of future growth opportunities that Fortescue is currently evaluating.The Eliwana and Flying Fish deposits occur on the south dipping limb of the Brockman Syncline/Jeerinah Anticline. The Eliwana group of deposits are hosted by the Brockman Iron Formation with the Flying Fish/Broadway group hosted by the Marra Mamba Iron Formation.Structurally the area is dominated by moderate southerly dips of the regional dome and keel style folding. The regional limb is locally cross-cut at a small angle by asymmetric north facing Ophthalmian folds trending 110°. These fold sets, in part, preferentially host subsequent supergene mineralisation. Faulting is only locally apparent.Early phases of exploration commenced in 2006, with mapping of Flying Fish and reconnaissance drilling in 2007. However, due to the concurrent discovery (Clarke et al, 2009) and subsequent fast tracked development of Solomon channel iron deposit and Firetail bedded iron deposit (Simpson et al, 2011) priority was placed on developing Solomon due to its relative proximity to existing Fortescue infrastructure. Staged follow-up drilling of both Marra Mamba and Brockman targets at Eliwana was progressively undertaken from 2008 onward.As of 20 May 2014 a total of 1494 reverse circulation (RC) holes for 54 248 m and 13 diamond holes had been completed, resulting in the delineation of a Mineral Resource of 740 Mt. Sampling protocols and metallurgical flow sheets should be designed to suit the style of mineralisation in question. In support, the a priori need for evaluation programs is the characterisation of the mineralisation type(s) and domain definition. The proportion and size of gold particles has a direct impact on the effectiveness of sampling protocols and metallurgical processes employed. Within the coarse- to-fi ne gold spectrum, the samplability of a deposit ranges from relatively simple for fine-grained disseminated particles, through to difficult for coarse gold mineralisation. Conversely, metallurgical processing may be relatively simple for coarse gold ore and more difficult for very fi ne gold ores. Most deposits contain a proportion of both particle size types. The nature of mineralisation, mineralogy and associated gold particle sizing can only be determined by preliminary sampling to facilitate testing. Mineralogical studies, focussing on ore mineralogy and gold particle deportment, size and distribution are required as part of wider paragenetic and geometallurgical investigations. This paper discusses key issues and presents a methodology for the determination of gold particle size in coarse gravity-gold ores to support sampling optimisation and which also contributes to metallurgical characterisation.

Freeport IndonesiaÆs DOZ (Deep Ore Zone) mine is scheduled to commence production in the second half of 2000. The DOZ will produce 25 000 tpd using mechanised block cave mining methods and will have a number of major improvements when compared to previous block cave mines in the district. The DOZ will have an independent and improved ventilation system, a flexible and efficient truck haulage system, and a more reliable crushing and conveying system than in previous underground mines in the district. This paper will describe the mine plan, haulage, and ventilation systems, and compare them to those used in other operations in the district.

Long-term water management is typically ignored in mine closure planning. A review of 73 mine closure plans dating from 2007 to 2013 shows that, on average, relinquishment is proposed to be achieved in 11 years. A separate review of 57 mines in actual closure shows that only five have so far achieved relinquishment with an average closure period of 14 years after production cessation. The remaining 91 per cent of sites in closure have an average closure duration to date of 21 years - and still going.A common issue among those sites in closure is water management, with a further common issue being acid and metaliferous drainage (AMD). Of the closure plans that were reviewed only one site had allowance for long-term (>50 years) of water treatment. Of the sites in actual closure 25 per cent have reported that they expect such long-term water treatment, with many acknowledging that in perpetuity treatment is probable.Clearly there is a gap between what is being allowed in closure plans and the reality of closure. There are a number of factors leading to the optimism of the closure plans, including unrealistic assumptions, pressures to reduce closure cost provisions and the technical complexity of many AMD issues.Long-term water management is a reality that needs to be acknowledged and addressed. The active history of foreign investment in the mining industry has resulted in Australia emerging as a major world producer of a range of mineral commodities. The current contribution to the national economy represented by mineral production and export revenues would not have occurred without both capital and expertise provided by foreign investors in the past. The initial foreign investment has led to the formation of Australian majority owned and controlled multi-national mining groups such as BHP Limited, CRA Limited and MIM Holdings Limited. These Australian companies, and others, are playing a significant part as foreign investors in the mining industries of Papua New Guinea (PNG) and Indonesia. The study examines issues of importance in foreign investment in each of the countries. It concludes that in Indonesia, the nationalisation of the Dutch mining industry in 1957 did much to deter foreign investment. The remarkable degree of policy stability brought about by the Contract of Works system since 1967 has gone a long way to restoring that confidence. The level of investment in the Indonesian mining sector is steadily increasing. Its attraction to Australian investors is a combination of policy stability, favourable fiscal terms, geological prospectivity for a range of commodities and proximity to Asian markets to the north. PNG has a stable policy regime which until recently has been free from political interference at the administrative level. As such, investors were developing confidence in the system and investment was progressively increasing as evidenced by growing exploration expenditures up to 1988. The 1989 Bougainville revolution caused a re-assessment of PNG's investment and country risk. The recent Mt Kare incident has further raised concerns over the government's ability to guarantee internal security. Foreign investors are faced with weighing concerns with the risks of operation in PNG against the undoubted geological prospectivity of the country. The fiscal regimes of Australia, Indonesia and PNG were compared by means of a simulated open pit gold mine in each country. The effect of taxation is examined by reference to the relative change in project internal rates of return (IRR). The comparison of the relative differences between pre-tax and post-tax IRRs provides a measure of the relative attractiveness of each fiscal regime.

Often these shafts are in urban environmentswhere vibration and high noise levels are not tolerable. There are a number of methodologies that can be adopted dependent upon the shaft plan area, depth and geology.This paper will describe some different methodologies that can be adopted that use piling methods such as large diameter piles, and secant piles. The paper will use case studies to highlight:· construction methodology,· specific methodology issues and constraints,· lessons learnt, and· recommended specifications.The development of piling technologies in New Zealand has enabled the development of cost effective solutions for the construction of deep shafts in sensitive urban environments.

A voracious consumer of energy and grinding media, the modern ball milling circuit has a huge direct cost impact on a mineral processing operation. Through optimisation, grinding also has the potential to unlock great improvements in recovery and throughput, but how can the complex interactions between mills, classifiers, tonnage, ore-type and downstream recovery be measured, understood and managed in a systematic manner?Functional performance analysis provides the tools and insights needed to measure, understand and improve the two key process efficiencies in ball milling circuits: classification system efficiency (CSE) and mill grinding efficiency.CSE measures the composite performance of the classification system as a whole. In short, the purpose of the classification system is to ensure that grinding mill energy is used to grind coarse particles while minimising overgrinding. CSE is simple to measure in the plant and it provides immediate feedback to the plant metallurgist, mill superintendent and management about the performance of the classification system and the amount of wasted energy in the grinding plant.Mill grinding efficiency measures the capacity of the grinding mill to convert feed-sized material into product-sized material on a tonnes per kilowatt hour basis. It is normalised based upon the ore resistance to breakage, so it provides feedback about the ‘health’ of the milling process under varying operating conditions and ore types. Mill grinding efficiency is measured at the same time as CSE through circuit sampling.Functional performance analysis combines CSE and mill grinding efficiency to provide a measureable, manageable optimisation objective. It also provides a link to tonnage, ore type and recovery. The technology of flotation recovery of silver from the residue of a zinc plant is described. The peculiarity of this technology is a preliminary pulp conditioning in sodium chloride solution in the presence of aluminum metal under high temperature. In this process the silver is converted to the metallic phase and then floated with the usual sulphydryl collectors. A variant using a combined technology is also described, in which before flotation is performed about 50 per cent of silver is leached. The total silver recovery with the combined technology comes up to 90 - 94 per cent.

Historically the insurance industryÆs involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authorsÆ experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: personnel; environment; general management; compliance û legislation, systems, protocols; asset management; change management; financial impacts to the organisation; products/services; service delivery; and technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

At its simplest, the classification and characterisation of an orebody is a matter of Where, What and When. Where and with what spatial resolution are measurements taken, What properties are measured, and When are the data acquired, processed, and delivered to create the most value. This paper delves into how existing and near-term advances in measurement technologies, field automation, and whole-system-digitisation are combining to open new routes for mine and exploration productivity improvement. Commencing when the initial exploration hole is dug, the advancement in deployment of survey technology—from expert-operated, to driller-operated, to driller-integrated—is used to demonstrate a template for adoption of higher technology measurements. We then introduce and discuss the multi-use measurement as offering outsized returns from a single measurement run, highlighting two new technologies that acquire rock strength while drilling and downhole assay data as examples. For rock strength, we highlight a novel approach to determining Uniaxial Compressive Strength (UCS) while drilling, its relationship to and advantages over Mechanical Specific Energy (MSE), and how it offers utility to multiple downstream processes. For downhole assay, we detail how a back-tophysics approach to Pulsed Fast and Thermal Neutron Activation (PFTNA) analysis offers significant advantages over other measurement methods and earlier implementations of PFTNA, generating a rich data set that can significantly extend and improve the information on which mining decisions are made. Finally, we discuss the possibilities enabled via optimising data delivery, collection, and curation— noting a fundamental limitation of historical systems and exploring the possibilities that will be unlocked by soon-to-market solutions that better enable Orebody Characterisation data to (virtually) move in space and time with rock material post-blasting. Ultimately, the value of optimising the Where, What, and When from point of measurement to the moment it generates maximum value will create greater life-of-asset production for a lower cost and energy input.

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

Carbon sequestration in planted forests provides an immediately available, low cost option to address the greenhouse impacts of coal mining and coal utilisation in a carbon constrained world. In addition, planted forests also offer the opportunity to address other environmental issues, particularly salinity and loss of biodiversity. Given salinity is characteristically associated with agriculture in the 500 to 700 mm rainfall belt, then where such forests can also produce commercial timber products, they offer the additional opportunity to establish new, diversified rural employment in both timber growing and processing. In the majority of Australian catchments affected by salinity, where rainfall is generally less than the 700 mm limit to conventional forestry, and where groundwater reserves are often saline, the objective of achieving economically viable forestry production presents a significant challenge. In 1996, Saltgrow commenced a collaborative breeding program to combine the salt and stress tolerance of E camaldulensis, with the growth rate, stem form and wood properties of the commercial species, E grandis and E globules. This program aimed to produce trees with the potential for commercial rehabilitation of saline landscapes. Results covering a range of site conditions from SaltgrowÆs network of over 100 trials around Australia are presented. The opportunity for commercial plantations integrated with agriculture in low to medium rainfall areas to address salinity and sustainability will be discussed. In addition, the significant potential for partnerships between land-rich, cash-poor farmers, catchment management authorities seeking to invest in public good projects that enhance environmental sustainability, and major carbon producing industries with either mandated or voluntary requirements to curtail net emissions will also be discussed.

Two commercially available through-the-Earth (TTE) communications systems were evaluated at an active underground longwall mine in West Virginia. One system utilises magnetic field (H-field) antennae while the other system utilises electric field (E-field) antennae to achieve communication. A large portion of this mine is overlain by an inactive gas-oil field composed of densely spaced wells. This feature provided a unique opportunity to determine the impact of cased wells on both TTE technologies. The following communication modes were investigated: surface to underground, underground to surface, underground to underground and real-time two-way communications. Standard deployments of the TTE systems using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations under certain circumstances. As a result, the design and deployment that will optimise TTE transmissions are unique to each system and to the specific area of the mine. This field study was conducted as a part of a larger multisite evaluation of available TTE systems in an effort to determine their operational sensitivity. The GRE46 Underground Project lies beneath the environmentally unique and culturally endowed shore of Lake Cowal. The ore body is open both along strike and at depth and is currently defined to a strike length of 1.5km and depth of 800m. The Warraga exploration decline commenced in March 2019 and represents the first stage of the Project, which is expected to underpin production at Cowal Gold Operations (CGO) for a period exceeding 10 years. Mining operations at Cowal commenced in 2005, following a period of over 20 years of exploration and permitting. In 2015 Evolution Mining (Cowal) Pty Limited (Evolution) acquired the operation from Barrick Gold Ltd (“Barrick”). Barrick had a life of mine plan that anticipated a cessation of operations in 2024 at a processing rate not exceeding 7.5 Mtpa. Evolution have grown the regional endowment considerably and have a currently approved mine life out to 2032 with a currently approved maximum processing rate of 9.8 Mtpa. This paper examines the history, current status and future path of one part of that plan, the GRE-46 Underground Project. Topics for discussion include discovery, Mineral Resource growth under different ownership philosophies, planning, permitting and commissioning of an exploration decline and bulk sampling project, and integration with the possible future mine. Environmental sensitivities affecting regulatory approvals, timeframes, technical challenges, opportunities and solutions are discussed, along with the path required to fast-track production from the existing 14Mt, 1.4Moz Mineral Resource while complying with the requirements of modern, responsible project development stewardship.
