The in-situ retorting of shallow oil shale deposits is an attractive alternative to the material handling problems of conventional open pit mining techniques, which involve removing overburden, fragmenting and transporting the shale to a fixed retort, and finally disposing of the hot spent shale.For in-situ retorting to be successful, the oil shale has to be fractured and the fragmented rock expanded into a void, to allow controlled propagation of a flame front through the in-situ retort. The principles of cratering with explosives have been used to develop a process for the in-situ fracturing of a thin oil shale deposit overlain by a formation of porous rock. The overlying porous rock formation is first compressed by explosive charges to create voids in the porous rock. The oil shale is then fragmented and pushed in to the voids with separate explosive charges. This paper discusses methods of creating voids in porous rocks with minimal surface disturbance, and then methods of obtaining the most uniform fragmentation of the shale. The whole process can be completed, in practice, in one blast. The results of an experimental blast are presented, and possible modifications are then discussed.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. Working thick coal seams in Poland is a very serious problem. Nearly 40 per cent of all coal is extracted from seams more than 3 m. thick. In absolute figures this represents about 70 million tons of coal per year. Working seams with thicknesses up to 3.5 m. does not present, at present, major difficul- ties. Working thicker seams calls for a steady improvement in order to increase the degree of utilization of the deposit and to enlarge the concentration of output. The problem is sometimes more difficult because, in many cases, the seams are worked under protected surface structures which compels the mines to use hydraulic stowing with all its advantages and disadvantages. Rock burst hazard, the control of which is the basic problem hindering the mining, is a further problem. The mining systems used in Poland are adapted to these natural and technical conditions.

The boundary element method is one of a number of tools that have found wide application in geomechanics for mine design and stress analysis. Two examples are presented in this paper, illustrating the use of the boundary element method to find potential problem regions in large-scale excavations. These examples are from a Papua New Guinea open cut mine and an Australian sub-level caving operation. Because of the scale of the mines and the complexity of the excavations, the boundary element method is the only practical numerical modelling technique to account for the major influences. Although the boundary element method uses only linear elastic models of the rock mass, the paper illustrates techniques for dealing with non-homogenous and anisotropic rock masses, as well as clasto-plastic effects associated with an excavation.

Now that Japan has achieved a remarkable high growth and joined the ranks of economic powers, she is required to take a stance proper to her new position toward international co- operation among Western advanced countries, economic/technical aids to Southeast Asian and Pacific LDCs, and others. As a field subject to such international cooperation programs, the development/use of coal resources has been winning increasing attention in recent years. Coal is positioned as one of promising alternative energies. With Southeast Asia plus Japan and the EEC serving as the two nucleus polar regions, total coal demand in the free world is projected to jump 37% in the year 2000 from the present level and steaming coal imports in the world, primarily destined for power generation, almost double the 1983 level. Such being the situations, Japan's tech- nologies related to coal resource development, if successfully introduced into coal-producing countries to help them boost their production, can directly lead to international cooperation that Japan is now required to fulfill. At home, however, the Japanese coal industry has been just on the wane due to various press- ing problems, such as wider differentials between overseas and domestic coal and deeper/ remorter mining. The industry was named atop in a list of the industries requiring restruct- uring at a meeting of the Economic Structure Study Committee held prior to the decision- making of the 8th coal policy, which slashed coal production planned for the last fiscal year of its life to some 10 million tons, a drop of as much as 50% from nominal output planned in the 7th policy. Under such circumstances at home and abroad, a pioneer study has been under way since fiscal 1984 as part of Japan's energy cooperation in the Pacific. The study is based on the Pacific coal flow concept hammered out by the Agency of Natural Resources and Energy of the MITI.

Mineragraphy is a coined term to signify the field of microscopic investigation of ore minerals. The term is not euphonius and is sometimes regarded as superfluous because the subject is no more than an enlargement of the scope of petrology. In the past the practical field of petrology has been largely limited by the instruments which were designed for the study of rocks and' the microscopical properties of the transparent minerals. The addition of mineragraphy has been brought about by the use of the reflecting microscope and a totally different technique.The use of the petrological microscope, as it has been employed in the training oi geologists and mining engineers for nearly half a century, has been justified many times, not only in its application to general geological problems, but also in the more restricted field of the exploration and examination of ore deposits. It provides information of the gangue minerals and rocks associated with an ore body which is of great value in some mining fields. In cases where ore deposits occur selectively in certain favourable types of rock, the recognition and delineation of these rock types is a useful guide in prospecting. The Boulder Belt at Kalgoorlie forms one of the most striking examples in Australia where important significance is attached to different rock types, and the petrological microscope is essential to their elucidation.

Narrow reef gold deposits are generally less than 4 m in width and relatively complex geological phenomena. They often display variable geometry, attitude, continuity and internal architecture. Economic grades are mostly restricted to specific structural domain(s) and localised within discrete ore shoots that have a nuggety internal grade distribution. On account of the often extended history of geological events, the specific factors localising gold-rich domains are likely to be unique to a particular mine or even reef. These features lead to a high resource risk and require careful management during both evaluation and mining. The gross form, location and global continuity of gold reefs can generally be determined from surface diamond drilling leading to the definition of Inferred Mineral Resources. It is likely that for the definition of Indicated and Measured Mineral Resources underground development and/or close- spaced diamond drilling will be required. Understanding geometry and continuity permits the resource to be more effectively managed, lowering risk/uncertainty. This in turn will allow for well-informed financial and operational decisions. Most importantly, project expectations and milestones can be set at achievable levels.

In recent years rapid advances have been made in the technology used for hydrology and erosion modelling of rural catchments. These advances have been driven by the growing availability of digital terrain maps that can be used to automatically define catchment properties that previously had to be manually extracted from contour maps. In addition, these models have, in principle at least, more powerful predictive capability. The author is involved in a number of projects to migrate and further develop these models for application to mine rehabilitation assessment. Current technologies for hydrology and erosion assessment (eg CREAMS, ANSWERS) are reviewed, underlying principles highlighted and deficiencies in the context of mine rehabilitation design assessment addressed. The advantages and disadvantages of the new digital terrain map tools (eg WEPP, SIBERIA) are discussed. Current work integrating these new models with existing rehabilitation design tools (eg ACIRL's ARGUS computer package) highlights the advantages of an integrated approach using digital terrain maps; cheaper, faster, lower impact and more flexible rehabilitation design. The use of novel visualisation tools to aid the design process is discussed. The paper is illustrated by applications to mine sites in Queensland and the Northern Territory.

The integration of historic exploration geoscientific data with high precision multi-element and isotope geochemistry can provide explorers fundamental information on mineral potentiality, tectonic setting, source signatures, fluid migration, mineralisation environment and the timing of mineralising events. Such knowledge is crucial for ore modelling and target generation, particularly for concealed ore systems in both brown and greenfields. An EXTENDED ABSTRACT is available for download. The major heavy industrial consumers of limestone are the cement, lime'and steel ind- ustries. Each of these requires large quantities of cheap raw material. Other ind- ustries such as glass and chemical manufactur- ing are significant consumers and agricultur- al and constructional activities provide additional demand which is usually more local in its occurrence. Limestone is widely dis- tributed throughout Australia but location in relation to major markets, and transport con- siderations render most deposits of no economic value. Among deposits which are sufficiently close to the major metropolitan markets many must be rejected as being unsuitable on grounds of quality, inadequate size for major.develop- ment, or other reasons such as environmental considerations. The major producing locations are sit- uated in a variety of geological environments. Most have limited reserves and require partic- ular attention to quality control. Planned extraction programmes based on detailed geo- logical investigations enable not only satis- factory grade control but also permit, by the adoption of appropriate quarry procedures, the use of sub-grade material, thus optimis- ing utilisation of the available reserves.

Australia's gold mining industry has seen a resurgence in the past seven years - a resurgence the likes of which has been seen in very few, if any of this nation's other mineral industries. Industry experts are predicting that Australia could become one of the world's largest gold producers as the future of the South African gold industry looks increasingly tenuous under the present political crisis in that country. Therefore, it is utterly ludicrous for the Federal Government to introduce a tax which will see the Australian gold industry "wither on the vine."The Queensland State Government is utterly opposed to a tax on gold. Anyone in their right mind, who has seen the statistics could only agree with our stance. In 1984/85, activity in the gold mining industry is estimated to have accounted for over $750 million in national income, over$1,200 million in national output, and tax revenue of at least $115 million as well as providing more than 16,000 jobs. Chartered accountants Coopers and Lybrand's survey on the gold industry last year showed an increase in exploration expenditure by gold producers and explorers by up to 36% in 1986 from 1985 levels. That level is expected to be maintained in real terms for most of the remainder of the decade under the present tax arrangements. This is in contrast with the mining sector as a whole, where a recent Australian Mining Industry Council survey forecasted a 14% FALL in production.

The Writer's knowledge of this region began in 1912, while he was with the Geological Survey of South Australia, and, investigated the principles governing the occurrence of fresh and saline ground waters in the area then being opened for closer settlement by the railways under construction from Port Lincoln.These field investigatons for water were extensive rather than intensive, but other examinations covered certain mineral aspects. The Writer also has' had the benefit in the preparation of this paper, of later work done by others, as well as of the monumental earlier work in South Australia by the late H. Y. L. Brown.AREAThe area dealt with, approximately 21,000 square miles, lies to the south of the latitude of Port Augusta.TOPOGRAPHYAs a whole the region is one of low relief, but the Olinthus Range, west of Cowell and north of Cleve, reaches an elevation of 2,000ft., while there is als0 a high area west of Port Lincoln and Tumby Bay. At the north end of the region the Gawler Ranges are formed by the dissection of a thick sheet of felspar porphyry extending over two degrees of longitude, by a width of 20 to 70 miles, with fairly uniform maximum elevations of the undissected portions of the order of 1,000 ft. above sea level. The concept of the Melbourne Underground Rail Loop and the organ- isation to achieve its construction are covered in the companion papers (Reference 1, 2) and will not be repeated here. The Victorian Railways, as well as being the eventual operator of the Loop when it is completed by MURLA, have also been responsible as "Contractors" to MURLA for the construction of the "cut and cover" or "box" tunnels and related approach works located on existing Railway property. These tunnel connections link the existing suburban system to the new underground works. The following tabulation indicates the significant work volume involved in this cut and cover tunnelling exercise and which is covered in some detail by this paper.

The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of an ongoing three-year government- and industry-funded research program. In order to assess the feasibility of various bio-remediation strategies, field-scale manipulations were conducted using enclosed mesocosms (limnocorrals). Two manipulation strategies were tested: addition of algal nutrients (phosphate and nitrate) to Main Zone Pit surface waters; and addition of algal nutrients (surface waters) and dissolved organic carbon (deep waters) to the Waterline Pit. Nutrient addition was conducted in order to stimulate algal production and enhance metal scavenging by biogenic particles, while dissolved organic carbon (ethanol) was added to increase oxygen demand and foster the development of sulfate reduction in pit bottom waters. Fertilisation resulted in rapid growth of natural phytoplankton populations in the surface waters of both pits. In the Main Zone Pit, the stimulation of algal growth resulted in the pronounced removal of both dissolved and total metals (Zn and Cu) from surface waters, with higher rates of metal removal being observed at higher nutrient additions. Metal removal could be attributed to the scavenging of dissolved metals by biogenic particles and subsequent particle settling. A similar pattern of removal from surface waters was observed in Waterline Pit (Zn and Cd). The addition of ethanol to deep waters in Waterline Pit was effective in promoting sulfate reduction in the lower layer. The development of reducing conditions resulted in near-quantitative removal of dissolved Zn and Cd, presumably as secondary metal sulfides. Iron, As and Ni profiles in Waterline Pit exhibited no evidence of removal from either surface waters or bottom waters. Collectively, the results demonstrate that the passive forms of bioremediation tested in these pit lakes may be effective for whole pit-lake remediation.

The gas bubble energy generated by an explosive plays a major part. in the fragmentation, muckpile movement and damage produced. Previously, the interaction between gas pressure and the rock has been interpreted from a theoretical basis or a qualitative study of breakage mechanisms. A method to measure the fluctuations in gas pressure in rock adjacent to the blast has been developed. This peak pressure will vary with structure, as well as with distance and explosive type. The technique is simple to apply and can be used to observe the flow rate of gas at. varying distances. The apparent velocity of penetration is an indication of whether gas has travelled through pre-existing or blast induced cracks. The technique provides a ?n:eans of determining the suitability of an explosive for a given rock type, depending on the amount of displacement desired. The technique has application in optimir.irig throw blasting and predicting and controlling damage, particularly in highly structured rock masses.

The blasting of the 2190_6095 stope at Kimberley Nickel MineÆs Sally Malay operation in Western Australia is an example of what can be achieved with electronic detonating systems when a drill and blast engineering team is faced with complex blast geometry and a major pump station in close proximity to the stope. Using Dyno NobelÆs HotShotÖ system, the engineering team successfully designed and initiated the 36.5 Kt stope firing, with a powder factor of 0.35, resulting in no damage to the pump infrastructure, better fragmentation of the ore and less overbreak in what had previously been a geotechnical and geometrically challenging stoping environment. This paper will discuss the design parameters used for this stope blast as well as the benefits the operation found in using precision detonator timing in this 252 hole shot over two levels using a combination of up and down and slashing rings that were initiated in four different directions.

The in situ rock mass rating system û IRMR - leading to the mining rock mass rating system - MRMR - for jointed rock masses has been used (and abused) in mining operations around the world for the past 27 years. Despite the recent development of elaborate design procedures and computer-aided design packages, MRMR remains one of the most versatile and practical mine design systems available. It is important to realise that the rock mass classification system should not be replaced but rather complemented by more sophisticated and detailed design procedures. The classification system is not only the æcrudeÆ method used for initial assessment (as described in some geotechnical literature) but also in many respects a very effective and practical engineering tool. MRMR could, and should be used during the entire stage of mine life as an integral part of the design process. The objectives of this paper are to illustrate using practical case histories from the past decade, some of the pitfalls of the MRMR classification system, to clarify certain misconceptions in its application and update its mining application.

Taxes have an impact on mineral resource availability in several ways. There is the obvious effect on the grades needed for mineral deposits to become economic orebodies. There are also indirect effects which can have equally significant impacts. The paper examines the appropriateness of different types of taxes in the mining industry. The effects of discriminatory taxes such as price-based royalties are described. There is a discussion on the feasibility of introducing a single resources tax to replace completely the various forms of taxes presently applied to the industry. The subtle impacts of taxes are described in a section covering the way in which apprehension over future possible changes to both the level and diversity of taxes is reflected in industry confidence. It is concluded that taxation can significantly limit the economic availability of mineral resources.

The Peak Gold Mines Pty Ltd (PGM) operations are located approximately 9 km south of Cobar, NSW. PGM currently mines and treats ore from three separate orebodies within 5 km of the original plant. Production from the original Peak orebody ceased in April 2002, with ore currently sourced from underground at New Occidental and Perseverance, while New Cobar supplies ore from an open cut mine. In March 2003, Wheaton Minerals Asia Pacific purchased the operation from Rio Tinto who operated the mine for around ten years. The Perseverance deposit is situated between 600 and 1000 m south of the Peak orebody. Access is via shaft from Peak to 630 m below surface and then by decline to the northern end of the deposit locally known as Zone A. Development of the resource commenced mid 2002 to set up for a long hole open stoping operation at 25 m level spacing. The first production stope was successfully brought on line December 2003. The Perseverance deposit is hosted by sediments and volcanics along the eastern margin of the Devonian Cobar basin and is one of many deposits with the Cobar Gold Field. The Cobar Gold Field has produced approximately 2.5 million ounces of gold since 1880. The Perseverance area had long been considered prospective due to the presence of old workings at the southern extensions of Peak line of lode. Significant mineralisation was first discovered at Perseverance in 1994 when PGM drilled a hole targeted 950 m below the historic workings. The target was based on an apparent plunge to the stratigraphic controls to the Peak Orebody. Subsequent exploration within and around the ægreaterÆ Perseverance area has been significantly aided through the use of downhole electro-magnetic surveys due to the close spatial association between gold and sulfide mineralisation.
