The bureaucracy in Victoria has worked against exploration and mining development. There is no doubt that the new Mineral Resources development Act has simplified matters on the mining side of the system. However, WMC's Bendigo and Deep Lead experiences demonstrate that other parts of the bureaucracy can cause serious delays. The mining industry continues to view the approval process causal of excessive costs and delays compared with other States (and countries) and prohibitive to investment in Victoria.

Since 1962, ferro alloy production in Australia has been concentrated at Bell Bay, Tasmania with a major expansion occurring in 1976. This concentration was based originally on the perceived requirements of the expanding Australian steel industry, but recent stagnation within this industry has seen Temco become progressively more export oriented.In 1984, approval was given for a $47 million uprating of facilities which will allow for the introduction of the latest technology to ensure high quality, low cost production in a highly competitive export market.

Movements in the mineral trade cycle are almost invariably out of phase with the gradua- tion rate of mining engineers, metallurgists and geologists. This commonly leads to situations where graduates are scarce in "boom" periods and in free supply when the trade cycle is depressed. This problem reflects the difference in elasticity and flexibility between the educational and industrial environments. In the educational system the decision that brings students to graduation is made three to five years prior to the event. This is quite a lengthy period of time in terms of mineral trade cycles. By contrast, the mineral industry has far more elasticity in responding to short term fluctuations in mineral trade. The authors do not believe that the mis- match between the availability of skilled personnel and the manpower requirements of industry in the short term is intractable. Much is to be gained by more realistic and rational manpower forecasting combined with greater flexibility in the educational realm.

Gold and copper mineralization in the Parkes area is hosted by a meridional sequence of Late Ordovician to Early Silurian igneous and sedimentary rocks on the central northern edge of the exposed Lachlan Fold Belt. The mineralized area straddles two zones separated in part by the Parkes Thrust and exhibiting different styles of deformation and mineralization (Figure 1). The western zone is characterized by gently folded rocks, with shallow dips and weak to non-existent axial plane cleavage. Faulting is restricted to directions oblique to bedding. Numerous occurrences of minor copper mineralization are known, but of recent national importance is the discovery of the Coradgery- Goonumbla porphyry copper-gold deposits by Geopeko Ltd. A resource in excess of 250 million tonnes has been delineated (Jones, 1985), and this represents the first porphyry deposit of sufficient grade and tonnage to be potentially mineable in New South Wales. The eastern zone is much more strongly deformed. Folding is tight with strongly developed axial plane cleavage. Faulting is abundant both parallel and oblique to bedding. Quartz veining is also abundant, and a narrow belt of gold mineralization adjacent to the Parkes Thrust stretches from Forbes in the south, through Parkes and Peak Hill, to Tomingley in the north. Over 31 tonnes of gold have been produced from this gold belt, mostly before 1914, and now three deposits show good potential for redevelopment - Peak Hill, and the London-Victoria and Lachlan lines of lode.

Two ends of a longwall face are not only concentrated locations of equipment, but also provide ventilation and access. The roof strata stability here has an important influence on mining coal and safety. Based on field obser- vations in the gateways at Zaozhuang Colliery (Shandong Province) and model tests, the author developed a structural model of the overlying strata at the ends of the longwall face - the arc triangular cantilever plate - to which the elastic theory of plates can be applied. Factors influencing the stability of the cantilever plate and its breaking character- istics are discussed. Requirements and design parameters for supports at face ends are pro- posed, based on these factors.

Historically, most of the gold produced from Kalgoorlie has been derived from the gold and gold telluride Golden Mile lode systems dominantly hosted within the Golden Mile Doler-ite and to a lesser extent, Paringa Basalt. In more recent times the gold-quartz stockwork ore bodies within Unit 8 of the Golden Mile Dolerite at Mt Charlotte have become increasingly imp-ortant.Extensive low grade gold mineralisation has now been defined to the north and east of Kalgoorlie within rock units of the Golden Mile sequence not generally considered to be highly prospective.Two main types of mineralisation have been defined. The first comprises variably mineralised and altered quartz-albite porphyr-ies emplaced within talc-carbonated Hannans Lake Serpentinite (Mystery deposit). There is intense fuchsitic, pyritic and carbonate alter-ation of the serpentinite adjacent to the porphyry bodies. Gold mineralisation is assoc-iated with fine-grained disseminations and veinlets of pyrite and narrow quartz and quartz-tourmaline veining within the porphyry and adjacent fuchsite-carbonate rock. Australian mining practice operates at the forefront of technology. In recent times Australian designers, contractors and operators have shown many examples of technical "entrepreneurship" in solving geological mining and metallurgical problems. Developments have occurred in the fields of equipment, processing, operating techniques and training which have relevance to the mining industry in other countries. Our mineral exports play a key role in main- taining the viability of the Australian economy. Although the export potential of our specialised equipment and technology is at a much lower level it is a growth area. The export of our mining technology can continue to be basically the result of individual efforts but the question of whether it would be war- ranted and desirable, to establish a coordinating structure should be examined. Existing and new initiatives by the Federal Government indi- cate the Government's interest in the export of technology. The mining industry should take a proactive role formulating policy and programs within its technical jurisdiction.

The paper, one of two papers on the Queensland Railways Brunswick Street tunnels presented at the VIII Australian Tunnelling conference, describes documentation, tendering and construction aspects.Tender documents were written to reduce the risk taken by the contractor. Details of tenders received are analysed and the changing industrial situation at that time described.Construction aspects covered include mobilisation, major equipment, tunnelling equipment and manning. Program and progress are reported including industrial relations and advance rates for Mitsui-Miike S-200 and S-65 roadheaders. Cycle times and performance in terms of cutting rate and pick wear are provided for the roadheaders.

Magmatic-related low sulphidation hydrothermal ore systems at plate margins exhibit distinct spatial and temporal zonations which can be used to aid mineral exploration and development. Low sulphidation systems at all crustal levels exhibit the same paragenetic sequence of events: early breccia formation, followed by quartz - secondary feldspar - sericite/illite veining, then mineralisation, and final argillic overprint. This sequence of events is interpreted to reflect the initial emplacement of melts at high crustal levels, and the progressive cooling of that melt and release of magmatic constituents into a circulating hydrothermal system.

The paper summarises the theoretical and experimental studies which led to the development of new industrial equipment designed to recover liberated gold from placer gravity concentrates. The new technology is based on environmentally clean magnetic methods, which avoids use of mercury in the production process and obtains higher gold recoveries compared to the amalgamation technique, and which can reach 98.6 - 99.5 per cent. The complex of equipment thus developed is now commercially used at nine Russian gold mining operations. Six more such complexes are due to come on stream in 1993, some of them outside the CIS. The new technology appears to hold much promise for the recovery of precious stones (diamonds, rubies etc) semi-precious stones (pyropes, chrysolites etc) and also artificial diamonds, for which case there are encouraging laboratory results.

A method of raising has been developed at Cobar Mines Pty Ltd's CSA Mine which has achieved advance of up to 6 m in a single blast and raises are now developed which have averaged 4.2 m per blast. The method is a form of Long Hole Raising and is applicable to short raises of less than 50 m length. Blast holes are column charged and initiated sequentially with short delay detonators (millisecond). The equipment used to drill the raising blast holes consists of normal production drilling rigs and accessories and no other special equipment is required. The method has significant advantages in rates of performance and fits neatly into production drilling and blasting schedules. The method is also far safer than any non-mechanical or conventional means of Raising.

The Department of Mines Tasmania employs a Drilling Section for specialised drilling re- quired by government and semi-government bodies. The section has a complement of nine crews oper- ating auger, cable tool, rotary and diamond drilling plants. For some years the Department has been involved in site investigation drilling of the Derwent River. The experience gained indicated that drilling methods should be altered. In 1976 an urgent programme was requested and the opportunity was taken to solve many problems associated with previous investigations. Equipment and methods are discussed in detail. The improved technique contributed to the suc- cessful completion of the Phase 1 site investi- Gation.

In mining industries, materials handling costs represent a significant component of the operational cost. A variety of methods have been applied in surface mine equipment selection in order to select the suitable loading system with the lowest loading operation cost. These are queuing theory, bunching theory, linear programming and genetic algorithm. Among them, genetic algorithm is a simple method and applied for preliminary selection of the loading system. In this study, gathering information from anomaly No 2 of Gol-e-Gohar iron mine of Iran, loading system (number and its capacity) has been optimised by genetic algorithm. The study results showed that two shovels 8.25 m3 are required for the removal of 60 million tonnes of overburden. After removal overburden, these two shovels contribute to the extraction of 42 million tonnes of ore with a stripping ratio of 1:1.

Data from ball mills of a wide range of sizes are analysed using detailed mathematical models and non-linear least squares fitting techniques. This analysis reveals that the relative power inefficiency of large ball mills is due to inefficient grinding of coarse (plus 4 mm) particles in these mills. A qualitative physical hypothesis is proposed to explain this behaviour. The results of the analysis can be used to scale up ball mill behaviour, using the mathematical models and techniques developed. A simpler ball mill scale-up procedure is also proposed, and its limitations stated. Laboratory experiments are being conducted to determine the average size distributions of single particles of different ores after breaKage. These experiments can distinguish between the different ores, and it is hoped to use their results to model and predict the grinding of different ores in ball Mills.

Valuers will often intuitively express the probability that property value will exceed a certain amount . . . 'I think the chances that the value will exceed $50 million are excellent. The chances that they will exceed $80 million are poor'. This paper shows how it is possible to combine the uncertainties of the value of several key items to provide an estimate of the probability of a certain overall value being achieved. The valuation of a large copper/gold deposit was naturally influenced by uncertainties in the base assumptions of costs and metal prices. Potential acquisition of the property through share purchase raised the issue of what was a reasonable intrinsic value for the shares. Market considerations could be used to appropriately adjust the intrinsic value. After a range of possible metal prices and operating costs were determined, estimates were made of their probable distributions. By combining these probabilities in a random selection, a range of property values was calculated. Each value had its respective probability of occurrence. This allowed a most likely value of shares to be calculated. This paper demonstrates how the valuer's intuition is complemented by numerical analysis.

The problem of recovery of cobalt products from poorly oxidised nickel ores (Kempirsaisk deposit) and pyrite concentrates with a low content of cobalt (Sokolovsk-Sarbaisky deposit) has not been solved to the present time in Kazakstan. The balance reserves of nickel ore of the Kempirsaisky deposit make up more than 35 million tons with a nickel content of 1.13 per cent and cobalt content of 0.05 per cent; besides there are 110 millions tons of out-balance ores (Anon, 1995). In a tailing dump of Sokolovsk-Sarbaisk Mining and Productional Association more than 320 million tons of tailings of wet magnetic separation have accumulated, which contain 7.2 per cent of sulphur, 0.022 per cent of cobalt, 0.012 per cent of nickel, 0.094 per cent of copper, 0.079 per cent of zinc, 16.45 per cent of iron, and from which a high quality pyrite concentrate car) he separated through flotation, containing 48 - 50 per cent of sulphur, 44.15 per cent of iron, 0.141 per cent of cobalt, 0.07 per cent of nickel, and 0.10 per cent of copper. The well-known technological flow charts for cobalt and nickel recovery from the tailings of sulphide-magnetite ores dressing (to give pyrite concentrate) and from oxidised nickel ores, are not profitable at the existing prices for metals, but are not worthless and require significant capital investments for the realisation of their value. The flow chart `sulphate roasting - leaching - solution processing' is used widely for combined processing of cobalt-containing pyrite ores and concentrates.

A process was developed based on the thermal hydrolysis and precipitation of iron from solutions resulting from the leaching of zinc plant residue. A study was made of the hydrolysis of iron, at temperatures in the range 140-220°C, in both pure solutions of ferrie sulphate and in leach solutions derived from plant spent electrolyte.At 200°C hydrolysis of pure ferric sulphate solutions results in the precipitation of ferric oxide, Fe2O3, at low acid. concentrations, and a basic salt, Fe2O3.2S03.H20, at hIgher acid concentrations. At 180°C ferric oxide is precipitated at low acid concentrations, but at higher acidities. carphosiderite, 3Fe203.4SO.3.9H20, is the stable phase. Frequently a mIxture of ferric oxide and carphosldente IS produced at 180°C, the ratio of phases being dependent on the non-equilibrium experimental conditions.With solutions derived from plant spent electrolyte hydrolysIS at elevated temperatures results in the precipitation of jarosite compounds of the type NaFe3(S04)2(OH)6 The precipitation of natrojarosite jarosite, and ammonio-jarosite was studied in detail. Temperature, free acidity, and the concentration of sodium potassium, and ammonium ions are critical factors which affect the extent of precipitation.A process based on ammonio-jarosite precipitation was tested in a pilot plant.An alternative method of iron removal based on the addition of zinc oxide calcine, to neutralize excess acidity, and the precipitation of ferric oxide was also tested in the pilot plant. The Wiluna mining operations are centred near the township of Wiluna 750 kilometres north-east of Perth and 600 kilometres east of Geraldton.The Wiluna gold mines produced over two million ounces of gold, predominantly by roasting the refractory sulphide ores, before closing in 1947. In the period 1984 to 1992, 668 000 ounces of gold has been produced from free milling oxide ores and the retreatment of tailing. A plant capable of treating the refractory sulphide ores using the bacterial oxidation, Biox technique was commissioned in March, 1993.The Wiluna lode deposits are hosted by a sequence of very low grade metamorphosed mafic flows at the northern end of the Norseman-Wiluna greenstone belt. A strike slip fault system provided conduits for fluid migration; ore deposition occurred at favourable sites along the faults. Satellite mines at Gourdis and Wiluna South provide laterite and lode style oxide ores.The different styles of deposit and ore types at the Wiluna mining operations require a flexible approach to resource estimation and grade control practices.

L44 Shaft is a major upcast ventilation shalt in the hanging wall of the 1100 Orebody. Various techniques for stripping a raisebored pilot hole were combined to produce L44 shaft. From the surface to 198 m depth, the shaft was concrete lined 7.3 m internal diameter. Below this the shaft was developed to 7.6 m diameter unlined. 11 level, 540 m below the surface, was the first readily accessible level connection. The section to 198 m depth was benched and concrete lined through weak oxidised ground. When more competent ground was encountered the operation was converted to horadiam stripping. This application of the raiseborer has led to a safer, more efficient method of shaft development.
