Associated Minerals Consolidated Limited (AMC) is constructing a 112,500 tonne/yr synthetic rutile plant at Narngulu, near Geraldton in Western Australia. Design of the plant is based on the technology developed by AMC and utilised in its two existing plants at Capel in Western Australia. Ilmenite Feedstock for the plant will be sourced from AMC's mine at Eneabba and coal obtained from the Collie deposits. The plant is scheduled to come on stream in the second quarter of calendar 1987. The rationale of the decision to construct the Narngulu plant is examined against the background of the world market for high-Ti02 content feedstocks. Also provided is a detailed description of the plant and an examination of the technology used in process Design.

Managing heat stress on Australian mine sites is a complex and enduring challenge due to the combined and variable contribution of environmental conditions, physical activities, and protective equipment. Inappropriately managed, heat stress can place significant physical strain on workers, leading to serious and chronic health issues. Additionally, excessive heat stress can dramatically reduce productivity, with 30 per cent of workers reporting a loss of productivity due to occupational heat strain. In Australia, due to increased absenteeism and reduced work performance, heat strain is estimated to have an annual economic burden of over $8 billion.

All tunnels have unique characteristics that result in different fire and life safety risk. The fire safety systems for each tunnel also give different benefits at different costs. It is therefore neither pragmatic nor cost-effective to prescribe specific fire standards requirements for all tunnels. Each tunnel needs to be assessed individually but using a common process.The owner/client is normally the risk owner and needs to make the decision on what fire and life safety provisions will be provided within the tunnel. To make this decision they need to be appropriately informed. The low probability and high consequence nature of fire events creates a challenge such that traditional analysis processes, which tend to focus on a major event after it has happened, are not easily applied and do not give the best value for money. Therefore a process is required that provides the relevant information to the owner for decision-making.A quantitative risk assessment (QRA) provides a process and framework for the consideration of fire life safety risk when applied properly. This involves a risk assessment of the ‘do nothing’ option together with assessments of improvement options and their costs. It also involves consideration of benchmark safety levels for other tunnels and the open road.This paper will outline a QRA process for assessing fire and life safety risk in tunnels and how this has been used for three existing tunnels, Homer Tunnel, Lyttelton Tunnel and Mt Victoria Tunnel. Key challenges include determining an acceptable safety level, defining realistic inputs, providing sufficient complexity to get meaningful results but not so complex that transparency is lost and interpretation to enable decision-making by non-technical personnel.CITATION:Weaver, S, Wright, B and Ireland, T, 2014. The theory of froth flotation developed slowly, in almost all cases lagging behind practical developments in the operation of flotation processes. This was largely the result of a lack of understanding of the required basic principles of chemistry and physics, many of which were being developed at the same time. A review of some of the early theories propounded is worthwhile, and should encourage those who are presently studying or practicing flotation to exercise some care in claiming a complete understanding of the underlying phenomena in the art. This paper considers theories presented up to and including those in Principles of Mineral Dressing by Antoine M Gaudin (1939). Of course, developments since that time are important, but they are beyond the scope of this discussion.

Although environmental and sustainable development reporting has now become widespread in the Australian mining and minerals processing sector, there remains a great deal of diversity in reporting contents and practice. Moreover concerns remain about the effectiveness of reporting for delivering the companyÆs business case for sustainable development as well as for communicating sustainable development performance to a range of external stakeholders. This paper therefore reviews the status of sustainable development reporting in the Australian minerals processing industry. Pertinent international and national developments are briefly captured, leading to a discussion of the framework for integrating sustainable development reporting with sustainable development management (as proposed by the World Business Council for Sustainable Development). This leads to a discussion of the results of a comparative review of sustainable development reports of a cross-section of eight Australian resource companies. Best practice elements are highlighted in regard to reporting on company context, governance, performance and assurance.

"Metal prices are central to a mineral investment decision and have a profound impact on the financial performance of companies in the mining industry. At its most basic level, metal prices are influenced by the disequilibrium between international metal volume supply and demand. That is, the commodity price is a regulator that equates international metal supply and demand where inventories act as a buffer between the emergence of this disequilibrium and its dissolution through a price change.From this viewpoint, mining companies are required to forecast metal and bulk commodity prices when evaluating minerals projects through discounted cash flow (DCF) analysis. While supply-demand models are instructive, many companies use historical prices, spot prices, futures/forward pricing and consensus opinion (or a combination of all of these) to develop price forecasts.This paper discusses the definition, fundamentals and differences between futures/forward and consensus pricing and the appropriateness of each in a DCF model for mine project economic evaluation.Our results demonstrate that great care is required when using either futures/forward or consensus pricing and that the decision to use one rather than the other requires consideration of other important elements in the DCF model (ie the risk-adjusted discount rate).CITATION:Martinez Tipe, L A, McKibben, J and Barry, S, 2016. The authors have presented their ideas for developing a powder sampling device in the I-Corps™ program sponsored by the National Science Foundation (NSF). This is an intensive customer discovery program developed to increase the economic impact of the research sponsored by NSF.The I-Corps™ program requires performing at least 100 interviews with potential customers in various industries. These interviews are essential to establish the need for a particular product or solution, and identify potential commercialisation partners and competition. The interviews have revealed the absence of Theory of Sampling (TOS) principles in many companies. The interviews are designed to identify the difficulties associated with current sampling practices that do not meet TOS principles.The I-Corps™ program is a significant challenge for scientists who often avoid discussing a concept in fear of losing their research idea. The program teaches how to obtain information without releasing the important intellectual property related to a product development idea. The I-Corps™ methods have been used to discover the prevailing ideas on sampling in various industries.I-Corps™ also teaches how to present ideas to investors; another significant challenge for a scientist. This paper outlines the role of commissioning in the project cycle, shows how to get organised for commissioning and describes the principal commissioning activities. Emphasis is placed on appointing key commissioning staff early in the project to coordinate the preparations for commissioning and on detailed planning and tracking to ensure that the required commissioning activities are performed satisfactorily. The management of safety during commissioning is reviewed.

International codes of practice offer broad definitions with respect to the classification of resources in terms of risk. Specific guidelines and protocols, to analyse sample data, carry out geostatistical appraisals, develop geological models and finally estimate and classify resources, are not addressed. Neither are detailed requirements for engineering mineable reserves from estimated resources. In addition, international codes of practice fail to distinguish between types of deposit, other than in broad terms, as for example, The AusIMM JORC Code (JORC, 1999) which makes reference to diamond and coal deposits. The objective of this paper is therefore to set in motion the process of specifying detailed protocols, acceptable to the international community, for the assessment, reduction and management of risk associated with the development and extraction of mineral deposits. Ordinarily, the main risks and issues encountered during the process of estimating resources and subsequent conversion to reserves, encompass:failure to understand relevant geological controls of mineralisation; validation of grade interpolation; optimism in geotechnical appraisals of dilution and stability and the consequent selection of inappropriate mining methods; metallurgical modelling of minerals and contaminants reporting to concentrates; appraising the hydraulics of heap leaching and the numerous factors that can affect recovery; difficulty of managing metal price cycles and changes in regulations within the constraints of long-term mining plans; and development of better evaluation techniques for mining ventures. Uncertainty is inherent in estimation and engineering work, and its identification, reduction and management should be a fundamental goal of all involved in the mining industry (Figure 1). Variability may be reduced by:following internationally accepted practices for the collection, manipulation and analysis of geoscientific data; and verifying that the procedures actually performed meet the associated standards. Increasing amounts of data will also reduce uncertainty, but only if the procedures used to collect and appraise such data follow the relevant procedures. It is thus the aim of a series of papers in preparation, Beniscelli et al (in prep), to put forward detailed guidelines, for:project sponsors û to provide a global view of the work and documentation needed to support requests for funding various phases of project development and budget approvals; geologists û to indicate a checklist of the requirements and standards for the exploration and estimation of resources; and engineers and economic analysists û the protocols for characterising, modelling, engineering and evaluating the extraction of reserves. It is therefore hoped to encourage the development of consistent standards for declaring reserves within the mining industry. Data from projects and operations will be utilised to illustrate the benefits of adopting a rigorous approach to estimating resources and engineering reserves, Beniscelli et al (in prep).

In the field of pyrometallurgy, the presence of multiple molten phases with distinct chemical compositions, such as slags, mattes, speiss liquids, metals and molten salts, is a well-known phenomenon. These phases exhibit strongly non-ideal solution behaviour and are mutually miscible to varying degrees. To describe these complex molten liquids, the Modified Quasichemical Model (MQM) has proven effective and has been applied to numerous binary, ternary and several higher-order multicomponent systems related to pyrometallurgy. In recent decades, the complexity of high-temperature processes has escalated due to increased impurity concentrations in primary ores, the incorporation of recycled consumer products and the integration of metallurgical plants through by-product and waste exchanges. To address these issues, PYROSEARCH laboratory has been developing large 20-component thermodynamic database using a generalised CALPHAD (CALculation of PHAse Diagrams) methodology integrated with experimental investigations. Over the past decade, strategic decisions were made balancing the ability to generate experimental data, prediction power, accuracy, stability of calculations, as well as computational time, which are discussed in the paper. Examples provided for issues of >3 liquid immiscibility, non-ionic behaviour and exaggerated ‘sharp’ enthalpies of mixing in silicate slags, dealing with multiple oxidation states, as well as comparative analysis of pair and quadruplet approximation in MQM.

Legislation introduced for Queensland and New South Wales Coal mines provides different levels of prescription regarding specification of mine seals û generally in relation to capacity to withstand overpressure. In Queensland, the Coal Mining Safety and Health Regulation (2001), Section 341 (d) places a further onus on the statutory ventilation officer to æensure all ventilation control devices at the mine are properly constructed and maintainedÆ and that the ventilation officer æmust ensure a ventilation control device mentioned in the regulation à and installed at the mine meets the design criteria statedÆ for the ætype of deviceÆ. Based on the experience of the author, it appears that risk management and life cycle approach to seals has not been adopted to the same extent as for other aspects of operations. Further, because of the number of disciplines and personnel involved that may influence various factors affecting seal integrity, the opportunity for oversight or unclear allocation of responsibility is considerable. While suppliers can provide explosion or design rated seals, this should only be a starting point for application of the product in a coal mine. Application is often considered by mine planning staff (taking into consideration mine environment parameters such as water, control of gas, spontaneous combustion risk, etc) in conjunction with the colliery ventilation officer, and then construction completed by contractors under supervision of operational staff. After construction, seals often are managed by operational personnel with input from the ventilation officer. Input of the geotechnical engineer into pillar design, roadway opening size, ground support specification and most stable seal location is also required. The need for a customised design approach for each seal site is proposed in order to take into account the many and variable factors that may influence a site so that improved seal performance reliability and predictability can be developed. A program of quantitative as well as qualitative monitoring of performance and triggers for rectification or maintenance action is required, and would provide support to the aforementioned proposal. Many mines rely on visual/audible inspection and periodic bag sampling as the primary means of assessment. Other significant factors such as seal material properties, rib degradation, convergence, floor heave, effects of water on both structural integrity of the seal as well as the air tightness of the seal do not generally receive the same level of attention. Based on the above observations, the author has compiled a reference checklist in regard to the above matters, including aspects of and approaches to mine and pillar design, geotechnical modelling and data collection, civil engineering design, site evaluation and practical options available.

A description is given of an investigation into the feasibility of using controlled recirculation of warm exhaust air into the cold intake air of underground mines during winter. Canadian mines can experience inlet air temperatures of minus 30 ¦C and less, requiring them to pre-heat their intake air. The use of controlled recirculation would reduce the inlet air quantity and thus reduce heating costs which exceed $1M on some mines.

Every mine will close! Charting a profitable course through mine operations to acceptable mine completion requires that risk and opportunity management planning of the mine life begin as early as possible in the life cycle. Management targets and metrics are required to identify and navigate the course to successful mine completion based on economic, social and environmental criteria. This paper outlines the application of The Metrics NavigatorÖ principles to the life cycle of a mine site. In general, metrics are required to make key strategic ideas apparent, transforming those ideas into a manageable set of quantitative measures that guide communication and decision making. For example, the chemical industry has established metrics that focus on the life cycle impacts of its products and eco-efficiency of their processes. Other industry sectors have focused attention on workplace and community well-being outcomes. These management metrics are necessarily organisation-specific, aligned to stakeholdersÆ expectations and the strategic outcomes sought, as well as the cause-and-effect relationships underlying key issues. Recently, the Global Environmental Management Initiative (GEMI), a consortium of multi-national companies, developed The Metrics NavigatorÖ. The guidance document provides a structured process for assessing and developing metrics for key environmental, social, and economic issues based on business and stakeholder perspectives. It incorporates best practices learned from the chemical and other industry sectors and has since been applied to develop metrics that guide life cycle strategies. The paper examines how the life cycle of a mine site could benefit from experiences in other industry sectors where sustainability metrics have guided strategy. It considers the potential application of The Metrics NavigatorÖ process to the life cycle of a hypothetical Australian mine site using the processes that have been successful in other industry sectors.

Block caving is the lowest cost underground mining method but it has relatively high risks and a high up-front capital and development cost. It has application to large, often lower-grade orebodies where high production rates can provide good returns on the investment. However, it has a range of technical risks that are peculiar to block caving and the usual financial, political and environmental risks that may be exacerbated by the long lead-in times associated with the development of a block cave operation. With initial development costs that may be $100 M to $1000 M when the building of a treatment plant is also required, it is obviously important to minimise and manage the risks. In a greenfield project, commitment to a substantial proportion of the capital expenditure may be required to gain access to the deposit, and the decision to proceed at this stage would be based very largely on interpretations of drill hole data. In established mines the data may be supplemented by geological mapping and past experience, etc. The quality of this data is critical and yet it is frequently degraded through poor techniques and avoidable omissions. The final decision to proceed would be assessed on projected commodity prices, mining capital and operating costs, dilution and run of mine ore grades. The latter will vary over the life of the project and these can be estimated with drawdown or draw control modelling techniques. In this modelling, there are further risks in the assumed modelling parameters or that the modelling technique may not be applicable or appropriate. The paper addresses the most critical technical and operational risk areas and provides some practical precautions that can be taken to reduce these and improve the reliability of the geological and geotechnical models.

"Automation is a common goal within the coal industry for reasons such as efficiency, reliability and sustainability. However, it requires standards and frameworks so business systems can communicate effectively. Automation of sample analysis processes has been difficult to establish due to a lack of direct business system communication between commercial laboratories and mining companies. This has resulted in manual procedures that have contributed to problems relating to analysis instructions, sample identification, results formats and visibility of status.These problems result in loss of data and confidence in data validity, loss of process efficiency and inability to react to issues. An Australian Coal Association Research Program project (Evans, Armstrong and Arboleda, 2014) has addressed these issues through the Coal Quality Data Exchange methodology for direct business system communication between coalminers and commercial laboratories to optimise the transfer of coal quality data.The benefits to the coalminer of the framework are:increased clarity and auditability of what is being sent to the laboratory and what was requestedreduced potential for error introduced through manual transcription tasksincreased speed of loading of analytical results to the customer Geoscientific Information Management Systemimproved turnaround time for analytical resultsincreased knowledge about what took place in the laboratory with respect to the determination of the analytical resultsincreased visibility of the status of a ‘work order’. The benefits to the technology companies and commercial laboratories is a common framework on which to build a sustainable solution that gets away from the multitude of formats catered for today and time consuming manual processes. Magnetite orebodies generally means mining lower grade iron ores, crushing and grinding with significant energy costs in processing and the capital costs being significantly higher than for direct shipping ores (DSO). Overseas, the mining and processing of magnetite ores has a long history of production due to the lack of DSO deposits. This raises the question as to why the new magnetite projects have been so problematic and also whether there is a future for the long list of potential magnetite projects in Australia.The quality of the magnetite concentrate product is superior to most DSO products and the magnetite contains energy benefits when converted to hematite in sintering or pelletising. The industry’s hopes for new projects have been dashed and questions are being raised as to the financial viability of such projects.A comparison of Grange Resources Savage River, Arrium’s Project Magnet, the Sino Iron Project and Gindalbie’s Karara Iron Project is used to understand the differences between the projects and why some are more successful than others.CITATION:Connelly, D, 2015. In May 2018 Kasbah Resources Limited (“Kasbah”) completed an ore sorting test work program which was a precursor to releasing in July 2018 an updated Definitive Feasibility Study (“DFS”) for the Achmmach Tin Project in Morocco, which it is proposing to develop along with its joint venture partners. The testwork program evaluated ore sorting as a pre-concentration option to achieve early elimination of gangue and the low-grade component of ROM feed, thereby potentially:  Significantly upgrading the head grade of tin to the downstream processing plant.  Significantly reducing the required throughput capacity (and projected capital expenditure) of the downstream processing plant.  Reducing total consumables, power and water requirements in downstream processing.  Increasing the recovery of tin in the gravity and flotation circuit due to the higher feed grade achievable with ore sorting.  Reducing tailings tonnage, tailings cost and environmental footprint.  Using sorter rejects for mine backfill or road base applications. Key aspects of the design of the metallurgical testwork program centred around the need to ensure that samples representative of ROM ore feed (including projected mining dilution) were selected for the ore sorting testwork. The design and implementation of the ore sorting bulk testwork program is described, as well as a summary of the test work results and a discussion of the enhancement of the project economics reported by Kasbah, which led the company to adopt ore sorting as part of the proposed processing circuit in the updated 2018 DFS.

Large metallurgical complexes are substantial users of energy, water and assets. To improve the effectiveness of energy and assets the quality of the data and events become paramount for real-time operational management. A lack of resources at the local operations and at the enterprise makes it impossible to process the sea of information and many projects have failed. As such, a novel approach for implementation of continuous improvements at the local level and innovations at the strategic level was implemented at all operating plants at Anglo American Platinum. Sixteen concentrators, three smelters and two refinery process systems were integrated to scale the information for manufacturing services at the local and enterprise level. The new capability of an enterprise real-time monitoring and diagnosis software infrastructure was available to implement many business strategies in tandem. Mineral and metallurgical processing knowledge is used to simplify the implementation of the data model. As such, asset monitoring, energy, production and process control management were implemented in an integrated approach reusing the same data but with different context and time horizons to have a standard methodology for local root cause analysis. This paper will highlight a sustainability management approach to change and empower the local and strategic team to collaborate using a new approach for adaptive reporting and condition-based event management and notifications. The results based on the integrated and collaborative team efforts will be presented. The development of robust, economical transport infrastructure has been identified as a key driver to sovereign economic growth. Notwithstanding the value of undeveloped mineral resources, unless they can be brought to market they are of little value. Within a global context, the continent of Africa probably faces one of the most significant transport driven economic development programs as countries strive to unlock their much sought after resources.The UN’s Africa Review Report on Transport (United Nations Economic and Social Council, 2009) provides an excellent context for the issue facing African countries and the potential for investment in transport to solve many of the intrinsic problems they are confronted with. With little exception, economic development in Africa is very likely to be driven ‘off the back’ of transport development – and more specifically from heavy-haul rail as a means by which economic wealth can be derived from export of the continent’s vast natural and mineral resources to the world. The report found:transport is a key driver of economic development and poverty reduction;road transport is the most dominant mode in Africa;the ‘Cost to Market’ of African goods is hampered by the reliance upon road transport;the cost of road transport is not just economic – 19 per cent of the world’s road fatalities were recorded on African roads;African railways are seen to be disjointed and under-utilised;Africa’s ports are key to export trade - yet only six ports (three in Egypt, and three in South Africa) handle about 50 per cent of the continent’s total container traffic;the cost of transport is increasing making African trade even less competitive; andsignificant negative impacts of Africa’s reliance on road transport – health, and greenhouse emissions.We understand that mining the resource is only part of the solution – it has to be put to market at a competitive landed cost.Most African countries face huge costs associated with transport development and ongoing operation – in many cases beyond their available resources.The Australian rail industry has faced and solved many of these challenges.
