The fast tracked mine development strategy attempts to blend feasibility studies and engineering/commissioning functions into a streamlined process. In this compressed process, environmental issues are difficult to control with respect to the optimisation of operational environmental performance. This paper presents a standard mine development process with specific focus on environmental issues, and contrasts this against Rio TintoÆs recent fast track experiences on the Hail Creek project (Australia), the Baranj project (India) and the Gokwe North project (Zimbabwe).

In the mid-1990s, after a long period of antipathy between the company and its detractors, Rio Tinto embarked upon an ambitious cultural change program that sought to transform the fundamental basis of its relationship with global, national and local stakeholders. This has evolved into a broader pursuit of positive cultural change within Rio Tinto as part of the mining industryÆs Sustainable Development initiative. Initially driven from the top down, the communities component of this program comprises an architecture of policies, value statements, social research and verification systems. The commitment to better community relationships is best exemplified in Australia by the scope and scale of the GroupÆs Aboriginal land access agreements, community development programs and the work of the Rio Tinto Aboriginal Foundation. While collectively these form the core elements of an evolving set of internal social competencies, development of second-tier competencies is required to organically embed a culture of sustainable relationships with local and regional communities. Second-tier competencies will include appreciation of social dynamics, social science and diversity at middle management level; rigorous social research that properly informs development options for companies and host communities; career paths and recognition within the mining industry for young professionals both generally and from stakeholder communities; proper community-needs assessments, research into such things as purchasing power and other economics data, and inventories of public goods such as land-carrying capacity and water availability. Without this information it is difficult to gain an appreciation of and to alert people to the consequences of change brought on by a mine. The next decade will see second-tier social competencies promoted within successful mining companies. Measures to achieve this include a range of Human Resource (HR) incentives such as recruitment and career advancement based on broad competencies rather than narrow technical proficiency, humanities training for mining professionals and performance rewards that recognise social competence. A sustainable future for mining in a globally connected social landscape requires selection of people who can listen, relate and act in an open social system. The challenge for the mining industry, its professional organisations and educational institutions is to acknowledge this and develop these new aspects of mining industry professionalism. This cannot be left to individual companies if the industry is to have a sustainable future.

Pine Creek Goldfields Limited (PCG) is rehabilitating the Enterprise Pit to an aquatic habitat and potential water resource. This paper discusses the development and implementation of that plan. Pine Creek Goldfields Ltd's Enterprise Mine is located approximately 230 km south of Darwin. Open cut mining of the orebody commenced in 1985 and continued for eight years with 14 million m3 of ore and overburden extracted. Geochemical testing of exposed rock types in the pit has demonstrated a propensity to produce acid, and dissolved metals. A plan of management has been developed and implemented to minimise the risk of acid formation and improve the overall water quality in the final void. In developing the plan prime consideration was given to reducing the potential for pit water to impact upon the regional groundwater. An interception system was constructed on Pine Creek to divert approximately 9 km2 of upper catchment into the northern end of the Pit. Construction of the diversion system was completed in December 1993 and a comprehensive surface and groundwater monitoring program initiated. The monitoring program and associated studies are also discussed.

The object of this paper is to give a description of the new office and changehouse building and equipment at the Zinc Corporation Limited, the office section of which has now been in full use for approximately three years, and the changehouse section for approximately two years. As the expectations of the design have been fully realized, it is thought that this description will be of interest to members and possibly of some use to others faced with similar problems.GENERALIn the centralization of the surface plant around the new main shaft the combined office and changehouse building forms a prominent feature, being located between the shaft and the mill and facing the workshops on the northern side.The scheme for housing all employees in one building was proposed by the Manager, Mr. A. J. Keast, who was familiar with a similar successful structure built at the McIntyre Porcupine Mines Ltd. in Ontario, Canada.The principal features of this building were adopted as a basis for design, and the present layout evolved to suit the particular requirements of this mine.Some of the advantages of the design are:(a) Economy in first cost and space occupied when compared with plants having separate office and changehouse buildings.(b) Easier and more constant supervision of employees and of the plant by the senior staff members.(c) Close contact between officials of all departments.(d) Close covered connection between changehouse and shaft.(e) Avoidance of duplication of ,essential services such as electric power, water, heating plant, sewerage, etc.The Managing Director, Mr. W. S. Robinson, further instructed that the following requirements be adhered to in the new building:(a) Ample accommodation to be provided for office staff and other employees.(b) Special attention to be paid to lighting, both natural and artificial.(c) Working temperatures to be controlled to facilitate comfort and efficiency.(d) The buildings and equipment' to be of a permanent nature with furnishings and fittings of modern design.

Gekko Systems Pty Ltd engaged in the test work, design, manufacturing and commissioning of the pre-concentration plant at Silver Standard Resources Inc’s Pirquitas mine in the north western Jujuy province of Argentina. Testing of the ore at coarse feeds of between 2 and 12mm returned probable recoveries of up to a total of 95% silver into 50% of the mass fed to the InLine Pressure Jigs (IPJ’s). The plant has been designed and built based on the test results to include a preparation screen to bypass the fines that are naturally higher in grade and repulping of the coarse which is then pumped to three parallel trains of 2-stage IPJ roughing-scavenging. The target 50% yield to concentrate passes over a dewatering screen and the solids are returned back to the mill feed conveyor. The IPJ tails are transferred to a dewatering screen and solid rejects are stockpiled off the end of a transfer conveyor. All dewatered underflow products are processed via hydrocyclones to recover dirty water for use back into the IPJ circuit and return entrained fines to the fines bypass line.With the sulphide orebody being processed, the results from operations to date have shown that plant performance is matching the original laboratory sulphide ore testwork data. The objective of the pre-concentration step is to both reject gangue and achieve grades between 300-400g/t Ag to the float circuit as flotation recoveries are maximised within this range. The plant currently achieves overall upgrades of approximately 150% of feed grade with the IPJ only circuit producing an average 180% increase from calculated feed grade.

Pressure filters were found to be necessary to produce Elura silver/lead and zinc concentrates at sufficiently low moisture contents for bulk cargo shipment by sea to smelters.The difficulty in obtaining low moistures was due to the fine primary grind, 80% passing 45 microns, and resultant fine concentrates, 97% passing 45 microns.The filtration system was designed to filter up to 90,000 tonnes/year silver/lead concentrates and up to 130,000 tonnes/year zinc concentrates.This paper details the preliminary test work to select Larox automatic pressure filters, and the commissioning and operation of these filters to achieve design criteria for both concentrates. The design criteria for both concentrates have been bettered due to the concentrates being coarser than the design sizing.

The Kipoi Central (KPC) copper project is located in the Katanga Province in the Democratic Republic of the Congo and is presented here as an example of an operating mine where the Mineral Resource was initially estimated by uniform conditioning (UC) and subsequently updated to localised uniform conditioning (LUC). This paper discusses the implementation of an estimate run using LUC and compares the results based on resource definition drilling to those obtained by close spaced grade control drilling and actual mill production.UC is a nonlinear geostatistical technique designed for recoverable resource estimation, typically using wide spaced exploration and resource definition drilling. The primary output of UC is the grade, tonnage and metal above a series of user-defined cut-off grades for a particular selective mining unit (SMU) block size. The UC approach is considered to provide a more accurate representation of the recoverable grade and tonnage at SMU support for non-zero grade cut-offs than would typically be achieved by a traditional linear estimator such as Ordinary Kriging. LUC is a relatively new approach involving the post-processing of a UC estimate and is used to spatially present the grade distribution predicted by UC at the SMU scale.This study demonstrates that the calculation of a more accurate and realistic grade-tonnage relationship for small SMU sized blocks is possible at the exploration stage using LUC, provided that the necessary theoretical and practical conditions for implementation of this technique exist.CITATION:Millad, M G and Zammit, M, 2014. An Australian Working Group has been compiling a guide for operators to use in order to improve the efficacy of their routine and non-routine sampling tasks within their coal preparation process. The guide focuses on unit operations within the process, and not conveyor belts or transfer stations that are adequately covered by the existing Standard ISO 13909.Representative sampling of unit operations is generally an after-thought following plant construction, whether that be a result of oversight, or more commonly, capital cost minimisation during initial construction. Minimising capital cost by avoiding adequate sampling systems is generally a poor decision, since the result is a process that cannot be adequately measured, meaning that it cannot be adequately managed and optimised.The use of the term ‘guide’ rather than ‘standard’ is intentional. Practical means of sampling unit operations within existing plants generally relies on a compromise between sample representativity (minimisation of bias) and sampling feasibility. The guide does not endorse poor sampling practice, but instead offers practical guidance to overcome, to the extent reasonably possible, real-life limitations.When it comes to sampling any particular process, it is almost always necessary to make a professional judgement as to whether or not the proposed samples are likely to be sufficiently representative such that the sampling will be worthwhile. Such judgement needs to be exercised by personnel who understand the principles of sampling, as they apply to the stream being sampled. There are many circumstances where available methods for sampling of a particular stream will be meaningless, and in such circumstances analytical data from that sampling will only serve to propagate poor decision-making.This paper outlines the approach for the guide, the areas it covers and the approaches adopted for different types of unit operations and associated equipment configurations.CITATION:Atkinson, B W and Docherty, J, 2017. Common brattice cloths in use in Australian coal mines are compared by permeability measurements. The respective advantages of twill weave and tarpauling* weave cloths are listed, and the improvements to be obtained in the ventilation of a mine by using tarpauling cloths instead of the commonly used twill cloths are stressed. Plastic cloths are widely used overseas and are briefly discussed.INTRODUCTIONThe onset of extensive full-scale mechanization in Australian coal mines during the past few years has increased attention given to the ventilation of working places. Many inadequacies of the present system have been brought to light and not the least of these is connected with the use of brattice cloth, both in directing the flow of air around the face and in acting as a temporary sealing mechanism. A well-constructed line of brattice will only provide fair ventilation for a distance of 100 ft. Beyond this point the volume or air reaching the face falls off rapidly.Some of the shortcomings associated' with the use of brattice cloths are:1. Hurried installation, necessitated by a rapid advance, often results in poor workmanship with, consequently, an excessively high leakage rate.2. High places caused by falls of roof are difficult and time-consuming to seal.3. Curtains, in lines of brattice crossing transport routes, are difficult to maintain.4. "Approximately 32 per cent of the worldÆs total gold production has come from greenstone belts (Frimmel, 2008). In these regions numerous small to large, quartz vein-associated gold deposits are hosted in metamorphic rocks ranging from lower greenschist to granulite facies. Historical exploration has focused its efforts on rocks of greenschist to lower amphibolite facies because these seem to contain the most deposits. Consequently, these regions are now reaching mature brownfield status, particularly in developed nations, and finding new deposits is becoming progressively more difficult. In comparison, regions of similar tectonic setting, but instead containing high-grade metamorphic rocks of mid-amphibolite to granulite facies, have received little attention because the first explorers found fewer deposits there.However, these regions certainly do contain some very significant gold deposits such as Hemlo in Canada (~684 t Au), Renco in Zimbabwe (~31 t Au mined since 1980), the very profitable Challenger deposit in South Australia (~36 t Au; recovered + reserve + resource), and the most recently discovered Tropicana deposit in Western Australia (~182 t Au; reserve + resource). High-grade metamorphic terrains therefore offer explorationists an excellent opportunity to move onto relatively green fields within developed nations, which carry less risk associated with development. However, explorationists have comparatively little knowledge of the geological controls on gold distribution in high-grade terranes because: industry experience lies in traditional lode-style gold deposits these gold deposits are geologically more complex there has simply been minimal research conducted on these deposits as a holistic group.Furthermore, research conducted in the last five years has shown us that the previous widely accepted model for gold genesis in these terranes, the crustal continuum model, is incorrect. Here, I discuss features from several gold deposits hosted in high-grade metamorphic rocks and use these to define two categories for explorationists to consider: deposits that formed prior to peak metamorphism (metamorphosed gold deposits) deposits that formed well after peak metamorphism (post-metamorphic gold deposits). Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale. The development and application of paste fill, cement slurry aggregate fill and shotcrete bulkheads at Mount Isa Mines is described. The progressive changes in filling style in the Mount Isa copper mines from a dry fill based cemented rock fill to tailings based paste fill and slurry fills is explained. The development of shotcrete arched bulkheads and engineered drainage system is described. Details on how Mount Isa Mines has achieved approximately 30 per cent cost reduction in backfill operations through innovations are given. The development of a rocky paste fill is explained.

As part of the construction of the Melbourne Underground Rail Loop it was necessary to construct two 7 metre diameter tunnels, each 100 metres in length, by shield driven excavation through an alluvial valley at Elizabeth Street. The tunnels had a primary support of bolted precast reinforced concrete liner blocks and were excavated with the aid of compressed air. The work was undertaken by the Tunnelling Group of the Melbourne and Metropolitan Board of Works as nominated sub-contractor to John Holland (Constructions) Pty. Ltd. The paper describes some of the problems associated with the construction of the above tunnels and the methods used to overcome them. In particular

The æMine to MillÆ concept is not new. In fact, it is the underlying objective of every mine. Unfortunately, in many operations the management structure and reporting systems have created independent æbusinessesÆ within the overall mining enterprise. This has created incentives to optimise the performance of each component of the operation rather than the enterprise as a whole. The Mine to Mill Conference organised by The AusIMM in October 1998 documented a number of case studies where run of mine ore was not presented to the mill in the best possible form for subsequent stages of comminution and processing. A number of examples were quoted where modest expenditure in the mine had a very significant impact on downstream process efficiency and hence costs. Examples included:the minimisation of fines in the mining and handling of iron ore; the management of fines in blasting and crushing for a copper heap leach operation; the control of blast damage, mining recovery and dilution in open cut coal operations; and the optimisation of mine fragmentation to increase mill throughput in gold and copper operations. The latter topic has been trialed at a number of mines and is referred to as æMine to MillÆ fragmentation. A number of æMine to MillÆ type investigations have been reported in the literature including Pease et al, Simkus and Dance, Nielsen, Scott et al, Kojovic et al, Kanchibotla et al, Bulow et al and Hawkes from the 1998 Mine to Mill Conference. In addition, a number of studies are in progress or the results have yet to be published. These studies have demonstrated the feasibility of obtaining the data required to characterise the breakage behaviour of ores and to model the impact of changes to blasting practices on process efficiency. Characterising the breakage behaviour of ores is a vital step in the management of fragmentation and comminution in mines. The characteristics of importance to fragmentation fall outside the parameters conventionally required to describe the economic geology of a deposit. æMine to MillÆ optimisation of fragmentation means that the mining engineer needs information from the geologist in order to be able to help the metallurgist. Providing this information requires close interaction between these groups.

Epithermal deposits (Au or Ag dominant, ± base metals) form within ~1 km of the surface in volcanic belts, both arcs and rifts, with the different tectonic settings reflected in distinctly different characteristics. Within arcs, deposits are typically intrusion centred and commonly associated with hypogene advanced argillic alteration, both in lithocaps and as halos to shallow or proximal portions of some veins; such alteration is coupled with processes that form porphyry Cu-Au deposits at depths of ~1–3 km. Introduction of metals is related to the subsequent phyllic-stage overprint; if this fluid rises to the level of the lithocap or into epithermal veins, Au mineralisation with Cu or Ag may occur, associated with sulfate minerals or muscovite. By contrast, Au-rich (both low Ag:Au ratio and bonanza grade) colloform quartz veins form at shallow depths in volcanic rifts, typically within a few hundred metres of the surface, with clay halos and topped by silica sinter if the palaeosurface is preserved. The geologic variability in volcanic belts, including host rocks, structures and hydraulic gradients, means that many epithermal deposits vary from the end-member features of the principal styles. Effective exploration requires familiarity with end-member styles as well as potential variations, plus the mineralogical indicators of palaeotemperature (eg evidence for erosion depth, fluid flow channels). As part of the overall Copper Smelter expansion activities at Mount Isa Mines from 1970 - 1975, a decision was made to open circuit the converter slag from the Smelter and treat this product by flotation. This paper describes the technical aspects of plant operating and reagent practices employed, with particular emphasis on the large scale milling of this product and the effect through the use of reagent hydroxy ethyl cellulose on chalcocite grade and recovery.

The surface-to-inseam (SIS) directional drilling technique has been utilised at Oaky Creek Coal for more than a decade to predrain both the Oaky No 1 and Oaky North mining areas. The cumulative drilling program constitutes a total of 140 lateral and 200 vertical holes, and 405 km of lateral drilling.The use of SIS gas drainage has been successful with the following site-specific benefits being recognised:ability to drain German Creek seam gas contents to residual gas levels of new mining areas within an 18-month period from commencement of well productionstructural geological verification of the mine design well in advance of development mining occurring in an areaability to conduct successful predrainage of the overlying Aquila seam to reduce subsequent goaf emissions.Appropriate and up-to-date geological knowledge during the design and drilling process is a significant influence to achieving success. Vertical production wells need to be located in a position that is most effective to remove water from hole. The lateral hole should not include intersections with significant geological structure.SIS drilling provides continuous seam roof/floor data to help define seam geometry and locate geological hazards with high accuracy. In faulted ground and with variable seam gradients, SIS data can resolve geological ambiguities from seismic sections and enhance seam correlation that would otherwise be available only from discrete and closely-spaced infill vertical exploration drilling.Here, we review some examples of SIS configurations and practice to highlight key learnings in drilling long inseam holes (up to 1900 m per arm) ahead of development and mining. A recent review of resource reports lodged to statutory bodies found geological models with oversmoothed or unrealistic lithological boundaries, many of which do not represent geological appearance in the field, pit or underground drive. The underlying data is often too complex or messy to be incorporated into the resource model and is thus a simplification of reality, to the detriment of the mining operation and its shareholders. Volumes can be over- or underestimated and subsequent grade predictions can be misplaced, combining to cause over- or understatement in resource reporting to stakeholders and statutory authorities. Domain models can be improved with new modelling techniques such as machine learning. However, with poor data or improper use of machine learning techniques, the conclusions can be just as misleading as with current techniques. Machine learning rarely offers a single ‘right’ outcome, rather a range of possible outcomes from the data provided. But importantly it can take advantage of the full richness of data for more informed models. Machine learning also provides confidence in its predictions so that uncertainty in the resultant models can be quantified and passed through for risk assessment during mine planning and operation. This paper will discuss the factors accentuating complexity in deposit modelling: data diversity, structural controls, chemistry, data volumes, process workflows and external non-geological constraints. A case study illustrates the risk of reducing or ignoring complexity, which can result in an overly simplified geological model.

Aurum Reef Resources is a provincially owned unlisted public company which holds a number of prospecting licences over Otago hard rock historically active minesites. The Bullendale Licence 31 1845 was applied for in 1985, granted 1991, including a DoC special condition allowing re-opening of the historic workings. The underground workings were commenced in 1862 and up to the mine's closure in 1906 some 40 000 ounces were produced at an average grade of 15.5 g Au/t. The purpose of the summer 1991 work programme was to enter the workings in an attempt to observe and sample the mullock between the lodes operated by the early miners. This objective was achieved on the third attempt. Samples were taken and subsequently a contract geologist resampled the workings and prepared a report indicating the Bullendale lode zone to be generally mineralised. Mullock interlode and schist foot-wall consistently returned assays over 0.5 g/t.
