Maintaining and improving the economics of open pit mining in the future requires understanding of the characteristics of open pit mining that are different to other mining or business activities, designing mines in the first place to be less susceptible to changes in these important characteristics, and adopting strategies which yield reliable returns despite unforeseen change. Planning and production personnel require guidelines and performance standards that are based on sound economics not solely on production criteria. The guidelines adopted for long-term implementation must assume a declining price for mineral products along with declining real costs, with research efforts directed at development of both evolutionary and revolutionary ideas aimed at implementation. Decision-making must focus on risk and probability criteria rather than just simple return-on-investment criteria, and the approach for management of personnel must support the higher level of communication essential for fast decision-making in the new environment of continual change.

Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

As part of the overall Copper Smelter expansion activities at Mount Isa Mines from 1970 - 1975, a decision was made to open circuit the converter slag from the Smelter and treat this product by flotation. This paper describes the technical aspects of plant operating and reagent practices employed, with particular emphasis on the large scale milling of this product and the effect through the use of reagent hydroxy ethyl cellulose on chalcocite grade and recovery.

Circuits with unconventional and potentially more complex designs are predicted to become more common in the future as plant designers and operators look to process ores more efficiently. Ideas have been presented on how circuit design may be changed to utilise todayÆs technology to address tomorrowÆs challenges (Powell and Bye, 2009; Powell, Benzer and Mainza, 2011a). High pressure grinding roll (HPGR) installations in various configurations; application of preconcentration plants eg sorting, magnetic or gravity separation; and preweakening devices eg microwave processing; are all examples of technologies having the potential to deliver a significant reduction in comminution energy for ores amenable to these processes. Not only will future novel circuits contain equipment for which models are not as well developed (if at all), many will likely require the ability to respond to variations in feed, and interact with geometallurgical models requiring process adjustments when the ore characteristics change.In order to confidently simulate more complex circuits and accommodate variations in feed type, a significant advancement in modelling and simulation capability is required. This includes dealing with multiple components in the feed, accommodating different competencies of ore, utilising physical separation opportunities and tracking the grade reporting along the different potential processing routes. Developing the means to simulate complex circuits has been a key priority of a collaborative group of comminution researchers working to solve these challenges.Simulations are presented utilising a new configurable simulation interface called the model developers kit (MDK). The MDK is designed to accommodate multi-components and incorporate new models under development. This paper is for mine managers. It is about maintenance of mining equipment. This is an extremely broad subject so this paper is given with the caveat that it necessarily contains generalisations, not true in all cases, but broadly correct. The job of mine managers is to be good at making money from the excavation and preliminary treatment of mineral. To do this well, they need to understand the cost and value drivers in the business. This includes understanding the drivers associated with maintenance. Maintenance is often identified as a problem at mine sites. It is frequently listed as the cause of production shortfalls when reporting. The state of maintenance within mining as an industry is generally among the lower end of the range, when compared to manufacturing, petrochemicals, etc. Why is this? Experience and review of many audits and evaluations of maintenance has shown that some patterns are consistent with good performance and some consistent with poor performance. These often centre around the time horizon of the management team and are associated with knowing the sensitivity of the business to certain maintenance drivers and the mechanisms of maintenance and their results. To summarise, some common misunderstandings can be listed as statements that are obvious and extrapolations from those, which are not necessarily correct. For example: High availability of equipment is necessary for production. Incorrect extrapolation:focus on availability will produce high production. Design is often the greatest factor in determining the reliability of a mining machine. Incorrect extrapolation: the newest and biggest machines generally have the lowest cost operations. Operation has an enormous impact on machine productivity and reliability. Incorrect extrapolation: the fastest operators are generally the best from a productive point of view. Some maintenance improves the performance and reliability of machines. Incorrect extrapolation: more maintenance will give you more reliability. Some maintenance depends on disassembly and reassembly of components. Incorrect extrapolation: assembly is basically the reverse process of disassembly. Maintenance improvement in the mining industry in the last 15 years has focused largely on planning and systems improvement. Incorrect extrapolation: most of the problems in maintenance can be traced to a lack of planning. Actions based on flawed extrapolations will steer a business suboptimally. It is therefore important that the mine manager understands these issues so that the improvement effort can be directed to the greatest benefit.

The Water Delivery Alliance (WDA) was established to design, construct and commission the pump station and desalinated water delivery pipeline to link the desalination plant on the Kurnell Peninsula (constructed by others) with the existing distribution network at Erskineville, Sydney, Australia. The WDA consisted of McConnell Dowell Corporation Ltd (Macdow), Bovis Lend Lease Pty Ltd (BLL), Kellogg Brown and Root Pty Ltd (KBR), Worleyparsons Ltd (WOR), Environmental Resources Management Group Inc (ERM) and Sydney Water Corporation (SWC).Sydney’s Desalination Project is one of the initiatives to secure Sydney’s water supply against the effects of climate change, population growth and drought. The desalination plant, 100 per cent powered by renewable energy, can supply up to 250 million litres of water per day (mld), which is up to 15 per cent of Sydney’s water needs. The project involved the construction of an 18 km pipeline with an ultimate capacity of 500 mld to accommodate any future increase in the output of the desalination plant.The Alliance procured three full-face tunnel boring machines (TBM) from Herrenknecht AG to construct the 6.5 km of tunnel that would provide a conduit for the DN1800 welded mild steel cement mortar lined (MSCL) pipeline at a number of locations along the route. Nineteen shafts and 16 tunnels were required to complete this work.Crucially one of the TBM drives involved construction of a tunnel into Botany Bay under protected marine life habitats; enabling the connection of the MSCL water carrier pipeline into the dredged section of pipeline underwater, approximately 800 m off-shore in Botany Bay.This paper details the retrieval of the 17.4 m long TBM from the ocean floor upon completion of the Botany Bay tunnel allowing for subsequent use on the Project. Elements covered in the paper include the 835 m tunnel, design and construction techniques for the tunnel and recovery, and details of the methods used to install the DN1800 water carrier pipeline.

"The use of conditional simulation to characterise mine plan uncertainty is increasing for the assessment of risk in mining projects. While the development of grade uncertainty profiles is relatively straightforward and can be validated using standard geostatistical techniques, the addition of geological uncertainty to evaluate total risk remains problematic. Some of the problems associated with geological uncertainty methods include the clustering of data in favourable geologic units, difficulty in training image definition and the inability to address change of support issues for categorical variables. Despite these obstacles, the importance of geological uncertainty as a contributor to total uncertainty has prompted Newmont to explore and evaluate the use of various techniques (and combinations of techniques) on different deposit types.Two orogenic deposits of different geological complexity were selected for the study: Subika, a shear zone-hosted deposit, and Merian, a deposit containing gold mineralisation associated with quartz vein zones and stockwork within which are found higher-grade quartz breccia zones. Newmont trialled various categorical simulation approaches to determine the applicability of these methods for each deposit type and the effect of parameter choice on the width of the uncertainty interval. Some of the techniques that were trialled include multiple point statistics methods, sequential indicator simulation using local probabilities as well as variations of these methodologies.The goals of this study included: gaining an understanding of which techniques may work best in which deposit types gaining an understanding of the intricacies of each method gaining an understanding of the effect that each method has on total uncertainty analysis.This paper presents a comparison of the various techniques and makes recommendations for their use in uncertainty analysis.CITATION:Jewbali, A, Perry, R, Allen, L and Inglis, R, 2014. The subject of heat sources in deep hard rock mines, the limitation of forced ventilation to cope with these heat loads and the sizing of refrigeration plants to boost the cooling effect of the ventilation air are discussed. The development of plant selection criteria and operating experience at North Broken Hill Limited is outlined. Future options for North Broken Hill Limited and like deep mines are summarised.

The provision of a water supply is a major consideration in planning mining developments particularly in remote areas. The evaluation and development of adequate water supplies in and areas of Australia is often as important as the discovery of the orebody. The copper orebody at Warrego near Tennant Creek could not be mined economically if cheap treatment water was not available near the mine. This paper describes the difficulties in obtaining water in the Tennant Creek area and the water supply investigations carried out near the Warrego Mine which resulted in the successful discovery and evaluation of a reliable large scale water supply. It is contended that the establishment of a water supply must be approached on a systematic and scientific basis similar to the approach with the exploration and establishment of actual ore reserves. Mining companies with similar water supply problems may benefit by approaching their problem on this basis. The approach adopted by Peko Mines is outlined in this report.

In 2010, Kalgoorlie Consolidated Gold Mines (KCGM) was Australia’s largest gold producer, with total annual production of 788 000 ounces. Of the gold produced by KCGM in 2010, 95 per cent was extracted from the Fimiston open pit, also known as the Superpit. The Fimiston operation encompasses the historic Golden Mile, from which more than 55 million ounces of gold have been extracted from the world-class Fimiston lode style mineralisation.The operational performance of the KCGM Fimiston open pit was reviewed for the period between 2005 and 2010. Key performance metrics reviewed included mined tonnes and grade, cost per ounce of gold produced and the mine to mill reconciliation trends. The years 2007 and 2008 were characterised by a decline in performance against key performance metrics. The ore zones were diluted, with the excess tonnes mined resulting in lower grade and an increase in the cost per ounce. Poor reconciliation between ore mined, the ore reserve model and the grade control polygons was also observed.A series of improvement initiatives were implemented in late 2008. As a result of changes made to the grade control and mining practices, the site performance recovered. Unplanned dilution was reduced, which had a positive impact on mined grade. The lower tonnes combined with higher grade reduced the cost per ounce to below budgeted levels in 2009 and 2010, enhancing the profitability of the operation. The operational performance between 2005 and 2010 was compared to the turnover statistics for the KCGM geology department over the same period. Turnover accelerated between 2005 and 2007, peaking at an annualised rate of 43 per cent. With the onset of the Global Financial Crisis and the implementation of retention initiatives, turnover reduced significantly between 2008 and 2010. A strong consistent correlation was observed between the turnover trends in geology and the performance of the grade control function and resultant site metrics.The cost of turnover is known intuitively, however, rarely quantified. To evaluate the benefit of the improved performance, a detailed financial model was used to quantify the impact of the grade control function. In 2010, the headgrade exceeding budget by just four per cent contributed an additional A$24 M of value to KCGM. In contrast, if the 2008 performance had been replicated in 2010 (-9 per cent on headgrade), the result would have removed A$61 M in value from the business. The KCGM experience between 2005 and 2010 demonstrates the value of human capital in a mining operation and the importance of a high performing geology grade control team to the profitability of a mining operation.

A general description of the geology of the Southern Coalfield is given. The relationship between the Illawarra Coal Measures, the overlying Triassic and the underlying Upper Marine Series, of Permian age as are the Coal Measures, is briefly explained and thestratigraphy of each is described. The eight coal seams are then treated in slightly more detail as to their thickness, quality, areas of distribution and best occurrences.In the last few years each of the authors has been concerned with one phase or other of the stTucture of the field in detail or in mining operations with the result that it is now possible to name a number of monoclines, anticlines, domes and synclines defined in detail. A minor quantitative study has been made of faults and dykes with regard to form, direction intensity and inter-relationship. It seems probable that with the further collection of data a more detailed study in these matters will be of considerable value to the economy of mining in the Southern Coalfield.

The purpose of this paper is to therefore investigate the hydrogeological characteristics of tailings, coarse and mixed rejects from coal processing to enable better understanding of the potential for undrained behaviours in coal mine spoil piles. This is achieved by analysing the results from permeability and oedometer testing of tailings, coarse rejects and mixtures thereof. Focus is given to the effect that tailings content has on the behaviour of mixed rejects, the transition point between drained and undrained material behaviours, and the evolution of properties with increasing stress that would occur with increased depth of burial in a mine spoil pile. The implications of the findings are discussed with respect to spoil pile stability.

One critical factor in open pit mining projects is the estimation of the recoverable reserves. The reason for this is that at the valuation stage there is a lack of information about future metal prices and production costs. Consequently, the estimation of the recoverable reserves needs to be done based on a fixed break-even cut-off grade (BECG), in which fixed expected metal prices and production costs are assumed throughout the operating life of the mine (OLM). In this paper, an alternative technique for estimating the recoverable reserves of an open pit mining project is presented and explained in detail. The main characteristic of this technique is that it estimates the recoverable reserves of the project using mining costs as reference: this is done due to the fact that mining costs are easier to model than metal prices. Another important characteristic of this technique is that it uses the uncertainty of the geology of the orebody, given by simulations of the deposit, to make final strategic decisions, such as the selection of the operating life of the mine and the optimal production rate, which minimise the risk of not achieving future production targets while maximising the upside potential of future rewards. As it will be shown, the final outcome of the proposed technique is the generation of a robust open pit design, that include cutbacks and ultimate pit limits, called the marginal open pit mine design (MOPMD). One characteristic of the MOPMD is that, at each production period, it will be characterised by their respective geological uncertainty, given as probability distributions of ore, waste and metal quantities, and by marginal economical project indicators, such as cut-off grades and metal prices, among others. All mines face water management challenges. Adopting leading practice water management strategies can help reduce both operational and strategic risks. While many of the water issues faced by underground mines are the same as other operations, underground mining presents some unique water management challenges. In this paper we review trends in underground mining, water use and associated water issues. We then compile a structured set of strategic and operational risks that are pertinent to underground operations. The causes, threats, opportunities and measures for controlling or mitigating the risks are summarised. The risk compilation could provide an addendum for underground operations to the Australian governments leading practice water management handbook.

Capricorn Copper Pty Ltd (CCPL) are operating the Capricorn Copper Mine located at Gunpowder, Queensland. As current holder of the environmental authority for the site, CCPL have obligations to rehabilitate areas of the mine that are no longer operational and have the potential to cause/contribute to environmental harm. CCPL sought a voluntary Transitional Environmental Program (TEP) to provide an agreed program of works to cap and rehabilitate the former Mammoth Tailings Storage Facility. The voluntary TEP contained conditions that were required to be met, to reduce the potential for environmental harm from the facility. The former Mammoth Tailings Storage Facility commenced use in the early 1970’s, and is an unlined valley in-fill structure, contemporary in design compared with other such approved structures of the era. The decommissioned Mammoth Tailings Storage Facility, now known as the Old Tailings Storage Facility (Old TSF), has been a legacy source of contamination due to the existing capping not meeting modern cover criterion, and allowing oxidisation and infiltration to the underlying acid forming tailings resulting in Acid and Metalliferous Drainage (AMD) from the facility. A cover design for the Old TSF, and other mine waste storages onsite that required clay capping, had been proposed by previous operators. Under the TEP cover design phase, it was identified that a key constraint was the lack of significant quantities of low permeability clay onsite. The lack of available clay prompted the consideration of alternate lining materials for the Old TSF, with a Bituminous Geomembrane Liner (BGM) being adopted as the preferred alternative. The BGM compared favourably with clay-based materials on seepage analysis, and led to other benefits by eliminating the need for borrowing clay off site, reducing the site’s environmental footprint, and reducing construction time. The BGM cover system on the Old TSF is being monitored with the intent to use this as a case study to confirm expected performance, enabling the cover design to potentially be adopted on the remainder of the site’s mine waste storages that require capping.

Compared with elsewhere in the world, New Zealand quarries have tended to be mostly small. The reasons for this are a combination of the relatively high transport costs, low population density and a pioneering, self-employed attitude. The small size of the operations is reflected in low productivity, a tendency to repair and rebuild equipment rather than replace it, designed flexibility in the processing plant, minimal reserves investigation or development planning and a versatile and innovative work force who are generally not professionally trained. The Resource Management Act and the Health, Safety and Employment Act as well as a customer driven demand for higher quality and consistent products will have even greater influence upon future direction of the Industry. The trend will be towards fewer quarries operated by companies and professional managers that can adapt to the new demands.

Mine geologists have access to an economic mineral deposit, production parameters and secure exploitation title. They are well placed to understand ore formation and should contribute to the effective exploration of company mine property. Application of their special skills has been curbed by pre-occupation with production duties and by company re-engineering, including staff reductions. Contributions to exploration have been diminished and personal development inhibited. Modified management is required. Participation in mineral system studies and in exploration research comprise part of the basis for the re-emergence of mine geologists on the exploration scene. Changes in investment strategies in the minerals industry may create new employment opportunities. With regard to estimation of resources and reserves, the competence of practitioners who are incapable of disclosing their methods in transparent terms is under question. Ethical standards are also under public scrutiny because of some notable malpractice. Independent auditing may hecome more intrusive. While understandable in a market context, it reflects poorly on the profession. More substantial effort in public communications can improve the credihility ofthe industry and equip practising mine ceolouists for snider responsihility.

The process design for green- or brown-fields metallurgical plants typically starts with two fundamental elements: the detailed mass and energy balance and the plant flow availability. The detailed mass and energy balance is generally developed using process flow-sheet simulation software and represents the steady-state operation of the plant at normal operating conditions. The plant flow availability, also known as a range of other industry-specific terms such as ‘flow availability’ and ‘operating factor’, describes the ratio of plant production to the steady-state mass balance. These elements are then used together as the basis for equipment selection and design.Plant flow availability takes into account a myriad of production loss factors including planned and breakdown maintenance, feed availability and composition changes, variability in operational performance and the interaction of batch and continuous unit operations. The combined impact of these loss factors are complex and as such plant flow availability is usually derived using a top-down approach such as comparison to an existing operation, a group of similar operations or to an anecdotal ‘industry leading’ benchmark. These top-down approaches are fraught with risk however, as they cannot factor in changes to equipment selection, flow-sheet or plant operating philosophy, and can result in over-expenditure of scarce capital or shortfalls in plant production.The use of dynamic simulation to provide a bottom-up alternative to quantifying the plant flow availability in metallurgical plant design has been growing rapidly in recent years. The mining industry is currently focusing to develop and adopt sustainable collector chemistry that can efficiently recover valuable minerals from their natural state. However, a limited number of research can be seen on the design and synthesis of polymeric flotation collectors. The focal objective of this research is to synthesise a more effective polymeric collector with advanced architecture to utilise in the mineral processing industry. Reversible Addition-Fragmentation Chain Transfer (RAFT) co-polymers with cardanol derivatives have the potential to selectively trap valuable metals in the flotation process in a more efficient way. Cardanol exhibits amenability to chemical modification for making tailor-made monomers that can further produce polymers with high value. The synthesis of a series of fit for purpose copolymers in this study was accomplished by RAFT polymerisation. The ability to design complex architecture is a significant advantage in engineering polymeric collectors by RAFT polymerisation. Initially, commercially available cardanol was converted to a cardanol based monomer and copolymerised with commercially available monomers to synthesise a series of novel cardanol based copolymers with predetermined molecular weights. The side groups of the copolymer were chemically modified to incorporate functionality that can be selectively adsorbed on the chalcopyrite surface.

A mine waste rock dump does not have any intrinsic value, yet is an inevitable structure in surface mining operations. Since the purpose of mining is to maximise profit, possible expenditure reduction in hauling waste rock to the dump, which can represent up to 50 per cent of the total operating cost, is highly desirable. Apart from cost, potential acid mine drainage (AMD), due to seepage from surface waste rock dumps containing reactive waste rock, could threaten the ecological balance, drinking water supplies and irrigation systems downstream from a mine site. In order to minimise these potential risks, selective placement of benign and reactive waste rock, and the encapsulation of reactive waste rock by benign waste rock, need to be carried out during the construction of the rock dump.In this paper, a new methodology, based on mixed integer programming (MIP) is developed to manage waste rock dumping. The model aims to minimise waste rock haulage costs by locating the optimum destination(s) for each waste rock block, while at the same time controlling the placement of reactive waste rock to minimise the potential for AMD. Tests on small-scale virtual data demonstrated that the model is capable of dealing with selective placement of different waste rock types, encapsulating reactive, potentially acid forming (PAF) waste rock, and stockpiling benign waste rock for encapsulation and rehabilitation purposes. The solution time for the MIP model is far less than the traditional manual approach, and the resulting schedule is up to 46 per cent more cost effective.CITATION:Li, Y, Topal, E and Williams, D J, 2012.
