Solid Energy New Zealand Limited has grown significantly since becoming a State Owned Enterprise in 1987. Exports, profit, turnover, output per employee are all trending upwards. The company has identified the management of Health and Safety as a key capability to sustain future growth, and to add value to the business. It has set a target of being the best practice in managing Health and Safety.   This paper examines the company's activities in the Health and Safety area, and how it sees that value can be added by preventing and containing losses through accidents involving people, property, process and the environment. Solid Energy is confident that a Planned approach to managing Health and Safety can achieve this. It will explore historical events, strategic changes, Health and Safety systems, Benchmarking, Performance Measures, initiatives, progress to date and challenges for the future.

The Hidden Valley Gold Project is located in a remote and mountainous area of the Morobe Province approximately 30 km south of the township of Bulolo and approximately 90 km south-southwest of the provincial capital, Lae. The Hidden Valley deposit was discovered in 1984 with the nearby Hamata and Kaveroi deposits discovered in 1987 and 1992 respectively. Reserves (Harmony, 2009) at these three deposits are 42.1 million tonnes of ore containing approximately 2.9 million ounces of gold and 45 million ounces of silver. A further 5.4 million ounces of gold and 84 million ounces of silver are in the resources category. The process plant is designed to treat 4.2 million tonnes per year of gold/silver ore extracted by open cut mining methods. Ore is classified into three ore types according to oxidation state: oxide, transition and primary. The silver to gold grade ratio is high for the Hidden Valley and Kaveroi ores, generally in the range 15 - 20:1, and much lower for Hamata, typically 1 - 2:1: Primary ore is the dominant ore type at Hidden Valley with sulfur grades up to about two per cent sulfur. Oxide and transition ores are more prevalent at the Hamata deposit, but its primary ore has up to five per cent sulfur grades. Variable ore types, particularly in the initial years of operation, high silver to gold ratios and limited plant site area, due to the challenging terrain, present the main processing challenges for this project. This paper describes the operating strategies and process development for the main areas of this circuit, highlighting selections of processes and equipment that achieve cost effective, yet flexible solutions to the treatment of ores from these deposits.

Silicon-based photovoltaic cells are currently the most dominant types applied to convert solar energy to electricity. In solar-grade silicon (SG-Si), the control of boron (B) and phosphorus (P) is very critical. Generally, these elements are difficult to remove into acceptable sub-ppm levels from lower grade Si. This study investigates slag treatment as a process for Si refining, focusing on the behaviour of P and B. The experiments were conducted by equilibrating Si-B-P alloys with 43 wt per cent SiO2 – 47 wt per cent CaO – 10 wt per cent Al2O3 slag under inert atmosphere at 1500°C. Different crucible materials were used (Al2O3, SiO2 and MgO), which determined the primary saturation phase for the system and modified the final slag composition accordingly. The samples were equilibrated and analysed with microanalysis techniques (EPMA (electron probe microanalysis) and LA-ICP-MS (laser ablation inductively coupled plasma mass spectrometry)). New standards were prepared and applied in the LA-ICP-MS analyses. Experimental results show that silver is essentially fully dissolved in silicon, as well as most phosphorus with LP ( = wt per cent P in slag/wt per cent P in Si) between 0.1–0.3. The distribution coefficient of boron was measured to be between 1 and 2. The crucible material used had an influence on the phase compositions and slight influence on the distribution coefficients of boron and phosphorus. The experimental results provided new accurate data when considering applicability of slag treatment as a technique for Si refining and Si PV cell recycling.

Static attachment of bubbles to solids is contrasted with dynamic attachment in flotation cells. The times of contact during particle-bubble collisions in dynamic attachment are compared with the induction time determinations and the kinetics of thinning of the liquid films separating solids and bubbles. The thinning is examined mainly in terms of electrostatic and dispersion (van der Waals) contributions to the disjoining pressure existing in the films. The local heterogeneity (on a molecular scale) of charge distribution invariably present at all interfaces (even at conditions of zero zeta potential) calls for some means to minimize possible electrostatic repulsions which arise when the electrical double layer at the air-bubble interface begins to overlap that present at the solid surface, on encounter between particles and bubbles. It is postulated that dipoles of frother molecules, owing to their ability to "flip over" (polarise), replace localized electrostatic repulsion by attraction within fractions of a milli- second, as long as the structure of the frother molecules is sufficiently "bulky" to maintain diffuse films (of mixed collector-frother) at the air/liquid interface of bubbles. The relaxation times of dipoles (signifying their "flipping over" ability) have to be shorter than the collision times between particles and bubbles for particle-bubble attachment to be facilitated under dynamic Conditions.

At Newmont’s Jundee Operation, exploration and resource geologists collaborated to produce an open pit resource model. Using a variety of modelling and estimation techniques but no new data, an uneconomic underground target was converted into a potentially economic open pit evaluation. During an industry downturn, it is more important than ever to efficiently share expertise, ideas and resources to problem solve and produce meaningful project outcomes. The two departments brought together different methods and ideas, and the process showed that certain methods worked better than others in different situations, thus the appropriate method was applied to each part of the evaluation. The results were used to create new procedures and improved lithology modelling and resource model estimations. Adaptability of the geology departments and collaboration such as this are key to ongoing improvements and future mine life at Jundee.CITATION:Dudgeon, K, Paradis, J and Topping, M, 2014. The diverse nature of inadvertent mine fires does not lend them to general treatment. But evolving from the unfortunate fires over past years is a simple principle in dealing with all fires to bring combustion under control. Control, in brief, means that the products of combustion, themselves possibly still with fuel values, are not revitalised by addition of fresh air. There are problems with fire- fighting, especially with water, as this may lead to production of CO and H2. Panel ventilation upstream of the fire must be controlled to direct all air over the fire. Some advantages in fire fighting are found by the use of "sails". Early diagnosis of fires and early treatment are essential for safety of personnel and safeguarding and recovery of property. Preparedness extends to up to date documentation, but first hand knowledge also is invaluable to the diverse personnel gathered to fight a fire, and in the decision making Involved.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

A commercial enargite concentrate was mechanically milled in inert and oxidising atmospheres for 10 hours. No substantial effect was observed in either an inert atmosphere or in air other than a broadening and weakening of the diffraction peaks. Milling dry in oxygen or wet in air was dramatic with a significant reaction occurring which formed arsenolite, As2O3 and CuSO4.5H2O, both of which are readily soluble.A small amount of SO2 was also formed. Dissolution in acid left CuS as the major phase implying incomplete oxidation. The small fraction of tennantite in the sample was comparatively resistant to oxidation.

The Boddington Gold Mine (BGM) is located 120 km south east of Perth, Western Australia. The operation is managed by Worsley Alumina Pty Ltd and mined by contractor Henry Walker Eltin (HWE). The mine has been operating since 1987 with ore extracted from a series of pits along strike. Ore is contained within the basement rock, which is overlain by a cap rock layer and transition zone. Cap rock and basement zones require blasting.As the mine neared completion, a high-grade deposit was discovered within 50 m of an existing Western Power substation and 100 m from the processing mill. The substation provides power to the Boddington area and is a back-up power supply to the city of Perth. Due to the delicate nature of the transformers located at the power station, overhead power lines and the mill, blasting in the area was considered very high risk. As such blasting needed to be controlled for flyrock, airblast and most importantly peak vibration and frequency limits which had the potential to damage the transformers.The mine was due for closure in March 2001. The decision to mine the pit was based on its high grade, ability to be blended with lowering grades from other pits and changing of the processing technique with the expansion. This decision extended the life for a further six months.Due to the high potential risks a detailed risk assessment was conducted by Orica, Worsley and Henry Walker Eltin. The completed assessment and the major design parameters were presented to Western Power for approval. The ability to reduce the blasting risk was focused on limiting of vibration through controlling maximum charge initiated per delay, blast timing and firing direction, and other innovative control measures. OricaÆs SHOTPlan« and Sabrex« computer modelling packages were used to predict the outcome of blasts.The success of this project has opened the doors for other high risk blasting projects, which otherwise may be left unmined.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. There is an increasing need for reliable and comparable coal resource data and it is necessary to standardize the traditional classification procedures by quantifying the three basic evaluation criteria of economic feasibility, geologic assurance and recovery. For well documented deposits, geostatistical methods can consider- ably improve classification quality. A geostatistically based algorithm for classifying coal resources within the current Queensland and New South Wales codes has been developed. Application of the method in classifying resources from a number of seams exhibiting different structural characteristics is assessed. The method is found to give classification results which closely reflect the error associated with an estimate of resource quantities based on current sampling densi- ties. It requires a careful geostatistical analysis with emphasis on geological awareness. Resource category restrictions must be arbi- trarily assigned and remain constant for all deposits being compared. Engineering judgement is needed and interpretation may be required with isolated and peripheral blocks.

The present study investigates the possibility of the direct removal of oxygen from the Ti-30Ni (wt per cent) alloy melt through the thermodynamic equilibrium reactions at 1623 K in the vertical tube furnace. The deoxidation efficiency of Ti-Ni alloy melt by adding different contents of metallic calcium (Ca) as a deoxidant was evaluated with the binary CaF2-MgCl2 flux. The thermodynamic equilibrium experiments showed that the total oxygen content in the alloy decreased from about 650 ppm to 350 ppm when 3.5 wt per cent Ca was added to the Ti-30Ni (wt per cent) alloy. Alternatively, the effect of flux composition in the CaF2-MgCl2 flux on the oxygen content was also investigated at 1623 K. Therefore, the effect of binary flux systems on the deoxidation ability was compared at 1623 K. According to the results, the flux system with 80 per centCaF2– 20 per centMgCl2 exhibited the best deoxidation capability, ie total oxygen content in the alloy reduced from 1450 to 550 ppm.

The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

The Tom's Gully gold mine is located 90km ESE from Darwin, in the Northern Territory of Australia. The orebody is the auriferous portion of a large sulphide rich quartz reef, hosted in the Wildman Siltstone Formation of the Early Proterozoic Pine Creek Inlier, at the NH extremity of the Mount Bundey granite-syenite intrusion. It was discovered by Carpentaria Exploration Company Pty Ltd on November 17th, 1986, using stream sediment geochemistry.The reef is 800m long at surface, strikes E-H and dips approximately 300 to the south, becoming progressively less steep. Only the eastern half of the reef is auriferous, with gold grades averaging 9 g/t plus anomalous silver, base metals and arsenic.The enclosing siltstone is a dark grey banded carbonaceous and pyritic metapelite, showing areenschist regional metamorphism and thermal effects from the adjacent pluton. Local folding plunging gently SW is cut by a south dipping fault, probably a thrust, in which the reef was later formed at about the time of the granitic intrusion. Vibration analysis for diagnosis of machines is a powerful instrument for condition monitoring. Especially for diagnosis of antifriction bearings various equipment and techniques have been developed and are available. The envelope analysis is the most reliable method for bearing diagnosis. Different bearing failures lead to different patterns of the envelope spectrum. Checking the amplitudes of characteristic bearing frequencies is mostly not sufficient for a reliable diagnosis. Therefore human experts compare the pattern of the spectrum with typical patterns of bearing defects. In this paper a diagnosis system is presented which imitates this action of human experts. Using a neural net the system not only distinguishes typical bearing defects but also detects unbalance, beating of disengaged machine parts and other kinds of machine failures.

McArthur River Mine, in the Gulf Country of the Northern Territory, exploits one of worldÆs largest deposits of zinc, lead and silver. It was officially opened in September 1995, 40 years after its discovery in 1955. This paper describes the geological, engineering and metallurgical assessments which made up the feasibility study. It then relates how these study components compare with the first two years of operation. The challenges that had to be overcome before the McArthur River Mine became economically viable included the metallurgical problems associated with extremely fine grained ore and the development of an effective mining process.

In recent years there have been a number of excellent towns built for mining communities in remote parts of Australia. Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. The development of Mount Isa Mines Limited power supply is traced through the history of the mine operations. As would be expected, growth of the power supply system follows closely the increase in mine output, although it will be seen that total kWh. produced per ton milled shows a considerable reduction in later years when the mine output showed a more rapid rate of increase. That this reduction is not more marked is possibly due to the increased community and Shire Council power usage per head of population.INTRODUCTIONThe geographical position of Mount lsa, far from any large regional power supply Authority, dictated the policy that the Company be responsible for the production and suppiy of all power required for the plant operation. The Company also, in November 1937, accepted responsibility for the supply of a part of the power requirements of the township of Mount Isa. The history of power supply to the Mine may be divided into several phases.1. The supply Of lighting and power during the first plant construction period 1929-1931.2. The construction of the first section of the Mines Power Station, comprising Nos. 1 and 2 turbo alternators and boilers.3. The addition of No. 3 turbo alternator and boiler.4. The continuously growing coal mining industry of India presently includes shovel dumper combinations in open cast mines, sometimes with dragline mining of overburden, together with the whole range of longwall and bord and pillar underground mining, continuously undergoing fuller mechanisation. This transition from "low tech" to "high tech" systems is now monitored for reliability and provides bases for comparisons of downtime relative to age and make of equipment, whether imported or indigenous, including spare parts, as well as frequencies of particular failures to allow analysis and progressive improvement. Varying geologies complicate technology and equipment requirements, especially in underground mine,s with minimal technological standardisation, but now, reliability in South Eastern Coalfields Limited has been given more importance and superior technological back-up is being developed.
