Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

The discovery of nickel sulphide deposits at Kambalda in 1966 heralded the development of ò an industry with a capital value of over $1.5 billion producing about 10% of the western world's nickel. ò an unprecedented exploration boom in which over $200 mil- lion was expended in 10 years in the search for nickel deposits. ò a major new class of nickel deposits stimulating exploration for similar deposits overseas. and rapidly propelled a struggling small mining and exploration company to become one of Australia's corporate giants, provid- ing a much-needed stimulus to economic activity in a region suffering from a severe downturn in its principal industry, gold mining. Production of nickel in Western Australia commenced at Kam- balda in 1967 and grew rapidly to a rate of over 30,000 t of con- tained nickel per annum in 1970, 40,000 t in 1973 and 50,000 t in 1975. Early production was aided by a shortage of nickel on the world market due to disruption of supply from the major Canadian producers, resulting in high free market prices for the metal. Since these early years, the industry has experienced a number of cycles of indifferent health due principally to market developments overseas, although the level of production of nickel in Western Australia remained fairly consistent. The two most serious of these, in 1977-8 and 1985-6, forced the closure of a number of mines. Current nickel prices are allowing remaining producers to enjoy a measure of relative prosperity, although there is little general speculation that this will be long-lived. Nickel deposits discovered in the exploration boom were almost exclusively related to ultramafic rocks. Volcanic peridotite (komatiite)-associated deposits, exemplified by the Kambalda ore- bodies, were the targets of initial exploration which was concen- trated on ultramafic sequences near lower stratigraphic contacts with underlying mafic rocks. Subsequently, discoveries made in coarse-grained dunites in interpreted intrusive settings broadened the search parameters.

In underground mining, the often unpredictable variability in ground conditions may lead to the application of suboptimal drilling and blasting patterns, resulting in poor performance. Experience and pertinent information to develop and implement improved drilling and blasting strategies can be easily lost due to the lack of means to help engineers store, access and manage this information. The Julius Kruttschnitt Mineral Research Centre (JKMRC) through a series of industry funded applied research projects has been developing a system that can facilitate the drill and blast design, analysis, auditing, documentation and data management processes. The system is a hybrid between an information management software module called BMS (Blast Management System) and two design and analysis modules, 2DRing for underground production blasting activities and 2DFace for development blasting activities. A concise description of the software tools and its applications are given in this paper, supported by two case studies. Opportunities to further develop the software are also highlighted, they include options to integrate these tools to existing drilling and blasting automation systems and portable computing technology to facilitate the design, implementation and continuous improvement processes.

The automated measurement of rock fragmentation particle size distribution in the muck during muck excavation has been developing over the last 16 years. The introduction of stereo camera imaging of the muck has provided improved automated particle segmentation for image-based measurement algorithms. Recently, a new vision system processing algorithm has been developed. The inclusion of 2D texture in the analysis has provided a significant improvement in the definition of the finer size fractions, which has resulted in the automated analysis no longer requiring calibration.The previous stereo vision system algorithm required analysis calibration to account for poor ‘small particle’ definition in the 3D surface profile. This was because of the depth perception limitations of the stereo camera system at greater than 8 m. The new algorithm has been implemented on a number of shovel-installed vision systems, and the algorithm’s performance in automated analysis has been assessed against a diligent manual analysis of the same fragmentation images. Indonesia holds a significant role in the utilisation of coal resources in the world. Although the number of Indonesian coal resources and reserves do not fall into the world’s top ten, according to 2009 statistics, Indonesia is the seventh largest producer of coal with a production of 256 Mt. More than 80 per cent of this amount is sold in the export market, making Indonesia the world’s second largest coal exporter. Most of the exported coal from Indonesia is used to fulfil the needs of the Pacific market, such as Japan, Taiwan, China, among others. It is also possible to reach the Atlantic market.Along with Indonesia’s development program, until 2025 the Indonesian government has adopted a National Energy Policy that aims to reduce the role of petroleum in electricity generation and replacing it with coal. As a follow-up of the policy, since 2009 PT PLN, the state electricity company has built steam power plants throughout Indonesia as an implementation of the first stage of the Electrical Acceleration Project with a capacity of 10 000 MW. Moving forward, in 2011 PT PLN will also build the second stage of the project with a capacity of 10 000 MW. As a result of the program, the domestic need for coal is expected to increase as much as 44.8 Mt.With the increase in domestic need and decrease in the number of reserves, the Indonesian government has adopted policies to secure the domestic coal supply. A policy that may potentially be adopted by the government is the limiting of coal production, seeing the high rate of increase in Indonesian coal production. The adoption of such a policy will change the distribution map of coal in the Pacific market. Thus, this paper will evaluate the change of coal distribution patterns in the Pacific market along with the increase in Indonesian domestic needs and Indonesian adoption of policies regarding the securing of coal supplies.

Here we report new mica and pyrite 40Ar/39Ar age data by laser probe and step-heating furnace analyses, and discuss problems in data collection and interpretation. Liquidus surfaces in a part of the systems ZnO-PbO-Si02 and ZnO-"FeO"-SiO 2 were constructed by the quenching method. The ex- periments were carried out in air in the system ZnO-PbO-Si02. In the part investigated the primary phases were three ternary compounds (PbO.ZnOòSiO2, 2PbOòZnO.2SiO2 and barysilite), three lead silicates, Zn2SiO4 and SiO2. Iso- therms on the liquidus surface of each primary phase field were determined from 750 to 1300¦C. In the system ZnO-"FeO"-SiO 2 the experiments were carried out in an atmosphere of purified nitrogen. In the part investigated the primary phases were Fe2SiO4, Zn2SiO4 and Si02. Iso- therms on the liquidus surface of each primary phase field from 1150 to 1300¦C and the ternary eutectic (1130¦C, 15.9% ZnO, 48.2% "FeO" and 35.9% Si02) were determined.

Chalcopyrite concentrate was combusted in oxygen-nitrogen atmospheres, the composition of which ranged from 1-100 per cent oxygen. Factors studied included particle size, experimental temperature and oxygen concentration. The study was assisted by chemical and X-ray diffraction (XRD) analysis and temperature measurements of single particles. Size reduction occurring after melting was found to have a major effect on the overall reaction time. Thus time to attain ignition was largely determined by the original particle size, whereas combustion time was independent of this factor. For particles larger than 40 I'm in air the time to attain ignition predominated. The maximum temperatures measured for single particles were the result of pyrite present in the concentrate. Chalcopyrite did not attain thesame temperatures. Vaporization, either as CU(g) or CuO(g) lImited the temperature. Maximum temperatures measured for single particles of pyrite ranged from 1610°C in 14 per cent oxygen to 2360°C in 100 per cent oxygen (both at 700°C). Measured temperatures were compared with those calculated from a diffusion-based model.

Separation of fine and coarse particles as separate streams prior to flotation, and their differential treatments, could substantially increase recovery and reduce collector consumption. A series of simulations was carried out to quantify the benefits from plant scale implementation of such a treatment at the Ispat Inland flotation circuit (Minorca mine). The study involved detailed plant sampling and sample analysis to generate the data needed for simulation studies. Samples were taken from all the streams from flotation feed to final concentrate, as well as cell lips and cell pulp. Sampling was repeated for the second ore blend that was processed by the plant during different periods of a year. Sample analysis involved sieve analysis and size by size chemical analysis for total iron, magnetic iron and silica. Raw data were mass balanced, and flow rates within the circuit were calculated. Mass balanced data were used to calculate model parameters representing the existing conditions. Usim Pac was used for both mass balancing and simulation studies. Available pilot and bench scale data were utilised to define the modified flow sheet and expected performance. The simulated flow sheet included classification of flotation circuit feed by hydrocyclones. While the coarse fraction followed the existing flow sheet, the fine fraction was sent to a magnetic separator. Magnetic and rougher flotation concentrates were combined to form the final concentrate. Two simulations for each blend were carried out. The first one assumed that there would be no change in size by size kinetic behaviours of both gangue and magnetite due to this modification. This was named as the worst case scenario, in which particles had a longer residence time due to reduced flow rates within the flotation cells. The second scenario anticipated that there would be an increase in recoveries of gangue and magnetite going into froth launder due to more efficient use of collector in absence of fines. Results showed that pre-classification of flotation feed could improve the flotation recovery by 0.3 - 0.5 per cent, with the major benefit being significant reduction (40 - 60 per cent) in the amount of collector used.

Laboratory tests were conducted to study the effects of thrust or pull-down force and rotary speed on the vibration signatures of a particular drill in a known rock type, and to determine how the vibration signatures could be used to assess bit wear. The vibration signatures were analysed using a Wavelet Transform analysis technique, which decomposes the signals in multi-bands of frequency and presents the results simultaneously in time and frequency domain. Results show that as the bit wears, large fluctuations in amplitudes in the high frequency ranges occur, and prominent peaks in the low frequency ranges were observed for a worn bit. The Wavelet Transform technique provides an appropriate and effective metrics for monitoring and evaluating the state of wear as drilling progresses through the post-processing of wavelet coefficients. This study provides a basis for the development of an on-line detection technique of bit wear in rock drilling through Wavelet Transform technique or time-frequency analysis that can be used in real time.

The latest outcome of science is that aII bodies are composed of vibrating atoms or molecules. In almost all mineral bodies when changing from the gaseous or liquid condition to the solid, if the vibrating molecules are allowed free play, they arrange themselves in a symmetrical manner, and at a definite angle to each other: This angle varies with each system of crystallization. In a great many bodies this process may be brought about artificially, and the growth of the crystal watched. The most common method is to dissolve some substance in water or some other liquid, on slowly evaporating the liquid, the substance dissolved will solidify and the molecules will arrange themselves in their particular crystalline form.The element carbon crystallizes in two forms; as graphite in the form of a short six-sided prism', and in the diamond generally as the octohedron in the cubical system of crystallization. Orystalline bodies, as a rule, have plain faces but what is remarkable in the diamond is that in a great many cases the faces are rounded. Its great beauty as a gem when cut, and the high artificial value placed upon it by fashion, as well as its value as a cutting and boring instrument-it being the hardest body in nature-has caused many attempts to be made to form it artificially. These attempts have met with fair success as a scientific experiment, but as a commercial speculation they have been a complete failure. The most noted of these experIments was carried out by Mr. Hannay, of Glasgow.Paraffin spirit with lithium was submitted td prolonged heating in strong wrought-iron tubes securely welded. In most of the experiments the tubes exploded; but in a few cases the experiments were successful, and on cutting open the tubes small crystals of diamonds were found embedded in a black mass.Despretz produced minute diamonds under the influence of a powerful electric current from coal.

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.

Increasing attention is being focused by regulators and industry on the residual environmental liabilities associated with mining projects following site relinquishment (termed surrender in Queensland). Even sites that have been rehabilitated to a high standard and to the satisfaction of the regulator are not completely risk free and may require some degree of ongoing management. As well as ongoing monitoring and maintenance costs, considerations should include how costs associated with potential risk event occurrence can be quantified and, if considered material, how provisioning should be undertaken to minimise the risk to the state and to taxpayers. In Queensland for example, once a resource site is fully rehabilitated and meets its environmental authority conditions or rehabilitation completion criteria, the tenure and environmental authority can be surrendered. During the surrender process any ‘residual risks’ resulting from the use of the site for the resource activity must be considered, and, if requested, a payment given to the government to cover any ongoing management and risk costs. Accent Environmental, in conjunction with Lane Associates, was engaged by the Queensland Government as part of the government’s financial assurance framework reforms to develop an innovative, ‘one-size fits most’ Residual Risk Calculator for the Queensland resources industry. The calculator is an Excel-based tool that uses detailed user inputs to estimate post-surrender management requirements and liability at resource sites. If residual environmental risks associated with rehabilitated mine sites can be identified, quantified and managed through pragmatic regulatory tools and effective provisioning, site relinquishment/surrender can be achieved without compromising environmental and social outcomes or exposing the state to unreasonable financial risk. The effective management of residual risk can also help facilitate operations as well as relinquishment/surrender of sites where a ‘walkaway’ solution may not be otherwise technically feasible.

It is a commonplace of our industry that prices of most minerals have been historically weak during the 1980s. The International Monetary Fund's index of prices of metals fell 25 per cent between 1980 and 1982, rose slightly in 1983, and has since fallen further. In December last year it was 37 per cent below its 1980 average. The few temporary exceptions to the mineral industry's malaise highlight the excess capacity, which largely explains the weakness of prices. The industry has painfully come to recognise that more satisfactory prices will not be restored until supply capability and demand move back into better balance. Mine capacity was installed in the expectation of much faster growth of demand than has occurred. For a variety of reasons mine and plant closures have been insufficient to restore equilibrium to the market-place. The industry may, therefore, have to resign itself to continued weak prices for some years more, at least by the yardstick of the 1970s. Growth rates of demand have slackened off in line with economic activity, and in response to continuing substitution and technological improvements. To the extent that the recent weakness of oil prices stimulates the industrial countries' activity, demand for non-fuel minerals may grow faster than most forecasters now predict. It is, however, much too early to say how long the weaker oil prices will persist, and even more difficult to estimate their probable effects. In typical post-war business cycles the usual response to recession was to batten down the hatches, and ride out the storm. Sooner or later, and probably sooner, demand resumed its previous trend path, and prices recovered. The market, in effect, bailed mines out of trouble; the more efficient could make attractive pre-tax profits whilst even the poor to mediocre could earn a satisfactory living. Prices rose at least as fast as general inflation, and in the early 1970s much faster. In retrospect those price rises of the early 1970s were historically abnormal but they did not appear so in the prevailing inflationary climate of the time. When the market failed in the early 1980s many of the hardest hit companies looked for scapegoats.

X-ray diffraction and differential thermal methods were used to determine the mineralogy of some clays used by the heavy clay industry in the Adelaide area. A detailed analysis was made of the mineralogy and particle size distribution of eighteen samples from beds in two pits in the Recent sediments in the Adelaide plains, of six white clays developed from the weathering of the Adelaide series of sediments, and of four Recent alluvial clays from a pit in the Mount Lofty ranges south of Adelaide. Structural clay products in the Adelaide area are manufactured from mixtures of these clays, so the mineralogy and particle size distribution was determined of eighteen clay mixtures used to make red bricks, cream bricks, facing bricks, pipes and tiles.Knowledge of this mineralogy is important in understanding the ceramic behaviour of the clays.INTRODUCTIONIn this investigation an account is given of the clay mineralogy and particle size distribution of some ceramic clays from the Adelaide area. The clays are used in the manufacture of structura,l clay products and the results to 'be described are part of an overall 'plan of study covering the heavy industrial clays and shales of Australia. Previous work has been published (Cole and Carthew, 1953; Ferguson, 1954; Ferguson and Hosking, 1955; Cole and Nielsen, 1958/59).In this work no attempt has been made to examine clays from all pits engaged in supplying materials for the structural clay industry. The Joint Committee of The Australasian Institute of Mining and Metallurgy (AusIMM) and the Australian Mining Industry Council (AMIC) have published a Code for the Reporting of Identified Mineral Resources and Ore Reserves. The Code is the result of an initiative begunin 1971 to achieve industry self regulation of Resources and Ore Reserves reporting which resulted first in guidelines for reporting standards but which have now been incorporated in ASX Listing Rules as a Code withsignificant sanctions ensuring compliance. This paper describes the background to the Code, its key provisions, and comments on practical aspects of1 working with the Code and compliance issues.

The Lihir gold operation, located in the New Ireland Province of Papua New Guinea (PNG), approximately 900 km north of Port Moresby, was commissioned in 1997 under the management of the Lihir Management Company, a subsidiary of Rio Tinto. This management period ended in 2005 with Lihir Gold Limited (LGL) becoming self-managed. LGL is now the largest listed company in PNG and a top tier mining company in Australia. The focus of the operation since 2005 has been to take advantage of strong market conditions to increase cash flow while driving operating costs into the lowest quartile of gold producers. During this period production has increased through capital expansions, most notably with the addition of a flotation circuit, and through culture change and efficiency improvements. The next step forward for the Lihir operation is a major plant upgrade to increase production to an average of around one million ounces per annum by matching the ore processing rate to the ore mining rate. The key benefits of this project will be the addition of approximately 240 000 ounces per annum of gold production, the access to an additional one million ounces of gold and the ability to meet all stockpiling requirements. The Lihir operation has come out of the boom period in a strong position, is undertaking a major upgrade at a time when prices are low and labour is available, and will be positioned to take advantage of future opportunities as they arise.

The Mount Lyell Company's concentrating mill is situated about a quarter of a mile westward of the portal of the North Lyell tunnel, which serves the North Lyell, Royal Tharsis and Crown Lyell mines, being on the 1100-ft. level of the first named. The Comstock mine is connected with the tram system at this level by five and a half miles of steam tramway, two-foot gauge being standard throughout.The plant is well placed with regard to all essential services and has an excellent water-supply from a series of three dams on the West Queen river.MILLING ORESThe mill feed is a mixture of the outputs from the foUr mines mentioned, each of which has its characteristic ore, but, generally speaking, about half of the ore consists of siliceous schists and the other half of hard grey quartzite. The schisty ores are easy to crush, but, on grinding, while the schist slimes readily, the quartz granules are hard, resulting in the handling of heavy loads on the secondary classifiers. The quartzite ores are both hard to crush and difficultto grind.The principal sulphide materials are bornite, chalcopyrite, and pyrite, chalcopyrite being the main copper-bearing mineral.The crystallization is coarse in the schisty ores, but it has been shown that even the 200 mesh (Tyler) material contains included sulphide particles. At the present time the sizing of the final tailing averages 80% through 200 mesh.

PIP is regularly engaged in businesses where Greenfield Capital Projects are under- delivering on the expected business case. In most of these projects, we can identify that rigorous review has been carried out on the design and financial cost elements and substantial reporting is maintained to Boards on progress versus plan of project completion and cost. However, in all sites of this nature that we have worked at, the planning, design and execution of the operational elements or æwiringÆ of the organisation have fallen short and resulted in significant extra cost or opportunity cost (lost tonnage or quality) during start-up. When compared to the amount of planning and resources that have been poured into the capital side, the ledger on the æwiringÆ side is typically fairly sparse. This presentation outlines the importance of running a disciplined, rigorous process to prepare the human and wiring side of a start-up to ensure rapid start-ups and put the site on the pathway to high performance. It gives an outline of the rigorous process PIP has used with projects to ensure excellent start-ups.

The Australian metallurgical processing industry has shown great innovation and progressiveness over the past ten years. During the same period, exploration activity, particularly by Australian companies, has increased substantially in Indonesia. Following feasibility studies, the decision was made to establish a metallurgical laboratory and design facility in Indonesia. An Indonesian partner was selected, and legal and corporate matters were determined. The laboratory was established but proved far more difficult than a similar undertaking in Australia. Australian and Indonesian staff were recruited and training programs, including training of Indonesian staff in Australia, were implemented. Difficulties of operating in Indonesia included: ò language difficulties ò _ local pace of life ò culture ò communications. Rewards of the decision to establish the means to present the technology to Indonesia have included: ò a contribution to Australia's export of technology. ò an opportunity to expand Normet's client base. ò the opportunity to learn aspects of a foreign culture. ò the means to establish a sound long term investment. This export of technology from the Australian mining industry to Indonesia is an example of the initiatives and capabilities shown by the Australian mining service industry.
