In this paper a project to develop a joint optimisation/simulation model for production planning in a mine-mill complex is presented. The system involves a mill receiving ore from a number of different locations, each with a unique mineral composition. The mill consists of several crushing and grinding circuits that function in series and parallel. Scheduling the flow of materials through the mill is complex due to constraints on throughput imposed by the millÆs design, the length of time material can be stockpiled on the surface, varying input mineral composition, and throughput targets for a range of output products.An optimisation model is used to create a set of campaigns (ore feed rates) over a given planning horizon under the assumption of deterministic mill throughput. A simulation model is used to evaluate the production plan under assumptions of stochastic machine failure and operational losses created by the need to cycle between input feeds. Campaign scheduling has two important implications for the simulation. First, during any campaign, multiple ore types may need to flow through the mill. However, the mill must be controlled to ensure that only one type of ore can be in a crusher, a grinder or a storage bin at any point in time. Second, as the mill switches from one campaign to another, the set of ores being processed may differ. Thus, the flow of ore through the equipment during a campaign changeover must be controlled to ensure that one or more of the ores from the current campaign can be completely eliminated before the ores from the new campaign are introduced.The simulation architecture employed for this project is Visual Basic for Applications (VBA) combined with MS-Excel as a user interface. A fixed step discrete event orientation is assumed as the simulation framework. A set of model constructs was built for the project with a specific Canadian milling operation in mind, but was designed to be representative of a broad class of milling operations. The constructs are implemented as class objects within the VBA structure, each with a number of properties and methods. The collection of VBA objects forms a composable modelling toolkit. These objects can be linked together by users, via MS-Excel, to represent a broad range of milling operations.

A fundamental component of grade control at Tarmoola Mine has been the monitoring of assaying through quality assurance programs. The programs have concentrated on issues related to accuracy and precision of leachwell and fire assay techniques, sample preparation and grade variability within a sample. An outcome of monitoring has been identification of shortcomings in the application of assaying techniques to Tarmoola ore types that contain coarse particulate gold. Leachwell has shown satisfactory precision since introduction as the primary assay technique in October 1998 but leachwell accuracy and recovery through comparison with fire assay techniques has identified bias. A bias toward higher fire assays in grades above 2 g/t invoked an investigation into the cause of the discrepancy between leachwell and fire assay. Testwork evaluated Leachwell assay recovery by varying leach time duration, which showed that by increasing the leach time improved recovery significantly. Monitoring of leachwell against fire assay had shown that a leachwell (200 g) with a one hour leach has under-called grade when compared with fire assay by up to 18 per cent, on average, for Tarmoola ore types. Alternatively, optimisation of the leachwell assaying technique using a 200 g pulp and a two hour leach has returned, on average, higher assays than fire assay by up to eight per cent. Testwork on screen fire assays, duplicate assays and fire assay to extinction has demonstrated assay variability associated with coarse, particulate gold. The variability and distribution of gold in Tarmoola ore types has emphasised the importance of high quality sample preparation for leachwell assaying to ensure liberation of gold to leaching solutions. Assay quality assurance protocols are vital to assay data integrity and enable confidence in delineation of ore-waste boundaries and provide early recognition of problematic assaying periods and isolation of grade control practices, which depart from performance standards critical to the operation.

The Mangani mine in West Sumatra is historically one of the most important precious metal mines in Indonesia, although the past production by World standards is small, totall- ing 5.66 tonnes gold and 242 tonnes silver. The geology is dominated by a distinctive NW-SE graben structure formed by dextral splay faults from the Sumatran Fault System. Quartz- rhodochrosite-rhodonite-Ag-Au veins are hosted by Tertiary pyroxene andesite volcanics and quartz-phyllite conglomerates, on N-S tensional fractures which intersect the Mangani graben. Intrusive rocks include andesitic dykes, pyroxene microdiorite, and hornblende granodiorite. Quartz-epidote-pyrrhotite alteration is related to concealed intrusions. General recognition of the potential benefits of utilizing advanced technology has focussed public attention on the organisation of tertiary education. This has produced a situation where opportunities exist for significant changes to be implemented. The challenges to Mining education in this environment of change are analysed with respect to the setting of education objectives, the role of centres of education, course structures and student access to courses. The scope of the analysis includes formal courses for professional education and technical training, and programmes for continuing education and postgraduate research. Previous significant advances in mining technology illustrate the importance of encouraging the establishment of an extensive involvement with mining education. Education cannot be the sole responsibility of professional academic organizations; significant industry participation is essential. Methods of achieving this interaction are discussed. Major changes in techniques available for disseminating information provide a significant incentive to assess the relevance of existing course structures and restrictions on student access to courses. Establishment of a less rigidly progressive system of education is discussed with respect to the development of the full potential of computer based learning. This will expand the availability of mining education to include remote locations. The practical feasibility of such changes and recognition of the value of education as a commercial resource could also increase overseas involvement in Australian mining education. Benefits of such changes and problems that may develop if accreditation systems are not also changed to take account of new technology are outlined.

GENERALTHE coal deposit, where it is being worked, consists of a bed of brown coal varying in thickness from 120 ft. to 200 ft., covered by an overburden of clay, drift, loam, etc., of a thickness of 22 ft. to 40 ft., and averaging 28 ft.The overburden is first entirely removed from the coal, and then the coal is excavated by. large revolving shovels which work at the bottom of the hole or open cut in the coal and deliver it in shovel bucketfuls to the transport system. The shovels owned by the Commission and available for this coal excavation are two Bucyrus steam revolving shovels, one being type 150B, weighing 150 tons, having a 21-cub. yd. bucket, and capable of digging a 47-ft. face; and the other being type 175B, weighing200 tons, having a 31-cub. yd. bucket, and capable of digging a 61-ft. face.In addition to these two steam shovels, the Commission has recently obtained a No. 250 Ruston electric revolving shovel weighing 340 tons, and having a bucket of 10 cub. yd. capacity, and capable of digging a 75-ft. face. When this electric shovel has been erected it will replace the steam shovels on the coal excavation, and the permanent transport system has been designed to take delivery of the coal from its bucket.The duty to be performed by the transport system is to take the coal from the shovels, elevate it out of the open cut, transport it to the screening house, deliver it iuto the hoppers at the top of this building, then to take the coal after it has passed over the screens and distribute the required grades to the power house and to the briquetting plant.

The 1983 Energy Plan calls for an increase in North Island coal production from both underground and opencast sources from the 1982/1983 production of 843 000 tpa to approximately 3.4 Mtpa within the ten year period to March 1993. This increased production is scheduled to come from the following sources: Huntly West No 1 underground mine reaching full production of 1.26 Mtpa. Huntly East underground mine increasing production to 750 000 tpa. The proposed new Huntly West No 2 mine producing 100 000 tpa in its first year of operation û 1992. The proposed Ohinewai opencast producing 920 000 tpa for supply to the steelmaking plant at Glenbrook, replacing Weavers opencast which will be worked out in 1990. Rotowaro opencast producing at 220 000 tpa (currently being achieved). Two additional sources of supply which are not scheduled to begin production for at least ten years, and both of which have been designated for coal fired thermal power generation, are the Maramarua and Mokau coalfields. It was originally envisaged that development of both coalfields would be a combination of underground and opencast mines. The form of development is yet to be confirmed by detailed feasibility studies. The location of the Maramarua, Ohinewai (Waikare Coalfield) and Mokau deposits is shown on Figure 1. Worley Consultants Limited, in conjunction with their partners Rheinbraun Consulting GmbH (Germany) and Longworth McKenzie Pty Limited (Australia) have been involved with investigations and mining assessments for the Maramarua, Mokau and Ohinewai prospects. The Maramarua and Mokau studies form part of the New Zealand Coal Resources Survey programme of updating information to the Pre-Feasibility Mining Assessment level before proceeding to detailed feasibility studies. The Ohinewai study was commissioned directly by Mines Division to investigate the feasibility of mining coal by 1989 before reserves at Weavers opencast are depleted. This paper describes typical studies which are now being commissioned by Mines Division to investigate large-scale mining development and the effect geotechnical-conditions may have on coal recovery. The magnitude of these projects is reflected in the proposed outputs û up to2 Mtpa from individual mines û and the introduction of new continuous mining systems for both underground and opencast mines on a scale which has not previously been contemplated.

In the Ngakuru area, zeolite deposits occur in late Quaternary lake sediments and ignimbrites. The deposits are associated with sinters, hydrothermal eruption breccias, and quartz-adularia altered fault breccias: all indicators of a shallow epithermal environment. Several of the deposits are adjacent to epithermal gold prospects. Zeolites are most abundant in lacustrine tuffs of the Ngakuru Formation, a 100-300 m thick sequence of siltstone, tuff, diatomite, sandstone and conglomerate. The formation overlies the Ohakuri Ignimbrite dated at c. 270 Ka, and is unconformably overlain by alluvial sands and gravels which are younger than 20 Ka. Individual zeolite deposits contain 30-80 per cent zeolite over a thickness of up to 45 m in thinly stratified tuff beds. The tuff beds are locally overlain by diatomite. The tuffs are composed mainly of glass shards and pumice clasts, with minor volcanic plagioclase, quartz and biotite crystals. Glass shards in the tuffs are replaced by the silica-rich zeolites mordenite and clinoptilolite. Amorphous silica (opal A), opal-CT, K-feldspar and smectite are also present. The distribution of the Ngakuru Formation is controlled by northeast trending normal faults, which separate it into the Ngakuru and Guthrie grabens. A silicified (quartz-adularia altered) hydrothermal breccia along one of the fault zones suggests that the faults acted as feeders for heated water that caused the deposition of the zeolite minerals. Some of the zeolite deposits are adjacent to sinters and hydrothermal eruption breccias. The location of the sinter about 20 m above one deposit indicates that the zeolites were formed at a depth of 20 to 70 m below the paleosurface. The hydrothermal eruption breccias contain clasts of altered ignimbrite, which contain geochemically anomalous gold and silver values. By analogy with their occurrence in active geothermal systems in the Taupo Volcanic Zone, mordenite and clinoptilolite in the Ngakuru deposits probably formed at temperatures of 60-150oC from near-neutral pH waters as a result of interaction with glass-rich tuff beds. The Ngakuru zeolite deposits are therefore interpreted as shallow hydrothermal alteration zones within larger epithermal gold-bearing systems.

The tracking of ore through process hold-ups such as stockpiles has been traditionally been difficult to achieve. The inability to pinpoint the exact source in the mine of material that is feeding a processing plant has led to inefficient mine-mill reconciliation processes. In addition, a lack of understanding of the behaviour of ore in process hold-ups such as bins and stockpiles often leads to poor predictions of plant performance and to poor reconciliation of this to the orebody.This paper reports on two short case studies. One case study addresses tracking ore from various parts of two mines to the concentrator. The other follows synthetic particles through the coarse ore stockpile. Both studies use radio-frequency identification (RFID) tracer technology. The paper concludes by discussing general strategies for implementation of such concepts into mine-mill metal accounting and reconciliation systems. As shown in this paper, reliable ore tracking systems will allow much more effective mine-mill reconciliations as well as the ability to model process hold-ups with regard to size by residence time distributions. This should, in turn, allow metallurgists to have a better understanding of the size and grade of material that will report to the plant at different process hold-up (eg stockpile) conditions.

From the very early stages of a mining project, there is a requirement to predict the chemistry of potential drainages from various waste storage facilities. However, using relative masses to scale chemical loads measured by laboratory kinetic tests, such as humidity cells, to a full-scale mine waste facility will lead to concentration predictions that are unrealistically high for many dissolved constituents. Scaling factors developed by various procedures indicate that laboratory rates may range anywhere from two to eight times (Drever and Clow, 1995) to 100 to 1000 times faster than field rates (Malmstrom et al, 2000; Smith and Beckie, 2003; Ritchie, 1994). This contribution will use previous works and secondary data to discuss the significance of scale in water quality predictions. It will also present primary experimental geochemical and numerical data from a column leaching study on coal spoils to discuss potential applications of mesoscale leaching tests in bridging the gap between bench-top tests and field scale trials.

There is an urgent need to use our vast knowledge with a new wisdom and this requires new integrated teams of experts to provide the best alternatives for the needed new development problems. These teams must include economists, engineers and a broad spectrum of scientists. Today it is possible to produce clean energy, stop soil erosion, clean water and reduce and use wastes of many types.

The Olympic Dam Mine is a large, mechanised, underground operation currently producing 2.2 million tonnes-per-year of copper/uranium/gold ore. The mine is accessed via one shaft and one service decline. An additional 13 raise bored ventilation shafts have been completed to-date.Ventilation requirements are stringent in order to provide adequate dilution and removal of diesel fumes, radon gas/daughters and heat generated from both engines and wall rock.Due to the nature of the orebodies, the mine workings will continue to expand laterally necessitating the addition of at least one major surface raise every year.

"Problematic issues in materials handling applications are often amplified in the iron ore industry due to the relatively high density of the ore as well as the abrasive nature of the product. One of the main issues arising from the handling of iron ore is excessive wear, with two applications typically suffering accelerated wear issues being transfer chutes and conveyor belts. These wear issues are problematic due to additional capital costs, but mainly due to the associated downtimes resulting in the accelerated wear. In both surface and underground coal mines, the detection of geological structures ahead of workings is recognised as being fundamental to the efficient operation of the mine. Mining into zones of unexpected structures has a drastic effect on a mine's productivity. For the prediction of structures, geophysical methods can be applied from the air, from the ground surface, from boreholes and from underground workings. There are several improvements to report in the geophysical methods being developed for these purposes. These include developments in three-dimensional seismic reflection surveying, cross-hole seismic reflection methods and radar systems. The recent development of the radio imaging method for use in underground mine workings will complement existing in-seam seismic methods. Geophysical techniques for use in horizontal boreholes are also under development.

The high gas emissions associated with the depth of mining and very high coal extraction at some Australian Collieries have provided a need to investigate the influence of geological and mining conditions on levels of gassiness. The introduction of longwall extraction in particular is associated with complex strata control problems and quick changes in gassiness. To this stage of Australian coal mining, no standard method has been developed to predict the different levels of gassiness associated with the various geological and mining conditions; and the relationship between coal output and total methane make has not been established. For local conditions, with a large number of coal seams lying in close proximity to the working seam, the significant contribution of gas emissions from adjacent strata was expected, especially as strata relaxation occurred during longwall mining. This depends mainly on geological conditions, strata control and coal production. For the deepest of the B.H.P. Collieries in the Newcastle region, the relationship between coal output and total methane make has been investigated by systematic gas balance measurement during longwall extraction. The computer method of iteration was used to approximate the mathematical equation from the initial graphs of coal production versus quantity of methane in the ventilation system for various strata conditions. The angle of caving was established for local geological and mining conditions, for planning and design of the positions of cross measure boreholes.

It is a pleasure and a privilege to be with you for the Annual Conference of The Australasian Institute of Mining and Metallurgy.The inaugural meeting of The Institute was held in Adelaide in April, 1893. Through the kindness of your President, who passed on to me several publications concerning The Institutute I have been able to glance back over the eighty years in which The Institute has served both the profession and Australia.In that record, many names of great distinction caught my eyes. When one reads the list of past presidents of the The Institute since 1893 and the list of those to whom The Institute Medal has been awarded, one reads the headings of a biographical dictionary of the Australian mineral industries. Many famous names are there-men from the great mining companies, engineers, scientists, metallurgists and geologists. Simply to read the names is to recall great enterprise and great achievement. Going over those names one hears the echoes of the inspiring story of the establishment of the Australian steel industry, the electrolytic zinc inq.ustry, all the major developments in the mining of coal, gold, copper, silver and lead, the treatment of difficult ores, the geological exploration of a cqntinent, the discovery of uranium, bauxite, petroleum, nickel, the establishment of the alumina industry and finally the mammoth earthmoving operations of today. The list of names is a chronicle of great men who did a mighty work. They stand like milestones in the progress of a nation.When one reads further and runs down the titles of some of the papers published in the Proceedings of The Institute even a layman like myself can appreciate the dramatic developments in mining and metallurgy that have transformed the whole practice of the mineral industries in our land. Australians have made some notable innovations and discoveries both in mining techniques and in the processing of ores. This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

In panel caving in underground mines, it is essential to characterise and monitor the stress and stability state of production level pillars to ensure the extraction of the mineralised ore column and the safety of workers. Pilar Norte is a sector in the El Teniente mine that forms a pillar between the undercut fronts of the adjacent Esmeralda and Reservas Norte sectors. It exists in a high-stress environment, which may induce damage to the rock mass production pillars. Generally, numerical models are calibrated using observed damage in galleries. This procedure does not discriminate between the structural condition and/or the blasting damage effects. This paper proposes a technique that uses borehole cameras to measure stress-induced damage. This has the advantage of being at the intact rock scale, meaning that the effect of geological structures is negligible and the blasting damage factor is eliminated. Comprehensive geotechnical characterisation and tomography monitoring has been undertaken at Pilar Norte to describe and determine the rock mass behaviour of the production pillars. By combining analytical, empirical and numerical models, a correlation between the measured overbreak recorded by the borehole cameras and the stress level of the pillar was developed. Mining and metallurgy are more capital intensive than all other industry in Australia. Capital demands are met by domestic and foreign sources of finance for whom the major constraints are the supply of funds and factors of risk and uncertainty. in both mineral development and institutional financing policies, specific options are available to administrators which would allow mining to benefit from a more reliable supply of capital. The strength of major partners involved and overseas participation are important aspects of financing mineral developments. Future changes in financing for the mineral industry are considered most likely in variable interest rate funding, in the leasing of major plant items, and in the development of flexible techniques to ease the burden of infrastructure costs. In a consultancy sense, financiers are available to mining to assist with and to advise on optimal develop- ment of mineral industry projects.

The oxidation of iron and nickel sulphide concentrates, and the dominant sulphide minerals which comprise them, has been studied under ignition conditions using thermogravimetry (fG). The concentrates were derived from various minesites and they showed differing tendencies to ignite. Ignition temperatures ranged from 416 to 488°C and the extents of reaction, measured at 500°C, varied from 64 to 88 percent. The reactivity of the least reactivematerial was improved significantly by grinding. Particles <63/lm showed 85 percent oxidation compared with 55 - 65 percent for particles >63/lm.Examination of the individual sulphide minerals revealed that these materials also have significantly different degrees ofreactivity and are subject to particle size effects. For particles <45/lm, the ignition temperatures were as follows:ò pyrite and violarite 380 - 385°C; pentlandite 425 - 430°C; and pyrrhotite 470 - 475°;ò for particles >90 /lm, the ignition values were: pyrite 395 - 400°C;ò violarite 430 - 435°C; pyrrhotite 540 - 545°C; and pentlandite 560 - 565°C.Using the data on the individual minerals it was possible to rationalise the differing degrees of reactivity of the concentrates. The role of the most reactive constituent in initiating the ignition reaction has also been discussed.Finally, the results of this work were found to compare. favourably with the behaviour ofthe concentrates in industrial and pilot-scale flash smelters.
