The low grade Mount Charlotte orebody was first mined with minimum capital expenditure by mechanised cut and fill stoping. The lower block was prepared simultaneously for open stoping by shaft sinking and installing another crusher and services. Similar development for the third block was discouraged by economic factors and reduced tonnage. Decline develop- ment required less capital and opened up ore reserves commensurate with advance, providing flexibility to stop operations without commit- ment: A 1 in 7 decline measuring 4.25m x 5.5m to accommodate standard Euclid 25 tonne dump trucks was developed south of the orebody. A fleet of four trucks average 12 loads each per shift over a haul distance of 700m.

Martabe gold and silver mine is operated by PT Agincourt Resources (PTAR) and is situated in northern Sumatra and comprises several deposits in steep terrain, and in a tropical climate, that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste rock from excavations and tailings from processing is a by-product to be scheduled and used for a number of purposes identified as part of life-of-mine planning. These uses include construction of the current integrated tailings storage facility (TSF) as well as future engineering construction and waste disposal projects which includes plans for a program of in-pit backfilling. These plans need to be aligned to ensure the waste rock and tailings can be contained relative to the production rate. Given that the site will have multiple open pit voids upon cessation of mining activities opportunities for integration of in-pit disposal of mine waste have now been assessed with technical studies to review the practicality of the approach with respect to operational challenges and conformance with closure planning requirements. This includes assessment of disposal of waste rock, tailings (including consideration of filtered tailings) and co-disposal of waste rock and filtered tailings.

The current drill-and-blast method of tunnelling is cyclic and, for this reason above all others, has a future application potential which is lower than that of continuous methods. There is scope for progress in several facets of today's drill-and-blast tunnelling. But even if each of its unit operations and the synthesis of these were to be optimised, this conventional method will, in the long term, fail to be a serious competitor for tunnelboring machines (TBMs), roadheaders and the like. If its role in tunnelling is not to decline at an increasing rate, drill-and-blast will need to be transformed into a continuous system. Boring and cutting machines consume considerable energy (and expenditure) in creating rock fragments which are smaller than those required by muck-handling equipment. In this respect, blasting is more efficient. Mechanical methods are also less versatile and flexible and, when planning proceeds on a basis of meagre or inadequate geological data, cannot be costed as accurately. Currently, research gains for TBMs and roadheaders are greater than those for conventional tunnelling. If (as is likely) the disadvantages of mechanical methods continue to be reduced at a greater rate, the swing away from drilling and blasting will gain momentum.

Gold was discovered at Waihi in 1878. In 1987 the modern Martha Mine opened in the middle of the town of Waihi. Newmont Waihi Gold as the current licence holder has been operating the mine since 2000. The current open pit was scheduled to stop production in mid 2006. An underground mine is currently being developed to the east of the town.   In 2001 serious subsidence issues from historical underground mine workings outside the mining licence and the forecast closure of the open pit acted as a catalyst for the development of new communication initiatives.   In this context Newmont Waihi Gold and the Hauraki District Council initiated a community consultation process with the people of Waihi. The Waihi Community Consultation Committee (WCCC) was established in May 2003. After an initial brief to act as a forum for community participation in closure and rehabilitation of the Martha Mine, the group quickly took on a much more proactive role working towards the long-term social, environmental, cultural, economic and spiritual sustainability of Waihi.   In the course of over three years of meetings all groups represented on the committee have presented their views, developed ideas and established an organisational structure to bring those ideas to fruition. The challenge now is to work together to consolidate likely options, seek sources of funding, produce business proposals and implement the plan for the future of Waihi.   This paper backgrounds the experience to date and describes the outcomes of the process. In the mid 1960's Outokumpu considered building a lead Flash Smelter on the basis of Flash Smelting technology developed first in the late 1940s for smelting copper concentrates. Pilot scale tests were carried out and the process was found technically sound. The project was however not economically viable under Finnish conditions and it was cancelled. In 1981 pilot plant tests were restarted after many enquiries from the primary lead producers. All the know-how and development made in copper and nickel smelters was applied to the Lead Flash Smelting process and the tests were successful. Outokumpu has so far tested several types of lead concentrate with lead contents ranging from 28 to 75 per cent. The concentrate is oxidized and smelted to metallic lead and slag directly in the Flash Smelting Furnace using high oxygen enrichment of tonnage oxygen. Fossile fuel is used in the Flash Smelting Furnace in cases when the feed material does not contain enough latent heat to smelt the furnace products even though pure oxygen is used for oxidation. Thus the process results in a low consumption of extraneous energy. Use of oxygen results in a small gas flow but it is rich in sulphur dioxide. The gas treatment facilities and sulphur recovery plant will be small in size and low in investment cost. The process is flexible and can produce stable quality of products from different types of raw materials. Quality of lead bullion especially the sulphur content can be regulated over wide a range, from 0.1 per cent upwards according to the needs of the refinery.

In the last two decades, equipment used in the coal mining operations has become much more sophisticated. The way that work is organised and performed in the industry has also changed significantly. Changes in equipment specification or procedures inevitably means that the risk associated with that equipment or procedure also changes. In an attempt to address this the Joint Coal Board Occupational Health and Safety Trust (JCB) commissioned the University of New South Wales Mining Research Centre and Mine Site Technologies to perform a feasibility study into the development and deployment of Virtual Reality (VR) based training simulators in the New South Wales coal industry. The main aims of the study were to identify, the key providers of VR Technology, the VR options available to the JCB and the information that would need to be included in any simulator. It was anticipated that a critical assessment of these components would produce a format for a cost effective, state of the art simulator that could be readily accessed by all mines. The expectations of the feasibility study were that VR should offer three-dimensional (3D) simulations that are interactive, high-resolution models of real environments based on best practice Safety Management Plans. It was anticipated that the simulations would allow trainees to experience the consequences of poor decision-making and allow them to learn from their mistakes in a safe and forgiving environment. It was envisaged that such simulators would become an addition to the existing training methods used in the industry.

Mine-to-mill studies have previously demonstrated downstream productivity benefits from relatively modest increases in blast energy, or powder factor. These increases have up to now been limited by safety and environmental constraints, since excessive blast energy can result in flyrock, unacceptable vibration, airblast and wall damage.Here, a new blasting method that overcomes these constraints is presented. For the first time it is possible to employ powder factors that are several fold higher than conventional blasting. Independent modelling has shown that such powder factors can potentially increase mill throughput by 20 to 40 per cent. The economic implications are substantial, both in terms of increasing production in existing operations and in consideration of capital and plant requirements for greenfield sites. In addition, mill electricity and grinding media consumption and their associated costs and energy and emissions penalties can be reduced.This method represents a step-change in blasting practices. It involves a novel design utilising dual blast layers within a single blast event, all initiated with state-of-the art electronic blasting systems. The energies in the lower layer can be as high as five times the standard energies, providing for intense fragmentation of the ore. Results from blast models have been confirmed in field trials of the method.Open cut gold mining, in particular, stands to benefit from this method. As gold grades decline, milling costs and throughput increasingly become constraints on production that can be alleviated with this new method. Additionally, it opens possibilities for improved recovery. Blast modelling studies show that dilution of gold ore within the blast can be managed with the new method. Furthermore, it has been shown that vibration from the new method is actually lower than from conventional blasting, allowing the use of the technique in proximity to mine highwalls and other key infrastructure such as underground orepasses.It is concluded that this new method could substantially increase gold mine production and profitability while reducing overall energy consumption and associated emissions.CITATION:Brent, G F, Dare-Bryan, P, Hawke, S and Rothery, M, 2013. Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

Mine planning for ore recovery by open stoping and pillar recovery is becoming more sophisticated, but there are basic operating constraints which must be imposed if this planning is to realise the production results on which the mine is dependant. The production reliability of an open stope is usually a high priority and common design problems can be identified. A range of practical considerations which should be considered at the mine planning stage are reviewed including equipment performance, blasting technology, ventilation requirements, development layouts, lead time, ground conditions, support, backfilling and ore recovery.

This paper presents a simplified method for the assessment of creep deformations in rock masses containing bands of low strength or soil strength rock. The main impetus for this work was the need to assess the impact of distinct bands of clay and/or low strength rock on the long term deformation behaviour of a rock pillar formed as part of a series of proposed tunnelling works. In particular, the authors were interested in being able to provide criterion which could be used by site personnel to assess the encountered rock conditions against design assumptions.Creep deformation versus time plots are presented for a range of material consistencies. These plots were produced using the hyperbolic creep equation proposed by Mesri et al (1981). This empirically based equation was chosen for its simplicity and practicality. Discussion is included regarding typical input parameter values and the sensitivity of the results to these values is explored. Finally, in the soil strength materials, the secondary consolidation equation is used to check the veracity of the results calculated using the hyperbolic creep equation.

Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

As part of a large AMIRA project, an on-line moisture meter was installed at two mine sites in Central Queensland. This project investigated the factors which control the moisture content of coarse (>0.5 mm) coal from the centrifuges used in conventional coal preparation plants. It was placed immediately after the first centrifuge to isolate the factors pertaining to one machine and its feed.The meter was found to be accurate and precise when compared with manual and mechanical sampling methods. The Grubbs estimator technique indicated that its precision is better than 0.3 per cent at the 95 per cent confidence limit.It has been identified that:1. the variability of the measured moisture contents of coarse coal can be described by normal distributions. Standard deviations of about 0.6 per cent are common; and2. the treatment of the coarse coal on the drain and rinse screens immediately prior to the centrifuge can affect the final moisture content.

The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. A panoramic concept of the possibilities would comprise the following fields: 1. The Pneumoconioses or Dust Diseases. 2. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. The most obvious are lead, mercury, arsenic and manganese. 4. Diseases associated with mining. These include leptospirosis, ankylostomiasis and mycotic infections of the skin. 5. The Beat Diseases of coal miners working in narrow seams. 6. Illumination problems and miners nystagmus. 7. Geographical and climatic problems

Approximately 42 t of mercury were produced from Puhipuhi from the late nineteenth century until the end of World War II, with no significant gold or silver production. Sinter, eruption breccias and veins, mined for mercury at Puhipuhi and essentially barren of gold, are inferred in many geological models to represent the surficial levels of adularia-sericite style low sulfidation gold-silver systems. These systems may contain economic gold-silver mineralisation at depth. Conceptual geological models have been employed at Puhipuhi in the search for buried gold mineralisation. Homestake Mining utilised a McLaughlin model for exploration from 1982 to 1987, targeting mainly the vicinity of the sinter deposits. From 1987 to 1989 BHP sought deeper structurally controlled gold mineralisation within the basement greywackes, utilising models derived from studies of Round Mountain, USA and Hishikari, Japan. Macraes Mining Company Limited have accessed the previous work and applied a conceptual geological which invokes a north-south structural control for the emplacement of high-level felsic intrusions at depth. Dextral movement on these structures associated with oblique convergence facilitated the formation of a pull-apart basin in which lacustrine sediments overlie basement greywackes and are in tum overlain by Pliocene basalts. Continued activation of the NS structures created a series of inferred NE-trending dilational structures, which are targeted as fluid upflow centres for the surficial outflows. Upflows occur as eruption breccias (e.g., Plumduff) and outflow as silica sinters (eg Mt Mitchell, Williams) which are also partly obscured by the basalt cover. Argillic alteration and mercury mineralisation occur at elevated crustal levels (eg Puhipuhi mine). Modelling from structure and alteration zonations have targeted a fluid upflow in the vicinity of Bush Hill, which was not accessed by previous workers. This target was subsequently supported by surface geology and multi-element soil geochemistry.

The paper describes the application of New Zealand's environmental impact assessment procedures to a proposed gold and silver mine in the North Island of New Zealand. The project is described and a summary is provided of the statutory permits or consents that are required prior to operation of the project. Emphasis is given to the requirement for environmental impact assessment and the preparation of a formal environmental impact report. The company's approach to impact assessment is described, with examples of how this assessment and the identification of management alternatives influenced the engineering design of the project. This paper was prepared as a contribution to a working session of the International Association of Impact Assessment VII Annual Conference, July 1988.

Competing requirements for land usage sometimes make the correct all- ocation difficult. The decision can be complicated by many factors such as local resident pressure, previous government decisions, economic pres- sures and the duration or permanency of the competing land usages. This problem often confronts the extractive industries with consequent delays in granting leases and some- times considerable local dissension. A proposal to extend the high grade silica sand quarry of the Wamberal Sand Company Pty. Limited is a microcosm of these competing requirements. The sand quarry is located on the New South Wales central coast. It is an open pit operation on a near beach deposit of silica sand suitable for flint glass manufacture.

In making any attempts to determine the depositional environments in which coal seams accumulated it would be useful to establish whether there is a pattern, or patterns, of development which the majority of the seams have followed. To this end, the distribution of types of coal seam sequences found in the standard petrographic profiles of about a hundred Australian coal seams of Permian and Triassic age has been examined statistically, using the "chi square test" with the limiting probability set at O·Gl.Results indicate that non-random conditions have probably prevailed during the deposition of most of the seams. More samples are needed for conclusive results.The plants, or some other internal feature of the swamp environment, have been the important controlling factor in the development of the seam sequences.Comparison has been made with some British Carboniferous coals.

GOLD has played a part in the development of Australia. The total yield exceeds SIX hundred million pounds sterling, while the glamour of gold-mining and the unfailing demand for the product have enhanced its influence. The production is still considerable, but the yield is less than one-quarter of that twenty years previously, while the number of men employed has dropped from 70,000 to 11,000. Not only has there been a marked decline in production, but it is anticipated that thisdecline will continue, and continue more markedly. It is therefore desirable to ascertain the causes of the decline and inquire into means for diminishing or preventing it.The problem under discussion is far from being only local. Finlay states: The grand feature of the history of the business has been the progress of an economic cycle unfavourable to gold milling. The USA yield fell from $101,000,000 to $44,000,000.South Afriea has for some time produced one-half of the world's gold; yet in the Mining and Scientific Press of 11th February, IH22, General Smuts is quoted as saying that if the premium disappeared entirely 24 out of 34 mines would shut down. The mineralogy and microstructure of mattes from the nickel flash smelter at Kalgoorlie, Western Australia, have been studied. The flash furnace matte consisted mainly of an intimate mixture of pentlandite and heazlewoodite with some nickel metal. The electric furnace matte was mainly an iron-nickel alloy with subsidiary pentlandite while the converter matte consisted mainly of heazlewoodite with crystals of nickel metal.
