Resource rent tax is a form of taxation or royalty, which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax (APT). The implications of the current form of Additional Profits Tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine, if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of Additional Profits Tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation. Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional Profits Tax is both time and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory. A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with Additional Profits Tax. The review includes examples based on the structure of Additional Profits Tax which is levied in Papua New Guinea.

With the continued implementation of stricter limitations on the discharge of excess process water from all existing and future mining and metallurgical operations, the design and operation of the entire process water circuit must form an integral part of any total operational package. It is far better to æanticipate and circumvent the problemÆ rather than be forced into an expensive remediation program after the event. By far the greatest problem relates to the treatment and disposal of what is generically known as acid drainage. In simple terms, an acidic metal sulfate solution is generated by a series of chemical and biological reactions as soon as most sulfide minerals are exposed to air and water. Treatment of this solution by one or more of a wide range of chemical and physical options can involve substantial capital and operating costs, although there are recent processing options that yield saleable by-products, thereby reducing the financial liability of what is effectively a waste stream. This presentation provides an overview of the Australian situation compared with the rest of the world and outlines the basic features of a number of the more advanced passive and active acid drainage options.

Exploration risk increases with time, due to a general decrease in prospectivity as the more accessible deposits are found, and be- cause of rising costs and demands due to an improving standard of living. Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government's role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

The known coal resources of South Australia are either of poor quality, or expensive to extract, or both. Export quality coal occurs only at great depth in the remote north of the State; the balance of the State's coal resources are suitable only for local electricity generation. Currently there is only one coal mine in the State, at Leigh Creek. This provides fuel for approximately 34% of the State's electricity generation, the balance being fuelled by natural gas. In the near future, new fuel sources must be developed to augment diminishing supplies of natural gas, and to cater for increasing demands for electricity. The South Australian Government has determined that future electricity generation will be based on the combustion of local coals. The geological and geographical environment of the known coal deposits and the quality of these coals are such that the most up to date and innovative technology must be applied to both extraction and combustion processes. The Government, the Electricity Trust of South Australia, and several Australian and overseas companies have embarked on an extensive research and development programme to ensure that these otherwise useless resources can be developed to the benefit of the State.

Since the introduction of raiseboring 30 years ago there have been many operational and mechanical design improvements in the raiseboring machine, its reamers and associated cutters. These have now made the technology of raiseboring a routine and practical operation within the underground mining world. Over the last decade these advances have been aided by the introduction of robust automation packages which have allowed unattended drilling and reaming, real time performance monitoring and enhancement and the rapid diagnostic investigation of mechanical and electrical abnormalities. The constraint to higher raiseboring performance is now the drill string. However when it comes to a cost-effective solution of applying the high drill string torque and tension necessary for the next step change in performance, designers have æhit the wallÆ. Whilst carbon fiber reinforced plastic composites with abrasive resistant sheaths may offer a solution, the limit of conventional steel, drill string technology has been reached. This limit to advancement is however based on the drill string being in tension and alternative solutions may exist by literally turning the raiseboring paradigm on its head. This paper describes the story of a small Australian company engaged in the design and manufacture of mechanical excavation machines, two Australian raiseboring contractors and three Australian mines going against tradition and pushing down rather than pulling up.

East Nelson and Marlborough, in the northeast of the South Island, contain a wide variety of metallic minerals, including gold, silver, copper, chromite, antimony and scheelite, but no sustained metallic mining industry has evolved. Gold was the most sought-after mineral during the first century of European settlement and numerous discoveries were made but these failed to live up to expectations. While traces of gold are widespread in east Nelson, including in quartz veins in Nelson City, no payable deposits were found. In Marlborough the probability of a gold discovery had initially seemed remote but all this changed with the finding of rich deposits in the bed of the Wakamarina River in 1864, which provided a much-needed boost to the provincial economy. However, the decline of gold mining in Marlborough began virtually as soon as it had commenced. Extensive floods in 1865 hastened the exodus of miners to the profitable new fields of the West Coast.

The Coke Ovens Laboratory at Australian Iron & Steel, Port Kembla has been involved in the analysis of seam gases and mine airs for approximately twenty (20) years. This period has seen many developments and changes in the techniques used to the point when the current techniques are equal to other labora- tories involved in similar analyses. The laboratory has NATA registration for the analysis of mine airs and gases. Apart from routine testing of seam gases, ventilation airs and gases emmitted from coal bore cores a number of projects have been undertaken. These have served a twofold purpose, one to provide information to the customer, generally Collieries Research and Technology and secondly in developing the skills and capabilities of the Coke Ovens Laboratory. This paper discusses the development and services available at the Coke Ovens Laboratory for the analysis of gases and airs from collieries.

Whilst employed by Dyno Nobel as the Technical Services Engineer û Brisbane, I was asked, as part of a contractual agreement, to look at optimising PioneerÆs blasting process to provide the most effective rock to the new crushing and screening plant. This paper details the preliminary blast designs and practices that have been in use at the quarry and the initial changes made to these designs, and the effect they have had on the excavation and crusher performance.

The Middleback Ranges are a series of parallel northsouth ridges on the eastern side of the Eyre Peninsula, South Australia, about 20 miles inland from the Spencer Gulf, as shown in Fig. 1. They extend for some 20 miles across the centre of the County of York. North of them, on the same line of strike, in, the County of Manchester, is a disconnected series of lesser which ends in the Iron Monarch-Iron Knob ridge, the principal iron ore locality. These ridges are referred to in the following pages as an integral part of the Middleback Ranges.The deposits of hematite which outcrop in these ranges (Fig. 1) form the most important group of iron ore bodies in Australia, and are exploited by the Broken Hill Proprietary Company. The largest of them is the Iron Monarch (Fig. 6) .H: The next largest are the Iron Duke, the Iron Prince and Iron Baron. The Iron Knob, Iron Duchess, the North and South Iron Knights, Iron Queen, and the small body south of it, the Kimba Lease, and the deposits in the Cook's and Ash Leases, are all smaller.Numerous small lens-like bodies of hematite occur throughout the ridges, but are not of sufficient size to be of commercial use. At present only the Iron Monarch and the Iron Prince bodies are being worked. Syferfontein Colliery, part of the Sasol group of companies which specialises in the field of petro-chemical production, was established in 1990. The mine is situated about 150 km east of Johannesburg, South Africa. Two coal seams are mined, utilising two 75 m3 draglines, shovels and a fleet of 177 ton rear dump trucks. The mine will reach its full production capacity of seven million tonnes per annum in 1992. During the planning period, prior to the establishment of the mine, management were confronted with the unstable socio-political environment in South Africa which could jeopardise the eventual success of the mine. They consequently conducted a strategic planning exercise to determine guidelines for mine planning to improve the chances of success in this unstable third world environment.The strategic guidelines formed the basis for specific actions taken during the planning and commissioning of the mine. Specific actions were taken in the field of operating cost, labour relations, working environment, logistics and the general environment. First results indicate that these actions have played a major role in the success of the mine to-date. This process can be utilised by others facing similar or even totally different uncertainties.

Mesothermal gold deposits of southern Alaska and Westland, New Zealand have both formed at the seaward edge of major collisional zones in the Pacific basin. In Alaska, production of large fluid volumes correlates in time with the addition of heat into the lower parts of the accreted terranes in the late stages of collisional orogeny. This heat was critical for driving both the metamorphic reactions that released the large volumes of fluid that carried the gold, and the contemporaneous widespread anatexis and magmatism. In Alaska's Chugach terrane, this heat was produced by subduction of a spreading ridge beneath the North America continental margin in the Eocene. The resulting products were the S-type granites and gold-bearing veins. The similar widespread S-type plutonism and gold veining in Westland's Buller terrane suggest that a similar tectonic event could have triggered ore formation along the southeastern edge of Gondwanaland. Based on the Alaskan model, a Devonian or Early Carboniferous age is favoured for high volume metamorphogenic fluid generation and gold vein formation in Westland.

The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. This "barren liquor" results from sulphuric acid leaching of Radium,Hill uranium concentrate, followed by separation of solid residues and removal of uranium from the clear solution by ion exchange. Megascopic and microscopic studies of cleats and mining induced cleavage in Ihe first workings at Leichhardt Colliery reveal the presence of four distinct fracture sets. Microscopic studies confirm underground observations of the fracture sets.The most likely order of formation of the fractures is (i) "butt" cleats (ii) facc cleats (iii) shallow dipping faults (iv) mining induced cleavage. Three fracture sets apparently formed by tensiIe failure. Microscopy shows that the mining induced cleavage surfaces have preferred starting or lerminating points at the extremity of a "butt" cleat and a vitrite-dull coal band boundary. It is postulated that the induced cleavage begins at 'butt' cleats which behave as Griffith flaws under high compression around Leichhardt Colliery faces. Instantaneous outbursts of coal and gas are associated with only those workings which are affected by mining induced cleavage and occur at or adjacent to working faces.

The study of gas emitted from face coal samples at the coal face is part of an investigation of instantaneous outbursts of coal and gas. Normally, seam gas essentially comprises methane of which the origin in the metamorphism of coal is undoubted. The origin of other gases sometimes occurring in high proportion in seam gas, particularly carbon dioxide, is more controversial. A simple meter for rapidly assessing gas in coal was developed. Tests with the meter enabled comparisons of seam gas in face coal at some outbursting and nonoutbursting mines, and under various working conditions. The varying results of widespread testing suggest certain trends, including some prospect of recognising outbursting potential at the coal face.INTRODUCTIONThe aim of this work is identification of differences in gas condition between coals subject to instantaneous outbursts and coals which have not outburst, and between faces of coals which will and which will not subsequently outburst. Any comparative test should be conducted right at the coal face on coal about to be worked and the results of testing should be available after a short period. Moreover, the method and the comparison of results should require no special skill, and be well within the capacity of junior mine officials. Any consistent relation between gas condition and subsequent mining conditions - outbursting or not might be valuable in prediction of outbursts.INSTANTANEOUS OUTBURSTSInstantaneous outbursts (Hargraves, 1958) , are largely unpredictable and unaccountable ejections of coal (up to 5,000 tons) and gas (up to 5,000,000 cu.ft.) from a standing coal face. Magnetic field studies provide remote sensing of magnetisation distributions and a means to investigate moderately- to strongly-magnetised ore deposits that may be partially or totally buried. However, above-surface magnetic field surveys have limited capability to resolve the detail of magnetisation distributions because of the large separation between the magnetisation and the magnetic sensor. While some of this detail is available from magnetic susceptibility logging within boreholes or from magnetisation studies on recovered core, these measurements are limited to the exact trace of the boreholes. The large disconnect between ground or aeromagnetic surveys and highly-localised borehole sampling can cause problems in developing robust source models from magnetic survey data. The measurement of magnetic field in boreholes has the capacity to at least partially bridge that gap by measuring the magnetic field due to magnetisations proximal to, but not intersected by, the boreholes.CSIRO has developed the world’s first downhole magnetic tensor gradiometer. This instrument measures magnetic field gradients in all directions within a borehole. A prototype instrument has been built and tested as part of phase 1 of the Deep Exploration Technologies Cooperative Research Centre (DET CRC). The prototype performed well with magnetic pyrrhotite at the DET CRC test site in the Adelaide Hills and at Carpentaria’s Hawsons magnetite deposit south of Broken Hill. Further work is required to reduce the diameter of the probe so that it can operate in NQ holes (it is currently limited to HQ or wider) and to transform it to a continuous logging tool. The borehole tensor gradiometer can be used to investigate the continuity of magnetisation over a distance of several metres to tens of metres away from a borehole intersection and the structural dip of the magnetic body. It can be used to either replace or augment downhole magnetic susceptibility logging. Coal washery wastes comprise tailings, finer than 0.5 to 0.1 inn depending on the sophistication of the washery, and coarse reject, typically finer than 50 mm. Subaerial disposal of coal tailings slurry at about 30 per cent solids by mass results in the formation of a delta with an average slope of about 1 in 100, representing one extreme. The ravelling of coarse reject on loose-dumping, results in an angle of repose slope with an angle of about 37" (1 in 1.3), representing the other extreme. The pumped co-disposal of coal tailings and coarse reject results in the formation of an upper delta with an average slope of about to one in ten, between the two extremes. The depositional behaviour of these three waste streams is discussed and compared in this paper. The important depositional and material parameters, and a theoretical description of the processes involved, are also presented. Comparisons are made between the depositional behaviour of the various coal washery waste streams, and natural depositional systems, such as rivers, alluvial fans, and scree slopes.

The Central Maratoto Valley in the Coromandel Peninsula contains a sequence of veins in pervasively altered dacite + andesites of the Waipupu Formation. We recognise at least eight different vein types: (1) pyrite stringers, (2) quartz + carbonate veins, (3) crystalline quartz veins, (4) carbonate veins, (5) chlorite + carbonate veins, (6) siderite veinlets, (7) siderite + carbonate veins and (8) carbonate + pyrite veins. The overall temporal trend of the veins is from early pyrite to quartz and then to late carbonate veins. Carbonate veins and pyrite stringers both form planar and irregular veins, whereas some carbonate veins have diffuse contacts with the wall rock. Gold and base metal sulphides are associated with some of the quartz + carbonate veins. Textures within the veins reflect open space filling and multi-phase reopening. A partial record of hydrothermal activity has been preserved by vein crosscutting relationships, hydrothermal alteration minerals and fluid inclusions. Hydrothermal alteration minerals display zonation from south to north. The alteration increases from unaltered to weak propylitic alteration of andesite in the south (MVRCDC1), to sericitic alteration of andesite and dacite in the north (MVRCDC3). The alteration assemblage is dominantly sericitic, with no adularia present, drawing parallels to the Thames region where there is no adularia.

Gold Fields Australia is constructing two major ventilation shafts at the Wallaby gold mine in Western Australia. The new ventilation shafts are required to facilitate the long term ventilation strategy for the mine, thereby allowing continued extraction of ore beyond 1000 m below the surface. The construction work has involved all of the challenges that shaft construction can throw up, including challenging geotechnical conditions, unexpected high water inflows and major circulation loss during pilot hole drilling for raise boring. An extensive geotechnical and hydrological investigation program was undertaken prior to awarding the shaft construction contracts. While most of the risks were identified, several proved to be much more challenging than expected. The shaft construction methods included conventional sinking into the fresh rock profile in each shaft, followed by raise bore pilot hole drilling and reaming. A headframe was constructed for the first shaft, which was sunk to 92 m with a stage suspended in the shaft to facilitate the concrete lining and provide rope guides for the kibble winding. Drawing from experience when sinking the first shaft, additional ground pre-conditioning was implemented for the second shaft, which was pre-supported with continuous piles to 28 m followed by sinking to 50 m using a crane instead of winders and a headframe. Following the conventional sinking through the weathered zone in each shaft, the shafts were completed using a raise bore. The first shaft utilised a riser pipe and rotary vertical drilling system (RVDS) with the second shaft having utilised a dual rotary rig for pilot hole drilling.
