In South Africa, as in many other countries, the young engineering graduate is promoted quite soon to a management position where he uses less technical skills and more people-oriented skills. In the standard undergraduate curriculum for engineering, little attention is paid to the non-technical issues of the profession. An undergraduate course in management techniques cannot be a substitute for a MBA or Masters degree in engineering management, but can at least create an awareness of the practical problems facing the engineering manager. The aim of this paper is to provide an outline of such a course structure at the University of Stellenbosch. A survey is also presented on management training in the South African and Australian mineral industries. Feedback from students and graduates indicates that the fresh graduate does not fully appreciate the value of such a course until he/she achieves a position of responsibility after two or three years. Nevertheless, the management course appears to be successful in widening the perspectives of the engineer. As explained frequently in management journals, the technically oriented person (the engineer) has a convergent thought pattern, which could be in conflict with the more divergent thought pattern of the top, personnel or marketing manager. It becomes increasingly imperative for the young minerals engineer to be externally oriented instead of the traditional internal focus of engineering. The engineer should not only be aware of environmental issues in the technical design and operation of plants, but should also understand the inter-relationship between public relations, political pressures and environmental perceptions vis-d-vis technical facts.

High concentrations of airborne coal particles is the main reason leading to health and safety hazards in underground coalmines. Water spray is one of the effective methods to suppress coal particles in mine sites, but the use of plain water is not effective enough to capture coal particles. By adding surfactants, coal wettability can be improved which will increase the coal dust suppression efficiency. In this study, a modified sink test was employed to evaluate coal wettability in the presence of two anionic surfactants: sodium dodecyl sulfate (SDS) and sodium dodecyl benzene sulfonate (SDBS). Sink rates were calculated by measuring sink weight over test time. Different surfactant concentrations (0.01 per cent, 0.05 per cent, 0.1 per cent, 0.2 per cent and 0.4 per cent) and two types of water (tap water and deionised water) were selected to investigate coal wettability over three size ranges (0–38, 53–75 and 75–90 µm). The results show that both SDS and SDBS surfactants can lower the water surface tension and improve coal wetting performance. Sink rates increased as the surfactant concentration increased, and surfactant solutions prepared by tap water performed better than deionised water in enhancing coal wettability. Detailed mineralogical investigation of a tailing sample from the Juno plant circuit at Tennant Creek was carried out to determine the nature of the unrecovered bismuth and whether any possibility existed for improving bismuth recovery. The investigation showed that the Ibismuth was present in a complex mixture of Bi-Pb-Ou-Se-S minerals (termed "bismuthinite"), of which about 74 per cent was locked (mainly with magnetite) and 26 per cent was liberated (18 per cent in the minus 7 µm slime). The results suggested that attention should be directed to both finer grinding and improved flotation of slime "bismuthinite", and testwork carried out by Peko Mines N.L. on the basis of these recommendations led to a significant improvement in bismuth recovery.Detailed mineralogical investigation of two Juno concentrates was carried out to determine the nature of the selenium present and whether any possibility existed for improving the selenium grade. The investigation indicated that virtqally all the bismuth, selenium, and lead was present in "bismuthinite", which showed a composition range of 32-82 per cent Bi, 0-42 per cent Pb, 0-24 per cent Se, and 5-18 per cent S. Differences in the Bi/Se ratios of the two concentrates could be attributed to different average Bi/Se ratios of the constituent "bismuthinite", and the relatively low selenium grade of the "bismuthinite" precluded the possibility of obtaining a high grade selenium concentrate with high selenium recovery.However, differential flotation and/or low intensity magnetic separation to remove chakopyrite, and magnetite, the main diluents of the concentrate, could be expected to upgrade the selenium content byup to 80 per cent (relative) and .festwork carried out by Peko Mines N.L. on the basis of the recommendations of the mineralogical investigation confirmed that depression of chalcopyrite in the flotation circuit could produce significantly improved selenium grades.These investigations illustrate the application of mineralogy to the practical problems of improving plant performance. Mineralogy has an important role to play in providing quantitative data on which the metallurgist can evaluate plant performance and base a programme of metallurgical testwork, and early mineralogical investigation of feeds, concentrates, middlings, and tailings can lead to the avoidance of much abortive and expensive metallurgical testwork.

Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: political û expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and legal û mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: early identification of risks û detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, make use of companies that can help identify risks and suggest solutions, control the cost of financing û risk margin applied to a project finance loan will be influenced by the risks faced, and risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

Exploring for deep shallow dipping orebodies can be very expensive and very difficult. Surface exploration is often not an option and obtaining the best location for underground drilling can cause production delays if drilling is carried out from development headings. The Otter/Juan mine has been in production for approximately 34 years. All of the production is now sourced from more than 1000 metres below the surface from an area known as the Edwards Lode. The orebody is shallow dipping and open at depth. Exploration drilling has been performed from decline stockpiles and from hangingwall drill drives. Drilling from footwall positions (eg decline stockpiles) into shallow dipping orebodies can often produce intersections which are unusually thick thus leading to optimistic resource figures. The decision to develop a dedicated hangingwall drilling position can vastly improve the quality of the data used to generate an orebody model. In 1997 a new extension to the Edwards Lode was discovered and named the æFÆ surface. In 1999 a resource calculation was performed using data obtained from drilling that was carried out from decline stockpiles. In 2002 a dedicated drill drive was developed into the hangingwall of the æFÆ surface to obtain better data to verify the previous resource calculation. For this case study obtaining more representative data reduced the resource estimate by 66 per cent. This information was obtained early enough to allow for alteration to the mine plan and without loss of capital.

Hydro-economics is a field of research that analyses water resources from a multi-disciplinary approach (Harou et al., 2009). These models generally include one component that describes the water resources of the catchment being analysed (e.g. the physical behaviour of water), an economic component that describes users’ water demand function (changes of willingness to pay relative to availability) and a coupling methodology. These models go beyond calculating cash flows for water investments and analyse the economic behaviour of users when facing water shortages or surplus. In other words, water demand curves are defined for each water user (e.g. urban, agriculture, mining, environmental and hydropower), and they are used to retrofit the water resources component. As a result, the model approximates the catchment scale response to droughts and wet periods, including the effects of water markets, restrictions, recycling, water sharing and any cooperative efforts by users to adjust to changing climate conditions.These models are usually focused on agriculture and urban users, the main water consumers in most catchments, but they have sometimes included environmental, industrial and hydropower users (Bekchanov, Sood, & Jeuland, 2015). Nevertheless, although a relevant user of water in several catchments, the mining industry has been rarely included. This paper is part of an ongoing project that addresses this gap by developing a hydro-economic model in the upper section of the Aconcagua River in Chile. The history of the reduction of iron from its ores is lost in antiquity. Archreologists state that man has practised it for over four thousand years. Until comparatively recent times charcoal was the principal reducing agent for making metallic iron from its various oxidised ores. Coke was first used by iron founders in England in 1619, and its use spread gradually throughout the civilised world from then onwards. Indeed, the destruction of forests to obtain the requisite charcoal made the iron founders, both in England and America, extremely unpopular, and this hampered the iron industry to a considerable extent, until coal provided the metallurgist with a new and better fuel--coke which is used by most pyro-metallurgists today. The transition from wood to coal products for iron smelting had a profound effect on the location of iron works. Particularly was this the case in America where, in the infancy of the industry, practically each of the early States had its own iron producers, but as coal and coke replaced charcoal, there came about a concentration of the iron and steel industry around the coking coal deposits, and so today there are huge steel plants clustered around the soft coal basins in Pennsylvania and Illinois.The development of the iron and steel industry in Australia, which is comparatively recent by world standards, has been cradled in the coal basins of New South Wales. The first steel works of any consequence in this country were built near Lithgow, close by the mines which produced the coal for coking.Incidentally, these works were rather unique in that the three essential materials for iron and steel manufacture-ore, coal, and limestone-were found virtually at the works' back door.When, in 1912, the location of the proposed steel works for The Broken Hill Pty. Co. Ltd. for smelting ore from Iron Knob in South Australia was considered, the site ultimately chosen was at Newcastle, almost on top of seams of satisfactory coking coal. One of the major factors which had determined the site of the steel works was the fact that, about 1912, three tons of coal were required to produce one ton of finished steel product, and the relative economics of ore and coal haulage were much in favour of bringing ore to the coal.

The Queensland Department of Natural Resources and Mines (NR&M) accepted the environmental liability for the Mount Morgan minesite in 1991. This gold and copper mine located 38 km southwest of Rockhampton had been in operation for more than 100 years. Mining leases are still active while the feasibility of a reprocessing operation is carried out. From 1993, NR&M have operated a seepage interception pumpback system which has reduced the chronic load of acid rock drainage (ARD) to the adjacent Dee River, a tributary of the Fitzroy River system. In early-2000, it was recognised that a ten-year plan for rehabilitation of the mine, along with significant funding would be required if a long-term sustainable rehabilitation strategy was to be implemented at this minesite, ultimately making the seepage interception system redundant. A rehabilitation planning workshop coordinated by NR&M was held in May 2000. This workshop brought to the mine a range of technical expertise and key stakeholder groups. This workshop provided a technical forum for review of studies undertaken and to identify priority projects, which needed to be undertaken in the future to more clearly define contaminant sources on the mine site and to prioritise the rehabilitation program. Stakeholder consultation enabled the project team to be clear on community and other government (eg Environmental Protection Agency) expectations. It is clear that the future of the economically depressed community of Mount Morgan will be reliant on the careful management of the significant heritage values at the minesite for tourism, education and research. In the first year (2000), priority studies were initiated, which included whole of site studies on water balance, contaminant sources and a review of occupational health and safety and environment of the minesite and conservation and heritage scoping. Baseline vegetation and soil materials surveys were also initiated. The outcomes of these studies helped to shape the work program for the following year, while providing a basis for an additional funding application, which was granted. The second year of studies focused on building upon the existing baseline studies completed. In addition, studies focussed on addressing the priority issue of contingency planning for overflow from the open cut pit in accordance with best practice management of release water and river monitoring strategies were completed. Completion of these projects over the next six months will enable the optimal rehabilitation strategy to be defined in 2003. This optimal strategy may require the use of a water treatment plant for part of the ten-year program to provide space in the open cut pit for the deposition of ARD contaminant sources (eg waste dumps, tailings). It is envisaged that some sources will be rehabilitated insitu while others will be relocated to the open cut pit. Implementation of this strategy will be dependent on subsequent funding.

During the past two years, a large number of creep tests has been carried out on electrolytic lead, special assay lead and ordinary refined (Port Pirie) lead. Some of these tests have already been reported.1§ In addition, an attempt has been made to estimate the influence of the individual elements present in small traces in Port Pirie lead. The present paper gives the results obtained when small additions are made to "U" lead of the composition shown in Table 1.(which has been used throughout these investigations during the past few years). The additions were silver, antimony, bismuth and zinc. The results of the addition of tellurium have already been communicated. This investigation was intended to run parallel with a similar one using electrolytic lead as a basis and adding one element at a time.Actually, the experiments using "U" lead have got rather ahead of the others. The important point has emerged, however, that the effect of a .given addition may be appreciably influenced by the presence of traces of other elements.In most of these tests, an initial stress of 500lb. per sq. in. has been used. Whilst it is fully appreciated that this stress is higher than those used in practice, it has to be borne in mind that an improvement in creep resistance was *Manuscript received December 11th, 1936.

Within ten months of the first significant intersection on the Vera deposit, approval was given to proceed with a $28.3 M underground development of the Vera-Nancy gold mine. Contrary to what the timeframe suggests, the development of the underground mine was planned in a logical and methodical manner which enabled confirmation of the resource, evaluation of the orebody for mining and sufficient production to recommence milling operations at the Pajingo treatment plant. This paper describes the underlying factors on which the project was planned and developed. The approach has successfully enabled the mine to be in production 18 months after discovery without compromising any future production or potential expansion

The development of a water accounting framework that enables consistent and contextual reporting of minerals operationsÆ water use, represents a key sustainable development objective that many Australian minerals companies have committed to. A future water accounting framework will require: key terms and definitions for water metrics for use in the Australian minerals industry that are consistent with the wider water sector, a suite of metrics representing key components of an operationÆs water balance, a calculation method for some of the metrics, and a reporting protocol. This paper presents the methodology that was used to derive these four components. Existing accounting frameworks were reviewed and key terms and definitions that were consistent with current regulatory requirements and voluntary approaches were proposed. A calculation methodology was developed to obtain some of the key indicators and variables that cannot be easily measured directly (eg water loss through evaporation). The adopted terms and definitions typically require a combination of empirical and estimated data. To test the proposed definitions and calculation methodology, values for water metrics were derived for eight sites, selected to test a variety of commodity and biophysical situations. The proposed framework and definitions could deal with the specific situations selected as case studies. The associated calculation methodology produced complete accounts at various levels. Some elements of the accounts could be directly checked against available data and simulations. The framework captured well variations in the reuse efficiencies; reuse efficiency could even vary for similar processes. It is concluded that this preliminary accounting framework provides a consistent language and metrics for quantifying and communicating water management, both at the intersection of the site with the surrounding landscape (through detailed reporting of site inputs and outputs) and within operational activities. Using this consistent framework for quantifying and documenting water use within an operation will provide a platform for compiling and comparing minerals industry water use with other sectors. This may support benchmarking activities within regions or companies and help demonstrate leadership amongst water users in water resource stewardship. The approach presented here is applicable to a wide variety of mining and processing activities, and biophysical environments, and following a period of stakeholder engagement and third party review, is being refined as a first step towards developing nationally consistent water use reporting for the Australian minerals industry.

Current methods of mucking out small development tunnels are a major limitation to improved efficiency and high rates of advance. This is particularly true in the deep metalliferous mines of South Africa, where the harsh environment, remoteness of operations and the hard abrasive rock conditions mitigate against the use of the tunnel borer type of equipment. The Loader Distributor Train was designed to overcome the special problems of hard rock tunnelling. It combines advanced innovative technology with proven simple methods of operation and maintenance. The system aims at taking advantage of new, efficient and cost effective power sources in South African mines based on replacing compressed air with electro hydraulics and the new concept of hydropower. It also introduces electronics and computer technology, for both automatic control and fault finding, into the production environment. The system is designed to permit sophisticated equipment to be operated and maintained by a semi skilled labour force. Although still undergoing trials it is believed that the Loader Distributor Train will prove highly effective, and that the new concepts offer considerable potential in areas other than flat tunnels, in particular the cleaning of inclined shafts.

THE furnace described in this paper was installed and has been used by the writer for the melting of rich gold-bearing material, and has given complete satisfaction. It may, therefore, prove of interest to other metallurgists who are faced with a similarproblem. A furnace of this type should be most suitable for the reduction of "cyanide preeipitate," "charcoal ash," "anode sludge," &c. formerly the melting was done in fire-clay crucibles, using coke or crude oil as fuel, but this method is costly, slow, and unsatisfactory. A small water-jacketed blastfurnace was also tried on this material after briquetting it, but was discarded in favour of the electric furnace. The furnace may be described as a simple form of the Heroult resistance furnace, with an adjustable upper electrode and a fixed bottom electrode. This is in accordanee with Stansfield's classification of electric furnaces. The heating is mostly due to the resistance offered the current by the molten slag. The melting chamber consists of a steel drum 14 in. in diameter and 21 in. high, and is lined with silica bricks specially made to fit the shell. The internal diameter is G in. The bricks contain 92 % silica, are made from calcined quartzite bonded with fireclay, and are similar in composition to those used for lining steel converters. They are set in a mixture of finely-ground quartzite and clay, and well dried out. The shell is bolted to a steel plate, which forms the decking of a truck running on rails, so that the furnace can be moved under ahood for carrying off the fumes. A cast-iron slag spout is bolted to the shell below the tapping hole, which is 4 in. from the bottom of the shell. Mining geologists utilise many technologies to map, sample, measure, model and plan before and during the mining process. Predicted ore quality rarely corresponds with feed quality determined by process operators. Objectively measuring conveyed material quality accurately in real time avoids disagreements over mined ore quality and generates opportunities to improve mill feed quality.This paper discusses the well proven PGNAA (prompt gamma neutron activation analysis) technology used in the GEOSCAN-M elemental analyser that is ideally suited to measuring composition of primary crushed conveyed material in real time. Representative, continuous, fully penetrative measurements are unaffected by particle size, belt speed, mineralogy, dust or layering on the conveyor. Material can be directed to processes or stockpiles by utilising measurement increments of typically one to five minutes and then activating diverters to direct increments to the correct location. Waste, low-grade or deleterious material can be rejected to waste dumps or stockpiled for later processing. Material meeting a product specification can bypass unnecessary processing. Paybacks in weeks have been achieved for such applications. Process operators are able to control the blend of ores fed into the mill to improve processing performance and use measurements for ore reconciliation and metal accounting. Utilising the technology to upgrade ore quality after mining and before processing is beneficial in improving plant economics.The technology has been successfully utilised in base metals, ferrous metals and industrial minerals. Mining geologists can determine ore quality being produced in real time and modify the ore quality prior to milling. Ore feed quality measurements are also used by process operators in optimising plant performance. The elemental content can help identify geometallurgical domains as well as other major changes in quality, which may affect processing. BHP Billiton Iron Ore has replaced the conventional product quality control batch system at Yandi with the Continuous Stockpile Management System (CSMS) centred on a fully integrated æcontinuousÆ stockpile flow from mine planning through to port reclaiming. With increasing tonnage rates, tight operational coupling associated with the original batch system caused production interference which achieved final product quality but in an increasingly inefficient manner. This innovative approach places a continuous emphasis on product grade control and takes full advantage of the most appropriate blending opportunities of the mine to port planning and production system in order to reduce the natural variability of the ore to an acceptable level. To implement continuous control, product variability throughout the process is classified as long-term and short-term. Long-term variability is best controlled through the monthly mine planning process which determines monthly grade targets while taking into account optimum mine development. In the past, attempts to control long-term variability were made at the port through selective stockpiling and reclaiming which reduced operational efficiency. Short-term variability is best controlled around the monthly mine grade target by daily mine production scheduling, train sequencing, stacking into port stockpiles of appropriate size and systematical stockpile reclaiming. The implementation of the new system has maintained customer accepted shipping grades and has provided significant improvements in resource utilisation, operational efficiencies and costs.

I The South Platform of the Gippsland Basin is an extensive area of shallow basement covered by a relatively-thin Late Mesozoic-Cainozoic section. Although the sporadic exploration to-date has not resulted in any hydrocarbon discoveries, the area is under-explored and its taste potential has not yet been fully evaluated. The best potential appears to be in areas underlain by the Golden Beach Megasequence where structures are mainly related to basement fault blocks.

Mass blasts have been the subject of extensive studies because of their potential benefits in mining operations. However, it has not been possible to advance due to the paradigm that states that the blasts near the designed final wall or to critical structures have to be low tonnage. Another reason is the absence of specialised simulation programs to more precisely determine the influence of the energy released by blasting to the rock mass. There are some studies that demonstrate the possibility of massive blasting that maintain the design of the final slope (Farias and Santander, 2014). It should be noted that these studies develop the concept that the size of the blast should not increase the peak vibration in the rock mass.The study was carried out in partnership with Los Colorados Mining Company. Analysis, reconciliation and wall control for two types of blasts were performed:blasting production: approximately 850 000 t, with special wall control considerationsblasting of approximately 950 000 t over the entire width of the bench.Monitoring systems were used in the near field and far field using examination of holes in order to obtain information to assess the impact on the rock mass and then to compare these to conventional blasting combining production and contour blasting.The results show that for a large blasted volume, production and/or those generated from toe to crest on the bench did not produce more impact in the rock mass than the conventional blasting.The conclusions drawn from this study are:an improvement in the excavation rate of 7500 t/h that is higher than the maximum rates normally obtainedthe peak vibrations of the P wave generated by both blasts did not exceed the peak particle velocity criteria (Vergara and Muñoz, 2014)holes examination indicating no difference in their entire length, in pre- and post-blast reviewover US$2 000 000 savings generated in the year (estimated by the client) (Avilés, 2014).CITATION:Vergara, J, Muñoz, C, Ortega, N and Avilés, D, 2015. Eco-Efficient Gravity Separation Solutions in India Sustainable development and social responsibility issues are a principal aspect of mineral processing operations around the world. With the need for more environmentally effective technologies, some gravity separation systems have provided eco-efficient mineral processing solutions in places where it is not otherwise viable because of lack of fresh water or for other environmental reasons. Advanced spiral separation technologies developed in Australia offer a cost effective and environmentally viable way to process minerals. In particular, we review recent case studies of spiral plants commissioned in India where environmentally sustainable solutions to design problems included the use of spirals operated with sea water and the use of high capacity (HC) spirals to provide low consumption of energy and materials and a reduced plant footprint. This paper evaluates the performance of various spiral plants in India and how critical environmental issues which affect the overall viability of wet concentrating processes where resolved.

The process of excavating and mining coal causes fractures in the overlying and underlying strata. The fractures provide pathways for gas released from coal seams and other gas-bearing strata to flow into the mine workings. Coal seam gas typically contains high concentrations of methane with lesser concentrations of carbon dioxide. Low concentrations of other gases such as nitrogen, hydrogen sulfide and ethane may also be present in some coal seams. In certain geological settings, particularly in close proximity to geological structures, such as faults and dykes, the concentration of gases contained in a coal seam can vary significantly between methane-rich to carbon dioxide-rich.In mine design and planning it is vital that mining engineers gather sufficient information to accurately determine the content and composition of the gas present in the coal seam and develop an understanding of changes in these parameters within the planned mining area.The longwall method of mining coal causes fracturing of the overlying and underlying strata behind the retreating longwall face. Where coal seams and other gas-bearing strata are present within the caving zone, gas will be released from the strata leading to contamination of the mine workings. If the rate of gas emission exceeds the diluting capacity of the mine ventilation, the concentration of gas in the mine may exceed the statutory limit, resulting in production delays and potentially unsafe conditions.CITATION:Black, D J, 2016. In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.
