The development of a water accounting framework that enables consistent and contextual reporting of minerals operationsÆ water use, represents a key sustainable development objective that many Australian minerals companies have committed to. A future water accounting framework will require: key terms and definitions for water metrics for use in the Australian minerals industry that are consistent with the wider water sector, a suite of metrics representing key components of an operationÆs water balance, a calculation method for some of the metrics, and a reporting protocol. This paper presents the methodology that was used to derive these four components. Existing accounting frameworks were reviewed and key terms and definitions that were consistent with current regulatory requirements and voluntary approaches were proposed. A calculation methodology was developed to obtain some of the key indicators and variables that cannot be easily measured directly (eg water loss through evaporation). The adopted terms and definitions typically require a combination of empirical and estimated data. To test the proposed definitions and calculation methodology, values for water metrics were derived for eight sites, selected to test a variety of commodity and biophysical situations. The proposed framework and definitions could deal with the specific situations selected as case studies. The associated calculation methodology produced complete accounts at various levels. Some elements of the accounts could be directly checked against available data and simulations. The framework captured well variations in the reuse efficiencies; reuse efficiency could even vary for similar processes. It is concluded that this preliminary accounting framework provides a consistent language and metrics for quantifying and communicating water management, both at the intersection of the site with the surrounding landscape (through detailed reporting of site inputs and outputs) and within operational activities. Using this consistent framework for quantifying and documenting water use within an operation will provide a platform for compiling and comparing minerals industry water use with other sectors. This may support benchmarking activities within regions or companies and help demonstrate leadership amongst water users in water resource stewardship. The approach presented here is applicable to a wide variety of mining and processing activities, and biophysical environments, and following a period of stakeholder engagement and third party review, is being refined as a first step towards developing nationally consistent water use reporting for the Australian minerals industry.

Seismicity associated with deep block cave mining operations in hard rock can give rise to dynamic loading of the mining openings. A description is given of the source and damage mechanisms associated with such seismic events, and the possible demands placed on the rock support by the resulting dynamic loading. In addition, production level drifts are often subjected to large static deformations during mining. Appropriate support, able to sustain large static deformations, and capable of absorbing the energy released during dynamic loading, is described. The performance of these support types has been determined by means of large-scale dynamic loading tests, and large deformation static laboratory tests. Finally, a support system which is considered to be appropriate for extraction drifts in block cave layouts subjected to dynamic loading is described.

My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Andrew, 1965; McLeod, 1965) and the data on coal reserves have been progressively revised as more accurate information has become available. A new portal and access drift was constructed by Concrete Constructions for BHPÆs Elouera Colliery, south of Wollongong.The portal area at the base of the Illawarra Escarpment is in soft colluvium material, underlain by highly to moderately weathered sandstone. The area has a well documented history of slope movement or slope creep and one of the main criteria for the design was to minimise disturbance to the unstable slope by limiting the excavation for the portal establishment. This was achieved by incorporating a sloped headwall and gabion wingwalls to accommodate the anticipated creep and groundwater seepage.Main features of the design process also included the provision of both primary and secondary support in a single shell application and the use of canopy tubes to provide support ahead of the tunnel face.The active involvement of the designer during the construction phase and the flexibility of the design concept allowed changes to the support methodology to be carried out as excavation proceeded.This paper describes the design process undertaken for portal establishment and access drift to cater for the variability of the exposed ground conditions along the drift alignment.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

Equipment maintenance is 30 - 50 per cent of the operating costs for a typical mining company. While this is substantial, its importance is beyond its significance as a cost heading. Modern mining requires large amounts of investment in capital infrastructure and equipment to produce a product sold at a low unit cost. To stay competitive, such a business has to focus on full realisation of its capital investment, ie sustained production at high levels. Maintenance plays an essential role in achieving this goal. Mining companies typically use a mix of breakdown or corrective maintenance, planned maintenance, and some condition-based maintenance. The share of breakdown maintenance has been coming down through more effective planned maintenance and better condition monitoring tools. Planned or preventive maintenance (PM) is playing an increasingly important role in todayÆs mining maintenance. This is the suite of inspection and repair/replacement actions performed at scheduled time intervals as part of a preplanned activity. The activities are scheduled well in advance and, usually, the current wear-state of the machine is irrelevant. For example, the replacement of a major gear may have been planned 18 months in advance; replacement is carried out when the time comes regardless of the actual condition of the gear. The PM costs are significant and include direct cost of parts and labour as well as the opportunity cost of lost production while the machine is under maintenance. It is important to identify the optimum PM effort because over-maintenance should be avoided as much as under-maintenance. A new concept called severity-based maintenance is introduced in this paper. We have seen that measuring equipment ageing in mining merely by counting the engine hours is a very imprecise way of planning and scheduling maintenance because the damage accumulated in one hour varies enormously from operator to operator and with changing pit conditions. We recommend continuous monitoring of duty on all major equipment. This is feasible without having to fit out the machine with an army of sensors because most of the physical sensors required by dutymeters are already installed and maintained as part of the existing performance monitors. While the investment is modest, the potential benefits are huge and can be grouped under three headings:Immediate benefits will come from providing operators with direct feedback on the effect of their behaviour on machine health and training them to use this feedback to correct their operating style. The equipment can operate closer to the limits of capacity, producing more without unduly sacrificing the availability by monitoring and controlling the severity of the operation, ie the duty on the machine. Longer term benefits accrue from establishing correlations between actual time to failure data and measured equipment duty and using these correlations to optimise maintenance effort as well as planning new equipment purchases and warranty conditions.

Study of the distribution of minor elements between copper matte andfayalite slag is important in determining appropriate methods tomaximise the recovery of valuable metals and the rejection of harmfulelements. Boliden Mineral AB operate a large copper smelter in northern Sweden, where they had noted that the loss of silver to the slag in the settling furnace appeared to be a direct function of the tin content of the slag. This work was aimed at determining whether or not this was a cause-and-effect relationship. Copper matte containing approximately 50 wt per cent copper and small amounts of silver and tin was equilibrated with silica-saturated fayalite slag at 1250¦C, then quenched. The matte and slag were then analysed for their silver and tin contents. It was found that there was no relationship between the silver distribution and the tin distribution. The silver matte/slag distribution ratio had a value of 120 ¦ 40 while that for tin was 2.8 ¦ 0.3. It is suggested that the most likely cause of the relationship observed at the Boliden smelter was matte entrainment in the slag.

This is the first of two papers concerned with rock stress inputs to various mine design issues at the large Ok Tedi open pit mine in Papua New Guinea. The companion paper (also published at this conference) is ‘The Application of Rock Stress Inputs to Stability Assessments at Ok Tedi Mine, Papua New Guinea’ (de Bruyn et al, 2014).Stresses are a required input for numerical modelling of mine design issues. However, for some operations, like the very large Ok Tedi open pit mine in remote rugged mountainous terrain, direct and representative measurement of rock stresses can be technically difficult and expensive. In such situations, development of an appropriate and sufficient understanding of rock stresses can be challenging.This was addressed for Ok Tedi by considering the following:The tectonic and regional geologic setting of the mine.Results from three different programs of rock stress measurement over 19 years, including hydraulic fracturing (1991), acoustic emission (2007) and overcoring (2010). Some interesting results of the overcoring work are discussed. In-pit crushing and conveying (IPCC) is being increasingly considered as an alternative to traditional truck-shovel mining methods. The move towards IPCC is driven by a number of factors including the potential to reduce greenhouse gas emissions, the availability of skilled labour and the need to increase extraction rates to levels that present significant challenges to traditional methods.When considering the relative performance of IPCC and truck-shovel methods, the outcome can be inadvertently impacted by either the use of different simulation approaches, or techniques that do not adequately model the processes in sufficient detail.A simulation approach is proposed that models both IPCC and truck-shovel using the same software platform and is capable of functioning at a wide range of resolutions from life-of-mine scale through to second-by-second asset tracking level. The simulation framework also holds models of processing equipment and hence the mining simulations can be extended to gauge the impact on downstream plant.The approach, known as mine-process operational simulation (MPOS), can be tailored to the level of information available and hence the type of study required, ie order of magnitude, prefeasibility, feasibility, or detailed design.Using information from block models and a range of detailed equipment and process models, MPOS can span major system discontinuities, typified by the mine-plant interface, to allow the estimation of final mine and plant product specifications.

In the past decade several significant intrusion-related gold deposits have been discovered in terranes historically exploited for tin-tungsten mineralization (eg Tintina Gold Province, Yukon and Alaska, Tasman Fold Belt, Australia and the Altaid orogenic collage in central Eurasia). This paper presents new data on the geological and geochemical characteristics of these deposits that links them to magmatic-hydrothermal processes and highlights their implications for exploration. New data from several intrusion-related gold provinces suggest that these deposits are found in areas that contain granodiorite to granite, but with a locally significant mafic component, have Rb/Sr ratios ranging between 0.1 and 1.0, and are moderately reduced (Fe2O3/FeO ~ 0.1 to 0.6) ilmenite series, metaluminous, I-types. The intrusions are distinct from porphyry copper intrusions and tin granites, but are more akin to tungsten granites. Hydrothermal fluid types vary with depth of emplacement in intrusion-related gold deposits and new proton induced X-ray emission (PIXE) data from syn-ore fluid inclusions in shallow and deep deposits provide fascinating insight into the variation in metal content between the different settings consistent with observed deposit metal associations. Exploration for intrusion-related gold deposits in tintungsten terranes should focus on regions that contain both mafic and felsic intrusion that are moderately reduced, metaluminous, I-type granites rather than terranes with dominantly highly fractionated, strongly reduced, peraluminous S-types. Intrusion-related gold systems occur in variety of deposit styles (in part controlled by host rock, proximity to granite, and depth of emplacement) and exploration geologists need to be aware of the variety of target types in and around the intrusive environment, and be able to recognise whether they are exploring a shallow or deep intrusion-related gold setting.

A central aim of rehabilitation is to ensure that disturbed land is returned to a post-mine condition that is safe, stable and self-sustaining. This paper describes initial results from a grazing trial at the New Acland open-cut coal mine in southern Queensland (-27.27 lat, 151.72 long) that aims to assess the sustainability and viability of cattle production from rehabilitated mined land compared to production from surrounding unmined lands (Newsome 2014). The grazing trial was established in 2013 by the Acland Pastoral Company, a subsidiary of New Hope Coal, on lands previously used for dairying, beef and crops before open cut coal mining of the Walloon coal measures began in 2002. The area has a mean annual rainfall of 640 mm. A poured slag bottom is universally considered to be the best type bottom for copper reverberatory furnaces. It is impervious to molten matte and ready for immediate use.When molten slag is not available a monolithic silica bottom is the second best; such a bottom has been adopted at Mount Morgan. The laying of such a bottom is a phase of smelter construction on which so little real information is obtainable that a day to day record of such a recent example as Mt. Morgan's 19 ft. x 40 ft. reverberatory may be of interest. The work was done under the direction of E. Pesout, of McGill Smelter, Nevada. PREPARATION OF THE BOTTOMA 26-inch bed of closely packed firebrick with sand-filled joints was first laid on the clean, dry concrete foundation and the whole dried out by small fires maintained on the brickwork for several days. Ninety tons of silica sand was meantime thoroughly dried and stored in clean drums. This sand must be low in FeO and CaO and contain about 95% Si02 , the majority of which should be present as tridymite. This form of silica shows little expansion at high temperatures, for it is the form stable between 870° and 1470° C.Its presence thus minimises disturbance to the bottom by the expansion which, during the burning in, would mark the transformation of quartz to tridymite.

Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

Process control limitations have led to suboptimal performance of the crushing section of Sishen MineÆs Jig Plant. The performance of the PID (proportional-integral-derivative) controller implemented during commissioning was hampered by the relatively small buffer capacity between the crushers and screens. The inability to maintain the tertiary crushing chamber under full choke conditions lead to inefficient crushing and reduced crusher product cubicity.Model predictive control (MPC) was implemented in the tertiary crusher plant in May 2012 and resulted in a throughput improvement of six per cent in its first month. The controller was further optimised and indicated a throughput improvement of 16 per cent during on/off testing in July 2012. The throughput improvement is attributable to the finer crusher product resulting from operating the crusher under full choke conditions and controlled feed rate to the tertiary crusher plant screens. The next step is to couple the model predictive controller, automated gap control system and an economic optimiser to ensure maximised throughput and value from the resource.CITATION:Leeka, E K, 2013. The Eloise Cu-Au deposit is 60 km SE of Cloncurry in NW Queensland and has a current indicated reserve of 3.2 Mt @ 5.8 per cent Cu, 1.5gA Au and I9g/t Ag. It is hosted by metasediments and metabasic rocks that underwent amphibolite facies metamorphism at 550-600¦C and less than 3.5 kb. Peak metamorphism coincided with the regional D2 event which produced an S2 foliation with north-south strike and variable sub-vertical to steep east or west dip. The deposit is associated with several major shear zones parallel to the S2 foliation. The lodes form part of a large alteration system that is localised by the retrograde shear zones. Homblende-biotite-quartz with minor sulphides occur early in the alteration paragenesis which is overprinted by chlorite-muscovite-pyrrhotite-chalcopyrite ¦calcite+¦nagnetite. The later assemblage replaces the earlier Fe-K alteration as well as Fe-rich metamorphic assemblages such as homblende, biotite and staurolite indicating a post peak metamorphism timing for ore formation. Although replacive textures are the most common, the alteration can display open space infill and brecciation as well as durchbewegung and mylonite textures indicating that mineralisation occurred during ongoing ductile deformation. All these features are crosscut by a later brittle phase of calcite-chlorite-quartz¦pyrite alteration.

In recent years, the utilisation of ultra-fine ore in ironmaking has gradually increased due to the depletion of high-quality iron ore. The use of ultra-fine ore in the ironmaking process is typically energy intensive and leads to high CO2 emissions. The improvement of sinter reducibility is one of the methods used to reduce the environmental impact of using fine ore.In this study, a high-strength and high-reducibility sinter manufacturing process was investigated by controlling the sintering reaction. The key technology used in this method is the manufacture of mini-pellets by selective granulation equipment. The mini-pellets consist of iron ore, limestone and burnt lime and are designed to melt at temperatures below 1200°C. The molar ratio of CaO to Fe2O3 of the mini-pellets is 0.25~0.75. The 2~5 mm diameter mini-pellets are manufactured with burnt lime as the binding material.During the sintering of mini-pellets, goethite, which has relatively high reducibility, should be retained as residual ore in the sinter cake. The strength of the sinter cake was kept by the bonding reaction of the mini-pellets, which have a low melting temperature. This is the main principle of the reaction-controlled sintering method.The reaction-controlled sintering method manufactures a high-strength and high-reducibility sinter cake and increases sinter productivity by around 15 per cent using ultra-fine iron ore.CITATION:Chung, B J and Ji, Y K, 2015. This paper aims to collate the metallurgical test work undertaken on the Barrytown mineral sands deposit. It is intended to serve as a summary of mineral dressing work undertaken by all interested parties up to the time of writing. Areas requiring further investigation are: in situ grades and recoveries of accessory minerals,the question of 'rank' of ilmenite within the deposit,flow sheet development for the recovery of gold and monazite, andcost analysis to investigate the relative worth of other minerals; notably rutile. Flow sheet development with respect to the Accessory Minerals cannot be accurately defined until the importance of each mineral in terms of grade, recovery and expected revenue is determined. To date, ilmenite and zircon flows are well documented. Further work is needed to quantify recovery's and flows of the other minerals; notably monazite, gold and rutile.

In late 1989, first-pass reconnaissance exploration delineated a 4km x 6km geochem- ically anomalous area centred 10km WNW of Kainantu in the Eastern Highlands Province at 6¦13'S and 145047'E. The area, named the Basangka prospect, lies between 2 200 and 2 400m asl. Interest in the area was prompted by a 14ppm Au assay of a silica-pyrite breccia float sample taken near Henkai village. The prospect was defined after several acid-leached silica- pyrite breccia and comb textured quartz float samples returned assays above lppm Au and relatively high Ag. Very encouraging and anomalous Au values were obtained from panned concentrates, despite the absence of visible Au colours. Several pan concentrates returned greater than 1mg Au and it is believed that the Au occurs as inclusions within iron oxides which were originally pyrite. In this early stage of prospect exploration, any Au value above 0.lppm in- 150# fraction stream sediments is treated as anomalous. Rock chips, panned concentrates and -150# fraction geochemistry all vividly define the areas of interest at Basangka.

Throughout the industrial world, Ilmenite, Rutile, Monazite and Zircon mineral sands play a KEY role in numerous industrial processes. Australia's ilmenites, rutiles, and synthetic rutiles are of vast importance in the world of titaniferous ores, and Australia has been the world leader in the field, and continues to adapt to new demands with alacrity. These materials enter a world titanium dioxide market that will exceed three million tonnes in 1990 at an expected growth rate of 2.3%. Many experts place current use in excess of 2.5 million tonnes of contained Ti02. Here we have a slide that illustrates projected growth rates in consumption, in SCM's view.

The Channar Iron Ore Mining Project (the Project) is a joint venture involving the Hamersley Holdings group (Hamersley) and the China Metallurgical Import and Export Corporation (CMIEC). The Project represents the first new iron ore mine development in Australia since 1971/72 and is the first major overseas mining investment by the People's Republic of China (PRC). The Channar mine is being constructed in the Pilbara region of Western Australia and will operate for more than 20 years supplying the PRC with 200 M tonne of high grade iron ore. The Project is configured to take advantage of Hamersley's existing production and support facilities. The Joint Venturers will invest A$280 million to achieve an initial production rate of 3 M tonne/yr and an additional A$120 million over the next 8 years to achieve full capacity of 10 M tonne/yr. Financing the Project to meet the requirements of both Hamersley and CMIEC, with the dependance of the Project on Hamersley's infrastructure, and in a depressed iron ore market, required an innovative financial structure to be arranged in a limited period. This paper describes both the financial structure and its implementation, and draws a number of conclusions regarding the financing of resource projects.
