Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

The influence of the insulating properties of lunar regolith was shown in the sub-surface temperature tests performed by the Apollo missions, with no significant temperature fluctuations occurring below 80 cm from the lunar surface even if surface temperatures fluctuated >200 K between lunar days and nights (Heiken et al, 1991). Key to the thermal insulation of the regolith is its low density near the surface having the greatest insulative effect with the lunar regolith becomes denser with depth. As the regolith becomes denser, the thermal conductivity of the regolith increases (Hayne et al, 2017). Thermal modelling software, Oxford 3D Thermal Model, which mapped the lunar surface temperatures effect on the thermal influence at the lunar south pole sub-surface over a lunar year found areas with brief illumination with surface temperatures >120 K could have sub-surface temperatures <112 K that can sustain long-term stable water ice at depths of <30 cm (Paige et al, 1992; King et al, 2020). Further to this, the observation of water molecules or other hydroxyls by the NASA/DLR Stratospheric Observatory for Infrared Astronomy (SOFIA) in non-permanently shadowed regions (PSRs) on the Moon, indicated that water could be present beyond PSRs (Honniball et al, 2021). Using the Oxford 3D Thermal Model in selected regions in the lunar south pole, can provide insights into the location and depth of cold traps that could sustain water ice.

A sample of pyritic gold concentrate was investigated by wet chemical and electron optical techniques. Sub-samples were roasted in a laboratory scale fluidized bed roaster in the temperature range 400-700¦C. The calcine was characterised, and cyanide-leached using a standard bottle rolling test. Gold extraction efficiencies varied with roasting temperature. At temperatures of 400 and 450¦C gold ex- tractions of less than 40% were achieved, but between 500-700¦C the extraction had increased to 93--98Z. The surface area of the calcine varied with roasting temperature, reaching a maximum at 500¦C. There was no correlation between the surface area of the calcine and the efficiency of gold extraction.

In the Federal Republic of Germany hard coal is mined underground only. The coal mines reach down to 1 500 m deep, recently having an average depth of 900 m. The commonly used winning system is long- wall mining with face lengths up to 250 in. The gate roads, which separate the seam into single panels, have an average length of one kilometre with a cross- section up to 20 m2. These single entries are usually supported by yielding steel arches. The installation of steel arches can hardly be mechanized. The choice of heavier support, caused by increasing depth and roadway cross-section, results in high cost for labour and material in gate roads. Furthermore, the heavy steel arch is acci- dent-prone, not only during installation but also during transportation and ship- ment. Rock bolts combined with a suitable lagging offer a way of mechanizing support work in headings. The aim is to decrease cost and to increase mine safety and pro- ductivity. Over the last ten years, 50 km of gate roads have been reinforced by a combination of rock bolts and weld mesh. Nevertheless, there are still differing opinions on the feasibility of rock bolting in gate roads. In Germany a long tradition and experience with steel arch support exists, whereas the function of an anchorage is a closed book to miners, preventing this new technique from spreading more quickly. Advantages and shortcomings of both steel arch support and rock bolting are compared. The experience with rock bolting up to now is reported. Possible improve- monts arm discussed.

FOR many years past it has been the practice at the Bairnsdale School of Mines to treat any parcels of auriferous concentrates sent in from the surrounding district by roasting them in a handworked reverberatory, and then chlorinating or cyaniding the product. According to Donald CIark, who has done a large amount of work on these ores, the results obtained were fairly satisfactory extractions of over 90 per cent being claimed. With some modifications, the method has been very generally adopted, not only in Gippsland but throughout Victoria. It is, however, difficult to get exact information as to the extractions actually obtained, and unfortunately no records of working results have been kept at the Bairnsdale School of Mines.Having treated several lots of ore by this method during 1907 and 1908 with unsatisfactory results, the writers thought it desirable to make a detailed investigation on some particular ore, both in the laboratory and on a working scale. The ore selectedwas a parcel of low-grade concentrates from Stirling, a small mining field situated about forty miles to the east of Bairnsdale. This ore was chosen chiefly on account of the heavy and inexplicable volatilization loss which took place even on roasting with the greatest care; the loss amounting to between 10 and 15 per cent. Although blasthole deviation is a problem which can seriously affect blasting operations, there is little practical emphasis on controlling this deviation and no practical emphasis on understanding its practical behaviour. The most common way of dealing with it involves tight control over drill set up and surveying hole paths. The surveying might involve simple collar location and inclination measurement to estimate the hole&apos;s actual path. At best, some operations routinely survey hole paths after all holes in a stope have been drilled. In addition, although there is an expectation that holes will deviate, there is no planning for this behaviour in order to reduce its impact on the blast. Design decisions are invariably made with the assumption that holes are straight. If and when surveys reveal problems it is possible only to adjust charging and initiation to &apos;work around them&apos;. In extreme cases the drill might be recalled to fill in gaps. The lack of planning and the lack of understanding are doubtlessly linked.A model is presented that will predict the expected path of a drill hole. By knowing how a selected few holes deviated it is possible to make a good estimate of the deviation of other holes in the same rock mass. After minimal calibration the model can be used to increase the amount of information for a given amount of surveying or the amount of surveying can be reduced while maintaining the same level of knowledge of blasthole deviation. Equally important is the ability to plan for the deviation in future drilling through altering the initial collar angles or drilling from different locations. It is the authors&apos; hope that planning for hole deviation becomes as much a part of the design process as planning for detonator delay scatter and explosive performance variation.

Mercury is precipitated from weakly acidic sulphuric acid plant waste liquor at the Risdon Works of the Electrolytic Zinc Company of Australasia Limited. Factors determining the choice of process and reagent, as well as details of process development including scale- up, and the time scale of implementation are outlined. The plant is designed for a maximum flow of 120 m3/h.of liquor containing mercury and saturated with sulphur dioxide. Mercury is precipitated by fluidised beds of aluminium pellets contained in lead columns. Liquor is then clarified with plate and frame presses. Experimental work on the mercury precip- itation reaction was conducted in three phases involving a scale-up of 100 times in equipment size. Extensive pilot filtration work was carried out on a 1 m2 press. Scale-up of 120 times was required for specification of plant filters. The basis of scale-up is outlined.

Natural gas was introduced to the Melbourne reticulation system in April 1969 and since that date sales to industrial consumers in the Gas & Fuel Corporation of Victoria area of supply, have increased by over 50% This increase has occurred despite the fact that the areas in which the new fuel is available have been dependent on the progress of the conversion operation from manufactured gas. The half way mark for conversion was reached in May 1970. The reason for the adoption of natural gas by industrial users is usually the result of objective financial analysis leading to the conclusion that the new fuel will give the lowest overall production cost. Many factors are involved in such an analysis of which the price of the fuel is only one. Amongst other important elements in the cost calculation are:- -ò òò -(1) The effect of fuel on product quality (2) Maintenance and handling costs for alternative fuel. In addition to economic gains for the individual user, the use of natural gas should benefit the whole community through its effect on such things as, air pollution and overseas balance of payments.

Technologies are receiving a lot of &apos;press&apos; - and rightly so; as they are seen as the means for achieving quantum leaps in productivity and cost reductions. A point of concern for Caterpillar is that we do not believe there is enough understanding of the infrastructure needed to support some of the future technologies, as well there is not enough utilisation of the current systems.

The Holocene Minninup shoreline is a coastal barrier system stretching from Bunbury to Busselton, in southwestern Australia. It has developed in a microtidal swell wave environment, under the influence of the post- glacial marine transgression and Holocene sea level variation. Barrier sediments thin rapidly across a shallow shelf, and consist of quartzo-felds- pathic sands with a minor skeletal carbonate component. Holocene shelf deposits are laterally extensive sheets overlying Pleisto- cene limestone. Modern carbonate production is small. Development of the Minninup barrier system has been controlled largely by low rates of sediment input from terrigenous and carbonate sources, late Holocene sea level fluctuati,.,s, and pre-existent coastal landforms composed of Pleistocene limestone. Modern controls on sedimentation are the refracted, shoaling swell wave regime, and onshore winds, which combine to promote nett northward longshore drift. Holocene barrier systems of the southern Swan Coastal Plain are of several different types. These include prograded sequences of beach ridges overlying shoreface sediments, such as is found at Rockingham and parts of Geographe Bay, and complex polygenetic systems typified by the Leschenault Peninsula. Pre- liminary investigations of the barrier stratigraphy of the Minninup shoreline indicate that both progradational and polygenetic sequences are present. The processes involved in shoreline development and heavy mineral accumulation are being studied using aerial photograph inter- pretation, beach profile monitoring, sampling, and granulometric analysis. This will lead to an enhanced understanding of the mechanisms of heavy mineral accumulation, and assist in the development of genetic models as aids for Exploration.

Narrowly sized samples of synthetic chalcocite (Cu2S) and covellite (CuS) were leached in oxygenated acidic sulphate-chloride solutions. Chalcocite leaches via a two-stage process, the first stage being much more rapid than the second. The apparent activation energies are 42.7 kJ/mol and 68.2 kJ/mol respectively, indicating that both stages are controlled by surface chemical reactions. The leaching of covellite is also chemically rate limited with an apparent activation energy of 77.0 kJ/mol. The shrinking core model is able to be used to describe the leaching processes of both copper sulphides. Over 97% of copper present in chalcocite dissolved in 0.5 M H2SO4i0.5 M NaCl solution under one atmosphere pressure of oxygen at 85¦C in three hours from particles 36 pm in diameter while only 85% of the contained copper in covellite particles 13 pm in diameter dissolved in the same solution under the same pressure at 90¦C in six hours. About 99% of the sulphide sulphur in chalcocite was oxidised to elemental sulphur while only 90% of sulphide sulphur was converted to elemental sulphur during covellite leaching. The mechanism proposed for the two-stage leaching of chalcocite particles is as follows: in the first stage, cuprous ions rapidly diffuse to the external reaction surface where they lose electrons and go into solution as a complex cupric chloride ion CuCl&apos;. The second leaching stage begins when covellite is formed at the external surface. Copper again goes into solution as the CuCl* ion. The mechanism for leaching synthetic covellite is similar to the second leaching stage for chalcocite except that the leaching rate of synthetic covellite is substantially lower than that of the newly formed &apos;covellite&apos;. Elemental sulphur formed on the particle surface retards the dissolution processes during both chalcocite and covellite leaching. The presence of chloride ions is necessary if essentially all of the copper from chalcocite is to go into solution. When no chloride ions were present, the leaching rate of both newly formed and synthetic covellite was almost zero. The main role of chloride ions in both chalcocite and covellite leaching appears to be to disrupt the passivation film of sulphur on the particle surface.

The design, construction and operation ofa laboratory scale rotary pot kiln are outlined. Charges ofup to 3 kg can be heated to temperatures up to 1200&#176;C in a controlled atmosphere. Some examples of pyrometallurgical investigations carried out using the kiln are briefly described, including thermal reactivation ofcarbon using steam at 550-850&#176;C, high temperature testing ofkiln liners for corrosion resistance to fluoride, and calcination oflimestone. Results obtained from these trials allow either direct scale-up to the Engineering Chemistry Laboratory&apos;s pilot-scale (50-100 kg/hr) rotary kiln or modifications to be made to commercial scale processes and/or equipment.

Having successfully applied computer techniques to open pit mining applications, many software developers are now using their skills to tackle the much harder areas of underground mine design, planning and production.Dramatic improvements in the performance to price ratio of hardware (including high resolution graphics screens), a better understanding of the techniques of surface and solids modelling (and their subsequent display), moves towards standard user interfaces and advanced concepts of representing grade distribution in the ore body have all contributed to the recent increase in underground mining software activity.This paper details the general requirements of a workable underground mining software system, providing a minimum checklist of desirable features and emphasises the importance of ease of use, flexibility and intuitive feel. Some relevant trends in hardware, software and application techniques are highlighted and comments made on areas which require further development or are only available in a small number of packages.Finally, a comment is made on the role of computer models to provide a unifying medium for tying together all aspects of underground design, planning and production.

"AEROPHINE&reg; 3418A Promoter is a well-known and widely used collector and is an industry standard for its excellent selectivity and efficacy in the processing of complex polymetallic sulfide ores, particularly those containing silver. Until now, however, it has not found widespread use in primary nickel flotation.In an effort to increase nickel recovery without compromising selectivity over iron sulfides, Western Areas Forrestania Nickel operation trialled the use of AEROPHINE&reg; 3418A as a secondary collector at low dosage. A series of ON/OFF trials were conducted, with the finding that a very low dose of AEROPHINE&reg; 3418A increased nickel recovery by 0.6 per cent compared to using xanthate alone.This paper provides a brief operational history and overview of the Forrestania operations, a description of the trial and an analysis of the results.Citation:Emery, S, Flynn, M, Tan, K and Munro, C, 2016. The mainline running tunnels for Legacy Way comprise two tunnel boring machine (TBM) driven tunnels. Both TBM drives commenced at the Launch Portal adjacent the Mt Coot-tha Road. Excessive surface settlement arising from tunnelling would have had a significant impact to the road infrastructure. The geological structure above the tunnel springline is a mixture of fill, residual soil and weak rock. Given the combination of low ground cover and weak ground materials, along with the use of an open face TBM, an oversize pipe umbrella system has been installed above the tunnels. This pipe umbrella system is similar to that commonly adopted in conventional mined excavation support in soft ground except that the steel pipes are substantially larger in geometry and filled with concrete. It is acknowledged that similar systems with oversize pipe umbrella have been adopted elsewhere in the world in other projects. These systems often comprise of a full arch formed by conjoining oversize steel pipes (in contact only). By aligning the pipes in contact, the arching behaviour of the steel pipe would have been enhanced. However, this poses a degree of construction difficulty due to excavation and installation method of the pipes. The Legacy Way pipe umbrella system only consists of a partial arch at the tunnel crown and each pipe is spaced approximately 1200 mm apart with 900 mm diameter pipe, leaving a gap of approximately 300 mm between pipes. A reinforced concrete portal block was used to support the exposed ends of the pipes.This paper reviews the design analysis, the recorded deflections from the pipe umbrellas and surface monitoring during TBM launch and revisits the analysis using the newly available RS3 program, from Rocscience for 3D analysis of geotechnical structures.CITATION:Norbert, M and O’Connor, D, 2014. The leaching of gold in alkaline aqueous cyanide solutions may be reduced significantly by the passivation of the gold by a surface layer of polymeric aurocyanide. This passivation of the gold is typically countered by the presence of Pb(+2) species in solution, which may be present as an impurity in the solution, or specifically added for this purpose. The speciation and availability of Pb(+2) in typical cyanide leach solutions is illustrated as a function of pH, and the presence of S(-2), S(+6), Cu(+1) and Ag(+1) species. The probable role of the Pb(+2) species in efficient gold leaching is discussed.

Optimising drill performance has always been a primary goal of drilling and blasting managers. Improving drilling rates and utilisation will ultimately drive the cost per foot or metre downward. Additionally, more consistent production will ensure shovel or dragline performance goals are met and the chances of machine idle time is minimised. Over the past 20 years, many studies have examined rotary drilling factors and performance issues. In most cases a common theory points to energy input versus drilling output. Indexes such as specific energy and total work energy have been -developed to quantify the drilling process. As general engineering principles dictate, energy is required to drill rock by overcoming compressive and shear strengths. Concurrently, the greater the energy input, the faster the penetration output. Therefore, by examining the basic drilling energy parameters, optimisation is possible. The principles of rotary drilling are driven by five factors. When optimised individually and as a system, drill performance will improve. Most recent studies all agree that a performance relationship exists between bit load, bit rotation, and hole flushing. Additionally, proper bit selection and most of all, the operator, can have a tremendous effect on drill productivity. By analysing these factors and establishing the best case scenario, an overall drilling system can be engineered to match the mining characteristics. Furthermore, by balancing these factors, a lower cost will be achieved through increased production rates, maintenance costs, and effective drill utilisation.

This paper presents a resume of the likely profitable mining areas in New Zealand. It covers the main "minerals" - gold, coal, oil and gas, ironsands, silica sands, clays, lump silica, perlite, sulphur and limestone.The potential mining projects are depicted on a map of New Zealand together with the associated works involved in hydro-electric and geothermal power development requirement for industries such as aluminium, nickel ferro-silicon or silicon carbide production.The political need for mining development to relieve unemployment and reverse emigration is stressed. A case is made for exploration and development assistance by government in labour re-training, energy supply and transportation, if the tremendous losses through lack of use of human and industrial resources are to be rapidly reduced. These losses are currently estimated at $10,000,000,000 per year.The need for protection of the sanctity of contract and security of tenure of all mining operations is touched on briefly as is the need for a reasonably balanced view on conservation. However as both of these are more properly covered in papers on the legal and environmental aspects of the mining climate they are presented here only as they affect the economy of the mining operation.Finally there is a brief comment on the mining climate in New Zealand relative to Australia and South Pacific mining operations.
