The history of zinc production in Australia is outlined including attempts to make zinc electrolytically at Cockle Creek, N.S.W. in the last century, the use of horizontal retorts at Cockle Creek and Port Pirie, South Australia, production by electrolysis at Risdon, Tasmania and at Port Pirie using zinc oxide fumed from lead blast furnace slag and production by the Imperial Smelting process at Cockle Creek. Developments in the electrolytic process are described including those in roasting, acid manufacture, leaching, purification, electrolysis, melting and casting. The Imperial Smelting process technology is also outlined. In both processes global technology is reviewed, including important Australian contributions.

Zinc alloy castings continue to account for a very large, world-wide end-use market for zinc. However, an ever expanding multitude of other materials and processes are increasingly providing viable, cost-effective alternatives to designers, many of whom have no particular allegiance to any one industry. In order to meet this challenge, innovation of and for the zinc hot chamber pressure die casting process, in concert with sustained and inventive market development, is clearly required. While 'Quality' is now the watchword, and the goal of zero defects is being rigorously pursued, other important goals which must be addressed include net shape casting, enhanced productivity and increased energy efficiency. The paper gives an overview of several practical, process-orientated, projects designed to help achieve these goals. For example, a project designed to understand and precisely measure dimensional changes of castings with time has provided some of the critical information needed for net shape casting. A second study is looking anew at surface quality in relation to process conditions as an important step toward the goals of zero scrap rate and increased productivity. Developing the correct die casting machine parameters for achieving optimal quality and properties of zinc (ZA) die castings is a further example of research designed to benefit both the die caster and his customer, chiefly the original equipment manufacturer (OEM). A project on die soldering or galvanising in response to varying process parameters is similarly being considered in order to foster increased understanding and avoidance of problems, with a special interest in the use of special coatings. The maintenance or expansion of the future market for zinc die casting alloys also depends on design for functional applications, as an adjunct to their traditional decorative use. The role that alloys with enhanced properties can play, such as ZATEC, a new high creep resistant alloy developed specifically for elevated stress/elevated temperature applications, will be briefly discussed.

Telfer Gold Mine is a gold-copper mine in the eastern Pilbara of Western Australia, owned and operated by Newcrest Mining Limited. TelferÆs ores are processed by a dual train, 21 Mt/a, concentrator where gold is primarily recovered by gravity concentration and the flotation of a gold-bearing copper concentrate. A minor portion of TelferÆs gold is also recovered to a pyrite concentrate that undergoes treatment via carbon-in-leach (CIL) cyanidation. The gold recovery of the CIL circuit is below the industry standard and operates with a high reagent consumption rate.With a new fine-grinding facility, the Telfer process plant will have the ability to liberate copper and gold from the pyrite concentrate and recover these by flotation prior to the existing leaching circuit. This process will improve overall gold and copper extraction, while reducing reagent consumption in the CIL circuit.This article is an overview of the development of this methodology. Size-by-size analysis and mineralogical studies of monthly composites identified factors limiting the CIL gold recovery and the causes of high reagent consumption. Laboratory studies confirmed a relationship between the regrind product size and gold leach recovery. The addition of an intermediate flotation stage ensured that the regrind circuit will improve overall recovery while at the same time reducing operating costs. Without the addition of a flotation stage, the additional reagent consumption from regrinding alone would be prohibitive towards increasing recovery. Pilot scale studies confirmed the conditions required to selectively recover gold and copper from the pyrite concentrate as well as establishing the full scale regrinding energy requirements. High interest to basic-ultrabasic rocks is ex-plained by their specific, sutural, geotectonic po-sition and by deep level of generation of ultraba-sic magmas. These two factors allow us to treat this group of rocks as valuable source of informa-tion about the lower crust and upper mantle of the Earth. Basic-ultrabasic xenolith series is another source of information about the interior of the Earth. Detailed studies of the xenolith series give valuable material to geologists as to how endogenic deposits are fed and what is their source.Besides, the interest is explained by attempts to understand the relationship between basic-ultra-basic complexes and deposits of metalliferous and non-metalliferous mineral material.Absence of genetic boundaries in manifestation of metalliferous and non-metalliferous minerals, their temporal and spatial relationship allow us to treat the minerogenesis of ultrabasic complexes as a result of one ore-forming process manifested in Koryak-Kamchatsky, Sakhalin-Japanese, Ryukyu-Korean and Taiwan-Philippines island arc systems which re-present, in the opinion of the authors, one eastern Asian chain of the Pacific ore belt (Radkevich, 11)87).

Diversity is a key strength for Western Mining Corporation. An international corporation with assets of about $A10 billion, WMC is engaged in both mining and downstream processing of minerals including nickel, gold, alumina, copper and talc, as well as having interests in oil and gas production and agricultural fertiliser. The company is focusing on several core commodities that will maintain its strength in the years ahead. Although most current mineral assets are within Australia, it plans to have 25 per cent of its operations off-shore by the turn of the century, and be a major producer in at least six core commodities. WMC's strategic and management focus has shifted from a regional approach to a commodity focus so that it can more readily cater for different markets with differing sensitivities. Economic evaluations of mineral projects are based on discounted cash flow analyses, followed by sensitivity and risk analyses. However, the global macroeconomic and political environment in which the mineral industries operate have a profound effect on the viability of individual projects. Since the oil crises of 1974 and 1980, demand patterns for minerals have become much more variable and prices more volatile. Significant changes in the geographical distribution of world mineral supply and demand are underway, and the mix of minerals used is also changing. Social and political factors are as important as economic and technical factors in determining the viability of mineral ventures. Economic evaluation of mineral projects have to be undertaken in a more uncertain and risky environment. They can no longer be reduced to a number crunching exercise.

The domestic and commercial use of underground space dates back to Neanderthal man living in caves. There are many examples worldwide of the imaginative use of underground excavations, either left by mining or purpose-built. World living trends indicate that an increasing percentage of the population is living in and around major cities. Environmental, social and economic pressures associated with urban expansion can be partially catered for by a well-planned and integrated underground space regime. This paper addresses the types of underground development that are complementary to the economic and environmental pressures associated with urban expansion and high density cities. The paper explores the implications of mining and exploration technology and civil engineering, as well as the ancillary professional disciplines (legal, architecture and planning, sociology and education).

In North-West Nelson the Riwaka Complex, a linear basic intrusive complex, is exposed for approximately 45 kilometres. Some 500 kilometres south, across the Alpine Fault, a linear zone of similar but less well known basic intrusives that may be correlatives of the Riwaka Complex is exposed discontinuously for about 80 kilometres. The Complex was emplaced at several centers along a major tensional fracture zone that developed in upper Carboniferous to Lower Permian time. This fracture zone probably formed in response to the development of a west dipping subduction zone that gave rise to the Permian volcanic arcs in east Nelson and western Southland. The Riwaka Complex contains three rock suites. The Fractionation Suite, characterized by cyclic mineral layering and small scale cumulus banding is the largest and is divided into the Ultramafic, Hornblende and Plagioclase Series, each of which is subdivided into several units. The Cumulus Gabbros represent a restricted but important suite of unusual composition, while the third suite is the late phase Diorite Suite.

In Australian collieries, solutions to the outburst problem must be implemented in a highly competitive environment which has a low tolerance on negative productivity effects. Solutions are only applicable if the overall viability of the operation remains sound. Minimum time must be spent on alleviation and control measures. This is favoured by simple geology, advanced warning and efficient alleviation and control procedures. Research requirements in support of this include 1. an improved means of predicting the nature and location of outburst zones ahead of the face and, 2. an improved means of measuring the effectiveness of gas drainage. For additional safety at the face, a means of continuously monitoring outburst proneness is required. In general, greater emphasis is required on improved instrumentation.

Over the last decade mineral exploration in New South Wales has increased markedly. This is due to various factors including the influx of overseas companies an. capital, increase and stabilization of metal prices and improvements in exploration techniques. The initiation of full-scale petroleum exploration and recent discoveries of large mineral deposits in the west, north-west and north of Australia has increased overseas capital, and brought scientists and technicians into the country. Naturally there has been an overflow into New South Wales, which is less attractive as an area for new and large-scale discoveries. In some fields, rise in metal prices and price stabilization has largely contributed to the intensif- ication of exploration. Increased tin production in New South Wales since 1963 is a direct result of price rise and stabilization, and rise in the price of silver has revived an interest in silver prospecting in recent Years,

The poor flotation response of many coals has in the past been attributed to such factors as differences in rank, differences in degree of oxidation, differences in petrographic composition, or slime coatings. The present work shows that while all these factors undoubtedly influence flotation, the size distribution of the feed may override these. Evidence is presented which shows how this factor can lead to substantial losses of coarse coal (>250 µm)from a coal which would normally be considered amenable to flotation. Reasons for this loss of flotation response are suggested together with means of overcoming the problem.

"Compared with conventional roasting and magnetic separation processes, higher reduction temperatures and stronger reducing atmospheres are used in reduction technologies to reduce iron oxides to metallic iron, which is often liberated during reduction and amenable to magnetic separation. Reduction and magnetic separation of an Australian refractory iron ore was therefore studied as a function of reduction temperature, time and coal addition. It was found that during reduction, the particle size of the reduced iron increased with reduction temperature and time. Subsequent magnetic separation tests were further conducted on the reduction products. A reduced iron powder with a Fe grade of 85.67 per cent was obtained at a Fe recovery of 87.82 per cent under optimum reduction conditions where a metallisation rate of 85.82 per cent was achieved. Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.

Evidence abounds for sea-level change having occurred throughout geological and recent time. Driven by climatic changes, by cycles of glaciation and deglaciations, and by tectonics the position of sea-level relative to the crust has been going up and down since oceans first formed. Rates of these differential movements have been as high as 10 mm/year during the last major deglaciation as sea-level rose by about 150 m in about 15000 years. Tectonic processes can also produce change in sea-level relative to the crust of several mm/year as in, for example, the uplift of the Huon Peninsula in Papua New Guinea. To understand what is happening to sea-level today and what may be happening in the future it is necessary to understand the geological and climatic processes that have caused sea-level to change in the past and the best laboratory for the study of these processes is the geological and geomorphological record. Evidence for observations of sea-level change throughout Late Pleistocene and Holocene time is plentiful in the Australian region. Temporal variability is characterized by a low-stand, at more than 100 m below the present level, at about 20 000-18 000 years ago followed by a rapid rise and transgression of the continental margin up to about 6000 years ago. After this time sea-levels remained within a few metres of their present value but the patterns of change are not everywhere the same. The depth of the low stand at about 18 000 years ago does not appear to have been the same everywhere. Nor does the time at which sea-level first reached its present value appear to have been everywhere the same. The fluctuations about present sea-level during the past 6000 years appear to have been different in different localities. As yet there has not been a wholly satisfactory quantitative explanation for this spatial variability. How much, if any, is indicative of vertical tectonics? How much is the result of the Earth's response to the changing surface loads as mass is exchanged between ice sheets and the oceans? Can any of it be attributed to past changes in global climate? Or are the observations just wrong?

Copper-lead dross is a by-product of the refining of lead bullion produced by the Imper- ial Smelting Process. This dross contains some 27 percent copper, 50 percent lead, four percent zinc and one percent sulphur. An ammonium carb- onate leach at atmospheric temperature and pressure removed the copper from the dross while the lead zinc and precious metals remained in the leach residue for return to the smelter. The leach solution containing the copper was then purified by liquid-liquid ion exchange using LIX64N in a kerosene diluent. ("LIX" is the registered trade mark of a range of hydroxy oximes marketed by General Mills Inc.) The pilot plant had a capacity of 0.7 kg/h of CuSO4,5H20 and was operated for some fifty days on a two shift basis. Copper sulphate of excellent purity was produced, and the results obtained indicated that a copper recovery of ninety percent from the dross could be expected from a commercial installation.

The Hunter Region, with a major part of the coal resources of New South Wales and a long history of coal mining, has experienced a rapid expansion of coal resource development in recent years. While there are inevitable conflicts between mining, urban development and related infrastructure, and between mining and other resources, the application of sound planning practices, and improved co-operation and co-ordination among the various parties, helps to reduce such conflicts. The planning process involves consideration of factors such as transport- ation (including port facilities), mine subsidence, provision for surface facilities, a,iC the need for buffer 'ones. In addition, provision must be made for urban expansion, often co-existing or in close proximity to present or future coal mining development. Approval of coal mining developments takes place within the legislative framework of the Environmental Planning and Assessment Act, 1979 (EPA Act), the Coal Mining Act, 1973 (CM Act) and the Mining Act, 1973. Considerable effort has gone into stream- lining and co-ordinating the procedures under these Acts. The EPA Act provides for regional and local environmental plans, as well as a linked process of development control and environmental impact assessment. The CM Act provides for the grant of exploration and coal mining titles and mechanisms for the responsible management of Mining.

Prior to 1986, users of satellite based remotely sensed data were almost exclusively reliant on the United States Landsat series of satellites to monitor our Earth's resources. This situation changed when France, Belgium and Sweden launched SPOT-1 in 1986. The year of 1988 saw the Japanese also enter into the earth resource satellite business. The Japanese launched an earth resource monitoring satellite with an emphasis on marine resources, hence the name MOS-1 (Marine Observation Satellite). Many more remote sensing instruments are planned for launch by these nations and others in the next 10 years.

Most people are familiar with Euclidean dimensions: zero for a point; one for a line; two for a plane; and three for a volume. Howeverbobjects are not actually Euclidean, but lie somewhere between Euclidean æend-membersÆ with a non-integer fractal (or æfractionalÆ) dimension. The fractal dimension D is a measure of the relative importance of large versus small. Consider the trace of a coastline on a map. It has a fractal dimension (1 =D =2) somewhere between a line (dimension = 1) and a plane (dimension = 2). The more tortuous the coastline, the higher the fractal dimension, and the closer it becomes towards a plane. The concepts of fractals and spatial geometry can be applied to a wide range of geologicaVmining problems as well as than those dealing with space. One commonly quoted fractal relation is the log-log relationship of ore-grade and tonnage. Until recently, we have never been able to define or measure spatial-geometry, but new developments in mathematics have provided a means by which to quantity and apply it to our problems.

I have the pleasure to present 6 excellent papers in this section all of major relevance to the mining environment of today where competing social, legal and monetary interests and their often complex interaction require serious consideration. This is particularly true today where huge fluctuations in commodity prices makes mining a perilous undertaking while the world increasingly are becoming aware of the serious threat that mans activities has on his environment. The 6 papers deal with such complex issues as safety in an underground environment; How to protect sensitive wetlands well into the next century; The enormeous waterproblems in China and conflicting dewatering/water supply needs; Disposal of contaminated water in sensitive areas and the dynamic interaction between mining companies and legislation.
