The Ok Tedi copper and gold mining project is located in the headwaters of the Fly River system in western Papua New Guinea. The project's Feasibility Study was completed in 1979, and in- cluded a preliminary environmental assessment and an environ- mental management program. Construction commenced in 1981, an environmental impact study was completed in 1982, mining and treatment of gold ore commenced in 1984, staged construction of copper ore processing facilities took place during 1986-1988, and a further major environmental study was carried out for the operat- ing mine during 1986-1989. A very considerable data base of environmental information has been assembled by means of a comprehensive monitoring program. Environmental management criteria applied to the Project have reflected the stages and nature of development and operation. Criteria have been designed to regulate potential environmental impacts in the Fly River. An Acceptable Particulate Level of suspended sediment is the principal criterion. Compliance is con- ditional upon -a limited reduction in fish biomass, and upon dis- solved and particulate copper concentrations not exceeding predicted values at various locations throughout the river system. The criteria were established by the Government of Papua New Guinea following evaluation of environmental studies undertaken by the mining company. Compliance is checked by a detailed monitoring program, frequent reporting and statistical evaluation of monitoring results.

The economic impact of longwall mining in Australia has been critically assessed to provide lessons for the future. For a variety of reasons, companies investing in longwall equipment in the past five years have generally not achieved an adequate return on the funds invested. The effect of technological innovation must be examined in the light of competitive forces operating in the market. Projections of cost reduction trends in the coal industry have been applied to a world cost model to provide a picture of the coal industry in the year 2000.

This iron ore mine site, located in the Pilbara region of Western Australia, commenced operations in 1998, with ore derived by mining of open-cut pits in Channel Iron Deposits (CIDs). A portion of the ore extracted at the mine is processed at wet processing plants that produce both ore saleable product and waste fines (i.e. tailings) slurry. The waste fines produced at the wet plants are presently stored within Waste Fines Cells (WFCs).Waste fines cells A (WFCA) and B (WFCB) are located within an Autonomous Haul System (AHS) area and consist of embankments that span the width of the pit in east-west alignments. Technical studies and design analyses were carried out to support embankment raises and ongoing development of the WFCs. During operation and development of the WFCs, a multitude of simultaneous activities took place to the immediate north and south of WFCA respectively. These activities included the construction of the embankment raises using the AHS fleet, mining of the CID to not only mine the ore but to also create future deposition space for WFCB, blasting next to the WFC embankments as part of the mining activities, seepage collection and dewatering of the pit in the vicinity of the WFC.This paper discusses the material characteristics, design approach, construction staging and equipment requirements, blasting near embankments, water management, facility consequence category and closure concept.CITATION:Boshoff, J J, 2018. Legislative change has reformed the licensing process in Victoria. The Mineral Resources Development Act 1990 and the two stage system of licensing with the authority to commence work is discussed. A key part is the requirements of planning consent, being either an Environmental Effects Statement or the issue of a Planning Permit prior to the issue of an authority to commence work for mineral extraction. Examples of recent experience is discussed.

It is easy to demonstrate the importance of aggregates in any conversation about infrastructure and other engineering artefacts. Peoples around the world have made use of stone to enrich and enhance their lives since the earliest days of civilisation. In New Zealand, Maori used hard durable rocks for weapons, tools, and basic structures. European settlement accelerated the use of quarried materials and formed the basis for development of our society as we see it today. Logic might suggest that the quarrying sector would be recognised positively for, and encouraged to continue to contribute to, this underpinning of the way we are. The reality is æNot In Most Back YardsÆ. Why? The rock is where it's always been (often overlooked) and our æsocialÆ environment is today's hard place. For a resource-based business in New Zealand, that environment is principally the Resource Management Act, with the widespread power it has distributed to anyone prepared to invest their time. This coupled with a lack of leadership and direction in the implementation of the Act has created a climate that stifles development and diverts energy and resources to æplaying the gameÆ rather than ælifting the gameÆ. Perhaps the real costs of this are not yet widely recognised. The paper will draw mainly on the experience of endeavouring to consent a ægreenfieldÆ quarry in the Waikato region. This is supported by commentary based on nearly 10 years of ælivingÆ with the RMA at sites across much of New Zealand. RMA Scorecard Summary: Effects based? Rarely. Level playing field? No. Maori Consultation? Could do better. Efficient use of resources? No. Timely? No. Is it working for other sectors? Certainly not the quarrying industry's customers and end users.

THERE is available a considerable amount of literature concerning the practice, and, to a smaller extent, the theory of ventilation as it applies to coal mines. Publications considering the subject of ventilation of metal mines from a practical viewpoint are much less numerous, whilst the treatment of the theoretical aspect of the question (except in so far as is common to coal mining) appears to have been almost neglected. This may be due to one of two causes (a) That in many metal mines (especially those which have not attained a great depth), on account of the greater number of connections with the surface, as compared with coal mines, natural ventilation has sufficed.(b) That in metal mines where the foregoing is not the case the solution of the ventilation problem from theoretical considerations has been regarded as involving so many complications that any attempt at the determination of a set of concrete ventilation figures applying to and throughout the mine would be futile. Whilst it is freely admitted that the difficulties inherent in the application of theory to the ventilation of metal mines are numerous, it must also be admitted that few attempts have been made to overcome them. The ultimate aim, of course, would be the collection of sufficient data to enable the probable behaviour of the air-currents throughout the whole of the workings of any mine to be accurately predicted under any particular set of circumstances. Olympic Dam has been investigating mine design options for the South Mine Area (SMA), which will continue using the existing sublevel open stoping (SLOS) method. The SMA is an undeveloped mining area, located south of the existing underground mining areas currently in production at Olympic Dam. The SMA study reached the stage where geotechnical inputs were required for stope design, infrastructure location and ground support forecasts. A large database of geotechnical data was collected to inform open pit designs for the ODX (Olympic Dam expansion) project (resulting from 659 drill holes). This geotechnical data has since been reprocessed to align with design inputs required for the SLOS mining method. The result has been the construction of a preliminary three-dimensional mining rock mass model (MRMM) that has been incorporated into preliminary stope mine design and infrastructure layout assessments, which have taken into account the predicted prevailing ground conditions.As with any model, it is necessary to improve the confidence in its predictability; therefore the model must be calibrated. The preliminary SMA MRMM was no exception. First pass calibration was possible with results from underground geotechnical window mapping from exposed rock mass conditions in the lateral development and surface geotechnical holes for ventilation shafts.The SMA project continues to advance and has started a program of resource drilling. Selected holes have been identified that target data limited areas. This will ensure that the data gaps are infilled in order to maintain the required data density required to improve the model confidence. In addition, further underground window mapping in the SMA will provide ‘mine scale drill hole’ data that can be used to either update the MRMM or as part of planned future calibration. Stope performance data from stopes will provide further valuable data for calibration purposes.The proposed paper will present the process and findings that have been followed in order to establish a well calibrated geotechnical model that can be used with an acceptable level of confidence in the ongoing refinements of the mine design and planning process for the SMA.CITATION:Thin, I, Morizzi, L, Mungur, G and Seymour, C, 2016. Coupling between deformation processes and rock permeability is a major factor influencing the architecture of fluid migration and the localisation of ore deposition in several types of hydrothermal ore systems in middle to upper crustal regimes. Permeability in many hydrothermal systems is controlled by a dynamic competition between deformation-induced porosity-creation processes and porosity-destruction processes. Localisation of deformation within faults, fractures and shear zones leads to flow localisation, with large-scale flow systems forming when active faults and shear zones link to create percolation networks. Numerical modelling techniques are used to explore the growth of fracture networks and evolution of network connectivity during progressive deformation. Initial results indicate that networks reach a percolation threshold at very low strains. Near the percolation threshold, flow is localised along a small proportion of the total fracture population and favours localised ore deposition. At higher strains, flow is distributed more widely throughout the fracture population and may provide reduced potential for production of high-grade deposits. The distribution of mesothermal gold deposits along a small subset of the total population of co-active faults and shear zones in the Archaean Yilgarn Craton in Western Australia indicates that some hydrothermal systems maintain themselves near the percolation threshold for a substantial part of the lifetime of the system. Fluid-driven growth of fault/fracture/shear networks may lead them to self-organise near the percolation threshold.

In open cut gold mining at Mt Magnet and Reedy, grade control sampling is done with inclined RC drilling using one metre samples. In the small open cuts at Rothsay blasthole sampling was successfully used. Underground sampling for gold and copper grades at Rothsay is done using chip sampling. At the Youanmi open pits both Ditchwitch Earthsawing and RC drilling are used.All assay data are interpreted on sections and plans using a customised SURPAC system. Reconciliations of the grade control predictions of tonnes and grade against initial ore reserves, mining production and milling results are carried out monthly.

Golden Pig mine is in the central part of the Southern Cross greenstone belt within the Archaean Yilgarn craton. The mine has produced approximately 2.5 Mt of ore at 5.7 g/t Au to yield approximately 450 000 oz. The majority of gold mineralisation is hosted within extensively deformed and quartz-veined BIFÆs. In addition to the BIF-hosted mineralisation, an increasingly important part of the resource lies in the Taurus Lode, which is a N-NNW-trending amphibolite facies shear zone. The Taurus Lode lies within a continuous shear-zone that has a moderate to steeply WSW dipping foliation, and a mineral lineation of biotite, amphibole and pyrrhotite plunging consistently 10¦ S. Drive faces, subperpendicular to the foliation and lineation, consistently show evidence for syn-mineralisation reverse shear. Exposures parallel to the mineral lineation and perpendicular to the foliation reveal both sinistral and dextral asymmetries. These characteristics suggest that the vorticity axis of the Taurus Shear Zone is parallel to the mineral lineation, and that the simple shear sense is reverse. This geometry can arise when there is a major component of flattening across the shear zone, which may be due to interference between two adjacent granite domes. The BIF-hosted lodes plunge consistently 15¦ NNW coincident with the intersection of the axial planar cleavage of the regional folds and the Taurus Shear Zone. However, where the penetrative shear characteristics control the orientation and geometry of the mineralisation, oreshoots plunge SSW, parallel to the stretching and mineral lineations within the shear. The SSW plunge of strike extensive and laterally confined high-grade, economic ore shoots within the Taurus shear is fundamental to defining the economic mineralisation within this lode. Identifying the zones of maximum continuity and establishing the optimal position for future development will maximise ore extraction.

Unplanned dilution has the potential to seriously undermine the economic viability of a mine, and in some cases results in mine closure. The effect of stress damage on dilution has become increasingly relevant as mining depths increase. In the case of narrow vein mining, the incremental extraction of long-hole rings has the potential to result in a moving high stressed zone at the stope brow. This leads the hanging wall and footwall to experience a spike in the stress to strength ratios as the brow passes. In some cases, the stress to strength ratio may be high enough to result in fracturing or damage to the rock mass. The aim of the study described in this paper was to investigate whether stress damage results in a significant increase in dilution. The study involved analysis of overbreak from 410 case studies from the Kundana Gold mine in Western Australia. Site personnel had already undertaken calibration studies of the stress levels that result in rock mass damage. This calibration, in conjunction with numerical modelling showed that stress damaged stope walls at this mine had on average 50 per cent more overbreak than stope walls where stresses had not exceeded the damage criterion. For a design mining width of 1.5 metres, and with both walls impacted, this represents 36 per cent increase in dilution. After adjustment for possible sources of bias the difference reduced to an average 0.10 metres per stope wall, representing 13 per cent dilution for the mining width under consideration. The potential for stress damage related overbreak should therefore be considered as part of any assessment of narrow vein dilution.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

Since the discovery of Pajingo in 1984, the northern Drummond Basin has emerged as a significant new gold province, and has become the focus of intense exploration for epithermal gold mineralisation. Prospects in the Conway area are hosted by felsic to intermediate lavas and volcaniclastic rocks near the base of the Drummond Basin sequence. These Drummond Basin rocks appear to represent favourable hosts to mineralisation because they are cut by structures which could have focussed and channelled fluids on a regional scale, and because they constitute a possible source of gold and, perhaps more significantly, sulphur for the transport of gold. Prospects in the Conway area are up to 15 km2 in area, and are of the adularia-sericite type. They illustrate many of the classic features (siliceous sinters, alteration mineralogy, and fluid characteristics) recognised in epithermal deposits. K-Ar dating of sericite alteration in three of the prospects has produced a range of ages from 283 to 334 Ma, suggesting that the systems are the product of multiple hydrothermal events.

Drag pick roadheaders and continuous miners have been applied in the coal mining industry for several decades, having replaced drill-blast methods as the primary means of excavating coal and coal-measures strata. The generally harder rock types associated with metalliferous mining have precluded the use of such machines in the past, however, developments in machine technology and increasing labour costs and environmental constraints suggest that there are now likely to be applications suited to the method. Metalliferous mining engineers are generally unfamiliar with the machines themselves and with the fundamental criteria controlling rock cuttability. This paper gives an introduction to the machines and the controlling factors.

The history of potential large scale development at Stawell in northwestern Victoria dates back to 1914, when Great Boulder Mines Limited, of Kalgoorlie, Western Australia, took up options on some of the major mines in the Stawell Goldfield. Despite this and other attempts by various groups over the next thirty years, mining activity on the field gradually dwindled to the retreatment of old mill tailings.A static price for gold and indifferent drilling results prevented a major effort towards reopening the field until the late 1970's. A renewed exploration effort led to the discovery of sufficient reserves to justify installation of a carbon-in-leach gold treatment plant.

Recent research publications in extractive metallurgy were analysed for their stated and self-evident objectives. Over 100 different objectives (not specific to a metal or unit operation) were identified. These were divided into groups of economic, environmental, professional and fundamental significance. Comparisons were made of the objectives adopted in universities, industry and national research organisations. The most common primary and secondary objectives (by a large margin) were "to develop a new process (different chemistry)" and "to determine the effects of variables on a process" respectively. It was concluded that, overall, recent research has been dominated by commercial objectives. Objectives related to thermodynamics and kinetics have been the most common of the fundamental sort. Those related to professional methods in general, sensors and process dynamics, among others, have been largely neglected.
