During the author’s 25+ year career in mine management in various parts of the world (mostly in Australia), the author has been privileged to live and work in mining towns (not FIFO) for more than 20 years. And has personally observed other people from the mining industry carrying out work at home in an unsafe manner, eg pushing lawn mowers whilst wearing thongs or performing electrical jobs whilst standing on aluminium ladders, as well as many others. It is common that injuries sustained at home whilst on break are not reported upon arrival back on a mine site. A large number of compensation claims for injuries at work, which in fact had been sustained at home, come at substantial extra costs to mining companies.

pNumerical modelling has been used to examine the relationship between the results of two commonly used methods of assessing the propensity of coal to spontaneous combustion, the R70 and Relative Ignition Temperature tests, and the likely behaviour in situ. The criticality of various parameters has been examined and a method of utilising critical self-heating parameters has been developed. This study shows that on their own, the laboratory test results do not provide a reliable guide to in situ behaviour but can be used in combination to considerably increase the ability to predict spontaneous combustion behaviour./p

Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. A Peer Review Panel for the Golden Cross Mine in the upperWaitekauri Valley, Coromandel was initiated in December 1989, before mining, as a requirement of the conditions of the Mining Licence and Water Rights. The panel's function is as a technical audit and advisory team - to provide independent technical review of design, construction, and execution of mining operations, slope remediation works, and reclamation/mine closure activities. The primary role of the panel is to act in the public interest by providing assurance to regulating authorities that the design and application of on-site mining operations accords with 'good industry practice'. Panellists are not involved in design nor as advisers, although until 1997 when explicit terms of reference were written, the panellists were a sounding board for some operational proposals. The panel functions to ensure that best mining industry technical standards are met. The costs of the peer review process are met by the mining company. Review of mining operations includes environmental matters such as land rehabilitation and water quality. The focus of this paper is on the process of peer review for environmental management factors rather than for structural and mine engineering.

AGL owns and operates the 2210 MW Loy Yang A power station and adjacent 30 Mt/a brown coalmine in the Latrobe Valley, Victoria. The mine is currently nearly 5 km long, more than 2 km wide at the operating face and up to 200 m deep. In addition to GHD’s global footprint, the company also has a significant Victorian presence, including a permanent, well-resourced regional office in Traralgon, approximately 10 km from Loy Yang, as well as a permanent site office.A joint paper on the Loy Yang mine professional services alliance model was written for the AusIMM International Mine Management Conference in 2006 by Woods and Wood. Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders. The discovery since 1990 of four major orebodies in the Mt Isa Inlier - Century Zn-Pb, Osborne Cu-Au, Cannington Pb-Zn and Ernest Henry Cu-Au - only serves to enhance the already high stature of the Inlier in world mining importance. Currently the known mineral resources of the Inlier represent about 11 per cent of the world's Pb-Zn resources, five per cent of the world's Ag resources, and one per cent of the world's Cu resources. More can be expected to be added to these impressive figures given that two-thirds of the Inlier remains obscured by younger cover. Individually, projects such as Century and Cannington may ultimately achieve `world's best' status; Century's proposed production of 450 000 tpa of Zn metal would rank it close to number one with Cominco's expanded Red Dog project in Alaska. Cannington, with projected production of 660 tpa Ag, could become the world's biggest producer of silver. For comparison, Mt Isa produced 170 000 t of zinc metal and 335 t of silver in 1995. The apparent physical diversity of deposits in the Mt Isa Inlier is matched by a great diversity of opinion as to their origins. Because Ernest Henry is hosted by `porphyries', it is described by some as a porphyry copper deposit, despite mineralisation age possibly post-dating volcanic age by 200 Ma. Cannington Pb-Zn could be a Broken Hill-type (BHT) exhalitive deposit, or a late epigenetic replacement `regional skarn'. Mt Isa - Hilton Pb-Zn deposits appear to have experienced all deformational events and he syn-diagenetic in origin, or may have experienced little of the above and be epigenetic replacement deposits formed late in the major Isan orogeny, some 150 Ma after deposition.

Environmental, social and governance issues (ESG) have become a defining feature in the marketplace to differentiate preferred investments. With the sustainability commitment and reporting landscape anticipated to evolve exponentially, it is now imperative to rapidly develop the approach taken by mineral companies to adequately identify and address ESG risks and opportunities in the reporting of Mineral Resource and Mineral Reserve (MRMR). MRMR cannot be effectively reported as technically and financially assured and realistically executable, if ESG is not integrated into the strategy, business model, input assumptions and process that defines and drives robust MRMR public reporting. Regulatory reporting codes across the globe are presently in various stages of being updated and modified to ensure ESG factors are appropriately covered as a key part of diligent and transparent disclosure. Security exchanges are making it clear that companies must not omit ESG risks from reports to investors. This paper discusses associated challenges for MRMR reporting and suggests avenues for improvement. Key themes include: the importance of procedure rather than prescription and checklists; how ESG criteria impact Modifying Factors and determination of Reasonable Prospects for Economic Extraction (RPEE); the need for financial models to account for material ESG commitments; the uniqueness of each mineral asset; the need for education, upskilling and accreditation of both ESG experts about MRMR reporting and equally Competent Persons in ESG matters; and the need for clear and balanced reports that meet the needs of end users. (RPEE is adopted here for simplicity and consistency, recognising that some reporting codes still include ‘Eventual’ in the term (ie RPEEE). Whilst RPEE and RPEEE are subtly different the intent is to point to the process of assessing ESG factors in determining reasonable prospects.) The principles of transparency, materiality and competence remain paramount when considering the impact of ESG matters on MRMR reporting, and this necessitates an inclusive, cohesive, and integrated approach to assessing ESG issues to ensure the necessary expertise and diligence is applied.

Indeed, there are 300 of us here today to debate the very issues that, in general, have been unsatisfactorily managed by regulators and industry to date. I imagine Trevor Sykes will have some interesting stories to tell tomorrow morning in describing "Mines that weren't quite".

Quartz deposits are common in nature but the presence of quartz suitable for yielding high purity quartz is exceedingly rare. This paper describes a test work study on producing high purity quartz (HPQ) product to meet the tight product specifications of greater than 99.97per cent, including four and even five nines, for uses including, lighting and fibre optics and modern-day high efficiency solar panels. Due to demand in renewable energy applications the market for high purity silica solar panels known for their increasing efficiency and durability is rapidly growing. Demand continues to rise for the use of high purity quartz in semiconductors, electronics, imaging and sensor markets. Microelectronic components are created by chemically fabricating wafers of semiconductors such as silicon to obtain the desired transport of electrical charge and control of the current. The production of silicon metal from high purity quartz has been designated a Strategic Mineral by the European Commission and by the US Department of Justice due to the growing significance of this metal in various industries. The subsequent processing of quartz is the key step to adding value and aiding technological advances. Overall, the high purity quartz market is a highly secretive, specialised market with increasing opportunities for stakeholders. The attempt to produce HPQ in this work was carried out using an Australian quartz ore following a typical HPQ process flow sheet. The unit processes included primary crushing, scrubbing, magnetic separation, flotation, acid leaching followed by hot chlorination. The results indicate that grinding of quartz requires specialist equipment due to the hardness and extreme abrasiveness of the ore leading to additional iron contamination in the ground ore. The critical impurities were aluminium, iron, sodium, potassium, lithium, titanium, zircon, calcium and magnesium. The chemical refining was found effective. The hot chlorination process needed to be done at 1200°C in a chlorine – hydrogen chloride gas atmosphere. The risk of any gas being released during this stage is very serious and only specialist companies should and can carry out this step. More recent studies reported many new options that appear to facilitate the production of HPQ with the requisite purities more easily, but costly equipment along with highly trained operators are required and hence unlikely to become available in standard metallurgical laboratories any time soon.

ALTHOUGH it has been a matter of about one hundred years since the idea of the internal-combustion engine entered the mind of the inventor, the practical application of its use was not attained till 1860, when Lenoir produced an engine similar to the ordinary highpressure steam engine, with the valves arranged to admit the explosive mixture and the discharge of the exhaust gases. In this case no attempt was made to compress the gas before ignition, as it was then considered that the explosion under these conditions had a detrimental effect, inasmuch as it would act as a sudden blow to the working parts. Indeed, he went so far as to inject steam and water sprays to reduce the explosion.Under these conditions the consumption of gas was exceedingly high-about 106 cub. ft. of coal gas per b.h.p. per hour but the mechanical effect showed that the engine ran in every respect as smoothly and quietly as in best steam-engine practice.The extravagant consumption of this engine was clearly pointed out at the time by Gustav Schmidt in a paper before the German Society of Engineers, wherein he states :-" The results would be far more favourable if compression pumps, worked from the engine, compressed the cold air and cold gas to three atmospheres before entrance into the cylinder. By this means a greater expansion and transformation of heat is possible."

Imaging sensor systems designed for the mining and minerals industry incorporate different physical measurement technologies that can be used to detect the machine environment, such as laser, ultrasonic/sonar, video and RF-sensors. The underlying physical measurement principles cannot be employed in most applications near the face without regular maintenance due to the harsh environmental conditions like dust, dirt or moisture. However, that is the area, where imaging sensors are most valuable to the machine operator. In the domain of 2D radar sensors these have been either restricted by the angular coverage area or by limited adaptability of signal processing algorithms. The unique full digital solid state design will establish a generation step in mining applications.In order to fill this gap of terrain imaging sensors, the Institute for Mining and Metallurgy Machinery (IMR) of the RWTH Aachen University, in cooperation with the radar company indurad, developed an imaging sensor based on radar technology employing the digital beam forming (DBF) concept. Through multiple transmitting and receiving antennas the sensor delivers high accuracy range and angular information. Using adaptive digital signal processing with multiple imaging algorithms and target detection routines, data of the surrounding environment can be used to enable automation functions in mining.A comprehensive range of radar scans in different environments have been evaluated and benchmarked by using laser scanners. Accuracy measurements in range and angular direction have shown minimal differences. Experimental measurements have been performed at slopes, on conveyor belts and hot cement clinker silos. The experimental system uses a frequency modulated continuous wave (FMCW) front-end combined with a processing unit for signal analysis and target detection.

Constructed stream diversions are a common element of mine sites across Australia. A review of constructed stream diversion performance in the Bowen Basin funded by the Australian Coal Association Research Program (ACARP) in 1999 found over 80 per cent of constructed stream diversions failed to meet regulator and operator expectations. Since that time, improvements have been made in the assessment, design, monitoring and management of constructed stream diversions. Fundamental to these improvements has been the development of a better understanding of the regional stream systems and efforts to replicate the natural stream processes in the function and operation of constructed stream diversions.This paper discusses the history of constructed stream diversions through the Bowen Basin in central Queensland recorded in the outcomes of a series of ACARP funded research projects. Further, the paper reports on the outcomes of a current ACARP funded project that has reviewed the success or otherwise of constructed stream diversions in the region. The assessment has compared the performance of diversions that have been designed to replicate and provide for ongoing stream geomorphic processes with those diversions that were designed and built prior to the development of these design improvements. By the use of flotation tests it was confirmed that there are two functions of oxygen in sulphide mineral flotation. Sized samples of galena and chalcopyrite were sulphidized, washed free of excess sulphide ion, and then contacted with air-saturated water for certain lengths of time. The mineral was then transferred to a sealed laboratory flotation cell containing water with a known concentration of dissolved oxygen. Xanthate and frother were added and flotation continued for 1 min.Both the extent of mineral oxidation and the concentration of dissolved oxygen markedly affected the flotation of galena and chalcopyrite. The response to a change in either variable is dependent on the level of the other, but generally best flotation occurs with the maximum degree of air saturation of the pulp. Galena flotation is hindered by oxidation of the mineral beyond a small threshold amount but a similar effect for chalcopyrite was not observed...

This paper reports on the implementation of the critical control concept to manage material risks in the mining and metals industries. The critical control management (CCM) approach assumes it is better to identify weaknesses in risk controls before an incident happens as opposed to discovering weaknesses from an investigation after an incident occurs. The first is sometimes referred to as active monitoring and the second as reactive monitoring (Health and Safety Executive and Chemical Industries Association, 2006). Both are needed. However, whilst methods for both active and reactive monitoring of risk controls are well established in many high hazard industries, such as oil and gas, petroleum and chemical industries, until the publication in 2015 of the International Council on Mining and Metals (ICMM) guides, (Good Practice Guide and the subsequent Implementation Guide) (ICMM, 2015), there was no specific mining and metals industry guidance on critical control management. This paper reports on progress in implementing the ICMM guidance drawing on two main sources. First, a benchmarking survey of a representative sample of coal and metalliferous mines, both underground and open cut/pit), sponsored jointly by the Queensland Resources Council and the Queensland Commissioner for Resources Safety and Health in the context of a recommendation that the Queensland mining industry adopts high reliability organisation (HRO) principals (Queensland Resources Council and Commissioner for Resources Safety and Health, 2022). Second, it draws on Noetic’s experience of implementing critical control management in mining and other high hazard industries in Australia, Africa, China and North America (Wilkinson, 2018). The paper describes good practices found and where significant improvements can be made, providing specific and actionable examples of both. From this it also identifies how future guidance on this topic could be improved.

The selection of the proper frother, specifically for a given ore, is essential in flotation. Traditionally, strong and stable froths are required in the scavengers, where metal recovery needs to be maximised, while selectivity must be achieved in the roughers and cleaners, where grade of concentrates is the main issue. The physical properties of a froth are determined both by frother type, by process water composition and by the amount and nature of the suspended particles. The evaluation of different frothers, in terms of metallurgical performance, is complicated at plant scale, since it may lead to periods of malfunctioning of the process and unacceptable decreases in recovery. On the other hand, evaluation based on frother chemistry only, is often unsatisfactory, because the frothing response is strongly ore dependent. A procedure, and proper tools, was developed at the Wark in order to perform the screening of candidate frothers at batch scale on real pulp samples. The main parameters related to froth stability (half-life time, froth height) are measured after introducing the pulp samples into a foaming column, where different conditions in terms of frother addition, agitation and aeration can be maintained. The approach has been applied to the selection of frothers for the flotation of an Australian sulfide ore. Procedure and results are discussed.

"Geometallurgical variables often cause problems to conventional geostatistical workflows. There are many variables; some are compositional and some are non-additive. They often show: complex multivariate relationships undersampling relative to conventional grade variables unequal sampling; that is, all variables are not available at all data locations.A variety of approaches have been developed over the years, but geostatisticians remain mostly focused on modelling rock types and a few grade variables with an abundance of data. The problems are reviewed and a chained workflow is presented where appropriate techniques are employed in sequence to permit reliable spatial prediction of geometallurgical variables. The spatial models may be used to assess the value of additional data, for prediction of process performance, for improved mine planning and other optimisation tasks. The chained workflow will include data transformations such as ratios and normal scores that make the variables amenable to geostatistical modelling. Data imputation techniques to account for missing values are considered with special consideration to spatial correlation with the available data. Decorrelation techniques such as the principal components, min/max autocorrelation factors and projection pursuit multivariate transformation are employed to manage massively multivariate modelling. Full distribution modelling must be considered to avoid biases in the prediction of non-additive variables. The post-processing of geometallurgical models must be streamlined for robustness and efficiency. The precise workflow varies according to the specific purpose of the study. During the past three years Lurgi's Circulating Fluid Bed (CFB) technology has been successfully applied to roasting of refractory gold ores and con- centrates. In comparison with the so-called Stationary Fluid Bed roasting systems, a considerable improvement of gold recovery, to around 95 per cent, has been demonstrated and achieved on many occasions in pilot CFB units and in commercial CFB roasting plants as well. The major reason for such improved gold recoveries is the excellent controllability of the roasting process in the CFB reactor system. Here, temperature, gas atmosphere and solids residence time are more precisely controllable at optimal values during roasting operation in order to achieve the highest possible gold recovery in the subsequent leaching process step. Further dominant benefits of CFB roasting systems are their flexibility with regard to feed material, throughput capacity, dry or slurry feed, almost unlimited oxygen enrichment, direct fuel addition and in situ capture of SO2 in the presence of limestone and dolomite. The system will accept 50 per cent turndown ratio, large variations in feed composition and particle size, as well as a variety of different fuel types. The commercial applications of CFB roasting systems for gold con- centrates have been realized so far at Fimiston, Kalgoorlie/Westem Australia and for whole ores at Cortez, Nevada/USA.

The sustainable management of surface water associated with coal mining and coal seam gas projects is a considerable factor affecting the global competitiveness of these resource companies operating in Australia. Management of surface water can be costly, but effective water management and hence environmental stewardship enhances corporate social responsibility and the social license to operate. The surface water issues for the two industries are comparable, yet there is currently a lack of alignment between how Queensland, where the majority of AustraliaÆs coal seam gas projects are located, manages and regulates water on coal mine projects and coal seam gas projects.This paper provides a high level comparison of Queensland legislation and highlights the lack of alignment of this legislation regarding surface water management in these two industries. Through a case study, it looks at the surface water management process at a coal mine site based on the current legislation and principals of surface water management. QueenslandÆs lack of alignment in legislation regarding surface water management in these industries is understandable given the different development paths and time scales of the two industries. The coal mining industry has developed over a long period of time and the legislation has progressed in parallel, whereas, the coal seam gas industry is relatively new in Australia and the legislation has had to advance quickly. The lack of alignment between management of surface water for the two industries creates confusion among stakeholders and this adds complexity and additional transaction costs during the exploration, permitting and operational phases of projects, including landowners who may be affected.CITATION:Bennett, C, Coffison, E and Gibbs, M, 2013. "A geotechnical centrifuge can characterise and model the interaction of tailings and fluids over very long time periods by accelerating drainage and consolidation processes. This technology can be considered an environmental ‘time machine’ for designing and evaluating tailings storage projects and verifying numerical models. The Broadbent G-18 geotechnical centrifuge (2 m diameter, up to 875 rev/min) and associated equipment is a unique facility commissioned in 2011 at UNSW Australia for applied research in low-permeability materials such as mine tailings. Two centrifuge modules are available: the permeameter module for characterisation and physical modelling and the strongbox module for physical modelling.This paper presents examples of geotechnical centrifuge applications for the: consolidation of slurries and dewatering design of earthen barriers compatible with tailings chemistry prediction of contaminant mobility. The specifications and capability of the UNSW Australia geotechnical centrifuge and associated instrumentation is also presented, along with preliminary analysis of the confidence intervals associated with permeability testing of a set of samples of varying heterogeneity. Drainage velocity through a mine tailings sample increases linearly with g-level in the centrifuge permeameter until tailings consolidation occurs. Alternatively, geotechnical centrifuge experiments can be designed to limit consolidation so as to quantify permeability changes that may occur with geochemical interactions between fluids and mine tailings or earthen containments. Reactive solute transport through mine tailings can be simulated at realistic solid:liquid ratios when chemical equilibrium is maintained during geotechnical centrifuge testing. Carefully designed physical models of tailings disposal tested at accelerated gravity can therefore provide a realistic evaluation of tailings consolidation and drainage and the potential for subsurface migration of contaminants from mine tailings over long time periods.CITATION:Timms, W and Anderson, D, 2015. It is anticipated that many future uranium mines in Australia will be using the in situ leaching mining process. It is fair to say that close to one third of uranium production will be generated by this method, whilst the other two thirds will fall on the uranium generated from hard rock mining and other mining methods, such as traditional open cut mining. For other types of deposits the in situ leaching mining method will remain the best technological, commercial and environmental alternative. It is important to identify and prevent all risks involved in uranium mining. The expertise in this subject is limited. Over the years there was only one mine using the in situ leaching process for uranium extraction in Australia. Computer simulation of propagation of leachate during and after the uranium in situ leaching is a crucial factor, not only for addressing the environmental concerns, but also for the most efficient recovery of the deposit. The decontamination can be modelled for a period of up to 100 years, with the acid neutralisation forecast for a period of up to 400 years. The results of the modelling are paramount for definition of the reserves, efficiency of the mining method and the environmental impact statement. The accuracy of the hydrogeological modelling and carefully selected environmental management program enables a mining company to quantify and minimise the impact of the mining activities on the regional aquifer and to prevent environmental disasters. In the study, the completed hydrogeological model allowed the client, the authorities and the community to make an informed decision about the environmental impact of the in situ leaching of uranium. In particular, the model proved that neither during the mining, nor during the neutralisation the toxic elements would interact with the local catchment area.
