Embankment dams constructed mainly of sand or non-plastic fine soils are susceptible to liquefaction, particularly in high-rainfall, high-seismicity environments where there is sufficient water to saturate the materials and sufficient energy from an earthquake to cause liquefaction. This paper shows the process adopted to review the stability of an existing cross-valley, centreline-raised cyclone tailings sand embankment dam.The study showed that two-dimensional stability analyses did not sufficiently capture the potential for instability, overestimating the depth of the critical failure surface. Instead, three-dimensional modelling was required to provide a reasonable representation. Post-liquefaction stability analyses carried out using the three-dimensional model indicated an adequate factor of safety (FoS). The FoS under seismic conditions was still considered to be a concern based on pseudostatic analyses (but noting the limitations of the analysis method).Earthquake-induced settlements were estimated using an empirical approach based on case history records (Swaisgood, 2003). The post-earthquake event settlement was estimated to be in the order of 600 mm, which is considered to be acceptable for the embankment, taking account of the proposed long-term freeboard of more than 8 m under operating conditions and 2 m under the probable maximum flood condition.CITATION:Chapman, P J, Wrench, B P and Gowan, M J, 2015. A promising source for the extraction of rare metals and REEs in Russia is the eudialyte ores of the Lovozero deposit, which do not contain active uranium components. The eudialyte ore reserves of the Lovozero Massif are considered virtually unlimited and therefore have the potential to become a primary source of a number of rare and rare earth metals. The goal of this study was to comprehensively examine the effect of the parameters of high-power nanosecond electromagnetic pulses (HPEMP) and dielectric barrier discharge (DBD) on the leaching performance of eudialyte concentrate and the selective separation of zirconium and REEs from productive solutions. Using scanning electron microscopy and infrared spectroscopy, the mechanism behind the intensification of acidic dissolution of eudialyte as a result of pretreatment with energy impacts was described. During the HPEMP treatment, weakening and destruction of the eudialyte surface was observed, which at the substructural level is expressed in the deformation and local destruction of Si10O27, Si9MO30 resulting in formation of microcracks. During the DBD treatment, the formation of characteristic defects was observed in the form of imprints of dielectric breakdown microchannels and individual mineral fragments. Pretreatment of eudialyte concentrate using HPEMP made it possible to increase the recovery of zirconium into the pregnant solution of leaching by 3.4–4.3 per cent (from 86.6 per cent to 90.9 per cent) and by 4.1 per cent (from 86.6 per cent to 90.6 per cent) when using DBD. The increase in the total recovery of REEs was 1.2–1.8 per cent (from 87.7 per cent to 89.2 per cent). The effect of pH values, solution temperature, initial concentrations of valuable components on the successive recovery performance of zirconium and REEs from the pregnant solutions nitric from the acid leaching of eudialyte concentrate by chemical precipitation was examined. The possibility of selective separation of the zirconium product and rare earth elements with a zirconium recovery of 99.95 per cent and a REE recovery of 87.5 per cent was established. REE loss with the zirconium product was 8.0 per cent and 4.5 per cent with the spent pregnant solution.

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

The case study is based on the largest ore deposit at Mt. Lyell; the Prince Lyell deposit, comprising a regular lensoid mass of dissemina- ted and vein pyrite-chalcopyrite mineralisation. Reserve estimation employs conventional techniques, based on diamond drill hole and relevant development sampling data. Probable ore reserves are estimated using the contouring (isoline) method an longitudinal projections for ore thickness and accumulation (m %Cu) at a '0.8% Cu' cutoff. Final stope and pillar res- erve estimates (proved ore) are derived from designed ring tonnages and contoured accumula- tion for individual mining units, following more intensive sampling. Systematic grade control procedures have been adopted and individual stopes and pillars reconciled against mill production. The proved ore estimates have been found to com- pare favourably with the reconciled production.

Mine-derived solutes from Energy Resources of Australia’s (ERA’s) Ranger uranium mine have been closely monitored for decades. Ranger is surrounded by the Northern Territory’s Kakadu National Park and is upstream of Ramsar convention wetlands. Modelling of groundwater flow and solute egress from mine wastes to surface waters has helped ERA successfully assess closure options and secure intermediate regulatory approvals during the site closure process. Potential environmental impacts were assessed using groundwater modelling in support of three ERA applications involving disposal of tailings-derived mine waste. Model results were an important part of the basis for obtaining regulatory approval. Three case studies are presented describing the three applications and how the groundwater modelling supported approval of the applications. For case study #1, INTERA supported ERA in addressing stakeholder concerns in 2017 regarding two aspects of tailings deposition in Pit 3. The first was the potential for flow of tailings fluid into the surrounding formations during tailings deposition. The second was the difference in post-closure magnesium (Mg) loading to surface water for two tailings deposition scenarios. INTERA developed a two-dimensional (2D) model that showed excess tailings pore pressures would not cause outflow and solute egress from the pit during deposition. INTERA’s three-dimensional (3D) models demonstrated that post-closure Mg loading to creeks for both tailings scenarios differed marginally and would be a small fraction of natural creek Mg loads. The modelling results helped avoid delays in completing tailings deposition driven by stakeholders’ environmental concerns. Case study #2 consisted of supporting ERA’s 2019 request for approval to change the tailings deposition method and final tailings level in Pit 3. INTERA’s model results for the permitted and proposed deposition methods showed minimal differences in post-closure Mg loading to creeks. The model results helped ERA obtain the needed approval for the tailings deposition method and water and tailings levels in Pit 3. For case study #3, INTERA modelled the comparative impacts from leaving the entire contaminant plume from the temporary tailings storage facility (TSF) in situ or excavating a portion of the contaminated material from beneath the TSF floor and placing it in Pit 3. The modelling results supported an approved TSF contaminated material application important for ERA to stay on schedule and minimise both closure costs and environmental impacts.

A real-time load-haul-dump (LHD) dispatch optimisation tool has been deployed at Panel Cave 1 and Panel Cave 2 at Newcrest’s Cadia Valley Operations. The tool, known as ORB, is the first known successful implementation of an optimisation-based, autonomous, real-time dispatch tool, custombuilt for underground mining operations. ORB can co-ordinate the optimal dispatch of LHD’s in a block cave to achieve a range of objectives while adhering to draw compliance and geotechnical constraints. It is an example of highly automated short-term interval control. This paper starts by outlining the pre-existing business planning process, detailing the simple logic that produced the daily draw order. Next, the motivations for a real-time dispatch tool are presented, drawing comparison to the limitations in existing planning processes and how these can be overcome through an optimisation-based, autonomous, real-time dispatch tool. Subsequently, the paper details the Ratio Bogging Draw Strategy, through which tonnes targets are expressed continuously on draw bells or draw points as a ratio of total cumulative cave draw. This signifies artificial planning boundaries are removed and that draw targets are linked within a cave; such that tonnes are unlocked by bogging other parts of the cave, instead of as a function of time. This creates incentive within the target mechanism for fixing and bogging struggling draw areas whilst allowing uncapped progress if all draw targets are progressing within compliance. Furthermore, the optimisation tool developed is outlined, including the data it uses and the objectives it optimises. Finally, detail on the improvements to operations the implementation of this tool has brought, and the business process change it has facilitated are presented using Newcrest’s Cadia Valley Operations as a case study.

On 15 August 1998 the first section of the PUTRA LRT system was opened to the public as a free service prior to official commencement of revenue service on 1 September 1998. It is a remarkable achievement to open a highly advanced medium capacity urban railway scheme in four years after the outline concept began. Even more remarkable is the implementation of the next stage which is the underground section planned to be operational in mid-1999. The decision to build the first underground railway in any major urban centre is a technical challenge. The PUTRA LRT System can be likened to Hong Kong when the initial MTR system began in the 1970s and Singapore MRT in the 1980s. Prior to the PUTRA railway very little bored tunnelling had been undertaken in Kuala Lumpur. A few shallow sewer tunnels had been built but the main experience of tunnelling in Malaysia had been for water, hydroelectric and road tunnels usually through granite formations. The ground conditions in Kuala Lumpur were known mainly from experience of piled foundations and occasional deep excavations. The suitability and likely difficulties to be experienced during bored tunnelling could only be theoretically predicted. In both Hong Kong and Singapore, government owned corporations were set up to implement the scheme, but in Kuala Lumpur the whole project has been undertaken by a private company PUTRA, a wholly owned subsidiary of Renong Berhad.

An important aspect of geometallurgy is quantifying mineral processing attributes, which leads to improved orebody understanding. One of these attributes is flotation performance. Several methods have been developed as indicators for flotation performance, including batch testing leading to kinetic information and the standard grade-recovery curve. This paper makes a preliminary statistical comparison between a newly proposed geometallurgical batch flotation procedure and the æstandardÆ batch flotation test commonly used to measure flotation performance in the laboratory. The new test uses much less material than the standard test, and is much faster. It is concluded that the new method follows the final recovery of the standard method well, suggesting that it will be effective in reflecting ore variability for geometallurgical purposes. Comparison of the methods based on the full grade-recovery curve shows less agreement, but this may be due to the fact that the curve is sensitive to the particular experimental set-up and conditions, which make such comparisons quantitatively challenging. Mining is an intensive resource development industry, where operations are often of relatively short duration and can result in dramatic impacts on the natural environment during the operational period and for many years post mining. An integral component of all mining operations is water û through exploration, resource definition, mine development and operation, rehabilitation and the long-term post-mining land use. Water is a basic requirement in the provision of worker amenities, in drilling, as a means of dust suppression, as a medium for washing or processing the mine product, and as an aid in establishing vegetation on post-mining landforms. Water also plays an important role in mobilising environmental contaminants and is the primary medium for the transport of contaminants off the mine or processing site into the wider environment. It is for this second reason that the mining industry considers water management as a key component of mine management. Cost-effective water management relies on planning that incorporates a total mine system approach commencing prior to exploration and continuing through to rehabilitation and decommissioning. One of the primary considerations that will provide confidence to both government and community at the time of mine closure and lease relinquishment, will be the evidence that any water originating from, or passing through, the mine site is of a quality that will not have any negative impact on the surrounding environs into the future. The role of vegetation in stabilising disturbances to a landscape is well known, as is the recognition of vegetation being a fundamental component of the water cycle through the physiological processes resulting in the transfer of water back to the atmosphere through transpiration. In terms of water management at a mine site, the two crucial issues are the æquantityÆ and æqualityÆ of water that enters a receiving æoff-leaseÆ catchment. In terms of tolerances of the receiving environment, the total load of potential contaminants becomes critical, a reduction in which can be achieved through reduced volumes of water discharged, reduced chemical and physical concentrations of contaminants in that water, and ideally, both. This paper examines the potential role of vegetation in reducing the quantity of water released from a site, and secondly considers vegetation in the role of influencing the quality of that water.

There are many technologies available today in terms of fire and life safety in road tunnels. So many in fact that it is becoming more and more difficult for clients and contractors alike to determine what they want and what they need. From a clientÆs perspective, fire and life safety is about protection to its infrastructure and to the public at large. Conversely, the contractor is looking to meet its æfit for purposeÆ or ædeem to complyÆ requirements in the most economic and practicable way. Practices regarding fire and life safety in road tunnels have undergone a degree of transformation during the last decade or more throughout the world. This transformation has largely been driven by a series of catastrophic accidents such as the major fires in Europe including the Mont Blanc Tunnel, Tauern Tunnel, Saint-Gothard Tunnel, and now most recently in the CityLink Tunnels in Melbourne. International guidelines produced by organisations such as the Permanent International Association of Road Congresses (PIARC), the European Union, the International Tunnelling Association (ITA) and the US National Fire Protection Authority (NFPA) now provide clients, owners and designers with the tools required to define and specify the required fire and life safety systems in road tunnels. The majority of these tools are based on risk assessment and risk management. Recent road tunnel projects within Australia, however, have not referred solely to such guidelines. Clients have opted to prescribe different or additional fire and life safety requirements within the projectÆs technical specification documentation (project requirements), leaving designers and contractors with little room to implement alternatives or substitutions. Further, these project requirements are largely dictated by practice established on previous road tunnel projects within Australia. This paper looks at the current international guidelines and practices and undertakes a comparison with the EastLink tunnels in Melbourne and other road tunnels within Australia and makes assessment on whether Australian methods are the most appropriate for clients and contractors alike. Focus is directed to the key elements of fire and life safety such as:traffic envelope, barrier arrangements and emergency walkway provisions;deluge systems;drainage systems;fire rating requirements;tunnel ventilation systems;cross passage provisions;fire safety assessment;critical intelligence systems including help phones, CCTV, incident detection, tunnel signage, etc; andexternal tunnel control systems.

Ausmelt is supplying commercial quantities of an alkyl hydroxamate flotation collector AM28 for flotation of oxide and supergene base metal ores and tailings. AM28 is a non-hazardous product used as a ten per cent to 50 per cent solution in dilute potassium hydroxide. It is a selective flotation collector for oxide or oxidised base metal minerals and replaces conventional sulfidisation for oxide mineral flotation. At Radio Hill, the AM28 is used in conjunction with traditional sulfide collectors, which allows simultaneous flotation of oxide and sulfide copper minerals. The Fox Resources Radio Hill copper concentrator near Karratha, Western Australia, is currently configured to treat supergene copper ore sourced from the West Whundo open pit. This Archean VMS type copper deposit has been deformed and remobilised with uplift, erosion and weathering to form a significant supergene zone. The sulfide copper minerals present in the upper zone are digenite and chalcocite with lesser chalcopyrite and covellite. Oxide copper minerals present include cuprite, with lesser malachite and azurite. Gangue minerals include quartz, talc and chlorite. Plant trials at Radio Hill are reported for supergene West Whundo ore, where the AM28 was stage added into the circuit at nominally 80 g/t. Plant data over three months shows the copper recovery increased consistently from around 50 - 60 per cent to above 70 per cent when AM28 was added. This has been proven statistically. The grade of the concentrate was consistent with and without AM28, at nominally 22 - 24 per cent copper.

Entry of personnel under a vertical raise bored hole is not standard practice in Australia. Where access is required below a rise, mining operations must be confident that they understand the capacity of the ground control specified and installed. Physical modelling was conducted on Callie mine to evaluate the performance of 5 mm steel wire weldmesh secured to the base of a vertical raise bored hole of 1.4 m diameter. Joint orientation data was used with Unwedge to calculate a series of potential wedges likely to form within the rise. The mass of the most likely wedges were then replicated by collecting rocks in 5 kg increments (¦10 per cent), which were allowed to freefall onto installed mesh at the base of a 40 m vertical rise. The results indicate that two sheets of mesh can retain a freefalling rock of at least 20 kg mass although rupture of strands can result. This paper outlines the test conditions, expected results based on theoretical calculations and actual outcomes of the testing.

The geostatistical Discrete Gaussian (DG) model is demonstrated to be capable of providing an effective means of implementing change of support for Enterprise-style mineralisation and thus providing reliable global recoverable resource estimates. At Enterprise, sample grade distribution proves to be highly positively skewed, therefore significant deskewing of the histogram and reduction of variance occurs when going from sample to block support. The DG model was experimentally tested in'the Southern Primary Zone (SPZ) at Enterprise, where high anisotropy ratios and pronounced short range structures are observed in variograms. The experimental test was run for a change of support for which the variance reduction was. approximately 60 per cent. This reduction is similar to that predicted by Krige's Relationship ('the volume-variance relationship') for the practical situation of a change of support from 5 m vertical blasthole samples to 3 m x 8 m x 5 m selective mining unit (SMU) blocks. The DG model was found to correctly predict the grade tonnage relationships for a wide range of cut off grades. The experimental test indicated that, given a representative histogram and variogram, the DG change of support provides a computationally efficient and practical means of reliably assessing global mineable resources at the early stages of a mining project. Further, it allows a range of selectivity strategies to be meaningfully and comparatively considered prior to mining.

The flooding of open strip coal mines in the Bowen Basin and Hunter Valley Coalfields of Eastern Australia has the potential to soften the spoil and floor materials to produce “mud”. This mud can act as a slip plane or weak zone when spoil is dumped into it, resulting in geotechnical instabilities. Once mud has formed, typical handling techniques include its costly removal by mechanical means, or its isolation and capping.There are little data available on the moisture state and shear strength of the capped mud. To investigate the effectiveness of isolation and capping, research has been conducted using a large slurry consolidometer (150 mm in diameter by up to 410 mm in height) to simulate capping in situ. Once consolidated, the mud was subjected to shear strength testing in a direct shear box measuring 60 mm by 60 mm by about 20 mm high. The shear strength of the consolidated mud was compared to that of competent, fresh spoil, a mixture of spoil and mud, and to completely degraded spoil (mud alone).These results have been used as inputs in stability calculations using the commercial computer program Slide 7.0, which demonstrates the strong influence of consolidation of the mud on overall low wall slope stability. The issue of flyrock is very important in the operation of all mineral extraction sites that use blasting. Unlike the other environmental effects of blasting, ground vibrations and air overpressure, flyrock is (or should be) a rare event, with severe consequences which may include damage to property, injury or fatalities. These physical consequences are often matched by a loss in public confidence in the management of the operation, mistrust and bad press. In this work a deterministic analysis of flyrock was carried out using the equations of a particle in motion with drag. The solutions to these equations were used to reproduce the curves of Lundborg et al (1975) for the relationship between flyrock boulder size and maximum ejection distance. A probabilistic approach based on Monte Carlo simulation was built up with the analytical model using published data together with local case study material. A typical quarry blast situation was modelled and estimates of safe standoff distances were determined using risk assessment techniques.

The planning, design and construction of a service tunnel, under a major arterial road between two hospitals are described. The multiple uses of the tunnel combine to provide a favourable cost-benefit ratio for the tunnel as part of a rationalisation of services between hospitals. The driven tunnel provides economic, program and approval advantages over that of a cut and cover construction. The cross sectional shape of the tunnel was determined during feasibility studies by the degree of weathering of the Silurian mud- stones, the shallow cover and the proposed excavation equipment as well as the functional requirements. The site investigations covering geotechnical, building, noise and level surveys provided input to the design documentation and construction phases. Monitoring of settlement levels and primary support stresses during early construction stages confirmed the adequacy of the proposed tunnelling methods and support to be used adjacent to the major building foundations. The 140 metre long tunnel was success- fully completed in April 1980 at a cost of $650,000.

The potential for extracting gravel materials from active floodplain and channel areas has been investigated for three West Coast rivers û the Grey, Inangahua and Whataroa. Studies have focused primarily on resource availability and replenishment, but there are clearly also environmental management issues associated with such a proposal. The potential uses for of extracted materials include roading and concrete aggregates, as well as railway ballast, whilst a major benefit would be in assisting with flood control and channel maintenance in a naturally aggrading system. Sediment movement in the rivers has been examined at three scales; long-term (>100 years), medium-term (10 - 100 years) and short-term (<10 years). Long-term sediment movement is based on geological and geomorphological information, such as cyclic fan development and down-cutting in the Whataroa River where sediment input appears to be largely controlled by Alpine Fault rupture events. Medium-term assessment relied on air-photo interpretations over a period of about 50 years, with the mapping of channel changes and bank migration. Short term changes were evaluated from gauging records and other hydrological data, and took account of the development of an armour layer in these gravel-bed river systems. It was concluded that sediment in the lower reaches of each river was suitable for most aggregate uses, although input of more weathered Greenland Group materials in the upper reaches (eg of the Mawhera-iti or Little Grey) resulted in product that was not satisfactory for sealing chip or railway ballast. Of greater importance was the fact that short-term studies showed that a minimum threshold of flow was required for gravel entrainment, and that significant sediment movement only occurred above the one-year return period flood. Ongoing monitoring of river profiles, with accompanying flow gauging, would clearly be necessary were a substantial increase in river bed extraction to be permitted by The West Coast Regional Council.
