This paper details how the Australian Securities and Investments Commission (ASIC), as a disclosure and conduct regulator, approaches regulation of continuous disclosure, capital raising and control transactions in the mining and resources sector, and the reasons for the approach. In examining this topic the paper considers the Joint Ore Reserves Committee (JORC) Code (JORC, 2004), the VALMIN Code (VALMIN Committee, 2005), the relevant ASX Listing Rules and the relevant provisions of the Corporations Act 2001 (Corporations Act). Malmberget is a sublevel caving mine owned and operated by Luossavaara-Kiirunavaara Aktiebolag (LKAB), a Swedish state-owned iron ore mining company, in northern Sweden. The mine has an annual iron ore production of approximately 15 Mtpa. The current strategy foresees an expansion which will increase the mine’s depth considerably. Ventilation and air conditioning modelling for the planned expansion is ongoing. One of the most influential parameters for ventilation planning anddesign for a deep mine is geothermal gradient, which is crucial for the design of the refrigeration system. It is determined through virgin rock temperature (VRT) measurements carried out at various depth below the surface. This paper details these measurements and the determination of geothermal gradient for Malmberget Mine for the expansion study, which were necessitated by thelack of information for the focus depth and area.

The Witwatersrand Supergroup is host to the world’s largest gold deposits. The location, quantity, grade, continuity and other geological characteristics of a Mineral Resource are either known, estimated from specific geological evidence and knowledge, or interpreted from a well constrained and portrayed geological model. Establishing such a model is an integral part of the evaluation process in the Anglogold Ashanti (AGA) group, and is referred to as a Geoscience Business Model for the mining operations. The geological model established over the years has relied on detailed descriptions of the mineralisation, and understanding of the regional and local geology of the Witwatersrand sediments, in the West Wits and Free State goldfields. The processes of data collection in regard to underground stope and developing mapping, structural and sedimentological mapping, and the geological inputs to mine planning systems are described, together with aspects of drilling, sampling, grade control, and data management. Anglogold Ashanti’s Geoscience Department employs a complex and unique process to generate the Mineral Resource, including a 3D geological structure model of the orebodies which are usually highly faulted, and a robust mineralisation/facies model on which the decisions about domain boundaries are established. A Mineral Resource Inventory System (MRIS) has a dynamic graphic interface to the resource database that is used for compiling the resource statement. It is also used to determine the gold-called-for, as well as short and long-term planning. A unique estimation process using the extensive closely spaced stope face sampling database and the more widely spaced surface drilling information is used in combination in the Macro Co-Kriging estimation. The use of different support sizes in the C0-Kriging process is preceded by the equally unique ‘clusterisation’ and ‘acceptorisation’ procedures by which the data are quality controlled and assured prior to their use in the kriging process. The Mineral Resource and Ore Reserve estimates are classified according to the SAMREC code through a method that ensures that they are compliant, auditable, transparent and reconcilable with previous Mineral Resource and Ore Reserve statements.

Work practices involved in shaft construction can be aligned with current industry standard operating practices. However, the working environment during conventional shaft construction introduces unique conditions which can not always be overcome by hard engineering controls. To provide an improved working environment, future shaft diameters will generally be greater than has historically been the case for the Australian hard rock mining industry. This paper aims to explore both what can be constructed from the contractors perspective, and how does an owner extract maximum business efficiency from an asset that in many ways is likely to be larger, more complex and more expensive than initially envisaged.Newcrest Mining Limited, or an associated company, has constructed two major shafts over the last seven years. In both cases, Byrnecut Mining, or an associated company, was the contractor engaged for the shaft sinking activity. The first is the 1127 m deep, 7.0 m diameter production and intake airway at the Telfer Gold Mine, the second is a 295 m deep, 5.5 m diameter split shaft at the Gosowong Gold Project in Indonesia that was primarily designed as both an intake and exhaust airway. Importantly both shafts are designed to provide emergency egress from the respective underground operations.From an Australian shaft sinking perspective, the construction of these two shafts resulted in the following learnings: •constructability is of equal importance to desired functionality;•allow six months of interactive design between the owner/engineer/contractor/regulator to get it right;•shaft sinking and equipping are intimately entwined, therefore engineering of both needs to be complete prior to any activity commencing; and•the mobilisation of both equipment and experienced personnel to a new shaft sink takes up to eight months.Shaft sinking is not extinct in the Australian hard rock mining industry. But, if you are considering constructing a shaft, approach it as a long life asset, front end planning to a high level of detail is required to unlock its full value. Think – plan – think and remember it’s going to take 12 months to get from the whiteboard to firing the first cut.

The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

In the current cycle of low commodity prices and rising costs, mine managers continue to focus on optimising mine performance and productivity. A critical component of strengthening performance and productivity is ensuring material is routed correctly and efficiently through the core mine production activities of drilling, blasting and grade control.By the time a blast is planned, an enormous amount of intellectual property has been invested in the exploration, resource development, feasibility studies and mine planning activities. The value of that knowledge is either realised or diminished during mine production. Efficient execution of the process is critical and is reflected by the quality and timeliness of the information produced.Multiple teams are involved in the mining extraction process. These teams are all under time pressure to keep the mine equipment operating. One of the root causes of this pressure is the dependency between the teams. They do not operate in isolation, but are a link in a chain depending on the outcomes of each activity. It is essential communication is efficient so tasks can be completed according to the production schedule. Unfortunately, communication fails when unintegrated systems are used because of:- different teams seeing different data, hence there is not an overall, up-to-date view of progress and priorities- lack of cross-functional visibility of data leading to failure to identify errors in time to address or correct issues- teams tending to be siloed and focusing on their part of the process rather than the overall objective.With different systems used for the parts of a common goal, supervisors and managers lack visibility of the process. This makes it difficult to identify process improvement opportunities.Streamlined communications help consolidate all data and activities resulting in improved cooperation between mine production teams. This outcome increases the confidence and efficiency of material routing decisions. It also reduces potential impact to mine performance from errors in early stage tasks like drilling and grade control. This paper has been written collaboratively by members of the International Mining VR Group. It is the first of a series of papers. Mining in the 21st century is a high technology industry that strives to reduce risk and improve safety through the use of improved processes and procedures. This risk reduction process is aligned with the innovative use of technologies often developed for other industries. Computer-based visualisation systems and their content are such innovative technologies, in particular the use of virtual environment systems and mixed reality. A primary objective of developing virtual environment systems and the mixed reality content displayed in them for the mining industry is to allow mine workers and operators to practice mine processes and demonstrate competency in tasks that will be encountered in day-to-day mining operations at mine sites. It is anticipated that providing easy access to virtual environment systems will facilitate the avoidance of high-risk situations through improved knowledge, skills, understanding and decision making. Via virtual environment systems mine workers will also be able to practice infrequent or emergency events and maintain preparedness for such events. Day-to-day mining practices can also be evaluated. The rapid pace of technology innovation and the decreasing cost of simulation hardware and software present a plethora of technology to the uninitiated. This can be confusing. In this paper taxonomy is presented that classifies hardware, what it can display and also content that can be included or displayed on the various computer-based visualisation systems. The taxonomy provides insight into where technology can and may be implemented in the future as virtual environments are a dynamic and evolving technology. The taxonomy should also assist in the decision making process when scoping or selecting technology for a particular purpose.

Geometallurgical modelling of an orebody provides benefits to a mine by gaining a better understanding of the ore characteristics and how they affect the performance of the concentrator. With this knowledge, plant operating conditions can be adjusted to optimise throughput and recovery in advance of the arrival of particular ore types. Therefore, it is extremely important that the origin of the ore being processed is known as accurately as possible. Depending on the homogeneity of the ore characteristics, reliance on assumptions about stockpile residence times, scheduling and material handling can render the best geometallurgical models useless.The solution adopted at Agnico Eagle’s Kittilä mine was to utilise Metso SmartTags™ and in-house expertise to develop a system that continuously and accurately links geotechnical and lab data from the mine to the performance of the plant. This application presented several unique opportunities and challenges. For example, this was the first installation of a SmartTag™ system for geometallurgical modelling in an underground mine. Challenges included the fact that the system installation is routinely subjected to temperatures below -20°C.The system was installed and commissioned in early 2013 and has been operating continuously since. Kittilä has begun to see the benefits of the system, with an increased understanding of how different ores are processed in the concentrator. Anglo PlatinumÆs Potgietersrust Platinums (PPRust) operates three open pits and plans to excavate 90 Mt of rock in 2007. With pit slopes expected to reach a height of 400 m, the geotechnical department has a key role to play. Over the last four years PPRust has successfully implemented new geotechnical strategies and tactics to reduce risk, improve safety and maximise profitability. A large database of core logging, face mapping and rock testing data has been assembled and used for failure analysis, geotechnical zoning and rock mass ratings. The data has also been used for optimising blast designs on a daily basis through the use of a geotechnical block model. This greatly improves blast fragmentation and therefore loading and milling efficiencies. The slope design process involves limit equilibrium analysis, numerical modelling, rock fall analysis and block modelling. Slope management includes comprehensive limit blasting and visual inspections, and state-of-the-art slope monitoring equipment, namely the GroundProbe radar, Riegl lasers and GeoMoS automated prism monitoring. The risk-consequence approach has been used in slope optimisation, where all the slope analyses, operational controls, costs of failure, economic analyses of various slope designs and fault tree analyses are used to determine the ideal slope designs. These activities added over $25 million of value to the operation and also ensured compliance with Anglo AmericanÆs acceptable risk level. The successful mining of the optimised slopes is to due to the greatly improved geotechnical knowledge and slope management. PPRustÆs geotechnical work is used as a benchmark for Anglo American open pit operations. The focus of the paper will be on the value added to the operation by all aspects associated with slope management.

Dissolution of non-metallic inclusions in the metallurgical slag is of vital importance for cleanliness control of the steel manufacturing. With the development of high temperature confocal laser scanning microscope (HT-CLSM), new insights have been obtained due to its in situ observation characteristics, higher resolution and precise control. However, HT-CLSM measurement has the limitation, eg the slag composition cannot include high amount of transition metal oxides. In addition, it is time consuming for the experimental procedure and not so simple to succeed for every measurement. It is known that digitalisation has made a significant progress in recent years. Machine learning (ML), a sub-domain of artificial intelligence (AI), is the key enabling technology for the digitalisation of the material science and industry. The database for ML model is collected using almost all available HT-CLSM experimental data and subsequently the established database is trained by different ML methods. Unseen data is used as the benchmark of the ML model. Al2O3 dissolution is the main process to be predicted in the current study. A good agreement between the HT-CLSM data and the ML model prediction results show the possibility to apply ML in process metallurgy.

Ranger Uranium Mine is located within the Alligator Rivers Region of the Northern Territory of Australia and surrounded by the World Heritage listed Kakadu National Park (Figure 1). The mining operation is currently producing about 1500 tonnes of uranium oxide annually, as well as considerable volumes of waste rock, low grade ore and tailings. The rehabilitation of the project should ensure that the radioactive mill tailings and other contaminants remain contained for at least 200 years, as required by the existing guidelines (Commonwealth of Australia, 1987). The present uranium mining operation is regulated by the Northern Territory Department of Mines and Energy who must refer to the Environmental Requirements when considering regulatory options. Managing blasting operations in four mines surrounded by villages is a challenging task. This study aims to compare the blast-induced flyrock as observed in opencast mines by predicting flyrock distance using a soft computing approach known as an adaptive neuro-fuzzy inference system (ANFIS) and Flyrock Predictor software based on empirical studies. Blast design and geotechnical variables such as linear charge concentration, burden, stemming length, specific charge, unconfined compressive strength and rock quality designation were selected as independent variables, while flyrock distance was used as a dependent variable. Out of 120 blasts, data from 100 blasts was used to train and test the ANFIS model. Flyrock distance for the remaining 20 blasts was used to evaluate the model. Flyrock distance has also been predicted using Flyrock Predictor software based on an empirical approach using the same data sets as those used for ANFIS. Performance indices like root mean square error (RMSE), mean absolute error and coefficient of determination (R2) were evaluated to compare the reliability of ANFIS and Flyrock Predictor quantitatively. ANFIS was found to be a better predictive tool, with 1.75 m RMSE and 0.966 R2 compared to Flyrock Predictor, which returned RMSE and R2 values of 2.48 m and 0.932 respectively.CITATION:Trivedi, R, Singh, T N, Gupta, N and Bhandari, S, 2015. The risk from fire remains one of the most serious of underground mine disaster scenarios. The impacts of mine fires on the underground ventilation system and the production of toxic gases have been difficult to model and therefore assessments have relied largely on empirical data, historical precedent and subjective opinions. Underground fire modelling software has had limited availability and been technically challenging and time consuming to use especially for routine mine investigations. There has also been no well-accepted set of assumptions for fire modelling in mines, which has resulted in a lack of confidence in adopting its use more widely. This paper describes modelling of three critical fire scenarios in underground hard rock mines: a fire (LHD) in an underground diesel refuelling facility, a fire in an underground explosives magazine and a fire on an underground ore transport conveyor. Modelling was undertaken using VentsimÆs VentFIREÖ fire simulation module. It describes the basis of design, the key assumptions, the methodology used and provides examples of the outputs, conclusions and recommendations. It reviews the impacts of these fires on egress and entrapment strategies in the mine. Some general principles regarding improvements to ventilation circuit design based on this analysis are also recommended. This paper is a case study highlighting learnings and success in two areas challenging underground miners: change management and collaboration. It examines the implementation process of a new automated loading system in the bulk stoping area of Telfer Mine in Western Australia, controlling multiple load haul dump machines. Here, the new technology has brought together different functions and different companies to deliver a well performing automation system in a changing and challenging mining environment. The introduction of a new and different technology on site has driven collaboration between all stakeholders to break down the traditional barriers to achieve the sustained performance required. Historically, different teams have operated within silos and not always aligned to deliver a ‘best for project’ solution. Technical teams focus on the mine design, maintenance teams focus on reliability and operations execute the plan. Mining contractors focus on productivity and cost. Manufacturers focus on supply of goods and service. Optimising each silo individually is not guaranteed to provide an optimal mining solution. Involving elements from each team as seen at Telfer, has resulted in an optimal mining solution for the automated loading system. A change of focus from the technical teams to include automation parameters in the mine design; operability and maintainability built into the system design allowing for collective ownership and responsibility resulting in a more resilient solution. The implementation of the new technology was not only a technical change but more importantly, successful management of change. Elements of successful change management such as communication, vision, leadership and planning, are essential to harness a trusting site culture which is responsive to new technology. Learnings and challenges from this change process will also be discussed with the intent to improve the success rate and timelines of technology implementations in the future.

Testing of in situ seals in underground coal mines is critical to determine seal integrity and to provide safe working conditions. In the wake of the 2006 Sago Mine explosion, the United States of America (USA) promulgated the Mine Improvement and New Emergency Response (MINER) Act (USDOL, 2006) which required mines to install 827 kPa (120 psi) rated seals or monitor and maintain the atmosphere behind existing 345 kPa (50 psi) seals. The purpose of developing the regulations was to prevent the breaching of seals in the event of an explosion in the sealed area.While seal design and construction is carefully regulated in practice, the construction of seals is difficult to monitor, as many are constructed under various mine conditions and the methods rely on prescribed placement of the seal material. Further examination of installed seals is limited to two-dimensional visual inspection and atmospheric and convergence measuring devices. These methods do not accurately reflect the integrity of the seal and cannot detect changes, deterioration, or defects within the seal.If detection of defects, deterioration and damage is not possible, unexpected communication between the active and sealed areas may result. Additionally, the ability of the seal to withstand explosions may be compromised. Non-destructive testing (NDT) of underground mine seals is necessary to investigate if the seal properties have been altered and if the seal remains functional as a barrier between active areas and sealed areas of the mine. The creation of an accurate and precise enough database requires the collection of many representative samples, subsampling and assaying them without destroying their integrity. The selection and implementation of sampling protocols often lead to severe difficulties, making the unaware practitioner vulnerable to massive exploration, feasibility and operating failures. Therefore, there is no substitute for a good understanding of the Theory of Sampling (TOS). Either because of ignorance, or because of short-term economic reasons, failure to comply with many stringent conditions can be devastating for the validity of a feasibility study, leading to false evaluations, to the abandonment of a viable property, or to the exploitation of one that is not profitable. All these failures have something in common: insufficient duplicate sampling, subsampling and assaying were performed; very important, preliminary heterogeneity tests were never performed; for short-term economic reasons, poor sampling and subsampling protocols were selected, second-class sampling systems and weightometers were installed and poor preventive maintenance and cleaning were implemented;and sampling experts were called only when the project was obviously in trouble. The conclusion is clear: in due time, iterative auditing of sampling practices is an insurance policy against massive financial losses for the company involved. A complete, comprehensive 100 point checklist of sampling Quality Assurance and Quality Control is provided, so critically important details to ensure success are not forgotten.

There are a number of major infrastructure tunnelling projects currently underway or proposed in New Zealand, including construction of new road and rail facilities and the refurbishment of existing road tunnels. These new projects have triggered a rethink of traditional practices in underground fire and life safety and local regulation.While there is a current surge in activity, tunnels have been a signifi cant part of New Zealand’s transport infrastructure for over a century. Despite this background, the new projects commonly face challenges that are symptoms of a national regulatory environment that has aspects that are inappropriate for underground environments. There are inconsistencies in local regional regulation and an absence of national guidance and standards relating to tunnel design. Historically, New Zealand has looked across the Tasman for guidance. Although recent overseas tunnel designs present learning opportunities, the adoption of international best practice and standards may not necessarily address local expectations or needs.This paper explores a number of specific matters affecting the design of road and rail tunnels in the New Zealand context, namely; the Building Regulations and associated local consenting processes and parties, and the responsibilities and needs of the New Zealand Fire Service.The discussion highlights the importance of a collaborative approach involving the designer, asset owner, regulators, emergency services, and other parties, and ensuring up-front clarity in design responsibility and ownership of residual risk.

There are numerous causes of speculative mineral resource and reserve inflation. Traditionally, these are linked to issues of data accuracy or misinterpretation, the use of overly optimistic estimation parameters or assumptions, an absence of independent expert verification, or the simple pressure to increase company value, covert or otherwise. Owing to its subjective nature, classification of resources and reserves remains an opaque process. Of necessity, Competent Persons rely on personal heuristic interpretations, ideally underpinned by appropriate estimation and classification experience across commodity and deposit types. Whereas independent verification of individual resource and reserve statements remains impractical, publicly available data can be interrogated for potential category inflation, particularly when viewed with exploration expenditure statistics included in annual company reports. Abrupt changes in category tonnages and market capitalisation without concomitant expenditure can aid in outlier detection. Consequently, a comparison of common exploration and resource reporting parameters offers a basis for risk assessing classification robustness, over time. In this introductory study, an analysis of globally listed companies was undertaken over a multi-year period, examining base and precious metal projects in both preproduction and operational asset classes. From these, a series of exploratory decision tree trigger points were generated against which target companies were anonymously identified and risk-ranked.

Underground contractors in the mining industry must be prepared to take a position at the forefront of innovation of equipment and work methods in order to maintain a competitive advantage over in-house operations and remain relevant. Innovative concepts such as split-feed development jumbos, high capacity trucks and loader guidance systems were implemented by contractors to stay ahead of ‘the pack’. All of these are now common across the industry.The demands of regular participation in competitive tendering coupled with aggressive fleet depreciation, means contractors tend to have more communication and opportunities to work with equipment suppliers than mine owners. Therefore, they are more likely to influence equipment design and product directions. They also have a unique opportunity to assist in trialling new concepts and technologies across a wide variety of operating conditions rather than being restricted to one mine.In addition, as a ‘guest’ on a mine site, mining contractors do not have the luxury of creating the environment for their preferred systems, rather they must have the capacity to adapt their technology to suit the offered environment at a particular mine. This leads to a pursuit of adaptive technologies that can be implemented selectively and seamlessly without excessive disturbance rather than ‘all-of-mine’ systems. These incremental innovations then become available for use across the mining industry where they can add value as ‘bolt-on systems’ to existing operations.Mining contractors, therefore, act as the bellwether for industry practices and equipment. However, in order to maintain their position they must engage industry stakeholders to deliver practical, innovative and cost-effective technologies that add value and result in an improved bottom line for all. In 1983 the New South Wales (NSW) Government began to construct a 35 km freight rail line to provide additional rail capacity to Port Kembla in the Illawarra region, south of Sydney, through a direct connection between the Unanderra to Moss Vale line at Dombarton to the Main South rail line at Maldon in the Southern Highlands. The project area lies within the carefully managed Sydney Water catchment and is also underlain by previous coal mining activities.Construction of the line halted in 1988 prior to its completion after the NSW Government reassessed the demand case and found that the project was not as viable as originally forecast. However, by this stage the line was partially constructed, including the majority of civil earthworks, approach structures to the main river crossings and establishing the portals for the Avon tunnel as a precursor to major tunnelling works.In 2012, the Commonwealth Government funded Transport for NSW to undertake the necessary engineering and environmental preconstruction works. Most importantly here, the 1980s rail link was predicated upon the use of electrically powered locomotives, whereas the locomotive fleet in operation today in NSW is diesel powered. This fact has a significant impact upon the approach and development of the Avon tunnel section, as the diesel powered locomotives combined with the length and grade of the tunnel alignment produces a unique set of conditions requiring specialist engineering design and systems to ensure safe and functional operation of the railway through the tunnel section.Given the above, the Avon tunnel will need to be supported by a ventilation and smoke control design based on the heat rejection from the locomotive consist, consideration of ambient air quality compliance, comparison against in-tunnel air quality goals, and providing safety systems in line with the fire and life safety strategy it requires.This paper explores the current development of both the tunnel civil works responding to the geography, geology, rail functional requirements, as well as the tunnel ventilation systems being revised to suit the diesel locomotives.Further, this paper describes the importance of combining the design outcomes with the procurement methodology in order to achieve the project objectives, a functional outcome and value for money across the project life.CITATION:Baker, T and Bagis, A, 2014.
