Benchmark practices in the mining industry include the establishment of Quality Programs — Quality Assurance and Quality Control (QAQC) — to monitor the correct execution of sampling protocols and control each stage of the ‘Sample Cycle’: Sample Collection, Preparation (comminution) and Analysis. QAQC reports commonly include statistical-numerical results that quantify performance of QAQC controls (field duplicates, preparation duplicates, blanks, standards etc). Graphics such as scatter plots, QQ plots, histograms and cumulative frequencies are used to represent the results. Statistical values including relative difference, absolute difference, relative variance, averages, T-test, and Zscores are used to quantitatively express the relationship between duplicate pairs ... but is an effective quality program just a statistical exercise? This paper aims to highlight the concept of ‘Quality Management’ (QM) as the precursor of continuous monitoring (ideally in real time) of QAQC results on Exploration, Production, Processing and Port samples, determined by trend analysis performed on a time and/or grades basis. Currently, there is a paradigm in the process of quality assurance that if individual data points fall within a predetermined acceptance limit then they are ‘acceptable’ and therefore suitable for informing operational and investment decisions. However, what is stated with respect to QM is that sometimes results found within the acceptance limits can indeed be internally biased, or show material deviations over a period of time, thereby impacting reconciliation results and/or potentially creating discrepancies with the final buyers. QM refers to the proactive detection of these ‘anomalous tendencies’, the approach and communication with the source of the information, the understanding of the reasons that cause the deficiencies, and the generation of agreed action plans to remediate the situation and ensure the consistency of results, in other words: continuous improvement on proactive manners.

There are two discrete aspects to collecting portable X-ray fluorescence (pXRF) data to obtain reliable results and to comply with reporting requirements under the 2012 edition of the JORC Code (JORC, 2012) – sampling method and quality assurance. A robust sampling program is required to obtain representative material for analysis. The appropriate method should be established for a particular project using a small orientation study. A variety of approaches to sampling soils, drill cuttings, rock faces and diamond drill core are discussed. These include using multiple spot analyses, scanning using a single operating beam and the collection of cutting saw pulps. The operator must also be aware of the attenuating effects of analysing through sample bags of different material types for various elements as well as the limitations of current pXRF instruments in reporting reliable data for certain elements. The analysis of the samples must also be accompanied by a quality assurance program in order to generate data that are ‘fit for purpose’. This includes recording X-ray tube resolution on a routine basis, using matrix-appropriate standards for which total elemental concentrations are available, using silica blanks, capturing sufficient duplicate analyses to constrain data precision and obtaining check assays to calibrate pXRF data against laboratory data. Examples of quality control approaches and data are presented. Table 1 of the 2012 JORC Code also recommends that information on instrument make and model, reading times and calibration be provided in any reporting of pXRF data. To this should be added information on operating mode and temperature, software version and moisture content of the samples. A robust sampling methodology with a suitable quality assurance/quality control program should produce pXRF data of sufficient quality for public reporting purposes, provided that the data are presented using appropriate cautionary language and adequate supporting information.CITATION:Arne, D C and Jeffress, G M, 2014. Uncertainty in prediction and modelling of geological (physical) ore continuity in geometrically complex ore deposits is a key risk factor in mining. Reducing geometric uncertainty of hard-boundary ore/waste contacts and related geological features improves the efficiency of local mineral resource estimation and reserve calculation, mine/stope planning, ore control and in-mine exploration. Detailed underground mapping of serial-level drives provides a continuous record of the characteristics and contact configuration of ore, as well as crucial ore-related geological features that are required to resolve geometrical variability when closely spaced drilling proves inadequate or is cost-prohibitive. The mapping-based approach described in this paper re-establishes the focus on the geology of the orebody by incorporating high-value, detailed geologic mine mapping information. Mapped ore-related configurations and relationships, recorded on a succession of faces or on a series of levels, provide the basis for 3D interpolation and extrapolation of the local geologic continuity of an orebody. Correlative points representing locations of key ore-related geologic features on each face or level are linked by 3D polylines or trajectories forming a coherent geometrical framework. The coherent progression of geometric changes mapped by these trajectories reveals the overall ‘dynamic’ of the geometrical framework, as well as the spatial tendencies of its geological constituents. Distinct sets of ore control trajectories are selected from within the framework and are used in the construction of alternative geological ore continuity models. As mining proceeds, alternative models are evaluated, and are then either refined or rejected. The geometrical framework is used to evaluate theoretical models and practical heuristics, focus exploration targeting and inform and guide all aspects of mine geology in active mines. This approach also lends itself to analysis of global ore continuity in the re-evaluation of mature or abandoned mines. Its use is particularly effective in geometrically complex orebodies such as the West Branch orebody and the orebodies of No 2 mine of the Balmat-Edwards-Pierrepont zinc district, which are used to illustrate the method. This paper describes the design and construction of three 7.2 m span access ramp-tunnels to the three level underground car park of the newly redeveloped Top Ryde City Shopping Centre in northern Sydney. The tunnels were to be excavated without significant impact on the overlying Devlin Street, one of the busiest arterial roads in the Sydney metropolitan area and a major link in the Sydney road network. The interpretation of the geological conditions indicated that the tunnels would be driven in a formation of heavily jointed, extremely weathered to fresh Triassic Ashfield shale with some structural features such as dyke, fault and shear zones identified in the available boreholes logs. Both empirical and numerical methods were used to design the tunnels and to predict the ground surface settlements. The design solution, which was influenced by the relatively small scale nature of the work and the current demands on the tunnel construction market, included presupport, initial support and permanent steel fibre reinforced shotcrete (SFRS) lining. The interactions of the driven portals with cut and cover sections and the proposed deep excavation of the new shopping centre were considered at the design development stage and in the construction phase to ensure the safety of the live road. The tunnels have been successfully constructed and are now operational.

“Given the increasing scrutiny of the mining industry and its relatively poor record with regards to mine tailings management, increased requirements to minimise water usage (often accompanied by very high costs of water) and the need to demonstrate achievable long-term closure strategies, it is likely that the option of a filtered tailings system will need to be considered in many operations in future.” (Australian Centre for Geomechanics, 2018). Given such a statement as a conference introduction, it is only appropriate that a range of potential technologies are investigated and compared, to create awareness for even underrated but appropriate technologies. The advantages and disadvantages of all technologies need to be considered and analysed. Suppliers are swift to promote their technologies advantages; however aspects of sustainability are not always fully understood. Perhaps a combination of two filtration technologies is appropriate. This paper delves into the technical details, good or bad, of four mechanical dewatering technologies in tailings dewatering and provides insight on an undervalued and, in the author’s opinion, young technology – the screw press.

SmartTag is a radio frequency identification (RFID) based technology designed to allow tracking of ore from its source through blasting, run-of-mine (ROM) pads, crushers, intermediate stockpiles and finally into the concentrator. This paper presents current developments and the future direction of the SmartTagÖ ore tracking system, as well as presenting some case studies. Successful applications of the SmartTag system have encouraged development to allow the system to be used in a wider variety of plants, in particular plants with finer crushing and screening stages. This presented Metso with a number of technological challenges, including RFID tag and antenna design. By reducing the traditional RFID tag diameter from 60 mm to 20 mm the RFID tags can now successfully pass through a secondary crusher. The new smaller RFID tags (referred to as mini RFID tags) have been used in some Process Integration and Optimisation projects with very promising results. The results indicate that the miniature RFID tags have a higher survivability to blasting and through secondary crushing stages. Extending ore tracking further through the process allows more reliable linking of spatial data with time based process performance. Metso is looking at developing even smaller micro RFID tags, and is also investigating other applications for the SmartTag system, including ore tracking from the original source to the final destination (ie from the mine, through the plant and ports to the customer).

Organic carbon is a major ore contaminant at MMG’s Century mine. This carbonaceous matter is associated with shale hosted sphalerite mineralisation. It occurs as elongated lamellae and as inclusions in porous sphalerite aggregates which are fine grained and difficult to liberate from sphalerite. The carbon prefloat circuit was designed to remove the liberated organic carbon in order to mitigate excessive reagent consumption, contamination of the lead and zinc concentrates and poor flotation performance in the primary zinc circuit. The consequence of organic carbon removal is that sphalerite and galena minerals are lost to the prefloat concentrate. A Jameson Cell was installed in late 2005 as a prefloat cleaner cell. Operational experience showed that the cell became capacity limited during periods of high amounts of organic carbon in the feed and was subsequently bypassed.Reactive style operating strategies were implemented to manage the effects of insufficient organic carbon removal by the prefloat circuit but due to the relatively large circuit residence time, upstream changes meant hours before the downstream circuits were stabilised following a disturbance from excess carbon.This paper describes the modifications and testwork undertaken to enable the Jameson Cell to be operated during periods of high organic carbon in the float feed and the implementation of process control initiatives to proactively remove the required prefloat mass from the float feed to eliminate the reactive style operating strategy.The process control modifications centred on dynamically targeting a prefloat mass recovery determined by an equation relating the carbon to zinc ratio to the carbon prefloat mass as a percentage of the float feed. The equation was developed by analysing historical data. These improvements served to optimise the prefloat circuit and consequently stabilise the downstream lead and zinc circuits.

Establishing a robust geotechnical instrumentation and construction monitoring plan is one of the keys to the successful delivery of the world’s largest soft-ground bored tunnel in Seattle, Washington. The paper describes and provides a return of experience on current and best practice for monitoring tunnelling projects in urban areas. The owner’s contractual approach is discussed to highlight the flexibility of the design-built contract in achieving equal or better solutions by allowing for the use of innovative technics. Special attention is given to the management and involvement of third parties (building owners, utility owners), including the public, to overcome all challenges faced during the installation of the monitoring system in downtown Seattle for over 1000 instruments. RME has a vision for a new mill operational paradigm made possible by RMEÆs fast, safe Mill Relining System. This vision can be moved forward into reality at any time with or without guidance from recent development in measurement and predictive modelling tools.Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by optimising liners for life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to design new liners for maximum commercial performance. This may mean more frequent changes of liners but with liners designed to yield optimum grinding, metallurgical and profitability performance. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. This paper provides an update regarding RMEÆs fast, safe Mill Relining System technologies and outlines RMEÆs vision of a æliner profile versus profitabilityÆ model as a function of metal price, developed intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

In the ideal world of an underground mining engineer, all narrow vein orebodies would be perfectly straight and continuous, thus would be a dream to mine. However, this is usually not the case. Narrow vein orebodies generally occur in association with shear zones and while shear zones do form linear trends, they most commonly preserve undulating expressions that need to be closely monitored, particularly when overprinted by post-formed structures. The surge in mines using fibrecrete as a primary form of ground support effectively reduces the time available for geological interpretation down to a 30 minute window between bogging and shotcreting. Thus, if the quality of the data collected is not up to scratch, then there is only a limited ability to reassess using 2D face photographs. To negate this, Xstrata Nickel AustralasiaÆs Cosmos mine has upgraded its data collection procedure. Geological information is now collected using photogrammetry survey, producing 3D images of the drive. Once created, the digital image of the drive is loaded into Vulcan, thus enabling geological interpretation to be carried out along entire drives, between levels and in association with all other data (eg drill holes, seismic data, etc). In addition to this, the 3D image can be used to accurately model the location of the ore, enabling stoping panels to be confidently positioned to maximise grade and minimise dilution. However, with the focus at Cosmos changing from narrow vein mining, to bulk mining methods in a more geotechnically complex terrain, the use of the 3D images has become paramount in understanding the structural geometry. Continual interpretation of the data has enabled drive profiles to be maintained through the increased use of ground support in poor ground and the redesign of development to enable optimal intersection of structures. Nevertheless, while the collection of quality data is important, it is only the effective use of the data, which enables significant gains in understanding.CITATION:Rees, K, 2012. A critical component of any new tunnel design in a complex geological setting is the development of an integrated three-dimensional (3D) geology model with a full set of geotechnical properties of the rocks present. A novel means of predicting the geology based upon sparse observations of structural geology at the surface and from drill holes has been developed and used in several major tunnel studies in Europe.An example of this is the Lyons-Turin twin rail tunnel which is still in a development phase. This tunnel has been in planning and development for over 15 years already. An important aspect of this work is to characterise geological uncertainty along various possible tunnel paths as an input into early design optimisations for time, cost and risk avoidance strategies. Once the tunnel works commence and more detailed geological data is collected by daily mapping, progressive refi nement of the geological model is desirable; geological conditions still to be encountered can be more accurately predicted. Faults and their offsets, dykes, geological unconformities, folding, as well as standard sedimentary processes are all correctly modelled in the software. It is important to allow for seamless interchange of geological models at various scales with CAD workflows so that sufficient detail can be readily accessed at the required scale. Also, the proposed tunnel in its correct geometry can become a ‘section’ in its own right. Progressive detailed local geology models in the vicinity of the advancing head are created from the regional scale work by cutting and pasting a starting model, then adding all the extra detail for the required engineering geology work.For all rocks, most standard geotechnical quantities such as sonic velocities, Young’s modulus and Poisson’s ratio are handled. These and any other phenomena from borehole observations can have variograms calculated and stratigraphically constrained estimations made in a least biased geostatistical manner, in advance of the tunnel. RQD, or a prediction of rock fractures, is handled by the faulting and folding modelling facilities. This is probably the more interesting issue to pursue, as the fractal nature from small scale fractures and joints, to large-scale faults, can now be characterised more convincingly.

This paper explores recent industry training programs and lessons for supervisors. The Belbin Team Role model was used to increase participants’ awareness of behaviour and its application. The application of the Belbin model to underground, open cut mine and quarry supervisors is discussed.The key to team success may rest with the expertise and experience of its members, but increasingly effectiveness depends on how team members understand, acknowledge and support each other’s behavioural strengths. Discovering strengths is a challenge, both for their measurement and for the encouragement of team members to use the knowledge of themselves and others in the team. Using behavioural models provides a constructive approach and a language for supervisors as they build personal motivation and engagement.Prima facie, the mineral industry’s work may be too vigorous for teams and their managers could be more prone to use ‘solo’ or traditional management styles. Managers and supervisors must know when work allocated to a team is appropriate or where individual effort should be applauded and rewarded. For practical people with well-developed technical skills, improving the soft skills necessary for a supervisor requires some reflection and effort. The Belbin behavioural model can be an effective tool for recognising characteristics that can assist teams to be more productive.Experiencing the Belbin Team Role model as part of an industry qualification is important for supervisors studying to refine their team leadership skills. Data are available for participants to assess the nature of their teams and to confront the appropriateness of the behavioural mix for the work of the team and its individual members.So what are the next steps? All team development must have a place in the strategic thinking and plans of the enterprise. Beneficiation of magnetite is an integral part of the future of iron ore processing. Historically, the focus of Western Australian producers has been on exporting direct shipping ore (DSO) namely haematite. The future for new DSO resources is limited so companies are changing their emphasis into processing the very large, undeveloped magnetite ores in Western Australia (WA), using beneficiation to produce shippable magnetite concentrates. These magnetite resources require higher cost processing techniques such as fine grinding and beneficiation to produce saleable concentrates. This distinct difference, from the DSO ores, has led to the development of a number of new technologies. This paper reviews: the different techniques used for magnetite beneficiation and provides some case studies in the WA industry; the use of mineral liberation analysis (MLA) to describe the nature, grain size, occurrence and associations of the mineralisation;the consideration of coarse cobbing as a critical upgrading; the application of high pressure grinding rolls (HPGR) to save energy; how the field of magnetic separation has resulted in new machines with higher field strength (SLon Separators); ultra fine grinding requirements of magnetite concentrates; andthe application of reverse flotation to reduce silica in the concentrates.

The loss of 11 miners in the 7 August 1994 Moura No.2 Underground Mine Disaster was the catalyst for major change in the way safety was managed in the Australian Mining Industry. The impact was felt across all sectors not just underground coal. It was the catalyst for the overhaul of the regulatory frameworks, moving away from prescription to management systems and risk management. This had a substantial impact on the way not only the industry operated but also on how the regulator functioned. It heralded the introduction of competency-based training across all levels of the mining workforce. Since that time major improvements in safety performance have occurred. However, hiding within the statistics are some disturbing trends. This paper aims to analyse the progress made in the past 30 years and identify the current and emerging issues. Automation is bringing major production and safety benefits, but at the same time other factors such as the reduction in workforce numbers and ever-increasing production pressures are leading to high turnover rates. This in turn causes to a loss of experience and expertise. In addition, and of particular importance, is the recognition of psychosocial wellness on workforce safety. Many of these factors are not unique to the mining industry however they may be exacerbated by the scale of mining, the remoteness of the mines and family unfriendly mining rosters.

The estimation of greenhouse gas emissions from coalmines is increasingly becoming a priority for both operators and regulators. At the same time, involved scientific challenges in the methane measurements is generating significant interest from global research community. Various technology providers are also actively engaged in improving their sensors and platforms to address the measurement challenges and capitalise the market opportunities. This presentation highlights rapidly evolving multifaceted landscape of coalmine greenhouse gas emissions. It covers the advances in sensors for the detections, including ground-based, airborne, and satellite-based systems as well as models for the emission estimations, including attempts to reduce the involved uncertainties.

The last 20 years have seen a dramatic rise in the use of 3D visualisation and modelling for geological data, but there has been relatively little effort to do the same for the variogram models that underpin the standard estimation algorithms used by the mining industry.For kriging, one of the most used geostatistical estimation methods, specifying a variogram model is a critical part of the modelling process. Experimental variography is the primary method for approximating the theoretical variogram function from the available sample data, and then determining an appropriate variogram model from the approximations.The traditional tools used for experimental variography are limited to looking at subsets of the data and are often presented without reference to geographic space and geology. It can be difficult to know what input data is being used for a particular experimental variogram, and whether there is enough support in the experimental variograms to propose an appropriate model.To overcome these limitations, an innovative approach called situational variography has been proposed that visualises variograms in 3D alongside contextual geological and geometric data. Presenting variograms in this manner aids understanding of how the spatial variance relates to the underlying data.A 3D extension of the 2D radial variogram maps will be investigated which allows for dynamic exploration of the full experimental variogram cloud. The high sulfidation Purnama Au-Ag deposit located on the Indonesian island of Sumatra entered production in mid-2012 following a two-year program of construction and development. Discovered in 1997 following a regional stream sediment geochemical sampling program by the Normandy Anglo Asia joint venture, it is the first and largest deposit in G-Resource’s Martabe Project to enter production and is the centrepiece of a series of six deposits totalling 8.1 Moz Au and 73.8 Moz Ag in Mineral Resources (G-Resources, 2013a).In 2011 investigation into the controls of high-grade mineralisation in isolated parts of the deposit identified a potentially significant mineralisation style which had not been previously recognised or accommodated in the resource model. An extensive investigation of core and logging data followed to confirm the distribution of the somewhat unusual mineralisation style – a sedimentary-like cavity infill of very high-grade auriferous pyrite within the steep hydrothermal breccia feeders to the system. With the bulk of mineralisation located within the adjacent volcanic sequence and sandy-matrix phreatomagmatic breccia surrounding the feeders, the lack of constraint for high-grade intersections in the hydrothermal breccia zones had potential to significantly impact the mine plan in the lower sections of the planned pit through overestimation of local gold grade. Combined with new data emerging from grade control drilling and infill resource drilling in the pit, a program of reinterpretation of the deposit was initiated to update the geological and alteration framework underpinning the resource model. The main asset of a mining company is the mineral resource; without resources there is no mining business and the infrastructure is useless. In this context the role of the mining geologist is to always keep the resource inventory to an optimum level for the mining business and to maximise the transformation of the resources into reserves in a multi- disciplinary work environment. In short, a ægood mining geologist has to always provide the best ore to the millÆ.To do his/her work properly, several technical skills are needed: to know how to observe and describe nature in order to optimise the data acquisition process, particularly when mapping; to have a good understanding of natural variability in order to develop proper sampling strategies and sample preparation protocols to minimise all the errors generated by the sampling process; to have a good understanding of assaying practices: their limitations as well as their assaying errors; to carefully and properly store the geological data and information and to preserve the geological patrimony; to fully understand ore forming processes to generate the best possible geoscientific models, which are fundamental for the mining business; to fully understand the consequences of the geoscientific models along the value chain from rock to cathodes; and to continuously validate and improve geological practices and models by continuous data collection and observation of geo- mining-metallurgy processes. Some very important behavioural competencies are also needed:long-term vision, passion for excellence and value generation, strategic influence, systemic and innovative thinking, and knowledge and experience transfer. Last but not least, it is important to point out that a deep knowledge of the mining business is essential to add value by using geology best practices.

The lignites of Otago and Southland offer a potentially viable future feedstock for electricity production and possible conversion to petrochemicals or liquid fuels. The deposits, when combined, represent New ZealandÆs largest energy inventory; equivalent to about 74 000 petajoules û or approximately 35 times current natural gas reserves. Too often dismissed as irrelevant to New ZealandÆs energy future because of adverse perceptions of the value of low rank coals, the strategic value of this resource is in fact huge.   Investigations of the lignites extend back over more than 50 years (LFTB various, CRL Energy Ltd). Whilst it is not the intention of this paper to review this work, these investigations have confirmed the suitability of the resource as a feedstock for thermochemical conversion. Current estimates of South Island lignite mining costs are NZ$1.0 - 3.0/GJ (Natusch 2005), making these resources amongst the most competitively-priced energy sources available world-wide.   This value, however, will only be captured if we as a country begin to envisage a world-scale, long-life, integrated and multi-faceted development sized to supply world markets for chemicals or fuels. Recent CAE studies (Hooper and Riddolls, 2005) have emphasised the vital importance of ensuring that any exploitation of this resource maximises their value to New Zealand. The question that thus must be applied is how might large-scale utilisation of the resource fit with New ZealandÆs primary energy supply, and its potential for the export of high-value commodities.   From the broader perspective of New ZealandÆs total energy supply equation we need to examine other supply options beyond just the generation of electricity. We face in this country a situation wherein almost all our liquid fuels feedstock has to be imported with projections for an increasing dependence on imported oil. In addition NZ has a natural gas reserves-to-production ratio of less than ten years, and dwindling supply from local production. Without further natural gas discoveries, New Zealand has only a window of approximately five years before we will need to commit to imported LNG or some other thermal fuels option.   In other words, New Zealand is facing an uncertain future unless we can restore energy inventories to cover an adequate strategic reserve capacity as well as enable long-term investment in alternative sources. Within this context the South Island lignite resources are thus deserving of more attention. The extent of the resource is well known, its suitability for conversion reasonably assessed, and its magnitude such that there is little doubt that lignite conversion could adequately meet NZÆs future energy needs for many years out.   This paper reviews coal gasification technology, its application to lignite and the possibilities for future development of the lignite resources. It is argued that the strategic imperative for this country is to secure the lignite resources as a primary energy source for this country well into the latter half of this century.

Indonesia holds a significant role in the utilisation of coal resources in the world. Although the number of Indonesian coal resources and reserves do not fall into the world’s top ten, according to 2009 statistics, Indonesia is the seventh largest producer of coal with a production of 256 Mt. More than 80 per cent of this amount is sold in the export market, making Indonesia the world’s second largest coal exporter. Most of the exported coal from Indonesia is used to fulfil the needs of the Pacific market, such as Japan, Taiwan, China, among others. It is also possible to reach the Atlantic market.Along with Indonesia’s development program, until 2025 the Indonesian government has adopted a National Energy Policy that aims to reduce the role of petroleum in electricity generation and replacing it with coal. As a follow-up of the policy, since 2009 PT PLN, the state electricity company has built steam power plants throughout Indonesia as an implementation of the first stage of the Electrical Acceleration Project with a capacity of 10 000 MW. Moving forward, in 2011 PT PLN will also build the second stage of the project with a capacity of 10 000 MW. As a result of the program, the domestic need for coal is expected to increase as much as 44.8 Mt.With the increase in domestic need and decrease in the number of reserves, the Indonesian government has adopted policies to secure the domestic coal supply. A policy that may potentially be adopted by the government is the limiting of coal production, seeing the high rate of increase in Indonesian coal production. The adoption of such a policy will change the distribution map of coal in the Pacific market. Thus, this paper will evaluate the change of coal distribution patterns in the Pacific market along with the increase in Indonesian domestic needs and Indonesian adoption of policies regarding the securing of coal supplies.
