People in economically developed societies demonstrate inherent human care for Earth and want to stop pollution. Yet efforts to clean Earth seem bogged in confusion from wildly contradictory and alarmist predictions of æclimate crisisÆ. Supposed experts openly disagree yet weÆre told thereÆs universal agreement humans are causing æthe end of life as we know itÆ. The turmoil combines with peopleÆs feelings of fear, guilt, anger, hopelessness and even resignation and apathy to trigger æclimate alarmÆ. The paper enables people to rediscover clarity, hope and support for Earth by understanding how climate alarm and confusion were created and how they actually increase pollution. Many people seem to think global warming is as serious as pollution and worry that questioning alarm will enable pollution. Yet theyÆre different. We need be even more concerned about climate alarm because history shows repeatedly that when buried by ignorance and panic real problems grow overwhelming. Environmental credibility is endangered by confused politicians and sensationalist media. When weÆre willing to re-evaluate what weÆve been told we replace fear and confusion with facts and freedom to identify opportunities. Combining this with practical understanding of human behaviour and leadership enables opportunities to be identified and action taken. The paper shows how confident, informed leadership leads and supports higher productivity and effective care for the natural environment.

Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. Coal mining legislation makes frequent reference to æSafety Management SystemsÆ but there is a chronic shortage of useful guidance material as to how these might be applied to hazardous exposures. Several studies have indicated that for each death that is reported as a result of an industrial æaccidentÆ, there are five deaths that caused by occupational exposures. Because the deaths from occupational exposures do not occur on site and often well after employment has ceased, they are generally unreported. Improved access to mortality data from coroners, the Australian Institute of Health and Welfare and superannuation service providers (early claims from death and total permanent disability), has given rise to some analysis of death and disability data that provides evidence that there are emerging opportunities to develop and improve safety management systems for hazardous occupational exposures. Issues explored include how safety management systems might be developed in relation to dusts and chemicals and other hazardous exposures to ensure the risk of disorders with long latency periods are reliably assessed and the exposures effectively managed. The current standards and guidelines which refer to safety management systems in general or to management of exposure related hazards are examined. Many standards are based on dose-response studies that provide for an acceptable percentage of workers to suffer adverse health outcomes. An alternative management system might be to apply dose-response relations to health surveillance to identify æat riskÆ individuals and effectively manage health and related safety risk at an early stage.

"Cayeli Bakir Isletmeleri is an underground copper-zinc mine in turkey. The ore is highly variable with feed grades ranging from 1–4 per cent copper and 1–10 per cent zinc. Due to this variability, ore characterisation and blending strategies are crucial for performance optimisation.This paper presents a case study for a multidisciplinary approach to process optimisation, integrating Geometallurgical and advanced control methods to achieve optimised plant performance. The results from comprehensive metallurgical tests and surveys were used to develop a mathematical model utilising SGS’s Integrated Geometallurgical Simulator® (version number 2.5.24.0). The model was employed to determine the most appropriate operational settings required to ensure that optimised grades and recoveries are achieved for each ore type.SGS’s Modular Expert Technology (MET) expert system was then implemented to target these optimum operational ranges utilising online grade and froth velocity measurements. Using a scientific-principled definition of global socio-ecological sustainability can be a useful basis for planning precious and base metal mining projects. The mining industry faces key challenges of; viability of the minerals industry; the control, use and management of land; national and local socio-economic development; environmental management; materials stewardship; and access to information. Using a framework for strategic sustainable development to assess the current reality of mine project development has resulted in identifying areas of strength and opportunities for improvement between current best practices and a desired vision of sustainability constrained by science based principles. These gaps indicate opportunities to strengthen current strategies, tools, and actions with a deeper understanding of socio-ecologic systems and a first-order, principled definition of sustainability, enabling success in moving towards achieving a sustainable society, ie sustainability. Evaluation of mine project development and their impacts on ecological and social systems using a systems perspective which recognises the underlying principles of operation, delays, feedback loops and response to change highlight specific opportunities to create value for social, economic and ecologic systems. Envisioning this future for mining projects within a sustainable society can be done by evaluating their development and operations guided by the sustainability principles. Performance indicators play a key role in measuring progress towards achieving sustainability goals yet it is necessary to consider whether indicators capture the whole systems perspective. Connected to this broader view, indicators can contribute much value to the mining industryÆs sustainability journey. This paper examines how current processes for mining projects can be developed using a whole systems perspective and measured using holistically designed performance indicators.

There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. The key issue which determines the use of imaging for explosives and mining research is the question - `What information will I gain by using imaging technology?' This paper will address that question from the point of view of a researcher and cameraman working in industrial imaging and photography. The paper will establish a common set of reference standards for high speed imaging and photography which researchers can apply when deciding which type of imaging technology is appropriate. It will present an overview of current image analysis technologies and practices in use across a range of appropriate scientific fields and draw lines of commonality of approach between these fields and the field of explosives and mining analysis and research. Further to this, the paper will examine the different technologies from an image quality reference point, ease of operation, cost, and reliability parameters. Finally this paper will present an argument for the hybridisation of established and new technologies which could provide a more beneficial approach to the use of imaging as a tool of research and analysis in the explosives and mining industries. This will include a novel approach to high speed filming and analysis in the field which should deliver high quality images in a time frame which is more appropriate to urgent action and solutions.

There is a sense of geometallurgy being new; a new methodology for mining project development and improved operational strategy. One of the main challenges that any ænewÆ technology faces is a validation of the value and the need to produce case studies. However, producing case studies can often be problematic particularly given the long cycle from mineral deposit project, through feasibility and construction to stabilised operation of a mine.However, the roots of geometallurgy go back quite some time. Successful practices with geometallurgy can be seen from as early as the 1980s. Many times those practices were not called geometallurgy but something else and, in other cases, what can be seen are various components of the geometallurgical ævalue chainÆ.This paper will analyse a selection of published past practices from a geometallurgical perspective to demonstrate the value realised from the application of this methodology. Newmont Australia is the operator of the Mt Leyshon mine near Charters Towers, Queensland. Mt Leyshon is an open cut gold mine, which processed on average 5.0 Mt of ore and produced up to 250 000 ounces of gold per year. Mining was completed in early-2001, followed by treatment of low-grade ore stockpiles for a further 12 months. Approximately 250 ha of waste rock dumps have been rehabilitated. Rehabilitation of two of the three tailings storage facilities (TSF) has been completed and the third is in progress. A field performance monitoring system that includes an automated meteorological station, large-scale lysimeters (measurement of net percolation), and in situ moisture content sensors (measurement of moisture storage changes in the cover material) were installed to monitoring performance of the cover systems placed on the waste storage facilities. This paper focuses on the installation and calibration of the in situ moisture monitoring system. The moisture monitoring system provides automated detailed in situ volumetric water content data above and within the large-scale lysimeters. A portable unit that provides spatial in situ moisture content measurements at additional locations on the cover system is also utilised. The paper will focus on installation and calibration of the in situ water content monitoring instrument in the waste rock, coarse cover material, and fine textured cover materials of the tailings facility and waste rock dump cover systems.

Gunnedah, in north-western New South Wales (NSW), including the town, the surrounding Liverpool Plains and the Pilliga forests to the west, are currently the subject of intense mining interest for coal and coal seam gas. Achieving positive outcomes for koala conservation on mined landscapes will require a sound grasp of koala ecology; and local knowledge of koala movements, tree choice and associated threats to the continued survival of koalas, particularly roadkill from increased mining infrastructure. This requires a research-oriented approach to testing ideas applicable to the long-term survival of koala populations. Our recent koala research in NSW has shown that, in 2006, Gunnedah had the largest koala population west of the Great Dividing Range, and the only population in NSW that was expanding. That prompted us to instigate a detailed study in 2008 - 2011 to determine, inter alia, whether the koalas were using trees that were planted in the 1990s to cope with rising soil salinity. Our GPS-tracking has shown that regrowth trees as young as ten years old can attract koalas. In 2009, the demise of about a quarter of the local koala population from an intense heatwave gave us a foretaste of how habitat and climate change interrelate at the landscape scale. We are now examining the optimal combinations of tree choice, and patch size and shape, for habitat restoration. This will be relevant to local coal seam gas and coal mine proposals, and ongoing mitigation actions. The Senate enquiry of September 2011 on the koala and demonstrated the intense public interest in the survival of this iconic species. Its subsequent listing for Queensland and NSW under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 further raises its profile and obligations for management of koalas and their habitat. It will take considerable effort to manage the Liverpool Plains koala population for the next 50 years in the face of extensive land-use changes from mining, and the attendant threats from road kill, compounded by the new threat of climate change manifesting itself as an increased frequency of heatwaves and more severe droughts. This paper describes the research that underpins these conclusions, identifies some of the research approaches needed, argues for working strategically now, rather than try to patch up matters after the event, and presents a set of guides for environmental plantings. Australian mines have traditionally relied on diesel powered vehicles to fulfil their light vehicle needs. There are many reasons for the resources industry to review its use of diesel-powered vehicles. The international industry has developed projects to explore the use of Battery Electric Vehicles (BEV) as a more sustainable alternative to traditional diesel-powered vehicles. While the technology for cost-effectively applying modern high-performance lithium-based batteries to the mining environment has existed for over a decade it is yet to be widespread throughout the industry. Through the collaboration of Safescape, 3ME Technology and Kirkland Lake Gold, with funding from Mining Equipment technology services (METS) Ignited, the project has focussed on advancing the Australian METS sector’s capability in the rapidly approaching implementation of BEV technology. This paper reports on the collaborative approach to develop a prototype vehicle; explains the selection criteria for the various components of the vehicle; and details the risk-based approach to developing a scalable product to replace existing underground light vehicle fleets. The prototype vehicle was tested underground at Kirkland Lake Gold’s Fosterville operations in Victoria beginning in October 2019. Reporting from these trials focusses on the key factors affecting underground operations. These include driveability, safety, charging and cycle times. Gathering data around energy consumption through normal daily duties enabled a model of energy consumption and charging requirements to be developed such that various applications of the electric vehicle can be considered against existing diesel-powered vehicles. This has provided insight into the impact on daily operations, and the way forward for large scale implementation.

The optimal production of the metals needed by society is best achieved by a close synergy between concentrate production and smelting. For over 75 years commencing in 1923, such a close relationship was enjoyed between the Sullivan Mine in Kimberley, British Columbia and the Trail zinc-lead complex. An effective program of continual change and improvement at the Sullivan concentrator was achieved through a strong entrepreneurial spirit. This spirit was in part maintained through a favourable location in south-eastern British Columbia that resulted in a dynamic local community that has survived the closure of the mine. Innovations to be reviewed include feed forward reagent control, the use of column flotation to zinc and lead cleaning and the application of ultrafine grinding coupled with concentrate dewatering using hyperbaric filter technology.

The Ambuklao hydroelectric dam was originally constructed in the 1950s in the remote and mountainous region of the northern Philippines. Following its construction the dam has suffered heavily due to siltation and a partial collapse of the intake structure due to a 7.8 magnitude earthquake that struck the region in 1990. Between the years 1990 and 1999 the power station progressively lost its capacity to generate power. In 1999 the owner took the power station out of commission. The power station remained idle over the next 12 years. In 2008 the power station was sold to a new owner who commissioned the rehabilitation works.The rehabilitation project restored the operating status of the power station in June 2011 and increased its capacity from 75 MW to 105 MW. The civil contract of the rehabilitation project required the construction of a new intake structure behind an in situ rock coffer dam on the edge of the existing reservoir, new 6.2?m diameter × 124?m deep blind sunk shaft behind the intake structure, which connects to a new 6.8?m horseshoe profile headrace tunnel that ultimately connected onto the existing vertical penstocks which feed three No 35 MW Horizontal Turbines rated at 155?m head.The unique challenge in rehabilitating this existing hydropower station involved finding solutions that would conclusively deal with the challenging geological and hydrogeological conditions associated with excavating new tunnels and a drop shaft beneath a live dam.McConnell Dowell was awarded the civil works package for the rehabilitation works in August 2008. The Ambuklao rehabilitation program took 33 months to complete.Over 600?m of tunnels were excavated in highly weathered and often challenging geotechnical conditions via drill and blast with the extensive use of high-pressure fissure grouting to control groundwater ingress that was surcharged by the dam.This paper focuses on the use of high-pressure fissure grouting that took place to enable the excavation of the new waterway system and intake structure.CITATION:Bowskill, A and Harrison, C, 2014. Much of AucklandÆs transport infrastructure has been developed on surface with little or no consideration of underground options. Current and planned transportation routes are now facing high costs due to land values and increasing environmental resistance to surface development. The option of utilising underground space becomes a feasible investment decision for these links as well as being the only option to develop the rail network within the inner city area. Transportation tunnels offer a quieter, more energy efficient means of getting around with minimal impacts on the surface environment. One of the major impediments to tunnelling is the high construction cost, which is partly related to the risks of encountering unexpected ground conditions and/or the possibility of causing surface ground deformations which could damage structures. The geology of Auckland has had substantial investigation through various studies and projects. The sediments of the East Coast Bays Formation (ECBF) underlie most of the Auckland urban area. It is classified as a soft rock and is a suitable material to tunnel through using either a tunnel boring machine or a roadheader. This paper reviews the limited amount of tunnelling completed in the urban Auckland area, together with the international advancements that have been made in the tunnelling industry. From the known features of the local geology and the problems encountered historically, the likely risks of tunnelling in Auckland are presented and ways in which those risks could be reduced and managed, are discussed. In addition, contractual arrangements between client and contractor are assessed with respect to complicated projects (such as tunnelling), so that the risks can be managed to create efficient infrastructure routes with reduced costs.

Geoscientific information management enables the capture, management and delivery of the original geoscientific observations and measurements of the earth’s natural resources. However, original observations and measurements are worth nothing if the quality and integrity of the data can’t be guaranteed. Geoscientific information is one of the fundamental assets enabling miners to make confident and accurate business decisions, whether that is defining a resource model, performing reconciliation, delivering ore reserve reports or meeting environmental compliance requirements. Without access to reliable, validated or verified data it increases the risk of miners using incorrect information for reporting and compliance. Industry codes, such as JORC, or government regulations, such as environmental compliance requirements, must be adhered to and companies should be able to confidently report to these standards. Without having a robust information management framework in place, it becomes a challenge to make trustworthy decisions, report confidently and reduce the risk of non-compliance. As a key initiative, good data governance should form one part of a miner’s information management strategy. Within the mining industry it is common for companies to only consider technology tools as the key focus for compliance whereas a mature information management focus will additionally consider people and process. All three pillars are critical for a miner to have confidence in their data driven decisions. This paper discusses an industry framework for best-practice geoscientific information management based on the observations gathered from analysing data management practices within the mining industry. It focuses on how the three pillars of people, process and technology are crucial elements to improve operational decisions and ensure companies are compliant.

As more than a few mines gradually sink under the weight of emails, whiteboards, notice boards and ever more complex spreadsheets, the holy grail of effective short-term interval planning and control in underground mines is as far away as ever. Despite the mining industry investing ever greater amounts in planning and Enterprise Resource Planning systems, short-term plans become ever more complex and rigid. What the industry desperately needs are not more ‘disembodied voices down the speaking tubes’, but flexible and effective planning systems that encourage people to make reasonable commitments to each other so that everyone can work as a coordinated team to complete the work required each shift.One solution to the challenge has emerged. This paper describes the ‘Fewzion’ shift planning and short interval control system which has been developed at Anglo American’s Moranbah North and Glencore’s Oaky Creek coalmines in Central Queensland. Fewzion has drawn on management theory embodied in Management Operating Systems, Lean and Theory of Constraints approaches to continuous improvement to play a key role in both mines achieving record breaking tonnages.In addition to explaining the Fewzion approach, a case study is presented describing how Anglo American’s Moranbah North improved production by 39 per cent in 2014/2015 and won ‘Coalmine of the Year’ two out of the last four years and how Glencore’s Oaky Creek sustainably improved monthly development meters by 34 per cent within two months of implementing Fewzion.CITATION:Moynagh, P and Britton, G, 2017. State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

The Enterprise Mine (EM) is located at Mount Isa and is wholly owned by Mount Isa Mines Limited (MIM). This high-grade copper mine extends from about 1000 m below surface to almost 2000 m below surface. A recent $400 million upgrade has taken the operation from a production rate of 1.3 Mtpa to a capacity of 3.5 Mtpa. The effects of high surface ambient temperatures in summer, combined with the depth of the mine and high virgin rock temperatures results in heat stress in the working place that, without intervention, would exceed the levels that human physiology can withstand. It would also result in significant decreases in productivity and high accident rates even where work is possible. Moreover, with a very hot and deep mine, the needs of æegressÆ and entrapment of workers during a mine emergency must be carefully considered. Enterprise Mine has taken a æsystems approachÆ to the issue of working productively, healthily and safely in heat. This involves setting limits of thermal stress for workers, understanding productivity decrements when working in heat, establishing productive and healthy environmental targets, developing engineering solutions to meet these targets, creating a well-educated workforce with respect to working in heat and then developing health protocols to ensure workersÆ health is protected. Refrigeration must be added to the mine to provide acceptable and productive conditions underground. By the time the mine is commissioned in 2000, Enterprise mine will have an installed refrigeration capacity of in excess of 40 MW(R). The ventilation engineering principles proven over many years at the other Isa underground mines are tailored to æfloodingÆ the mine with air to remove the heat, which is the main contaminant. This principle will not work at the Enterprise Mine, for reasons discussed below. With the underlying ventilation principle no longer satisfactory, a complete review of the entire ventilation principles and engineering solutions was required for the Enterprise Mine.
