YOUR Excellency, Fellow Members of the Australasian Institute Of Mining Engineers and Gentlemen:- Nearly a decade has passed, since our Institute first met in New Zealand. May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 which is a great change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. In return for the compliment, may I ask you to believe that I shall do everything in my power to further the interests of the Institute throughout the coming year.It is a great regret to me to realise that soon my work in New Zealand will be over. This paper reviews rehabilitation, closure, and post-closure management of the Tui, Golden Cross, and Martha Mines, all of which are located in the Waikato Region of New Zealand. There was no requirement for rehabilitation of the Tui mine, which was abandoned in 1973. There was a requirement to rehabilitate the Golden Cross mine. Mining at that site ceased in 1997, and rehabilitation is now well advanced. When first approved, there were some requirements for rehabilitation of the Martha Mine, but when reconsented in 1998, those were extended, and in addition a requirement for post-closure management was included. As a result, a Trust, funded by the mining company, has been established to take long-term responsibility for the site following completion of closure. The different rehabilitation/closure requirements at each of these sites illustrates that we have learnt something from the experiences of the past.

THIS mine, which is the property of the S. and M. Syndicate, London, is located at Moina, in North-West Tasmania, 18 miles from Stavertorr railway station and 36 miles from Devonport. There are metalled roads from both of these places, and, althoughhilly, these are good for team or motor traffic. Mails and passengers are provided for by a tri-weekly coach service from Sheffield, a railway town, distant 23 miles. The Moina mining field is situated on a main spur between the Forth and Iris Rivers, andat an elevation ranging from about 500 ft. above sea-level at the Forth River to 2400 ft. at the All Nations mine. The elevation at the mine office of the S. and M. mine is 1900 ft. The average annual rainfall, as recorded for the past eight years, is. 68 in.This inclildes, however, a couple of years during which the rainfall was much above normal, and taken over a longer period 60 in. would be nearer the average.

Current and proposed methods of resource classification relate to the geological, economic and technical confidence in the estimated resource. Geological confidence is, however, only vaguely defined. It is largely related to the level of drilling and sampling, to the geologistÆs perceived level of confidence in his/her work and on the continuity of the mineralisation. Rarely has any real attempt been made to assess how well a deposit has been explored, sampled and evaluated and how accurate or realistic the geological model is for the deposit. This contribution reviews the impact of two of the potential sources of error, ie sample recovery and quality. The first of these parameters is measured during logging and assaying, but is often forgotten during grade and tonnage estimation, and resource classification. Preliminary studies have shown that modelling of this parameter is a valid exercise, which should accompany the evaluation of grade and other economic parameters. The sample recovery factor for an ore block can then be used to reassess the confidence in the block. It could, for example, downgrade the status of a Measured Resource to an Indicated Resource even though standard methods might indicate that the higher classification is applicable. A method is proposed by which this recovery factor could be incorporated into current resource classifications producing a more sophisticated and comprehensive measure of sample quality. A review of the sources of error naturally leads to the assignment of scores to each stage of the evaluation process, depending on the methods used and assumptions made. Sample recovery is one important factor, which is likely to appear at several stages. These scores can then be weighted and combined in a manner resembling that used in the CSIR Rock Mass Classification. This score will then allow the resource estimate to be rated on a scale from 0 to 100 per cent to produce a Quality Control Index (QCI). However, this index must then be modified using an Evaluation Difficulty Index (EDI), which reflects the difficulty of a particular style of mineralisation to accurate resource estimation. This results in the production of a Resource Reliability Rating (RRR), which can then be linked to international classifications, such as the 1999 JORC; 2000 CIM; and 2001 EURO codes. This will permit a more precise definition of geological confidence levels or, combined with estimation error, produce a classification system in its own right. This same rating can also be used as the basis for technical audits of mineral projects.

As more and more mining operations around the world either switch to, or trial, electronic initiation systems, the breadth of knowledge and experience regarding their effective application has widened considerably.In South America, for example, there is a strong perception that in order to achieve the finest possible fragmentation, very short electronic delays must be used between successive holes within a row. Limited field studies involving measurement of fragmentation have been conducted to support that paradigm and there are few long term studies which have been strongly supported by measurements of productivity either in the pit, in the plant, or in the leaching pads.On the other hand, some well documented studies have been conducted in North America, showing not only the impact of delay timing on fragmentation but also the effect on semi-autogenous grinding (SAG) mill productivity over extended periods of in excess of 12 months. To date, those studies suggest that optimum timing is considerably longer than the times commonly used in South America.This paper explores the current knowledge of the effects of delay timing on issues ranging from size distribution to vibration impacts in pit walls, to vibration and overpressure impacts in surrounding communities. It also explores how fragmentation modelling can be adapted to reflect fragmentation trends that have been reported in various technical conferences around the world.

The association of specific plants and plant communities with soils developed over underlying superficial orebodies and mineralisation has been long recognised. It has given rise to the use of plant indicators for geobotanical exploration as a regular component of primary minerals reconnaissance where there is an undisturbed vegetation cover. That the chemical composition of indicator plants is a measure of their soil environment has further led to biogeochemical prospecting methods for minerals and its use in the mapping of underlying ore deposits. Where there is a strong surface expression of metal and metalloid anomalies, concentrations of potentially phytotoxic elements may reach a level at which they have strong selective impacts on plant populations. In such circumstances, natural selection has operated in the development of a unique flora composed of plant species and individuals with genetically-based tolerances to the stressed environment in which they continue to survive. These plants are called metallophytes. Metallophytes occur globally on all metalliferous sites, both in pristine undisturbed environments and in areas of mineral workings, ancient and modern. However, the best-developed primary metallophyte vegetation is found in the most ancient areas where there has been a long-term evolutionary impact of the underlying geology through ore weathering and dispersion of metals into the rhizosphere zone. Natural selection of metal-tolerant races of plants in these largely undisturbed areas can eventually lead to speciation and the development of an endemic regional metallophyte flora (Baker et al , 2010). Mineral wastes resulting from mining activities also allow colonisation by metal-tolerant individuals leading to the establishment of metallophyte communities. The distribution and extent of such communities is determined by regional and local factors relating to climate and substrate conditions and the availability of suitable plant resources on which natural selection can operate (Baker, 2009).The ability of metallophytes to tolerate extreme metal concentrations commends them as the optimal choice for ecological restoration of mineral wastes and metal-contaminated sites. Metallophytes have recently also spawned several novel phytotechnologies, including phytoremediation and phytomining (Chaney et al, 2000, 2005; Baker and Whiting, 2008). Action towards conserving the global metallophyte resource base is imperative because many species are under threat of extinction from new and extensive mining activities (Whiting et al, 2004). This has been identified as a priority in the Mining, Minerals and Sustainable Development (MMSD) Project of the Global Mining Initiative in 2002 but positive responses from the minerals industry have been slow. The last decade has, however, seen an ever-increasing interest in metal-tolerant and metal-accumulating plants, both from an academic standpoint and their use in revegetation and phytostabilisation (Tordoff et al, 2000; Baker and Whiting, 2008; Baker, 2009). Few studies have highlighted the need to conserve and develop these unique plants (Whiting et al , 2004). This presentation identifies future research needs for the conservation and exploitation of the global metallophyte biodiversity and its potential in sustainable mine closure. A project to develop the Zinclor electrowinning cell to industrial size is being conducted at Tecnicas Reunidas' Research and Development Centre with Spanish Ministry of Industry support. This project is the final development phase in zinc electrowinning from a chloride medium, the highest ZINCLOR technology development level prior to the industrial scale having already been reached. This paper covers the outcomes and conclusions corresponding to project Phases 1 and 2: Process Selection and Industrial Electrodes (1 m2) design and testing. The most important achievement reached is that there are presently available industrial cathodes and anodes for the Zinclor diaphragm cell giving an optimum response for zinc chloride electrowinning with unit power consumptions between 2.65 and 2.80 kWh/kg Zn, depending on the diaphragm type. Standard electrolysis conditions were: 65 g/L ZnC12, 3 g/L HCl, 160 g/L NaCl, 350 g/t Zn arabig gum as the addition agent, 36¦C, and 400 A/m2 current density. The selection of electrodes, diaphragms and organic additives for the industrial scale tests have been optimised. The complete electrowinning cell development, with electrodes having an active area of I m2, enables the evaluation of Zinclor Technology application for industrial processes.

"Most mineral processing plants have high water requirements for their operational activities. These plants often function in an environment where water is becoming increasingly scarce. An increase in population will result in an increased demand for water; potentially beyond the limits of supply and hence increased competition for the resource. In South Africa, Gauteng and the North West Province are likely to be first to experience a shortage of potable water.In order to avoid a water crisis, efforts must be made to ensure the effective management of water resources and the minimisation of wastage. Hydrometallurgical plants have a responsibility to society and the environment to operate in a sustainable manner - reducing their water requirements will certainly assist towards developing a sustainable footprint.This project improved site water management by: surveying the potable water and storm water systems with a view to assessing the current water accountability and determining methods to improve accountability determining the monthly and yearly water balance for the site and presenting it in the form of a water balance sheet drawing up an input-output and operational model in accordance with the Minerals Council of AustraliaÆs æWater Accounting Framework for the Minerals IndustryÆ calculating the water footprints of the refinery identifying ways in which water savings could be achieved recommending management systems for water usage monitoring.This work was conducted in South Africa. The induration furnace for iron ore pellets was originally designed to process concentrates with high contents of magnetite. To support the use of haematite concentrates, internal fuel was added to the pellets in the form of ground coke breeze or anthracite. To ensure that the addition of coke breeze was not excessive, the ‘heat of magnetite equivalent’ or heat of magnetite equivalent (HME) relationship was developed, guaranteeing that the fi ring temperature requirements remained the same. However, this oversimplifi es the different reaction paths of magnetite and carbon in iron ore pellets. At fi ring temperatures, gas diffusion controlled reactions such as the combustion of coke, the calcination of carbonates and the reduction and oxidation of iron oxides can all occur in different parts of the pellet simultaneously. The interaction of these reactions produces a range of atmospheres across the diameter of the pellet that vary from oxidising at the pellet shell to reducing at the pellet core. Mathematical modelling and pellet fi ring experiments to preheat temperatures before quenching have shown that a higher proportion of coke relative to magnetite slows down the oxidation process, irrespective of temperature. A higher temperature, however, results in an increase in the rate of haematite reduction in the pellet core and a more reducing atmosphere, which could lead to different sintering rates in different parts of the pellet and shrinkage cracks forming. To observe these gas-solid reaction rates at a larger scale, the COREM pot grate has been updated with an additional oxygen analyser. This, along with other improvements, will allow better optimisation of straight-grate firing cycles for different pellet compositions.

The National Economic Viewpoint? Any substantial project undertaken by private enterprise would normally be subjected to a Discounted Cash Flow analysis of its commercial viability, and would proceed only if the rate of return was judged satisfactory. A 'national viewpoint' analysis attempts to do the same but from the viewpoint of the community as a whole. The objective is to ensure that those projects are undertaken which yield the best return, economic and social, to the nation as a whole.

Brown coal in Victoria in spite of its substantial reserves is not utilized greatly because of its high moisture content(-65% w/w). Transportation and handling costs of raw brown coal, on an available energy basis are so expensive that 93% of production is burnt for electricity generation on or adjacent to the coal deposit in Victoria. With direct firing of moist brown coal in power stations, approximately 20% of the gross calorific value of the fuse is used to evaporate the water contained in the coal. This energy is lost as vapour with the flue gas which is vented to the atmosphere. Also there is a 25% increase in flue gas volume and the size and cost of most of the units through which it passes must be appropriately larger. Since there are large quantities of water present the flame temperature is significantly reduced. For zero excess air and no air pre-heating the theoretical flame temperatures are: 609'o wow moisture 1450¦C 40% ª ª ª 1790¦C ZOO ª ª ª 1990¦C As a result of this there is a reduction in radiant heat transfer leading to a requirement for a two fold increase in radiant tube area. A boiler of much greater size and cost is thus required to house the additional tubes. Figure 1 illustrates the relative sizes of a boiler fired with 60% moisture brown coal with a boiler or similar output fed with a British bituminous coal, 14% moisture.

Reconciliation is a powerful tool used by mining operations to compare the mass and grade of ore produced with what was estimated before mining. The primary objective of reconciliation is to verify that the estimated planned metal production is achieved during processing, allowing issues to be identified for which adjustments can be made throughout the mining value chain to improve recovery and maximise efficiency. Traditionally, the mine plan is based on estimated mine grades using sampled exploration drill hole or blasthole grades. Reconciliation discrepancies between the mine plan and mill are common due to such factors as insufficient or non-representative sampling, poorly conceived models, or unrecognised blast movement. MineSense Technologies Limited® (MTL) has developed an X-ray fluorescence (XRF) sensor-based ore classification system that is installed on mining equipment to provide real-time grade estimates of run-of-mine material at bucket, truck, or belt-scale. Bucket level grade estimates provide insights into grade variations at the mine face that were never before available. This data set eliminates some of the leading causes of reconciliation discrepancies and enables tracking of tonnages and grades from the mine face to the processing plant at bucket resolution with confidence. Bucket-by-bucket grades at the mine face enable dynamic optimisation of the mine plan to stabilise the mill feed grade through blending of mine and stockpile loads. Beyond stabilising feed grade, Mine to Mill reconciliation combined with the full XRF spectrum response can generate proxy relationships to ore characteristics like hardness and recovery. These properties can then be predicted at the mine face, enabling further optimisation of the downstream mill feed, not only for grade, but also for power and water consumption, reagent addition, and recovery. This paper presents the benefits of MTL technology for grade reconciliation and mill performance optimisation at a Cu Mine in BC (Canada).

The Coke Ovens Laboratory at Australian Iron & Steel, Port Kembla has been involved in the analysis of seam gases and mine airs for approximately twenty (20) years. This period has seen many developments and changes in the techniques used to the point when the current techniques are equal to other labora- tories involved in similar analyses. The laboratory has NATA registration for the analysis of mine airs and gases. Apart from routine testing of seam gases, ventilation airs and gases emmitted from coal bore cores a number of projects have been undertaken. These have served a twofold purpose, one to provide information to the customer, generally Collieries Research and Technology and secondly in developing the skills and capabilities of the Coke Ovens Laboratory. This paper discusses the development and services available at the Coke Ovens Laboratory for the analysis of gases and airs from collieries.

"The development of a predictive geometallurgical model is a multidisciplinary and iterative task that involves both discovery and integration aspects. In this paper, the authors discuss the concepts of geometallurgical modelling in terms of the underlying relationships that are used to connect geology, metallurgy and economic value, and how the early-stage preparation of a spatial geometallurgical model enhances project value and provides a sound basis for future studies and test work programs.Hot Chili’s (copper-gold-molybdenum) Productora Project, which is located in northern Chile, is a porphyry-copper style deposit that can be exploited using open pit mining and preparation of a saleable concentrate from fresh ore, as well as heap leaching, solvent extraction and electrowinning (SX-EW) extraction of copper from oxide ores. To enhance project value in the Productora prefeasibility study (PFS), Hot Chili developed a geometallurgical model that was used to predict the process responses of both sulfide and oxide ores. The Productora model incorporates test results from mineralogical, metallurgical and comminution testing, as well as other studies completed on a suite of samples collected from the many geological domains of the deposit.Using Bond Work Index and Abrasion Index proxies in the geometallurgical model, Hot Chili estimated the variability of sulfide ore throughput and comminution costs. Heap leach acid consumption in oxide ore was estimated from drill hole calcium concentrations. The model was then used in mine scheduling to identify high and low throughput or high and low acid ore zones so that the processing of these zones could be advanced or deferred to improve net present value (NPV). Additionally, the cost benefits of preparing an early-stage geometallurgy model were quantified through a comparison to a conventional model that was based on test work averages.CITATION:King, G S and Macdonald, J L, 2016. This paper describes how specific technical and regulatory issues related to water management have been dealt with at Anglo AmericanÆs Moranbah North mine. It compiles the collection of practices that have been implemented since 2010 in response to climatic and regulatory drivers. Operations must continually evolve as they face emerging challenges. For Moranbah North mine, one key challenge is the integration of its mine water system to that of its new neighbouring mine Grosvenor. The commitment to ongoing improvement has placed the mine in a good position to face this particular challenge.Water-related risks were identified then mitigated by technical practices, which have focused on improving underground water management, increasing storage capacity and installing a state-of-the-art control system for the management of water on-site and for releases of mine-affected water to the environment. These practices are supported by an extensive monitoring and audit system that provides confidence in the reporting of activities and outcomes. "This paper discusses the successful use of bituminous geomembranes (BGMs) in mining applications since their development in 1974. It explains and illustrates the structure of a BGM composite, which is a geomembrane manufactured by impregnating a polyester geotextile with a compound of bitumen, elastomer and filler. Examples of applications of BGMs in the mining industry are also presented in the following contexts.Storage of solid waste: storage of mining waste at mines in Canada heap leach pads in France, Peru, Chile and Turkey at the base of a mining waste landfill in Brazil capping of solid mining waste in Chile and Canada temporary capping of mining stockpiles in Australia (with possible reuse of the BGM for other works).Examples of the application of BGMs for the storage of liquid waste in mining containment reservoirs in Canada, Guatemala and Peru will also be given.For each example given, reasons are supplied that supported the choice of BGMs by the clients and consultants, drawn from the following advantages of the BGM:BGMs have excellent puncture strength, due to the internal polyester reinforcement, as well as excellent ultraviolet resistance. This often eliminates the need for a cushion geotextile or cover soil over the BGM.BGMs have a very long life expectancy, in excess of 300 years, in subsoil conditions (Breul et al, 2004).BGMs can be installed in very harsh climatic conditions. They are suitable for high wind environments as their heavy mass per square metre makes them resistant to wind uplift. The low coefficient of thermal expansion means that BGMs are suitable for installation in mines where very low or very high temperatures are expected. This reduces construction delays and allows for a quicker use of the mining facility.The fact that the BGM can be installed by the mine’s own workforce, after appropriate training from the BGM manufacturer, allows for a more flexible construction sequence on the mine.Ability of the BGM to connect to other materials such as concrete, steel, rock and other geomembranes that may be on the mine site.The technical advantages of a BGM enabled the engineering consultants to prepare solutions for their mining clients that had a lower environmental risk, had a faster completion schedule and were overall a cheaper option than with a polymeric geomembrane.CITATION:Breul, B and McIlwraith, R, 2015. Adaptive mineral processing has to rely on spatially predicted information on primary geometallurgical parameters, like phase composition, size and shape distributions of grains from various phases, portions of value elements in different grain types. Naively, one would predict these parameters geostatistically and select an optimal processing for the predicted structure. This is suboptimal, due to various kinds of non-linearities in the problem. First, some primary geometallurgical quantities themselves are measured in non-real scales, like compositional or stereologically distorted geometric information. Standard geostatistics has to be replaced by compositional and geometric geostatistics, involving complex transforms and restrictions. Further, only partial and uncertain information is available, introducing a stochastic character to the optimisation problem. Moreover, many response variables leading to costs, outcomes and eventual effects of later processing depend non-linearly on the primary geometallurgical parameters, which implies that the final monetary value is not estimated unbiasedly by kriging. Finally unbiased linear prediction (such as kriging) is not the best method of prediction for decision making. The conditional expectation of the monetary values is needed instead. The impact of these problems is explained in this paper, with simplified examples, and a first approach to a general solution is proposed. At the Century mine in North West Queensland, MMG produces lead and zinc concentrates. The current production rate is close to 500 000 t of zinc per annum. Graphite is the main gangue in the orebody and a substantial quantity of chemicals are used to achieve an acceptable depression of graphite and other gangue materials in the current operation. In the future, it is anticipated that the content of graphite in the orebody will increase while the zinc grade will gradually drop. This scenario illustrates the importance of an optimised suite of flotation chemicals to maximise concentrate grade and recovery. As an alternative to the current reagent suite where dextrin is used to depress graphite, laboratory test work and subsequent plant trials were conducted with alternative depressants. These depressants facilitated both graphite depression and elevated zinc grades in the rougher concentrate. As an added benefit, it was also observed that the silica content in the zinc concentrate was reduced in the presence of the biopolymer selected for the plant trials. Subsurface fires are a common threat to coal mining, as spontaneous combustion of coal can potentially result in gas combustion and explosion. Fire-proof techniques, such as grouting, foam, or colloid injection, are not in a position to function ideally, due to the limited coverage and stopping the extinguishment substance from reaching the fire location. Liquid nitrogen, as a kind of all-submerged fire prevention or extinguishing method, can rapidly extinguish fires, thus preventing gas explosion and minimising extinguishment time. Injecting liquid nitrogen through boreholes is an important way during the period of mine catastrophe. But liquid nitrogen is not effective enough in infusion; technical issues restrict the development and utilisation of liquid nitrogen fire prevention and extinguishing technology. Immediate infusion of liquid nitrogen is usually associated with ‘air slug’ (the balloons and bubbles in the pipeline which hinder the flow of low-temperature liquid), which blocks pipelines for liquid nitrogen injecting. Another issue is that the pipeline tends to be damaged due to freezing, which undermines the injecting efficiency of liquid nitrogen and its application result. In order to solve the problems of the low efficiency and some other related field issues in liquid nitrogen perfusion, the ground–underground high efficiency liquid nitrogen injection technology were developed. Implementation of liquid nitrogen infusion techniques in Chinese coalmines achieved the goals of fire prevention and air-cooling. The technique presented in this paper is efficient in absorbing heat, and consequently, displacing oxygen and combustible gases. Field tests at Rujigou and Yangchangwan Coalmine justified the efficiency of the technique. By using this technique, there was no waste left behind, which may impede the subsequent production. Carrapateena is a copper-gold sub level caving operation located in the Gawler Craton, South Australia. One of Australia’s largest undeveloped copper deposits, the project will be a 4.25 Mtpa underground operation, with an estimated mine life of 20 years (OZ Minerals, 2017). First concentrate production was achieved in December 2019, within the Iron Ore Copper Gold (IOCG) hematite breccia complex. The Carrapateena orebody is overlain by 500 m of barren sediments of the Stuart Shelf, which hosts two aquifers. The cover sequence is dominated by shales, quartzites and sandstones in order of thickness. The cover sequence presented challenges to the mine ventilation system as a result of highly variable rock strengths. On this basis, the site developed the first vent rise, Vent Rise 5 (VR5), earlier than required as a means to test the empirical stability assessment. Assessment for VR5 was completed in 2017, with the mine yet to develop through much of the cover sequence. Due to the geotechnical data available at the time, it was anticipated that break out would occur within the vent rise walls as a function of the low strength Woomera shales. VR5 was developed to 4.5 mᴓ in late 2018. The timing of the VR5 development enabled the site technical team to calibrate empirical stability factors for the assessment of future vent rises. At the time of writing, four additional vent rises have been successfully developed to a diameter of 5.5 m. No significant overbreak has been observed within any of the vent rises. This paper is intended for geotechnical practitioners designing large-diameter vent rises in geological environments similar to the Stuart Shelf where a similar approach to vent rise design may be warranted.
