In the course of the last twenty eight years the copper lodes of New Caledonia have been periodically worked or abandoned, until quite recently, probably attracted by the higher price of the metal, British capital has again been induced to embark upon the further development of several copper properties, which at present give reasonable promise of becoming regular producers. Owing to its proximity to Australia (only a three day's journey by mail steamer from Sydney) New Caledonia becomes of additional interest to Australian commerce in general, and it is to be hoped that the French Government may see their way before long to make the best of this natural position, to the mutual benefit of both countries concerned.Op till now all copper ores and concentrates which have been shipped from New Caledonia, were treated in Australian smelting works furthermore, Australian mine managers and miners have from time to time been connected with New Caledonian mining ventures, but, unfortunately, it must be said that nearly everyone of them returned to Australia thoroughly disgusted with his experience over there. Even to the casual observer, it is not so very difficult to find a proper explanation for these shortcomings in the peculiar economic conditions of the 'French colony, as many of the objections which have hitherto existed in connection with mining operations, were the direct consequences of a system of colonisation which could not possibly have been productive of better results.

The geographical region of South East Asia is variously defined, but generally agreed to include the Asean group - Philippines, Malaysia, Thailand, Singapore and Indonesia. Other regional countries, such as Vietnam, Laos, Burma, Kampuchea etc. are of course geographically part of the region, however in economic terms, they play a minor role. It is the Asean group that dominates present economic activity and provides the overwhelming opportunity for commercial development. My experience in South East Asia has been gleaned over 15 years of regular travel in the region. More recently, we have established company offices in Malaysia, Singapore and Indonesia to extend and deepen contacts with major customers. This progressive development is an integral part of a planned growth pattern and will be discussed in more detail shortly. South East Asia is a rapidly developing economic growth centre, a fact which is clearly recognised and accepted by most commentators. An important question is then to be asked: Why has the region been relatively neglected by Australian, U.S. and European industrial supply companies? I will attempt to address this question in the context of industrial minerals and propose some ideas as to how effective sales programs could be developed. Firstly, let's consider the market potential provided by countries within the region. It is reasonable to suggest that industrial growth in S.E. Asia over the past 20 years has been generally steady and in some cases, explosive. Until recently, this growth has predominantly been driven by development of internal (regional) demand. Population growth and rising living standards have ensured that basic industries have enjoyed a solid uptrend in sales and production. The industries which most benefitted from regional economic development over this period were, interestingly, those which we understand to be major users of industrial minerals - glass, ceramics, paper, surface coatings, cement, refractories, rubber and plastics. Each of these industrial sectors has been influenced by different growth stimulii over a 20 year period. Nevertheless, they also enjoy a common feature which ensured an above average performance. All sectors are fundamental to an environment enjoying rising living standards and rapid growth in general prosperity. More recently, internal growth factors have been overtaken by a recognition that manufactured products from the region are competitive in export markets. This comparatively recent development provides the most interesting possibilities for higher value industrial mineral raw materials. Let me explain: For 20 years, industrial growth in South Asia has essentially been focused on satisfying domestic demand. Finished quality of manufactured items was orientated to a developing market more interested in cost than aesthetics or long life. This was reflected in raw material specifications, which often did not exist and at the best were undemanding.

The 115-year history of the Hall-Heroult process for production of aluminium has been characterised by a sustained technology-driven improvement in costs and productivity. In the past decade the industry has effectively transferred best practice into older technology with improvements through computer control of the process, and redesign of cell linings using computer modelling . Incremental development is now at the point where diminishing returns will apply for further technical improvement effort however, until the gap between technical limits and current best practice is addressed through major process redesign. The process remains a long way short of its technical limits in energy consumption, carbon anode consumption, cell life and product purity. Investment cost in new capacity is very high, supporting the retention of older and less efficient technology and hence limiting the application of best practice in environmental performance and occupational health exposure. The industry is a major emitter of greenhouse gases yet the process has the potential to release oxygen as the primary waste. All of the above issues will be addressed in the new century, but only through commitment to the necessary long-term research and development that is required to achieve a redesign of the process.

This paper examines the importance of examining the relationship between biology and geochemistry when designing a biopile to treat alkaline soils impacted by petroleum hydrocarbons. At a site in Nevada a large, unlined pit was constructed in a loamy sand soil and filled at regular intervals with a mixture of jet fuel, lubricating oils and waste solvents which were set on fire by the local fire department for training purposes. During its period of operation numerous chemicals were also dumped into the pit for disposal purposes, including dichlorobenzene and various chloroethylenes. As a result of these activities a large groundwater contaminant plume was formed. As a part of the site remediation process a decision was made to perform a limited source removal and excavate the top three to four metres of contaminated soil from the burn pit and place it in an engineered biopile. The location of the training pit is in a heavily mineralised basin where the background sulphate level in groundwater exceeds 5000 ppm. Due to naturally occurring biodegradation of the petroleum hydrocarbons a large portion of the sulphate was converted to sulphide which deposited in the soils as marcasite in the anaerobic soils. The initial attempt at soil remediation was to use a forced air treatment scheme that had worked well in small scale laboratory testing. Unfortunately, when attempted in the field on a large scale, marcasite reacted with atmospheric oxygen resulting in internal biopile temperatures exceeding 90¦C resulting in the virtual sterilisation of the soils without remediation occurring. In order to solve this vexing problem Pintail Systems, Inc developed an anaerobic culture that allowed the pile to be operated under anaerobic conditions. Within three months the biopile successfully demonstrated on a large scale significant biodegradation of the refractory petroleum hydrocarbons.

"Copper-ammonia-thiosulfate?leaching of gold has been researched for several decades as a potential alternative to cyanidation. However, this technology has not yet been applied commercially due to many challenges such as complex solution chemistry, reagent degradation and losses, system instability with losses of precious metals and difficulties in gold recovery from the leachate. Progress has been made at CSIRO in tackling some of these challenges including:better understanding and control of the leach conditions to minimise reagent losses whilst maximising gold recovery use of strong base ion exchange resins to recover the gold strategies to deal with polythionates that adsorb competitively with gold on ion exchange resins development and evaluation of process flow sheets.As a result there has been increased interest from the gold industry and renewed activities to develop thiosulfate based processes for gold recovery. One application area, which has been developed to the point of piloting, is the treatment of gravity gold concentrates using a copper-ammonia-thiosulfate leach with ion exchange recovery of the gold thiosulfate. A technique for determining the recovery of attached particles across the froth phase in flotation that relies on measuring the rate at which bubble-particle aggregates enter the froth is used to investigate the selectivity of attached particles across the froth phase. Combining these measurements with those of other techniques for determining the froth recovery of attached particles provides an insight into the different subprocesses of particle rejection in the froth phase. The results of experiments conducted in a 3 m3 Outokumpu tank cell show that the detachment of particles from aggregates in the froth phase occurs largely at the pulp-froth interface. In particular it is shown that the pulp-froth interface selectively detaches particles from aggregates according to their physical attributes.

Iron ore sinter accounts for a large proportion of blast furnace ferrous burden in Chinese steel mills. Depleting high-grade iron ore resources and spreading complexity of iron ores in mineralogy and morphology have made it more difficult to utilise iron ores efficiently and economically. In this paper, the physical properties of iron ore particles were characterised using mechanical sieving, laser sizing and gas adsorption. From those measurements, two physical indices (fractal dimension of the particle size distribution and surface morphological factor) are defined as important variables for optimising the granulation performance of iron ores. The moisture capacity and the contact angle of iron ore particles with water were also measured to determine the strategy of water-feed in the granulation process. It can be concluded from the experimental results that an increase in the fractal dimension of the iron ore particles will lead to a better granulation performance, while an increase in moisture capacity with a range of 12.8 ~ 14.8 per cent would increase the optimum water content where the granule packed bed achieves its best permeability. Dr Eric Bumstead is to be commended for his recent paper on gold analysis, published in the March 1984 Proceedings. It is not often that someone in industry, rather than academia, takes the time to collect and report on such a volume of data, data which is of interest to everyone involved in gold exploration and development.After reading the paper I felt, as a geochemist and as ayer, that there was another side to this whole question of analysis that few people are aware of, i.e. the problem facing a laboratory and how the laboratory can try to give the customer maximum value for money spent.Analyses for gold are carried out for different reasons, depending on the aims of the geologist or metallurgist who presents the samples. These can broadly be separated into three classes, to answer the following questions.1. "Is there any gold in this sample?"2. "Approximately how much gold is there in this sample?"3. "How much gold is there in this sample?"In every case there is a different balance between accuracy and precision, cost and avoiding chemical problems. By "chemical problems", I mean such possibilities as samples containing high levels of sulphides, gold present as tellurides, cyanide being present, contamination with mercury, and other mineralogical oddities, plus problems such as samples containing grease.There is no such thing as one assay to cover all possibilities.Samples in category I come mostly from early stages of exploration.There are often large numbers of samples, their mineralogy is not well known and hence chemical problems could exist, but the explorer wants assays at a minimum level of precision and expects minimum cost. These characteristics do not easily come together, for although the precision required is low, the accuracy required is high at low levels. A small positive result when the true answer is nil could lead to a fruitless search and a waste of money. Conversely, a nil result, when the true answer is a small but significant level of gold, could lead to the passing over of an area that may warrant further work.Because there are conflicting requirements for this type of assay, the methods chosen must be a compromise and different assayers will balance these requirements differently and come to different conclusions. The methods cover sample preparation, assay sample size and variations in assay techniques.

The results presented here show quite definitely that in the system investigated the intensity of dispersion is enhanced by switching the flow entry from bottom to sides of the packed trough. Since there is no reason to suppose that this would not be true generally then it is not surprising that the blast furnace dispersion data of Standish and Polthier lie above the data for packed columns with bottom fluid entry. In fact, on the basis of the present results, blast furnace dispersion results can never equal standard packed column behaviour but must always be above these. The result that the intensity of dispersion in the trough model is higher closer to the side ports than away from them is at variance with that of Standish and Polthier blast furnace results. Aside from the obvious structural differences between these two systems, it is thought that the presence of raceways and the tortuous path of the gas flow in the furnace may provide an answer. Clearly this is an important difference in the behaviour of the two systems and further investigations designed to clarify the position would have significant practical value. This would also give an indication of how the furnace D/ud values may be decreased along the whole height - assuming of course that this result gives the best overall performance of the furnace. However, there is to date no knowledge whatsoever about this aspect of blast furnace Technology.

Uncertainty in prediction and modelling of geological (physical) ore continuity in geometrically complex ore deposits is a key risk factor in mining. Reducing geometric uncertainty of hard-boundary ore/waste contacts and related geological features improves the efficiency of local mineral resource estimation and reserve calculation, mine/stope planning, ore control and in-mine exploration. Detailed underground mapping of serial-level drives provides a continuous record of the characteristics and contact configuration of ore, as well as crucial ore-related geological features that are required to resolve geometrical variability when closely spaced drilling proves inadequate or is cost-prohibitive. The mapping-based approach described in this paper re-establishes the focus on the geology of the orebody by incorporating high-value, detailed geologic mine mapping information. Mapped ore-related configurations and relationships, recorded on a succession of faces or on a series of levels, provide the basis for 3D interpolation and extrapolation of the local geologic continuity of an orebody. Correlative points representing locations of key ore-related geologic features on each face or level are linked by 3D polylines or trajectories forming a coherent geometrical framework. The coherent progression of geometric changes mapped by these trajectories reveals the overall ‘dynamic’ of the geometrical framework, as well as the spatial tendencies of its geological constituents. Distinct sets of ore control trajectories are selected from within the framework and are used in the construction of alternative geological ore continuity models. As mining proceeds, alternative models are evaluated, and are then either refined or rejected. The geometrical framework is used to evaluate theoretical models and practical heuristics, focus exploration targeting and inform and guide all aspects of mine geology in active mines. This approach also lends itself to analysis of global ore continuity in the re-evaluation of mature or abandoned mines. Its use is particularly effective in geometrically complex orebodies such as the West Branch orebody and the orebodies of No 2 mine of the Balmat-Edwards-Pierrepont zinc district, which are used to illustrate the method. At Cominco's Zinc Refinery at Trail, British Columbia impurities are removed from zinc sulphate electrolyte by a two-stage purification process using zinc dust. Copper, cadmium and thallium are removed in the first stage whereas cobalt is removed in the second stage. Cobalt removal kinetics are affected by soluble antimony and copper additions to the electrolyte. This study was focused on the kinetics of cobalt removal by zinc powder cementation. Experimental variables included copper and antimony concentrations, pH and temperature. Common organic additives employed in zinc plants were studied to determine potential interactions with the cobalt removal process. Cementation products obtained from laboratory experiments and plant practice were studied using SEM. A number of significant results were obtained: 1. Copper and antimony ions were sustantially removed from solution during the early stages of the cementation reaction (within the first 15 minutes). Cobalt cementation kinetics are slow and follow a first order kinetic regime. 2. A drop in the cobalt removal rates can be correlated with a rise in the Eh of the slurry. 3. Ligninsulphonate, Percol 351 and animal glue at levels of 2 mg/L significantly impede cobalt cementation.

Tapira Mine (Tapira, MG, Brazil) is the largest phosphate ore and concentrate producer in Brazil. The mine is an open pit, which until recently operated with a large equipment fleet and now uses a smaller fleet operated by contractors. The annual production reaches 17 Mt of ore plus 14 Mt of waste at a stripping ratio of 0.82. Defining the geological boundaries and forecasting the annual production can be a difficult task if not performed on a reliable model. The geological model has been totally reviewed as well as the estimation process. Ordinary Kriging has been used to build the new block model with P2O5 and contaminant grades. After estimation, block model validation and classification criteria definition to assess resources and reserves, the result is given by the life-of-mine plan is defined after pit optimisation and design. The Lerchs-Grossmann algorithm implemented in the NPV Scheduler was used to define the long-term production targets based on the main parameters P2O5 and the contaminants that are just important to the beneficiation process.

QEMSCAN« technology is a widely accepted automated e-beam technique providing quantitative and statistically robust mineralogical data to the mining industry. It uses X-ray mapping combined with backscattered electron (BSE) brightness to identify minerals in almost any type of geological material (Gottlieb et al, 2000). Besides the modal mineralogy also the liberation, associations, average grain size and other textural information can be obtained. The aim of this study is to test reproducibility of this technique by setting up and running standard tests on different QEMSCAN« systems. Multiple sample blocks were prepared by our standard operating procedure as epoxy-mounted, carbon-coated, polished blocks. The replicates were measured under the same conditions and measurement parameter settings on different QEMSCAN« instruments. The relative standard deviation (RSD) for the set of measurements was calculated. Generally the reproducibility of the systems themselves was found to be excellent, ranging between 0.4 and 1.5 per cent RSD. The more significant change in the reproducibility was found to be caused potentially by the sample preparation and variation in the mineralogy of the replicates. The measurement parameter settings together with these variations can account for almost 15 per cent RSD for minerals of low abundance. For analysed samples good results for the main phases present in quantities higher than 2 - 5 wt per cent of the total mass of the sample were confirmed with RSD generally below six per cent. Following the experiments, the parameters having the biggest influence on the performance of the QEMSCAN« and its precision are discussed in detail. The importance of sample preparation procedures and measurement parameter settings is emphasised. It is shown that experience and excellence is necessary for getting the most from the automatic mineralogical methods like QEMSCAN«.

PT Nusa Halmahera Minerals (PT NHM) is an Indonesian joint venture company owned by Newcrest Mining Limited (75 per cent) and PT Aneka Tambang (Persero) (25 per cent). PT NHM operates two underground gold mines, Kencana and Toguraci at the Gosowong mine site in North Halmahera District, North Maluku Province, Indonesia.Due to several major stope overbreak events at Toguraci, the mining method and sequence was reviewed. The method was changed from a bottom up Avoca stoping approach using waste rock as fill material and leaving sill pillars, to a top down open stope method using paste fill without sill pillars.The revised mine plan originally had stoping progressing from the current level to the base of reserves followed by extraction of the sill pillars in the upper levels at the end of mine life. Geotechnical modelling was conducted on the revised mine plan and it was recommended that the sill pillars be taken early due to the risk of them overstressing and being difficult to recover if left until the end of mine life. The backfill material above the sill pillars is unconsolidated run-of-mine development waste rock or unconsolidated rock fill (URF).Due to earlier attempts to extract sill pillars under URF not being successful in the upper areas of the mine, it was stipulated that the URF above the five remaining pillars must be consolidated prior to stoping. Cost benefit analysis showed this to be justifiable due to the high-grade nature of the ore locked up in the pillars.Grout was initially planned to be injected in one pass through self-drilling anchors (SDA) in a 2.5 m pattern. Initial attempts to do this failed due to the SDA aperture and grout consistency. A modified method was employed using poly pipe installed into open holes that were drilled through the sill pillar and into the URF from below. Repeated application at each location ensured full grout consolidation. Drill holes were used to confirm grout thickness as well as add more grout. Design thickness was based on stress analysis.Despite different URF types being present due to varying quantities of fines, the process was similar for each area. The presence of paste in the URF of one target affected the quantity of grout it received.With a design thickness of 4–5 m of consolidation in the URF, depending on stope width and dip, each consolidated pillar (to date) maintained integrity during the stope operation. New ZealandÆs largest gold producersÆ OceanaGold Macraes Mine is characterised by a large tonnage and relatively low grade operation. To survive in diminishing real gold prices, the operation must focus on a culture of continuous improvement. This paper presents the outcome of a supplier sponsored continuous improvement project known as the Orica Advanced Mining Services project.   In March 2004 OceanaGold (then GRD Macraes) entered into an Advanced Mining Services (AMS) project with Orica Mining Services. The motivating factor behind OceanaGoldÆs need to improve bulk waste productivity and SAG mill throughput was the planned increase in production from five million to 5.4 million tonnes per annum. A stripping ratio of ten to one meant that optimisation of the drill, blast and production functions was paramount.   The primary focus of the project was to optimise the drill and blast parameters to suit the variable rock conditions throughout the mines main operating pit (Frasers Pit). Fragmentation of the ore for presentation at the SAG mill, and cost reduction on the mining of bulk waste movement, were the primary objectives. A number of additional initiatives complimenting the interface between drill, blast and ore production were also established. These included; +        reduced ore loss through delineation of ore boundaries to allow for blast movement; +        established blasting parameters for variable geological conditions, resulting in improved fragmentation; and +        improved asset utilisation by establishing a blasting regime that angled grade control holes to be used as blastholes in the stockworks area.   A year into the project, the philosophy of continuous improvement is now in-grained at the Macraes minesite. As the project continues, the focus is on the further refining of those procedures established, to ensure a continued focus on lower unit mining production costs.

One of the consequences of mining expansion in the Bowen Basin region of Central Queensland in Australia has been a substantial increase in demand for housing, with subsequent impacts on housing and rental markets. Those pressures are reduced to some extent by a proportion of the workforce choosing to live in other centres and commuting to workplace for block periods. The main factors influencing location choice are: housing availability and affordability, basic urban services and lifestyle of the town and the town physical attractiveness such as coastal town. Low costs housing provided by the mining company acts as an attracting factor for some miners to live in the mining town. Recommendations for three short-term and two long-term strategic policy guidelines to address housing situation and location issues are provided.

BHP Billiton Diamonds Inc (BHPB) has been mining kimberlite from several pipes at the Ekati Diamond MineTM located 300 km north of Yellowknife since 1997. Processing of kimberlite produces coarse kimberlite rejects (CKR, 0.5 to 8 mm) and fine tailings (less than 0.5 mm). The CKR are trucked to the Coarse Kimberlite Reject Storage Area (CKRSA) located within the drainage area of the tailings impoundment (Long Lake Containment Facility û LLCF). The coarse rejects are wet when dumped and are expected to freeze as a result of annual average site temperatures of about -10¦C. Seasonal thawing occurs along the exposed edges of the pile. Monitoring of the CKR indicates they have consistently low sulfur concentrations (0.4 per cent) accompanied by high acid neutralisation potentials (78 to 337 kg CaCO3/t). Carbonate concentrations vary from 0.9 per cent to 3.4 per cent. The CKR are therefore not potentially acid generating based on conventional laboratory testing. Monitoring of stagnant pools on the tundra downgradient of the CKRSA has shown that water originating from the pile resembles acid rock drainage (ARD). Water pHs can be less than 4, and sulfate concentrations are typically in the thousands of milligrams per litre. Conventional flowing toe seeps are pH neutral but also have elevated sulfate concentrations. Investigations conducted in the summer of 2002 revealed no evidence of in situ acid generation. Pore water chemistry is probably controlled by oxidation of fine-grained pyrite, neutralisation of acidity by calcium and magnesium carbonates and silicates, and freeze concentration of pore water. The acidity observed in tundra pools downgradient of the CKRSA appears to be a result of leaching and mobilisation of iron under reducing conditions at the CKR-soil contact. Downstream of the CKRSA, reduced iron oxidises and is hydrolysed on contact with the atmosphere causing pH depression. BHPB is applying the findings of this study by constructing facilities containing kimberlite on granite pads. These in turn are placed on frozen ground so that the foundations remain frozen and limits contact of wastes with the acidic soils.

Remote monitoring of geological situation at distant regions with complicated relief, including reliable detection of the rock falls and estimation of the scale of accidents, is of great importance for practical needs. In the paper, vibration data, caused by fall of sample objects and registered by cable sensors, are processed and analysed in order to construct some measure for the indirect evaluation of weight of fallen objects. Nonlinear models, which based on artificial neural networks (ANN), are proposed for the signal presentation. To improve and simplify the learning and classification abilities of the whole system, the aggregative learning method (ALM) is implemented. ALM features relatively low memory and computational resources needed for the procedure realisation, especially for data classification (recall) stage, in compare to conventional methods. The validity and efficiency of the proposed approach are tested through its application for rock fall detection and weight evaluation system using cable sensors and mobile communication network. Classification abilities of the proposed approach are shown useful for estimation of the fallen object weight. Characterised with high computational efficiency and simple decisionmaking procedure, the derived method can be useful for simple and reliable real-time monitoring system design.

The Resource Management Act 1991 has been amended on a number of separate occasions since its enactment in 1991, and has recently be subject to further amendment by way of the Resource Management Amendment Act 2005. The amendments as proposed in the Resource Management and Electricity Legislation Bill would have had revolutionary and far-reaching consequences. However, as finally enacted, the amendments are a greatly watered down version of what was initially proposed.   Nonetheless, the Resource Management Amendment Act 2005 has provided for a number of amendments that will impact on the minerals industry to varying degrees. This paper discusses in particular the changes and impact of the changes to the definition of æcontaminated landÆ, clarification with respect to the duty to consult, amendments to the provisions relating to National Environmental Standards, and to the council and Environment Court hearing process.

Impact-induced rock fragmentation is a mechanism that is commonly used for rock breakage in drilling and crushing. Additionally, rock fragmentation by blasting is frequently used in rock excavation operations. Experience shows that the presence of discontinuities can significantly influence the impact-induced damage and fragmentation of rock. Quantification of the response of jointed rock masses to impact loads is complicated by the fact that the available laboratory tests are mainly designed for aggregates or intact rocks. It can be argued that neither of these tests adequately represent a jointed rock mass. This paper presents the results of a series of numerical simulations used to investigate the influence of pre-existing discontinuities on the impact-induced fragmentation of rock masses. The methodology includes determination of the static and dynamic mechanical properties of a rock unit by conducting a series of laboratory tests on intact rock samples collected from a quarry in Canada. A 2D distinct element code, Particle Flow Code, was used to generate a bonded particle model in order to simulate both static mechanical properties (uniaxial compressive strength, elastic modulus, Poisson’s ratio and indirect tensile strength) and dynamic mechanical property (drop weight tensile strength) of the intact rock. The calibrated numerical model was then used to construct large-scale synthetic rock mass samples by incorporating discontinuity networks of different intensity into the bonded particle model. Finally, the impact-induced fragmentation inflicted by a rigid projectile particle on the jointed rock mass samples, simulated by a synthetic rock mass model, was determined.
