In the future, Illawarra Coal, the primary metallurgical coal producer in the southern coal fields of New South Wales, will face many unique challenges not found in other coal or minerals production areas. To manage these challenges and determine the best strategy for the business, Illawarra Coal has adopted a systematic strategic planning process, which starts from the broadest possible options analysis and culminates in a ægo-forwardÆ operating case that individual mine sites use as the basis for short-term planning. This paper will discuss two major topics. Firstly an overview of the Illawarra Coal and BHP Billiton strategic planning processes. This will demonstrate the range of variables and inputs that are required for the planning process, and the system which is followed to evaluate different alternatives for the extraction of the resource. Secondly, having discussed the primary external and internal factors that must be accounted for in the planning process, and the main issues affecting the viability and likelihood of each alternative, the paper will discuss the particular challenges that Illawarra Coal will face in the coming decades. These challenges include: market and price uncertainty; managing impact on surface features, infrastructure and environment; community interaction; transport and logistics constraints; unknown mining environments; lack of geological knowledge; limited surface access for new mining domains; changing attitudes to longwall mining in the Illawarra; ageing workforce; and cost and overhead management. The paper intends to discuss how these issues impact the business currently and how they are incorporated into Life of Asset plans and overall corporate strategy for Illawarra Coal.

THIS tunnel, which is an adit 7000 ft. long, was undertaken by the Mount Lyell Mining and Railway Company Limited to connect its treatment works with the North Lyell mine at depth, with a view to effecting economies in transport and drainage. The work was carried out at high pressure throughout from both ends, and although the ground in the mine end was intensely hard, good progress was made, and driving was completed in less than fifteen months.The Mount Lyell mining field is situated in the west of Tasmania, about 20 miles inland, the only means of access being the Mount Lyell Mining and Railway Company's 3 ft. 6 in. gauge railway which connects with the Government railway system of the State at Strahan, on Macquarie Harbour. The region is mountainous, and presents many difficulties to the road and railway engineer. The West Coast range running north and south in a succession of bold prominences, which rise up to 4000 ft. above sea-level, forms the backbone of the district, and on its foothills the Mount Lyell mines are situated. Quartz, adularia and clay minerals from low-sulfidation epithermal veins at Hishikari were analyzed for their oxygen and hydrogen stable isotope compositions to establish the source of paleohydrothermal waters. Positive correlation between Au-Ag and adularia: quartz ratio, the presence of quartz pseudomorphs of bladed calcite, and Au-bearing smectite and vermiculite is indicative, but not definitive, evidence for the control of boiling on ore mineralization. Oxygen isotope equilibrium temperatures between quartz and adularia are about 220¦C and average homogenization temperatures of fluid inclusions vary between 190 to 210¦C. The calculated d18OH2O and dDH2O values (from quartz, adularia and early smectite) are consistent with paleohydrothermal fluids that were a mixture of magmatic and meteoric waters, or alternatively, the values could derive from heated meteoric water which had undergone isotope exchange during circulation through basement rock. Overall, d18Oqtz values in veins increase toward the north, most likely reflecting palaeo-fluid flow (source).

The use of solid state detector and radioisotope x-ray source for x-ray fluorescence analysis is illustrated by analysis for iron, copper, zinc, tin, and lead in about 700 samples taken from Australian mineral process streams. Limits of detection based on counting statistics (3 standard deviations) range from 0·001 to 0·004 per cent by weight element. The analysis accuracy was usualIy between 2 to 10 per cent (rms) of the mean element concentration and was determined by comparison with assays supplied by mineral companies. In most cases the main cause of error appears to be due to this assay and not the x-ray fluorescence technique.Some potential fields of application of solid state detector and radioisotope x-ray source for analyses in the mineral industry are indicated.

The El Teniente mine produces more than 340 000 tonnes of fine copper per year from an industrial complex of underground mine, concentrator and smelter. Mass caving methods are employed to deliver approximately 95 000 tpd of ore to the mill, from a number of sectors underground, each sector being in effect a large-scale mine in its own right. This mining activity has faced challenges over the course of the last century such as:the capacity of the underground mine has been expanded to maintain and increase output of fine copper; the increasing size of the ore fragmentation forced to change the mining method to achieve the high productivity and profitability required in the business; and to modify the mining methods to continue mining at depth with safety. Fundamental activities in these mining methods, for the successful initiation of caving and subsequent draw, are:undercutting the base of the block or panel by blasting; and excavating of drawbells. The undercutting design evolves mainly on the height of the blasting to manage the change on ore fragmentation. The methodology move away from incorporating massive areas, typical of the block caving method, to a continuos blasting, typical of the panel caving method. Drawbell design changes on geometry, dimensions and sequence of excavation to deal with a corse ore fragmentation and the resolution of mining difficulties in the form of major rock bursts and collapses of production facilities. This paper focuses upon the evolution of the undercutting and drawbell design used at El Teniente mine and techniques under consideration to deal with future caving operations to provide the bulk of the daily production for the foreseeable future.

Long-term water management is typically ignored in mine closure planning. A review of 73 mine closure plans dating from 2007 to 2013 shows that, on average, relinquishment is proposed to be achieved in 11 years. A separate review of 57 mines in actual closure shows that only five have so far achieved relinquishment with an average closure period of 14 years after production cessation. The remaining 91 per cent of sites in closure have an average closure duration to date of 21 years - and still going.A common issue among those sites in closure is water management, with a further common issue being acid and metaliferous drainage (AMD). Of the closure plans that were reviewed only one site had allowance for long-term (>50 years) of water treatment. Of the sites in actual closure 25 per cent have reported that they expect such long-term water treatment, with many acknowledging that in perpetuity treatment is probable.Clearly there is a gap between what is being allowed in closure plans and the reality of closure. There are a number of factors leading to the optimism of the closure plans, including unrealistic assumptions, pressures to reduce closure cost provisions and the technical complexity of many AMD issues.Long-term water management is a reality that needs to be acknowledged and addressed. If lead buttons are cupelled under closely controlled conditions in a suitable design of furnace, silver losses during cupellation are given by a simple equation. The effect of copper on these silver losses has been studied and a "copper limit" for cupellation has been determined. Scorification and crucible fusion procedures for copper-bearing materials have been designed so that the lead buttons produced will not contain amounts of copper greater than this determined copper limit. Silver losses during these crucible fusion and scorification procedures are given by the distribution law, and can be calculated. Thus, silver can be determined in copper-bearing materials with a satisfactory degree of accuracy provided that the appropriate corrections for losses are applied to the weight of the silver prill produced.

To the layman or the casual in- vestor, the critical problems in the mining industry appear to rest on the questions of finding and developing an orebody. The high cost of finding a major orebody suggests that the search is the only matter of real concern. However, the resulting operations which hopefully will provide a profit- able return, depend very heavily on the quality of the servicing that the particular industry receives. Once the mining venture has been established with the necessary plant, equipment and infrastructure, the routine servicing becomes an important function of the operations.

The aim of this research is to develop a model through which the appropriate paste recipe parameters, for example solid content and cement content, can be derived given the stope specific requirements such as stope dimensions, required strength and curing time. A large number of samples and uniaxial compressive strength (UCS) tests were conducted at the Angas Zinc Mine (AZM) paste plant and testing facility. Samples were varied in tailings solids content, cement content and sand content. The results of this testing were modelled to determine the UCS relationship to each of the parameters. The output of this modelling was an easy-to-use program that outputs the design mixture given the stope dimensions and required stope backfill-curing time. This allowed flexibility within the mining schedule for curing times of cemented paste backfill stopes. The optimised schedule using the stope specific mix design, when compared to the standard 14-day curing time used previously, resulted in a smoother weekly mine production schedule. For the modelled 12-week period (one quarter) the 14-day curing time would result in an eight-day shutdown of the mill. The cost for each shutdown is in the order of $125 000/d. Due to the unique nature of each mine’s tailings, this exact outcome would not be directly applicable to another paste fill site. However, the process in this report could be followed for another site to achieve a system similar to the output of this project. The current moment experienced by the mineral industry is marked by a series of economic, social and environmental challenges. Among the main challenges, it is important to highlight the decreasing in ore grades with the gradual depletion of the existing deposits, the high volatility in international commodity prices and the operational inefficiencies in the mine, beneficiation, and metallurgical plants. In this context, mining companies are continuously looking for alternatives that minimize production costs and maximize overall production. In addition, recent tragedies involving tailings dam collapses in Brazil, reinforced the need for a more responsible, sustainable, and conscious mining, such as aiming the preservation and rehabilitation of the land environment. In this scenario, the Sensor-Based Sorting (SBS) technology is currently getting more space into the mining market. This separation technology aims the removal of gangue material in coarse particle size fractions, prior to comminution and concentration stages. As a consequence, the technology allows a smaller consumption of energy, water, chemical reagents and other inputs. Moreover, the sensor-based sorting is a dry processing technology and favors the reduction of fine material to be sent to the tailings. The aim of this paper is to provide information regarding the technical and economical evaluation of SBS technology applicability to a zinc silicate mining in Brazil. The project evaluation was performed in two stages: laboratory test work and the execution of a pilot plant. The execution of a pilot plant allowed the technology optimization, quantification of downstream process effects, such as a proper economic evaluation about the technology benefits. The history of mill liners has evolved over time and this paper tracks the changes and development of liner technology. It provides an overview of the primary types of liners, the design and the materials of construction. The design of a mill liner is driven by application, materials of construction, casting technology and handling issues. The choice of solid steel, grid liners, rubber or composites and magnetic liners is based on many factors.The methods used for monitoring wear and predicting eventual change out time are many and varied. The contribution of discrete element modeling (DEM) analysis in predicting wear profile is discussed.Mill trajectory and DEM software programs are used with great effect to predict the effect of lifter height, face angle, high low lifters or mill speed. In the field, trial and operational experience is used or improvements/design concepts at one operation are applied to another. Broken mill lifters, accentuated wear and other problems can be better understood using hardness testing, chemical analysis and photo micrograph analysis of pearlitic or martensitic structure along with fracture face observations. This forms a part of the typical root cause analysis. However given correct and sound liner and lifter, feed and discharge design media selection, and materials of construction, the majority of premature liner or bolting failure is normally attributed to incorrect operational methods such as excessive high ball to feed ratio, incorrect mill speed relating to lifter ball throw, incorrect media selection, "tramp" material entering the mill charge from upstream or recirculating process and understanding the specific mill operation in question.It is hoped that this paper will benefit mill operators who are faced with challenges of improving wear life and at the same time optimizing mill throughput and performance.CITATION:Connelly, D and Thompson, C, 2013. Banded iron-formation (BIF) and iron ores were measured using the CSIRO developed TIRHyLogger ™ to assess its ability to map quartz, carbonates and riebeckite. The TIR-HyLogger™ measures continuously spectral refl ectance data from diamond drill core or drill chips with a high spatial and spectral resolution. Samples from twelve BIF, bedded iron deposits (BID) and channel iron deposits (CID) have been analysed. The spectral data were processed with two different approaches. The first approach, focused on the identifi cation of the major minerals, was performed using principal component analysis (PCA). It identified four minerals (quartz, ankerite, riebeckite and goethite) and provided pure spectra called end-members. The second approach included a mineral diagnostic spectral feature extraction involving wavelength position, relative peak heights and relative depths of absorptions. Quartz has a diagnostic absorption at 8.625 µm and ankerite shows a refl ectance peak at 11.275 µm. In addition to the identified end-members, two carbonate populations (calcite and siderite) and two silica species (quartz and amorphous silica) were identified.

The Rio Tinto Iron Ore group currently estimates grade attributes for mineral resources using ordinary kriging (OK). OK produces a smoothed globally unbiased estimate, but does not capture local variability, which can have significant impact on mine planning and scheduling. The dimensions and the multivariate nature of iron ore deposits make point simulations of whole deposits impractical. With a direct block simulation method the size and speed limitations of point simulations can potentially be overcome, resulting in a viable method for capturing local variability and for providing risk measures into the mine plan and schedules. Some iron ore deposits are highly folded (post mineralisation) and require preprocessing using an unfolding algorithm to properly define the continuity parameters and directions of anisotropy before simulation can proceed. Block co-simulation proceeds in unfolded space and since mine planning require a block-model with regular block-sizes; a regular block-model is unfolded first. This paper discusses a block co-simulation approach that can be used to simulate the irregular blocks resulting from the unfolding process. A section of an iron ore deposit is used for testing the block co-simulation algorithm and the simulation results are compared against the Isatis direct block simulation method. Available blasthole data is also used to validate the behaviour of the block co-simulation algorithm.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. During induration of iron ore pellets produced from magnetite concentrates, there are many reactions occurring simultaneously. While the magnetite is being oxidised to hematite, carbonate fluxes are being calcined, leading to the formation of complex oxides. Calcination of fluxes and the formation of calcium and magnesium ferrites and silicates during the preheat stage can influence the magnetite oxidation process. As the calcination reaction proceeds quicker than oxidation at temperatures experienced during the preheat stage (700 - 1200¦C), the bulk flow of CO2 emanating from within the pellet should disrupt the diffusion of O2 to the magnetite reaction as the gas fluxes are similar in magnitude. This increases the time required for the oxidation of the pellet. Using an infrared rapid heating furnace, experiments were performed on heating individual magnetite green balls in an air atmosphere. These experiments showed that time played an important role in the extent of oxidation and calcination and temperature significantly influenced the initial evolution of high temperature phases such as magnesioferrite, calcium ferrites and calcium silicates. Understanding the kinetics of all these reactions for a particular pellet feed, and their interaction, is important for optimising the design of the induration furnace.

A brief history of the mineral sands industry is given from a radiation protection standpoint, with gamma radiation and inhalation of radioactive dust being identified as the main sources of radiation exposure of persons working in the plants. The principal sources of gamma radiation exposure are identified and the history of early bagging methods is discussed. The concept of ALARA is introduced and the impact of the "bulka bags" (and more effective monazite storage facilities) are detailed as illustrative examples of dose minimization, together with the requirements for the transport of monazite. The dose from radiation received from inhaled dust is dependent on a number of parameters of the dust, some of which are not well known. ICRP 30 (1978) makes recommendations relating to the intake of radionuclides by workers. These recommendations are discussed with respect to the inhalation of dust containing thorium. The possible pathways of radioactive material throughout the body are also described. The effect of having parameters that differ from ICRP 30 is discussed and suggestions are made relating to measurements that can be carried out to more accurately determine these parameters. Since in some instances the exposures to dust yield personal doses which may exceed the annual ICRP 30 based limits, it is necessary to define more accurately parameters of the dust so as to determine more accurately personal Doses.

Several years and millions of dollars later, the mining and extractive industries have now started to receive and implement industry based standards aimed at achieving better performance and output from the employee. IFAP in conjunction with the mining and quarrying industry has developed a range of training courses aimed at achieving the benefits that can be gleaned from application of these standards. The establishment of a career path and appropriate training packages for personnel involved in the handling and use of explosives provides industry with a training system that previously did not exist. The opportunity to receive quality training based on industry standards and aimed at achieving industry goals will now enable the industry to optimise itÆs explosives applications.
