For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

As the question of zino recovery from lead blast furnace slags has lately become such an important subject with lead metallurgists, the following description of some of the work carried out in this oonnection by the Sulphide Corporation, at CockleCreek, should prove of interest to those concerned. Early in the life of the works it was realised by the metallurgical staff that a very wide field for investigation lay before them. At the head of these was the late Mr. F. H. Evans, and it was due to his work and suggestions that the question has grown from a mere hypothesis to a commercial undertaking, in so far as these works are concerned. "The mine geologist’s role in classifying ore from waste during grade control represents a critical link in the mining value chain. Any improvement in the ore/waste selection success rate (thus reduction in misclassification) which can be delivered by the mine geologist represents a value proposition. Improvement achieved without additional operating cost (for example extra drilling and sampling) will directly and immediately add value to the mining operation and therefore clearly must be pursued. Such improvement may be leveraged from existing resource drilling data which are typically less numerous but better quality than the grade control data. They are usually excluded from grade control estimates (termed the ‘base case’ approach here) because of the differences in quality.Various specialised geostatistical tools are available to account for differences in precision and accuracy between data sources during spatial estimation. This paper uses a conditional simulation (CS) case study to assess the benefit of integrating resource data into grade control estimates through ordinary kriging (OK) of pooled data sets, cokriging (CK), and ordinary kriging with variance of measurement error (OKVME) when the grade control data are:unbiased but increasingly imprecisebiased and increasingly imprecise. The premise assumed is that the resource data are unbiased and precise.The paper demonstrates that, if appropriately handled, resource data may be used to improve grade control estimates and thus improve ore/waste selection success without additional operating cost. Where grade control data are imprecise but unbiased it is recommended to integrate resource data using OKVME. This re-appropriates kriging weights from less precise to more precise data locations and improves the grade control estimation precision compared to the base case; it consequently provides an improvement in the grade control selection success rate. If grade control data are associated with significant bias, integration through CK is recommended as the biased data are zero sum weighted. CK consequently provides an unbiased estimate with some improvement in estimation precision compared to the base case and consequently improvement in the ore/waste selection success rate.CITATION:Cornah, A J, 2014. This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

The dissolution of gold in cyanide has been studied, using both chemical and electrochemical techniques. The electro-chemical studies have confirmed that gold may become passive in cyanide solution if its potential becomes more positive than -O· 5 V v. saturated calomel electrode (S.C.E.). The results of the conventional solution rate tests suggest that, although the solution rate is controlled by the rate of diffusion of oxygen at low oxygen and agitation levels, when these are increased the gold may become passive and its solution rate approach a steady value, or even decrease with increasing oxygen level. The passivity of gold has been shown to be of importance in the solution of small spheres of this metal, and in the extraction of gold from a calcined auriferous pyrite concentrate.INTRODUCTIONAlthough it has been appreciated for many years (McLaurin, 1893, 1895) that dissolved oxygen is a necessary adjunct to the solution of gold by the cyanide process, attempts to quantitatively assess its effect have led to conflicting results. For example, Barsky, Swainson, and Hedley (1934) reported that an increase in oxygen concentration improved the solution rate, but Beyers (1936) claimed that such an increase would reduce the rate at which the gold dissolved.By using an electrochemical approach Kudryk and Kellogg (1954) showed that the diffusion rate of either the cyanide or the oxygen was a controlling factor, and that, if the mole ratio of cyanide to oxygen concentration was greater than 10, the solution rate was proportional to oxygen concentration.These results, although they represent some of the most careful work available, were in direct contradiction to the findings of Mills (1951), who found that gold may become passive in cyanide solution, with a resultant decrease in solution rate.

Phosphorous is typically present in iron ore either in the mineral apatite, Ca5(PO4)3OH, or associated with the goethitic fraction of the ore. In this paper, we present results that show that phosphorous associated with the goethitic fraction can be removed with a heating pretreatment around 300 176;C for 1 h, followed by a caustic leach with 1 - 5 M NaOH, or a leach with sulfuric acid at pH 0.5. The heating pretreatment is considered to dehydroxylate the goethite to form a haematite intermediate phase, ‘protohaematite’, that reacts during the leach making the phosphorous accessible to the leachant. In the acid leach, ten to 15 per cent of the sample was dissolved to obtain a leach product with 0.08 per cent P. In the caustic leach, as no weight loss occurs, it is proposed that iron species associated with the protohaematite have either not dissolved or have reprecipitated at the high pH values of the leach.For an ore containing apatite as the source of phosphorous, a leach with sulfuric acid dissolved the apatite, lowering the phosphorous levels in the sample. The sample treated contained carbonate minerals (including siderite) that also reacted with the acid, and in practice a balance between the dissolution of the apatite and the carbonate minerals may be needed to minimise acid consumption.

The blast furnace cohesive zone has a profound impact on hot metal productivity and quality, fuel consumption, operational stability and the lining life of the blast furnace. The high temperature properties of ferrous burden materials determine the configuration and location of the cohesive zone and have therefore attracted particular attention. While numerous standard testing methods are in use to assess the quality of ferrous burden materials for the blast furnace, these simple tests are generally conducted under fixed conditions, which often represent the extreme situations encountered by the burden materials in the blast furnace. Furthermore, none of these simple tests provides information on the high temperature properties of the burden materials, such as their softening and melting properties. CSIRO is equipped with a fully computerised testing facility to characterise the high temperature properties of ferrous burden materials under realistic conditions similar to those encountered in the blast furnace. This paper will first review the CSIRO softening and melting test method and then discuss the softening and melting properties of a variety of blast furnace burden materials, including sinter, pellets and lump ore, and their implications for blast furnace operation.

RISKGATE, an Australian Coal Association Research Program-funded (ACARP) initiative, has been designed to assist the Australian coal mining industry in improving minimum standards for safety performance, efficiency, operating practice and training. The online system is innovative in that it is built upon a foundation of industry expert knowledge gathered through action research workshops, which is further supported by a broad array of industry, academic and technical resources. In operation, RISKGATE offers a continuum for knowledge transfer and communication of current practice in risk identification, assessment and management in the coal mining industry. The primary mission of RISKGATE is to focus industry attention on prioritising control management as a way to achieve acceptable risk.A Coal Mine Tailings Dam Module has recently been added to the RISKGATE suite. The key risk, or initiating event, associated with coalmine tailings dams is catastrophic failure of the dam, leading to the release of tailings and water. This can occur due to geotechnical instability of the dam itself or of its foundation, overtopping and erosion of the dam, and piping failure of the dam itself or of its foundation. Coalmine tailings dams are also prone to seepage into the foundation and through the dam, particularly during operation when large volumes of water are discharged with the tailings. The most significant risk associated with seepage is the release of potentially contaminated water to the environment. Contamination can take the form of elevated salinity, acidity and dissolved metals. Run-off from coalmine tailings can cause erosion and can also potentially contain contaminants. Desiccation of the tailings surface can result in dust generation and dispersion.The paper presents the background and context of the RISKGATE project, the need for the addition of the RISKGATE Coal Mine Tailings Dam Module, and a description of the developed module, including the five initiating events considered, their causes and associated preventive controls, and their consequences and associated mitigating controls. Over the years, predictive techniques for Acid Mine Drainage (AMD) and the natural processes affecting acid generation have received considerable attention. Less emphasis has been placed on the sampling strategy and the integration of testwork results with the geological data base. The sampling strategy employed and the development of a geological model to determine the spatial distribution and volume of acid producing material are often crucial for developing cost-effective containment and mitigation measures. The geological model provides a link between the occurrence, timing, destination and placement of mined waste rock. Careful and accurate interrogation of a comprehensive geological database provides this linkage. The AMD testwork program at Cadia in NSW has been designed to identify the temporal selective handling requirements that will be required during operation. Sampling involved collection of representative combinations of all waste rock types identified within an extensive geological database. These samples were subjected to static, kinetic and accelerated weathering predictive tests. Preliminary results have been used to construct a waste block model for the deposit that identifies the quantity and distribution of acid producing material. Integration of the block model with the mine scheduling determines when the material will be mined.

Fortescue Metals Group (FMG) fines from Western Australia is a hematite and limonite mix characterised by high crystal water content. Due to its higher supply capacity and lower prices, the Wuhan Iron and Steel Corporation (Group) intended to use more FMG fines in the sinter mix. It is understood that sinter quality is closely related to its microstructure featured by the hardness and brittleness of different mineral phases, the content of micro pores, and trans-cracks. In order to maintain sinter qualities such as tumble index, reducibility and so on at higher FMG fines blend ratios, a research project was initiated to study the effects of the FMG fines blending ratio on sinter microstructure. Research results showed that at higher FMG fines ratios, the hardness of hematite and magnetite were both decreased while the hardness of calcium ferrite showed a tendency to decrease. The number of cracks that were generated during Vickers hardness measurement in various mineral phases decreased, but their length was shortened, and the variation of crack lengths increased. The contents of hematite and magnetite were also reduced and the reduction of magnetite was clearer. Also the content of calcium ferrite and pores rose and the magnitude of the increase of pores was greater. Among all the mineral phases in sinter cakes, the Vickers hardness of hematite was highest within the range of 879 N/mm2 ~ 942 N/mm2, and therefore the decrease of its content in sinter and the enhancement of its brittleness, ie the number of cracks increased, were harmful to sinter strength. Gladstone Hill, a volcanic-hosted low-sulfidation epithermal prospect in the Coromandel Peninsula, is less than 1 km from the world-class Martha Hill Au-Ag deposit. Gold-silver-bearing quartz veins occur in Late Miocene andesitic volcanic rocks of the Waipupu Formation that are extensively altered. The occurrence, spatial distribution and temporal relationships of hydrothermal minerals have been determined along two cross sections that transect the Amaranth, Gladstone, Cowshed and Moonlight veins. Quartz and pyrite are ubiquitous along these sections. Adularia and chlorite are widespread, but both are scarce in wall rocks adjacent to the Moonlight and Cowshed veins. By contrast, rare hydrothermal albite and epidote are restricted to wall rocks surrounding the Amaranth vein. Illite, which replaces adularia, is widespread and grades laterally eastwards into a zone of interstratified illite-smectite that envelops the Moonlight and Cowshed veins. During late-stage hydrothermal activity, rare calcite formed at depth and uncommon kaolinite and alunite formed at shallow levels. The overall clay mineral zonation with illite grading eastward into interstratified illite-smectite reflects paleothermal gradients of >220¦C to -170¦C towards the margin. The alteration assemblage of quartz, adularia, chlorite, albite, epidote, illite, interstratified illite-smectite and pyrite reflects formation from a near-neutral to weakly alkaline pH chloride water that contained low concentrations of CO2, Late calcite formed from very local descending steam-heated CO2rich water, whereas the rare assemblage of kaolinite and alunite formed from shallow steam-heated acid-sulfate water. Analysis of the available data indicates that the Martha Hill deposit and the Gladstone Hill area formed within a single large geothermal system. We infer that the Martha Hill deposit formed in the main upflow zone, whereas the Gladstone Hill area may have formed adjacent to this upflow zone.

With traditional grade control processes, geological models are created by geologists at the completion of the data collection stage and wireframe construction is closed off at a set date to allow for time to complete the estimation process. Any issues identified at earlier stages or the addition of new data requires the estimation process to be started again. Alternative interpretations are explored only if time allows and often in a limited fashion. An alternative workflow has been developed at the Waihi Underground Gold Mine utilising Leapfrog Edge and Seequent Central. Geological and grade control models are created, dynamically linked, and saved as separate branches. A project geologist is able to work on the grade control model and a mine geologist on the geological model simultaneously. This allows for a non-linear modelling workflow with continual review and feedback. The introduction of new data can occur right up to the model due date, with data collection, validation, alternate interpretation, and review happening incrementally. Models are categorised and stored in Seequent Central according to project status. An approved version of the geological model and grade control estimate are uploaded at the time of release and transparently capture all data used at a point in time, as well as the review process. Dynamically updating models for grade control has reduced turnaround time while increasing accuracy and quality. Estimates of individual domains are vastly improved from being able to rapidly evaluate the effects of model parameter changes in real time and 3D. Development and stope design directly benefit from these streamlined processes, with higher quality, timely production occurring as a result.

The necessity for agreed project outcomes, which are in accordance with client needs, and the subsequent requirement for a unique approach to managing project implementation is discussed. Reasons for appointing a separate project team to manage a project are established. The selection of a project manager, based on the services they can provide and on their characteristics, skills and management style, is discussed. The consequences of selecting the wrong project manager are explored. A broad overview of the requirements for the project team is provided. Criteria for the selection of team members, and the role played by the project manager in this selection, are discussed. The levers that drive `on-time and on-budget' projects are discussed in terms of the project's vision, goals, controls, and incentives.

The pressure of low commodity prices forced the design process for the second lift of Northparkes E26 Mine to adopt a continuous improvement philosophy. The emphasis was to minimise capital expenditure while still maintaining the excellent low operating costs achieved on Lift 1. Although the first block cave lift at Northparkes is the most productive underground mine in the world and is held up as a benchmark for the use of technology in mining, areas for improvement were identified. Every area was critically assessed and investigated for the possible application of new techniques and technologies. Key learnings from the construction and production phases of Lift 1 were captured, documented and used as the starting point for the Lift 2 design. This paper shows how and why the design parameters initially used onLift 1 were changed to become the current E26 Lift 2 developmentproposal. The main differences between the two block caves arehighlighted. Although the title of this paper permits a very broad scope for discussion, I propose to deal mainly with those aspects of design part- icularly related to rook filling, the'theme of this conference. The unique suitability of belt conveyors for the continuous economical delivery of materials into or out of underground workings, is well established and needs no elaboration. The facility with which conveyor units, comprised of modern modular components, can be adjusted to lengthen or shorten, their ability to be readily repositioned to suit the develop- ment of a work pattern and their virtues as low noise, reliable transport media, are already accepted by all who are involved with the mining industry.

Flue gases from electrical power station boilers, roasting, metallurgical and chemical plants could be treated by flotation using conventional flotation machines. The flue gases are introduced into the pulp instead of the air. The flotation media is a suspension of Ca(OH)2 or CaCO3 or a solution of NH4OH etc containing Na oleate as collector and frother. The SO2 and dust content of the initial flue gases were experimentally reduced by 100 to 1000 times in one flotation operation. The velocity of the flue gases through flotation machines could reach approximatively 0.4 to 0.5 m/s and more against 1.5 m/s reached in scrubber absorbers used for this purpose, but the quality of purification is expected to be better for flotation, which is essential for the cases of heavy polluted metallurgical and chemical flue gases. For some chemical plants the flue gases flotation media may be different and more suitable as compared to the above mentioned media. The proposed flotation method could be used for separation of dry grinded ores in the form of aerosols, with a realisation of flotation from a closed space (gas bubble in the pulp) onto the interface liquid-air where the particles are attached inside the bubbles.

Stawell Gold Mines operates the Magdala underground mine in western Victoria, Australia. Several orebodies are extracted by longhole open stoping at a depth of 900 m below the town of Stawell. Some stopes are backfilled with cemented slurry rock fill (CSRF) to ensure stability, increase recovery of ore reserves, minimise dilution of ore grades, and add value to the project. StawellÆs simple CSRF system is described, including the novel equipment used to minimise capital costs. Design criteria, operating procedures, monitoring systems and results are discussed in detail. Practical aspects are considered, including lessons learnt about barricades, overbreak and segregation. The economics of CSRF are discussed, including capital costs, operating costs and the total cost per ounce of gold poured. Options for mining with and without CSRF are compared in terms of return on investment and net cash flows. Examples demonstrate the method used to calculate æbreak-evenÆ stope ore grades which determine whether or not CSRF will add value in different circumstances.

The approach of using the Coward Triangle for the analysis of flammable mine gas mixtures has been examined for its application, to the flammability of coal dust/gas/air mixtures. Explosible lean limit and rich limit concentration data for dust/methane/air mixtures are examined and illustrated using co-ordinate geometry. It is concluded that a three-dimensional envelope representing hybrid explosible mixtures can be drawn. The dimensions of this explosive zone will vary with the characteristics of the coal dust and the gaseous composition of the mine atmosphere. Further research is needed to establish these dimensions for important mined seams.

The Lanfranchi Nickel mine is located approximately 48 km south of Kambalda in Western Australia. Mining first commenced in the mid-1970s under the previous owner, Western Mining Corporation Ltd. After two years on care and maintenance, Panoramic Resources (previously known as Sally Malay Mining Ltd) purchased the operation in November 2004. The site currently produces approximately 10?000 tonnes of nickel metal annually from approximately 430?000 tonnes of ore. The Ore is mined from four main orebodies; Deacon, Helmut South, Lanfranchi and Schmitz. The Helmut South orebody is situated approximately 790 m below surface and extends to a resource depth of 940 m. Horizontal thickness of the orebody ranges from 10 m to 45 m in width, with the average being 30 m. Previous mining at the Lanfranchi operations specifically the Helmut orebody, had a history of seismic activity. When Panoramic Resources acquired the operation it was decided that seismicity was going to be an issue and therefore a mining method needed to be selected that could effectively manage this potential risk. The dip of the orebody is quite shallow at 45º, with a 30º plunge to the south . The hanging-wall comprises of very weak ultramafics. Due to these factors the orebody posed several mining challenges. To safely and effectively mine the Helmut South orebody in the Lanfranchi Nickel mine, underhand cut and fill mining was selected as the most appropriate mining method. Paste fill comprising of cemented gold tailings was the backfill of choice. This paper is intended to convey some of the key learnings from the use of a mining method that has not been commonly practiced in Australia.
