The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

The application of high technology to monitor and control fire life safety, critical functionality in tunnels and underground spaces generally has progressed at an ever accelerating rate over the past decade. Today these systems comprise some of the most complex and little understood aspects of the tunnel/underground facility construction industry, with this area being perceived as high risk comprising impenetrably complex ‘black box’ technology covered in blinking LEDs. This paper will seek to explode some urban myths and common misconceptions associated with such systems, providing its intended audience with a review of what all this technology comprises and where the real risks lie in its delivery lie.The author contends (and looks to support such contention via this paper) that by applying baseline project and risk management processes to the procurement of this widely misunderstood black box technology, the quality of the final outcome can be much improved, driving innovation, reducing both cost and significantly mitigating delivery risk.CITATION:Taylor, G M, 2014. Problems caused by water discharge from surface mine ventilation shafts can be significant and are usually unforseen. The discharged water is often hyper-saline or acidic and can cause environmental degradation over a wide radius. It can also lead to recurring power pole fires and primary fan breakdowns. A range of solutions to the water discharge problem has been implemented in many Australian mines. In most cases the solutions have been ad hoc, with the overall cost and effectiveness varying tremendously. This paper reviews and contrasts the practicality and effectiveness of the various available remedial options.

QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

Flyrock produced by blasts in surface mining and quarrying is a major hazard that can result in serious injuries or property damage. This paper presents a fully integrated and automated approach for reviewing blast outcomes from a wide variety of rock blasting environments from the perspective of flyrock safety associated with blasthole collar ejections. The process is applied at a corporate level for an explosives service provider handling up to 100 blasts per day from mines, quarries and construction sites throughout the US.Flyrock risk minimisation has inspired research and the associated development of a reliable flyrock model to estimate flyrock ejection velocities and the resulting maximum projection distances of fragments. In spite of significant achievements in this area, flyrock incidents continue to occur, mostly due to implementation mistakes. An efficient preventive measure is continuous blasting process improvement that relies on on-site video recording, storage, automatic analysis and classification of the recorded blasts followed by the automatic generation of reports.In this paper, a novel blasting video analysis system that is capable of processing a large quantity of video records is presented. Blast analysis and parameter measurement are fully automated and are carried out using videos recorded with a conventional consumer camera. The blast video recording process does not require the use of surface markers, range poles or objects of a predefined size for scaling purposes.Although automatic video analysis is commonly used in many application areas, such as video surveillance, traffic monitoring and robotics, the algorithms that have been developed to recognise and track solid objects with well-defined shapes, textures and colours are not efficient at dealing with blasts, which, by their nature, have dynamically changing parameters. Moreover, very strong camera vibration caused by blasts that cannot be totally compensated by camera image stabilisers may cause conventional computer vision algorithms to fail.This paper presents novel computer vision methods developed for automatic tracking of the trajectory from a blast ejection point to the highest point reached by blast particles and the ejection velocity. The system also uses colour and motion analysis to detect the emission of toxic fumes during a blast. The solution is vibration tolerant and can differentiate foreground and background data, even in the presence of camera vibration. Net present value (NPV) has been the main criterion in mining project evaluation and production plan optimisation. It is a common practice in NPV calculations to take into account only the tangible cost items in the corporate accounting system. The costs incurred due to damage to the local ecosystem and environment are left out and treated as externalities. Such practice on the one hand underestimates the total cost of a mining operation and, on the other hand, ignores the difference in ecological/environmental impacts between different mine plan alternatives. This paper attempts to measure the ecological costs of mining and to incorporate such costs into the evaluation scheme in mining project evaluation and mine planning. The ecological costs of mining are estimated based on the areas and types of land (eg forest land, grazing land, crop land) damaged by mining activities and the carbon emission from fossil fuel consumption. For the land areas (and their associated ecosystems) directly damaged by mining activities, the ecological costs are measured by the prevention and restoration costs, the lost values of eco-services of the damaged land, including bio-product production, soil erosion control, water run-off control, oxygen release, air pollutant absorption and formation of soil nutrients. The ecological cost of carbon emission from the energy consumption of a mining operation is measured by the cost of cultivating the equivalent forest land required to uptake the emitted carbon. A case study on a large-scale open pit mining project is presented to demonstrate the influence of ecological costs on the mine planning outcome.

A sampling and measurement program was undertaken on the reaction shaft of the Olympic Dam copper flash smelting furnace. The object of the work was to provide information to validate a mathematical model of the burner and reaction shaft. Samples and measurements were undertaken through the burner inspection ports and the South East (SE) shaft sampling port about half way down the reaction shaft. Samples were collected to enable the calculation of particle loading of shaft gases, or sizing and chemical analysis of the partly-combusted feed, and the preparation of polished sections. Measurements were made of the temperature and sulfur dioxide content of the atmosphere, as well as plume velocity.To implement the program it was necessary to design and construct the following specialised items of equipment. For use at the burner inspection ports: a cup sampler for obtaining samples below the burners (temperature, solids loading and samples for characterisation).For use at the SE shaft sampling port and also at the settler level: trough sampler (plume definition and samples), isokinetic sampler (used as a velocity probe in this work), temperature probe (temperature traverses across the shaft), and sulfur dioxide probe (SO2 measurements across the shaft).The design of the sampling and measuring equipment is described, and examples are cited of the types of information obtained. The problems arising from working in a hot environment with molten or sticky particles are discussed.

Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012. Under platform exhaust (UPE) systems are often designed into metro stations as a means of removing heat generated by trains as they come to a halt in the platform. These systems are designed to extract heat from the brakes and brake resistors directly at the source in order to capture as much heat as possible before it can enter the public areas of the station, or contribute to the temperature build-up in the tunnels. Due to space requirements for the associated duct and air handling units, the UPE plays a significant role in the geometric design of the platform and station as a whole.In recent years questions have arisen as to the effectiveness of UPE systems. However, very little data is available for designers to use when making important decisions on the station designs for new metro systems. This is important as significant savings could be achieved by omitting or re-designing these systems for new build stations; not only due to the capital costs of space provision for the duct itself but also due to the associated operation and maintenance cost of the UPE system.This paper will present recent measurements of the UPE system of the Copenhagen metro together with one-dimensional (1D) simulations, looking at typical dispersion of heat into the station plenum box and air exchange through draught relief shafts as the train enters the station in order to evaluate the effectiveness of the UPE system. The aim of this paper is to disseminate the results of measurements and analysis to increase awareness of the issue and to provide discussion relevant to designers in their evaluation of heat removal systems in new build station designs.

As the title indicates the central themes discussed in this contribution are sustainable development, information systems, and extractive industry. More specifically, the objective is to present a prototype for the systematic generation of extractive industry (henceforth: EI) û specific sustainability information. The paper begins with the authorÆs viewpoints on the core notions of sustainability, and development, as well as their relationship to information. These set the stage for the introduction of the information system (IS), as well as the follow-up sustainability information system (SIS) extractive industry sustainability information system (EISIS) concepts and related discussions. The paper continues with a second part, in which, efforts to research and develop an EISIS prototype are described. First, the team is presented. Second, the systemÆs aim and target groups are briefly discussed. After, an articulated overarching EISIS conceptual model emphasising capital accumulation, and service flow concepts û is presented. This is followed by a detailed description of the assembled prototype with a focus on data and information generation. The formulation of data generation, storage and transmission processes, as well as its use in sustainability interpretation rules and their embedment in the conceptual model is made with respect to monetised stock and flow parameters, measured in the appropriate dimensions. In the third part, the author presents and discusses the results of a first round of prototype experimental development in three major EI firms. First, the system observation, and data analysis protocols are described. Second, a review of protocol implementation, and respective results, is made. Finally, the overall performance of the proposed prototype, and development process issues are discussed, before suggesting areas for improvement and future research. The paper ends with a conclusion in which the author provides a retrospective balance of the æknowledge creation projectÆ, as well as a prospective outlook for research in this field; before acknowledgements are made and references provided.

Raise boring is the preferred option for constructing ventilation shafts in Australia. The trend has been towards larger diameters and longer single-pass shafts, and if at all possible, reaming through to the surface. The risk of raise failures, due to missed, unforseen or latent ground conditions has therefore been increasing, along with the need for better, more confident stability assessments.While the stability of specific weak zones and structures must be assessed individually, empirical rock mass classification schemes have been successfully used for about the last 20 years to assess general raise stability; eg the McCracken and Stacey method (M&S).Unfortunately M&S, as originally documented in McCracken and Stacey (1989), did not include a database of raise diameter and rock mass conditions versus actual performance. Nor was there a procedure for assessing the risk of failure due to adverse ground conditions. Peck and Lee (2008) published an Australian database of raise bore performance. Raise diameter and ground conditions, in terms of a lower bound Qr value, were presented for 50 cases versus raise performance. This paper updates the 2008 raise performance plot with more and SRF-corrected data. McCracken and Stacey (1989) had previously recommended that additional geotechnical data should be acquired and analysed when the proposed raise plotted on the unstable side of raisebore stability ratio (RSR) = 1.3, but the Australian data used in this study also suggests that all sites with Qr Contributions and sensitivities of various rock mass parameters (RQD, Jn, Ja, Jr, Jw, SRF, time-dependent weathering/deterioration) to raise stability and risk of failure are discussed. Numerous case studies are used to illustrate issues with stability assessments.As raises can now be remotely supported using sprayed fibrecrete, questions of time-dependency are also discussed. In recent times, contiguous piles, ‘mini-piles’ and grouting have also been successfully used to presupport or otherwise improve the stability of near-surface sections of weathered, or poor quality rock masses.

The optimization of metallurgical processes requires knowledge of the heterogeneity carried by constituents of interest. The common scenario, almost an industry standard, is to rely on the engineering firm who in turn relies on favorite manufacturers of sampling equipment to provide the appropriate sampling systems in the plant to perform accurate metallurgical accounting. This sequence is flawed from the beginning to the end because everything should be based on a careful understanding of the Theory of Sampling (TOS) by the company project team and their expert who invariably would suggest various approaches and different sampling systems.The necessary progressive and iterative approach should be that the company’s project team (mining or other industries) would do its home work to have a good understanding of the geometallurgy, mineralogy and texture of the ore in each geological unit so consultants and engineers would have the best information to start with. Then a reputable sampling expert would recommend which sampling systems are needed, so the company would require engineering firms to follow pre-established, non-negotiable requirements, and finally select the sampling equipment existing on the market today that is most likely to lead to accurate and precise enough metallurgical accounting.It is the author’s experience that when this necessary progressive and iterative approach is bypassed, sampling systems installed in the plant are likely to transgress the most elementary rules of sampling correctness. Invariably the argument is that the company cannot afford correct sampling systems for metallurgical accounting as suggested in the Theory of Sampling. There is nothing that is farther from the truth when later problems will develop and inevitable reconciliation difficulties with miners and geologists become daily routine with impossible answers; as a last resource the sampling expert may be called to perform a post-mortem analysis.The progressive and iterative approach suggested in this paper should be a due diligence requirement for any bank providing a loan for an important new mining project; anything less is most likely to generate unpleasant financial losses; historical, well-known examples are referred to.CITATION:Pitard, F F, 2015. Anglo PlatinumÆs Potgietersrust Platinums (PPRust) operates three open pits and plans to excavate 90 Mt of rock in 2007. With pit slopes expected to reach a height of 400 m, the geotechnical department has a key role to play. Over the last four years PPRust has successfully implemented new geotechnical strategies and tactics to reduce risk, improve safety and maximise profitability. A large database of core logging, face mapping and rock testing data has been assembled and used for failure analysis, geotechnical zoning and rock mass ratings. The data has also been used for optimising blast designs on a daily basis through the use of a geotechnical block model. This greatly improves blast fragmentation and therefore loading and milling efficiencies. The slope design process involves limit equilibrium analysis, numerical modelling, rock fall analysis and block modelling. Slope management includes comprehensive limit blasting and visual inspections, and state-of-the-art slope monitoring equipment, namely the GroundProbe radar, Riegl lasers and GeoMoS automated prism monitoring. The risk-consequence approach has been used in slope optimisation, where all the slope analyses, operational controls, costs of failure, economic analyses of various slope designs and fault tree analyses are used to determine the ideal slope designs. These activities added over $25 million of value to the operation and also ensured compliance with Anglo AmericanÆs acceptable risk level. The successful mining of the optimised slopes is to due to the greatly improved geotechnical knowledge and slope management. PPRustÆs geotechnical work is used as a benchmark for Anglo American open pit operations. The focus of the paper will be on the value added to the operation by all aspects associated with slope management.

While improvements in occupational health and safety (OHS) in the mining industry have decreased fatalities and accidents, little attention has been paid to the cultural confound of 'safety' in the increasingly multicultural mining industry. Occupational health and safety processes often contain assumptions of cultural understanding that may not be shared or understood by mining employees. There are potentially dangerous and costly implications of cultural difference in the mining environment. Some people have been enculturated with high levels of anxiety concerning catastrophe and uncertainty while others have a more laissez faire attitude to accidents and disaster. The level of cultural anxiety about uncertainty can be a major factor in the acceptance of OHS processes. OHS manuals based on a comprehensive set of rules and procedures may assume that the authority of 'rules' is shared by all employees regardless of a variety of cultural understandings when this may not be the case. Similarly, cross-cultural employees may not share a background or acceptance of expensive technological innovation and so resist/avoid the application of new safety equipment. Then too, OHS staff may not realise the significance of religious belief or personal responsibility on employees' attitudes to safety in the workplace environment. A lack of consideration of these cultural elements could have fatal and expensive results. This paper explores the impact of cultural difference in the understanding of OHS in the Mining Industry, presents a model to improve the understanding of the cultural confound in safety, improves analysis of OHS in practical multicultural situations, provides assistance for those involved in OHS training and may become a basis for developing OHS policy and procedure.

The soil-water characteristic curve (SWCC) is one of the most essential soil properties in unsaturated soil mechanics. The water flow and storage characteristics of an unsaturated soil are closely related to the amount of water contained in the pores and the negative pore-water pressure in the soil. These are both in turn, related to the particle-size distribution and the plasticity of the soil. The SWCC is obtained by laboratory testing which is difficult to perform, costly and time consuming. There is a significant advantage in establishing typical SWCC envelopes for different soil types from a geotechnical design and analysis viewpoint. This paper presents some of the research work undertaken by UWA and NTU to develop SWCC envelopes for soil types classified in terms of the ASTM D2487 Unified Soil Classification System (USCS). This was done by establishing a large database of soils from across the world, classifying them according to ASTM D2487 and undertaking SWCC testing for each soil. Information is a key ingredient for successful mineral exploration and development. Whether identifying potential exploration localities from a map, interpreting technical reports or searching a register for operators past and present, the common aim is a parcel of information from which the enquirer can make a decision. Traditional information gathering often requires days or weeks of manual research, studying maps, files, reports etc, before consolidating the results into an investment proposal. In recent times, such methods have largely been replaced by Information Technology, making the process much faster, easier and more centralised. However, notwithstanding some very successful technology implementations, the general rush to computerise everything in sight has left many organisations struggling to cope with the management of large volumes of diverse information. Information management is now recognised as the most important factor in determining the success of information technology implementation. The Northern Territory Department of Mines and Energy (DME) has established a detailed information management strategy to underpin the rapid advance of computer technology within the organisation. A broad base of timely and reliable information is gradually becoming more accessible. It is envisaged that the availability of combined spatial, textual and scientific information will provide a sound basis for decision-making within the Department and the mining industry at large. Although information held by DME will be available at all times (24 hours on-line), its security and confidentiality will be guaranteed. The production of the DME system is aimed at satisfying the corporate objective to facilitate and promote mineral exploration and development. This paper outlines some current developments in the system.

A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. Despite the sustainable development principles promoted by the International Council on Mining and Metals (ICMM), the Equator Principles and the African Mining Vision, which should have enhanced project promoters’ ‘licence to operate’ within a host community or nation, the industry has often failed to integrate proven innovations and best practices that enhance sustainability outcomes for mineral resource projects. This failure has led to delays, the abandonment of projects, with value destroyed for promoters, governments, host community and investors.The paper will outline the application of proven innovations, Enterprise Optimisation (EO), and Sustainable Operations (SUSOP®), during the pre-feasibility phase of a project. By determining the value of each capital before and after the application of proven innovations, the presentation will outline how and where value can be created across all five capitals over the life of a project or operation.The paper will demonstrate how the application of proven innovations significantly transforms the value-proposition of a mineral resource project or operation by generating additional value across all of the five capitals, reducing project risk, thus generating value for all stakeholders.CITATION:Jones, M, 2015.
