Changes to water industry practice are required as a consequence of the Council of Australian Governments water reform agenda which binds all states and territories to a range of measures intended to drive new efficiency, sustainability, higher value use and proper provision for environmental needs. Queensland is implementing its reforms program through its water resource planning process, a legislatively underpinned program that provides for a new level of social, economic and environmental security. A water resource plan for the Fitzroy Basin has been finalised and its implementation plan, which details infrastructure operational arrangements for the basin, is due to be released later this year. The mining industry is a major contributor to the economy of the Basin, and although a comparatively minor water consumer, is now aligning its water use practices with the stateÆs maturing integrated resource management paradigm. This new culture presents both challenges and opportunities. Water reform in the Fitzroy basin is well advanced. The processes and institutional arrangements that have been developed are of significant importance to the aspirations of current and future minerals development. This paper outlines the current status of those reforms and the likely institutional framework for the near future. The paper also discusses how the reforms impact on the availability, access and security of water available to mining interests.

This paper discusses the significant land use changes that have occurred in the Latrobe Valley during 150 years of white occupation. The developments and changes were haphazard and made with little thought as to their setting or their environmental consequences. As a result many landscape and land management problems have not been addressed.This paper contends that the mistakes will continue unless an overall plan for the landscape of the area is developed and implemented. The concept of 'Greening the Valley' is introduced. It aims to provide focus for a comprehensive co-ordinated plan which caters for the need to restore the landscape and the need to provide for future land use. The plan will seek to draw on three major landscape features of the Latrobe Valley: the natural setting of the hills, rivers, valleys and forests; the agricultural land use including the forestry plantations; and the industrial complexes and urban areas.Rehabilitation of mining areas is a key element of the plan but must be put in a regional context and not be treated as an isolated function of a single organisation. A major challenge will be to integrate the worked out areas into useful and significant landscapes. The paper concludes by explaining the process that will be followed in an attempt to realise the concept.

Welcome to this 13th Congress of The Council of Mining and Metallurgical Institutions. It is twenty one years since The Australasian Institute of Mining and Metallurgy last hosted this congress and it is a privilege and a pleasure for The AusIMM to have that responsibility once more. The theme of this congress "The Twenty-First Century - Mining for Mankind" stimulates many thoughts. The first thought that it generates in me relates to the reference to the 21st Century. We are still 14 years away from it and already consideration of the beginning of the next millenium is becoming something of a cliche. If we feel like that about it now, how will we feel at the 14th Congress of the CMMI in 1990, or the 15th in 1994 or the 16th in 1998? If we do all the crystal ball gazing about the 21st Century this week, those poor devils in the 1990s will in fact have nothing to talk about. Of course that is not the case. This is a very appropriate time for those of us concerned with mining and metallurgy to contemplate the next century. Fourteen years is about the extent of forward planning necessary in the mining business. I sometimes feel that most people do not take seriously the need for long range planning in our industry. Politicians, investment fund managers, and others under severe short-term pressure to perform in our hyperactive world may nod in apparent appreciation of our long term plans but their actions in the interests of expediency often betray-them.

The Imperial Smelting Process (ISP) for the simultaneous smelting of zinc and lead was developed at Avonmouth from the 1930's with activity intensifying in the late 1940's/early 1950's. Present operations are based around the No.4 furnace which was built in 1967. Development during the 1980's has been driven by the need to sustain operations at low metals prices and has been aimed at reducing manning whilst increasing output. Although hit by several major plant disruptions, progress has been steady, culminating in a ú10 million capital programme in 1988?89 to upgrade the operation. The most important technical developments, reflecting the needs of the 1990's have, in the sintering area, included improvements to feed conditioning and sinter quality, a 20% uprate in production capacity by debottlenecking, and pilot work leading to the installation of a Boliden-Norzink mercury removal plant. In the smelting area the ISP furnace has been rebuilt, with a redesigned bottom section to eliminate earlier operating sensitivities, and to achieve higher blowing capability, and at the zinc refinery the columns have been rearranged for more flexible operation and higher capacity.

The Ungay-Malabago polymetallic deposit, currently owned by Lafayette Mining, is located on the eastern end of the island of Rapu-Rapu which lies east of the city of Legazpi in the Philippines. The island is sparsely populated and has largely been deforested by extensive logging some 30-40 years ago.The deposit is situated on a plateau some 200 m asl and lies about one kilometre inland from the coast. The site topography is difficult with minimal flat areas for plant facilities. The region around Legazpi is subject to volcanic activity and though the island is not affected it is in a seismic zone. There is no other mining or other industrial activity on the island, the local inhabitants being engaged in subsistence farming and fishing. These activities place a high level of responsibility on the mine operator with regard to the environment and the provision of employment and training to the local inhabitants. Although no previous mining was carried out at Ungay, shallow pit mining for high-grade direct smeltable copper ore has occurred during the mid-1900s in an area, known as Hixbar, some 2 km west of the deposit This area is currently being explored by Lafayette.

In late 1989, first-pass reconnaissance exploration delineated a 4km x 6km geochem- ically anomalous area centred 10km WNW of Kainantu in the Eastern Highlands Province at 6¦13'S and 145047'E. The area, named the Basangka prospect, lies between 2 200 and 2 400m asl. Interest in the area was prompted by a 14ppm Au assay of a silica-pyrite breccia float sample taken near Henkai village. The prospect was defined after several acid-leached silica- pyrite breccia and comb textured quartz float samples returned assays above lppm Au and relatively high Ag. Very encouraging and anomalous Au values were obtained from panned concentrates, despite the absence of visible Au colours. Several pan concentrates returned greater than 1mg Au and it is believed that the Au occurs as inclusions within iron oxides which were originally pyrite. In this early stage of prospect exploration, any Au value above 0.lppm in- 150# fraction stream sediments is treated as anomalous. Rock chips, panned concentrates and -150# fraction geochemistry all vividly define the areas of interest at Basangka.

A quantitative method for predicting the mechanical properties of zinc alloys is proposed on the basis of the molecular orbital calculation of electronic structures. A new parameter which is the s-orbital energy level, Mk , of alloying elements in zinc was introduced into this method. This Mk parameter correlates with the electronegativity and the atomic radius of elements. The compositional average of this parameter varied linearly with the tensile strength and the hardness of commercial alloys and some alloys developed by Mitsui. This electronic method was very convenient in designing high performance zinc alloys efficiently.

The paper explains the genesis of the Ballarat College of Advanced Education to its unique position in mining engineering education. A description follows of the development of the Graduate Diploma in Occupational Hazard Management which commenced in 1979 in the cooperative mode of four groups of three weeks full- time study followed by twenty-three weeks in industry. In particular an analysis will be given of the state of origin of students, ages and employing industries. Given the experience from the evolution of this course a similar process is described for the Graduate Diploma in Mining which has been accredited to commence early in 1987.

The Australian Mineral Industry has to compete on world markets, so its mineral research has to be aware of overseas developments, it must be of world class, and it must utilise as many ideas as possible in order to solve those problems that uniquely affect Australian minerals processing. North American mineral and resource research may be taken as a guide to world government, industrial, contract, and entrepreneurial research trends and ideas. A number of interesting findings are noted that may guide Australian developments and strategies for the future, in minerals research and exploitation.

Excessive use of computers in teaching, especially in self-learning programs, may destroy creativity and initiative. It is essential that engineers remain innovative to develop new technology. Safety legislation may have hindered the Development of mine managers. It may be necessary to develop two distinct streams of mining engineers. One should be biased towards human relations and safety, to 'be a certificated mine manager, and the other should be mathematically based as a high-technology mining engineer who would not necessarily qualify for a certificate of competency without a postgraduate course.

Construction work on one of the world's largest landslide stabilisation projects is drawing to a close in Central Otago. Begun in mid 1990, major stabilisation work has been carried out on seven large rockslides which will be partially inundated when the Clyde dam reservoir (Lake Dunstan) is filled. The work has required the construction of 14.5 kilometres of tunnel, 60 kilometres of surface drilling, 78 kilometres of drilled drainage holes and five million cubic metres of earthworks. The stabilisation programme has been carried out by the Electricity Corporation of New Zealand as part of the Clyde Power Project, a hydroelectric development on the Clutha River.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. An integrated palynological and sedimentological investigation of four wells from the eastern margin of the Gippsland Basin has resulted in a scheme for classification of palynofacies in this area. Thirteen different palynofacies assemblages are recognised and assigned to particular environments based on the enclosing sediments, which range from alluvial, through coastal barrier to continental shelf environments. Close correlation is observed between the interpreted energy regime of the palynofacies assemblage, and that of the enclosing sediments. Assemblages characterised as reworking surfaces can be correlated with unconformity producing events (ie tectonic activity associated with the opening of the Tasman Sea), and some of the minor eustatic sea level Changes.

When Centaur Mining and Exploration produced nickel metal fromlaterite ore at its Cawse nickel project in January 1999, a new era in the nickel industry was heralded in. One of three new laterite projects commissioned that year, new technology and a unique process design has been combined at Cawse to launch what will be amongst the worldÆs cheapest nickel production. However, the road to success has proven to be long and challenging. The authors were engaged to optimise a traditional rebar cage reinforced concrete segmental lining by means of finite element analysis (FEA) using macro synthetic fibres for the Shanghai metro extension. The aim of this study was to reduce or entirely replace the original steel reinforcement of the segmental lining, in order to make the precast production process faster and more economic. The outer diameter of the tunnel was 6200 mm, the thickness of the segments was 350 mm.The numerical calculations were performed by Atena Finite Element software, which is based on the combination of Menétrey-William and Rankine failure surfaces on the compression and tension sides respectively. The effect of the macro synthetic fibres was modelled as tension stiffening on the tension surface.A one-to-one full scale model of an assembled tunnel ring using the original reinforcement cages was tested at Tongji University in Shanghai, July 2013. The ring was tested to differing load levels where load and displacement were measured until failure. The author’s first step was to calculate the real displacement characteristics of the original reinforced concrete (RC) ring, then calculate the numerically modelled version, so as to compare them. The material parameters of the concrete and rebar used had been determined through basic material tests conducted at the Tongji University. (Bi, Liu and Wang, in press).The numerical modelling undertaken has shown good correlation with the full-scale physical test results. Optimisation of the lining reinforcement was achieved through the addition of fibres, resulting in a substantial reduction of the steel rebar cages. Several results have been computed with the numerical model using different dosages of macro synthetic fibres, showing that the mass of steel reinforcement could be reduced by 50 and 75 per cent respectively.CITATION:Juhasz, K P, Nagy, L and Winterberg, R, 2014. This paper is concerned with the application of a probabilistic approach to the risk assessment of mining projects.In current practice, sensitivity analysis is the most commonly used deterministic approach of accounting for the uncertainties involved in mining project evaluation, while Monte Carlo simulation is considered to be the best probabilistic method available for the same purpose. The methodology of the approach proposed in this paper is as simple as that of sensitivity analysis. However, the results obtained can be more comprehensive than those obtained from Monte Carlo simulation. Various important statistical features, such as correlation and skewness, of the basic random parameters can be easily taken into account by the proposed approach. Example studies are demonstrated. Lotus 123 was employed for the associated probabilistic calculations.

Conventional processing of poly-metallic gold containing flotation concentrates are challenging for a number of reasons. One reason is that substantial copper and zinc in the cyanide leach solution compete with gold and silver for carbon adsorption sites. In this study, metal-cyanide adsorption kinetics and equilibrium are measured on three samples of coconut derived activated carbon and one sample of synthetic carbon. Loading selectivity was confirmed to be in the order gold>silver>copper>zinc for all carbon samples. The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

One of the most difficult places to ventil ate in any mine is the working face area of an advancing mine heading. With an ever changing configuration, continual modification and extension to the ventilation system is necess- ary to maintain an adequate supply of fresh air and to control mixing and recirculation. Methane emissions and high dust levels as coal is broken and removed from the face area can produce unhealthy and dangerous conditions if ventilat- ion is not adequately monitored. An understanding of the air flow patterns which develop through use of different face ven- tilation systems can be reached by undertaking underground measurements or through observations using physical models. Tests undertaken by the author to determine the adequacy of different system-configurations are discussed together with approaches adopted by others working in the United States. Various new methods have been proposed for improving face ventilation beyond that sustained using conventional brattice curtain or tubing systems. The adequacy of some advances adopted by mining companies to improve ventilation while maintaining output efficiency is discussed.
