Leadership challenges for mine management over the next decade will be primarily about doing more with less labour. This will require a greater focus on people leadership and management, reducing uncertainty by evening out employment peaks and troughs, understanding and addressing our demographic destiny and its implications whilst identifying and holding onto our mission critical employees, managing creativity and accepting diversity whilst providing flexibility in employment for work-life balance. Greater emphasis will also be required on the non-technical social skills of complex interactions with community and education providers and finally a greater emphasis on forecasting and planning for the provision of future skills needs. Skills needs will become an ever increasing priority in risk management as retention starts with attraction and remember: SATISFACTION = REALITY                                EXPECTATIONS These are the challenges and opportunities for leadership and mine management of the 21st century to assist in better meeting and maintaining our human resources needs and thus contributing to the sustainability of the sector in Australasia.

For more than four decades, rehabilitated lands in the Bowen Basin have been planted with buffel grass (Cenchrus Ciliaris), which is often used to provide rapid, stabilising and erosion reducing cover to reshaped landforms (Erskine and Fletcher, 2013; Harwood, Hacker and Mott, 1999; Grigg, Shelton and Mullen, 2000; Naidu et al, 1997). Historically introduced to Central Queensland and encouraged by pastoralists in the early 1900s (Humphreys, 1967), the species has been extensively used by mine managers in seeding mixes (Coaldrake and Russell, 1970; Edye, 1975), and the invasive nature of the grass has led to the monodominance in rehabilitated areas of semi-arid Central Queensland. With 40 open cut coalmines in Central Queensland (Department of Natural Resources and Mines, 2015), a considerable amount of land is either disturbed mine footprint (156 200 ha) or rehabilitated (29 200 ha) (Dale, 2015), and the bulk of rehabilitation consists of relatively young (<30-year-old) developing ecosystems, with demonstrated biomass fuel loads up to 20 t/ha (Grigg, Shelton and Mullen, 2000).Uncontrolled fire poses a significant risk to rehabilitated landforms that are located in close proximity to mining infrastructure, neighbouring communities, open pits with exposed flammable coal seams and flammable stockpiled coal resource. Mine lease holders in Queensland have the added responsibility of managing and protecting any endangered regional ecosystem communities, and flora and fauna listed federally under the Environment Protection Biodiversity and Conservation Act 1999 or the State Vegetation Management Act 1999; as well as, any culturally significant sites such as scar trees or middens that are found on-site. Additionally, uncontrolled fire in rehabilitated landscapes poses a significant risk to mine site closure goals, with the potential to create altered states and stalled ecological trajectories (Grant, 2006). The current methods for predicting pillar strengths are reviewed. A two-dimensional model, based on the Mohr-Coulomb failure criterion, is proposed for determining the compressive strength across the width of a long pillar. The model can be used to determine pillar strength and the depth of the crushed (ie yielding) zone from the pillar edges. The values of the parameters in the model, namely the cohesion and internal friction angle of the coal seam, friction angles at the contact of the coal seam with the roof and floor are determined by matching the strengths predicted by this model with the Bieniawski pillar strength formula for pillar width to height ratios up to 5. It is found that the derived values of these parameters are quite close to the results from laboratory tests. Based on the model, a preliminary analysis of pillar stability is made.

Changes have recently been applied to the Sullivan Concentrator lead and zinc circuits to treat fine-grained ores which make-up the majority of ore reserves in the mine. Pilot plant testwork conducted in 1990 - 91 indicated that concentrate grades would be substantially improved by reducing the particle size (Pao) of the lead from 38 to 15 ¦m and the zinc from 45 to 24 ¦m. Circuit revisions involved installation of major new equipment including: two 600-kilowatt Vertimills for regrinding, a four metre diametre column flotation cell and a four metre diameter hyperbaric pressure filter for dewatering. Duties of the existing regrind mills were Reassigned.

A programme of hydraulic fracture stress measurements conducted in surface drill holes along the alignment of the King River Power Tunnel has provided information of importance to the assessment of the extent of steel lining requirements for the tunnel. A significant horizontal stress field has been detected at a location remote from the power station site, with a corresponding absolute minimum stress magnitude approximating the overburden pressure based on depth of cover. Measurements made closer to the power station site (located toward the bottom of a valley) have revealed an apparently relatively destressed region with minimum stress magnitude less than overburden pressure. The implications of these results are discussed.

The authors are looking at the behaviour of the mineral processing circuits by means of the simulators operating under random disturbance. The present paper deals with the fuzzy control systems in comparison with PID controllers. A series of tests are conducted on simplified prototype processes with (1) dead time plus first-order lag model and (2) diffusive model. In the next series of tests the self-sustained process model was introduced to improve control against dead time. In both cases fuzzy and PID controllers are optimised by EVOP method. Particular attention is paid to the effect of observation noise to analyse for the problems which can be fatal to practical applications in mineral processing. Finally the methods developed are applied to a closed-circuit wet grinding system simulator operating under random disturbance.

Good morning ladies and gentlemen. It gives me great pleasure to talk to you today about a pet subject of mine, on when to mill and when to leach gold ores. According to Gold Fields Mineral Services of London, gold production in the United States in 1989 amounted to about 8.5 million ounces (259t), an increase of 29 per cent over 1988 and 67 per cent over 1987. The U. S. Bureau of Mines reports that from the major producing states of Nevada, California, Montana, and Alaska, some3.2million ounces of the 1989 production were produced from milling gold ores and 2.3 million ounces from heap or dump leaching. Ap- proximately 45 million tons of ore were milled and 140 million tons of ore were heap or dump leached.

The regeneration of the ceramic filter medium used in iron ore dewatering is often done by combining backwashing, ultrasonic cleaning and chemical regeneration. Of these three, the first two are applied more frequently, whereas chemical regeneration is done only when needed, eg once a day. Chemical regeneration of the ceramic filter medium in iron ore processing can involve the use of oxalic acid to dissolve the iron oxide particles. Even while performing simple chemical regeneration, meaning no ultrasound to assist the cleaning, the changes in the performance and in the structure of the filter medium could not be explained solely based on the dissolution or the removal of particles from the surface. Good regeneration results were obtained at 35 and 50¦C, meaning that the final permeability of the filter medium corresponded to that of unused filter medium. Permeability of the medium after regeneration at 15¦C was also good after 12 h, but did fall short of those regenerated at higher temperatures. Elastomeric compression gaskets for segmental tunnel liners are capable of fulfilling all sealing requirements for one pass constructed tunnels.Once the segments are mounted and the gaskets are compressed the watertightness of the tunnel is guaranteed at once and for the whole technical life time.The only prerequisite for effective sealing is that tolerances in the tunnel segments be kept within reasonable limits.

The Water Act 2000 includes provisions to manage the take of overland flow water. Overland flow water is water that runs across the land after rainfall either before it enters a watercourse, after it leaves a watercourse as floodwater, or after it rises to the surface naturally from underground. To ensure adequate environmental flows and long-term security for water users, it is necessary to balance the amount of water taken as overland flow water and the amount left to flow into watercourses. A water resource plan made under the Water Act 2000 establishes the basis for the sustainable management of this type of water. Of the water resource plans that have been prepared for Queensland catchments, six include provisions to manage the take of overland flow water. This paper discusses some of the common features of these plans and the management approaches adopted. The paper identifies and explains key aspects of the Water Act 2000 framework for managing the take of overland flow water by the mining industry. In particular it explains key concepts of this framework, such as the ability to take overland flow water using existing works, uses of overland flow water that a water resource plan permits, situations where a specific entitlement under the Water Act 2000 is required, and the means for controlling works that take overland flow water. Future initiatives for the regulation and management of overland flow water are then identified and particular challenges for the mining industry associated with using overland flow water highlighted.

A simulation and animation model was constructed for the Stockton Coal Mine. This mine is located in the north western area of the South Island of New Zealand. This model was used to study the optimum size of the stockpile areas whilst achieving the correct product coal qualities. The model evaluated the impact on stockpile size and product coal qualities for both bulk and selective mining. The effect of modifying the amount of known clean coal quality was also investigated. The software used was GPSS/H« for the simulation and Proof Professional« for the animation. From the study, it was recommended to incorporate selective mining in future studies. The shipping plan needed to be modified for a better correlation between coal production levels, in situ coal resources and wash plant capacity.

A review is given of progress made to- wards the development of personal gravimetric dust sampling for risk assessment on South African gold mines. The present strategy is critically examined on the basis of principles for assessing health hazard from dust exposure. Reasons are advanced for replacing the konimeter with a gravimetric system based on full shift personal sampling. Constraints imposed by local characteristics of gold mines are used to illustrate the difficulty in finding suitable instrumentation for measuring personal exposure to respirable silica.

The Canadian mining industry was in turmoil in the early 1980s. The post-war era based on reconstruction faded away after the high demands for minerals in the 1950s and 1960s. Also, the industry had the misconception that the demand growth would continue for ever but the rapid growth of resource industries in the third world in the 60s and 70s, resulted in worldwide production overcapacity. The Canadian mining industry eventually recognised the facts and took drastic action for cost control and innovation in technology. The cost control had an immediate effect on the survival of the industry but resulted in only limited incremental gains. The economic problems that the Canadian mining industry faced in the early 1980s can be viewed now as a blessing in disguise. It was realised that for the Canadian mining industry to survive in the 21st century further gains were possible only through innovative technology. This conclusion led to a flurry of activity to establish mechanisms and delivery systems for innovative technology in the mining industry. Despite the initial difficulties in accepting high technology in the mining industry, it is being used increasingly in mining operations and will make future mining operations unrecognizable to present day mining engineers. The concept of an underground mine without underground staff seems to be far fetched, but it is possible that mines of the 21st century will approach the concept of very few underground operating personnel.

The Eastern Distributor Tunnels - the first major road tunnel project in Australia - are the preferred solution to traffic congestion problems, when compared with alternatives, in this inner urban environment. This is because of the reduced impact on residential housing, the improvement of the existing environment, less restrictions on future developments, and a reduction in noise and pollution. Developments leading to a tunnelled solution, traffic needs and reasons for route location are discussed. Criteria for design of tunnel alignments and geometry are described, including the restraints imposed by surface connections on profiles and grades resulting in low rock cover at tunnel portals. The main geotechnical restraints are a major weathered dyke at the shallow large span underground fork and the weathered Ashfield Shale capping the Hawkesbury Sandstone at a portal. Rock cuttability and excavation methods are discussed. Roadheader machines are the most suitable for the varying shallow arched cross sections required and the tunnel lengths involved but the use of blasting in special situations cannot be ruled out. Initial support for the major tunnel lengths will be provided by rock reinforcement in conjunction with shotcrete. Steel ribs are proposed in areas of low cover and weak ground. Final support will comprise an insitu concrete lining. Construction concepts and special tunnelling methods required at the shallow underground forks and tunnels are described.

Research and development into alternate gold and precious metals adsorbents has resulted in the development of a new technology named the AUROSAVE adsorption process (ARGOSAVE'" for high silver con- tent ores). Adsorbents called VITROKELE'" can be tailored for either Gold I (cyanide leach) or Gold III (halide leach) applications. VITROKELE consists of a chemically synthetic adsorbent carried on an inert substrate, often a polystyrene bead. It is suitable for both in- pulp and in-solution use. VITROKELE adsorbent offers certain advan- tages over both carbon and ion exchange resin adsorbents. This paper describes testwork on Australian ores and commercial solu- tions obtained from operating Australian plants demonstrating the kinetic loading characteristics, elution methods and other operating parameters of VITROKELE adsorbent in the cyanide system. Brief reference is made to VITROKELE in the Gold III system.

THIS paper is the outcome of experiments carried on and experience gained. at the Waihi-Paeroa Gold Extraction Company's tailings plant at Waihi, New Zealand. The plant was erected to treat accumulated tailings which had been discharged into the Chinemuri River by the Waihi batteries.The Chinemuri River is a common sludge channel for all mining debris, tailings, and ashes from the power plants, the last being the cause of occasional high residues, which gave so much trouble to the management. The tailings were dredged from the bed of the river into barges by means of a Pohle air lift, the power being supplied: by a 13 b.h.p. Tangye oil engine driving an air compressor and a centrifugal pump. The sands were elevated from the barges by bucket-belt elevators over screens, to eliminate large particles and rubbish, into storage hoppers, and from there fed direct into four C. Judd Ltd. tube mills.The method of treatment was fine grinding in a weak cyanide solution, agitation in B. and M. tanks, filtration with turn-over vacuum filters, and precipitation with zinc shavings. The comparatively high values of the residues in gold gave a great deal of trouble, 'and it was not until repeated experiments were carried out that the cause of the trouble was located. Currently there are in excess of 200 companies listed on the New Zealand Stock Exchange and the total market value of all the listed shares amounts to $4.6 billion. The number of listed mining companies stands at nine and with a market value of $35 million accounts for less than one per cent of the total market capitalisation. In comparison, the Australian mining and energy sectors account for nearly 50 per cent of the total market capitalisation, which currently exceeds A$41 billion. Surprisingly the share markets in both countries were primarily founded on the discoveries of minerals last century.

Gold mineralisation at the Globe Progress deposit is hosted by a geologically complex zone of shearing and brecciation, within a package of deformed metasediments. Mineralisation styles range from quartz breccias and lodes to sheared clay pug zones and disseminated sulfides. A review of the diamond drill core intersections through the deposit indicates that critical hanging wall and footwall contacts can be a combination of sharp or gradational; visual or non-visual boundaries. Approximately 60 per cent of mineralised contacts can be confidently identified visually, particularly where associated with veining, distinct brecciation or shearing, and high sulfide content. However, the gold grade and distribution of disseminated mineralisation can be extremely difficult to estimate visually, with implications for resource estimation and grade control when mining. Using observed drill hole geology and assays, a new geologically based model for the gold mineralisation has been constructed for the deposit to reflect the expected variability of the mineralisation contacts. This new model will constrain resource estimation and also serve to act as a predictive model when open pit mining commences. Nevertheless, careful grade control practices such as drilling, trenching and supervised extraction of ore will be required to maximise ore recovery and minimise dilution during open cut mining.

The Porgera gold project is now in its seventh year of operation as one of the world's prime gold mining projects in one of the most underdeveloped and remote regions of the world. The unique gold deposit was development in stages to its present size of operation with an underground mine of 2000tpd, an open pit operation moving 210,000tpd and a complex metallurgical plant treating an average of 16,500tpd of ore. During the past years the operation had to address an array of issues relating to the "development" of the region and this is still ongoing. Development means different things to different people and though the parties that signed the different agreements relating to the Mining Development Contract were aware of this, none has real- ised the extent to which this is true. The developing company (a joint venture between Placer Pacific as the Manager, Goldfields Porgera, Highlands Gold and the Government of PNG), provided funds for risky exploration and the capital for development of the project. Its shareholders ex- pect an economic and viable mine operation from the deposit to ensure them returns on their investment. The local people gave up their land, their isolated way of living and accepted to be out of their comfort zone for some time in anticipation of a better lifestyle and economic benefits in support of that lifestyle. The PNG Government has a leg in both camps and expects both outcomes at the same time. The Government is also the regulator and expects compliance on top of that. If development in general is to be successful, all parties must substantially satisfy all expectations. It is evident that the outcome of some elements of development are reasonably defined (i.e. develop a viable mine to exploit the deposit), whilst other elements are moving targets (i.e. a better lifestyle). The seeds for conflict are thus abundantly present and to resolve them requires the will of all parties in all areas to come to a solution. This path to problem solving is many times torturous as each party comes from a different culture and background and has a different understanding of the parameters in the equation.
