The richer, shallower sapphire deposits of the New England region of New South Wales which have been traditionally mined by the small miner are almost worked out. Larger mining and exploration companies are replacing the small miner and exploring for the primary source of sapphire or lower grade alluvial deposits.   Although in recent years considerable exploration effort has been directed at locating the primary source, commercial exploitation of sapphire is still restricted to the working of alluvial deposits.   If the Australian industry is to compete against Asian and African producers it must use cost effective exploration, mining) processing and marketing methods.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

During August, 1926, with the consent of Mr. Schell, mine manager, the writer conducted a mill test on this company's concentrators. Mr. Schell not only gave him his permission, but rendered all possible assistance. Although it was impossible to take all the samples one could have wished to obtain, yet the salient points of the mill flow-sheet were sampled for a continuous period of eight hours, and from these samples and separate data supplied by the manager, valuable information was collected.THE MINEThis is a true vein-type of mine; the lode formations, striking almost due north-south, cut the large porphyritic intrusion at right angles. There are three distinct veins on this property - parallel, persistent, and dipping at an angle varying between 40° - 50° to the horizontal.The country rock is very sound, and timber, save for the small amount required for ore chutes, is entirely absent from all mine workings.The lode varies from a width of 1 in. to 8 in., but the stopes are carried forward with a minimurn width of about 30 in.The mine is particularly dry for a West Coast property, and conditions underground are very favourable. There is no other effective way for study ing firedamp and coaldust explosions than to produce controlled explosions in a pre-monitor- ed environment - either mine openings kept for the purpose, or special surface galleries. Such explosion testing facilities have been employed historically at Buxton in U.K., with lesser known installations at Bruceton, U.S.A., Tremonia, West Germany, Katowice-Mikolow, Poland and elsewhere. Both firedamp and coal dust explosions are studied. Normally coal dust explosions are initiated by somewhat standardised methane air mixtures, by explosives, or purely by coal dust. Various structures and suppression installations are installed in roadways and galleries prior to explosion to simulate destruction and suppression, and the results of such tests form the basis of suppression installations, especially stone dust barriers and water barriers. Other data collected from these experiments include rev- ersals of explosion waves, pressures and temperatures and duration of explosion waves, analyses of aftergases etc. Other uses of explosion testing galleries include testing of explosives, electrical equipment and frictional . sparking.

The source and transport regions of fluidised (transported) breccias outcrop in the Cloncurry Fe-oxide-Cu-Au district, providing insights into the origins of other fluidised magmatic-hydrothermal breccias such as kimberlites. Discordant dikes and pipes with rounded clasts of metasedimentary calc-silicate rocks and minor felsic and mafic intrusions extend several kilometres upwards and outwards from the contact aureole of the 1530 Ma Williams Batholith into overlying schists and amphibolites. The brecciation initiated at depths >10 km and may have resulted in surface breaching. We used analytical equations for particle transport to estimate clast velocities (eÆ 20 ms-1), approaching volcanic ejecta rates (up to 80 ms-1). The wide range of CO2 fluid inclusion densities (up to 150 MPa), the localisation of the base of the breccias in contact aureoles, and the scale and discordancy of the bodies suggests the breccia transport process was triggered by an abrupt release of overpressured fluid. At these depths, such extreme behaviour may have been achieved by release of dissolved fluids from crystallising magma, in combination with a strongly fractured and fluid-laden source, sitting under a strong, low permeability barrier, and such parameters may be analogous to the asthenosphere/lithosphere boundary in the case of kimberlite initiation. The relationship of these breccias to the Ernest Henry iron-oxide-Cu-Au deposit suggests they may have been either fertile or æfailedÆ orebody feeders.

The scope, pace and depth of mining is creating a need for improved ground control strategies to meet mine safety standards. Ground control and associated conservation problems relating to subsidence and the disposal of mining and metallurgical wastes can be resolved by mine filling with selected reject materials. The lack of suitable criteria to evaluate the applicability of such materials and especially cemented forms of fill is considered. Sulphide wastes, which are prone to oxidize, and cement are inexpensive mine fills, but their incorrect use can give rise to problems which are briefly described. Research work concerned with the utilization of sulphide wastes such as mill tailings, to produce fill with self-cementing properties has shown that the development of cohesion and strength is attributable to natural oxidation processes controlled by the physical and chemical composition of the fill mass. The cementing is caused by a number of oxidation products, and is most effective when the mineral pyrrhotite is present. The concepts of fill design are outlined and various criteria for assessing durability and deformational properties are proposed. Specimens prepared in the laboratory are capable of attaining unconfined compressive strengths up to 28 MN/m2.

Replies to a comprehensive questionnaire on mine water resource management systems (WRMS), which were distributed to a selection of Australian mining operations in 1991, are analysed. Although the replies cannot be considered fully representative of the industry, they do provide a good qualitative indication of water resource management in the industry at that time.Within Australia's largely arid land mass, a majority of mines nonnally need to conserve water, a few need to dispose of water and a number face a seasonally varying position. An assessment of the importance of WRMS compared with management of ore extraction and processing is given. A risk assessment of failure is given; there is more acceptance of WRMS failure in the mine compared with the mill. An assessment is made of considerations in WRMS design. Managements are generally pro-active in the design of WRMS and in the setting of perfonnance standards. The operational characteristics of mine systems are examined in detail.Companies generally do not appear to allocate sufficient resources for the collection of basic WRMS monitoring data and knowledge of the water budget to efficiently manage the system. This indicates scope for considerable cost savings in most mines.

Bulk explosives provide the energy to move a rock mass and reduce it to an optimal size (fragmentation). The intensity of energy needed depends on several factors including a customer’s geology and end objectives. An energy mapping tool has been developed to help customers to determine their bulk explosive needs based on these objectives.At one end of the energy map dealing with high-energy products, a new range of bulk explosives products for surface mining have been developed. With these products, it is possible to provide blast designs with up to nearly triple the relative bulk strength (RBS) of ANFO, and address primary focus areas for mining operations, including the reduction of drill and blast costs, improvements in production rates, better face advance through improved broken stock management, better drill productivity, improved milling efficiency and lower energy costs in surface mines.In this paper, field trial results from the first level of new high-energy products are presented. These products have an RBS 2.25 times that of ANFO. Industry variations of a smaller diameter (89 mm) pumped product for civil quarrying applications, and for large diameter (311 mm) hard-rock metalliferous mines are presented. For both cases, the run-of-mine fragmentation levels obtained with the new bulk explosives are contrasted with the fragmentation profile generated with the currently accepted product range applied in similar geological conditions. The new products show increased fragmentation across the measured size distribution, with reduction in P50 values of 20 and 37 per cent over the currently used product for the 311 mm and 89 mm diameter blastholes respectively.CITATION:Wilkinson, D, Rigby, G, Norgard, J and Thomson, S, 2015. Triboelectric Charge and Separation Characteristics of Industrial Minerals The basic principles of triboelectric charge and separation of minerals and the factors affecting the entity of the charges developed on mineral surfaces are discussed and the surface pretreatment methods by which the electrophysical properties and thereby triboelectric charging and separation of minerals can be artificially altered/modified are reviewed. Furthermore, the triboelectricfication theory of materials is envisaged from the chemical concept of acid-base donor-acceptor and an attempt is made to correlate the physical concept of triboelectrification with the donor-acceptor properties. The triboelectric charge characteristics of the quartz, calcite and wollastonite mineral samples for different size classes were defined using different tribocharging medium. Based on the triboelectric charges acquired by mineral samples their energetic work function values are estimated. In addition, the main electrophysical properties, ie dielectric constant and electrical conductivity, of different size fractions of the mineral samples are measured and their donor-acceptor chemical properties were defined. A series of triboelectric separation tests were conducted to explore the possibilities for separation these mineral from each others. The results from the triboelectric charge and separation of the single mineral systems showed promising prospect in separating quartz, calcite, and wollastonite from each others. Finally, attempts were made to explore the possibilities to implement triboelectric charge and separation process to real ores. Promising results achieved when separation of calcite from silicate impurity was sought from a carbonate ore. A very high purity (99 per cent) calcite product was obtained at a recovery of 80 per cent. Interesting results were also achieved to concentrate wollastonite from a complex silicate ore containing quartz, different feldspars, wollastonite and other Mg-Fe silicates. In this case conditioning of the ore with salicylic acid at defined temperature and relative humidity was found to be essential to concentrate wollastonite. The outcomes indicate despite the fact that triboelectric charge and separation process has not been completely perceived, it pronounced to be an environmentally friendly and economically viable technique for minerals and wastes beneficiation. Being a dry beneficiation technique the process has special appeal, which must be explored further in particular for treating industrial minerals.

The sulphides can be arranged in a series determined by the relative amounts of ionic and covalent bonding present. This series is similar to the paragenetic series common to most sulphide ore deposits. Investigation of the surface tensions of the corresponding heavy metal iodides by the maximum bubble pressure method throws some light upon this relationship. It is shown that the surface tension of molten iodides decreases as the chemical bonding within them becomes more covalent. These results are interpreted in terms of the constitution of the melts, and are extended to cover the case of sulphides in solution in a silicate melt. It is concluded that sulphides tend to lower the surface tension of silicate melts and that this tendency becomes greater as the bonding within the dissolved sulphide groups becomes more covalent. A possible relationship between this conclusion and the origin of paragenesis in sulphide ore deposits is indicated.INTRODUCTIONIt is well known that the order of deposition, or paragenesis of sulphide minerals is remarkably similar in hypogene ore deposits throughout the world. This widespread similarity points towards the operation of some fundamental process which must be intimately connected with -the genesis of these ores. THE following paper is a description of the plant and operations of the above company in their recovery and treatment of the quartz tailings deposited as final residues by the various mining companies. at Waihi, Karangahake, and Waitekauri into theOhinemuri River. During the past few years the silting of the Ohinemuri River has increased to such an extent as to cause considerable interest and discussion, and has lately been the subject of a most extensive inquiry by a Royal Commission, to consider the best means of dealing with what is generally spoken of as a public nuisance.Ever since the commencement of mining in this district, which was opened as a goldfield in 1875, the various mines operating have been discharging their tailings into this river, it having been proclaimed a sludge channel in 1895. Up to the year 1900 the quantity of quartz crushed was not large, probably not exceeding 500,000 tons; but since that date the annual tonnages discharged have increased enormously, and at the present time would total from 550,000 to 600,000 tons per year. Cononish is a steep, narrow NE-SW trending vein system that was emplaced into late Proterozoic metasediments. It shows brittle style deformation and postdates metamorphism and associated Caledonian foliations. The ore shoots plunge 45¦SW, have a 40 to 80?m intersection with the existing underground development and extend between 40 and 260?m down plunge. Small-scale sulfide-bearing domains within the vein carry the highest gold grades. They collectively define the ore shoots, where one or two and rarely three of the domains are present at an individual site in the vein. Gold occurs as electrum, with minor native gold. Silver occurs additionally as tellurides and native metal. The gold/electrum is fine-grained, generally <100?¦m in size and locally clusters. Visible gold up to 2000?¦m in size is rare. Gold and silver are generally spatially associated with sulfides in quartz. The main sulfide is pyrite, but galena, chalcopyrite and sphalerite occur also. Electrum and gold occur with galena in pyrite-hosted fractures. Gold is also associated with the contacts between galena and pyrite grains. Discontinuity of individual domains, variation in domain thickness and internal heterogeneity results in short scale variation in grade across the structure. Longwall faces producing in the order of 20,000 tons per day of raw coal are presently running in the Houilleres du Bassin de Lorraine of Charbonnages de France. Production levels of twice that level pose some technical and economic problems of coal cutting, ventilation, coal and equipment transportation in the.face and from the face to the sur- face. The peak productions of the equipment in use today, the results of trials with new equipment, the utili- sation of forecasting models (some in the form of software), allow us to fo- resee feasable technical solutions to these problems. They will first be considered in the best possible context (thick- ness, dip, non gassy, soft coal, good strata, no faults). This will give. the necessary conditions to reach daily output'of that level. A sensitivity analysis of these- figures to the effective natural con- ditions will then be undertaken and the implication of such a project on health and safety (dust, climate ...) will be carefully considered. A concise technical and econo- mical approach will permit us to fore- cast the economical interferences of such production units and specially the consequences of sudden variations of the output (downtimes, failures, etc). From this investigation, goals for technological development and re- search areas will be outlined to be able to reach this production target in the XXIst century.

For stockpile design, the flowability and structural interfaces are critically dependant on the stress conditions throughout the pile. Historically, the predictive methodologies for stress determination have been too conservative, which adds inefficiency to the stockpile reclaim interface selections, especially for live reclaim stockpile systems. In addition, accurate pressure profiling throughout stockpile is essential to correctly design the stockpile support structures, which are buried within the stockpile. Such buried structures include trestle legs or columns to support load-out conveyors or the roof of bulk storage sheds. Improved methodologies with respect to the development of the hoop stress condition which exists in material ædrawn-downÆ within the stockpile has been developed. This hoop stress approach has significantly improved the live capacity prediction to over 90 per cent accuracy and improved rathole structure prediction within live reclaim stockpiles. Additionally the methodologies in estimating the vertical and circumferential stress variation acting on buried stockpile structures have been significantly progressed, with experimental testing shown good agreement with the theory.CITATION:Williams, K C, Roberts, A W and Prigge, J D, 2013. Potential acid rock drainage from the destruction of metalliferous sulph-ides is recognised as a critical factor in the design and economics of any mining venture. While this realisation is relatively new, mining companies have embraced the issue with the aim of scientifically quantifying the magnit-ude of the problem, specific to indiv-idual properties.Coinciding with the development of the open pit mine at Porgera, a comprehensive assessment of the potent-ial for the formation of acid rock drainage was initiated in 1991. Detail-ed study of the mineralogical charact-eristics of all rock types, along with extensive test work to determine the maximum potential of rocks to generate and consume acid (known as acid base accounting or ABA), has been conducted. Correlating this with the known and interpreted geology of the open pit has indicated a strong relationship between rock type, sulphur content and the acid base character. This relationship is used daily as a simple, cost effective means for classification and management of the variety of material types produced from the minincx operation.

OZ Minerals Limited owns and operates the Prominent Hill Copper-Gold Mine, located 140 km southeast of Coober Pedy in far north South Australia. The Prominent Hill mine comprises an open cut mine with an initial 10 year mine-life and an 8 Mtpa conventional grinding and flotation plant to produce high quality copper-gold-silver concentrates, which are exported by road to local customers and by rail to the port of Darwin for shipment on to Southeast Asian smelters. Mine and process operations at Prominent Hill are licensed to abstract a water supply of up to 26 ML/d, sourced from a borefield located 40 km and extending to 80 km east of the mine. The arid climate of the broader Prominent Hill region means that groundwater is important for sustaining community and pastoral industries in the region, and security of water rights for third party users is a critically important water management issue posing a significant challenge to the development of Prominent Hill. Depth to water table and the typically high salinity of groundwater in the region means there is little environmental dependence on groundwater within the immediate Project area (mine lease and wellfields). The Prominent Hill mine and associated infrastructure lies within the South Australian Far North Prescribed Wells Area (FNPWA), which was principally defined to ensure the ongoing security of the ecologically, socially and culturally significant GAB springs, of which the closest are found around 150 km northeast of Prominent Hill, and only 50 km northeast of the water supply borefield. Prescribing of the FNPWA meant that OZ Minerals was required to demonstrate to both State and Federal Government agencies that the mine's water supply is independent of that which supports GAB springs and other third party water users in the region. Recognising these potential obstacles, OZ Minerals successfully defined and developed a previously unknown industrial quality groundwater resource, separate from other important groundwater resources in the region that supply community, pastoral and environmental users, ensuring third party water user sustainability.

The Mt Sinivit gold project is located approximately 50km SSW of Rabaul in the Baining Mountains of the Gazelle Peninsula, East New Britain Province. The deposits were discovered in mid- 1983 and form part of a larger 26km long zone of variably aurif- erous quartz veining. There are no surface indications or previ- ous records of any prospecting activity or production from the region. The Mt Sinivit deposits consist of a series of oxide and sulphide reserves and resources contained in the Wild Dog (South- ern, Central and Northern oxide zones; Northern sulphide zone) and Kavursuki veins. The proposed exploitation of the oxide reserves by a series of small-medium sized open pits has been fostered by the PNG Department of Mining & Petroleum (DMP) as part of a government policy to encourage the development of a small-medium sized mining industry in the country. The aim of this paper is to document the steps and procedures involved in obtaining the grant of a Mining Lease emphasising the time and the expenditures required during each step of the approvals process for the Mt Sinivit project.
