Over the past few years, there has been an emerging relationship between business and civil society, especially NGOs. This relationship has the potential to bring about significant change, identifying common ground between commercial and societal interests. The mining industry has been a leader in acknowledging the need for community consultation and engagement. This paper argues that partnerships can make a very significant contribution to the industry as it comes to terms with the dilemma of an open economic system pushing against a closed ecological system.The paper will pose a number of questions: where is the locus for debate about sustainability in the mining sector?; how well embedded within companies are the new competencies that Leon Davis first identified in 1995 for the mining sector?; how has education for mining engineers or exploration geologists changed to prepare people for what are very different expectations within the working environment?; how well is the industry doing in managing its own environmental impact and what is its responsibility to an agenda for sustainability which extends beyond its own operations?;and how can NGO partnerships contribute to more sustainable outcomes? The paper does not aim to answer these questions, but to explore them in the hope that the issues and possibilities raised will contribute to advancing progress towards sustainability within the industry.

The paper is introduced by some general comments on the Electrolytic Zinc Company West Coast Mines operations. An outline of the geology of the Rosebery Mine orebodies preced- es a resume of the mining methods used prior to the current mechanization programme. The reasons for the introduction of longhole stoping techniques are given together with a brief explanation of both sublevel longhole and longhole stoping methods. The application of remotely controlled loaders within these stoping methods is discussed. A description of the remote control mechanisms, used on Atlas Copco 310 and 511 Cavo loaders, is followed by comments on these mechanisms from both a maintenance and production viewpoint. A summary of perform- ance statistics and operator safety records vindicate the selection of remotely controlled loaders for the longhole stoping areas at Rosebery Mine.

BHP has used many innovative techniques when recruiting its workforce for the Cannington Project. Looking for a balance of experience and enthusiasm it was necessary to develop pre-selection tests to reduce the initial number of applicants to a manageable number for first interviews in Townsville. Success at this stage led to an applicant, and their spouse, to go through a second interview at the mine site. The full process from application to job offer took up to six months, but the results were felt to be worth the effort. The approach taken has resulted in a highly motivated and flexible workforce. This paper outlines the philosophies behind CanningtonÆs recruitment process, highlights some of the issues associated with the approach, and offers some measures of the outcomes.

In the mineral processing industry solid-liquid separation within a thickener usually requires the addition of a synthetic flocculant to enhance the settling rate of fine particles. The characteristics of the resulting flocculated suspensions may vary considerably depending upon the physical and chemical conditions which prevail during the flocculation process. For example, parameters such as flocculant type, dosage and solution concentration, surface chemical characteristics of particles and the suspension agitation conditions can influence the degree to which the particles aggregate. Aggregated suspensions exhibit various structures, and range from those composed of small, dense aggregates to those containing large, voluminous aggregates. The size distribution and structural type of the aggregates which form within the feed-well of a thickener can have a dramatic effect upon overall thickener performance. Thickener performance cannot be optimized without optimization of the aggregate structure produced in the feed by synthetic flocculant addition. This has required the development of new techniques to quantify the nature of aggregated suspensions, details of which are presented in this paper.

Several factors contributing to the loss of fibre during treatment are a function of the paragenesis of the veins. The occurrence, of magnetite from the cap rock within the veins prevents complete fiberization. There is a marked similarity between these veins and those in the Koegas-Westerberg area of South Africa.INTRODUCTIONAn investigation of the mineralogy of the Wittenoom Gorge crocidolite veins was undertaken in the latter part of 1962 at the request of the Colonial Sugar Refining Co. Ltd. It was anticipated that such a study might reveal the cause or causes of the lack of recovery of some asbestos during beneficiation. Some interesting features of the mineralogy and paragenesis of the crocidolite veins become apparent, but it is emphasized that the investigation is far from complete, as the study did not extend to the field occurrence.The samples examined were selected from the mill and from the untreated ore.GEOLOGICAL SETTINGWittenoom Gorge is situated on the Fortescue River in the Hammersley Ranges of Western Australia and is one of several gorges in these ranges, on the sides of which 'crocidoIite asbestos is known to occur. The Hammersley, Ranges consist essentially of a series of quartzites, shales, ferruginous quartzites and dolomites. These' rocks are part of the Nullagine Formation (Proterozoic) and are usually either horizontal or gently folded. Much of the data required for the evaluation of mine design is obtained from bore cores. It is essential to collect data that is useful and not to overlook features which might have adverse effects upon the mining practices and which might not be readily discernible to the untrained eye when examining bore cores. Interpretation of the data has progressed from the use of single-value properties, such as ultimate compressive strength or Young's modulus, to the utilisation of most measurable quantities. The simulation techniques used employ physical and mathematical models for prediction of mining conditions or strata behaviour. The application and capabilities of these methods to mine design are discussed.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

The Electricity Commission of New South Wales operates three power stations located on Lake Macquarie and Lake Munmorah. Coal for these power stations is supplied by three collieries operated by the Electricity Commission, three operated by the State Mines Control Authorityrand one privately owned. Most of the coal used in these power stations is won from the Great Northern seam which lies at depths of up to 220 ft at Awaba and at depths of the order of 600 ft at the remaining mines on the southern end of the field.

Chlorine as a lixiviant for gold possesses a number of significant chemical and Idnetic advantages over cyanide but because of its corrosive and vaporous nature the method of implementation needs to be significantly modified. At comparable reagent concentrations the dissolution rate for gold in the C12/Cl- systems is some 10 - 100 times that achieved in the 02/CN system. The dissolution rate in the chlorine system is largely a function of the concentration of C12, Cl- and pH. Under conditions of low Cl', (less than 50 g/1), the dissolution rate begins to drop off dramatically over the pH range from 3 - 4. Increasing the level of dissolved chloride ions shifts the pH of this rate reduction to around pH 5 at 100 g/l NaCl, and to around pH 6 at 300 g/l NaCl.

In backfill grouting for underground coalmines, the filling materials strengthen the caving rock and support the overlying strata to reduce surface subsidence. The broken roof strata fail and collapse during mining operations without appropriate supporting measures being taken. It is difficult to perform continuous backfill mining on the working face of such roofs using the existing mining technology. Therefore, in order to solve the above problems, fly ash and mine water are considered as filling materials, and flow characteristics of fly-ash slurry are investigated through laboratory experiments and theoretical analyses. Laws governing the diffusion of fly-ash slurry in the void of caving rock masses and in the void between a caving rock mass and a basic roof are obtained and verified. Based on the results obtained from the above analyses and field conditions at the Zhaoguan coalmine, Shandong Province, China, a cave backfill grouting system of the hauling pipeline is developed and successfully tested at the 1703 working face. The results demonstrate that a filling rate of 43.46 per cent is achieved, and the surface subsidence coefficient of the grouting process is found to be 0.475. Compared to the total caving method, the proposed system is found to achieve a reduction rate of 40.63 per cent. This effectively helps in lowering the value of the surface subsidence coefficient. Fly ash and mine water, considered as primary materials in this study, also play a significant role in improving the air quality and water environment.

The education system today is turning out potential Mine Managers and Superintendents for the coal industry who are lacking in adequate management knowledge. They are required by the Mining Act to be highly skilled operators who are operations and production oriented. This puts them in much the same category as airline pilots and ships' captains. The real need is for them to be management and profit orientated. Changes over the years in Managers' and Superintendents' roles are highlighted by identifying those professions and vocations with whom they must now work. Comparing classifications in the 1916 award and the current award, and making a comparison between management and mining degree courses, leads to the conclusion that separate degree courses are necessary for future Mine Managers and Mining Engineers. Mine management must become a profession in its own right if optimum profits are to be made from mining in the future.

Japanese pig iron production in 1973 registered about 90 million tons. As clearly seen from the productivity (2.04 t/m3/D), and fuel ratio (494 kg/t-pig), the Japanese steel industry has maintained quite high levels of efficiency in blast-furnace (BF) operations. Among the many factors which have contributed toward these high levels of efficiency, the use of high quality coke is very important. The Japanese steel industry imports about 85% of its metallurgical coals from various countries of the world, including Australia. The effective use of these metallurgical coals of various origins in accordance with their re- spective properties is most essential for maintaining coke quality. This paper describes coking properties of various metallurgical coals and blending techniques based on these coking properties, in relation to the specifications of coke quality required for efficient BF operations. This paper also describes briefly new technology for expanding the scope of the use of coking coals.

The smelting of concentrates and secondary materials has been subject to increasing challenges in recent years due to declining grades of feed materials, increasing impurity levels and ever more stringent environmental regulations. In addition there has been a growing focus on maximising the efficiency of energy usage and recovery of values. New opportunities have been created with rising metals prices and improved systems for the collection of secondary materials, giving rise to a need for more flexible process solutions.This paper focuses on a number of specific cases where a process solution has been developed using the Outotec« Ausmelt Process to meet particular feed material challenges and overcome limitations inherent when employing traditional pyrometallurgical processes.The first case involves the development and commercial implementation of a smelting process to recover values from zinc smelting residues typically deposited into dams as a waste product. The second case describes the application of the Ausmelt process for the smelting and converting of secondary copper feed materials, including e-waste. These materials contain a wide range of metals and plastics and need to be processed appropriately to maximise the recovery of values whilst avoiding environmental problems. The third case study covers the smelting of nickel concentrates containing elevated magnesia levels as well as nickel bearing catalysts with high alumina content, neither of which can be readily processed when employing traditional pyrometallurgical technologies. Low-density explosives have been developed with trials being conducted for over 20 years and yet have still only gained limited market acceptance despite producing some very promising results. The biggest concern with industry acceptance has been disbelief that a product with lower density than the ANFO benchmark could fragment anything but the weakest of strata. Trials have been carried out with products such as diluted ANFO, low-density ammonium nitrate (AN) and various other mixes, although it has been only recently that low-density explosives have been accepted as a serious alternative to traditional products such as ANFO and heavy ANFO. The recent uptake of low-density products has been the result of several key factors: the current resources boom forcing AN supply issues, the development of new handling techniques, and a far better understanding of the utilisation of such products. This paper highlights the benefits of low-density products available in the market and focuses on the situations where low-density explosives can provide the end user with benefits that would otherwise be achieved through more time consuming methods. Through correct implementation, low-density explosives can provide the blast designer with another option when looking at the optimum method of breaking the rock. This while still controlling the other limiting factors such as cost, environmental impacts (noise, vibration, dust and fumes), coal damage and safety (stable walls).

The Awak Mas gold project is located in the Province of South Sulawesi, Republic of Indonesia. It is situated 300 km by road north of the provincial capital of Ujung Pandang. The capital is readily accessible by air from Australia via Denpasar on Bali or the Indonesian capital, Jakarta (Figure 1). Elevations at Awak Mas range from 850 to 1400 metres above sea level in reasonably rugged terrain. The area is covered by primary and secondary (regrowth) rain forest. The region is subject to an equatorial-type tropical climate. The annual rainfall is a high 3000 mm most of which falls in the rainy season between March and June. In the lower valleys rice, cloves and chocolate crops are cultivated. Title to the project area is secured by a Contract of Work (COW) issued to PT Masmindo Eka Sakti (MES) on 23 October 1987 by the Government of Indonesia. MES was controlled at the time by New Hope Industries group of Brisbane. After New Hope had completed initial reconnaissance exploration of the area, Battle Mountain Gold Company (BMGC) farmed-in in 1991 and earned a 60 per cent beneficial interest in MES.

This paper describes the design and constructability issues investigated in the selection of a trenchless solution in comparison to trenched construction options as part of a scoping study for the augmentation of the existing Bulimba Creek Trunk Sewer in Brisbane. Initial work involved the planning of alignment options vis-a-vis ground geology, geotechnical conditions, location and depth of shafts considering potential construction technology, flotation and stability of the tunnel, availability of construction sites and the influence of construction works on neighbourhood properties and the immediate environment. Two design pipe sizes, DN1200 and DN1500, were considered, and factors including jacking forces, specification of product pipes, pipe joints, pipe jacking methods and the associated impacts of ground settlement were carried out. Of particular interest was research on suitable lubricating fluids with the potential to minimise jacking forces and maximise the length of pipeline between launch and reception shafts.

An innovative process for the separation of carbonaceous minerals from bulk ores is presented. In this process, the surface of carbonate minerals is reacted with acid used to nucleate CO2 bubbles at the particle solution interface. Entraining the liberated CO2 gas at the surface via coating agent renders the particle more buoyant providing for a selective separation from non-carbonate containing masses. Different surfactants were tested to stabilise the bubbles and float the particles. In this paper, separation of dolomite from apatite using PVA (polyvinyl alcohol) as a coating agent, is discussed. The KSS Lead Plant (Kivcet - SNAMPROGETTI - SAMIM) of Por tovesme, owned by Nuova Samim (the sector-head Company for non ferrous metals and derivatives owned by ENI), has been operating since february 1987. This plant is based on the Soviet Kivcet licence and testwork carried out on the pilot plant of VNIITSVETMET in Ust Kameno gorsk fed by the Nuova Samim's concentrates. The plant is com pletely automatized using the most advanced technologies and it is operated by nineteen people on shift work, including all ancillary units and lead decopperizing-casting. The expected performance of the plant has been confirmed and improves day by day in relation of the operating experience, thanks to the new conceptual design of the furnace. Due to the remarkable flexi bility of the process, the integration of the lead plant with the other plants of the metallurgical complex of Portovesme rro-#4 (Electrolytic Zinc Plant, Sulphuric Acid Plant, Imperial Smel ting) has shown all the economic advantages. The lead content in the ambient air, detected by the monitors, either in the working area and on the ground outside the complex, is widely Pb W" below the stricter new limits recommanded by the E.E.C. (Economic European Community) rules and by the Italian law. The whole process is carried out in equipment completely closed and under suction and it does not require manual operations with exposure to the lead. The production cost is much lower than that performed by the traditional technology. This advantage permits wide margin to consider investment to replace the traditional technology.

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

In areas where undeveloped land represents a scarce resource, an upgraded post mining land use can result in economic benefits to both the mining company and to the community. A study undertaken at Allied Queensland Coalfields Ltd's Aberdare Colliery located between Brisbane and Ipswich during 1986/1987, assessed the costs and benefits of developing the site following mining for grazing, forestry and residential uses. The proposed final land use plan comprised a combination of these uses which can be upgraded to higher valued uses once subsidence monitoring of backfilled opencut areas and dumps indicates that total settlement has reached acceptable levels. The study involved the documentation of existing site environmental parameters and the delineation of site opportunities and constraints. The unpredictable nature of settlement over backfilled opencuts and overburden dumps represents the major constraint to urban development on mined areas.
