The Australian mining industry faces skills shortages across a broad spectrum of disciplines and levels, as it enters another major growth phase. Critical amongst the areas of most significant shortage in the professional sphere is the discipline of geotechnical professionals. More mines, deeper mines, ageing workforces are all contributing to this chronic shortage. But the shortage is not just at the operating sites, it is across a range of employment fields including sites, head offices, consultants, researchers and educators. This paper reviews the status of a number of these fields and explores some of the issues being faced. The different roles of a site geotechnical professional and a specialist geotechnical consultant are explored, together with some of the trends in terms of how such people are operating, and the skills they are expected to have to fulfill their job requirements. The paper also considers the move towards possible mandatory statutory geotechnical positions at mine sites and some of the implications if this were to come into force. Finally, the paper considers the current provider programs for mining geotechnical education, and how additional offerings are going to be needed in order to address the current shortages and the inconsistencies in terms of job expectations for people assigned to geotechnical roles without adequate education and training.

Opinions vary widely within the community on what are legitimate environmental social respon- sibilities. The extreme conservationists see the responsibility as the total preservation of the natural environment achieved by opposition to all forms of industrial development that would disturb it. The `growth-at-any-price men' consider it more important to stimulate economic growth, develop new industries, and maximize profit letting the environment take care of itself: within this wide spectrum of concern are the middle-of- the-road men, part of the vast majority, fully aware of the need to compromise to achieve a satisfactory economic growth rate whilst pre- serving to the greatest extent practicable the con- ditions upon which we depend for a balanced self-perpetuating existence. Environmental change is not new. It is the inevitable accompaniment of human activity. Plato wrote in the 5th Century B.C.* of the devastating changes wrought by man and his animals on the ancient world of the Mediter- ranean. Down through the ages rural development to *The Dialogues of Plato: `What are now her moun- tains were lofty, soil-clad hills; her so-called shingle plains of the present day were full of rich soil; and her mountains were heavily afforested-a fact of which there are still visible traces. There are moun- tains in Attica which can now keep nothing but bees, but which were clothed, not so very long ago, with fine trees producing timber suitable for roofing the largest buildings; and roofs hewn from the timber are still in existence. I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

The relationship between the maceral composition of coal and the strength of the coke produced from that coal has received a great deal of attention in recent years. Studies using two Bulli Seam coals, and blends of Bulli and Wongawilli Seam coals, from the Illawarra Measures of the Southern Coalfield of New South Wales were carried out. The optimum range of vitrinite was found to lie between 45% and 60% (mineral matter free). Above and below this vitrinite range coke strength deteriorated. I Coke strength indices increased with rank and the optimum vitrinite content increased with an increase in rank. These changes will require confirmation as trends by testing a third level of rank. It was noted that vitrinite content decreased with an increase in the specific gravity of separation of the coal. . T Use of- petrographic analyses will increase confidence in choosing coals for coking, provided the coals are well known. Such analyses offer the possibility of greater flexibility in coal purchases and the possibility of producing a marketable blend from coals, which have limited market potential. Critical base coals for blends can be conserved. Significantly more work is required before coal reserves can be utilised to optimum advantage. This work would require extension of-the studies discussed in this paper and, in particular, the testing of a wider range of rank.

Fire suppression systems are now recognised by both NFPA 502 and PIARC as legitimate tools for both life protection and asset protection. The effectiveness of these tools for life protection demands extremely rapid and accurate incident detection coupled with rapid response. This rapid response must be integrated with other emergency systems such as emergency ventilation. The March 2007 fatal Burnley Tunnel incident in Australia graphically illustrates the potential of effectively integrated fixed suppression systems to protect people from harm and save infrastructure from damage. Despite the raft of technology available in that instance to the operator it was the human operatorÆs ability to effectively control the emergency equipment and not the equipment itself which so positively influenced the threat to life and property.

Pipelines are the vital link in making natural gas available to a region and to individual mines. A discussion of the necessity for oil property valuation isgiven. A brief 'discussion of the four most common methods is included and the engineering method is explained in more detail. As an example of oil property valuations, a producing oil lease in Shackelford County, Texas, USA is evaluated.' In industry and power production and distribution large quantities of fine wastes are produced. These are above all fly ash and phosphogypsum. Attempts are made to use them as secondary raw materials in industry and construction. Since they contain dangerous and harmful components or are nonhomogeneous their direct application is limited so that they are treated as waste. This paper reports on tests conducted with the aim of agglomerating the mentioned fine industrial wastes by pelletisation. The aim of this resarch was to obtain agglomerated product suitable for handling, transport and dumping. At the same time efforts were made to incapsulate harmful components by producing pellets with protective shells. Next, pellets without binders and with different binders were produced. Strength, resistance to freezing and solubility of pellets were tested. All the fine industrial wastes under survey were found to be suitable for pelletisation. The utilisation of appropriate binders ensures pellet strength required for safe handling and ecologically sound deposition of pelleted Material.

This paper is essentially an address, rather than a detailed presentation of facts, because the third edition of `Nuclear Electricity - An Australian Perspective' has just been completed and will be available for the seminar. That 96-page booklet contains a lot more information than The AusIMM would be prepared to print in the seminar proceedings. Hence I have kept this paper brief, and ask readers to obtain a (free) copy of Nuclear Electricity at the seminar or from The AusIMM. It can be read as a supplement to the paper (or vice versa). According to one of Australia's well known critics of nuclear power, Professor Ian Lowe, `the pro-nuclear lobby's predictions of the future use of nuclear energy .... have been regularly and consistently wrong by large amounts, always overestimating the future demand for uranium" (Aust. Society, April 1989). While I do not accept this as a bald statement applying to all those in favour of increased use of nuclear power, there is sufficient truth in it for it to be credible. Certainly in the 1950s and the 1960s, when the new technology for producing controlled power from atomic fission was first being commercialised, there were some very exaggerated projections of the role of nuclear power. Many people thought that it would take over from fossil fuel fired electricity generation in much the same way as the motor vehicle took over from horse-drawn transport. And these early projections were not simply concerned with electric power generation, they included excavating harbours and digging canals with nuclear explosives.

The purpose of this paper is to describe briefly the clean-up procedure adopted at the treatment plant of Paringa Mining & Exploration Co. Ltd. at Kalgoorlie, Western Australia.A clean-up is carried out at the end of each four-weekly period, and all figures subsequently quoted are taken from a summary of the results of the eight periods ending 8th April, 1941.STRAKING AND AMALGAMATIONOf the total gold won 22· 77 per cent. is recovered by straking and amalgamation.The discharges of both the primary and secondary ball mills are pumped over a common set of five ten feet long by three feet wide straking tables, set at an angle of 10 degrees, before passing to the 14 ft. diameter by 30 ft. by 8 ft. Dorr bowl classifier.This classifier is in closed circuit with both of the ball mills, hence the whole of the circulating load of the fine grinding circuit, which approximates to 800 per cent., is required to pass over the straking tables. For convenience in handling, corduroy cloths are used in lengths of 5 feet, and are picked up and replaced by clean cloths at four-hourly intervals. The avaHable straking area provided is, therefore, 900 square feet, or approximately 3·30 square feet per original ton per 24 hours. The density of the pulp passing over the tables is about 54 per cent. solids, the area provided per ton of pulp per 24 hours being approximately o· 2() square feet. Washing of the corduroy cloths is carried out on the day shift only, about 800 lb. of strake concentrate being obtained daily.This concentrate is sluiced from the washing trough on the elevated straking floor to the 4 ft. by 2 ft. diameter amalgamating barrel located in the gold room below.The barrel is of standard design and is rotated at 25 r.p.m. It is charged each day at 4 p.m., and grinding of the strake concentrate at approximately 70 per cent. solids is continued until 8 a.m. the following day. The barrel is then stopped, and the contents generously diluted with water, and after a few minutes rotation some of the slime is carefully poured off through the small discharge hole. This dilution and decantation is repeated until a good deal of the valueless slime has been removed.A further quantity of strake concentrate is then charged to the barrel, which is allowed a further 16 hours grinding period. After again diluting and decanting, approximately 25 lb. of mercury and 15 lb. of lime are added to the charge, which is then given an amalgamation period of 2 hours before cleaning up.By the process of grinding, diluting and removal of slime by decanting...

The Galandrud coalfield is located approximately 20 km south from the coast of the Caspian Sea, Ruyan town, on the north slopes of the Alborz mountain range, in the elevation between 500 m (the Galand River valley) and 1350 m. For the time being, 32 coal seams (generally of small thickness û 0.8 m on average) have been recognised within the. On the other hand 72 coal banks of balanced properties have been included in reserve calculation, which means that some of the seams consist of several banks. The general dip of strata belonging to the south limb is about 30¦ to the South (with drags close to the south overthrust, where the dip reaches 85¦), while the dip of beds at the north limb is rather steep and usually between 45 to 75¦ to the North. The coal quality is in a rank of high volatile bituminous coal. The steep dip, unstable lithological development, complicated tectonics and comparatively lower coal seam thickness are the characteristic features of the Galandrud deposit. Environmental protection of this area makes exploration and exploitation more complicated. During mine exploration several adits were driven at three levels with 50 m vertical distances. About 4000 m of gates and crosscuts were up to now driven. During mining test the down-cut mining method (with one cut), the strike cut mining method and the down-cut mining method with two cuts were tested. The paper describes outlines for the selection of mining methods on the base of classification of the effective hangingwalls and footwalls, hazards of mining operations, and possibilities of the mechanised mining.

The mining. operations of Bougainville Copper Pty Limited are located at Panguna on the Island of Bougainville which is part of the Territory of Papua and New Guinea. Mineralisation in the Panguna area was first established by C.R.A. Exploration Pty Ltd in 1964. Exploration work since then has established ore reserves estimated to be 760,000,000 tons of.0.47% copper and 0.4 dwt./ton gold. An economic feasibility study completed in July of this year has enabled a decision to be made to proceed with a major mining operation. The ore will be mined by open cut methods and will be treated in a conventional concentrator with a nominal capacity of 90,000 short tons per day. The concentrate will be pumped as a slurry through a 15 mile long pipeline to a port established on the east coast where it will be filtered and dried ready for export. Other supporting facilities for the mine include two towns, a 135 megawatt steam power station, and access roads.

Gold mineralization belt of eastern China in the adjacent part of the northwestern Pacific rim is orientated NE to NNE and as-sociated with Mesozoic faults and igneous intrusives and Mesozoic to Cenozoic volcanism and subvolcanism extending more than 3000 km in length and 300 to 800 kni in width affected by the movement from the Pacific Plate subducted against the Asian Plate.The relative movement between the Pacific and the Asian plates give rise to two types of fracture zones, the tensional ones providing the space for the formation of fissure-filling type of auriferous quartz veins and the shear zones providing the space for the formation of hydrothermal replacement type of gold de-posits in Shandong Peninsula. The fissure filling type of quartz vein, is represented by Linglong gold deposit which is hosted in Mesozoic Linglong Granite and consists of hundreds of quartz veins filling fractures trending NE to NNE and the hydrothermal replacement type is represented by Sanshandao gold deposit which is hosted in crushed and hydrothermally altered Mesozoic Linglong Granite in contact with Archaean metamorphic complex of Jiaodong Group along a Mesozoic upthust fault zone trending NE.

The problem of spontaneous combustion has long exercised the minds of Mining Engineers. The idea of inertising an area with a non combustible gas has seemed to be an attractive way to overcome the problem. Various agents have been tried but nitrogen has particular attractions and advantages. Britain adopted the idea from the German industry and found that it was particularly suitable for the conditions in British Mines. Over 8 years much development work has been done and specialist equipment has been developed as the requirements came to be better identified with experience. There is a continuing programme of innovation and the technique can be further developed in the future as a means of protecting the very heavy investments which are being made in today's large capacity, heavily capitalised faces.

Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

A 3D graphics modelling system has been applied to longhole stope ring design at Z.C. Mines, Broken Hill, NSW. This has been in operation for a four month period (January, 1988). The purpose of this application was to provide computer assistance to mine planning engineers and blasthole design draftsmen for the longhole design process, particularly by: 1. reducing the- volume of tracing, drafting and geometric manipulation which is a significant feature of the manual design process, 2. providing additional design drawings to enhance the conception and implementation of stoping design.

Groundwater issues for the mining industry are many and varied. When the depth of mining is below the water table/potentiometric surface, a groundwater æsinkÆ is created which alters the local groundwater flow regime resulting in minewater inflows. Assessment of mine dewatering, mine water balance and wastewater disposal requirements are central to the effective management of water in a mining operation. Each of these issues has a significant groundwater component. Other groundwater issues for mining operations include: water supply, aquifer storage and recovery, the impact on other groundwater users in respect of groundwater levels, bore yields and water quality, and the development of an effective groundwater monitoring network for early detection of impacts and to satisfy regulatory requirements. This paper outlines the techniques involved in assessing groundwater issues for project feasibility, during operation and post closure, and provides an overview of several mine dewatering and water disposal methods. The practical assessment of groundwater issues for the mining industry is illustrated with several case studies of mining projects in Australia, SE Asia and the subcontinent. These are projects to which the author has contributed during a career as a geologist/hydrogeologist spanning more than 25 years.

Spectacular high-temperature hot springs (æblack smokersÆ) on the deep ocean floor are producing economic concentrations of base and precious metals. Mining these seafloor massive sulfide (SMS) deposits is about to become a reality in 2010, subject to the timely issuance of permits. Three Australia-based private companies and two government agencies inJapan and Korea have exploration licenses or applications covering vast areas of the seabed in the western Pacific targeting SMS deposits. Technological and financial challenges for recovery of seafloor sulfide deposits are being met and mining these may be less environmentally deleterious than mining on land.
