The Hunter Region, with a major part of the coal resources of New South Wales and a long history of coal mining, has experienced a rapid expansion of coal resource development in recent years. While there are inevitable conflicts between mining, urban development and related infrastructure, and between mining and other resources, the application of sound planning practices, and improved co-operation and co-ordination among the various parties, helps to reduce such conflicts. The planning process involves consideration of factors such as transport- ation (including port facilities), mine subsidence, provision for surface facilities, a,iC the need for buffer 'ones. In addition, provision must be made for urban expansion, often co-existing or in close proximity to present or future coal mining development. Approval of coal mining developments takes place within the legislative framework of the Environmental Planning and Assessment Act, 1979 (EPA Act), the Coal Mining Act, 1973 (CM Act) and the Mining Act, 1973. Considerable effort has gone into stream- lining and co-ordinating the procedures under these Acts. The EPA Act provides for regional and local environmental plans, as well as a linked process of development control and environmental impact assessment. The CM Act provides for the grant of exploration and coal mining titles and mechanisms for the responsible management of Mining.

Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.

The use of stable isotopic measurements as a technique for elucidating the origin and history of the water in hydrothermal fluids is relatively new. Recent studies have emphasized the importance of meteoric water in the formation of many hydrothermal ore deposits including many epithermal gold-base metal deposits which occur in faulted volcanic terrane. Other vein-type gold ores are be- lieved to have formed from fluids of magmatic or metamorphic origin and exhibit characteri stic 6180 values. These values also give information regarding temperatures and the degree of equilibrium. Preliminary oxygen data for some important gold deposits of eastern Australia are evaluated in the con- text of styles of mineralization.

Methylene blue dye adsorbs on chalcopyrite concentrates slurried in aqueous solution. Saturation adsorption can be achieved within about 24 hours for dye equilibrium concentrations greater than about 10-5 M. The dsorption coverage is obtained from a measurement of the' colour change of the solution. Comparison with BET measurement of the concentrate surface area shows that 2.4 ± 0.1 µmol of methylene blue are adsorbed per square metre of surface accessible to the dye cation. The procedure described can be used as a single-point measurement and values for the surface area can be otained to within about 10 per cent with inexpensive instrumentation.

The needs for improved technology for the mineral industry are widely recognised and a summary list is given. Ways in which technology has been introduced into the industry are discussed, as are the means by which the general process of technology transfer takes place. Some possible sources of improved and new technology are considered, together with the constraints to its introduction into the industry. Responses to recent external influences on the industry are discussed in relation to their effects on technology development.

The occurrence is recorded of an indurated kaolinite claystone associated with red-beds in the Burralow Formation of the Narrabeen Group near Putty toward the north-west of the Sydney Basin. The claystone is similar in composition and structure to the Garie Member which immediately overlies the kaolinite-rich "chocolate shales" of the Bald Hill Claystone in the sofrthern part of the basin. Unlike the Garie Member however, the Putty claystone is lenticular and the associated red-beds contain abundant quartz and illite in addition to kaolinite.The source of the Putty claystone is not known. Possibly it is an extension of the Garie Member to the northwest or alternatively, it may represent fine outwash of detritus that produced the coarse-grained kaolinite claystones in the Triassic succession of the Merrygoen-Binnaway area. Although the material is suitable for the manufacture of aluminous refractories the limited size of the deposit precludes its commercial exploitation.

Factors of importance in the ntilization of coal fines are mentioned, and the results of flotation tests on coal fines from three important coal seams in New South Wales are presented.INTRODUCTIONEconomic utilization of fine coal is an important problem in the Australian coal industry, particularly as the proportion of fines mined is increasing with progressive mechanization.While the use of uncleaned coal fines may be economic, it may be preferable to beneficiate them, but the most economic process must be selected.For beneficiating coal finer than about 28 mesh, froth flotation can be applied, but mining engineers should avoid practices that may be detrimental to flotation. Such practices include the indiscriminate use of water, particularly that containing a wetting' agent, for dust suppression. In addition, clay stemming in wet conditions may produce slimes which could adsorb on coal surfaces, while the use of oils and greases as well as the application of stone dust and chlorides in roadway consolidation may influence adversely fine coal beneficiation.This paper deals with the application of flotation to samples of fine coal from the Bulli, Greta, and Victoria Tunnel seams. In addition a discussion is given of the mineralogical constitution, size analysis, and degree of liberation of ash constituents of the various samples.COAL SAMPLESRepresentative samples of coal from the Bulli, Greta, and Victoria Tunnel seams were obtained for testing.

The basic flowsheet for the Kalgoorlie Nickel Smelter and Kwinana Nickel Refinery are discussed in relation to the mineral components of Kambalda produced nickel concentrates. Both processes handle violarite and pentlandite satisfactorily but the smelter has limitations where high copper recovery is required and in its ability to handle magnesia containing minerals. While the latter can be more economically handled at Kwinana the limitations of this tolerance are discussed together with problems arising from treating pyrrhotite, pyrite and precious metals by the Sherritt Gordon process.

With the steady increase of molybdenum demand worldwide and the favorable molybdenum market, many technological innovations on both process and equipment have been developed and applied in many modern molybdenum plants around the world. This paper introduces the most commonly used molybdenum flotation flowsheet, together with the introduction of the flotation chemistry. Many different types of flotation cells are used in modern moly plants, and each type of flotation cell has its own unique advantages suited for particular ore and process conditions. Effective pre-splitting is a key feature of wall control blasting. Most mining operations use historical designs or rules-of-thumb for designing pre-split blasts. If productivity and safety benefits are to be gained, these methods need to be improved in order to accurately predict pre-split performance. This will become more pertinent as overburden depths increase, placing more demands on the pre-split operation. A classical qualitative quasi-static description of pre-splitting (Kutter and Fairhurst, 1968) is presented and it is shown to give some useful insights into the pre-splitting process. In particular, it is clear that the time interval between the initiation of adjacent pre-split holes is a very important factor. In terms of this analysis, it is shown that current techniques which employ detonating cord as the surface initiation system are not optimal. A static quantitative model for pre-split design which has been widely reported is then discussed and its simplifying assumptions and their implications are examined. It is shown that several of the assumptions may be reasonably justified in the light of real pre-split results. It is concluded that the model should yield conservative designs. For this model, the key calculation of the blasthole pressure that is needed to determine the required explosive charge is highlighted. Popular methods employed in the literature for describing the expansion of real detonation products are shown to be inappropriate and an alternative method using the non-ideal detonation code, CPeX, is proposed.

A wide variety of process streams are sampled for grade control in the mining industry. However, in many instances the overall precision of the resultant analyses is inadequate for the intended purpose, ie grade control and optimisation of resource utilisation. Consequently, special attention needs to be given to the sampling, sample preparation and analysis procedures in place to ensure that meaningful grade control decisions can be made based on the analyses generated. For example, it is virtually impossible to control a process to within, say, ¦0.2 per cent if the overall precision of the analyses is no better than 0.5 per cent. Hence, precision targets appropriate for the task need to be established and the overall precision achieved in practice monitored and controlled on an ongoing basis.

This paper examines the cost and economic consequences of varying a number of key factors in the course of developing and operating new underground longwall coal mines with both shallow and deep cover in New South Wales. The economics of the project are assessed for the first 20 years of mine life using the discounted cash flow method with produc- tion and selling price being determined to provide break even costs for a range of minimum rates of return.

The determination of shear strength parameters for the spoil material plays a crucial role in the assessment of a dump’s stability; nevertheless, their evaluation necessitates laborious laboratory experiments. In order to address this issue, Simmons and McManus (2004) formulated a framework that serves as a foundation for categorising spoils according to their distinctive shear strength parameters based on observable and tactile characteristics. This framework, previously identified as the ‘BHP Mitsubishi Alliance Coal (BMAC) Spoil Shear Strength Framework’, is now recognised as the ‘CoalSpoil’ framework. The spoil characterisation provided by the CoalSpoil framework offers benefits but is not without limitations. The examination of these attributes in the field is a time-consuming task that demands expertise. Subjectivity arises in the spoil characterisation when attributes straddle the line between two categories, such as delineating matrix-supported and framework-supported fabric structures. To enhance consistency in the spoil characterisation process, minimising human intervention is crucial to mitigate bias, classification errors, and safety risks. This study seeks to achieve this aim by introducing image-assisted and automated methods for spoil characterisation.

The relevance of borehole and bore core evaluation to the design of underground coal mines is illustrated by considering the technical parameters of colliery design and the information from which they are constructed. The nature of this information is described, together with some methods for its storage, processing and presentation. Geophysical exploration techniques are compared as information sources. It is concluded that borehole and bore core evaluation is relevant and necessary for colliery design, but that optimum results will be obtained if drilling can be combined with geophysical techniques. Because of the inherent uncertainties in prediction of mining conditions the necessity of obtaining as much information as practicable from drilling evaluation is also stressed.

The BHAS copper-lead matte leach process, developed in Port Pirie, South Australia, has been in operation on a commercial scale since 1984. This process is one of many developed in the past decade to recover copper via the hydrometallurgical route. In essence, the process involves a single stage agitative leach of 100% -75um matte in an acid chloride-sulphate lixiviant with gaseous oxygen as oxidant. The leach temperature is controlled at 85¦C to assist with reaction kinetics. After leaching, divalent copper is recovered from solution via a conventional solvent extraction/electrowinning circuit to yield cathode copper for sale The BHAS matte leach process has several unique characteristics cf. other commercial oxidative acid leach processes. These include i) the use of gaseous 02 as oxidant ii) H2SO4 addition as make up acid iii) Relatively low chloride ion addition (30 g/1) For this reason, extensive work was carried out into the optimization of leaching by Meadows (1985). Variables investigated included ò Oxygen flow-rate ò Agitation intensity ò Leach temperature ò Free acidity ò Chloride ion concentration ò Matte particle size The current work was conducted to determine the effect of cooling rate, and hence mineralogy, on the leaching characteristics.

HISTORY Up until the late 1880's the mining industry acquired a considerable proportion of its capital needs from domestic sources. Exchanges were established wherever major new fields were opened and Ballarat, Bendigo, Charters Towers, Coolgardie, Kalgoorlie and Silverton all boasted active trading in mining shares. For much of the first half of this century there was only modest developments in the mining industry and its capital require- ments were correspondingly lower. RECENT EXPERIENCE The new mines of the sixties were, in many cases, characterised by their remote situation and their output of bulk commodities such as iron ore., coal and bauxite. Infra- structure costs were particularly high and the level of capital expenditure was of previously unheard of proportions.

AT Broken Hill, N.S.W., where flotation is tbe final stage in concentration, the gangue minerals are discharged as an aqueous pulp, and water recovery from the pulp being essential, provision must be made for the clisposal of the solids and for the return of the clear water to the cemcentrating mill circuit. This water also contains an appreciable quantity of flotation reagents, and is more effective for flotation than supply water.In the development of a scheme for the disposal of large quantities of residues, several of the more important factors for consideration are:(a) Tonnage to be handled.(b) Grain size of residues and pulp density.(c) Dewatering of residues and return of clear water to mill circuit.(d) Possible uses of residues.-A varying proportion of sand residues is used for underground filling, and to a limited extent for yoncrete making and other engineering work.(e) Choice of a suitable dumping area. - Before deciding upon this area consideration will be given to possible future operations so that the dump will not be likely to interfere with any development which may be necessary. There are many avenues for potential liability facing the Mining Industry today. Liability for breaches of environmental statutes such as the Resource Management Act 1991 and the Hazardous Substances and New Organisms Act 1997 include not only financial penalties but imprisonment and perhaps even more significantly will affect the reputation of the Industry. The potential for liability is not restricted to the employees that cause the actÆs to which liability attaches, but also potentially affects all the levels of management and even the company itself. There is also potential for liability through common law actions which can be utilised in cases of environmental harm. These should not be ignored by the Mining Industry. The Mining Industry must take a proactive approach to minimise exposure to potential environmental liability. This can be achieved by undertaking comprehensive environmental management initiatives and policies.

The formation of Kalgoorlie Consolidated Gold \lincs 1't% Ltd hati pla,xd all the major the gold producing areas adjacent to the city of Kalgoorlie/Boulder under one management, enabling the development of the 'Super Pit'. This has facilitated the economic optimisation of the resource. Optimisation has been achieved by the timely collection and presentation of data and the use of these data to reduce costs and improve planning procedures.In particular the following issues have been addressed:ò the reduction of the impact of the mining activity on the adjacent urban population centre,ò implementation of safety procedures for mining through underground voids,ò the determination of the optimum bench height and mining method for ore production benches and blast design. This system is fundamentally based on maintaining a high degree of selectivity while achieving a balance of relatively low unit operating costs,ò assessment of the comparable benefits of contractor versus owner operated earth moving equipment, andò the development of effective ore body models, production reconciliation and the long term mine planning procedures to facilitate effective strategic planning.
