In a survey conducted by symplexi with underground miners in Australia; 78 per cent of participants believed that ‘safety’ is all about people. If ‘safety’ is about people, then is the mining industry focusing on the wrong thing? It would be fair to say that the mining industry is heavily systems focused. Companies develop a safety management system and use this to show regulators that they comply with legislation – however, that is only half of the picture.

The operations management system at Olympic Dam has evolved over a two-year period to the state described in this paper. This evolution has been driven largely by the requirements of the recent expansion of the Olympic Dam operation from three to nine million tonnes of ore per year. Such a change process demands an holistic approach to mine management and several techniques have been employed including XPAC, Mine Works Planner as well as a basic philosophy of æjust-in-timeÆ completion. The philosophies, software and tracking mechanisms for managing a large tonnage operation are described, outlining a fully integrated scheduling system from shift to shift detailed activity planning to a 20 year production plan. Moreover, the vision of production exceeding the current limit of nine million tonnes means that there are to be further developments to this state-of-the-art system in use at the Olympic Dam mine.

The basic make-up of the majority of currently produced bulk explosives has changed little in the last 20 years. These explosives would be described as mature in a life cycle analysis. Therefore these explosive products and the practical rules for their use are well understood and well established. In recent years there has been interest in low density explosives, predominantly due to ammonium nitrate shortages and the associated increase in the cost of explosives. In the use of low density explosives some of the practical rules for the more commonly used bulk explosives do not apply. Therefore a shift in the thinking among users is required. At a number of mines low density explosives have been trialled or are being used, utilising the practical rules that apply to bulk explosive products. This has led to poor blast results in many situations. These poor blast results have often then led to a reduction in the use of low density explosives at the mine. This reduction does not acknowledge the advantages that can be gained from this product in the area of reduced cost of mining. This paper looks at low density explosives and discusses how and why these products work. Included in the paper are some practical ideas and examples of how low density explosives can be effectively used at the mine site.

The importance of mine ventilation to health and safety in both coal and metalliferous mines has been long recognised. The primary and secondary ventilation systems in most metalliferous mines incur 50 per cent or more of the total mine electrical power consumption and frequently about 10 per cent of total underground mine operating costs. The requirements for ventilation-related horizontal and vertical development, fans and cooling have a significant impact on mine capital costs and also on mine schedules and start-up times and hence cash flows. There are increasing pressures on regulators and miners to reduce airborne contaminants such as diesel particulatematter, nitrogen dioxide and heat (wet bulb temperatures), and significant pressures to reducegreenhouse gases such as fugitive methane emissions from coalmines and the carbon dioxide footprint of both coal and metalliferous mines. Many previously Australian miners are now globaloperators and have extensive overseas mining operations where local ventilation standards and expertise may not be consistent with Australian practices. The role of the site ventilation officer is also changing with strict new requirements for the statutory position being introduced into Queensland metalliferous mines and the potential for this to become more widespread. Recent regulator and parliamentary review committees have identified systematic shortcomings in mine ventilation compliance, and statutory certificates in both Queensland and NSW now require continuing professional development to maintain currency. Public and investor support for mining are also increasingly contingent on safe, healthy and environmentally responsible practices and the standards for these are frequently tightening. Good ventilation design and operating practices that are consistently well executed therefore contribute significantly not only to a safe and healthy mine but also to a productive and cost-effective operation and the ongoing social licence to operate. There are a variety of ways of providing technical design and oversight into a mine’s ventilation systems; this paper explores some current trends in ventilation standards and statutory requirements, as well as ways to support and develop mine ventilation staff for both domestic and international operations and also the emerging senior technical roles of Group/Principal/Corporate mine ventilation engineer.

All tunnels have unique characteristics that result in different fire and life safety risk. The fire safety systems for each tunnel also give different benefits at different costs. It is therefore neither pragmatic nor cost-effective to prescribe specific fire standards requirements for all tunnels. Each tunnel needs to be assessed individually but using a common process.The owner/client is normally the risk owner and needs to make the decision on what fire and life safety provisions will be provided within the tunnel. To make this decision they need to be appropriately informed. The low probability and high consequence nature of fire events creates a challenge such that traditional analysis processes, which tend to focus on a major event after it has happened, are not easily applied and do not give the best value for money. Therefore a process is required that provides the relevant information to the owner for decision-making.A quantitative risk assessment (QRA) provides a process and framework for the consideration of fire life safety risk when applied properly. This involves a risk assessment of the ‘do nothing’ option together with assessments of improvement options and their costs. It also involves consideration of benchmark safety levels for other tunnels and the open road.This paper will outline a QRA process for assessing fire and life safety risk in tunnels and how this has been used for three existing tunnels, Homer Tunnel, Lyttelton Tunnel and Mt Victoria Tunnel. Key challenges include determining an acceptable safety level, defining realistic inputs, providing sufficient complexity to get meaningful results but not so complex that transparency is lost and interpretation to enable decision-making by non-technical personnel.CITATION:Weaver, S, Wright, B and Ireland, T, 2014. Mineral froth pumping utilising centrifugal slurry pumps is a major engineering challenge for both the end users and pump manufacturers. The traditional approach has been to oversize the pump for pumping mineral froth. This paper investigates the problems that are encountered in mining at extreme depths. It looks into the rock mechanic aspects, especially the high stress levels that will occur, and the hazard of rockbursts. Furthermore, environmental problems are discussed, with refrigeration and reduction of neat loads being major methods of maintaining ,sorkable conditions. The paper concludes that it will be of tmost importance to have a planning team of Tne highest quality to ensure that conditions are maintained so that work can be carried out safely and under reasonable conditions.

The lignites of Otago and Southland offer a potentially viable future feedstock for electricity production and possible conversion to petrochemicals or liquid fuels. The deposits, when combined, represent New ZealandÆs largest energy inventory; equivalent to about 74 000 petajoules û or approximately 35 times current natural gas reserves. Too often dismissed as irrelevant to New ZealandÆs energy future because of adverse perceptions of the value of low rank coals, the strategic value of this resource is in fact huge.   Investigations of the lignites extend back over more than 50 years (LFTB various, CRL Energy Ltd). Whilst it is not the intention of this paper to review this work, these investigations have confirmed the suitability of the resource as a feedstock for thermochemical conversion. Current estimates of South Island lignite mining costs are NZ$1.0 - 3.0/GJ (Natusch 2005), making these resources amongst the most competitively-priced energy sources available world-wide.   This value, however, will only be captured if we as a country begin to envisage a world-scale, long-life, integrated and multi-faceted development sized to supply world markets for chemicals or fuels. Recent CAE studies (Hooper and Riddolls, 2005) have emphasised the vital importance of ensuring that any exploitation of this resource maximises their value to New Zealand. The question that thus must be applied is how might large-scale utilisation of the resource fit with New ZealandÆs primary energy supply, and its potential for the export of high-value commodities.   From the broader perspective of New ZealandÆs total energy supply equation we need to examine other supply options beyond just the generation of electricity. We face in this country a situation wherein almost all our liquid fuels feedstock has to be imported with projections for an increasing dependence on imported oil. In addition NZ has a natural gas reserves-to-production ratio of less than ten years, and dwindling supply from local production. Without further natural gas discoveries, New Zealand has only a window of approximately five years before we will need to commit to imported LNG or some other thermal fuels option.   In other words, New Zealand is facing an uncertain future unless we can restore energy inventories to cover an adequate strategic reserve capacity as well as enable long-term investment in alternative sources. Within this context the South Island lignite resources are thus deserving of more attention. The extent of the resource is well known, its suitability for conversion reasonably assessed, and its magnitude such that there is little doubt that lignite conversion could adequately meet NZÆs future energy needs for many years out.   This paper reviews coal gasification technology, its application to lignite and the possibilities for future development of the lignite resources. It is argued that the strategic imperative for this country is to secure the lignite resources as a primary energy source for this country well into the latter half of this century.

Traditional mechanised resin rock bolting in hard rock underground mines requires the installation of resin capsules into a pre-drilled hole prior to the rock bolt being spun into a hole to mix the resin and set the bolt in place. In poor rockmass conditions, especially at depth or in highly altered faults and shears, the condition of the holes often deteriorates as the poor ground around it unravels and falls into the hole. This results in partially or fully blocked holes that either damages the resin capsule when they are being inserted into the holes or prevent it entirely until the hole is continuously cleaned of debris. This deterioration of the hole condition, and continuous need to clean and re-drill holes, also increases the diameter of the hole which in turn affects the continuously mechanically coupled anchorage mechanism of the rock bolt to the rockmass as there is simply not enough resin in the hole to fill the annulus between the bolt and the rock. This results in a large increase to critical heading cycle time and, more importantly, results in the rock reinforcement not performing as per design specification and increases the risk of instability. To overcome the quality control issues with resin bolt installation in poor ground, a single pass drill, install, inject and tension self-drilling resin bolt application was designed and implemented for use in such conditions. This system allows the operator to inject a two part polyester resin through a self-drilled hollow bolt to mix and fully encapsulate the rock reinforcement. The self-drilling bolt allows for post injection of the hole after the bolt has been installed into the rock and gives the operator manual or automated control on the amount of resin used in the hole to ensure complete encapsulation and continuously mechanically coupled anchorage to the rock. This allows the reinforcement to work as designed and provide the Geotechnical Engineer extra quality control confidence in these conditions. The implementation of this single pass resin bolting system resulted in significant decreases to the resin bolting cycle time and rock bolt quality control failures. In this paper the design, implementation and embedment into the development cycle will be discussed and the in situ quality control checks used to validate the increase in rock bolt installation quality will be shared. The load capacity of a friction bolt has long been regarded as 4 t/m of embedment for ground support design analysis and supported by in situ pull test results. In recent years, the authors have observed lower pull test results or inconsistent results which were rarely sighted in the early 2000s. The lower pull test results indicated in some cases that reliable friction bolt capacity (≥90 per cent of results) is closer to 3 t/m of embedment with some geotechnical engineers adjusting the ground support parameters in the design work accordingly. This can be in contrast with other mines which reliably obtain 4 t/m (or greater) using the same suppliers bolt in similar ground conditions. This raised several questions: • What is the effect of poor installation (bolt twist or bolt hole deviation)? • Does the performance of friction bolts vary in different rock masses? • Does bolt performance vary between suppliers? • What effect does increased jumbo feed/percussion/rotation settings have? • Have the bolt dimensions or steel strip width changed? • Have the physical bolt properties changed? • Have the steel properties changed? This paper was aimed to answer as many of these questions as possible and discuss each variable in detail. This project included friction bolt trials at various mine sites across Australia, multiple friction bolt manufacturers, steel manufacturers and laboratory analysis. The paper also includes discussion on what the authors consider best practice for pull testing. It should be noted, the terms ‘friction stabiliser’ and ‘split set’ used in this paper are used in a generic manner and is not linked to any specific ground support supplier. Whilst its acknowledged within the industry the term split set and friction stabiliser is used interchangeably, the authors acknowledge that the term split set is a trademark of Split Set Mining Systems and has been used in context in this paper.

BHP Western Australian Iron Ore (WAIO) operations use a suite of slope monitoring systems which are deployed to operational areas based on the ground control risk. Slope Radars are one system used within WAIO, having recently deployed and integrated a network of 22 radar systems across the operations. The integration required the development of supporting network architecture, infrastructure, virtualised hosting, security protocols and a technology support model. This has enabled data transfer between the physical radar systems located in open pits, to on-site offices, a vendor supported remote control room in Indonesia and the WAIO Integrated Remote Operations Centre for data analysis and monitoring of system and displacement alarms 24/7. The typical technical skillset of a Geotechnical Engineer does not include the knowledge and capability to understand and develop the supporting IT infrastructure required for establishing an integrated radar monitoring network. This paper will provide a discussion of the technology considerations for integrating radar systems and highlight the importance of the developed partnerships between internal geotechnical and technology teams and the external vendor team to ensure a reliable, robust and scalable slope monitoring solution.

"The phased application of statistical process control (SPC) infers that processes are classifiable as pre-SPC (or phase zero), phase I and phase II processes, with different objectives being pursued in the different phases. Phase zero processes, defined as processes affected by assignable causes of variation, are characterised as follows: out-of-control with unknown autocorrelation structure having an unknown statistical distribution not performing consistently on target with minimum variability potentially incapable of conforming to the product specifications. The objectives of phase I SPC is to obtain estimates of the mean (µ), variance (s2), probability density function (f(X)) and the autocorrelation structure, as well as transforming the process into a phase II process (defined as a process conforming to specifications and performing on target with minimum variability). As in any other type of research or pragmatic improvement intervention, sampling is required is to achieve these objectives. The challenge of deciding a phase I sampling plan is multifarious since it has to cope with the aforementioned effects of assignable causes and provide for rigour estimates of the unknown parameters. Furthermore, deciding sampling plans in phase I invariably presents a classical catch-22 situation: appropriate sampling is required to determine the autocorrelation structure of a variable, but knowledge of the autocorrelation structure is required to formulate an appropriate sampling plan. This paper suggests, for random variables, guidelines to formulate sampling plans, and presents a methodology to estimate the inherent process parameters of process variables and an approach to identify assignable causes in phase I. CITATION:Breytenbach, W P, 2014. Global iron ore demand, sparked by ChinaÆs rapid industrialisation and emergence as the worldÆs newest steel market, has seen iron ore groups investing heavily in production capacity as well as infrastructure. The success of these new projects depends heavily on reliability, competitiveness and quality control in an increasingly demanding trading environment. Furthermore, the iron ore industry continues to improve its competitiveness in mining practices, technology innovation and management processes. The continued fine tuning of these sectors will be critical to the success of the industry in the years ahead, and this mining sector will continue to demand process improvements from their service suppliers to maintain competitiveness. Automation offers a real solution to these demands. A crucial quality control element in mining, beneficiation, stockpiling and shipping stages is ensuring representative samples of ore are taken along each step of the process. When these samples reach the laboratory it is imperative that the sample is representative of the entire stream and that no induced errors occur. Examples of automation start with mechanical primary and secondary samplers in the run-of-mine processes through to sample tower and laboratory crushers, dividers and collectors. Automation is widely used in many forms to provide reliable and repeatable samples for analysis whilst providing a safer working environment. Laboratory automation systems in use today vary from simple linear systems to sophisticated robotic cells. Sample automation in the iron ore industry has resulted in many benefits for both producers and their customers. The most significant benefits have come in the form of higher safety standards whilst reducing sample error, sample handling and sample contamination during collection. These benefits have been further augmented by reliability and repeatability of automating the final sample preparation and analysis stage. Today these benefits are reflected in reduced costs of sampling and improvement in both turnaround time and quality of results, whilst complying with Australian safety and ISO sampling standards.

"The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. This is evidenced by a decline in the number of skilled teams, who are now centred in fewer locations. Other features are an aging and retiring ‘Baby Boomer’ generation, coupled with a low uptake of new graduates and the uncertainty in predicting future capital expenditure programs and requirements. Combine this with a reluctance of cash-poor operations to modernise and adapt in an environment of low metal prices, and there is a real uncertainty in how service providers will meet industry needs as they evolve.The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. These embrace a whole gamut of agile alternatives in the areas of partnering, alliances, commercial and shared risk models and mutual innovations. These will be discussed with some case studies and suggested approaches.Particular emphasis will be upon brownfield expansions and upgrades which have emerged recently as a preferred lower capital and focused way to achieve best practical outcome at lowest cost. There are a number of specific features of such brownfields projects including the requirement for very close cooperation between the execution team, operators, maintenance and suppliers and a maximum usage of site resources and ingenuity. Often, required investment hurdle rates are high, downtime allowed is minimal and site resources usage is maximised. This requires mutual trust, good planning and high health, safety, environment and community (HSEC) standards and practice. In many ways the practices and skills needed are the exact opposite of the historical ‘big greenfields’ project with which the industry has been geared for more recently.Another developing area has been with innovative commercial models and practices. These have been as a direct result of the more challenging investment criteria being adopted and the relative hunger of service providers. It has become more common to look at these commercial/costing alternatives very early in the project cycle as an essential project tool and not just as a possible option. These commercial solutions cover such alternatives as leasing and rental, deferred payments, build–own–operate–transfer (BOOT) and build–own–operate (BOO), whole-of-mine preferred spares and maintenance terms, and aggressive performance targets with real assurance penalties. It is well known that during the first 15 or 20 years the hardy colonists and un-tfortunate convicts were close to starvation on several occasions and were only saved by the arrival of supply ships, which were dependent on the vagaries of wind and current, and the hazards of the uncharted seas they had to -navigate-.When Australia was little more than a miserable penal settlement, Great Britain was one of the great-powers of the world, and the U,.S.A. was an independent nation with a growing degree of prosperity that even then gave promise of its mighty awakening to become, as it has, a e.olossus of industry and commerce,-and the. leader in living standards of the world to-day.Australia, from such a shaky, and comparatively recent start, has risen to a position in which its living standards rank very high in comparison with those of most of the nations of Europe and America. Exact com-parisons are hard to fix because of the wide variety of factors involved .but the Institute of Pab?Lic Affairs .(Victoria) places Australia fifthin the world, excelled only by the U.S.A., Canada, Sweden and Switzerland. A research project incorporating a number of mine site exercises to reduce the effects of fire incidents and possible consequent health and safety hazards has been undertaken focused on the application of mine fire simulation software packages for contaminate tracing and fire modelling in coal and metalliferous mines. This paper examines aspects of introduction of inert gases to underground workings to aid recovery of a mine following a fire. Broad conclusions from work undertaken at individual Australian coal mines are discussed as examples. The effort is built around the introduction of the fire simulation computer program æVentgraphÆ to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Case studies have been developed to examine usage of inertisation units and particularly application of the GAG jet engine unit. One example has focused on selection of the best surface portal location for placement of the GAG for most efficient suppression of a fire. A second has examined a situation with significant seam gas being emitted on the face. This has shown that under certain face dip angles stopping the mine surface fan to reduce dilution of GAG exhaust gases will cause reversal of face air and consequent mine explosion as gas laden air is drawn across a fire. A third examines inertisation and dilution issues in mains headings. mains headings present a complex ventilation network with often numerous parallel headings, hundreds of cut-throughs and a variety of ventilation control devices. In such a complex system (with additional interference from a fire), maintaining control of the movement of inert gas is more difficult than elsewhere in the mine. Some illustrations of this issue are given.

In the current cycle of low commodity prices and rising costs, mine managers continue to focus on optimising mine performance and productivity. A critical component of strengthening performance and productivity is ensuring material is routed correctly and efficiently through the core mine production activities of drilling, blasting and grade control.By the time a blast is planned, an enormous amount of intellectual property has been invested in the exploration, resource development, feasibility studies and mine planning activities. The value of that knowledge is either realised or diminished during mine production. Efficient execution of the process is critical and is reflected by the quality and timeliness of the information produced.Multiple teams are involved in the mining extraction process. These teams are all under time pressure to keep the mine equipment operating. One of the root causes of this pressure is the dependency between the teams. They do not operate in isolation, but are a link in a chain depending on the outcomes of each activity. It is essential communication is efficient so tasks can be completed according to the production schedule. Unfortunately, communication fails when unintegrated systems are used because of:- different teams seeing different data, hence there is not an overall, up-to-date view of progress and priorities- lack of cross-functional visibility of data leading to failure to identify errors in time to address or correct issues- teams tending to be siloed and focusing on their part of the process rather than the overall objective.With different systems used for the parts of a common goal, supervisors and managers lack visibility of the process. This makes it difficult to identify process improvement opportunities.Streamlined communications help consolidate all data and activities resulting in improved cooperation between mine production teams. This outcome increases the confidence and efficiency of material routing decisions. It also reduces potential impact to mine performance from errors in early stage tasks like drilling and grade control. Mining project developers are committed to taking on all the challenges and obligations of financial risk management. It is interesting that our current models of project finance have not changed markedly in principle for some 700 years, yet the rules which prepare the way for effective project assessment and subsequent loan management still do not seem to be well understood by project or corporate developers. Probability and gravity fill the opposing trays of the golden balance of financial risk. Understanding the relationship between these opposing, but intimately related elements is critically important for successful risk management. It is important to move beyond the qualitative approach and use quantitative methodologies to measure the financial impact of the occurrence of each major risk. We live in a world where the only constant is change and thus it is not surprising that a bankerÆs life is still governed by assessing, measuring and pricing risk. Banks are attracted to funding well managed companies with strong cash flow projects. But we are more risk averse compared with the credit appetites of late last century. This attitudinal shift has resulted in tougher term sheets for the early 21st century, encompassing more conditions, warranties, undertakings and stronger cash sweep provisions. Banks require well balanced portfolios to achieve an acceptable spread of risk, thus there is a more restricted market for small company lending than that available to large multi-project corporate entities with less concentrated risk profiles. Because of this focus, junior company debt finance remains comparatively expensive and especially so for more challenging geographical and political environments.

Sulfate-reducing bacteria (SRB) have the ability to immobilise dissolved metals by precipitating them as sulfides, provided that a favourable biochemical environment is created. Such an environment includes the presence of sulfate, anaerobic conditions and the availability of organic carbon. If such conditions are engineered within a reactive barrier or field-bioreactor, most metals can be effectively removed. To demonstrate this concept, three passive SRB field-bioreactors were constructed in 1998 at an abandoned mine site in the vicinity of Butte, Montana, USA to treat acid mine drainage with characteristic elevated concentration of metals and low pH. Performance of the field-bioreactors, using aqueous samples, was monitored over 32 months until the project was terminated, field-bioreactors were decommissioned and solid matrix sampling of the reactive matter was performed. The most important analytical results are presented in this paper together with conclusions regarding the appropriateness of the field-bioreactors construction features. Only Zn, Cu, and Cd were being removed as sulfides due to SRB activities. Changes in concentrations of other metals (Fe, Mn, Al, As), which do not necessarily precipitate as sulfide, seemed to be affected by SRB only in an indirect manner by responding to increased pH caused by SRB activity. An innovative cellular containment system used for placing organic matter worked very well in preventing settling of the organic matter and ensuring uniform flow of AMD throughout the entire cross-section of the organic carbon with no preferential flow paths This demonstration was funded by the US EPA and was jointly administered by the EPA and the US DOE under DOE contract number DE-AC22-96EW96405. The project was implemented by MSE Technology Applications, Inc, Butte, Montana, USA.

Industry, especially extractive industry, must now give serious attention to the impact its operations have on the natural environment and on the economic, social, and cultural context within which it operates.   While this obligation is statutorily managed, there has been a recent shift towards a culture of self responsibility. Industry is now talking about earning its ôsocial licence to operateö and the importance of maintaining the ôtriple bottom lineö, thus adding environmental and social performance to the usual financial criteria used to measure organisational performance. The social context within which companies operate has also become more sensitive with industry responding to a growing public expectation that it conduct itself in a way that strives for sustainability by operating and developing in a way that meets the needs of the present without compromising the ability of future generations to meet their own needs.   There are glowing accounts of industries engaging and collaborating with the communities within which they are based. In amongst these are also some disasters which result from cultural assumptions, industry created dependencies and the failure to attain community buy-in despite significant investment by the industry involved.   There are also remarkable stories of communities, and action groups within communities, being a significant catalyst for positive change of their natural, cultural and social environment. In amongst these stories there are also accounts of long and drawn out battles; adversarial situations where no one wins; a litany of mistrust, tricks and tactics, with the better resourced party ultimately achieving its primary objectives at the cost of the other (and at the cost of any potential fruitful, mutual relationships).   So what makes the difference in achieving the positive rather than negative outcomes? The answer lies in the way the outcomes are achieved. Building relationships based on good communication, respect for divergent views, mutual understanding, and the development of trust and empathy, makes it possible to identify shared goals and objectives that best meet the needs of all parties.   Research indicates the mining industry is making good progress in developing policy and commitment to community development and engagement but that, ætranslating commitments into improved practices at the site level remains one of the industryÆs toughest challengesÆ. (Australian Government - Community Engagement and Development Handbook October 2006 @ page 49.)   This paper considers the merits of a process of community collaboration and what it has to offer in terms of meeting that challenge.
